After around two years of prep work, the core set of ideas that will guide how Sterling Heights plans to operate for the next 10 to 15 years was finally revealed during a Jan. 30 strategic planning meeting.

City Manager Mark Vanderpool said it’s been around 10 years since the city unveiled its 2030 Visioning plan, which officials cited all the time when discussing city policy goals.

But Vanderpool said it was time to look ahead even further into the future. Following a speech by “For the Love of Cities” author Peter Kageyama, city officials framed their 2040 Visioning presentation as “creating a most loveable city.”

According to officials, brainstorming and conversations for the new plan started during the city’s January 2022 strategic planning session.

Then in 2023, the city created a 2040 Visioning team composed of city officials and stakeholders.

Surveys of staff and residents were conducted, and a strategic planning firm, Strategiz, helped the city produce a list of the city’s strengths, challenges, opportunities and threats.

Author shares tips to make Sterling more lovable, fun

Love was in the air during a special Jan. 30 Sterling Heights strategic planning session at the Sterling Heights Community Center.

Peter Kageyama, the author of “For the Love of Cities: The Love Affair Between People and Their Places,” visited Sterling Heights to share with officials some U.S. city success stories, as well as his own impressions of Sterling Heights and some advice on how to make it more lovable. The city says it paid $5,000 for Kageyama’s speaking fee.

Before Kageyama spoke, City Manager Mark Vanderpool mentioned that City Council members and administrators have read “For the Love of Cities.”

He said he gave Kageyama a tour of Sterling Heights prior to the meeting.

“He’s a widely recognized thought leader in the area of community and economic development,” Vanderpool explained. “He’s been called the Pied Piper of city love and the best friend of cities.”

According to Kageyama’s website, he graduated from Ohio State University with a bachelor’s degree in political science and also practiced law for a couple of years after going to law school at Case Western Reserve University.

Kageyama said he has asked people around the world whether they love their cities. While he acknowledged that he is preaching to the choir at this meeting, he said emotions are contagious and that it’s up to city stakeholders to

Planning Commission recommends apartment plan

During a Jan. 10 Sterling Heights Planning Commission meeting, the commission voted 8-1 to recommend city approval for a planned unit development involving a new apartment complex, Marketplace Cove Apartments. Commissioner Gerald Rowe was the lone no vote.

The overall development site involves two parcels, at 8484 Brougham Drive and 35630 Van Dyke Ave. Since the proposal was previously revealed in November, devel-

oper Gallo Cos. made a few changes to it at the Planning Commission’s suggestion. Those changes included making the complex two three-story buildings instead of three threestory buildings, and lowering the number of residential units from 249 to 233.

In addition, the latest plan designates five units for commercial tenants at the southernmost building’s ground level. If the available space is still not leased after good-faith marketing and after 18 months since the building’s completion, the developer could work with the city on plans to convert the space to apartment units, officials said.

During the commissioners’ deliberation, Commissioner Geoff Gariepy said the developer “really bent over backwards” to change the proposal to better suit the city’s needs.

Commission Chairperson Pashko Ujkic said an apartment plan would be better for the nearby community than a hypothetical hotel in that spot.

Rowe said he would vote “no” because he thought the development would be “too impactful on the residents” nearby.

The plan will still need to be approved by the Sterling Heights City Council in order to actually come to fruition.

The fruits of those efforts led to the plan’s official unveiling Jan. 30.

According to Sterling Heights Library Director Tammy Turgeon, the 2030 Visioning plan was instrumental to several city successes, including new Dodge Park amenities; the new Community Center; and new commissions like the Sustainability Commission, the CommUNITY Alliance, and the African American Coalition.

She said one thing that will carry over from the 2030 Visioning plan to the 2040 plan is the city’s mission statement slogan of “Innovating Living.”

“We kept coming back to our current slogan,” Turgeon explained. “Because a mission is what you are doing in the present. …

We’re doing things that other communities want to implement. We’re a step ahead with these new ideas.”

