Mayor's New Year's Message Message du Jour de l'an du Maire de Chapleau

'est avec plaisir et de tout privilège que je souhaite la bonne année aux citoyens de Chapleau de la part du conseil municipal. Que l'année 2014 soit une année remplie de joie et de prospérité pour vous et vos familles.

En 2013 plusieurs événements ont eu lieu; le tournoi de pêche, le carnaval, la fête du premier de juillet, l'anniversaire du décès de Louis Hémon, l'activité "girls night out" ainsi que des tournois de curling et de hockey, la foire d'automne et d'autres.

Chapleau est une communauté active.

Plusieurs organisations ont fait la vedette cette année: le club Rotary, le comité de la foire d'automne, les Rebeccas et l'auxiliaire de l'hôpital, les Oddfellows qui sont présent a toutes les occasions. La liste est interminable. Je veux remercier ces organisations d'être des bons citoyens de Chapleau.

Nous demeurons dans une communauté entourés de gens qui se côtoient et se supportent. Nous rencontrons à tous les jours des citoyens qui à travers leurs conversations ou leurs actions démontrent la raison pourquoi il fait bon vivre à Chapleau. Que cette nouvelle année soit rempli de paix et de bonheur.

In 2013 some remarkable events took place; the fish derby, the carnival, the first of July celebrations, the 100th anniversary celebrations commemorating the passing of Louis Hémon, the girl's night out as well as curling spiels, hockey tournaments ,the fall fair and many more. Chapleau is an active community.

Many organizations have shone through their contributions such as the Rotary Club, the Fall Fair Committee, the Hospital Auxiliary, the Rebeccas and the Oddfellows who are always part of our activities.

The list goes on. I thank these organizations for being good citizens of Chapleau.

We live in a community surrounded by caring people who share a bond. Everyday, we meet people who through their conversations and actions show us the reasons we choose to live in Chapleau. Have a peaceful and happy New Year.

The results represent the remaining assays for the 2013 drill program at Borden Gold. Drilling production exceeded expectations with 218 holes drilled totaling 83,899 metres for the year.

n order to save his dogs from a lynx attack, local resident, Grant Fiaschetti bravely jumped into action to prevent the worst for his canine buddies.

While attending to some outdoor chores, Grant heard his smaller dog Missy crying and yelping.

He immediately thought that another dog may be in the yard so he proceeded to go and look. In the meantime he could hear his other dog crying and barking.

He then ran towards the sounds and observed the lynx on top of the bigger dog Sam who was trying to defend the smaller

dog.

In a split second decision Grant ran to the lynx and punched it twice on the head.

Somewhat dazed the lynx managed to swat Grant on two occasions. The hat that he was wearing at the time helped protect him. After managing to hold his front legs, Grant hit the lynx a few more times, then put a choke hold on the lynx and basically layed on top of the animal. After about 15 minutes the wild feline was dead.

Letters to the Editor I have many concerns about Chapleau but two principal ones.

Chapleau council is sitting on their hands and awaiting a huge Law Suit to happen and it will if nothing is done.

1.Mould in the museum.

Council has known about this blight for several years. There are dozens of strains of mould. Mould is spread by air born spores.

When they find a comfortable host and humidity is just right they can reproduce in amazing quantities.

MOULD is dangerous; Yes even lethal and deadly Please Google “Mould” and read interesting facts about Moulds.

A f t e r m y Chapleau vacation I wrote and inquired from three diagnostics lab in the Sault and Sudbury how to determine the severity of the blight and any dangers to the c o m m u n i t y. T h e council is obviously aware and have ordered the museum to be bolted shut against the public.

Get the entire museum reorganized and stop the bleeding at the cash register. Eradicate the mould. It is closed and bolted to public viewing. We have hundred of artifacts and all our historical data is there.

It is your child and your council. What are you going to do about it? Sit and wait to see what happens. Maybe stop breathing when you drive by the museum.

Not a responsible attitude for any citizen or a parent. The museum is a loser as recorded in the municipality books and is not being self sufficient as it is now administered.

The same resource people are in charge for several years. With all the problems council faces they still keep the same staff the same for its overall maintenance.

