Cousin charged with second-degree murder in Zion Foster’s death

EASTPOINTE — The cousin of an Eastpointe teenager who disappeared in 2022 is facing new charges related to her disappearance.

Jaylin Omar Brazier, 24, of Detroit, who was previously charged and sentenced to prison last year for lying to police, is now charged with second-degree murder and tampering with evidence.

“An exhaustive investigation over a year and a half was conducted by the Detroit Police Department assisted by local, state, and federal agencies,” the Wayne County Prosecutor’s Office stated in a press release.

Brazier was arraigned June 13 in the 36th District Court in Detroit by Magistrate Jeffrey Kleparek. According to the Michigan Offender Tracking Information System, he was paroled on Jan. 17, 2023. Wayne County Jail records show him as being held in custody without bond.

“Our hearts go out to the family of Zion Foster,” Wayne County Prosecutor Kym Worthy said in a prepared statement. “This case is a quintessential example of investigators and prosecutors who refused to give up on her homicide. For 18 months, investigators put together the evidence. Each piece of evidence in this case was examined and linked together.”

ROSEVILLE — While the Fourth of July is a day for picnics and celebrations, the holiday is painful for Pam Leidlein.

It’s the day her daughter, Michelle Packard, 34, was killed by gunfire.

On July 4, 2012, Packard was at a fireworks event with her fiancé and his young daughter in the Lansing area. Packard was waiting for the show to begin when all of a sudden she fell over.

EASTPOINTE — Following the departure of its former director of public safety, the city of Eastpointe has promoted an officer to fill the role of police chief.

In a ceremony held June 14, Eastpointe Police Detective Lt. Matthew Hambright was promoted to fill the vacancy left by the departure of former Director of Public Safety George Rouhib.

Hambright was hired into the department in 2006 after working in Lansing Township. Since then, he’s worked in a multitude of roles within the Eastpointe Police Department, including field training officer, evidence technician for the department’s SWAT team and mobile field force commander. Most recently, he was the lieutenant in charge of the detective bureau.

“I grew up in St. Clair Shores and Grosse Pointe Woods, so I’m from the area. I was aware of the community when I came here,” he said.

“It’s busy. I never wanted to be a police officer to kind of just smile and wave and drive in circles. I like the law enforcement part of it. I like the challenge,” he said.

While Hambright has always liked the law enforcement aspect of the job and

LANSING — A special day to recognize mothers whose children have served or are serving in the military is being considered in the Michigan Legislature.

On June 7, the Michigan Senate passed Bill No. 235, a bipartisan bill to establish Feb. 1 as “Blue Star Mother’s Day” in Michigan. The bill passed the Senate unanimously, 38-0, and no members were absent.

On March 23, 2023, Sen. Rick Outman, R-Six Lakes, introduced the bill. Sen. Veronica Klinefelt, D-Eastpointe, was one of several sponsors of Bill No. 235. Klinefelt is the chair of the Michigan Senate Veterans and Emergency Services Committee.

“It is a privilege to be part of honoring those women in such a meaningful way,” Klinefelt said in a prepared statement.

“Their continuous support of those fighting to preserve our freedom and liberty is worthy of recognition and applause. I am grate-

ful for the Blue Star Mothers in my family, and all the Blue Star moms around the state who do so much for our servicemembers and our communities.”

EASTPOINTE — Last year, Eastpointe Community Schools created the Distinguished Alumni award as a way to honor alumni of East Detroit High School, which is now Eastpointe High School.

Eastpointe Middle School teacher Richard MacDonald, pictured third from left, was chosen as this year’s award recipient for 2023. MacDonald, known as Mr. Mac to his students, most recently taught science at Eastpointe Middle School.

MacDonald, a teacher in the district for more than 30 years, started at the former Oakwood Middle School. He graduated from EDHS in 1979. He retired from the district at the end of the 202223 school year.

Fifteen nominations from around the country were submitted this year. A group of four seniors and one staff member, also an alumnus, were on the selection committee. They read through the applications and chose MacDonald.

A small group of former students nominated MacDonald. According to the nomination form, the 2023 Distinguished Alumni spent many years coaching in addition to teaching. Over time, MacDonald became a mentor to many students and had “a lasting impact on his students and student/athletes.”

