Police Tackled And Pepper-Sprayed a Woman With Her 3-Year-Old Because They Suspected Her Of Shoplifting. The incident occurred less than a month after Rochester, New York, police officers pepper-sprayed a 9-year-old girl and told her that she "did it to herself."

A police officer in Rochester, New York has been placed on administrative duty after using pepper spray on a woman suspected of shoplifting who tried to escape with her three-year-old child in her arms, authorities said on Friday.

Body camera video shows the woman, who denies shoplifting anything, opening her purse and showing it to the officer, and pulls diapers and other items out as she says, "I didn't steal nothing."

The officer then tells her that she needs to remain with him until they speak with the store employees, at which point the woman begins running away with her toddler.

Police quickly catch up with her, and she is repeatedly heard saying, "I did not do anything!"

Police then aggressively tackle her to the ground to handcuff her as her child can be heard screaming and crying, "Mommy, Mommy!"

The woman is heard telling the officers, "I did not steal anything!"

The woman is seen grabbing her child's hand as she gets up, and an officer pepper-sprays her in the face and tries to push her onto the ground again as another officer breaks her grip on her toddler.

Bodycam footage shows the child screaming in distress and police holding the child back from running to the police car where the woman was being held.

The woman's toddler was not hit with pepper spray during the arrest, police said in a statement.

A concerned citizen is seen approaching the police after witnessing the commotion and tells them their actions were “inhumane” and it did not matter if the woman was “Black, blue, purple or grey.” He’s then heard to say “When is this shi@#! going to stop?”

The woman, whose name was not released, was charged with trespassing.

Police chief Cynthia Herriot-Sullivan told reporters on Friday the officer appeared to follow protocol but “some things to me aren’t as simple as whether a policy was followed or not.”

The city’s Police Accountability Board, an entity created by a 2019 voter referendum to look into allegations of police misconduct, said it saw “troubling parallels” with another emergency call in which officers pepper-sprayed a distraught nine-year-old girl they had handcuffed and placed in the back of a police car during a family dispute.

For the 10th year, City & State will honor 40 distinguished women in the state of New York who exhibit exemplary leadership in their fields and have made important contributions to society. These accomplished women will be profiled in a special edition of City & State Magazine and celebrated at the annual awards gala, a virtual event, which will take place March 31 at 5 p.m.

No Justice For Quentin Suttles: No Charges Against Police Almost a year since he was stopped and viciously beaten by the police on May 10, 2020, the Monroe County DA recently confirmed that no charges would be pressed against the officers involved in the use of excessive force against Quentin Suttles during a traffic stop on his way to his mother’s house.

A cellphone video of the beating drew widespread protest and calls for justice. Suttles, 30, suffered a fractured shoulder blade and orbital bone. Last May Faith leaders along with with VOICE Buffalo, a federation of Faith in Action called on Police Commissioner Byron C. Lockwood and the Buffalo Police Department to immediately suspend, without pay, the officers involved in the assault on Suttles until the investigation was complete. The investigation was transferred to a special prosecutor at the request of Erie County District Attorney John Flynn, who cited a conflict of interest in investigating the allegations. The case was reviewed by the Monroe County District Attorney's office.

Buffalo Parent Advocacy Efforts Lead to Buffalo School Reversal of “No Spectator” Decision ue to the major advoD cacy efforts of Buffalo parents, over the weekend Buffalo Schools and Superintendent Dr. Cash reversed the district's decision to not allow parents or any spectators to attend BPS home basketball games.

Last week Buffalo parents were notified that “Section 6” which is the governing board for regional athletics issued a decision that student-athletes would be permitted to invite two parents/guardians each for home games. However, BPS levied a decision that they would not allow ANY spectators for BPS games. Led by Aymanuel Radford, parents began circulating a petition and held a press conference on Friday, March 5 at Mount Olive Baptist Church.

The Buffalo Water Board may not shut off your water for nonpayment of bills during Governor Cuomo’s emergency declaration. That declaration will end on March 31, 2021.

