35 years ago, the Chandler Chamber held our first Ostrich Festival, and, since then, it has become a beloved Chandler staple. We are excited to invite you to this year’s Ostrich Festival, with two weekends of music, food, and family fun (March 14-16 & 21-23, 2025).
Day one of the Ostrich Festival starts at 2:0pm on Friday, March 14th at Tumbleweed Park, with a performance by Roger Clyne and the Peacmakers (AKA “the Springfield of the Southwest”). Each day has shows and attractions, and each night has an electric headliner from your favorite genre, including alternative, country, and pop.

In Arizona, on average, businesses lose $2,020 per working parent annually through reduced revenue and extra hiring costs, according to a study funded by the Helios Education Foundation. The study commissioned a survey of working parents of children birth to age 5 in Arizona.
The lack of accessible and affordable child care can wreak havoc on parents’ work lives. More than half of parents report being late for work, leaving work early or being distracted due to childcare problems. Nearly two-thirds reported missing a full day of work, while 28% of parents have quit their jobs due to childcare problems. These impacts on employees also impact businesses and their bottom line.
This crisis is affecting families that need child care to work. Working parents are a critical part of the U.S. labor supply. About 11% of workers in the U.S. have a child under age 5 at home. That translates to about 474,000 working parents with children under age 6 in Arizona. And 60% of young children live in households where all adults work, which means many may need child care.
Demand far exceeds supply.
A recent study by the Bipartisan Policy Center showed that in our state, about 304,000 young children may need child care, but only 230,000 childcare openings exist.
Businesses can work towards attracting top talent especially for working families. Family friendly benefits can help increase retention rates as businesses lose $958 million annually in turnover and productivity.
Working families need reliable and affordable child care and their children need highquality care so that we can prepare our next generation of the workforce. Every child, regardless of where they live or their family’s income or who cares for them, deserves great care that sets them up for success.
The Chandler Chamber Community Foundation Leadership Institute is back in action! Class 41 participants came together for Orientation last month, where the class had the opportunity to participate in a number of leadership development workshops and activities focusing on enhancing their leadership skills.
This year’s class is led by Class 40 participants who completed their first year of the program in 2024. Planning and leadership efforts of Class 40 are spearheaded by our four Quad-Chairs who have gone above and beyond, continuing to serve within the Leadership Institute Program and bring great content and learning opportunities to Class 41.

As the Arizona Legislature’s 57th session reaches its midpoint, the Chandler Chamber remains actively engaged in shaping policies that impact our business community. With over 1,800 bills introduced, we continue to advocate for probusiness legislation while opposing measures that could hinder economic growth.
Utilizing our “How We Stand” legislative guide, members of the Chamber’s government affairs team review bills with the goal of advocating for probusiness legislation while opposing harmful policies & regulations. Although not all bills ultimately benefit the business community, the Chandler Chamber collaborates with policymakers to ensure perspectives from businesses, both large and small, are considered on issues before the legislature.
The Chandler Chamber has identified several high priority bills this session that could significantly impact the business community.
HB2704 – Develops a funding source for the reconstruction, equipment, repair, maintenance, or enhancement of Chase Field, Home of the Arizona Diamondbacks, by the County Stadium District.
HB2677 – Establishes that middle school students can take CTE courses to help them prepare for the workforce.
HB2683 – Requires businesses to accept cash up to $100.
SB1069 – Increases the business personal property tax exemption from $207,000 to $500,000
SB1215 – Regulates litigation financing to ensure parties retain control and to prevent conflicts of interest.
SB1539 – Exempts clean room equipment from personal property taxation and adjusts the tax base.
HCR2003 - Permits school districts to exceed the Aggregate Expenditure Limit (AEL) for fiscal year 2026, allowing them to use their existing funds without being constrained by state spending caps.

Chandler residents expressed high levels of satisfaction with their quality of life, services received and community’s safety through our annual budget survey.
Residents provided their thoughts about the community and its future by sharing feedback regarding city services, amenities and infrastructure that are important to their quality of life. The survey resulted in 1,343 participants, and 2,474 comments that are available for public review at chandleraz.gov/budget.
Key insights gathered from the survey responses include:
• 99 percent of respondents felt positively about the quality of life in Chandler
• 100 percent agree that Chandler’s Fire Department provides quality care
• 97 percent of respondents agree that they feel safe in Chandler
• 96 percent were satisfied with overall city services
• 94 percent agreed that there is a good return on their tax dollar
Some common themes among the comments provided include:
• Gratitude for attracting a variety of businesses, particularly in the technology and semiconductor industries
• Support for a mix of housing options, including single-family homes, town homes and condos
• Continued support for police patrols and presence
• Appreciation for the variety and accessibility of parks and recreation centers while maintaining existing facilities
• Backing water conservation efforts
We reviewed the survey results last month during the first in a series of work sessions to formulate Chandler’s capital improvement program and operating budget for next fiscal year. Sound budgeting practices with strong reserves and a structurally balanced budget support our city’s financial stability.
Our budget process equips the City Council to provide high quality services and infrastructure with the lowest sales tax rate in Arizona and maintain utility service costs among the lowest in the Valley.
We continue to monitor national and state economic indicators and evaluate impacts on our financial projections. These factors include the potential impacts of tariffs and a pause of federal grants for public housing programs and related services.
Our local economic growth is projected to remain steady as employers expand and building permits valued at $150 million are issued. Chandler’s residential tax base continues to expand as our population has increased nearly 13 percent since 2017.
I’ll update the Chandler Chamber members as our budget process continues as well as address the resident bond committee’s recommendations for investments in city infrastructure, facilities and equipment in a future column.

This event, hosted by the Chandler Law Enforcement Association, will be from open to close and 15% of all sales will go directly to our charity, which serves to give back to our officers and their families in times of need.
National Police Week is celebrated every year in May in Washington, D.C. This event will be hosted early to have an opportunity to raise money to send more officers to Washington D.C. to honor Chandler and America’s fallen heroes. This fundraiser will also support officers’ families who have died in the line of duty and specifically the nine officers who have died while serving the people of Chandler.
Kyrene Elementary School District will be issuing its first bond sale from the $161M bond approved by voters in the November 2023 election. The Kyrene Governing Board voted at its February 25 meeting to approve the sale, which will provide the district with approximately $43M to cover capital projects for the next three years, including:
• Safety and security upgrades
• Replacement of aging school buses
• Maintenance of playgrounds, fields, parking lots and other facilities
• Technological improvements, ranging from computers to fire alarm systems
• Building maintenance, such as roofing and HVAC system repairs or replacements
For these types of projects, only a fraction of Kyrene’s costs are covered by state funding. School needs far exceed the available funding, so the district relies heavily on voter-approved bonds and overrides to provide safe, healthy learning environments. Kyrene would not be able to keep facilities in the condition they are in today without voter support.
The Governing Board also voted to refinance approximately $40M of outstanding bonds in order to save taxpayers roughly $2M. Kyrene takes fiscal responsibility and public trust seriously, and the district is always seeking opportunities to save taxpayers money. The funds will be used to refinance old bonds at a better interest rate, which will mean lower tax rates in the future for the Kyrene community.
100% of the savings and benefit of refinancing goes to taxpayers in the form of lower rates, and through bond refinancing, Kyrene has saved taxpayers almost $8M over the course of a decade.
Kyrene allocates the vast majority of bond dollars to schools. On average, 96% of bond funds directly support students and maintain schools, while a very small percentage is used to maintain office facilities and other work environments.
