everal years ago a study published in JAMA Pediatrics cited a 70 percent increase in the number of ADHD diagnoses among African American children.

It is exactly these kinds of revelations that has caused noted Pan Afrikan lecturer, scholar and school psychologist Dr. Umar Johnson, to sound the alarm about what he terms “the Miseducation Cartel.”

On Saturday, September 9th at 4 p.m. Dr. Umar will deliver a timely message to the entire community of Buffalo at St. Luke AME Zion Church, 314 E. Ferry Street on the topic “Anatomy of a Mis-Diagnosis: The Special Education & ADHD War Against Black Boys.”

In a recent interview with The Challenger Dr. Umar described ADHD (Attention Deficit Hyperactivity Disorder) as “the most popular disruptive behavior disorder used for African American boys.”

He explained how prior to 1987 the condition came to us as ADD or Attention Deficit Disorder. But it grew into full blown ADHD in 1987 when they decided to add, what he calls, “the unholy H’’ and became ADHD – which basically allowed justification for medication.

At that point he continued, boys, for example, who only had an attention issue, were now placed under the same umbrella as children with hyperactive issues and everybody is placed on drugs.

“So from my perspective… I clearly believe (the label) went to ADHD to justify medication for all boys, he continued. It also created an ethical issue when the principals of business, capitalism, greed, and Wall Street profit entered the realm of mental health.

“I’ve been in classrooms where every boy is on psychiatric medication,” he noted.

Community Health Center of Buffalo Opens New Pediatric Unit

T

he Community Health Center of Buffalo officially opened its new Pediatric Unit at its 34 Benwood Avenue location on August 29 with a ribbon cutting and the hosting of the health center's 1st Annual National Health Center Week celebration in Buffalo.

This new state of the art pediatric unit will give children from birth to 18 years of age their own wing in our Buffalo facility. It is dedicated to ensuring that they have access to quality, preventive and primary care from the cradle thru adolescence to adulthood, at which time they will be able to transfer to the Center's adult primary Dr. Ansari care unit.

Congressman Brian Higgins, who continues to fight for and support community health centers across the country, spoke to the importance of the work and value of community health centers nationwide and particularly the work of the Community Health Center of Buffalo. The center has been in operation since 1999 and is under the leadership of CEO Dr. Lavonne Ansari, who stated, “Our mission here in Erie and Niagara Counties is to build healthy communities, one patient at a time. Our new pediatric unit supports that mission because it is dedicated to children, who are the foundation of all communities.”

Too Much Sugar Leads to Disease and Death!

Let’s start then by clarifying exactly what is “too much” sugar. The World Health Organization (WHO) has recommended getting no more than 5% of our daily calorific intake from sugar — which equates to around 25 grams, or six teaspoons, of sugar a day. Too Much Sugar leads to disease and death!

•A glass of store-bought orange juice also contains about 35-40 grams of sugar.

•Depending on the brand, a small cup of your low-fat, fruitflavoured yogurt contains upwards of 20 grams.

•A medium-sized banana contains upwards of 20 grams.

Recent studies show that sugar is responsible for 50% of all healthcare costs!

•Cancer: The medical world has long suspected a link between sugar and cancer, and in light of several ground-breaking studies over the past decade, there is now a plentiful supply of scientific evidence to back up these suspicions.

•Overweight and obesity: There are few easier ways to pack on the pounds” – which is most commonly added to food by manufacturers as it is sweeter and cheaper •Cardiovascular disease: Cardiovascular disease is a leading cause of death in the U.S. (occurring 15-20 years earlier than the global average), and once again our high sugar intake is the biggest contributor to increases in rates of these diseases.

Trump Gives Local Police Access to Militarized ; Civil Rights Groups Prepare for the Worst WASHINGTON — Local police departments will soon have access to grenade launchers, high-caliber weapons and other surplus U.S. military gear after President Donald Trump signed an order Monday reviving a Pentagon program that civil rights groups say inflames tensions between officers and their communities.