The Right to Affordable Deferred Payment Agreements If you have experienced a change in financial circumstances due to COVID you have certain other legal rights through March 31, 2021.* That includes the right to enter into or restructure a deferred payment agreement to pay back past bills without a down payment, late fees or penalties. A deferred payment agreement is an agreement you negotiate with the Water Board permitting you to pay back money you owe in monthly payments.

The Water Board may not dictate the terms of a deferred payment agreement. It must negotiate with you to reach fair, affordable monthly payments based on what you can afford.

To document a change in your financial circumstances due to COVID and enter into a deferred payment agreement, write the Board and say: “I have experienced a change in financial circumstances due to COVID and request an affordable deferred payment agreement.”

If you write the Board that you have experienced a change in your finances due to COVID, it must make reasonable efforts to contact you and negotiate a deferred payment agreement you can afford. They may require you to document your financial circumstances.

If you demonstrate the financial need, a deferred payment agreement must provide for installments as low as $10 per month.

To continue having the benefits of a deferred payment agreement, you must remain current in your monthly payments and continue to pay your regular quarterly water bill. *To benefit, you must contact the Buffalo Water Board in writing by March 31, 2021. Harriet Tubman Harriet Tubman is best known as one of the most famous conductors on the Underground Railroad. Her successful, secret journeys into Maryland during the 1850s to rescue enslaved women, men, and children earned her the biblical name "Moses," immortalizing her in the minds of Americans and people around the world for well over one hundred and fifty years. Born into slavery on the Eastern Shore of Maryland, Tubman gained international acclaim during her lifetime as an Underground Railroad operator, abolitionist, Civil War spy and nurse, suffragist, and humanitarian. After escaping from enslavement in 1849, and driven by her love of family, freedom, community, and faith, Tubman dedicated herself to fighting for liberty and equality for the remainder of her long life, securing her place among the nation's most famous historical figures.She died March 10, 1913.

Links Deliver Covid Care Packages To The Urban League For Distribution To Families In Need

Members of The Erie County (NY) Chapter of The Links, Incorporated recently assembled and delivered 50 Covid Care packages to the Buffalo Urban League for distribution to families served by their Preventive Services Department.

In total 500lbs of items were distributed to the Buffalo Urban League and each bag was sealed with encouraging words for upliftment. Due to Covid-19 regulations, the items were delivered on March 1, 2021 to Buffalo Urban League Headquarters by (L to R): Esther Annan, Program Coordinator, Andrea D. Mays, Chapter President and Melva Visher, Service Project Chair, on behalf of Erie County (NY) Chapter of The Links, Incorporated. CDC Releases New Guidelines for Fully Vaccinated People

N

ew guidelines from the US Centers for Disease Control and Prevention say people fully vaccinated against Covid-19 can safely visit with other vaccinated people and small groups of unvaccinated people in some circumstances, but there are still important safety precautions needed.

The CDC defines people who are fully vaccinated as those who are two weeks past their second dose of the Moderna and Pfizer Covid-19 vaccines or two weeks past a single dose of the Johnson & Johnson vaccine. There is growing evidence that people who are vaccinated don't spread Covid-19, but scientists are still trying to understand how long vaccine protection lasts.

The new CDC guidance says fully vaccinated people can: •Visit other vaccinated people indoors without masks or physical distancing •Visit indoors with unvaccinated people from a single household without masks or physical distancing, if the unvaccinated people are at low risk for severe disease.

•Skip quarantine and testing if exposed to someone who has Covid-19 but are asymptomatic, but should monitor for symptoms for 14 days.

This means that vaccinated grandparents may finally feel comfortable visiting their unvaccinated grandchildren and giving them a big hug, especially if they're local -- the CDC still says people should avoid travel -- and as long as none of the unvaccinated people in that household are at risk for severe Covid-19.

And if you and a friend are both vaccinated, you can finally have dinner together.

However, people who are fully vaccinated still need to take precautions in many scenarios. The guidelines say fully vaccinated people must: •Wear a mask and keep

good physical distance around the unvaccinated who are at increased risk for severe Covid-19, or if the unvaccinated person has a house-hold member who is at higher risk.