Change the roster! Get people to act that have fire in their belly and a will to progress. The ball is in your court. If you want action in 2014 you had better get into positive drive and act now.

Richard Brownlee quiet and unassuming citizen but staunch believer in future of Chapleau starting in 1886

Despite being a quiet and unassuming person, Richard 'Dick' Brownlee, who was one of Chapleau's first

citizens, was always a staunch worker for anything progressive in the community.

arrived in Chapleau on February 4, 1886, and two days later, established a barber shop in a tent on the site where the Lady Minto Hospital would be located in 1914, at the corner of Elm and Queen Streets.

Writing in his book "Pioneering in Northern Ontario", Vince Crichton noted that in early 1886 was "nothing more than a large camp" on the Canadian Pacific Railway, and that Mr. Brownlee's barber shop was in the vicinity of the original townsite.

Born in 1868, Mr. Brownlee had worked at several jobs as a young man, then decided to become a barber, setting up shop first in Biscotasing which was a busy and important place on the CPR in the early 1880s.

In 1887, he married and he brought his wife Ellen to Chapleau. She was one of the few women there at the time. Both were 19.

Around the end of 1886, T.A. Austin Co. who had established a store on the site which later became Smith and Chapple Ltd, now Village Shops, built a lean to shop on the east end of their store which became known as Dick's Barber Shop.

From his earliest days in

Chapleau Mr. Brownlee gained a reputation as a person who helped many in trouble, and supported projects that benefited many not just a few.

But, "a quiet and unassuming person, the hand was more often hidden than seen".

Like so many of Chapleau's earliest citizens, Mr Brownlee was involved in many aspects of community life. Apparently he was a good lacrosse player and played on a Chapleau team as early as 1890. He became a member of the Chapleau Volunteer Fire Brigade and was made an honourary member in 1931. He was also treasurer of the Chapleau Town Band for 13 years.

He became a charter member of Lodge 266 of the Independent Order of Oddfellows when it was established in the community.

A faithful worker for St. John's Anglican Church, he served as Rector's Warden for 12 years when Rev. P.R. Soanes was at the parish.

In 1907, Mr. Brownlee purchased property at 22 and 24 Birch Street East which came to be known as the Brownlee Block. He established his new barber shop there and lived in an apartment upstairs.

He decided to stay. "It was young, it was colourful, it was growing," he said of Chapleau. It became known as the Four Chair Union Barber Shop -- but I only remember three chairs?

Brownlee's business partner and in 1928 they petitioned for a liquor store. Citizens voted in favour and in later 1928, the Liquor Control Board of Ontario opened store at 24 Beech Street.

Robert McEwen was the first vendor (manager) and George Hunt, my grandfather, the assistant vendor.

Mr. Brownlee retired in 1931 and Mr. Comte took over the business, retiring in 1961.

He built the first real summer home at Mulligan's Bay on what came to be known as Brownlee Island, later Card Island. He also had the first steam powered boat to cruise the two rivers, going down the l a k e t o a b a y. H e always enjoyed hunting and fishing.

In 1936, Mr. Brownlee's wife Ellen died, and in her memory he built the Brownlee Chapel and Vault at the Chapleau Municipal Cemetery.

He had been a member of the cemetery board too.

In 1938, Mr. Brownlee married Marie Jeanne Leclerc.

R i c h a r d Brownlee died at age 83 on August 8, 1951, and his funeral service was conducted by Rev. E. Roy Haddon at St. John's Church.

Almost time for the Winter Carnival. Being optimistic, I know the Big Freeze will soften February 12th to 15th so we can enjoy the many activities scheduled for this winter's carnival.

The Leisure Committee and Leisure Director Joel Langelier have worked to increase the number of activities.

These will be detailed

in the coming weeks.

This week we will outline two of the creative activities.

First is The Winter Carnival Photo Contest. This is open to all Chapleau residents. Each participant may submit 3 photos. The theme is winter scenery or local winter activities.

The Chapleau Express again sponsors the photo contest.

