CENTER LINE — Family fun under sunny, sparkling skies coupled with enjoyable entertainment for all ages was the best way to describe the Center Line Independence Festival June 2-4.

“Just a lot of great activities, small-town-lifestyle-type activity,” said Center Line City Manager Dennis Champine.

The three-day event had a different theme for each day with free concerts in Memorial Park and activities corresponding with the themes Flashback Friday, Saddle-Up Saturday and Spotlight Sunday.

According to Champine, Flashback Friday was dedicated to tribute and rock bands which included Captain Fantastic, an Elton John tribute band. There was also a classic car display along the carnival midway.

Two charged for alleged armed robbery at marijuana facility WARREN — Two men are facing changes after an alleged armed robbery at a commercial marijuana facility near Sher-

wood Avenue and Frazho Road earlier this month.

Michael Graham, 48, of Eastpointe, and Lavall Perkins, 63, of Detroit, were arraigned June 12 in 37th District Court. They were charged with assault with intent to murder,

armed robbery and conspiracy to commit armed robbery. If convicted, the charges are punishable by up to life in prison. They also now face felony weapons charges.

The alleged robbery took place on June 9. The suspects reportedly arrived at

a commercial marijuana facility in Warren, located on Sherwood near Frazho. According to Warren police, the suspects knocked on the door of the facility and as the security guard approached, one of the suspects See ROBBERY on page 11A

WARREN — Warren City Council President Patrick Green has demanded the resignations of City Attorney Ethan Vinson and City Clerk Sonja Buffa after last month’s Michigan Court of Appeals decision that will allow him to finish his term on council.

“We now have three unanimous published opinions from the Court of Appeals (and one Supreme Court ruling) rejecting their political shenanigans with our City Charter,” Green said in a written statement.

“I say ‘three strikes and you’re out’ to the clerk and city attorney, and they should both resign.”

In the statement, Green said Vinson illegally attempted to appoint Boike to Green’s Warren City Council seat in November 2022 and that Buffa improperly administered the oath of office to Boike.

Vinson stands firm with his position and legal standing.

“He (Green) can call for my resignation all he wants. I’m not going to resign,” said Vinson. “I still believe the position I take was legally sound. I believe the court was incorrect.”

In a written response, Buffa said, “Mr. Green’s request for my resignation is insipid and lacks any semblance of intellectual justification. I cannot dignify his ludicrous comments that are mean spirited lacking any substance. He has had years to communicate positively,

Industry Partner Celebration connects school district, local businesses

CENTER LINE — With Center Line Public Schools offering courses in which students explore career possibilities at every grade level, district officials have partnered with local businesses.

Throughout the year, the owners and employees of the businesses work with the school district to be guest speakers, participate in career fairs, provide internships, offer industry tours, job shadow and more.

STUDENTS GET UP CLOSE WITH FIRST RESPONDERS

CENTER LINE — Local first responders visited Center Line High School June 9 to talk to second grade students about their careers.

Police officers, firefighters and paramedics set up their vehicles and equipment outside in the high school parking lot. As the second graders visited each station, the first responders shared details about what they do while on duty, the qualifications needed in their line of work, and their experience in fighting fires and responding to emergencies.

The students were enthused when looking at the vehicles — including ambulances and firetrucks — that made the scene. One highlight was the landing of a MedStar Health helicopter on the school’s soccer field that flew out of the Oakland/Troy Airport.

The presentations were part of the district’s focus to expose students at all grade levels to career pathways. According to Danielle Lapka, the district’s K-8 career readiness coach, the goal at the elementary level is to structure learning opportunities where students can discover the world around them.

is designed to encourage active engagement; promote motivation, responsibility, and independence; develop creativity and problem-solving skills; and provide a tailored learning experience for our students.

“We had about 200 students. We want them to get an understanding of what we do and that this is a career you can do,” Center Line High School Emergency Medical Services and firefighting teacher Dave Watts said. “It gets them to say, ‘This is what I want to do for a living.’ The earlier you get kids excited about something the better it is.”