•Wear masks and physically distance when visiting unvaccinated people who are from multiple households.

In addition, fully vaccinated people should continue basic safety precautions, including: wearing a mask that fits well and keeping physical distance in public; avoiding medium- and large-sized crowds; avoiding poorly ventilated public spaces; washing hands frequently; and getting tested for Covid-19 if they feel sick.

If fully vaccinated people live in a non-health care congregate setting, such as a group home or detention facility, they should quarantine for 14 days and get tested if exposed to someone with a suspected or confirmed Covid-19 case.

The guidelines say that the risk of infection in social activities like going to the gym or restaurant is lower for the fully vaccinated. However, people should still take precautions, as transmission risk in these settings is higher and increases the more unvaccinated people are involved. Legislator Baskin Honors Franchelle Parker as Citizen of the Month A

t a full session of the Erie County Legislature, Chairwoman and District 2 Legislator April N.M. Baskin honored Ms. Franchelle Parker as her Citizen of the Month for February 2021. Ms. Parker was able to virtually accept her award via the Legislature’s Zoom meeting on February 18th.

Franchelle Parker was born and raised in Niagara Falls, New York and attended Buffalo State College after graduating from high school. She majored in Political Science and African American Studies. Franchelle used her interests in activism and music as a Ronald McNair scholar to present to organizations all over the country while also promoting her work and research on minimum drug sentencing laws. Parker Franchelle Parker completed her graduate education in Public Policy at the University at Albany. Franchelle has served as the local political director for 1199SEIU United Healthcare Workers East, where she managed communication and community outreach for healthcare reform and other important member topics. She has also served on the board of the Western New York Area Labor Federation (WNY-ALF), Labor Council for Latin American Advancement, and President for the Coalition of Black Trade Unionists. She is also a volunteer with the Buffalo Alumnae Chapter of Delta Sigma Theta Sorority that works to create pathways to college for Black and minority youth across Western New York. As the current Executive Director of Open Buffalo, Franchelle continues her dedication to promoting racial, economic, and ecological justice by inspiring young leaders across the City of Buffalo.

“I was honored to be able to present my friend, Franchelle Parker, with this proclamation commemorating all of her good work. As a strong Black woman and mother, I know she is a true role model for her community and for all those she fights for, representing many essential workers throughout this crisis. Franchelle is a true asset to the City of Buffalo,” stated Legislator Baskin.

State Tabernacle COGIC Will Hold First Service Since Pandemic on Palm Sunday State Tabernacle COGIC will hold its first service at the church, 234 Glenwood Avenue, on Palm Sunday since the pandemic started last March. Service will be held from 10 to 11 a.m. Rev. Russell Bell is the pastor. All members and visitors are required to wear masks during the service and there will be social distancing. Worshippers will enter through the Glenwood Avenue entrance and leave out by the Purdy Street or parking lot doors.

Earl was the heart and soul of our Hope Center, where he worked for over a decade, performing intake with clients and making referrals to get them connected with the resources they needed. Earl’s big booming voice was the first people heard when they called the Hope Center, and his was the first face they saw when they came in for services. Earl was a bright light for many, helping guide them to the programs and services that they needed to improve their situations, whether it was assistance finding housing, benefits, or a hot meal.

New Public Art Project to Honor Civil Rights Activist John Lewis

rs. Sarah Jones of Buffalo will celebrate her 100th birthday on April 21 with family and friends. New Hope Baptist Church Buffalo, where Mrs. Jones has been a member for over 76 years, serving on various church boards, will honor her after worship service on Sunday April 18.

Mrs. Jones was an active member of the Schiller Park Community Senior Center until Covid-19. She enjoys doing word find Puzzles and attending church.

Her daughter Sharon says her mother still cooks. She loves the weekly outings they take and talking on the phone with family and friends.

Mrs. Jones attributes her longevity to always wearing a smile, treating others in a loving way, and most of all to putting God at the head of her life.

