Drug deal ends in gunfire at gas station

Toia’s opinion was based on the most recent ballot’s omission of language stating previous terms are included in determining term limits. This language did not appear on the ballot in the area where the voters checked yes or no.

Attorney Jeffrey Schroder of the Plunkett Cooney law firm in Bloomfield Hills, representing the City Council, filed an appeal on March 28.

“On April 6, the Court of Appeals granted the City Council’s motion for an expedited appeal and required all

WARREN — A marijuana transaction resulting in gunfire at a Warren gas station on April 11 could lead to prison time for most of the suspects involved.

Kevin Walton, 25; Daquan Beasley, 31; and Shannon White, 29 — all from Detroit — were arraigned in the 37th District Court on April 14. All three face charges of armed robbery, punishable by up to life in prison, and related weapons charges. White was also charged with conspiracy to commit armed robbery and fleeing and eluding police.

A fourth suspect, Matthew Kakos, 23, of Sterling Heights, was charged with possession of marijuana with intent to deliver, punishable by up to seven years in prison. He also faces a weapons charge.

At about 4:15 p.m. on April 11, the Warren Police Department received several calls about a shooting at the Marathon gas station located at 30951 Mound Road in Warren. Witnesses reportedly observed a white SUV chasing an unidentified man in the parking lot and heard gunshots. According to police, patrol officers arrived at the scene quickly. From their investigation, police found shell casings from two different caliber guns and shattered glass.

According to police, the gunfire that was heard resulted from an alleged marijuana transaction between occupants of a white Chevrolet Blazer and a black Mercedes-Benz. After reviewing the gas station’s surveillance cameras, police said one occupant from the white Blazer entered the passenger side of the black Mercedes. About a minute later, another man from the Blazer also reportedly entered the black Mercedes. After both men were in the Mercedes for a few minutes, they exited the vehicle while allegedly carrying white bags and returned to the Blazer. Gunfire ensued between the Blazer and the Mercedes.

According to police, the Blazer had a shattered window. It reportedly fled the scene and was involved in a minor collision with a police vehicle near the 12 Mile Road and Mound Road area. No one was injured.

EXPEDITED DECISIONS SOUGHT ON ELECTION-RELATED APPEALS WARREN — Parties in two separate lawsuits over term limits with implications for Warren’s city elections this year have sought expedited decisions from the Michigan Court of Appeals following lower court rulings last month.

The Warren City Council is appealing Macomb County Circuit Court Judge Joseph Toia’s opinion and order of March 23 to allow Mayor James Fouts to run for a fifth term.

Term limits were first enacted by Warren voters in 1998 and were set at three four-year terms, or 12 years, for all city elected officials. In 2016, the voters approved ex-

Center Line bond proposal, millage renewal on May 2 ballot WARREN/CENTER LINE — Two Center Line Public Schools proposals will be on the May 2 special school election ballot.

Center Line district voters are asked to vote on a $17 million capital improvement bond proposal and also on a restoration operating millage renewal proposal.

According to school officials, both proposals will maintain tax rates at the current level, thus neither proposal will increase current taxes.

“It’s not an increase. It’s a maintenance,” district Superintendent Joseph Haynes said.

“All the rates are staying the same.”

Operating millage renewal

The operating millage renewal comes before the taxpayers every 10 years. It is a different funding source than a bond. The operating millage makes up 31% of the district’s funding.

“I’m hoping it’s going to pass,” Haynes said.

Funds from the operating millage re-

newal, if passed, will be used to pay for the everyday expenses of operating the school buildings, including salaries for teachers and support staff, heat, buses, diesel fuel, electricity, after-school activities, athletics and more.

“Center Line Public Schools is asking our community to continue funding our schools at the same tax rate that we are currently funded,” the district’s website states.

“This is not an increase in the tax rate but a renewal of the current level of funding.”

If the operating millage renewal does not pass, school officials will have to cut 31% of the district’s operating budget, which could result in program cuts, increased class sizes, staff layoffs, and/or service cuts for transportation, athletics and extracurricular activities.

According to school officials, the 31% totals $3,198 in per pupil funding of the $10,455 the district receives in state aid per student. State aid funds are distributed to public school districts across the state and placed into the general fund budgets of the districts. The general fund is the chief operating fund of the school district, which pays

for staffing, curriculum, utilities, school supplies, buses, supplies and more.

adviser and an underwriter. Upon closing, funds generated from the bond sale are deposited in the district’s construction fund and are available to spend for completion of the projects contemplated in the bond proposal.