The high school offers the following courses as part of the first responders pathway: emergency medical responder, emergency medical technician, and firefighting.

The EMT and firefighting courses are available for students who don’t attend Center Line High School to take as part of the Southwest Macomb Technical Education Consortium.

SMTEC is a partnership between local districts that offers career and technical education classes to high school sophomores, juniors and seniors. Students can enroll in

the classes in another district if their home school or district does not offer the classes they select. Busing is available.

Through the EMT program, the students have an opportunity to achieve National Registry status. Through the firefighting class, they can earn their certifications.

Several students who were once in the Center Line first responders program attended the presentations for the second graders.

Andrea Maizy, a 2021 Center Line High School graduate, took emergency medical technician classes while at Center Line. She is now working as an EMT at Superior Ambulance Service.

“I really enjoy it. I was so grateful to have it at Center Line. It saved me a lot of money,” Maizy said. “I really enjoy the patient contact because I want to be a doctor.”

She is currently attending the University of Michigan.

Natalie Derra, a Lakeview High School student who graduated in 2022, was one of the students who attended the first responders classes through SMTEC. “I started junior year,” she said.

She is now a member of the Center Line Public Safety Department and is also on staff at Universal Ambulance Service.

Derra said she was called to do this work “to help people” and “to be there for people on

their worst days.”

“I absolutely love EMS, meeting new people and working with great people,” Derra said. “You get a perspective you don’t get anywhere else.”

Peck second graders Aubree Credit, Christopher Evans and Cameron McClellan said they were “excited” about the first responders visit.

“We got to go in the fire trucks,” Evans said.

McClellan said he learned that firefighters wear self-contained breathing apparatus equipment for a very good reason.

“When you’re in a tight space and it’s smoky, you don’t want to breathe in that smoky air,” McClellan said.

“The police and firetrucks and ambulances, they have to save people,” said Credit, who would like to become a police officer when she gets older. “I would save someone or take someone to jail.”

NEW HIGH SCHOOL, ELEMENTARY SCHOOL PRINCIPALS NAMED IN WCS WARREN — One June 7, Warren Consolidated Schools announced Kevin Kittle as the principal of Warren Mott High School and Mike Lee as the principal of Margaret Black Elementary School.

Kittle served as the interim principal of Warren Mott since the fall of 2022 after former principal David Meengs became the district’s chief academic officer.

Kittle Kittle has worked in WCS for the past 20 years. He served as assistant principal at Warren Mott, was the district’s instructional technology specialist, and also has been a physical education teacher. Kittle holds a Bachelor of Arts degree from Hope College and a master’s degree in educational leadership from Saginaw Valley State University.

Lee served as the interim principal at Margaret Black Elementary School after former principal Khris Nedam retired in Lee December 2022.

During the 20 years Lee has been in the district, he served as Carleton Middle School assistant principal, taught science at Carter, and taught at Pearl Lean Elementary. He was also a varsity assistant football coach and head varsity girls basketball coach at Cousino High School, where he led the team to a Class A Girls Basketball state title in 2016. Lee, an avid sports fan, holds a bachelor’s degree from Wayne State University and a master’s degree from Marygrove College.

CENTER LINE/WARREN — After undergoing building renovations with bond issue dollars, the Center Line Public Schools administration building has reopened at 26400 Arsenal St. District officials are reminding residents that Crothers Elementary School will move into the 25310 Masch building for the 2023-24 school year while the school is renovated and expanded.

Additionally, the district’s summer hours began June 19, and the building will be open from 8 a.m. to 4 p.m. Mondays through Thursdays.

WARREN — It’s a tradition unlike any other for Warren De La Salle Collegiate boys golf.

For the past 30 years, De La Salle has qualified for 27 Michigan High School Athletic Association Division 1 state finals tournaments, and their impressive showing at the Region 5 championship at Twin Lakes Golf Course was just another example of their sustained success.

