Police Accountability Board Announces Key Hires in Preparation for Active Investigations Duwaine Bascoe, Vanessa J. Cheeks, Will Cleveland, Melody Harkness, and Chenoa Maye to Help Lead PAB’s Work The Rochester Police Accountability Board (PAB) has made five key hires that bring it one step closer toward its goal of launching investigations this spring.

"Through their work in local journalism, service in Rochester’s legal community, and leadership in police oversight agencies in New York, these individuals have acquired a wealth of relevant expertise and a shared passion for our mission,” said PAB Executive Director Conor Dwyer Reynolds. “With these hires and those that will be made in the weeks to come, our community can rest assured that the work of reimagining public safety will be performed by exceptionally qualified people who both understand and reflect our community."

The new hires and their titles include: • Duwaine Bascoe, Deputy Chief of Investigations •Vanessa J. It was created in 2019 thanks to overwhelming support from local voters. Our community has tasked us with bringing accountability and transparency to the Rochester Police Department.

Statement by Mayor Malik D. Evans on Black History Month Each February across our nation, we take this opportunity to celebrate and commemorate the contributions of Black Americans. From peanut butter and light bulbs, to home security systems and blood banks, Black-Americans have played an instrumental role to advance our society.

Los Angeles - It’s hard to believe that my 14th straight Super Bowl week has begun with the normal fanfare and player interviews.

The City of Los Angeles is rolling out the red carpet for its visitors starting at the airport and endless signage letting everyone know they are the host City.

The Cincinnati Bengals seem to be a confident bunch of guys looking forward to playing for the NFL Championship.

I could not feel any nerves coming from them during Monday’s interview sessions. Bengals tight end C.J. Uzomah said that after his knee injury (in KC Chiefs

game) “I told doctors to allow me to come back out for second half on crutches and helped them by cheering them on and gave support to the guy…I’m day to day and expecting to play on Sunday. It’s The Super Bowl man, I got to be out on the field helping my teammates to victory.”

Bengals running back Joe Mixon: "I missed 10 games last season with various injuries and this season has reenergized me. I’m from the Bay area and my family will drive over to see me play in my biggest game ever.”

The Rams Odell Beckham : “I just recently went through what Robert Wood is going through now…. all the guys in the receiving room are not only playing for themselves but for Robert Wood.”

Former Buffalo Bill Robert Wood is considered a leader and well respected in the Rams locker home.

Hopefully Wood will fully recover from the torn ACL knee injury and return next season.

It’s a shame the Buffalo Bills were unable to keep him here; but our loss was a major gain for the Los Angeles Rams and they have already resigned him to a lucrative contract.

This will be another exciting football game with both teams giving it their all. But the overall experience of the Rams defense with Jalen Ramsey, Von Miller, joining Leonard Floyd and Aaron Donald will be TOO much for the Bengals to overcome.

Prediction: I see the Rams winning Super Bowl LVI 24 – 17. Defense wins Championship!

What The New Mask Mandate Means Despite the roll-back on some of the mask mandates, you’re still required to wear a mask in schools, on buses, trains subways and on planes - as well as in those stations - and in all state regulated health care settings and more.

Parental Escort For Shoppers Under 18 Required at Galleria Mall Shoppers under 18 must be required to have a parent or guardian 21 years or older accompany them to enter the Galleria Mall beginning Friday. The new policy will be in effect daily from 4 p.m. to closing every day including weekends and is scheduled to begin Friday (Jan. 11).

In addition all who enter the mall must be prepared to show valid photo ID showing date of birth i.e. a driver’s license The new parental escort policy will not apply to stores which can be entered without going inside the mall.

At the end of the year (2021) the Walden Galleria temporarily extended its parental escort policy after claims of multipal fights involving teens.

African American Read-In Join in to celebrate African American History Month with an African American Read-In to promote literacy and the literature of African American authors on Sunday, February 20 at 2 p.m. at the Merriweather Library. All are welcome.

Bring something to read that was written by an African American author. Maximum reading time is three minutes.

On Wednesday Gov. Kathy Hochul announced that New York was ending some of its mask mandates - joining several other states in rolling back such orders.

So what does that mean?

It’s basically lifting an indoor mask mandate for businesses, and it means businesses are no longer required to ask customers for proof of full vaccination or require mask-wearing inside their establishments.