President Barack Obama had sharply curtailed the program in 2015 amid an outcry over the heavily-armed police response to protesters after several police killings of Black men in Ferguson, Mo., and other cities. The Trump administration maintains the program is needed to protect public safety and support state and local police.

Restoring the program will “ensure that you can get the lifesaving gear that you need to do your job,” Attorney General Jeff Sessions told a cheering crowd at a national convention of the Fraternal Order of Police in Nashville, Tenn. The group, America’s largest organization of rank-and-file officers, endorsed Trump for president after he promised to revamp the program.

Sessions said restrictions imposed by Obama went too far. “We will not put superficial concerns above public safety,” he said.

In issuing the order, Trump is fulfilling a campaign pledge made as he depicted crime as rampant and police forces undercut by unfair criticism, with Obama failing to support them sufficiently. Trump, feeling increasingly under attack in recent weeks, has been doubling down on appeals to core supporters. Last week, he pardoned the controversial former Arizona sheriff Joe Arpaio, who had been found guilty of defying a judge’s order to stop racially profiling Latinos.

Sessions has been steadily restoring tough-on-crime policies while reshaping the way his Justice Department enforces civil rights law, particularly in the areas of policing, in ways that have made advocates nervous. Civil liberties groups and some lawmakers assailed Trump’s order as a sign of the militarization of local police, arguing that the equipment encourages and escalates violent confrontations with officers.

“Tensions between law enforcement and communities remain high, yet the president and the attorney general are giving the police military-grade weaponry instead of practical, effective ways to protect and serve everyone,” said Kanya Bennett, legislative counsel for the American Civil Liberties Union.

This Community eatery has become a regular family eatery for those of us who for one reason or another are in need of food, love, companionship and prayer. Friends and Family to Celebrate “Mama Holt” on her 100th Birthday

F

amily and friends will gather at the lovely home of Mrs. Velma Holt this Saturday, September 2 to celebrate her 100th birthday!

Affectionately known as “Mama Holt, she is a perennial beauty. Her skin is clear and her mind is sharp. She was born in Okmulgee, Oklahoma (she is of part Cherokee Indian and French linage) , and came to Buffalo in 1939.

It was here that she met and married her husband, noted jazz musician George Holt.

They raised 7 children and enjoyed nearly 50 years of marriage before he passed in 1989.

When asked about her secret to longevity, she pointed to a diary she keeps. “The spirit provides me with all I need, “ she entered on one page. “I still my busy mind and breath deeply and fully...I let go, let God and trust...Letting go is a demonstration of my faith,” she entered on yet another.

Mrs. Holt said she reads her Bible regularly and gives thanks for every day. And she smiles a lot.

Assemblywoman Crystal Peoples-Stokes and Senator Tim Kennedy hosted the event, which was attended by friends, family, and members of organized labor.

In addition to Assemblywoman Peoples-Stokes and Senator Kennedy, Baskin has been endorsed by Assemblyman Sean Ryan and Councilman David Rivera, who teamed up to host an event for her in July. Baskin said, “I am so honored to have the support of such prominent leaders in our community. Their leadership has served us well and I am looking forward to partnering with them on the issues facing the second legislative district—issues like jobs, workforce development, lead poisoning, access to services, and support for our youth.”

Members of the labor community also attended the event.

“April Baskin is just the type of candidate organized labor needs,” said John Mudie, President of the Buffalo Central Labor Council and Executive Vice President of CWA Local 1122.

“She’s young, energetic, honest, and hard-working. I know she will fight for working families, equal opportunity, and living wages for all.” Other participants from organized labor at the event included the Ironworkers, the Electrical Workers, the Plumbers, the Faculty Federation of ECC, numerous unions representing nurses, and others.

Many community organizations have also endorsed Baskin’s candidacy and have worked hard throughout the summer to get her on the ballot and support her. These include the Unity Coalition, the Good Neighbor Democrats, the Schoolhouse Democrats, Grassroots Inc., and Women Taking Action in Politics.

Baskin is also endorsed by three major political parties—the Erie County Democratic Party, the Working Families Party, and the Women’s Equality Party. Baskin was born and raised in Buffalo and presently serves as the Executive Director of The College Simulation Experience, an organization she founded to help better prepare students for success in higher education.