Center Line officials are placing a zeromill increase improvement bond on the May 2 ballot. According to school officials, the zero-mill bond will not increase the tax rate being levied for the district’s current bonded debt but will keep the tax rate at the current level.

If the zero-mill increase improvement bond passes next week, it will generate $17 million for needed repairs throughout the district. It will establish a new bond at the same tax rate of the 2002 bond, which was for $8.35 million. The tax rate would remain at 1.93 mills.

“We’re asking taxpayers to maintain the (tax) rate the same as the old bond,” Haynes said. “People are already paying on it.”

Should it pass, the zero-mill increase improvement bond proposal would be a 25year bond.

According to the district, it would fund many projects, including the addition of two classrooms at Crothers Elementary; the creation of a secure entrance to the Eve Kaltz/ Academy 21 building and the remodeling of classrooms to meet early childhood licensing requirements; the addition of student collaboration centers at Wolfe and Center Line High School; and repairs to the district’s tennis courts.

Partners in Architecture PLC, based in Mount Clemens, are the architects for the bond projects. McCarthy and Smith, of Farmington Hills, is the construction manager.

RED CROSS ‘SOUND THE ALARM’ PROGRAM RUNS UNTIL MAY 6

METRO DETROIT — The American Red Cross has joined forces with local public safety departments, businesses and government for “Sound the Alarm,” which began April 15 and runs until May 6.

Through Sound the Alarm, the Red Cross and its community partners will install free smoke alarms in people’s homes. The smoke alarms are made possible by donations to the Red Cross.

The Red Cross also will meet with families to create a two-minute fire escape plan and share safety information about home fires and other local disaster risks. A fire escape plan should include at least two ways to exit every room in the home and be practiced twice a year.

Sound the Alarm is part of the Red Cross Home Fire Campaign, which was launched in 2014 to reduce fire-related deaths and injuries by installing free smoke alarms and teaching families about home fire safety.

The Red Cross recommends having a smoke alarm in place on each level of your home, including inside and outside bedrooms and sleeping areas.

Smoke alarms also should be tested once a month, and the batteries should be changed at least once a year.

Smoke alarms older than 10 years should be replaced.

Eastpointe man arraigned in alleged road rage incident

WARREN — Mark Nichter, a 52-year-old Eastpointe resident, was arraigned in the 37th District Court in Warren April 17 in connection with a road rage incident.

On April 15, Nichter allegedly was driving more than 100 mph in a Dodge Ram, chasing two people on a motorcycle southbound on Van Dyke Avenue near 14 Mile Road in Warren, according to the Macomb County Prosecutor’s Office. The truck reportedly collided with the motorcycle, causing the motorcycle to become stuck to the truck. Both vehicles stopped and there were no injuries, Macomb County Prosecutor Peter J. Lucido said in a press release.

Nichter was charged with two counts of assault with intent to murder, a felony punishable by up to life in prison; two counts of assault with intent to commit great bodily harm, a 10-year felony; and operating a Nichter motor vehicle while impaired third offense, a felony punishable by up to five years.

Lucido praised the Warren Police Department for its quick action.

“Thank you to the Warren Police Department for their swift investigation. This incident could have been much worse,” said Lucido.

Nichter’s bond was set at $400,000 cash or surety only and he was ordered to refrain from alcohol by Judge Michael Chupa. If released on bond, Nichter would be required to wear a tether that monitors alcohol consumption through perspiration on the skin.

A probable cause conference was scheduled for 8:45 a.m. April 25, and a preliminary exam was scheduled for 8:45 a.m. May 2.

New repair method keeps Macomb drain flowing

MACOMB TOWNSHIP — A new method of drain repair was recently employed by the Macomb County Public Works Office, preventing further damage to a key sewer with minimal interference to locals.

Throughout March and April, con-

tractors for the county have been using a spiral-wound pipe repair process to fix a severely deteriorated pipe at the intersection of 21 Mile and Garfield roads in Macomb Township. The deterioration was caused by a chemical buildup due to the high level of sewage flowing through the pipe, which carries waste away from Shelby Township and Macomb Township.

“After conducting an in-depth investigation which included the execution of tenplus search warrants, investigators learned that the occupants of the Chevy met up with an occupant of the black Mercedes at the gas station,” police said in a statement.