Ontario Weather Review: November 2013 November 2013 can be summarized by normal temperatures and abnormal precipitation. What kind of difference can one day make? Well, in terms of precipitation, the amounts received in a 24-hour period on November 18-19 made up half of all the precipitation received during the entire month in portions of Northern Ontario.

Summarizing, Northern Ontario had normal temperatures and wetter-than-normal conditions this month.

The highest departures from normal precipitation amounts were found in the area between Sault Ste. Marie and Moosonee. Elsewhere, most of the northwest and Far North were drier than normal. Meanwhile, southern Ontario had normal temperatures, but drier-thannormal conditions, with the exception of locations east of Lake Huron and Georgian Bay. Severe Weather In comparison to October, November had more than its share o f s e v e r e w e a t h e r, ranging from significant rainfalls and snowfalls to wind storms and the very rare occurrence of a late-season tornado.

I t b e g a n abruptly with the postHalloween storm which claimed at least one life on November 1 as strong winds brought down a tree and hydro poles on

an occupied vehicle in Port Colborne. The storm triggered the issuance of strong wind warnings for parts of southern Ontario and rainfall warnings in southern and northeastern Ontario. Rainfall amounts between 40 and 50 millimetres were widespread in the affected areas, with the highest amount of 52.5 millimetres reported in Bancroft. Peak wind gusts in southern Ontario were between 80 and 100 kilometres p e r h o u r, w i t h t h e strongest reported in Port Colborne at 106 kilometres per hour.

The Gales of November blew once again on November 18 as another major fall storm affected the entire province. Snowfall warnings were issued for northwestern Ontario, while rainfall warnings were issued for the northeastern portion of the province.

Wind warnings were once again issued for southern Ontario, where residents had a taste of summer-like temperatures before the passage of a cold front brought thunderstorms, strong westerly winds and much colder temperatures. The gusty winds persisted into November 19. A volunteer observer on St. Joseph Island reported 84 millimetres of rain with this system, while Sault Ste Marie received 70.7 millimetres, Kapuskasing

54.0 millimetres and Moosonee 53.0 millimetres. A swath from Kenora to Timmins to Fort Albany received between 10 and 20 centimetres of snow, with the highest report being 20 centimetres in Sioux Lookout. Further south, wind reports in the 80-to-90 kilometres per hour range were widespread in southern Ontario and the Nickel Belt. The strongest gusts were reported in the regions neighbouring Lake Erie and Georgian Bay, with Port Colborne reporting 109 kilometres per hour, Long Point 109, Western Island 107, Cove Island 102 and Killarney 94.

On November 22, a very sharp cold front set the stage for a weekend-long snow squall event to the lee of Georgian Bay and Lake Huron, and ushered in chilly temperatures throughout the entire province. Due to the perfect alignment of the winds, a particularly intense snow squall formed off southern Lake Huron. It stretched from around St Joseph, just east of Grand Bend, southeastward through the western part of London and into central portions of Elgin C o u n t y. W h i l e t h i s narrow band of snow did not affect any official Environment Canada weather monitoring s t a t i o n s , u n o ff i c i a l reports received from the public suggest that

up to 70 centimetres of snow fell in the hardesthit corridor. Snowfall amounts on either side of this intense snow s q u a l l d r o p p e d o ff significantly, as shown by the fact that the London Airport observation site reported 32 centimetres from this event.

On November 23, as this same sharp cold front crossed Eastern Ontario, a very rare late-season tornado took some residents just north of Prescott by surprise. The tornado was spun from a vigorous storm leaving significant structural damage to a farm silo and other minor damage in the area. It was rated

an Enhanced Fujita scale one (EF1) tornado, with winds estimated at 150 kilometres per hour. The EF scale ranges from 0 to 5, 5 being the strongest.

Two more investigations were also completed in November.

An EF0 tornado was confirmed in Teviotdale, just south of Mount Forest, on July 19 and an EF0 tornado occurred in Magiskan Lake, northeast of Cochrane, on August 2. The total count of tornadoes in Ontario in 2013 now stands at 22. The Ontario tornado season normally extends from late April to early October and, on average, 12 tornadoes are verified. Other

occurrences of lateseason tornadoes are the Leamington tornado on November 29, 1919, the Exeter tornado on December 12, 1946, and the Hamilton tornado on November 9, 2005.