“We knew we’d be OK because even after graduating a couple last year, I also played two freshmen last year with Max and Joey, so they played in the state finals last year with experience and it’s paying off this year,” De La Salle coach Doug McKay said.

“With the addition of Troy (Nguyen), who’s been steady all year, I knew we’d be OK. Expectations got

Led by a pair of dominant performances from sophomore Max Teschendorf and freshman Troy Nguyen, De La Salle earned the Region 5 championship by a two-stroke margin over Detroit U-D Jesuit.

Teschendorf was electric in all phases of his game, shooting a 70 to take first place by three strokes over Nguyen, who finished second with a 73.

Nguyen was as steady as they come all season for De La Salle and was a stranger to the program before joining this year.

McKay said his team would see Troy when they practiced at The Orchards, and it’s been a full circle moment ever since.

“Our kids met Troy when he was in sixth grade,” McKay said. “He was up hitting golf balls with his dad. During the course of the years, we just said hi to

opened fire, striking the 40-year-old guard in his extremities.

The suspects reportedly entered the building and stole a small safe.

According to police, officers arrived on the scene at approximately 12:56 a.m. where they found the security guard bleeding. Police applied tourniquets to control the bleeding before the victim was transported to the hospital by ambulance. Police said the security guard is expected to survive the injuries.

Through police-owned technology, detectives identified the suspect’s vehicle and then identified and arrested both suspects, one of whom is allegedly employed at the marijuana facility, according to police.

Michael Chupa in the 37th District Court in Warren, who set bond for each suspect at $600,000 cash or surety.

“I am once again grateful to the Prosecutor’s Office and courts for issuing appropriate charges and bonds in this matter,” said Warren Police Commissioner William Dwyer.

Graham’s attorney of record is Elisha Oakes. She did not respond to a request for comment by the press deadline.

Perkins is represented by Steven Freers.

“I was just appointed to the case yesterday and have no comment at this time,” Freers said.

The next court date in the case is a probable cause conference for both suspects, scheduled for 8:45 a.m. June 20 in the 37th District Court before Judge Suzanne Faunce.

A one-of-a-kind automobile

METRO DETROIT — While growing up in Detroit, one of the first modes of transportation Roy Lipanski ever made as a kid was his very own motorbike.

Using his engineering skills, the native Detroiter took the engine of a lawn mower and mounted it to a bicycle.

“I designed the slipper clutch to make it go,” Lipanski remembered. “I was always interested in doing things like that. I was always making stuff as a kid.”

The desire to build continued into adulthood. Many years ago, Lipanski — who resides in Warren with his wife, Barbara, of 69 years — decided he wanted to custom build his own car. The couple have five children and several grandchildren.

Lipanski, 89, had the mechanical abilities to take on such an endeavor. After all, he worked as a toolmaker building special automation machines, primarily for the automobile industry.

In 1965, he purchased a 1955 four-door Chevy Bel Air, rolled up his sleeves and got to work in the garage. He started the project by sketching out a design that served as a blueprint.

“It’s an automatic. I made everything you see. Everything is handmade. It was a lot of work,” he said. “All you see is handmade bumpers, hood, fenders, doors, headers and a walnut dashboard. It’s the only one like it in the world.”

For starters, Lipanski made sure he had enough sheet metal and steel for his one-of-a-kind production. Everything on the custom-made vehicle is metal, minus the fenders. Lipanski modeled his automobile after two designs he admired: that of the Duesenberg and the Cord styles of the 1920s and 1930s.

“I always liked them,” the 1951 Denby High School graduate said. “It took me only two days to strip the car down to the bare frame, and then I had the frame sand-

blasted and primed.”

The two-seater convertible is powered by a Chrysler V-8 engine, which Lipanski installed 2 feet back from the original position. The rear of the car was partially made from a 1946 Hudson hood.

“I found the old headlights in a junkyard,” he said.

Lipanski got down to business when he found tires for the car from a 1955 Ford TBird. He spent $150 for four wheels, which came with a bit of a challenge.