After months of maneuvering past obstacles placed in his path meant to handcuff access to a leadership opportunity he believes he deserves, Khalil Cottman continues to fight to be an official candidate for 1st District Erie County Legislator.

Khalil Cottman is wise beyond his years. His name means friend and confidante. He is a father, a son, mentor, a businessman and now a candidate for elected office. He is highly intelligent and some have even referred to him as honest to a fault. If there is one thing people can say about Khalil Cottman, it is that he loves his community.

Now comes the hard part. Khalil must make the leap from citizen to candidate to victory. He is a Democrat but an independent.

His political affiliation is not Grassroots, but a little known group called ESPN – East Side Political Network. He has no ties to the Steve Pigeon/Mayor Brown triangle and is not being investigated by the FBI. His mother is a Buffalo Board of Education School Cottman Board member, yet he has no union endorsements, no party support, and does not have the access or ability to create the campaign war chest his opponent does.

So where is the positive in his candidacy? Khalil says its in his vision of the 1st Erie County Legislative District that looks different than the current one. It’s in his belief that he can make a difference that brings parity, fairness and opportunity through his legislative vote. He remains hopeful that the challenges to his petitions, the court battles to have votes removed and restored, the stress and duress of waiting for a positive decision, will pay off for him and give voters in the 1st Erie County Legislative the same opportunity city residents have in the Mayoral race – a choice.

Duncan Kirkwood Was One of Only a Few Who Stood By Me I'm The Mother Who Was Punished for Home Schooling My Children

y name is Kiarre Harris and many of you may know my story because it made national news. But for those who are unaware, I went through what no parent should ever have to endure. I had my children taken from me. Not because I was a bad mother, not because I had done something terrible, but because I decided to home school them and someone else made a mistake. I am in no way claiming to be perfect in life but I love my children and tried to do what was best for them.

Like many citizens of Buffalo, I thought that the schools were not working for my children so I made the decision to home school. After being strip searched by male officers in front of my crying children, they were aggressively taken from me. Months later after demonstrations and protests and a lot of court dates and drama, I have been reunited with my children. We are still working through the terror they endured, but we are staying in prayer.

I am writing today because my experience let me learn a lot about the school system, the city, the county government, and dealing with family court and child protective services. And now that there is a major county legislative race, I feel the need to weigh in. NONE of the candidates for Erie County Legislative District 2 showed up or reached out even once to support me, except Duncan Kirkwood. He reached out to me and offered help and support.

I asked him for coaching when speaking with the media, for support when I went to court, and Duncan was there to help.

When you are going through the worst time in your entire life and being slandered in the news you find out quickly who is really in your corner. It reveals a person’s true character when they stand Kiarre Harris with you through the storm. I will never forget that when it hit the fan, Duncan was right there by my side. Now these other candidates are saying that they are for the people, but they were silent when I needed support. One of the candidates’ intro statement to most voters is that she is a single mother, well I am a single mother and she didn’t stand up for me.

So please Buffalo, if you want someone to represent you that will stand up for you even when it is difficult, someone who won't back away from what is right, VOTE DUNCAN KIRKWOOD for Erie County Legislature. VOICES Buffalo Police Should Conduct Checkpoints Fairly Or Not At All!

F

or those of us who live or work on Buffalo's eastside, we have almost gotten used to travelling down a street or road and then,all of a sudden, the traffic comes to a sudden halt. We look ahead and we see several police cars with officers inside or alongside them waving drivers to the side.

When it is our time in line, the officer approaches our vehicle, looks at the stickers on the windshield and either waves us along or proceeds to write tickets for any violations they may come across. I have been one of the lucky or prudent ones. I am always motioned to move on but it is only because my car registration and inspection stickers have been current during the times I have been caught up in a Checkpoint.

I have never been asked for additional information such as a driver's license or insurance card and I have to admit that it might be because of my age, being a female of having a slightly recognizable face, here in Buffalo.