Human Resources and Benefits Manager Kate Baldwin revealed the campaign’s new vision statement: “An inclusive, vibrant community that is safe, active and sustainable.” Then a series of city officials each revealed a plank of the 2040 Visioning guiding principles. Those principles, verbatim, are the following: • “Public Safety”: Public safety that is equitable, responsive and proactive.

• “Sustainability”: A city that is exceptionally maintained, sustainable and environmentally responsible.

• “Enriched Living”: Educational and recreational opportunities and programming for all ages, abilities and interests.

• “Neighborhoods”: Plentiful and diverse housing and green spaces available for

existing and new residents.

• “Connected”: A city engaged with residents and businesses through innovative channels and technology.

• “Business Innovation”: A destination for entrepreneurs, and high-tech and emerging industries.

• “Distinctive Areas”: Vibrant and attractive areas with unique offerings and focal points.

• “Mobility”: An accessible city that is connected with a robust system of pathways and trails.

While commenting on the principles, City Planner II Alexis Richards was happy that sustainability was officially and specifically included this time as a major plank in the 2040 plan. And Assistant City Planner Shawn Keenan pointed to the Lakeside redevelopment plans as evidence that the city’s vision isn’t stagnant.

“In the near future, I am sure to see bulldozers and cranes on-site, followed by the rise of new commercial, residential and mixed-use buildings with places to gather, places that are walkable and bikeable and connect to the rest of the city,” Keenan said.

“This area will be the pinnacle of the city’s vibrancy once again, attracting people from all over the region to live, work, shop and gather.”

Lastly, city officials presented the 2040 Visioning campaign’s core values, which Vanderpool described as “the heart of everything we’re doing.” Those values are integrity, excellence, proactive, responsive, welcoming, collaborative and “fun!” — the last one including an exclamation point.

When City Council members commented on the 2040 Visioning presentation, Councilwoman Barbara Ziarko said the core values serve as a good guide not just for the

STERLING HEIGHTS — During the Jan. 16 Sterling Heights City Council meeting, the council unanimously approved an agreement to purchase land parcels from DWG Property LLC for a total of $150,000 to eventually increase the size of Rotary Park. According to city officials, the land in question is located at 37370 and 37384 Utica Road, along with 37330 and 37398 Palmer Woods Blvd.

Councilman Michael Radtke called the deal “tremendous” and the price tag “a steal.” He said he has

talked to several residents who enjoy the park’s kayaking amenities, he called the proposal a commitment to expand the parks, and he called Rotary a “hidden asset.”

Councilman Henry Yanez also called it a great deal.

“I’ve been adamant over the last number of years that Rotary Park is an underused park,” he said. “It’s a very small, postage stamp-sized park that you rarely see any families there using the playscape. I know people do use the park for canoeing and kayaking, but we could do much better.”

Senior citizens can find long lost yearbooks online

METRO DETROIT — Cherished memories come from receiving a yearbook on the last day of school and having friends and teachers sign it with personalized messages. Not only are they personal keepsakes of time spent in school, but they can also act as historical records for decades to come.

Many local libraries and museums have taken the initiative to create online databases of their communities’ digital yearbooks.

Birmingham

Birmingham’s historical yearbook collection is now available online through the Birmingham Museum. Birmingham residents and history buffs can access the 19191929 issues for free.

“People have been waiting to get a peek at our oldest yearbooks. They shed a light on what it was like to live in Birmingham in the early 20th century, and the world of

teenagers back then,” Birmingham Museum Director Leslie Pielack said in an email.

“Flipping through our historic yearbook collection is a delightful glimpse of the young people, their educators, and their hopes and dreams. Especially at this time of year, many of us are reminded of the importance of family and our personal roots.”

The museum’s school yearbook collection has been acquired over the last 50 years, including the first yearbook printed by Birmingham High School, in 1919.

Through yearbooks, valuable information can be gathered by experts, including genealogists and local historians, as well as families conducting research of their own.

“It gives a really good window into how life was back then,” Museum Assistant Justin Koch said. “One thing that I really find fascinating when I was flipping through these was 100 years ago, society was very different than it is today, but at the end of the day, teenagers are kind of the same as they were back then.”