The next day, investigators located and arrested Kakos, the alleged occupant of the Mercedes.

“I want the public to know that this incident involved subjects known to each other and was not a random incident,” said Warren Police Commissioner William Dwyer in a written release. “It is no secret that narcotic transactions routinely lead to violence. If you commit narcotic transactions in the City of Warren, we will use any and all resources to arrest everybody involved.

Thanks to the severe charges by the Prosecutor’s Office and the appropriate bonds issued by the court, these suspects are off the streets and will no longer pose a threat to the community.”

MSU researchers work to keep Michigan hops healthy

METRO DETROIT — Michigan farms may be known for crops like cherries and corn, but in recent years, a new homegrown crop has taken the state by storm — the humble, hearty hop.

Originally brought to Michigan over 100 years ago during a homesteading boom, the past 20 years have seen a rise in Michigan hops production. And while Michiganders have been able to reap the rewards of this rise, thanks to breweries macro and micro, things have not gone down entirely smoothly at the hops farms.

Michigan hops are uniquely vulnerable to diseases, a problem caused by the highmoisture environment anyone from the Great Lakes State is well aware of.

“A lot of our cultivars that are currently available at commercial levels were bred and developed for growers in other parts of the world where they don’t receive as much rain,” said Erin Lizotte, Integrated Pest Management coordinator and senior statewide educator with the Michigan State University

Extension. “We’re kind of fighting an uphill battle because we have much wetter weather here in Michigan, so we need our breeding program to develop cultivars that are more at home in those wetter environments and more disease resistant to those diseases we see in wetter environments.”

This moisture vulnerability has opened the door for a variety of infections to take hold of the state’s hops crops, the two most pressing being downy mildew and halo blight.

“Downy mildew has been around since the beginning,” Lizotte said. “I’d say that’s the disease we have spent the most resources and time on tackling, and I think we’ve gotten to a point where growers are able to manage downy mildew effectively on-farm.”

METRO DETROIT — Unwanted noise can come from all different directions, whether it is from the road, airplanes or neighbors’ parties.

If your home is located somewhere with bothersome noise, there are several ways to reduce it through natural and man-made products.

Richard A. Kolano, P.E, the principal consultant at Kolano & Saha Engineers, said the length of a sound barrier is important while attempting to reduce noise, especially from a road.

“The sound barrier has to be generally quite long,” Kolano said. “If you have a 50-foot wide lot that backs up against the roadway, unless your neighbors also have a sound barrier that connects to yours and extends along the length of that roadway, your 50-foot length of wall alone is not going to

do all that much. That’s why when you see highway road noise barriers there they tend to be fairly long.”

Kolano said the noise-reduction strategy for a yard depends on the geometry of the home relative to the noise source.

“Generally with a sound barrier, there’s an acoustic shadow zone, and the farther out you are from that barrier, the less benefit the barrier provides,” Kolano said. “You need to be in that shadow zone to receive the most benefit.”

“It’s limited as to when that can be a benefit, because it depends upon the geometry of the home relative to the noise sources, such as the road traffic,” Kolano said. “A fence, per se, isn’t going to do very much. It needs a sound barrier wall, which means it needs to have a significant amount of mass to it that is without penetrations, without separations between boards, for example, that you would have in a fence.”

However, they can provide some benefit, and if one would like to purchase a fence for the benefits they may be able to provide in reducing noise, there are certain things to keep in mind.

“Arborvitaes are probably the best for that, and they do look really good because they get to a decent size, and it is like a natural wall around your property,” Judge said.

Brianna Carrier, a landscape designer for Visionary Landscaping, said people often plant spruce trees and arborvitaes to reduce noise.

“Spruce trees and arborvitaes grow larger and are denser compared to deciduous shrubs that will lose their leaves in the fall,” Carrier said.

Since dirt is a good sound barrier, Kolano suggested people look into living walls, also known as green walls and vertical gardens. Kolano said these are popular in Europe.

“A living wall is essentially a pile of dirt that is stacked up vertically and has plant materials that grow on both sides of it, so the root structure helps to contain the dirt within that wall,” Kolano said. “The plants don’t do much from an acoustic standpoint.

said in emails that they couldn’t speak about the overall health of hops in the state. But Lewis said they use 45th Parallel as the distributor for their in-state hops — this includes Cascade, Centennial, Mittelfruh and Fuggle varieties — and that they’ve never had a problem.