The last storm of the month tracked from the south along the Appalachian Mountains and affected Eastern Ontario on November 27, bringing to the region its first significant snowfall of the year.

Amounts were in the range of 20 to 25 centimetres for areas east of a line from Kingston to Ottawa, with the highest accumulation of 25 centimetres being reported at the Ottawa airport.

He was most impressed with the first diesel engine to arrive in December 1949, pulling CPR passenger train Number 3. In 1950 upon hearing the news that Chapleau was to be on the Trans Canada Highway, he commented "If only G.B. Nicholson (Chapleau's first reeve

and his friend) was alive to hear this."

Mr. Brownlee, along with other pioneer citizens were strong believers in the future of Chapleau.

Brownlee, it struck me that outside of family, he was my first real friend. Let me explain.

After my father Jim Morris went overseas, my mother, Muriel (Hunt) Morris and I

stayed with my aunt and uncle Elsie (Mom's sister) and B.W. Zufelt at their home on Beech street.

For a time before returning to teach at Chapleau Public School, Mom worked in the liquor store and I would wander over to Main Street, and join the 'oldtimers" including Mr. Brownlee where they met daily to chat in front of the barber shop.

In due course, Mr. Brownlee started taking me for car rides around town and even down the highway to the diversion. Quite a thrill for a little boy as there were not many

cars in Chapleau in the mid 1940s. And after we moved to Grey Street in 1945, I was able to chat with my friend each Sunday at St. John's.

Two rinks are available, one for skating and a second for hockey. Both are located at the tennis courts.

A special thanks to Fire Chief Graham Bertrand and the firefighters for the numerous floodings.

Two things in closing, simple requests for smooth day to day operations. The first is addressed to the hockey players: please, please, PLEASE, do not switch rinks. Each rink is designed and located for a specific purpose. The second concern deals with litter and is addressed to all users. Got litter, then pick it up and pack it out! A garbage can is made to be used.

Don't Hike CPP Contributions, Fix EI to Help Canadians Retire Richer

By Candice Malcolm Worried about retirement savings?

P r e m i e r Wy n n e i s certainly worried for you. She doesn’t think that families in Ontario are saving enough for their retirement.

Considering how much we are nickeled-anddimed in this country, maybe she’s right. The further the government reaches into our pockets, the less we have to put away for the future.

Premier Wynne wants to solve this problem by increasing forced contributions to the Canadian Pension Plan (CPP.) She may have diagnosed the ailment correctly, but her cure will make the patient even sicker!

Instead of calling for the government to take even more money from us, the premier should call for reforms to our current programs, starting with Employment Insurance (EI). Without changing premiums or growing the program, EI could be transformed to meet the needs and realities of modern day Canada by letting Canadians save their leftover EI contributions for their retirement.

A worker

making at least $48,000 will pay $891 in EI taxes this year. Their employer tops up this contribution by adding another $1,248. That means that the average two-income family is responsible for $4,277 this year in EI taxes; money that the majority of Canadians will never use or see returned.

Imagine if Canadians were entitled to keep this money? Imagine if those funds were held in trust for you, to use if y o u b e c o m e u n e mployed or paid out at retirement if not entirely used. Imagine how much richer we would all be.

A two-income family would get to save that $4,277 contribution each year, helping to build a significantly nest egg for the future. In fact, a couple who starts contributing at age 25 and are fortunate enough to remain employed throughout their careers could save $1.07 million by the time they reached age 65.

Potential retirement savings is just the tip of the iceberg of why the government must reform the broken EI system.

The system is destructive. It has not helped lessen the effects of unemployment; it has exacerbated them. For instance, in rural Prince Edward Island, EI payments equate to 15 per cent of all working income in the province, compared to less than two per cent in Ontario and the western provinces. Between 2008 and 2010, 89 per cent of all working-age tax filers in rural Newfoundland and Labrador reported EI on their tax returns.

Whatever the justification for EI, this incredibly sad economic reality is surely not the intended outcome.

EI treats Canadians differently and the regionally-

biased formula is skewed against Ontario.