Local leaders gathered at the Soul Saving Revival Center last Sunday to announce a new public art project to be completed this spring in honor of the late Congressman John Lewis.

The Fillmore Avenue mural will be a tribute to the Civil Rights icon’s impact on the cultural consciousness of America. Councilmember Mitch Nowakowski, who spearheaded this project, anticipates that the mural, to be painted by Edrys Wajed, will be started in mid-May as one of the first new additions to the thriving public art sphere in Buffalo in 2021. Sunday's event took place on the anniversary of “Bloody Sunday,” which took place 56 years ago to the day when Lewis led a march from Selma to Montgomery across the Edmund Pettus Bridge to protest racial injustices and for voting rights. It is estimated that the undertaking will cost about $16,000 for the installation and supplies. The project is being fully funded by Councilmember Nowakowski and Legislator Johnson.

he vibration was high at the Walden Galleria Mall with hundreds who came out to show their love and support for Griselda Records visionary and artist Westside Gunn at his grand opening of BUFFALO KIDS, a one-of-a-kind art and lifestyle gallery he envisioned some years ago that is now a reality.

“The city has never seen anything like this… as soon as they open up the borders people from all over the world will come see our city. They’re going to come see Niagara Falls and they’re going to come see BUFFALO KIDS” said Gunn confidently speaking to the crowd outside his gallery that stretched as far back as the apple store.

Fans from near and far and all walks of life and ethnicities were masked up and proudly sporting their signature and exclusive apparel from the brand, ready to purchase new merchandise and meet the artist to congratulate him on his latest come up.

“I’m so proud of Westside Gunn for investing in the City of Buffalo and Erie County,” said Erie County Legislature Chairwoman April Baskin after presenting him with a proclamation and thanking the mall and other organizers who helped bring Gunn’s vision to fruition.

Gunn does it for the culture and has plans for programs in the arts for the city he loves that Westside Gunn speaks at opening of new store loves him back.

“I just want to push the culture forward” said Gunn swagged out in his signature scorpion jacket and colorful café lid after being presented the proclamation from Legislator Baskin. “I want to push the artworld forward. I know for a long time there hasn’t been a lot of music programs or a lot of art programs. I think that’s my calling for the city, so I’m gonna do what I can to make that happen.”

“This is a monumental time for the city when you have one of Buffalo’s own who’s leading the pack in the industry right now coming back home to open not a store, but a Gallery, because all his cloths are art. It’s just amazing ” said Buffalo’s Go Getta and multi-airwave radio host Adri V. With the recent decline in traffic and store closings long before the pandemic, the vibrant 1,320 sq ft storefront that sits across from Starbucks on the malls lower level is a true attraction. Inside the store's bright décor is featured a curated collection of original art, apparel and merchandise including the ever popular and brightly fashioned “Fly God” A1 custom sneakers that were in high demand opening day. “ I hear they have baby merch too” said a man who identified himself as “Detroit” who had just arrived from Michigan. BUFFALO KIDS Art Gallery is a whole new wave with something for everyone.

Young artist Kenzie Tarantino from Atlanta wanted to be there for the moment.

“It’s important what he’s doing for the culture, for this city, for music and hip-hop, its something that nobody else is doing.”

“Its just more about the next generation” said Gunn. “Somebody has to lead by example and show people it’s time to make a change. “This was a longtime dream, and so It’s time to do a lot more for the community…Buffalo has had it rough. We’ve been through a lot, experienced a lot of heartbreak, a lot of poverty.I want to be the face of showing people that you can do whatever you want to do if you put your heart to it, trust God, trust your family and trust your vision.”

Westside Gunn who along with his brother Conway the Machine and their first cousin Benny the Butcher are the artists behind Griselda Records signed with Jay-Z’s Roc Nation.

The store will feature Buffalo Kids and Westside Gunn apparel and footwear, along with his popular wrestling company’s clothing line, Fourth Rope, and items from Griselda by Fashion Rebels. On the refreshment tip, you can now purchase Libby’s Lemonade by 11 year old youth entrepreneur Olivia Brooks who began her brand when she was 5 years old. “ It’s the best lemonade in the world” he said sipping at the podium during the ceremony. ashion dolls help expand imagination during playtime.

