WARREN — Warren officials are asking the state to step in after sewage overflows from Oakland County continue to send lightly treated wastewater through the city and into the Clinton River.

At the City Council’s Dec. 16 meeting, council members voted to adopt a resolution asking the state to address the need to eliminate combined sewer overflows into Warren and Macomb County from the George W. Kuhn Retention Treatment Basin in Oakland County.

“Whereas, for decades, the George W. Kuhn Drainage District, consisting of 14 communities in southeast Oakland County, has repeatedly allowed combined sewer overflows, which have discharged enormous quantities of lightly treated sewage, including particulate matter, into the Red Run Drain through Macomb County,” the resolution states.

A combined sewer overflow occurs when a mix of untreated sewage and stormwater discharges directly into rivers, lakes or oceans as the sewer system becomes overwhelmed during heavy rains.

According to an August press release from the Macomb County Public Works Office, overflows from the basin and raw sewage from the Dequindre Interceptor discharge into the Red Run at the outfall

LANSING — A large group of Warren Consolidated Schools Performing Arts students took their talents to Lansing last month for the annual Michigan Thespian Festival.

The festival, created for high school students from across the state of Michigan, attracted 90 high schools this year.

PROPOSED GAS STATION HAS WARREN RESIDENTS ASKING QUESTIONS

WARREN — A move by the Warren Planning Commission to discuss plans for another gas station has residents asking the question: Does Warren have too many?

At the Planning Commission’s Dec. 15 meeting, commissioners saw site plans to bring a Speedway gas station and convenience store to the northeast corner of the intersection of Mound and 13 Mile roads, the current site of The Gazebo Banquet Center.

Cecil St. Pierre, an attorney representing the project’s proposers, said the owner of the banquet center, Michael Weigand, is planning to retire.

“This isn’t just about Speedway, it’s about Mike Weigand and the Gazebo that he’s done for 51 years, in order for him to try to make a retirement for himself,” he said.

During the discussion, St. Pierre said commissioners couldn’t deny the request just based on the number of gas stations already existing in the city.

“I know there’s been some complaints about this being here … but the number of gas stations is not something in which you can deny this site plan.

That’s just not in the ordinance, or is a valid reason,” he said. “Just like if there’s four car washes next to each other and they’re all in a (C-3 zone), they can go in.”

Before the Planning Commission voted, four residents spoke against the project during the public comment portion of the discussion. Weigand also took the opportunity to defend his decision.

“It’s a tough time out there for businesses, and this is a good opportunity for me to go into retirement and do what I need to do for my family,” he said.

Ultimately, the Planning Commission voted to postpone the discussion until its Jan. 12 meeting.

“I’d like to make a motion that we postpone until we can go through this, the traffic study and everything else, with a fine-toothed comb,” said Planning Commissioner Andrey Duzyj. “I heard what people were saying, and I appreciate Mr. See GAS STATIONS on page 14A

Sterling Heights High School student recognized for heroic actions

STERLING HEIGHTS — A Sterling Heights High School student recently was acknowledged for the actions he took when he helped a stranger during a medical emergency.

On Dec. 18, the school’s resource officer Duane Casbar presented junior Kyle Bailey with a challenge coin for his quick thinking when he stopped to help a man who was involved in a car crash.

This is the first time a student has received a challenge coin. Several staff members, Warren Consolidated Schools Superintendent John Bernia, and Kyle’s family — dad Kevin, mom Tracey, and sister Katelyn — attended the brief ceremony.

“We wanted to make it a little special,” Casbar said. “We see so much evil and bad things in the world. We wanted to do something good.”

Kyle thanked everyone for the recognition. The high school student was returning home last fall from a hunting trip with his dad in Concord, Michigan, when they spotted an injured motorist on the ground. The wounded man was not breathing and did not have a pulse.

“We saw somebody lying in the road. It was a two-lane road surrounded by cornfields,” said Kevin, who is a battalion chief with the Bloomfield Township Fire Department. “Nobody was rendering aid.”

Warren looks to add home repair, down payment help program and there’s certain thresholds that are established per community, and banks are obligated to fulfill those,” he said.

Some of the requirements to qualify for the grant would include making sure the buyer is able to make the payments once the house is purchased. They might also be required to attend training on topics such as budgeting and maintenance, Moore said.

Moore added one of the plans outside of the program is to work with building trades to provide education.

“We need to do that in the city now, not just for this program, but we need better education for property maintenance and things like that,” she said.

Lafferty added that a program like this might help prevent homes from being demolished due to poor upkeep.

