Ninafe Awong Director of Career and Technical Education

On behalf of the Florida Department of Education’s Division of Career, Technical and Adult Education (CTAE), I would like to wish everyone a happy and prosperous New Year. I hope you celebrated the start of 2022 in good spirits and health with family and friends. It has been my pleasure to work with a team of tireless professionals. I am truly humbled and appreciative of everyone’s relentless commitment to our goal of making Florida the best state in the Nation for workforce education by 2030. I am grateful for your genuine dedication to our students’ education and the advancement of our CTAE community and customers. You have each demonstrated resilience, optimism, flexibility, drive and above all else, a remarkable ability to turn adversity into opportunity. Your generosity of time, expertise and dogged determination to achieve excellence on behalf of our students and our great State have not gone unnoticed. Although we are not known for resting on our laurels, we should take a moment to reflect, recognize and celebrate the team’s accomplishments of the past year:

Apprenticeship • Over 3,300 participating employers in training 91 apprenticeable occupations. This represents nearly a 10% increase from 2019/20.

• Registered over 30 new programs in 2020/21, for a total of over 300 programs, and training over 16,000 apprentices.

• The division awarded over $12 million dollars in state and federal grants in 2020/21 to support the growth of apprenticeship programs, with over 2,000 apprentices completing their program and earning, on average, over $52,000/year.

• Developed additional outreach and recruitment materials, and technical assistance toolkits via Apprentice Florida to easily guide employers through the process of registering apprentices.

• Outreach and recruitment campaigns resulted in 5.1 million impressions converting into 1,851 leads.

Career and Technical Education Program Quality • Completed the 2020/21 annual audit of Florida’s Career and Technical Education programs. The audit included an unprecedented data pull and analysis for local education agencies to assess their own program’s market alignment and quality.

• Secured an additional $200,000 from the Bill and Melinda Gates Foundation to support the state’s efforts around credentials of value.

• Procured PAIRIN, Inc. to develop the first-of-its-kind interactive data dashboard to visualize all workforce education program’s performance and return on investment.

• Initiated a statewide workgroup to develop a framework of quality for credentials of value.

• Coordinated submission and review for Industry Recognized Credential linkages for postsecondary Perkins V accountability measures.

• Reviewed 172 industry certifications and Digital Tool Certificates requested for inclusion on the 2021-22 CAPE K12 and Postsecondary Industry Certification Funding Lists. This is twice the number of certifications requested in a typical year Federal Programs • Awarded over $4million dollars to scale access to entrepreneurship education and training programs for the state’s

CTE students.

• Established a framework for work-based learning quality. Developed data and reporting measures for work-based learning and integration of work-based learning into Perkins and ESSA Federal reporting indicators.

• Administered over $110 million dollars of federal grant dollars for career, technical, and adult education programs.

• Outreach and Recruitment • Celebrated the 1 year anniversary of the Governor’s launch of Get There – Florida’s Workforce Education initiative.

• Launched a new adult education campaign, focused on the 1.8 million Floridians without a high school diploma.

• Created new collateral and videos for more robust engagement, such as the Transform Your Future video.

• Over 50,000 unique hits to the Get There website, with over 10,000 Floridians connected to a local Florida College System institution or technical college.

Grants • Successfully implemented the CARES ACT federal grant programs to support rapid credentialing attainment and the scaling of high quality Career and Technical Education programs. Grant funds totaled over 50 million dollars, which resulted in 459 individual grant projects. An additional 20,000 industry recognized credentials were awarded.

• Over 160 million dollars in federal funds distributed to support workforce education and adult education training programs.

Adult Education • Successfully redesigned the Workforce Innovation Opportunity Act grant program for adult learners to improve access to postsecondary training programs.

• Launched over 20 integrated education and training programs to connect adults to a postsecondary credential of value.

• Launched the Open Door Grant Program – a $35 million dollar program prioritizing adult learner’s access to postsecondary education and training.

Career and Technical Education • Number of Florida completers of Associates of Science, Career Certificates, College Credit Certificates, and Apprenticeship students is up 4.7% or 63,631 in 2020/21, as compared to 60,598 in 2019/20.

• Redesigned over 10 state degree and non-degree frameworks to align to market needs, ensuring that students are engaged in relevant, industry standard training programs.

• Partnered with the University of Florida on the development of a new applied artificial intelligence pathway program.

• Partnered with Florida Makes to scale access to high quality professional development and training programs for students and faculty in the advanced manufacturing field.

• Launched the state’s first career and technical education teacher training cohort (over 100 postsecondary) in partnership with the Association of College and University Educators.

Articulation • Finalized the creation of a statewide military equivalency list and framework to ensure that veterans and service members are awarded uniform credit for prior military experience or coursework.

• Finalized a memorandum of understanding between the Department of Education and the Board of Governors for the implementation of reverse transfer. Students who did not receive their associate of arts degree prior to transferring to university may now be awarded their degree.

A logo is an organization’s first chance to make an impression on someone. With this in mind, Pasco County School District’s Office of Career, Technical and Adult Education (CTAE) decided it was time to update their CTE logo this past spring. They wanted it to reflect their new mission and vision of “Preparing Today for Tomorrow’s

Workforce” and to include Adult Education programs in the branding.