For collectors, playtime can mean doll favorites with nostalgic flare. Such is the case with a display that pays homage to Buffalo's Jazz Age, at the 2nd Annual Black Doll Exhibit, ongoing until March 27th at the Central Library.

The characters are Madam Lavinia and Ella Fitzgerald from the Barbie Harlem Theatre and Inspiring Women collections.

The inspiration for this display was the story behind Ann Montgomery’s Little Harlem Club/Hotel located on Michigan Avenue. This ‘Cotton Club of Buffalo’ was a Renaissance staple, owned and operated by a Black woman throughout the 1930s and into the 1960s. Such unprecedented and remarkable business savvy is worthy of noting as we recognize Women’s History Month right from our own backyard.

Rochester’s Maia Chaka Makes History as First Black Woman Ever Named to NFL’s Officiating Staff

hen Rochester's Maia Chaka was added to the NFL roster of game officials for the 2021 season last Friday she made history as the first Black woman ever named to the NFL's officiating staff.

"I am honored to be selected as an NFL official," Chaka said. "But this moment is bigger than a personal accomplishment. It is an accomplishment for all women, my community, and my culture."

Chaka enters the NFL after an outstanding collegiate officiating career, including stints in the Pac-12 Conference and Rochester Conference USA. In 2014, he was selected for the NFL's Officiating Development Program, which identifies top collegiate officiating talent to expose them to some of the same experiences as NFL officials, working to determine

Chaka, 38, has spent more than 14 years teaching health and physical education at Renaissance Academy, an alternative education school in Virginia Beach, Virginia, that caters to the needs of at-risk students.. A graduate of Norfolk State University, Chaka earned her bachelor's in education in 2006 before embarking on two careers at once - her teaching and officiating careers.

-ReflectionsMaia (pronounced myeeah) was born and raised in Rochester and as a young girl loved football. She spent many days at the Boys and Girls Club of Rochester playing football with the boys.

I recall back in the Spring 1996. My brother Clifton Warren Jones and his wife Deborah Jones had just arrived from Tampa Florida.

While I was helping them with their luggage Cliff asked me who was the young girl in my driveway basketball court crossing over the boys with serious basketball moves. I told him that’s Maia Chaka, Terry Chaka’and Gerald Chaka's daughter, (Cliff worked with Terry in Buffalo during their college days). Cliff told Terry that he had never seen a young lady of her age with

such desire, determination, tenacity, physical ability, and strong skill set.

Rick Lauricella announced that he was dropping out of the race for sheriff in early February. Then jumped back in. The Friends and Supporters of Kim Beaty for Sherriff are hoping she will do the same and get back into the running. Meanwhile back at the ranch, the candidate the Erie Coumty Democratic Committee endorsed - who has a record of prisoner abuse - reportedly received the backing of Black elected officials.

A Birthday Tribute to Dr. Eva Doyle...

My sister Sharon Doyle, my brother Sharif Doyle, and myself, felt like a card would not be enough for 42 years of extraordinary service and decades of exceptional, loving parenting. To many she is a lifetime educator, historian, retired schoolteacher, writer, speaker, radio host, and much more. Her many accomplishments have been well documented.

Our mom chased Black history from the deepest parts of the library all the way to the Freedom Wall. Today’s tribute needed to come from the heart. The untold story. A small glimpse of the woman behind the living legend we simply call “Ma.” Jesse

I remember I was 4 or 5 years old. Every night no matter what she was doing. She would call me “Jesse Booms” and give me a big hug before I went to bed. I remember the late seventies/early eighties, the secondhand typewriter. I remember the clicking of the keys late at night like it was yesterday. I remember ma changing the ribbon constantly. Picture no spell check. No copy and paste. Keys sticking in the typewriter. No cell phone. No google. Armed with only a fire in her belly and a vision of dragging yesterday into today. His-story/ Our-story.