But, in interacting on social media, I have found that the numerous Checkpoints conducted by the Buffalo Police, on many eastside streets, are a serious issue. Number one, most of those who complain about them believe that they are not being done fairly because they are done only on the eastside of Buffalo or maybe a small portion of the lower west side. BETTY GRANT: POLICLE CHECKPOINTS continued from page 8 who are driving without the proper car insurance or with a driver's license that has expired or been suspended, on the East side due to poverty or high unemployment, the area is being racially profiled.

Others feel that when a person is stopped during a Checkpoint stops, the officer is really looking for drugs as opposed to making sure one's vehicle is properly registered. They said that when the driver is in violation for a lapsed driver's license and when the officer tells him to 'roll down the window' and a waft of Marijuana smoke hits the officer in the face, guess who may be going to jail that day or night?

In July, 2016, a reporter for a local newspaper wrote an article, in collaboration with the Daily Public Magazine and City and State, a downstate media outlet. In the article, the reporter cited a study published in May, 2016, that provided additional context in the Buffalo police's use of Checkpoints tactics.

The Study was undertaken by SUNY Buffalo Criminal Justice professor, Scott Phillips and University of Texas professor, Andrew Palmer Wheeler. Their collaborative work, called Operation Strike Force, found that, "while officers, over a specified period of time made arrests for individuals they stopped who had outstanding warrants, confiscated several firearms and vehicles; they also wrote over 6,000 traffic tickets."

The professors also stated that,"During one of Buffalo's 'Operation Strike Force', the Buffalo Police Department, with assistance from State Police and the Erie County Sheriff, conducted more than 60 Checkpoints across 45 locations. Each Checkpoint remained in place for more than 90 minutes and all but 8 of them occurred on Buffalo's predominately African American eastside."

Based on what these professors and the local news reporter observed in 2016, it is not hard to believe that the targeting of the minority community (eastside) and the tactics the Buffalo Police use to ensnare young African American drivers and their suburban friends, who visit the Eastside, are still in practice today. And if I am fortunate enough to be elected the next Mayor of Buffalo, I will encourage my new Commissioner of Police to immediately stop all Checkpoints if they are not being equally conducted all across Buffalo or for his department to come up with an Enforcement Plan that justify them being broadened to every districts in the city.

Remembering Black August

s you know I often write about family responsibility, parenting/grandparenting issues and how to honor the Lord in our daily lives through our family relationships. With all the serious concerns of our lives, sometimes we just need to sit back, relax and enjoy a good laugh! The Bible tells us in Proverbs that, Laughter does (us) good like a medicine. So true of the following excerpt from the book, " Grandchildren are so much fun, I should have had them first," by Lois Wyse. "... Here (with apologies to Moses) is an unabridged Ten Commandments for Contemporary Grandparents: 1. Thou shalt not freak out when thy grandchild, to whom thou has just given a one-half interest in Mt. Rushmore plus two Oreo cookies, refuses to speak to thee on the phone.

2.Thou shalt permit thy grandchildren to have other grandparents before thee on certain holidays.

3. Thou shalt honor the father and mother of thy grandchildren and thou shalt not substitute thy judgment for theirs.

4.Thou shalt open the doors of thy home and thy heart to thy grandchildren without screaming, "Don't touch," for thou knowest that the visit of thy grandchildren shall soon end.

5. Thou shalt remember thy family history and teach it diligently unto thy grandchildren.

n 1961 at the age of 18, George Jackson was accused of stealing $70 at gunpoint from a gas station. Although there was evidence of his innocence, his court-appointed lawyer urged him to plead guilty in exchange for a light sentence in county jail. Since George had a record of two prior instances of petty crime, he ended up spending the next ten years in Soledad Prison (California) with most of that time being in solitary confinement. Instead of bowing down to the dehumanization of prison life, he transformed himself into the leading theoretician of the prison movement. Letters he wrote from 1964 to 1970 were published in his first book, Soledad Brother, which became a bestseller. His second book, Blood in My Eye, was published just days after his being assassinated by prison guards at San Quentin State Prison on August 7, 1971. He was 29.