However “counties, cities, and businesses can still choose to require masks if they so desire.”

But this latest move does not effect statewide mask requirements which are still in effect - Meaning YOU ARE STILL REQUIRED TO WEAR A MASK AT: •State-regulated health care settings •State-regulated adult care facilities and nursing homes •Correctional facilities •Schools & childcare centers •Homeless shelters •Domestic violence shelters •AND ON BUSES & BUS STATIONS, TRAINS & TRAIN STATIONS, SUBWAYS & SUBWAY STATIONS, PLANES & AIRPORTS It is not clear whether the governor will renew or drop a separate mask mandate in NYS schools that expires in two weeks. “ Masks have been a successful part of our toolkit to fight COVID, and New Yorkers must keep wearing them in certain places throughout the State,” said Gov. Hochul on her twitter account.

She is expected to announce her decision about whether or not end or keep the mandate requiring masks in schools in early March.

Council Declares Support for Good Cause Eviction

T

he Buffalo Common Council voted 5-4 in favor of a resolution to support the New York State bill for Good Cause Eviction (S3082/A5573). If passed in the NYS legislature, Good Cause would prohibit eviction of tenants without a “good cause.”

“Many tenants in Buffalo don’t have leases. They rent month-to-month and can effectively be evicted for no reason at all,” said Teresa Watson, Housing Justice Organizer at PUSH Buffalo. “You can pay your rent on time every month. You can be a nice, quiet tenant who’s taking care of the property. You can do all of that, and your landlord can still tell you to leave your home with as little as 30 days’ notice—often because they want to hike the rent.”

Advocates for the resolution explained that tenants’ vulnerability to displacement makes them afraid to speak up about poor housing conditions. “We have a lot of people – citizens, residents and immigrants – who live in fear: fear of retaliation. Fear of not being able to organize because they feel that they’re going to be thrown out,” said Lucy Velez, a tenant.

Mary Lister, another tenant and an organizer with the Queen City Workers Center described, “At my current residence, we have had recurring problems with mold throughout the building. And when I have tried to talk to other tenants about this issue, a lot of them are fearful to come forward because they are very aware of the fact that there are not really strong protections for tenants who want to speak up for their rights and want to ask for repairs to be made.” Advocates for the bill say that enacting Good Cause would give tenants the protection they need to feel comfortable bringing concerns forward to their landlords.

Good Cause would also protect tenants from eviction after large rent increases. The bill prevents landlords from evicting tenants based on non-payment of rent if the landlord has

Fritz Pollard: The First Black Coach in NFL History The son of a boxer, Fritz Pollard (1894-1986) had grit in his veins.

At 5 feet, 9 inches and 165 pounds, he was small for football. But that didn’t stop him from bulldozing barriers on and off the field.

Pollard attended Brown University, where he majored in chemistry and played halfback on the football team. He was the school’s first Black player and led Brown to the 1916 Rose Bowl, although porters refused to serve him on the team’s train trip to California.

After serving in the Army during World War I, he joined the Akron Pros of the American Professional Football Association, which later became the NFL. He was one of only two Black players in the new league.

Fans taunted him with racial slurs, and opposing players tried to maim him.

But Pollard, a swift and elusive runner, often had the last laugh.

“I didn’t get mad at them and want to fight them,” he once said. “I would just look at them and grin, and in the next minute run for an 80-yard touchdown.”

In 1921, while he was still a player, the team also named him its coach – the first African American head coach in league history.

Niagara Falls to Distribute Free Covid At-Home Test Kits

The City of Niagara Falls will be distributing 900 Covid at-home test kits at the Niagara Falls Fire Department Administration Building at 3115 Walnut Avenue Please enter off of Walnut Avenue and go to the back of the building where the kits will be distributed in drive thru fashion.

No pre-registration is required. You must be a City resident and have photo identification. There is a limit of two (2) kits per household while supplies last.

The next distribution will take place on Tuesday February 15 from 1:30 p.m. to 3:30.p.m. & 5:00 p.m. to 8:00 p.m.

Have you ever watched a baby wake from a long sleep? A few sudden wiggles followed by a long curved body stretch up the spine extending their arms and legs as far as they will go, paired with the biggest yawn you’ve ever seen? Or when your pet wakes and goes into a yoga like downward dog, stretching out its chest and legs?