I remember dinner on the table every day. Ma made sure dinner was cooked and we ate as a family on time without fail. I remember Ma would clear a space on the dining room table for each of us to do our homework. If we needed help, she was right there. I remember she used to make us read three newspaper articles before we went outside - a daily requirement.

She made sure education, reading and writing was in the forefront.

Ma was a teacher for 33 years. I remember she used to take me to her classroom from time to time. I remember it did not matter what race you were. Her goal was finding out what makes you tick, to be taught. She used to always tell me she enjoyed teaching the tough kids. She would always give the tougher undisciplined kids responsibilities and leadership roles. She always says teach a child where they are mentally. Give them responsibility to make them prideful. If you believe in them, they in turn will believe in themselves.

My parents were married for 44 years until my dad passed. Bro Romeo Muhammed Doyle.

I watched my mom honor her marriage literally until death did they part.

Out of everything my mom has accomplished - from being an educator and authoring over 11 books to running as a candidate for Lt. Governor to earning a PhD long after retirement -my brother and sister would agree, she never stopped being “Ma. “ I could have talked extensively about all her accomplishments. But for us, thegreatest was her embrace of her role as moher and the love she so unselfishsly gave. Indeed, the “joy was in the journey.”

So from your children, grandchildren, great grandchildren, family, and from the entire community, We love you! Happy Birthday Ma!

Hello, Buffalo Community. We have been had, and it was accomplished with the help of our own community's leaders!

Kim Beaty, highly qualified and respected, was initially told by Erie County Democrat Committee [ECDC] that she had a chance to get their endorsement.

That was apparently a lie because it was already promised to Brian Gould in July, 2020. Senator Sean Ryan and Assemblywoman Monica Wallace held a fundraiser and endorsed Gould a full month before Democratic Committee voted. Kim was told that in order to be considered for the endorsement, she had to promise not to run in a Primary. She was told this after they had already given the endorsement to Gould. They told another sheriff’s candidate, retired Akron Police Chief Rick Lauricella the same thing. He got out of the race but when he found out Democratic committee was lying to both Kim and to him, he jumped back in the race for sheriff.

There will be a 2021 primary for sheriff in June and Kimberly Lynn Beaty should get back in, too.

The endorsed democratic candidate for Sheriff, Gould, has been suspended in the past for roughing up at least one or more detainees in the Cheektowaga Holding Center. And yet, after the George Floyd marches and demonstrations last year, we have learned nothing.

After all those protests, we are still asked by some of our own elected leaders to support a candidate with a known history of abuse. Gould’s nomination is a perfect example.

In this case he was reportedly nominated and seconded to be the endorsed candidate by some of our Black, male elected officials, whose own sons might have been a victim of abuse from a known abuser! It’s troubling and heartbreaking! Those Black politicians had options. They could have quietly stood by and not given their stamp of approval to a candidate who was allegedly suspended from his job and has a known, documented history of criminal abuse toward Black men. Heck, if we are willing to accept brutality and discrimination from the current sheriff Tim Howard, why did we complain so much about getting rid of him?

And to think, just days ago we celebrated the end of Black History Month. Way to go, Buffalo! We don't hold titles as one of the top three racist and poverty stricken cities for nothing. We should add the title of the least politically engaged , and the most minority disenfranchised community, to the category.

Black Buffalo, we are at a political crossroads. We can no longer continue to let the Erie County Democratic Committee choose who our leaders are and how they are going to represent us. Their actions clearly shows disrespect for one of the party’s most loyal voting blocks - African Americans.

The Friends and Suporters of Kimberly Beaty for Erie County Sheriff are currently circulating petitions for Kimberly Beaty. They can be signed by coming to Grants Variety, 1055 E. Ferry near Moselle between 4-8 p.m. daily.

The bottom line is we can run for political office ourselves. No one has a lock on lifetime, political representatives, especially when they are beholden to or are controlled by political infighting and ineffective political clubs that have given this community nothing even while they continue to feed upon the patronage crumbs falling to the ground!

