As we navigate another quarter in the ever-evolving landscape of business, I want to take a moment to share some insights that directly impact our local economy and the businesses that drive it. The numbers tell a compelling story, one of resilience, challenges, and opportunities that define today’s small business experience.
Nationally, optimism among small business owners has dipped slightly, with only 29% feeling positive about the country’s economic health - a slight decline from last quarter. Closer to home, 37% of business owners feel confident in our local economy, reflecting a one-point drop from the previous quarter and the same time last year. While these shifts may seem subtle, they underscore the headwinds we continue to face, particularly with inflation (58%) and revenue concerns (35%) topping the list of challenges.
Despite these hurdles, the entrepreneurial spirit remains strong. 63% of small businesses are confident in their own health, and while this is a decline from last quarter, it’s clear that adaptability is key. Hiring trends reflect this balance, with 20% of businesses expanding their workforce in the past year, even as they navigate economic uncertainty.
These numbers come from a recent survey from the US Chamber in conjunction with MetLife.

Last month, the Chandler Chamber of Commerce had the privilege of hosting Sandra Watson, President & CEO of the Arizona Commerce Authority, for our Women In Leadership luncheon� If you missed it, here’s what she talked about�
56 projects have been announced this year, bringing over 11,000 jobs and $9�5 billion in capital investment - and this doesn’t even count the recent massive $100 billion investment by TSMC and its ripple effect across the economy� Arizona’s economic pipeline is stronger than ever, with 479 active business attraction and expansion projects, representing 129,000 potential jobs and over $100 billion in investment�
Watson also emphasized Arizona’s growing international presence, with trade offices now established in Mexico, Israel, Europe, Taiwan, South Korea, and Canada, with plans to expand into Japan� These efforts have already led to over 100 international projects landing in Arizona since Governor Katie Hobbs was first elected�
Perhaps the most groundbreaking development is Arizona’s leadership in semiconductor research� Thanks to the CHIPS Act, Arizona secured a $1 billion advanced packaging R&D facility in partnership with ASU (poised to grow to $3–4 billion with private sector investment)� This, along with other projects in the pipeline, will keep Arizona a leader in tech industries�

Morgan Carr is a government relations and communications strategist that has been serving Arizona communities her entire career� She serves as a Sr� Government Affairs/Relations Analyst at Cox Communications to support key government initiatives in the East Valley and southern Nevada�
Rick Heumann is a long time Chandler resident with a prolific background in community service and civic engagement� The former Chandler Vice Mayor and Councilmember served on the City Council from 2008-2016� Rick is the current chairperson of the City of Chandler Planning and Zoning Commission�

Arizona’s economy depends heavily on international trade, which supports 830,000 jobs statewide, meaning that one in five jobs are directly related to a trade-dependent industry that stand to suffer from tariffs.
Universal tariffs levied on foreign imports carry significant economic consequences. As the cost of acquiring imported material rises, domestic producers will need to raise consumer prices to ensure these transactions remain cost-effective.
Should the United States pursue an increased tax on imports from trade allies, both businesses and consumers alike will pay the price; if costs rise, consumer spending will drop, making it increasingly difficult for businesses to maintain their profit margins.
The enactment of these tariffs also expands the possibility for retaliation, as nations targeted by import taxes are more likely to respond with sanctions of their own on U.S. exports, further perpetuating an already unpredictable cycle. This is particularly concerning given that Arizona’s total goods and services exports have increased by $12 billion (38%) over the past decade.
The state’s ability to remain competitive in the global marketplace depends on stable trade relationships, and the imposition of tariffs could disrupt those, harming both small and large businesses alike. If the U.S. continues to impose sweeping tariffs, businesses – importers, exporters, and countless others downstream – will get caught in the crossfire.
The Chandler Chamber of Commerce opposes the use of tariffs, as the lasting effects of such economic reprisal can hinder effective business practices.