“I typically order what I need for the coming year in October after the harvest,” Lewis said in an email. “I have never had an issue with being able to get what I need. The quality has been outstanding and year to year very consistent.”

Brian Tennis, owner and founder of Hop Alliance, said it was too early to tell how the crops for this year will do, but that last year was one of their best harvests yet because of good weather and other factors.

He said their hops weren’t affected by diseases last year.

“Fortunately, not for us,” Tennis said.

“We’re up right up in the Leelanau (Peninsula), like right around the 45th Parallel, so we really haven’t seen a lot of the damages that some of the other farmers in the state have.”

Lizotte says MSU researchers have been involved in studying hops since “day one” of the plant’s return to the Mitten State in the 2000s, planting the seeds for what has become a strong partnership between the growing industry and academia.

“The partnership between the university and the industry is really critical to both of us,” Lizotte said. “We really take our lead from the industry on what their priority needs are. Without the industry of research at MSU, I don’t think we would have a hops industry in Michigan.”

Downy mildew shows up as a fuzzy spore mass on leaves, turning the undersides black. It has proven very resistant to winter conditions, so early-season pruning has proven to be the most effective way of preventing its spread. MSU research has also allowed farmers to begin using plants more resistant to downy mildew infections.

While downy mildew is an old problem for hops growers, halo blight is the new troublesome fungus on the scene. MSU researcher Timothy Miles was the first to take notice of the disease in 2018. It shows up as black splotches on leaves and kills hops flowers in a way that leaves only parts close to the stem untouched — a green halo atop a pale infected cone.

“Since (2018), his lab and crew have been sussing out what (halo blight’s) life cycle looks like, as well as how we can potentially control it in hopyards,” Lizotte said.

While the search for the secret to stopping halo blight is ongoing, MSU researchers have made strides in combating hops-affecting viruses. Carolyn Malmstrom’s work in the field led to her developing hops virus testing protocols, allowing growers to send samples to MSU for testing and diagnosis.

As it stands, the surefire way of fighting disease on hops is by preventing it from taking hold. Farms, nurseries and other growers can keep plants and seeds sanitized, infected leaves and flowers can be pruned away and disposed of, and fungicides can be applied to plants to kill whatever lingering disease remains. But Lizotte said the goal of MSU’s scientists is to have plants become naturally immune to common diseases.

“I don’t want to call it a Band-Aid, what we’re doing now in terms of fungicides and cultural management practices, but we’re also really hopeful that, down the road, we can start to transition to cultivars that are just more at home and happy growing in Michigan,” Lizotte said.

Until then, frequent vegetation management and other prevention methods are the best way of ensuring large, quality crop yields.

Todd Parker, the head brewer at Rochester Mills Beer Co., said they go through Michigan hops providers when they can and that the state of Michigan has a good hop industry.

“Definitely knowing your supplier is important,” Parker said. “A lot of the suppliers are good about keeping the diseased hops out of the system.”

“All of this agitation is happening, and it creates hydrogen sulfate,” Macomb County Public Works Commissioner Candice Miller said. “It is extremely acidic. Sometimes you’ll walk by a sewer grate and you’ll smell an odor — that’s what you’re smelling.”

Acidic hydrogen sulfate ate away at the concrete pipe, creating a situation that Miller feared could lead to a sinkhole forming if nothing was done to fix it. Normally, the county would use a slip line repair method, but that would require a massive footprint to bring in new pipe and would involve shutting down the intersection during the installation. A slip line repair would also reduce the sewer’s diameter and slow down the flow, in addition to reducing the flow while work

was underway.

The Macomb County Public Works Office instead decided to use the spiralwound pipe repair method, requiring less surface and underground disruptions. In doing so, the project became the first in Michigan to employ the technique.

“It is very much like traditional slip lining, with the exception of we don’t have to dig a large shaft to push pipe into it and we’re utilizing existing structure such as manholes or bolts to access that sewer,” said Anthony Aderhold, of SAK Construction, the contractors performing the work. “The materials for SPR come on large spools, and it’s a PVC strip. We use an advancing machine that winds it into the pipe.”

The advancing machine pulls and snaps the PVC around the existing pipe structure before supports and a structural grout are applied to lock the lining in. The use of only an advancing machine and a pipe spool reduces

the surface footprint. The lack of workers going into the pipe allows the sewer to flow as it normally does, and the smooth PVC pipe reduces the friction of the pipe section without significantly changing the diameter.