Mrs. Grant, a Democrat, was the second Black woman to run for Mayor of the City of Buffalo. She narrowly lost the State Senate race to Tim Kennedy by a few hundred votes. Activist Cornel West Leaving Harvard After Being Denied Tenure Cornel West announced Monday that he will be leaving Harvard for the Union Theological Seminary in New York, weeks after the famed philosopher and activist said the university denied his request for tenure.

In an interview with The Boycott Times Monday, West said “I can only take so much dishonesty. I can only take so much pettiness in terms of ways in which I thought I was disrespected and devalued” despite finding "much love" at Harvard. West confirmed the news on Twitter: “I am moving from Harvard to Union Theological Seminary in New York City! Our struggle for truth & justice continues with style & smiles!”

Last month, West threatened to leave the school over tenure he said had been denied. According to the Boston Globe, West said he was told that it was "too risky" to make him a tenured professor.

“What I’m told is it’s too risky. And these are quotes. It’s too fraught. And I’m too controversial,” he told the Globe.

After the denial, more than 1,500 members of the Harvard community signed a petition calling for the school to give West tenure.

West has been an outspoken scholar of race, gender and class, penning best-selling books "Race Matters" and "Democracy Matters." He has also taught at Yale, the University of Paris and Princeton.

Wall to be Built Between DR and Haiti

SANTO DOMINGO, Dominican Republic (CMC) — The president of the Dominican Republic, Luis Abinader has announced plans to build a fence along its border with Haiti, which extends for about 380km or 236 miles.

According to Abinader, the barrier will help curb illegal immigration, drugs and the flow of stolen vehicles between the two countries, which share the Caribbean island of Hispaniola, he also said work on the barrier would start later this year.

“In a period of two years, we want to put an end to the serious problems of illegal immigration, drug trafficking and the movement of stolen vehicles,” Abinader said in an address to Congress. The cost of the project has not been disclosed.

Abinader said the barrier in some “conflictive” sections would include a double-fence along with motion sensors, infrared systems and facial recognition cameras.

Haiti is one of the poorest nations in the Western Hemisphere and relations between the two neighbors have been historically difficult.The Dominican Republic, which has a population of about 11 million, has already constructed some stretches of fencing along the border.It is estimated that about 500,000 Haitian migrants are living in the country – many of them there illegally.

Parent Leader Responds to Biden's The Minimal Minimum Wage Mandate for Standardized Tests BlackAgendaReporrt

ost Democrats either don’t want a minimum wage increase or are too afraid of bucking their party’s donor class.

The federal minimum wage has been a paltry $7.25 per hour since 2009. In that year Barack Obama was president and the Democrats controlled both houses of Congress. That means they could have made it any amount they wanted, but it went from $6.55 to $7.25, a grand total of 70 cents.

We must keep this in mind as the drama of raising the minimum wage plays out in the Biden administration. House Democrats passed Joe Biden’s $1.9 trillion stimulus bill, which does not include any provision to raise the minimum wage. The plan was to raise the meager sum to a less meager sum of $15 per hour, but by the year 2025. Even these crumbs didn’t make it into the bill.

The last minute claim that the Senate parliamentarian ruled against allowing the inclusion of minimum wage legislation should be taken as a joke or an insult depending upon one’s mood. The obvious effort to skirt responsibility is a typical Democratic Party ploy meant to keep gullible rubes at bay with tortured explanations.

The machinations to avoid doing the right thing may be somewhat complicated, but the reasons behind the inaction are not. Simply put, most Democrats either don’t want a minimum wage increase or are too afraid of bucking their party’s donor class.

All of the studies, statistics, and articles about the increased wealth of the already wealthy are useless if they don’t explain what is happening. The 1% keep their positions secure if they make sure that workers are living in a constant state of insecurity. People who struggle to survive, who work yet who are homeless or who need public assistance to live are less likely to fight for their rights. They are not likely to join unions or even to complain in the workplace. The last thing that U.S. oligarchs want is for workers to feel secure.