Chandler’s economy is built on collaboration, innovation, resilience and the strength of our business community. I recognize that in today’s global economy, local prosperity is increasingly influenced by international trade dynamics, such as the present-day dynamics of tariffs and trade wars.
With a robust manufacturing, technology and semiconductor presence, Chandler is directly affected by shifts in global trade policies. Tariffs on imported materials can increase costs for local businesses, impacting everything from supply chain expenses to consumer pricing. Small and medium-sized businesses, which may have fewer resources to absorb these costs, often feel the strain more acutely.
Trade disputes between the U.S. and key partners can create uncertainty in investment and hiring. Many of Chandler’s businesses rely on global supply chains and international markets. When tariffs disrupt these networks, companies face tough decisions about their pricing, production and workforce. This uncertainty can delay expansion plans, lead to increased operational costs and impact business confidence.
Chandler’s business community has a history of adapting and finding opportunities in challenges. Local companies can mitigate some of these impacts by diversifying supply chains, exploring new markets and leveraging the region’s extensive resources and workforce. Our proximity to major transportation hubs, business-friendly policies and investments in infrastructure and innovation make Chandler an ideal location for companies looking to navigate economic uncertainties.
We’ll continue to foster an environment that supports business growth and resilience. Workforce development initiatives, partnerships and strategic investments in infrastructure, offer businesses access to cutting-edge resources, enabling them to remain competitive in an evolving global market. Additionally, our educational partners are preparing the next generation of skilled workers, helping businesses remain adaptable and forward-looking.
Collaboration is key to sustaining our economic success. By engaging in open dialogue with business leaders, advocating for fair trade policies and providing access to resources that help companies navigate changing trade landscapes, we can continue to support Chandler’s economic vitality. As mayor, I remain committed to supporting policies that foster economic stability and growth. With business leaders, policymakers and community stakeholders working together, we will continue to make Chandler a hub of prosperity, no matter the challenges posed by the global economy. I encourage business owners to stay informed and engage with local economic development initiatives and resources available through the city and the Chandler Chamber of Commerce. Together, we will ensure that Chandler remains a thriving, resilient community.
Proposition 123 is an Arizona initiative approved by voters in 2016, and has been top of mind at the legislature as policymakers work to find a sustainable solution to fund Arizona’s public school system.
Since the proposition is set to expire in July 2025, lawmakers have limited time to reach consensus and send a reauthorization to the voters.
In 2000, a similar ballot initiative was passed to allow annual increases to education funding consistent with inflation. However, inflationary funding was not upheld in practice during the recession, and a lawsuit was filed against the state, claiming that the failure to fund inflation was in violation of the Voter Protection Act.
A settlement was reached in 2015 that would allow the Legislature to implement a new funding plan (now known as Prop. 123) to address the state’s evolving economic conditions and meet critical education funding requirements.
Funds for Prop. 123 would be allocated from the State Land Trust, a mechanism that generates revenue through the sale and use of land in Arizona.
With the passage of Prop. 123, $3.5 billion was provided to K-12 education within the first ten years of its enactment, including an additional $625 million in funds over the same period. Inflation adjustments outlined in the original 2000 legislation were also reinstated to maintain the constitutionally-required funding levels.
If the legislature fails to reach a resolution before the expiration (set for July 2025), lapsed funds up to $300 million will be backfilled by the state’s general fund to ensure schools maintain a portion of their required financial support.
The main point of contention in the Prop. 123 negotiations are the percentage of funds that would be pulled from the State Land Trust, should voters approve a continuation of Prop. 123.
Initially, Governor Hobbs supported a plan to increase the 10-year distribution from 6.9% to 8.9%, while others argue it should remain at 6.9%.
However, in a recent shift, Hobbs proposed keeping the current 6.9% distribution rate, but suggested drawing 5.5% from the fund, should voters not approve the new ballot measure. This would be in preference of a regression back to the original 2000 2.5% rate.
The distribution rate isn’t the only source of disagreement, since lawmakers also differ on which school employees should receive pay raises.
Some advocate that raises should be directed towards teachers to encourage employment and combat teacher shortages that have plagued schools throughout the state.
Others advocate that raises should be given to both teachers and support staff, believing that the effective operation and maintenance of schools enables teachers to carry out their instruction.
Senator JD Mesnard (R-Chandler) and Representative Matt Gress (R-Scottsdale) have led efforts at the legislature to send the measure to the ballot for voter approval.
Should policymakers reach a consensus on Prop. 123’s continuation, a special election may be held later this year. If a consensus is not reached, however, then the measure will be taken to the ballot in 2026