To make it easier on people looking for specific family members, the yearbook collection is searchable. Someone could type in their families name and be brought to the page where that name is listed.

The museum’s collection is only missing a few issues from the early 20th century to the 1980s. Koch said he hopes that at some point they will be able to acquire the editions they are missing from the collection.

The Rochester Hills Public Library has a digital collection of resources for the community to browse through.

“It gives us a snapshot of the history of our community,” said Hilary Maurin, the adult services librarian at Rochester Hills Public Library. “Our community, specifically, has always been very focused on education. So, especially those older yearbooks going back to the 1920s, it is so great to see the legacy of 100 years now that’s been going on with Rochester High School.”

Maurin added that the digital versions make it easier to keep copies safe. They have had some celebrities come through the school system, so digital copies keep these photos preserved. For example, Madonna is featured in one of the yearbooks from her time in Rochester Hills, but it is no longer available because someone cut her photo out of the physical edition.

Northville

Northville District Library has a large collection of yearbooks available online in a searchable format. They have historic yearbooks available for both high school and middle school.

Laura Mancini, the director of the Northville District Library, said these yearbooks are a great way to see what the city and the people living in the city were like during specific moments in time.

“Northville is a town that, you know, has a lot of local history to it. It’s a historic town, and people are very proud of their history and very interested in it. So we do have folks that regularly research Northville history, and we want to be a resource for them,” Mancini said.

The Royal Oak Public Library has a digital library of historical Kimball High School Lancer yearbooks from 1958-2006. With each vibrant cover on display, the books are easy to navigate and are full-text searchable. Yearbooks can also be downloaded for offline access.

Susan Sheiner, the adult services librarian at the Royal Oak Public Library, said she has often found people looking for old classmates in these yearbooks, as well as relatives, to see what life was like when they graduated from high school.

“I think it’s a way for people to connect with parts of their family history and do research on various historical moments,” Sheiner said.

The case of a young Sterling Heights child who died years after he was abused by his father is now being taken to the Macomb County Circuit Court as a felony murder case.

According to the Macomb County Prosecutor’s Office, the suspect, Anthony Tyese Robinson, 30, from Detroit, assaulted his then-6-month-old son in 2016.

Prosecutor’s Office Robinson spokeswoman Dawn Fraylick said the son’s reported abuse-related injuries led to his death in 2022, when he was 6 years old. Fraylick explained in an email that the child “was living in Sterling Heights at the time of his death,” though she added that she did not specifically know

where the incident of abuse in 2016 took place.

“I have no information on the injuries,” she added.

Fraylick said Robinson pleaded guilty to first-degree child abuse in December 2016 and was then sentenced in January 2017 to 129 months to 30 years imprisonment, with credit for 191 days.

After the child died, prosecutors pursued charging Robinson with murder. According to the MiCOURT online database, Robinson was arraigned for “homicide murder first degree felony” in July 2023 in Sterling Heights’ 41-A District Court before Magistrate Michael Piatek, and bond was set at $1 million cash or surety.

But on Jan. 22, 2024, a pre-exam hearing was reportedly held, and prosecutors say 41-A District Court Judge Stephen Sierawski bound over Robinson to Macomb County Circuit Court in Mount Clemens. An arraignment in the county court is scheduled See ROBINSON on page 13A

Fraylick said the homicide charge is felony murder, adding that it can carry a life sentence without parole if guilt is found.

“So he is being charged with Felony Murder because the child died due to the defendant committing another felony which was Child Abuse in the First Degree,” Fraylick explained.

“It is First Degree Murder but more accurately it would be Felony Murder - murder conducted in the perpetration of child abuse in the first degree.”

In a statement, Macomb County Prosecutor Peter Lucido vowed to work hard on the case.

“Acts of violence have no place in our community, and we will diligently pursue all legal avenues to hold the defendant accountable for his actions,” Lucido said. “Our thoughts are with the boy’s family during this difficult time.”