Every year in August, millions around the world, celebrate the life and work of George Jackson, a man who said, “We must establish a true internationalism with other anti-colonial peoples. Then we will be on the road of the true revolutionary. Only then can we expect to seize the power that is rightfully ours, the power to control the circumstances of our day-to-day lives.”

George’s younger brother, Jonathan, like so many of today’s youth, had a rebellious spirit. He was inspired by George’s spirit of resistance and revolutionary fervor but he lacked the kind of instruction that could have channeled the “warrior” in him. Jonathan was a victim of circumstance, without the kind of guidance that could have saved his life. Unfortunately, like Jonathan, many of our young ones today are misguided and misdirected victims of circumstance. They often lack the kind of nurturing and discipline that could save them and add value to their lives. Too many of our youth are criminalized at birth and throughout their lives by the systemic racism that leads to poverty, mis-education, poor nutrition, substandard housing, and stop-and-frisk policies. Jonathan was murdered by the police in a fatal and futile attempt to negotiate freedom for his brother. He was 17. That was August 17, 1970.

This month’s meeting looked at the lives of George and Jonathan and we heard from some local men who believe in our youth and what they can accomplish with the proper love and guidance.

I have invited Mr. Duncan Kirkwood who is on the road to becoming the Erie County Legislator for District 2. He shared his thoughts on the state of our youth and what he hopes to accomplish in improving their condition. I have also urged Mr. Tommy McClam to speak at our next meeting.

He is the “Say Yes Director of Boys and Men of Color.” He will describe this program and speak about what it hopes to achieve.

Remembering George and Jonathan Jackson and their spirit of resistance, State prisoners in California held the first commemoration of Black August in 1979. Prisoners and outside community groups have continued this practice across the nation.

In reference to low expectations, he explained that once a child enters a Special Ed. classroom their whole life changes. “You’re no longer held at the same standard…your education is dumbed down …all it does is slow down the speed of instruction under the presumption you can’t keep up or your can’t learn.” That, he said is the biggest paradox of special education .

“Parents are told this program is going to operate at your child’s pace. You are also told our goal is to help them catch up…so how can they do that when you are in essence going slower? The truth of the matter is they never catch up.”

Special Ed. also feeds in to the high school drop out rate of Back children, he said, “not to mention the stigmatization of your ability to relate to your peers.”

Taking it to yet another level he said that public schools have morphed into the waiting rooms to the prison industrial complex.

Many if not most of the Black men in prison have average reading levels of 3rd or 4th grade and were Special Ed. kids, noted Dr. Umar. Striking proof, he said of “the direct link to Special Ed. and prison. In the school to prison pipeline –special ed is the special link in the pipeline.

Surmised Dr. Umar : “I would argue that the purpose of education in the 21st century is to put Black boys in prison and Black girls in poverty.”

A strong proponent of independent Black institutions, he said: “The solution is for the Black community to take some of that $1.3 trillion dollars – our annual gross national product – and use it to build independent Black schools.”

“It is absolutely unacceptable that Black Americans are literally standing by watching their children go to hell because they don’t want to spend their money where it needs to be spent…”

Non-residential users in ECSD Nos. 1, 2, 3, 4 and 5 exceeding 91,250 gallons per year will be subject to an additional flow charge for that amount greater than 91,250 gallons. The rate for this additional flow is shown in the 5th row of the table above. For Erie County Sewer District Nos. 6 & 8 all users are charged based on flow (water use). (Water use is used in lieu of sewage flow unless the property owner(s) can substantiate actual sewage volume).

Property owners will have thirty (30) days from the date of publication of the notice of adoption to appeal this schedule of rates and charges to the Erie County Legislature. Appeals should be sent to the Erie County Legislature, 92 Franklin Street, Buffalo, NY 14202, Attention: Clerk of the Legislature.

The aforesaid schedule of charges will be collected annually with the regular County Sewer (special) District charges. These aforesaid charges only apply to non-residential users of the sewerage facilities, except as noted in the preceding text.

User charges are due and payable on the same date and time as the general County taxes. Late payment penalties will be assessed in the same manner as the penalties for late payment of the general County taxes.