After years of fighting infertility, we were excited to welcome a baby girl into our family. I was still in school and in the heat of studying for finals. My sweet wife went in for a routine ultrasound when they had trouble finding the baby’s heartbeat.
As more technicians arrived, desperately searching for a heartbeat amidst countless prayers and tears, it became heartbreakingly clear that our sweet little girl was gone. Now we were tasked with the unimageable thought of delivering our stillborn baby.
As we braced ourselves for the moment of her delivery, we could never have anticipated the sight that awaited us—her tiny hands gently clasped over her heart, an angelic expression of who she truly is. There was a dignity about her, a poise.
We ached to know her and wished with all our hearts that things were different, but even without words, she found a way to show us the type of woman she would have become. We had planned to name her Rose, but in her own way, she let us know that her name is Hope.
As young, heartbroken parents with limited means, we longed to give her a proper funeral—a sacred place where we could honor and remember her. But the cost was overwhelming, and we didn’t know how we would make it happen. Then, in our deepest moment of uncertainty, we learned that generous donors would help cover the burial and funeral expenses, offering us a gift of immeasurable kindness in our time of grief.
The donors even paid to fly Hope’s body across the country, so she could be buried by family. We cannot fully express the depth of our gratitude to everyone who supported us during our time of loss. In turn, we now wish to give back by supporting families who are experiencing the heartbreak of losing a little one. That’s why we are honored to sponsor The TEARS Foundation, whose mission is to provide financial and emotional support to those navigating the profound pain of infant and miscarriage loss.

Seton Catholic Girls Basketball Assistant
Coach Kayla Refner has been an integral part of the legendary Sentinel girls basketball program for a long time.
She played in it, starred in it, repped it at the college level and now coaches in it.
Refner has been a part of the coaching staff at Seton under Self since the 2018-19 season, helping the team to state titles in 2020 and 2021.
Refner will be honored by the WBCA, along with all of the other recipients, at their convention at the beginning of April.

U.S. businesses and farmers could face increased costs when importing or exporting goods. The Office of the U.S. Trade Representative (USTR) has proposed restrictions on using Chinese-made ships, including a fee of up to $3.5 million per ship.
Why it matters: This approach, aimed at countering China’s dominance in shipbuilding, would harm American consumers and businesses.
• American families would see higher prices for goods.
• U.S. companies would be less competitive because shipping costs would increase by 25% for most goods.
• American farmers would pay more for imported fertilizer, while their wheat, corn, and soybeans would be more expensive to sell internationally.
Big picture: While there is good reason to investigate China’s efforts to dominate the ocean shipping industry, USTR’s proposal punishes U.S. businesses and farmers for using the existing fleet and would likely fail to stimulate U.S. shipbuilding.
• The U.S. Chamber outlined its opposition to USTR’s proposed actions and what their impact would be on Americans.
• The Chamber and over 300 trade associations sent a letter to USTR.

Signarama Chandler
Renée Richeson is the Marketing Specialist for Signarama Chandler. Originally from Indiana, she attended Mesa Community College achieving dual Associates Degrees, one in Communications and one in Fine Arts. Chandler has been her home since 2001. In her position at Signarama Chandler, she is always enthusiastic and excited to help businesses become more visible to all their potential clients.
She is proud to say Signarama Chandler is consistently one of the top five Signarama franchises in the World. Renée is proud to serve the Chandler Chamber as an Ambassador and has been awarded Ambassador of the Year for 2021 and 2022.
Chandler Chamber Ambassador are highly visible volunteers in the East Valley business community. Ambassadors mentor new members, assist in recruiting and retention efforts, and volunteer at Chamber functions such as Ribbon Cuttings, Networking Events and the Ostrich Festival.