With a wealth of young creative talent across the district, Pasco County reached out to students in the Arts, A/V Technology and Communications career cluster, inviting them to reimagine the CTE logo and submit their designs.

At Pasco County’s School Board meeting on September 14th, they congratulated Morgan Nieman who submitted the winning design.

Morgan is a senior at Wendell Krinn Technical High School and is coenrolled in the Commercial Arts program at Marchman Technical College. Morgan was awarded an Amazon gift card for her winning design and was presented with a plaque as an additional “thank you” for bringing Pasco County’s vision to life.

They received 87 entries from middle, high school and postsecondary students. After three rounds of voting, Pasco narrowed the field down to three potential designs. With a much smaller body of work to choose from, the three finalists were given feedback on their work and had the opportunity to revise their designs. After the three final designs were submitted, Pasco’s CTAE Office unanimously voted for the design they thought exemplified the vision of creating pathways to career success for all students.

and all career and technical education teachers to get involved in their teacher professional organization. He states’ “Just as we expect our students to be involved in the FFA I feel the same about my colleagues.

We as agriculture educators should be involved in the organizations that support the teachers in our field.” Most career clusters in CTE (Career Technical Education) have a teacher professional organization.

These organizations advocate for our industry and our teachers, and he encourages teachers to take on a leadership role and support their organization.

Stan Scurlock is an agriculture teacher from Cottondale, FL that will serve as the National Association of Agricultural Educators (NAAE) for the 2021-2022 President. He has been an agricultural educator in Jackson County, FL for over 14 years. He is involved in the Florida Association of Agricultural Educators (FAAE) as an area representative and has served as President.

FAAE is the Florida Branch of NAAE. He also serves as a board member on the Florida FFA Association Board of Directors and an Area Representative and upcoming board chair for the 2021-2022 year. In 2019-2020 he was the region IV vice president for NAAE and was president-elect for the organization this past school year.

Scurlock teaches agriculture at Cottondale Middle High School with career pathways in Agricultural Business and Agriculture Communications. He believes that every student comes to his classroom with the ability to learn and the ability to teach him something. His passion for agriculture shines through his teaching.

He said that “My goal is to present agriscience in a positive light. I want students to have a desire to understand the applications in agriculture from production to the finished product and how it affects society.” Scurlock is also a proponent of work-based learning and encourages students in their supervised agricultural experiences (SAE). His students have SAEs in various facets of agriculture including livestock production, agriculture mechanics, row crop production, turfgrass management, and equine management.

He also encourages student involvement in the FFA organization. Cottondale’s chapter has had much success over the years in career development events (CDE) and chapter awards at the state and national levels.

Scurlock describes NAAE as a one-stop entity that can provide professional growth, advocacy for our industry, and additional support benefits for agricultural educators. He understands that with every organization growth is crucial and plans to evaluate all aspects of the organization to make sure members are provided with the best of benefits and support. He plans to focus on this evaluation and how the organization can best serve its members in his year of service. Scurlock states that “Being a member of the FAAE and NAAE has provided me with priceless opportunities to develop my understanding of advanced agriculture as well as provided me the latest most innovative information that this industry has to offer. I have seen the power in organized groups work within these organizations when it comes to education, funding, and industry involvement.” He encourages agriculture teachers

The Manufacturing Skill Standards Council (MSSC), the nation’s leading industry certification body for front-line technicians in advanced manufacturing, announced its selection of Valencia College in Orlando, FL as a MSSC Master Training Center. Starting on October 26th, Valencia College is now authorized to offer training to instructors to deliver MSSC’s CPT 4.0 e-learning courseware and its hands-on Certified Production Technician Plus (CPT+). The training program makes

use of the innovative “Skill Boss” training and testing device invented by Amatrol, a manufacturer of industrial technician training equipment.

In addition to training CPT 4.0 & CPT+ Instructors, this Master Training Center at Valencia College will also offer CPT+ training and testing to individual students enrolled in education and training institutions in Florida that do not yet have “Skill Boss” devices.

He says, “You can’t rush the process. It takes time. If you rush, you make a lot of mistakes. Better to take your time and not rush the process so you don’t make more work for yourself.” When asked what his favorite part of building the house is, he said “painting and putting up the walls for the first time and being able to see the layout of the house.” He also enjoys watching the younger students learn the process and begin to enjoy what they are doing when they start to see the house come together. “I see it in my brother Arturo who is now in 10th grade, and how he’s learning what to do and like it. I also want to give a lot of credit to my teacher, how Terk is and how he shows us. He makes it fun.”

Seminole Ridge High School students in the Weitz Construction Academy practice their knowledge of carpentry, plumbing, electric, drywall, window, and door installation, all while working with the community to build houses for Habitat for Humanity. The Academy has approximately 140 students who work together to build modular homes. Not only is this a rewarding experience for all involved, but it places the students in the heart of the community to see their challenging work pay off.

