Discussions on the Northeast Superior Enhanced Regional Forest Licence held in Chapleau
O
n February 7, 2014 a meeting was held to discuss the Northeast Superior Enhanced Sustainable Forest License. Participants included representatives from the First Nations, municipalities, industry and government. The Northeast Superior Enhanced Sustainable Forest Licence development process has been underway for the better part of the last five years. The NSRCF reconciliation agenda is transformative in nature and is comprised of a number of important components that are based on Aboriginal traditional values. This
can be summarized along two lines of thought. First, for the process to be comprehensive, it requires consideration of economic, environmental, social and cultural elements, consistent with the Medicine Wheel. Second, it requires a shift in relationships within First Nations (healing), amongst First Nations (unity) and between these First Nations and industry, the Crown and adjacent municipalities. This transformation agenda will be advanced via the NSRCF work plan, supported by several pilot projects. The first pilot project involves the enhanced sustain-
able forest licence development process which focusses on a retooling of the existing economic relationships between First Nations a n d i n d u s t r y. T h e second involves Michipicoten First Nation's forest management planning project that supports the rebuilding of Aboriginal environmental stewardship responsibilities. The third involves a more prescribed government togovernment relationship between First Nations and the Crown including a resource revenue sharing pilot project and a renewed approach to implementing Ontario's Condition #34 obligations. The
fourth involves a greater level of cooperation between First Nations and municipalities through the development of a joint regional planning council in support of a strengthened social development agenda.