When asked for comment about the case, Robinson’s listed attorney, Randy Rodnick, said, “It’s just unfortunate and sad for the family.”

The Sterling Heights Planning Commission recently voted to change a project development plan for The Forum at Gateways Shopping Center near Mound Road and Dobry Drive in Sterling Heights. The change means that the developer can proceed with plans to add new buildings and a new pedestrian plaza to the site, as shown in this concept design.

City officials said the proposal is not a redevelopment, but it would expand amenities at the site. City Planner Jake Parcell said the plan calls for two new outlots on vacant land near the Mound-Dobry intersection, and those will be near a planned, brand-new pedestrian plaza.

In addition, the plan also establishes three other proposed buildable areas in places where there is currently parking space.

Those buildable areas have maximum sizes of 7,000, 6,000 and 4,800 square feet, Parcell said.

City officials said they hope the new plans will help renovate and revitalize underused parts of the development. According to Parcell, the shopping center’s zoning is currently C-4 multi-use, and establishments that could go in that district could include hotels, restaurants, theaters, health clubs, multifamily residential and more.

“We do see, as we have noticed trends in other commercial areas of the city, we have a wealth of parking, so we’re working with the applicant to find more areas to help achieve maximum developmental space here,” Parcell explained.

The developer associated with The Forum at Gateways, Franklin Gatlin III, said additions like the pedestrian plaza and new buildings could bring more action to the shopping center, “break up that sea of asphalt,” and help make the site the best it can be.

“So when you look at the plaza, what we’re really trying to create here is a pretty entrance to your city, to the gateway,” he said.

Gatlin said that, upon getting the proposal’s approval, he would go through his contact list of restaurants and other possible tenants for the area, adding that “we’ll be marketing it very heavy to get the best quality tenants that we can come up with.”

He added that once he confirms who will go in his first new building — whether it’s a freestanding restaurant or a combination of tenants – he hopes that new development can begin “as soon as possible.”

“Realistically, I would hope that we could have something under construction and almost finished by this time next year, and tenants moving in,” he said.

Commissioner Brandy Wright suggested a Trader Joe’s. Commissioner Paul Jaboro also chimed in with his impressions of the plan.

“When I first looked at it, I was like, ‘Wait a minute, they could do more than this,’” Jaboro said. “But the more I looked at it, I felt like it was very strategically done. So yes, I do like it.”

According to Parcell, the Planning Commission’s vote to approve means that the development plan has been effectively changed without needing a subsequent City Council vote.

be “emotional standard bearers” and create a “virtuous cycle” of positive energy.

Kageyama explained how it’s common for many people to hyperfocus on municipal issues like potholes while ignoring the importance of beauty and art. He showed a pyramid chart similar to psychologist Abraham Maslow’s hierarchy of needs chart — only this pyramid puts “functional” as a city’s foundation, with layers going upward like “safe,” “comfortable,” “convivial” and finally the capstone of “interesting.”

In order to create a lovable city, Kageyama said, a core question leaders should ask is, “Where is the fun?”

“If you take nothing else away from what I’m going to tell you today and apply that to your ongoing strategic planning process, of incorporating the lens of fun into all of the other stuff, I guarantee you, you will have better results just based on that alone,” he said.

Kageyama said cities should create “love notes” for their residents — amenities that may seem relatively small, yet are personal and meaningful.

One example of a love note is public art. Kageyama mentioned how he visited The Halo on Hall Road, adding that he really likes the sculpture and even its “very unfortunate nickname.” He praised Sterling Heights officials for having the courage to install it and make it part of the city’s identity.

“But here’s the thing — people noticed it,” he said. “That is the standard, to me, for good public art. … And if it gets a derogatory nickname, that’s even better, because it actually gets people fired up, and you remember this kind of stuff.”

Kageyama said another popular love note is dog parks, adding that they have become community hubs and part of the “emotional infrastructure of a place.” Although Sterling Heights already has a dog park at Delia Park, Kageyama suggested that the city also build one in Dodge Park, given its proximity to other amenities.