Well there’s a name for that subtle yet powerful innate movement and it’s called pandiculation.

From gestation in the womb to when we are born and throughout life, pandiculation also known as “natures reset button”, is a natural response to the sensations of lack of movement or tension building up in our muscles. It is our nervous system’s natural way of waking up our sensorimotor system and preparing us for movement. Pandiculation involves contracting a set of muscles, Leah Hamilton slowly lengthening them and then contracting again to a rest position. It's not like passive stretching where your brain is not involved and you go pulling on your muscles This is an involuntary reflex with many benefits that don't go unnoticed by the body.

As noted in Science Focus among countless studies and observations “One of the most common reasons behind this phenomenon is that when we sleep, the muscles lose tone, and fluid tends to accumulate along the back. Therefore, (this type of) stretching helps to massage the fluid gently back into a normal position, realigning the muscles”.

Further research finds that “pandiculating is a necessary function because it can help prevent chronic and local pain by loosening and dissolving constrictions in the muscles.

It also improves posture, and releives muscle tension.

Pandiculation activates the parasympathetic nervous system that is responsible for the body’s ability to rest, digest and recover, and increases the blood flow helping the body restore conscious, voluntary control over the muscles.

Yawning increases the oxygen flow and circulation to the brain and body.

All that power packed in those minutes of the rest-wake phase.

So consider slowing down vs rushing out of bed, engage fully in your naturally occuring yawn and stretch because it does the body good and will forever play an integral role in your imporving your mobility, posture, muscular flexablity and nervous systems health .

So let your natural morning movement happen. Stretch with intention and Be Well.

The John R. Oishei Foundation Awards 13 Scholarships to Incoming Freshmen at Local Private High Schools The Scholarship Supports Students of Color for The Full Four Years Thirteen incoming freshmen have been awarded full, four-year academic scholarships to local private high schools from The John R. Oishei Foundation, the area’s most comprehensive private foundation.

The scholarships begin in the fall of 2022 and will cover the student’s tuition through graduation in four years. The competitive scholarship program, now in its 24th year, received 106 applications from a variety of talented, accomplished 8th grade students from schools throughout the Western New York area.

Planning Board Approves Proposed Mosque The proposed Madina Islamic Center of Buffalo, located at 270 Laurel Street, has been approved by the city’s Planning Board. The house to be converted into a mosque, owned

by Mohammad R. Bhuiyan, which is currently being renovated. The new mosque would be open from 6 a.m. to 9 p.m. and would occupy 50 people or less.

WNED PBS and the Community Health Center of Buffalo Partner on a Special Event to Help Dispel Myths About the Virus and the Vaccine

The owner of the popular Signature Cutz Barber Shop on Main Street in Buffalo is just one of several community “voices” participating in a special documentary when WNED PBS and the Community Health Center of Buffalo, Inc. (CHCB) partner to present a ‘Friday Night Fight! Knock Out COVID’ event to engage with the community on COVID-19 and help dispel myths about the virus and the vaccine.

Harris said he decided to participate because he saw it as an opportunity to ” let people know and understand what Kenny Harris, Buffalo entrepreneur and Covid we’re facing. “ He added it’s especially survivor. important for young people to know the facts because there’s so much disinformation being spread. “Don’t listen to everything you hear,” he cautions.

Niagara Falls Music Hall of Famer Marsha McWilson, an accomplished performer and song stylist will also be featured in the documentary. Marsha, who lost a sister, four cousins and an uncle knows all too well the pain of losing a loved one to the virus. In remembrance of her loved ones, she wrote and recorded a song, “Rona Mae Blues,” which she sings in the documentary.

While Buffalo was once among the last stops on the Underground Railroad, it is now one of the most segregated cities in the United States.

This insidious division imposes a wide range of costs disproportionately on people of color, restricting access to healthcare, education, employment, and wealth. This

exhibition lays the grounds for meaningful cultural interactions and dialogues necessary to illuminate and advance conversations on race and humanity that are essential to our country and our community.