Distinguished alumni nominees are graduates who have made a significant impact in the areas of academic excellence, career achievement, dedicated service or cultural enrichment.

A period of at least 15 years must have elapsed since the nominee graduated from EDHS. Individuals may be nominated posthumously. Nomination forms are available on the district’s website at eastpointeschools.org.

Earlier this year, MacDonald was named as the district’s Outstanding Middle School Teacher of the Year in the countywide annual Macomb Intermediate School District Teacher of the Year program.

Leadership camp is for middle school students

Teacher named ‘Distinguished Alumni’

KINGS BAY, GEORGIA — Eight years ago, Roseville native Travis Smith joined the U.S. Navy. Currently, Smith serves as a fire control technician with Trident Refit Facility, Kings Bay. The petty officer second class is one of the sailors supporting a 123-year tradition of submarine service in the U.S. Navy.

“I joined the Navy because my brother convinced me that I could see the world,” Smith said in a U.S. Navy press release. “Now, I see it through a periscope lens. I also knew joining the Navy would give me better options in life. I knew that if I worked hard, I could make this a career.”

The Navy’s submarine force operates a large fleet of technically advanced vessels. The submarines are capable of conducting rapid defensive and offensive operations around the world.

As a submarine force member, Smith is part of the history of the U.S. Navy’s most versatile weapons platform.

“We protect the shipping lanes,” Smith said. “In reality, this helps protect your commerce needs so that you can receive items you purchase.”

“I would like to thank my brother,” he said. “He served in the military since I was a kid, and I’ve always looked up to him. He’s a more senior enlisted sailor now and I’m trying to outrank him at some point.”

EASTPOINTE WELCOMES COMMUNITY DEVELOPMENT FELLOW EASTPOINTE — Last month, city officials welcomed a new member to the team.

On May 15, John Kraus began his position as Eastpointe’s community development fellow.

The community development fellow’s role is to support business and economic development; sustainable spaces and solutions; and marketing, branding and promotion activities in the city.

Kraus “Our Family Town is delighted to welcome John Kraus as our community development fellow,” City Manager Mariah Walton said in a prepared statement.

“We are excited to work with John on a number of important projects that will have a lasting impact long after his fellowship. In particular, we look forward to developing evergreen sustainability initiatives, which he will be leading during his time in Eastpointe. Finally, he will play an indispensable role in retaining our status as a Certified Redevelopment Ready Community.”

The city of Eastpointe was one of 10 communities chosen to host a fellow through the Community Economic Development Asso-

ciation of Michigan. Since Kraus is employed through CEDAM, the association is paying his salary, not the city of Eastpointe.

The fellowship was made possible with funding and support from the Michigan Economic Development Corporation. Fellows are placed in communities for 15 months and work on a variety of projects to increase local collaboration and remove barriers to development. The communities are all engaged in the Redevelopment Ready Communities program.

CEDAM’s community development fellowship was developed in 2018 to help address common challenges that communities face.

According to Sarah Teater, director of capacity building at CEDAM, Eastpointe identified ambitious and impactful projects that will make a difference in the community.

Kraus will work alongside Eastpointe Economic Development Manager Ian McCain and other city officials. Business attraction and retention is a primary goal. Kraus plans to do “a lot of in-person outreach” by visiting local businesses on Monday and Wednesday afternoons to hear concerns and share ideas.

“The businesses want to continue to attract consumers,” Kraus said. “Each business is unique, and we want to give them that sense of comfort and provide external resources.”

at the event. Because Packard was unconscious, she was taken to a local hospital where doctors determined that she had been shot by a firearm.

“She was struck by a stray bullet,” said Leidlein, a retired educator who resides in Macomb Township.

“It went into her brain. Everyone was shocked it was a bullet.”

Packard was placed on life support and “we had to make the decision” to take her off life support. According to Leidlein, police determined the bullet that struck her daughter came from someone who shot a firearm into the air in celebration of July 4. The gun was not aimed at her.

“They think it came from a mile away. They never found out who did it. It still affects me every day,” Leidlein said, adding that when her other daughter, Elyse, turned 40, she told her mom, “I’m turning 40, but Michelle is forever 34.”