“The hole pattern is different. A special adapter had to be made,” he said.

Lipanski even named his tailor-made model. He gave it the moniker “macht schnell,” which he said means “hurry up” in German. It was a phrase his German grandmother said to him “frequently as a child.”

The car also has a hardtop that clips on, and there’s room for a luggage rack on the back. There’s a side horn made of brass, plus other decorative horns attached. Why add horns?

“Because they look nice,” Lipanski said.

When it was time for him to paint the car, Lipanski chose the color maroon. On the morning of June 8, when the car was parked in the driveway at his home, a man passing by in his pickup truck rolled down the window and inquired about the car.

“I like it. What is this?” he asked Lipanski.

It took Lipanski four years to assemble the car from start to finish. He was inspired to build his own set of wheels by a coworker and friend named Tony Palmeri, who had custom built several cars. Lipanski called him “a real genius.”

“He loved it,” Lipanski said of Palmeri’s reaction to his Duesenberg and Cord look-alike.

Palmeri has since died, but Lipanski said he will never forget him.

Lipanski doesn’t take his car “out too much,” but when he does, it’s usually to the Woodward Dream Cruise in Oakland County or Eastpointe Cruisin’ Gratiot.

“My wife, Barbara, and I have been in many Woodward Dream cruises,” he said.

“I get a lot of compliments from people. I get a lot of looks. People don’t know what to think. They give me a thumbs-up and say, ‘Nice car.’ People think it’s a real Duesenberg or Cord.”

WARREN FIRE DEPARTMENT GETS NEW RIG

WARREN — If you have seen a bright, shiny red truck with black overlay maneuvering with authority through the streets of Warren as it quickly gets to its destination, you may have seen the Warren Fire Department’s new 2022 Rosenbauer Commander fire engine.

This is a brand-new fire engine even though it is a 2022 model.

“It is an 18-month build time from the time you order it,” said Warren Fire Commission Wilburt “Skip” McAdams. “Construction (of the vehicle) started in 2022 and it is all based on whenever the chassis was built.”

The Fire Department took delivery less than a month ago, according to McAdams.

“It will be replacing a fire engine that was purchased in 2014 and has reached the end of its useful life as a front-line apparatus,” he said.

Although there are no regulations as to when to replace a fire truck, McAdams knows when it is time to update the fleet.

“We just know from the way we use our fire trucks that after 10 years of service as a front-line apparatus the reliability starts to decrease and then we put it into a reserve status for the rest of its career,” said McAdams.

The reserve fleet is used when front-line trucks are getting standard maintenance or being serviced for emergency repairs.

According to McAdams, the features on the fire engine have remained the same throughout the years.

“We buy a standard set of features that really hasn’t changed in about 10 years, oth-

er than the color concept,” McAdams said.

“The new color concept is the black overlay.”

This Rosenbauer Commander came with a $734,678 price tag, according to the commissioner.

The new truck is slightly bigger than the one it’s replacing. It is equipped to seat six firefighters. Other features include a Cummins diesel engine and a 1,500-gallon-per-minute Hale pump. This fire engine has a 500-gallon water tank and 30-gallon foam tank. It also has a top mount deck gun.

“This is used for fires that are fully involved and you want to make a knock down with a lot of water immediately and we are going to go defensive on it,” McAdams said.

A fire is fully involved when fire and smoke are seen coming from every part of the structure, said McAdams.

According to the commissioner, a fire engine doesn’t have an aerial ladder; it carries a 35-foot extension ladder and a 20-foot straight ladder. There is a difference between a ladder truck and a fire engine.

“There are two kinds of ladder trucks: one is a platform, that means it has a bucket on it, and a straight means there is no bucket at the end of the ladder,” said McAdams.

