Featured Board Members Rick Heumann CMA, Senior Account Manager Rick Heumann is a long time Chandler resident with a prolific background in community service and civic engagement. The former Chandler Vice Mayor and Councilmember served on the City Council from 2008-2016. Rick is the current chairperson of the City of Chandler Planning and Zoning Commission. During his Council tenure he created the Chandler Education Coalition, that led to the creation of the popular Chandler Science Spectacular technology festival. He was also integral in working with the Coalition to develop the Read On Chandler early stage literacy campaign.

Why Home Rule Matters to Chandler’s Business Community This November, Chandler voters will consider Proposition 430, the continuation of the City’s Local Alternative Expenditure Limitation, commonly known as Home Rule. Although the term may sound technical, the choice before voters is straightforward; should Chandler continue making local decisions about how locally available revenues are used, or should the city operate under a state expenditure formula rooted in municipal service levels from more than four decades ago? The Chandler Chamber of Commerce supports Proposition 430 because Home Rule provides the financial flexibility, local accountability, and long-term stability necessary to maintain a strong business environment. What is Home Rule? The Arizona Constitution imposes an expenditure limit on cities and towns based on the amount of local revenue they spent in fiscal year 1979-80. The formula is adjusted for population growth and inflation, but it does not fully account for changes in infrastructure, public service, technology, economic activity, or community expectations since 1980. Home Rule allows Chandler voters to replace state formula with a locally determined expenditure limitation. Under Home Rule, the City Council adopts Chandler’s annual budget as the City’s expenditure limit following a public budget process and at least one public hearing. The authorization lasts four fiscal years and must then be renewed by voters. Proposition 430 would continue Chandler’s Home Rule authorization for fiscal years 2027-28 through 2030-31. Chandler voters have approved Home Rule eleven consecutive times since 1982, demonstrating a longstanding commitment to responsible local financial decision-making. What Home Rule Does & Does Not Do Home Rule does not create a new tax, increase existing tax rates, authorize deficit spending, or allow the city to spend beyond its legally adopted budget. It simply permits Chandler to use available revenues through its publicly adopted budget rather than being restricted by the state formula.

Policy News This distinction is important. Even without Home Rule, Chandler would continue collecting revenues. However, the city could be prohibited from spending a significant portion of those revenues on programs, infrastructure, and services needed by residents and businesses. The city estimates that failure to continue Home Rule would reduce its annual expenditure capacity by approximately $232 million. Public safety, water services, recreation, aquatics, libraries, and other municipal programs could be affected. Why it Matters to Business A competitive business environment depends on more than tax rates alone. Employers rely on dependable streets, safe neighborhoods, efficient emergency response, reliable water, and wastewater systems, responsive municipal departments, and amenities that help attract and retain a skilled workforce. Home Rule enables Chandler to plan for those needs using locally available resources. It also allows the city to respond to changing economic conditions, infrastructure demands, and opportunities for business development without being constructed by expenditure assumptions established in 1980. Chandler has demonstrated that local budget flexibility can coexist with fiscal discipline. For fiscal year 2026-27, the city adopted a structurally balanced budget, maintained strong reserves, reduced its primary property-tax rate for the eleventh consecutive year, and retained a 1.5% general sales-tax rate, the lowest in Arizona. Chandler is also the only Arizona city holding the highest possible bond ratings from all three major rating agencies for both general-obligation and excise-tax revenue obligations, helping reduce borrowing costs for public infrastructure. These practices reinforce an important point: Home Rule is not permission for unchecked spending. Budget decisions remain subject to public hearings, legal requirements, financial reporting, elected-official oversight, and voter accountability. A Vote for Local Accountability Proposition 430 preserves Chandler’s ability to make financial decisions based on the needs of Chandler’s residents, employers, entrepreneurs, and workforce. Continuing Home Rule will help protect essential services, support infrastructure, investment, and provide the predictability businesses need when deciding where to locate, expand, and create jobs. The Chandler Chamber of Commerce encourages its members and the broader community to learn about Proposition 430 and vote YES to continue Home Rule in the November 3, 2026, General Election.