Leidlein works with Be Smart, and on June 3, she shared her story to those who attended the Macomb County Wear Orange event held from 1 to 4 p.m. at Veteran’s Memorial Park in Roseville. The Be Smart campaign was launched in 2015 to promote responsible gun ownership in order to reduce child gun deaths. For more information, visit besmartforkids.org.

As part of Wear Orange Weekend and National Gun Violence Awareness Day, volunteers with the

Macomb County chapter of Moms Demand Action in Michigan hosted the event to honor the lives of those affected by gun violence and elevate gun violence prevention efforts nationwide.

The event was held in partnership with the Everytown for Gun Safety Support Fund, and attendees were encouraged to wear orange clothing. The event included a Wear Orange Proclamation Ceremony, a peace walk and the opportunity to “Chalk About Gun Violence” by writing gun safety messages with chalk around the park. Those who lost a loved one to gun violence were asked to bring a picture to share. Free gun locks also were distributed.

Wear Orange originated June 2, 2015, on what would have been Hadiya Pendleton’s 18th birthday.

The Chicago resident was shot and killed in 2013 when out with friends. Wear Orange honors Pendleton and the individuals who are shot and killed every day in America, the wounded and those who witness acts of gun violence.

“Over 120 people are killed daily by gun violence, and 200 are wounded,” said Amanda Angst, the local group lead for Moms Demand Action Macomb County. “These numbers are important because they’re staggering. It means hundreds of lives are being lost and impacted across our country. No community is immune. There are no boundaries.”

“For me, the police work and being busy and fighting crime as well as trying to form relationships with the communities, it’s somewhat of a difficult task, but that challenge to me was interesting and something that I wanted to be involved with as a member of our neighborhood watch,” he said. “As I’ve always been a police officer, I learned that you have to formulate a relationship with the community in order to be effective as a police agency or police officer in general.”

He plans to strengthen this relationship with the community by holding his officers accountable and encouraging transparency, he said.

Eastpointe police were dispatched to the school after a representative of the school had reported a student assaulting a teacher.

According to a press release from the department, upon arrival, the teacher told officers that the incident was an accident.

In the short-term, Hambright said he wants to focus on enhancing the relationships between the officers within the department and encouraging more of a family atmosphere.

“It’s an important part of doing our job as a police officer to make sure that we are cognizant of the stresses that officers face on a daily basis and making sure that we take officer wellness very seriously,” he said.

Eastpointe City Manager Mariah Walton said city officials are confident that Hambright will excel in his new position.

“Deputy Chief Hambright has demonstrated a high level of integrity and dedication,” she said in an email. “We’re thankful for his devotion and commitment to the Eastpointe community.”

Rouhib, who was hired as Eastpointe’s director of public safety in 2018, was recently named chief of police in Rochester.

Foster, 17, of Eastpointe, was last seen Jan. 4, 2022, when she left home to spend time with her cousin, Brazier.

When she didn’t return home, her mother filed a missingpersons report with the Eastpointe Police Department.

Brazier was named a person of interest in her disappearance. On Jan. 19, 2022, he turned himself in, and on Jan. 22, Eastpointe police said he would be charged with lying to investigators.

Eastpointe Chief of Police Matthew Hambright declined to comment on what the new evidence could be; however, he said his department worked with Detroit police to help bring up charges.

“Without saying too much, our detective bureau assisted them. … We have a detective who did a ton of work on that and helped them out behind the scenes,” he said. “We were aware of the situation as it was happening. They used us a little bit and then we gave them all the information we had, which they used to lead to their target.”

Tim Doty, Brazier’s attorney, declined to comment.

that time stated that a female subject had just called the school and reported that there was an Instagram video showing a male student in one of the bathrooms with a handgun.

The caller stated that the student was then overtaken by several other students who were able to disarm him, the press release states. The group of students were reportedly teasing the male student for giving up the weapon. Police later found no evidence to support the caller’s assertions.

All Eastpointe officers, as well as officers from the Warren, St. Clair Shores, Hazel Park and Roseville police departments, placed the school on lockdown at approximately 11:54 a.m. before searching the roof and exterior of the school, as well as all classrooms, students, bags and lockers.