SPR repairs are not common. Aderhold said SAK only does about two or three repairs of this kind a year.

“They are a niche product,” Aderhold said. “It comes into play when an owner is looking at it and goes, ‘Man, we have very little room for equipment or we can’t bypass it.’ From a cost perspective, it’s very comparable to traditional slip lining where you have a deep trench or a large diameter pipe, but the production rate is quite slower on

The rehabilitation project cost about $3 million and is expected to last for 50 years.

At press time on April 19, grout was being applied to the pipe. The county expects the project to be completed in May. “We are well on our way to getting this thing complete and hopefully get the traffic cones out of the way,” Miller said.

Repairing the pipe is not the last thing the department plans to do in the 21 Mile and Garfield area. A small air scrubber will be built near the intersection to manage the hydrogen sulfate odors from the sewage.

Construction of the scrubber is expected to be completed by late 2025.

legal briefs to be filed by April 14, 2023, at 4:00 p.m.,” said Schroder. “There will be no oral argument and the case will be decided on the legal briefs submitted by the parties.

This case has been submitted to a threejudge panel on the Court of Appeals for a decision. The council asked for an expedited decision on or before the candidate filing deadline which is April 25, 2023.”

Schroder added, “We expect a decision from the Court of Appeals sometime in the near future.”

In another election-related case involving the Warren City Council where time is of the essence, Gary Boike has appealed a judge’s decision to let Council President Patrick Green serve out the remainder of his term of office despite a question over term limits.

In Gary Boike v. Patrick Green, Macomb County Circuit Court Judge Julie Gatti ordered in her opinion of March 28 that Green was within term limits and could continue his service on the council. Boike contends Green has now exceeded his allowed time in office under term limits and seeks the remaining tenure of that council

seat. This is of concern to Boike because he was the third-highest vote-getter in the atlarge City Council race in the previous election. According to the Warren city charter, this means if either of the two at-large seats are vacated more than 40 days prior to a regular election, Boike would fill the seat.

“Gary Boike is also seeking an expedited review by the Court of Appeals,” said Lawrence Garcia of Miller Canfield law firm in Detroit, Boike’s attorney. This request was made on April 19.

The next general election is Nov. 7.

The roots of Boike’s challenge stretch back to 2016, when Green was elected to the Michigan House of Representatives after serving two complete four-year terms and one partial term of a little more than one year on the City Council. Green returned to the council in 2019, winning the election with the most at-large votes, which made him the city’s mayor pro tem. Councilwoman Angela Rogensues finished second and was elected to the other at-large seat followed by Boike (23.5%) and Diane Young (22.9%).

At issue is Green’s partial term of more than a year, and if because of that he now exceeds the term limits outlined in the Warren City charter.

what have you. No one wants to be at a meeting (for) four, five or six hours.”

The mayor contends this process is more transparent and takes the political gamesmanship out of play.

“What’s best is its transparency. Plus, it makes it fair, there is no politicization, there’s no cheap shots,” said the mayor. “You just ask it and then we respond. I think it’s a pretty good process the way we did it last year.”

Some members of the Warren City Council are not convinced.

“The proposed budget, and every budget, contract and resolution, requires reading and conferring,” said Council President and Mayor Pro Tem Patrick Green. “We submitted questions to the mayor last year and they did not answer the questions. They responded to our request but did not answer questions.”

The mayor said he began the online process last year because of what he was told by City Council Secretary Mindy Moore.

“It started because Mindy Moore announced the council no longer wanted to hear my budget presentation. I said, OK, fine, they really don’t want to talk to me, so what we’ll do is we’ll do it online. That way it will be straight forward,” said Fouts.

Moore refuted what the mayor said.

“The mayor was never told we didn’t want to ‘hear’ his budget. He was told he didn’t have to give a speech,” Moore said, “That usually has very little to do with the budget.”

In an email Moore sent to City Controller Rick Fox, Moore wrote, “The charter requires the mayor to submit a recommended budget to council and a formal presentation or speech is not a requirement. So, there is no need to schedule anything on April 11, 2022.”

According to the mayor, how the online questions work for the proposed budget is that if council members have a question on any budget issue, they can go to that section, because it is labeled by the department, and ask their questions. The questions go through the city controller, and then to the departments. The questions are answered and listed on the website by department staff. Residents and others can go on the website and see the questions and the answers about the topics that interest them.

Neither Moore nor Green have submitted online questions.