The engine has three cross lays used to make quick attacks on fires. The cross lays of fire hose include 150 feet of 1 3/4-inch hose, 200 feet of 1 3/4-inch hose and 200 feet of 2 1/2-inch hose. Carrying 1,000 feet of 5-inch supply line and 1,000 feet of 3-inch supply line, this engine has a host of other equipment including a positive pressure fan, portable scene lights, extrication tools and firefighting tools, including pike poles of various lengths,

his dad and hi to Troy. When his dad said, ‘Hey, I think I’m putting Troy into De La Salle,’ we all had our eyes wide open. He really came with a nice junior resume.”

Senior captain Collin Urbas secured an 80 while junior Colton Fuqua and sophomore Joseph Finazzo tallied an 81 and 82, respectively.

It wasn’t a typical regionals round that De La Salle was accustomed to in the past, for a trip to Twin Lakes Golf Course was an out-of-character experience for McKay’s group.

“We did our homework,” McKay said.

“We got out to Twin Lakes a couple times before the regional, so we knew kind of what we were doing. All that practice pays off. You never want to take anything for granted.”

De La Salle finished their season with a 10th-place finish at the MHSAA Division 1 state finals on June 10 at The Meadows in Allendale, improving immensely from their 16th-place finish in 2022.

Nguyen shot a team-high 162 through two rounds of play while Finazzo (163), Fuqua (166), and Teschendorf (167) all pro-

vided reliable scores. Urbas, who is committed to play collegiately at Northwood University, finished his high school career with a 175.

A four-year varsity player, Urbas will be a key void to fill heading into 2023.

“He’s one of the finest captains I’ve had,” McKay said. “He took that responsibility as a junior, and he’s one of those players that made the team as a freshman, and that was the year we had some really good players. He’s grown up a lot and he’s been a true leader by example in the classroom and on the golf course.”

Returning four of their five state finals golfers, De La Salle will look to continue to set state finals expectations and hopes for a title in the process.

While Urbas will shift his focus to his collegiate career, he said the league should expect an even stronger De La Salle squad in 2024.

“I think that next year will be better than we were this year, and I think the year after that we’ll be even better,” Urbas said.

“Those young guys are just going to keep getting better and getting that experience.

I’m sure there will be other freshmen and underclassmen that will step up as well. The team is in good hands.”

Bond set at $500,000 for suspect who allegedly fired shots in school lot

WARREN — The suspect who allegedly fired shots in the parking lot of the Michigan Collegiate school on June 5 is in custody facing charges.

Jordan Barry Thomas, 22, of Detroit, was arraigned in the 37th District Court on June 9 on a slew of weaponsrelated offenses including assault with a dangerous weapon and possession of a weapon in a weapons-free school zone.

He faces up to four years in jail.

It was alleged that Thomas fired shots in the parking lot of the school on Ryan Road, north of 13 Mile Road.

According to Warren police, Thomas is not a student at the school that has students ranging from kindergarten through 12th grade. He was reportedly accompanied by other nonstudents in what was said to be retaliation for a fight

that happened previously.

Allegedly, at dismissal of the school day, an altercation between two groups happened in front of the school near the buses where the suspect allegedly fired multiple shots from a semiautomatic handgun in the air.

Warren police responded to a “shots fired” call at approximately 2:40 p.m. The shooter reportedly fled the scene before officers arrived, according Thomas to police.

There were no injuries reported.

Police said surveillance cameras and witnesses revealed that a male suspect fired multiple shots in the air.

According to police, a semiautomatic pistol was taken from Thomas when he was arrested.

Police said in a statement that the firearm is believed to be the gun used in the original incident.

Judge William Crouchman set bond for Thomas at $500,000 cash or surety.

“I am grateful to the judge for setting an appropriate bond that reflects the seriousness of this incident,” said Warren Police Commissioner William Dwyer. “It is important to stress how lucky we were that no one was injured.”

Thomas’ next court date is June 20. A probable cause conference is scheduled for 8:45 a.m. before Judge Michael Chupa in the 37th District Court.

There also is a freshman academy designed to provide a transitional environment from middle school to high school. Elementary and middle school students also are being introduced to career possibilities.