Hambright said charges may be brought against the student who called in the video for allegedly manipulating the situation.

While the video was able to be traced back to the school, he said there was no gun shown.

Additionally, while investigating the initial threat, several other threats were called in to the school. Hambright believes it was students taking advantage of the confusion caused by the video.

“The ones that did that have been held accountable,” he said.

During the investigation, a bomb threat also was called in to a local bank. Hambright said detectives were still working to see if there was a connection to the threats at the school.

“We’ve identified a couple of students that are involved in it, and we’re still working on a connection to the bank, because the bank threats kept happening, so we’re trying to see if it’s all tied together,” he said.

Gun violence not only includes firearms used for criminal acts and to kill or injure others, but also those who commit suicide. There is the argument that gun laws won’t stop a criminal from using a firearm or a mentally unstable person from committing a mass shooting.

“The biggest issue is easy access to firearms. There is no one solution to ending gun violence. Everyone has a role to play in ending gun violence and educating each other,” Angst said.

Moms Demand Action says it is not trying to take away the right to own firearms for lawabiding citizens.

“We support the Second Amendment,” Angst said. “We welcome gun owners to the table to have this conversation.”

Several who gathered shared personal stories of gun violence. Christopher Ford, constituent relations for the office of Sen. Veronica Klinefelt, D-Eastpointe, remembered a cousin “who lost his life to gun violence roughly 10 years ago.”

“He went to a CVS and got a Valentine’s Day gift for his girlfriend. He walked out to the parking lot and he got shot. He didn’t even make it to the hospital,” Ford said. “It doesn’t hit you until it hits home, when you have a family member that’s affected.”

Ford brought up the 2017 Las Vegas shooting in which 60 people were killed and hundreds more injured.

“There is not enough conversation about gun injuries. We talk about deaths, but (the injured) have life-lasting injuries, mental health injuries, physical injuries,” Ford said.

James Williams, faith-based program manager/special projects manager with Crime Stoppers of Michigan, based in Southfield,

investigation; however, the sentencing judge stated that he felt the charges should have been more.

On May 12, 2022, Detroit Police Chief James White announced Operation Justice For Zion at a press conference. The operation involved using heavy machinery to clear debris from a 100-by-100-foot space in the Pine Tree Acres landfill in Lenox Township and was aimed at finding evidence while also bringing closure to Foster’s family.

The search began shortly after and continued through the summer. The Detroit Public Safety Foundation joined forces with the Detroit Police and Fire departments, the Detroit Department of Public Works and Richmond-Lenox EMS, along with other local businesses and organizations, to support the search efforts.

At a press conference held June 3, 2022, Detroit Police Major Crimes Cmdr. Michael McGinnis said searchers had located a piece of mail with a Detroit address that indicated to them that they were searching the correct area.

However, in October, the search was halted without finding Jaylin Brazier, Foster’s body. pictured in late 2022 “It’s sad to think that they may know that their daughter’s still in a landfill and that’s her burial site,” said Patti Kukula, executive director of the Detroit Public Safety Foundation. “That is heart-wrenching, but you’re grateful that they did everything that they thought humanly, professionally, scientifically they could do to find her. So as a mom, I’m grateful that this was undertaken.”

Kukula, who spent time at the landfill, said that she hoped every day she’d get a call saying they’d found Foster’s body.

“That didn’t happen, and that’s kind of how life is,” she said.

“Those families are changed forever,” Williams said. “Even in the cases where the information comes forward and the person that was responsible is arrested and convicted and goes to jail, that still doesn’t bring closure to a family who sits at the Thanksgiving table with an empty seat.”

Also present at Wear Orange were several local organizations, including the Roseville Neighborhood Watch Group, Macomb County Community Mental Health and Live Rite Structured Recovery Corp. in high school. Brown had thought about going into nursing and was involved in a co-op program as a high school student. She changed her mind about the profession and got into culinary arts. She would like to be able to offer others on-the-job experience within her shop.

Kraus holds a bachelor’s degree in architectural studies from the University of Wisconsin–Milwaukee, and a master’s degree in community development from the University of Detroit Mercy.