James Reacts to Trump Calling Her a Racist: Declares “We Will Win”

New York Attorney General Letitia James fraud investigation into the financial dealings of former President Donald Trump, his family and the Trump Organization took a new turn recently after the Empire State’s top prosecutor subpoenaed the former president, his son Donald Trump Jr. and daughter Ivanka Trump to testify in a deposition. Since then, Trump’s legal team has motioned to have Attorney General James’s lawsuit dismissed. During a rally in Texas Trump repeated claims of a “witch hunt” and went so far as to call James and Fani Willis – the district attorney of Fulton County, Georgia who is probing Trump’s efforts to overturn the results of the 2020 presidential election – “radical, vicious racist prosecutors.” Both James and Willis happen to be Black women. No one is above the law,” James told the Grio. “I pursue cases based on evidence, based on facts and based on an analysis of the law … the politics stop at my door.” She added, “I am confident that we will win.”

A COVID Reality World View

The world has surpassed 400 million known coronavirus cases a staggering increase driven by the highly transmissible Omicron variant.

Only 11 percent of people in low-income countries have received a dose of a coronavirus vaccine, compared with 78 percent in high- and upper-middle-income countries, according to the Our World in Data project at the University of Oxford. Africa has the lowest vaccination rate of any continent, with just 15.4 percent of the population receiving at least one dose. Some people with disabilities, chronic illnesses or weakened immune systems remain vulnerable despite vaccinations.

No, the federal government isn’t spending $30 Million on ‘crack pipes’

The Washington Post reports that Conservative figures have launched an online furor this week, claiming that the government planned to spend $30 million on pipes for smoking crack cocaine. The heightened concern came months after the Department of Health and Human Services announced a federal grant for local programs that provide myriad “harm reduction” tools, or services that minimize the risks associated with drug use, including distributing drug paraphernalia such as clean needles. Republicans seized on “crack pipes,” causing the phrase to trend on Twitter on Tuesday, the latest in continued resistance from the GOP against harm-reduction techniques at a time when people are dying of drug overdoses at record rates in the United States.

India Walton Featured in Latest Edition of Essence Magazine From her historic primary eupset victory in last year’s hotly contested mayoral election, to surviving one of the most divisive, negative political campaigns in the city's recent history, in the general, India Walton may have lost the battle, but clearly not the war.

Since - and during - the campaign, her star continues to rise.

Most recently she’s gained more national attention after being featured in the January/February edition of Essence Magazine.

“It takes a lot of mettle to put up the kind of fight Walton did,” writes author Shamira Ibrahim. “But it’s an effort she does not regret one bit, despite the millions of dollars spent to besmirch her name in the service of corporate interests.

As far as she is concerned this is only the beginning.”

GOOD CAUSE EVICTION Continued From Page 3 increased the rent more than 3% of the rent or 150% of annual inflation, whichever is larger. For example, in 2022, a landlord would be able to raise a unit’s $800 rent to $853 based on the inflation rate. Tanvier Peart, Director of Policy Advancement at the Partnership for the Public Good, explained “landlords need to be able to increase rent slightly to cover the cost of inflation and to be able to take care of the property over time. However, suddenly doubling the rent on a unit and displacing the tenants who live there is unacceptable. Especially in the current moment— when rents are rising across the state—we need to prevent price gouging and the inhumane displacement that comes with it.”

Dan Corbitt, Associate Director at Housing Opportunities Made Equal (HOME), explained that this is a problem he sees. For example, one client he’d worked with lived in his apartment for 15 years and had always paid his rent on time. He didn’t bother anyone and took good care of the property. But despite this, his landlord decided to raise the rent by $500 per month. And when the tenant wasn’t able to pay this increase, the landlord evicted him. “Unfortunately, there was nothing that could be done under the law to keep this tenant in his home. The landlord hadn’t violated any law. This pattern is being repeated throughout the city.”

“The same thing happened to me,” Teresa Watson added, “I even used to help my landlady take out her trash and shovel her driveway, but I was forced to leave when she raised the rent from $800 to $1400.”

If Good Cause passes at the state level, evictions would still be allowed. Good causes for eviction include a tenant damaging the unit, being a nuisance, using the unit for illegal purposes, and not paying rent (as long as this isn’t the result of an unconscionable rent increase). If a landlord decided that they or their family members wanted to live in the unit, they would also have good cause to evict.