If a full time worker in Hamilton were laid off after 17 weeks on the job, that worker would not be entitled to collect a single cent of EI. Someone living in Northern Manitoba, on the other hand, would receive up to $16,830 in the exact same circumstance.

Ontario residents are far less likely to be eligible for EI payments, and yet Ontario taxpayers pay the brunt of EI taxes.

Since 1981, Ontario taxpayers have sent an astonishing $75 billion more in EI taxes than Ontario residents have received in EI benefits.

The EI formula

is convoluted and inefficient. It costs $4 million a day to administer! That’s about $400 per year from each family in the country to pay bureaucrats to shuffle EI documents and mail out cheques.

Scrapping EI and replacing it with an Employment Insurance Savings Account would kill two birds with one stone. It would address the chronic unemployment that plagues some regions of Canada, while letting folks keep more of their own money to cover rising retirement costs.

C h i l e u n d e rtook similar reforms and their new system is credited with lowering payroll taxes, increasing wages, and decreas-

ing overall unemployment. The incentive is to conserve funds for retirement and to get back to work as soon as possible.

Premier Wynne should demand better for Ontario. Instead of trying to get more money out of the pockets of the average Ontario family, she should turn her sights to politicians in Ottawa and demand that they stop treating Ontario like the EI piggy-bank.

We d o n ’ t n e e d t o increase CPP to build retirement savings, we just need our politicians to stand up for taxpayers and hardworking families and demand better from our EI system.

We have a Toll Free Crisis Line which is staffed 24 hours a day. We can arrange for free transportation to the Centre for women who live in the Algoma/Chapleau area. We also offer support to women who live in the communities of Chapleau, White River, Dubreuilville, and Hornepayne through our Outreach Program.

Our Outreach Worker travels to those communities to meet with women who need emotional support as well as information about their rights and options. If you need to speak with the Outreach Worker when she is in your community, you can call the Centre at any time to set up an appointment. You do not need to be a resident of the Centre in order to use our services. If you need someone to talk to or if you just need someone to listen, call our Toll Free Crisis line at 1-800461-2242 or you can drop in at the Centre. We are here for you.

Benefits of an early diagnosis As many as 50 per cent of Canadians with dementia are not diagnosed early enough,* losing precious time when care and support can make a tremendous difference in their quality of life and avert unnecessary crises for their families.

That's why during Alzheimer Awareness Month, the Alzheimer Society is launching a new campaign, Early diagnosis keeps your life from unravelling, to promote the benefits of early diagnosis.

People with dementia can live meaningful and productive lives for many years after an early diagnosis. Dementia diagnosed early helps both the person and family members to learn about the disease, set realistic expectations and plan for their future together. There are many benefits to an early diagnosis. Here are our top 10: ■ Getting an accurate diagnosis Conditions such as depression, thyroid disease, infections or drug interactions sometimes produce symptoms similar to those of dementia. A thorough medical assessment can lead to an accurate diagnosis so that appropriate treatment can begin.

■ Being actively involved in health care and personal decisions Earlier in the process, the person is able to participate more actively in their own health-care decisions and future plans.

■ Using medications effectively

Treatment of Alzheimer’s disease and other dementias is typically most effective when started early in the disease process.

■ Focusing on what’s important An early diagnosis allows the person to set priorities based on what is important to them, such as travelling, pursuing new goals, or deciding when to stop working.

■ Making choices is empowering An early diagnosis allows the person with dementia to make informed decisions about legal, financial and care matters and make their wishes known to their family and friends.

■ Taking advantage of resources The person and their family can benefit from local Alzheimer Society information, support and education programs to learn how to live well with dementia.

■ Supporting families Families who understand the disease and the challenges that come with its progression are better able to support the person with dementia and get the help that’s right for them.

■ Advocating People with dementia can make their voices heard to raise awareness about the disease, the need for quality care and increased funding for research.

■ Advancing research People with dementia can participate in clinical trials and other research to help improve diagnosis and enhance care.

■ Reducing stigma People with dementia can continue to live life to the fullest. Sharing experiences of living with dementia can be very helpful in reducing the stigma of the disease and in encouraging others to reach out for support.