Intern Spotlight: Connecting Public Policy and Business Advocacy Nicolas is a senior at ASU who recently completed his Public Policy and Government Affairs internship at the Chandler Chamber of Commerce. During the summer, he was tasked with writing legislative summaries, informational one-pagers, policy priority statements, and elected official-tracking spreadsheets. Additionally, Nicolas identified specific parts of the state budget that were most relevant to Chandler businesses. Overall, he demonstrated an ability to understand and explain the intersection of government and the business community through his understanding of both the legislative process and economic theory. Later this year, Nicolas will continue developing his skills and expertise as a Leaders Fellow at Leading For Change, a program that gives emerging leaders the tools and resources necessary to create change in their community. He plans to apply what he learned during his time at the Chamber to his mission of economically uplifting his community.

Healthcare in Action: A Behind-theScenes Look at Chandler’s Health & Wellness Ecosystem What does it take to keep a community healthy? For the participants of the Chandler Leadership Institute's Healthcare Issue Day, the answer was discovered through an engaging day filled with healthcare innovation, leadership lessons, community partnerships, and an up-close look at the people and programs shaping the future of healthcare in Chandler. Hosted on July 17, 2026, Healthcare Issue Day challenged participants to think beyond doctor's offices and hospital rooms. From emergency response and rehabilitation services to leadership development and patient-centered care, the day highlighted how healthcare touches nearly every aspect of community life. A Morning with Healthcare Leaders The day began at Banner Ocotillo Medical Center, where attendees gained insight into the operational side of healthcare and learned about the importance of balancing quality patient care with the growing demands placed on healthcare systems. Chandler Fire Department shared updates on the city's ambulance services and opioid response programs. The discussion highlighted the critical partnerships between healthcare providers, first responders, and community organizations working together to address public health challenges. Recovery, Rehabilitation, and Resilience The journey continued at Dignity Health East Valley Rehabilitation where attendees toured the facility and learned about the specialized rehabilitation services helping patients regain independence after injury, illness, or surgery. Dignity's Marketing Director's presentation offered a closer look at how innovative therapies and compassionate care teams help patients achieve life-changing outcomes. Healthcare isn't just about treatment—it's about helping people return to the lives they love. The rehabilitation team's commitment to patient success served as a powerful reminder of the resilience found throughout our community.

Leadership Lessons Beyond the Walls After lunch and a conversation with Dignity Health/CommonSpirit team, participants shifted gears to focus on personal leadership development. What better way to make that transition than by spending time with some of the hospital’s most beloved four-legged friends, who bring comfort, compassion, and support to patients, visitors, and staff alike? Chandler Regional Medical Center’s Pet Therapy Program at Dignity Health/CommonSpirit, provided an overview of the program and the positive impact these special companions have throughout the hospital each day. Their presence serves as a reminder of the important role empathy, connection, and care play in both healthcare and leadership. An inspiring leadership lesson titled "Efficiency – Prioritizing Professional and Personal Goals to Become an Efficient Leader." His message resonated with participants across industries, emphasizing that leadership effectiveness is often rooted in intentional planning, focus, and balance. The session reinforced one of the Leadership Institute's core principles: strong communities require strong leaders, regardless of profession. Innovative Programs Making a Difference Participants also learned about the Return Me Safe program through a presentation from the Chandler Police Department. The program showcased how public safety and healthcare often intersect to support vulnerable community members and their families. These types of collaborative initiatives demonstrate how Chandler continues to prioritize both innovation and compassion in serving residents. The Human Side of Healthcare The final stop at Dignity Health/CommonSpirit provided perhaps the most memorable experiences of the day. The class visited the hospital's simulation lab, where healthcare professionals train for real-world medical situations in a controlled environment. Hearing from healthcare professionals and seeing advanced training environments firsthand gave attendees a new appreciation for the preparation, teamwork, and dedication required behind every patient interaction. Looking Toward the Future The objective of Healthcare Issue Day was simple: to help participants understand the healthcare options available within our community and discover what lies ahead for the future of healthcare in Chandler. By the end of the day, participants walked away with much more than information—they gained perspective. From hospital executives and first responders to rehabilitation specialists, police programs, and emerging medical technologies, Chandler's healthcare ecosystem is driven by collaboration and innovation. Healthcare Issue Day offered an inspiring reminder that behind every service, program, and facility are individuals dedicated to improving lives every day. As Chandler continues to grow, so does the importance of strong partnerships across healthcare, public safety, business, and community leadership. If Healthcare Issue Day demonstrated anything, it's that the future of healthcare is not just about medicine—it's about people, connection, and a shared commitment to building a healthier community for all.