“I am interested in saving people who do the right thing, who pay their rent on time. People who pay their rent on time and are good tenants should be afforded to be in their homes peacefully,” said Councilman Wyatt at the Legislative Committee meeting. “Those individuals who are bad actors–the landlord still has the ability to evict them, and [the landlord] should have that ability.”

Advocates say that responsible landlords don’t need to worry about this legislation. “Honestly, this is not a new way of doing things for good landlords,” said Sarah Wooton, Community Researcher at Partnership for the Public Good. “Good landlords take care of their properties, they listen to their tenants about repair issues, and they don’t suddenly double the rent to rake in profits.”

What is Black History Month During The War On Critical Race Theory? By Toure’

B

lack History Month 2022 arrives in the middle of a war against Black history that its enemies are winning. White people have been throwing verbal rocks at Black history and enacting laws to silence or erase it and Karening anyone they can by labeling any discussion of Black history as “critical race theory.”

Nikole Hannah-Jones has been a significant intellectual leader in this battle, adding scholarship and clarity and explaining how this country is a slaveocracy. Her 1619 Project has been a source of controversy for some, but for most of us, it has been a source of pride, perhaps even an intellectual sword we can wield in this battle against reality.

White people are turning Black history into a bogeyman that’s out to snatch up white children’s souls. God forbid they be uncomfortable about something they learn about American history. But this is February, Black history’s moment to shine. This is the month where Black history gets to dress up nice and get onstage and talk about itself, where corporations run ads praising Dr. King. Where allies and “allies” post pictures of Black studies books they’re reading or “reading.”

But what is Black History Month when Black history is under siege and fighting for its life? Black History Month and the war on critical race theory cannot co-exist, just as Black Wall Street and white people could not co-exist. So what is Black History Month in the midst of the war against critical race theory, and what should we do?

Black history merely means “the accurate history of America, especially the parts that deal with Black people,” but there’s no way to separate Black history from American history.

They are the same thing. For example, Black history deals with slavery, but who enslaved them? If slavery involved Black and white Americans, why would it be relegated to Black history? It’s American history. Especially because the impact of slavery flows throughout American history—it’s because of slavery that America became a global economic power, which means slavery impacted everyone and everything, even those who did not enslave people.

Black History Month is a time to tell the story of Black people and make space for us to celebrate us. But sometimes it gets a little sanitized—Black history is not just nice pictures of Dr. King and Barack Obama. Black history is complex—it’s oppression and resistance, it’s steps forward and back, it’s failure and success. We cannot truly understand Black history without a deep discussion of systemic racism and white privilege or wrestling with how America became a global economic power precisely because of slavery or without dealing with how the legacy of slavery continues to shape us.

Black history is meant to liberate Black people by helping us understand who we are by knowing where we’ve come from.

The war on critical race theory wants to erase Black history entirely. It says thou shalt not speak about race, especially the parts that make white people uncomfortable—the domestic terrorism, the hate crimes, the oppression, the systems that have held Black people back. The war is deeply white supremacist—it cares only about the needs of white people.

The war is being fought on behalf of white fragility. They are

too weak to be deluged with a discussion of Black history.

But how do you erase Black history when there’s a whole month devoted to it?

I think in the eyes of white people, Black History Month should be a nice, quiet procession of people who have politely overcome. It should focus on the good negroes who make us all proud, who didn’t cause a ruckus. It should be Dr. King, not Malcolm X. It should be Cam Newton, not Colin Kaepernick. It should be the disarming smile of Barack Obama, not the fully armed smile of Huey P. Newton. But Black history cannot be authored or shaped by white people.

They cannot define what Black history is—if they do, then it’s only propaganda.

They cannot rob us of the truth of who we are and an understanding of how we’ve gotten to this place. Black America is complex; we are both stories of rags to riches and far too many people still in poverty. We are people who could not have broken out of our environment if we had 100 years and people who succeeded despite everything. You cannot understand the complexity of Black America until you deal with the reality of America and the ways that systems have held us back, even though a few of us have triumphed in spite of them.

I am a product of Black history in that I was an AfricanAmerican studies major in college, and what I learned in my classes gave me a sense of purpose and direction for my life.

It gave me a clear sense that people have fought and died for me to have the life I have. It allowed me to see the shoulders that I stood on and made me feel like I have to do something with my life that honors the battles and the sacrifices and the lives and deaths of the Black people who came before me. I remember a CIA recruiter once coming to campus and thinking, you know, it could be fun to work at the CIA, but I can’t. I’m not a white kid. I have to do something that values the Black people who fought and died so that I could be here in college, calmly choosing a career. I have to do something that gives back to them in some way.