“It was always our goal that this was a K-12 journey,” Oleski said. “We can begin in kindergarten and first grade and second grade, giving them opportunities to discover, explore and experience.”

Saddle-Up Saturday had a country music theme with bands including Shiatown, a modern country band. In the afternoon there was Cruisin’ 53, a classic car show that cruised Van Dyke Avenue starting in Center Line and continuing the parade of cars in Warren. At night, fireworks lit up the sky.

Spotlight Sunday was a family day, according to Champine, with bands for kids and adults. The Prolifics performed, covering Motown and other R&B tunes from the ’60s and ’70s to the delight of all ages.

During the performance, toddlers ran to the dance floor and moved to the music, as did an elderly gentleman who walked assisted by a cane. When he heard the music, he made his way to the dance floor, got rid of the cane and danced with his beloved. This caught the attention of members of The Prolifics, who said from the stage, “He dropped his cane to dance.”

Other events were a midway filled with carnival rides, seven food vendors, and business vendors that sold toys, clothes and other items. Kids clamored to the bounce house and petting zoo with llamas, camels and smaller animals, including rabbits.

Some of the larger animals donned decorative blankets that gave the animals a regal appearance. There was a cornhole tournament where proficient players tested their skills against other cornhole aficionados.

The festival attracted people from throughout the surrounding community.

“We had more than 50,000 in attendance,” said Champine.

This, according to the Center Line Mayor Bob Binson, was more than came to the festival in 2022.

“We had a lot better attendance,” said Binson. “Our Friday night and Sunday were much busier than they have been in the past.”

According to the 2020 U.S. Census, Center Line has a population of 8,548. This event attracted six times its population.

Both Binson and Champine were proud of the festival’s success.

“My proudest moment of this year’s festival was the people. Our citizens represented our city well and everybody that came talked about how nice people were and almost every vendor we had was excited about coming back next year and coming back for our Beer Fest in the fall,” said Binson. “We really represented ourselves well as a people and as a community.”

“The most proud moment was the hard work of all the volunteers and my staff to ensure the event went off without a hitch,” Champine said. “We didn’t have any issues.”

Police were visible throughout the event.

“Overall, for the entire weekend, we had upwards of 70 officers in place. That was full-time public safety officers, reservist officers from Center Line, Richmond and Eastpointe,” said Champine.

The first Center Line Independence Festival was held in 2016 to celebrate Center Line’s independence from the larger community, according to Champine. There was no festival in 2020 due to the COVID pandemic.

“The city of Center Line was established in 1936, approximately 21 years before the area surrounding us now known as the city of Warren, which became a city in 1957,” said Champine. “Prior to that there were attempts to annex (by) Warren Township the city of Center Line, or as we knew it then, the Village of Center Line. But that never came to fruition because the Center Line residents refused to be annexed by Warren Township. They always wanted to be their own community. They always wanted to be a small town they have always been throughout the years.”

According to Champine, celebrating the independence of the city of Center Line has always been a source of pride for the city’s residents and was the impetus of the name Center Line Independence Festival.

It is celebrated the first weekend in June, a month before the nation’s Independence Day of July 4.

but instead has become a voice in Warren that continues to push our city backwards.”

One of the three strikes Green is referring to is the May 22 Michigan Court of Appeals decision in the Gary Boike v. Patrick Green case. The Court of Appeals upheld Macomb County Circuit Court Judge Julie Gatti’s opinion of March 2022, that Green had not exceeded his term limits of the greater of three complete terms or 12 years as outlined in the charter. It was a unanimous decision by the panel of three judges, consisting of Judge Mark J. Cavanagh, Judge Elizabeth L. Gleicher and Judge Colleen A. O’Brien.

This case started in November 2022 when, according to Green, Vinson advised him to vacate his seat on the council because Green had served more than the greater of three complete terms or 12 years. According to Boike’s legal counsel, in November 2022, Green had served 13 years.