While recruiting new employees will always play a role in workforce planning, many organizations are discovering that one of the most effective ways to close skills gaps is by investing in the people already on the team. A Community’s Voice, A City’s Future By: Mayor Kevin Hartke When reflecting on the results of Chandler’s 2026 Primary Election, I am filled with gratitude for the trust of our residents, the strength of our community and the bright future ahead for our city. First, I congratulate Mayor-elect Matt Orlando, Vice-Mayor Angel Encinas and Councilmember Jane Poston for their election and continued service on the City Council. I also congratulate Cicely Rocha-Miller on her election to the City Council. Serving Chandler is both a privilege and a responsibility, and I am confident they will serve our residents and business community with integrity and purpose. This election also marked a defining moment for Chandler’s future with the overwhelming passage of Proposition 415 and the adoption of our updated General Plan. This was not just a policy decision. It was a community affirmation of the kind of city we want to be in the years ahead. Thoughtful growth, strong neighborhoods, economic opportunity and a high quality of life have long been our guiding principles, and this plan ensures those values endure. During my time serving Chandler, as a councilmember, vice mayor and mayor, I have had the opportunity to see firsthand what makes this city special. Be the Difference: Donate Blood This August This month the American Red Cross has declared only the second national blood crisis in its history. Blood donations have fallen to a four-year summer low, and the nation’s blood supply has dropped 25%, creating an emergency blood and platelet shortage. Blood is needed every two seconds, and when enough blood isn’t available, surgeries may be delayed, cancer treatments postponed, and emergency care strained. Supplies of type O blood is especially low and the most in demand. However, ALL blood types are needed right now for both blood and platelet donations. Please come donate if you are able, you never know whose life you might help save. As a thank-you, those who come to give Aug. 1-31, 2026, will receive a $20 Amazon gift card. 2nd Annual Community Giveback Returns to Chandler This November What began as a simple way to give back to the Chandler community has quickly become an annual tradition. On Saturday, November 7, from 10 a.m. to 1p.m., Arizona Elite Properties will host its 2nd Annual Community Giveback at the Arizona Elite Properties office, located at Gilbert Road and Germann Road in Chandler. This free, family-friendly event invites the community to come together for a fun-filled day while supporting four Chandlerbased nonprofit organizations: Matthews Crossing Food Bank, Chandler Young Life, The Good Works Project/Branching Out Foundation, and Vitalant Blood Donation Services. Last year's event made a meaningful impact by collecting more than 200 pounds of canned food for Matthews Crossing Food Bank, helping send five local teens to Chandler Young Life's winter camp, and providing life-saving blood donations through Vitalant. Organizers hope to make an even greater impact this year with the support of the community. Guests can enjoy a variety of activities including bounce houses, carnival games, face painting, a car show, local vendors offering holiday shopping, food trucks, a DJ, raffle prizes, and more. "This event is about more than just having fun—it's about neighbors helping neighbors. Every canned food donation, blood donation, sponsorship, and volunteer effort makes a real difference for families right here in Chandler. Mesa Community College achieving dual Associates Degrees, one in Communications and one in Fine Arts. Chandler has been her home since 2001. In her position at Signarama Chandler, she is always enthusiastic and excited to help businesses become more visible to potential clients. She is proud to say Signarama Chandler is consistently one of the top five Signarama franchises in the World. Renée is proud to serve the Chandler Chamber as an Ambassador and has been awarded Ambassador of the Year for 2021 and 2022.