“I have not submitted any questions online to various city departments about the proposed budget,” said Green. “We have a meeting this upcoming Tuesday to confer See BUDGET on page 17A

with department heads on the proposed budget. We will ask our questions to the department heads.”

When asked how many questions the website had received, the mayor said, “They have not put any question up yet.”

Moore has said the mayor does not allow department heads to attend their meetings.

“We were told he (Fouts) was not going to allow his department heads to attend our hearings which we usually schedule on a Saturday, so we scheduled the budget hearings to take place at next Tuesday’s council meeting so council can ask questions and the residents can also hear the answers,” said Moore.

When asked if his department heads were attending the next City Council meeting to discuss the budget, Fouts reinforced the online process.

“It’s (the online process is) much fairer than having a circus-like atmosphere. When in the past, the department heads have gone before these people and they personally insulted them and made comments about them,” said Fouts. “It brings it down to fair(ness) and objectivity, which is what a budget hearing should be.”

In a written release, the mayor included an overview of the 2023-2024 fiscal year budget, which emphasizes public safety and service. Fouts said it is “a balanced budget with no tax increase.”

Fouts provided additional details about his plans for the budget.

The big initiatives will be funded by the American Rescue Plan Act funds. The police, fire and parks and recreation departments will receive the lion’s share of nearly $10 million in funding. This funding will also be applied to major capital improvement projects, amounting to $27.3 million. Thirty new positions will be added, two-thirds of which are in the police and fire departments. Planned capital improvements include $3.2 million for Americans with Disabilities Act compliance. The budget includes plans to build two new fire stations with new parking lots, as well as funds allotted for a new library, police department drones, police body cameras and new vehicles, and $3.75 million for water main replacements.

As part of an ongoing dispute over city finances, the Michigan Court of Appeals ruled in December 2022 that the mayor has the authority to propose the budget and that the Warren City Council has the authority to amend and approve the budget and authorize spending.

residence in which a homeowner resides.

The non-homestead tax only applies to businesses, second homes and rental properties.

The proposal is being placed before the voters because all school districts in Michigan must levy 18 mills ($18 on each $1,000 of taxable value) on non-homestead property to receive their full share of state aid.

According to Warren Woods district officials, the non-homestead levy in the district has been rolled back to 16.1889 mills. Because of that, the district lost over $400,000 in state aid for the 2022-2023 school year.

“The levy has been rolled back due to the Headlee Amendment as part of the Michigan Constitution,” District Deputy Superintendent Neil Cassabon said via email. “The Headlee Amendment requires that if the assessed value of a local tax unit’s total taxable property increases by more than the inflation rate, the maximum property tax millage must be reduced so that the local unit’s total taxable property yields the same gross revenue, adjusted for inflation.

“Each year that passes and we don’t ask the voters to restore the non-homestead levy back to the full 18 mills, the district will not receive our full share of State Aid,” Cassabon said. “The district is still required to operate without those funds.”

The May 2 proposal, if passed, will restore the 18 mills approved by the taxpayers back in 2005 and will eliminate the $400,000 shortfall the district is currently facing. While the non-homestead tax does not apply to taxpayers who live in their primary residence, they vote on the non-homestead millage proposal because that is the law in Michigan.

In 1994, the Michigan legislature adopted a school funding law that required

all Michigan homeowners to pay 6 mills in property tax. In addition, the law required all Michigan school districts to levy 18 mills on non-homestead property to get their full share of state aid. The law allows all taxpayers in a school district to vote on the nonhomestead millage.

Levying the full 18 mills on non-homestead property would generate approximately $4,280,000 per school year, Cassabon said. In the Warren Woods Public Schools district, the non-homestead millage tax provided 9.7% of the district’s operating budget, also known as the general fund.

According to Cassabon, rental property owners (landlords) can decide how, when and if they wish to pass on all or portions of their non-homestead tax liability to renters.

Some landlords pass on some or all their tax liability to renters while others do not. It is the landlord’s choice.

If the proposal passes May 2, it will go into effect on the summer 2023 tax bill and be authorized for 10 years. According to school officials, if the proposal does not pass, the district will have to continue to build its budget, and operate without receiving its full share of state aid.

State aid funds are distributed to public school districts across the state and are placed into the general fund budgets of the districts.

The general fund is the chief operating fund of the school district, which pays for staffing, curriculum, utilities, school supplies, buses, supplies and more.