Kageyama also classified murals as love notes that can attract attention and make a place feel alive, different and special. He said art projects similar to murals can also be done to crosswalks and even bollards.

“It’s about the Instagram moment,” he said, later adding, “There is an immense power in a simple coat of paint.”

Rituals and traditions are another way that cities can stand out, he said. He men-

tioned how Shelburne Falls, Massachusetts, holds a dinner event on a bridge, and he wondered if something like dinner or drinks could happen on the Dodge Park bridge crossing the Clinton River. He praised the city for offering the Dodge Park ice rink as a way to enjoy the farmers market pavilion during the winter.

Kageyama said some critics may point to the cost of making cities lovable and may propose using that spending on fixing potholes instead. But he said that love letters like public art have a value in addition to their cost, and that there is a cost to a city being boring and ugly.

“Those absolutely do have a cost, and I guarantee you that the people who are obsessed with the cost of things have never thought about it in those terms,” he said.

Kageyama closed his message by encouraging city stakeholders to swing for the fences and not be afraid of making a mistake, adding that only making incremental changes is the path to mediocrity and longterm failure.

When city officials were given a chance to ask questions, Sterling Heights Mayor Michael Taylor noted how many people want city leaders to run the city like a business. But he said even successful businesses have more leeway to try something, fail and evolve.

“Politicians do not like to take risks because when we take risks and we fail, we’re voted out of office and then we’re gone,” Taylor said.

In response, Kageyama said life is inherently risky, and “taking the arrow” is part of being a leader. But he said being transparent and explaining to residents the strategy behind pursuing a goal can help limit political damage.

“I think people are probably more forgiving if they actually understand what the potential upside is,” he said. “A mild dose of failure … might not be fatal to your next election.”

At the end of the presentation, Vanderpool said the city looks forward to working with Kageyama and his team during Sterling Heights’ master plan process.

Indecent exposure reported along Pond View

WATCH Contract workers blamed for lunch room assault

Police were called to an automotive supplier in the 6000 block of 18 1/2 Mile Road, between Mound Road and Van Dyke Avenue, Jan. 19 after hearing that a group of people were involved in an assault in a lunchroom.

Police said two victims were treated for injuries, which reportedly included bleeding, facial swelling and ripped dreadlocks.

According to police, one of the victims said his black iPhone was stolen during the incident.

After looking at surveillance footage, police said one of the victims was attacked without provocation, and police added that they saw five male attackers who were wearing black hoodies, blue jeans and yellow safety vests. Workplace staff said the suspects were a hiring agency’s contract workers.

Police said the suspects had already taken off along eastbound 18 1/2 Mile Road in a maroon Chevrolet Impala by the time officers got there.

A witness reported seeing an indecent exposure case involving a man in a black hoodie peeing along the west side of Pond View Drive, near 18 Mile Road, Jan. 20, police said.

Self-checkout shoplifting suspect cited

Police were dispatched to Walmart, 33201 Van Dyke Ave., Jan. 19 after a female suspect allegedly tried to steal $108.33 in pre-tax merchandise.

Police talked to the suspect, who reportedly said she hadn’t intended to miss scanning items. According to police, store staff said they witnessed her bagging an item without scanning it at the self-checkout, and they also said that she then tried to leave the store without paying for some of the merchandise.

Police said they cited the suspect for third-degree retail fraud.

Truck stolen from SHAP, recovered

truck was reportedly stolen from the Sterling Heights Assembly Plant campus, 38111 Van Dyke Ave. Police said the vehicle was apparently stolen Jan. 9. Teens shoplift bags, squishy toy from mall

A gift shop inside Lakeside Mall, in the 14000 block of Lakeside Circle, reported that three female suspects who were roughly 16 years old stole five items over a period of around 10 minutes Jan. 19.

Police said the stolen items included a Gloomy Bear bag valued at $59.99, a Playboy bag valued at $59.99, an additional bag valued at $59.99, a $12 pair of sunglasses and a squishy stuffed animal.