Green served two complete terms on the Warren City Council prior to his election in 2019. The first term was from 2007 to 2011, and the second term was from 2011 to 2015. Green was reelected in 2015 and served approximately 13 months before he resigned to fill a vacancy in the Michigan House of Representatives. Green ran for the council again in 2019 and was elected with the most votes in the at-large council race, making him mayor pro tem.

The Warren city charter states that if an at-large council seat is vacated, the next highest vote-getter in that election who did not finish in the top two is eligible to fill the position. Boike received the third-most votes in the 2019 election for the at-large seat.

Therefore, if Green were no longer eligible to continue his tenure on council, Boike would have been the next in line to fill the position.

The second strike, according to Green, was the April 21 Court of Appeals ruling that resulted in the removal of Warren Mayor James Fouts from the 2023 election ballot.

In the Warren City Council v. Sonja Buffa and the Warren Election Commission case, it was determined that in November 2023, Fouts would have completed four terms and would have exceeded the term limits, making him ineligible to run.

“If they just interpreted our city charter fairly, without bias or against any candidate or official, then we would have saved hundreds of thousands in legal fees,” Green said in the written statement.

Different courts have ruled differently in the interpretation of the charter and term limits. Macomb County Circuit Court Judge

Joseph Toia’s decision previously allowed Fouts to run for an additional term because of the omission of the specific words “any terms or years served prior to this amendment are included.” These words were not included on the “Proposal” section of the ballot, which Toia described as the section where the voters mark yes or no. The words were also not included in Warren’s amended city charter.

The same three jurists who upheld the decision in the Boike v. Green case, allowing Green to finish his term on council, overturned Toia’s ruling and removed Fouts from the ballot.

The third strike, according to Green, was the Connor Berdy v. Sonja Buffa lawsuit. The Michigan Supreme Court decided on June 11, 2019, to remove four City Council incumbents from the ballot because they had exceeded term limits. Since the court decision was made in June after the April filing deadline, no other candidates could enter the race. Some residents contend that limited the candidate pool.

City Council Member Ron Papandrea addressed this in a previous interview with the Warren Weekly.

“Four years ago, four incumbent candidates (on the Warren City Council ballot) were taken off the ballot due to term limits.

Their removal from the ballot was after the filing deadline, so nobody else could run,” Papandrea said. “You have a strong incumbent; you’re not going to run against that person. But if you know they’re going to be taken off the ballot, you would file. The only people who filed were inferior candidates.

And they got elected.”

In Warren, the city attorney position is appointed by the mayor. The clerk is an elected office.

“The council cannot force the clerk to resign,” said Green. “We cannot continue to have this type of obstruction of our laws and ordinances because the clerk is taking orders from the city attorney. The clerk is elected by the people and works for the people.”

“The city attorney has an ethical obligation to resign. The city charter states that the city attorney is ‘directly responsible’ to the council,” Green added. “The council has approved seven reform ordinances that the city attorney and clerk are obstructing because they will not publish them.”

Vinson defended his decision not to publish the ordinances.

“First of all, the clerk (Buffa) has nothing to do with it. So, I don’t know why he insists on blaming her,” said Vinson. “Many of those (ordinances) were improperly enacted; therefore, I am under no obligation to publish them.”

Vinson also said, “I serve at the pleasure

of the mayor.”

Buffa responded to Green’s statement including her in his allegations about obstructing ordinances.

“It’s unfortunate Mr. Green, who has served many years on the City Council, still fails to comprehend proper procedures for conducting city business,” said Buffa. “The publication of ordinances has been the same during my 23 years in the clerk’s office. All council ordinances continue to be sent to the city attorney for review, and our office then publishes (ordinances) upon city attorney

approval.”

Green, who is running for mayor this year, was asked about potentially working with Buffa, who is seeking reelection as the city’s clerk.

“I have worked with Sonja Buffa for many years, and if the voters reelected her, I would work with her in the future,” Green said. “But if any clerk or official is going to violate the law, I am going to actively oppose those efforts because it is my duty.”