A lower minimum wage obviously hurts the people earning that small amount, the ripple effect keeps the entire economy the way the 1% want it. It helps to convince everyone that they are lucky to be working and that they shouldn’t expect raises or any protections as employees. They may not even be considered employees at all but instead be turned into “independent contractors,” a designation that strips workers of their rights. Real wages haven’t gone up in this country in 40 years and that suits fat cat donors and the politicians who depend on their largesse.

It is sad to see the level of denial among some progressives on this and other issues. They scratch their heads and ask why Biden or Nancy Pelosi or Bernie Sanders don’t do something to help. They rightly point out that the president of the Senate, Vice President Kamala Harris, can disregard Continued Page 12

The U.S. Department of Education recently issued guidance to states on standardized testing in 2021. Essentially, it made clear that every state was required to administer standardized tests to assess student learning.

I am the Black parent of three middle school children, a Veteran and a co-chair for “We The Parents” in NY. As a parent leader, I want to thank the Biden administration for putting children at the center of the national education discussion. It is imperative that we as parents and communities have a clear understanding of the depth of the educational impact of the pandemic. We cannot address the issues around the massive learning loss until we have a clear picture of where our children are academically.

It is rare that politicians at any level, especially the highest level stand firm on promises they make during the campaign. So, bravo President Biden. The educational effects of this pandemic will be felt for the next decade. Especially since Black children in urban school districts are more likely to be in schools that decided to stay fully remote in September of 2020. This is in stark comparison to suburban schools and private schools that were much more likely to open fully in person or in a hybrid model.

The most important lesson to take from this statement is that parents need to stay encouraged when speaking up for the children in their communities. Parent leaders from across the country have expressed their concern with the drastic learning loss over the past year. Often met with “we can’t do assessments”, “or it’s not that big of learning loss”, parents have seen the difference in the quality of education and the pace of their child’s learning. The statement from the Biden administration validates what parents have been vocalizing for months. Parents have a voice, and parents have power, we just need to do better at using them both.

But that scenario assumes that she or Biden are interested in doing that and are willing to go against the wishes of the people he promised that “nothing will fundamentally change.” Biden himself let the cat out of the bag in a meeting with governors and mayors as he told them the wage increase was unlikely . Floating bad news as a trial balloon is a tried and true political tactic.

Progressives need to do as the old saying advises and wake up and smell the coffee. They live in wishful thinking, unreality, and vain hope that the people who have cheated workers for so long will actually do something different. Of course, Republicans are blamed and that suits Democrats just fine. They actually don’t care when they lose 900 legislative seats across the country as they did during the Obama administration. They get to continue their phony villains and heroes role playing a la professional wrestling and have ready excuses for doing the opposite of what their people want them to do.

The people who argued for supporting Biden in the name of lesser evilism or harm reduction need to be honest with themselves and others. He and the rest of the Democrats will never defy the people who butter their bread. A party that chooses a woman with a net worth of more than $100 million as Speaker is not one that will go out on a limb for working people. They made their bed with corporate interests and nothing that discomfits that group will be allowed to come to pass.

Let the hand wringing and the silly questions come to an end. There is nothing mysterious about the missing minimum wage legislation. The Democrats don’t want it to happen. No one can successfully fight these people without admitting the source of the problem. It just turns out that harm reduction isn’t so harmless.

Maia’s mother Terry Chaka is a graduate of Buffalo State College and still has strong ties to Buffalo, especially the cultural community.

Tremendously proud of her daughter’s accomplishments she had some good words of advice for parents reading this article.

“When a parent recognizes their child has a gift or is passionate about something, it is important to help that child explore all opportunities around their passion. In the case of young athletes, try to attend every game and tournament. Take advantage of special focus sports camps that will develop skills and discipline. No dream is too big”.

It’s been a long road and Maia Chaka has withstood the test of time and remained focused on being the best official possible and has been rewarded with an elite opportunity.

But true to form, Maia is not just thinking about herself or her personal accomplish, no mater how historic.

“Hopefully I’m not the last one hired and that there will be more coming soon,” said Chaka. “I want to do everything I can to make sure more women follow what I did," she told a national reporter.