Skilled workers in the industry also donate their time to the school and work with the Academy Instructor, Rick Terovich, to help teach the students in their specialty area. The IEC, Independent Electrical Contractors, supply these individuals to the school to ensure proper instruction. Academy instructor Rick Terkovich said, “the best thing about this is the opportunity for the kids.

Because of our partnership with Habitat for Humanity, they can learn skills to build a house,” says Rick Terkovich. “In fact, by the time they leave high school, they have worked on five houses and have acquired the skills needed to earn and keep jobs. I have a lot of fun working with kids — seeing them succeed and seeing a family get home,” he says.

The students’ training occurs in the classroom and during labs in the construction bay at the high school.

Seminole Ridge is one of the few schools in the country that can build a home and then transport it to the address. Habitat for Humanity donates most of the materials, and the school provides the tools and workspace. The remainder of supplies come from residents, businesses, or monetary donations. The Minto Foundation Inc., a part of the developer, Minto Communities, donated $75,000. “We are honored to have Minto as our newest partnership with the Seminole Ridge Community High School Construction Academy,” Habitat for Humanity of Palm Beach County CEO (Chief Executive Officer) Bernie Godek said in a news release.

Principal Dr. James Campbell said, “While many graduates plan to attend college, not everyone has the desire or means to do so. And because of today’s lack of qualified construction industry workers, any kid who wants a job when they graduate typically gets one right away. Recruiters are coming in because they don’t have enough people. They know these kids know what they’re doing.”

air. In days like those, the energy is palpable. You truly get a sense that only the sky’s the limit.” Along with soft skills, you also learn programming, CAD drawing, and building. These skills prepare you for future schooling and careers in the engineering field.

Dooley’s Engineering and Robotics instructor Rebecca Allen has had him as a student throughout his four years and Palm Bay Magnet. Allen states, “He is a joy to work with because of his tireless pursuit of knowledge and personal improvement.”

Dooley is an excellent engineering student. He holds certifications in Solid Works and the RECF pre-engineering. He has Participated in all opportunities presented in and outside of the classroom.

His work includes the NASA High School Students United with NASA to Create Hardware (HUNCH) and Technology Student Association (TSA). Some of his projects for HUNCH include a prototype of a radiation-proof vest for astronauts, a zero-gravity hamster feeder, and a software package for nano lab missions. Through TSA he has developed software, video games, and animatronics. His team has placed top 10 at nationals for Animatronics two years in a row. Allen said, “It’s easy to be proud of students when they accomplish difficult tasks, win awards or earn certifications, so it is easy to proud of Jon. The reason I am proud of Jon is that he never wanted to be a leader but became a great one through his natural abilities.” He steps up and leads in the projects he takes on and is currently the Palm Bay TSA chapter president.

Jonathan Dooley has had a plethora of accomplishments throughout his high school career. He works hard in all his endeavors. From his involvement in TSA, leadership positions, and academic performance.

Dooley is a senior in the STEAM Magnet at Palm Bay high school. He chose to enroll because of the many opportunities the school offers. Through extracurricular activities, Dooley has networked with peers that share the same interests. Another opportunity through the Pirates to Panthers program also allowed him to dual enroll at the Florida Institute of Technology and advance his knowledge in computer science. Participating in engineering has allowed me to explore my passion for software engineering and computer science. Dooley states “My dream after graduation is to major in computer science and work in the field of machine learning. I would like to help develop self-driving vehicles and make the world a safer place.”

He encourages students to join engineering and robotics programs at their school because it has provided so many opportunities through project-based learning. With project-based learning, you learn soft skills such as the design process, planning, and collaboration. Dooley states that “Near deadlines, the engineering room is lively with activity. In all corners of the laboratory, teams huddle together to brainstorm, prototype, and build. ADULT EDUCATION Adult Education: The Importance of The Integrated Education and Training (IET) Model

diploma or build English language skills before moving into career and technical education or workforce training. With the IET model, adults can simultaneously focus on in-demand workforce training along with building the necessary reading, writing, math and English language skills needed for high skill, high wage jobs. As the demand for skilled employees rises in Florida, IET will play an increasingly important role in training Florida’s workforce.

IET programs take place in a variety of models and are designed based on local workforce needs. FDOE has approved over 150 IET programs across the state in several career clusters, including Architecture & Construction, Business Management, Health Science, Hospitality & Tourism, Information Technology, Manufacturing, Transportation & Logistics, and more. IET programs are operational in the Florida College System, technical colleges, local school districts, Department of Corrections and local community-based organizations.

When Floridians seek out Adult Education programs, it’s because they need to improve their English and numeracy skills and earn their GED® or high school equivalency diploma.

But this isn’t enough to be prepared to enter the workforce. That’s where the Integrated Education and Training (IET) Model comes in.

The IET service approach provides concurrent and contextualized adult education and literacy activities in combination with workforce preparation activities and workforce training, ensuring that every student not only improves their math and reading skills but is also learning job skills. IET programs focus on a specific occupation or career cluster to provide students the opportunity to acquire the skills needed to transition to post-secondary education and obtain in-demand, economic self-sustaining careers.

FDOE will host several training opportunities this year to assist the field in learning more and expanding IET.