Man arrested after tampering with beverages

GROSSE POINTE FARMS — A 26-year-old Detroit man is said to have tampered with beverages at the McDonald’s at 18201 Mack Ave. in Detroit and then did the same with a water bottle at Village Food Market across the street at around 9:15 a.m. May 29.

According to a police report, the suspect poured an unknown substance into beverages in an employees-only area at McDonald’s just before they were going to be served to customers. He is then said to have opened a bottle of water for sale at Village Market and poured something in it that turned the water pink.

The suspect told police that he needed to give people “the cure” and was following a directive from his god to add this substance to beverages to heal people. The suspect was cited for retail fraud for taking the water bottle and tampering with it without paying for it, and he was transported to a nearby hospital for a psychological evaluation.

Victim loses thousands to con artist

GROSSE POINTE WOODS — A resident in the 500 block of Heather Lane filed a report with police May 31 after becoming the victim of an unknown con artist or con artists. In February, the victim said she was contacted by an unknown male suspect who claimed he was Todd Sloane, senior vice president of Publishers Clearing House. The suspect told the victim she had won $5.5 million but needed to wire cash to pay for taxes on the winnings before claiming the jackpot.

The victim made seven cash transfers over a six-week period totaling $102,000 that were wired to the suspect. In March, the suspect — who police said appears to be in Connecticut — instructed the victim to purchase and send a Rolex watch to an address in New York. Police said the watch was received and signed for by a different suspect March 21. The victim has since changed all her accounts and gotten an identity theft monitoring service, police said.

Women get into fight at store

GROSSE POINTE CITY — A 43-year-old Harrison Township woman and a 60-year-old Grosse Pointe City woman could be facing assault and battery charges after police said they got into a physical confrontation at The Village Kroger store at around 9 p.m. May 31. A police report states that the fight stemmed from the actions of the daughter of one of the suspects.

her bank May 10 informing her that someone was trying to duplicate her debit card. The bank also advised her that someone was trying to change her personal information that was associated with her bank account. Upon talking to the bank, it was discovered that someone had tried to charge more than $9,000 worth of purchases on her cards, but the transactions were all declined.

Breaking and entering, theft reported

ST. CLAIR SHORES — At 6:50 a.m. on May 25, a report was made about a breaking and entering and theft that occurred between 2:50 a.m. and 3:10 a.m. on the same day in the 21000 block of Madison Street.

Upon arrival at the listed location, two officers spoke with the victim, a 35-year-old man, who said when he woke up that morning, he discovered someone had gone into his garage and taken one of his ATVs. The man had posted the ATV for sale on Facebook Marketplace, but he did not recall any suspicious activity regarding the post.

The garage had been left closed but with the pedestrian door unlocked. Behind the garage, a large hole was cut into the fence. It appeared the driveway was too congested with cars and there was not enough room to get through.

An officer spoke with a neighbor, a 65-year-old man, who said that at around 3 a.m., a camera in his backyard captured two male subjects pushing the ATV out of the yard and down the driveway.

The victim did not notice any other belongings missing from the garage. While going back to the station to pick up equipment, an officer located the stolen ATV on Madison Street. The ATV did not appear to have any damage but was missing the ignition key.

The ATV was dusted for fingerprints and the victim was notified.

Ear wax remover, cane stolen from drugstore

STERLING HEIGHTS — Police went to a drugstore along Van Dyke Avenue May 20 and heard from a manager that a heavyset woman in her 20s or 30s wanted to return a medical ear wax remover and a foldable walking cane, without a receipt, that she claimed she had bought earlier from another store location.

The manager reportedly told the woman to return to the original store from which the items had allegedly been bought. Store staff reportedly added that a cane and ear wax remover were missing from their shelves.

Surveillance footage reportedly showed the suspect going into the store with an empty plastic bag and then being in the section where the stolen items are shelved. Police said they have no leads and took no other action.