He is a recipient of the Stephen Vogel Graduate Award for exhibiting excellence in thinking about and understanding the urban and built environment issues surrounding the city of Detroit.

See ‘50 Years an Artist’ at gallery FERNDALE — The Lawrence Street Gallery will be holding an exhibition for Glenn “Fuzz” Corey throughout the month of June.

The exhibition, called “50 Years an Artist,” runs through June 30. An opening reception was held June 4, and a mid-month reception will take place from 2 to 4:30 p.m. on Sunday, June 18, at the gallery, 22620 Woodward Ave., Suite A. “There are two major trends in the art of the last hundred years: expression and reference,” Corey said in a news release. “For my part, even though some of my works, especially my pastel pieces, have expressive techniques in them, reference plays the major role.

Much of the work looks back to the mythology and other subjects that have been depicted by other artists of the past.”

“In much of my work I try to take themes and images of the past and make them more contemporary to try to satisfy the 21st century (poet Charles) Baudelaire,” he continued.

The gallery is open noon-5 p.m. Wednesdays, Thursdays and Saturdays, noon-9 a.m. Fridays and 1-5 p.m. Sundays.

Michigan Women’s Hall of Fame seeking nominations

DETROIT — Michigan Women Forward is accepting nominations for 2023 inductees to the Michigan Women’s Hall of Fame. The Michigan Women’s Hall of Fame and Historical Center, also known as HERstory, was established in 1983 to tell the stories of women’s contributions to Michigan’s history and to inspire the women and girls of tomorrow. Nominations may be made by individuals or by representatives of organizations or groups. A candidate may also nominate herself. Nominations may be made in either of two categories — historical (deceased candidates) or contemporary (living candidates) — and must follow the nomination criteria of Michigan Women Forward. To nominate someone, visit miwf.org/herstory and click on the “Hall of Fame” page for a nomination form and criteria. The last day for applications is July 15. POLISH FESTIVAL RETURNS STERLING HEIGHTS — The American Polish Festival and Craft Show is returning to the

Local house named Michigan Heritage Home TROY — A local home in Troy was recently designated as a Michigan Heritage Home by the Historical Society of Michigan.

The Douglass House was built in 1860 and was recently restored by its owners, Kevin and Susan Lindsey, who have lived in the home since 1989. A plaque was installed on the house to commemorate the honor.

“We are very pleased to get this, and have installed the plaque they sent us. It is my understanding that ours is the first such designation in Troy,” said Kevin Lindsey. “The house was already part of Troy’s historic district that designates homes as historic, but this is a new program that is statewide. We’ve stripped all the woodwork back to its original wood. We painted, removed paneling, and redid the kitchen and bathroom all following the standards for historic restoration. We even got a photo from 1913 so we could change the porches back to how they used to be and worked with our neighbors to move a barn back to where it was originally located.”

STUDENTS EARN TREASURER’S OFFICE RECOGNITION

OAKLAND COUNTY — Oakland County Treasurer Robert Wittenberg recently announced the winners and honorable mentions for the 2023 Financial Empowerment Arts Contest.

In partnership with Oakland Schools, Flagstar Bank and the Oakland Livingston Human Service Agency, 22 winners and honorable mentions were picked from 160 submissions from high school students. The submissions came in various mediums, including drawing, painting, photography, mixed media, video and illustration, and had a focus on the different aspects of financial empowerment.

Winners were selected from ninth to 12th grades across Oakland County schools. In the ninth grade category, the first-place winner was Ryo Salter, of Royal Oak High School. Eva Houston, of Royal Oak High School, was named an honorable mention. Layla Rogers, of Ferndale High School, was named an honorable mention in the 10th grade category, and Bryn Hazen, of Berkley High School, was named an honorable mention in the 12th grade category.

The cash prizes were $1,000 for first place, $750 for second place, $500 for third place and $100 for an honorable mention. The winning art will be displayed in the Oakland County Treasurer’s Office for a year and at the treasurer’s website at oakgov.com, along with all student entries.

“Congratulations to all the students who participated in and won the 2023 Financial Empowerment Arts Contest,” Wittenberg stated in a news release. “The students showcased their exceptional skills, creativity, artistry, and talent, which helped raise awareness about the significance of financial empowerment.”