So what should Black History Month in 2022 be? It should be unapologetically Black. We need it to be. We should be loud and proud and call out the insanity of the idea that we can erase history. We should pick up those verbal rocks thrown at Black history and throw them back. I’m tired of always going high every time they go low.

Black History Month 2022 should be like Nikole HannahJones because she is not merely an intellectual leader; she’s an emotional leader. My sister stays in IDGAF mode. She’s heroically unperturbed by any rebuke. She is unapologetic and unafraid and stands tall in the public square speaking the truth while white people boo her, but she persists because she’s an intellectual warrior. I want Black History Month 2022 to be as bold and smart and as honest and unwavering as Nikole Hannah-Jones. If Black history itself is at war, then she is a model of how to be indestructible.

I'm Just Sayin...

Dear Editor, Recently I was given the opportunity to be interviewed by a news reporter regarding the snow removal matter in the City of Buffalo. I took that opportunity to not only give my opinion about the snow removal but to speak out about a few other “Quality Of Life” issues.

I told the reporter that the solution is very simple. We can start by STRICTLY enforcing the existing City Laws, Ordinances and Regulations. What is the point in having them if they are not going to be "STRICTLY" enforced?

I told the reporter that if tickets are given to violators, I guarantee that people will quickly comply.

I told the reporter that instead of pushing the ice and snow across our driveways that they should have brought a second truck to take it away. Common Sense ain’t so common.

I told the reporter that it LOOKS like we are being REDLINED on my side of Eggert Rd. The other side is Buffalo too but it is on the border of Cheektowaga and a totally different world LITERALLY across the street. Their streets are plowed and salted down to the pavement while lots of our streets are like riding a roller coaster over the snow and ice.

I told the reporter that we need to STRICTLY enforce everything from the menacing looking dark windows on cars to the speeding up and down our streets to the BOOMING music that Disturb the Peace.

Finally, I told the reporter that absentee landlords need to be held ACCOUNTABLE for the behavior of their tenants and the guests of their tenants instead of just collecting the rent and going back to their suburban neighborhoods.

We live in "Neighborhoods" and not in isolation. Some people need to be “TAUGHT” how to be considerate of their "Neighbors" and to Follow The Rules.

Buffalo Bills News This past week I heard a lot of Daniel Bryan "Yes" chants circling around the Bills Mafia faithful as Brian Daboll was introduced to the world as the New York Giants head coach. This enthusiasm was very warranted especially after some of the comments that were made in his press conferences as the new head coach of the New York Giants. It was reported that he jokingly make comments about how it took a village for Josh Allen to become who he is as an elite quarterback.

I was raised on the belief that there is truth in every joke. This joke shows how the snake and the chameleon operates.

T h e chamel e o n loves to change colors depending on its environment and the snake loves to shed skin.

As a journalist, I would love to shed some light on this very subject.

As someone who has been covering the Bills for the last 4 years, some of us should very well learn how to be humble.

First question to this joke would be "Do you think the reason it took a village to help Josh Allen succeed was because at times you (Brian Daboll) were mediocre at doing your job? And if you don't think Brian could be mediocre then I have some news that will change that thought. Is this the same Brian Daboll who couldn't get the job done in 2007 with the New York Jets has he coached quarterbacks like Chad Pennington, Kevin Clements and Brett Favre? Is this the guy in 2009 that coached alongside Eric Mangini as the offensive coordinator in Cleveland whose offense was 32nd in 2009 and 29th in 2010? Is this the same guy who was the Miami Dolphins offensive coordinator in 2011 the

offense was still in the bottom 12 in the league?

Is this the same offensive coordinator work with Romeo Crennel in 2012 when the Chiefs finished a league worst 2-14? The same guy who had to go back to college to be offensive coordinator for Alabama under Nick Saban after it took a village for him to actually win anything in New England after his second stint in which he was the tight ends coach.

Then finally, Sean McDermott gave him the opportunity to become the offensive coordinator for his hometown team. In year 3, which would be the 2020 covid season Josh Allen became a quarterback to be recognized.