“We’ve talked, how many times, if only this person had put a roof on this particular home 10 years ago, we wouldn’t be here today demolishing a home because the home wasn’t properly weatherized. And it’s a program like that, with sufficient funding, (it) can save those homes from ever going down

the abatement path,” he said.

Councilman Dave Dwyer added that the program might also help to cut down on the number of rentals in the city.

“It encourages people to go out and buy a home, and I believe it will reduce the rentals that we currently have in the city,” he said. “So I think that’s definitely a good thing as well.”

Councilman Henry Newnan called the program both “tremendous” and “exciting.”

Council members voted unanimously to approve the request. Additionally, they also voted unanimously to approve the program for a two-year period, with the option to extend it to four years.

WARREN — Homeowners in the city of Warren may soon be able to receive assistance for home repairs or down payments thanks to a program approved by the City Council.

At their Dec. 16 meeting, council members discussed creating a special revenue fund that would use $5 million in American Rescue Plan Act funds awarded to the city to help Warren residents repair their homes or receive income-based assistance toward a down payment on a new home. Qualified homeowners could receive up to $25,000 for repairs under the proposal.

“This is something that probably should have had a press release and a big fanfare about, because I think this is one of the most positive things that’s happened in the city for years,” Council Secretary Mindy Moore said. “We wanted to make people’s lives better, and I think this will do it.”

At the meeting, Moore said besides using ARPA funds for infrastructure and other

projects around the city, they wanted to use it to help Warren homeowners. The idea resurfaced during conversations about the city’s budget.

Moore said the grants would be used for foundational repairs, such as electrical problems or porch repairs.

“Porches are a huge problem in some areas of town,” she said. “Everybody that’s walked door-to-door knows that. It’s a problem for our police and fire. This is a way to get things like that done.”

Before a grant would be handed to a resident, the home would be inspected, Moore said.

“We’ll be inspecting all the homes to see what needs to be done. There might be homes that it’s not worth putting in the money, and we just couldn’t do it. It wouldn’t be enough,” she said.

Homebuyers can also receive up to $25,000, Moore said, and oftentimes lenders will contribute up to $10,000. Councilman Johnathan Lafferty said this is because of the Community Reinvestment Act. “The banks are required to participate,

January is School Board Recognition Month

CENTER LINE/WARREN/STERLING HEIGHTS — January is School Board Recognition Month. Staff and students from local school districts will honor the respective boards that govern their districts by creating artwork, making homemade cards, baking cookies and more to show their appreciation to the board members who govern their districts.

School Board Recognition Month is part of a national effort, cosponsored by the Michigan Association of School Boards and the National School Boards Association, to build community awareness and understanding about the role school boards play in their communities.

Depending on the school district, some board members serve four-year terms and some serve six-year terms. The job of a school board member includes reading educational materials and school board packets, understanding financial reports, attending school functions, listening to concerns and making difficult decisions that are sometimes unpopular.

began life-saving measures and started CPR. The pair revived the man’s pulse and continued life-saving measures until the ambulance arrived, which took about 20 minutes. Sadly, the injured man didn’t make it and died at a local hospital.

“We did everything we could do for him,” Kevin said.

“That does not diminish what Kyle did.

In law enforcement and emergency services, we understand that we cannot control the outcome, only our response,” Casbar said.

“Kyle’s response was exactly what we hoped for anyone in that situation — courage, compassion and action. Kyle didn’t have to stop, he didn’t have to get involved. But he chose to act and, in doing so, he demonstrated maturity and character well beyond his years. Kyle, your actions reflect the values we strive and teach to protect, looking out for others, stepping up when it matters, and doing the right thing when it’s difficult.”

The challenge coin initiative was implemented in an effort to build positive reinforcement between law enforcement and students. The Sterling Heights Police Department, Warren Consolidated Schools and Utica Community Schools collaborated to develop the challenge coin.

“It’s to acknowledge students who go above and beyond for extraordinary behavior,” Casbar said. “As a school resource officer, I see a lot of our students in many different situations. WARREN — No one was injured during an apartment fire Dec. 22 in Warren.

At 11:53 a.m. Dec. 22, Warren firefighters responded to a report of a fire in a building in the City Center Square apartments, on the corner of Karam and Washington Court boulevards, near 13 Mile Road and Van Dyke Avenue.

When firefighters arrived, they found smoke and fire in the attic of the apartment building, Warren Fire Commissioner Skip McAdams said. Firefighters were able to stop it from spreading further by making a trench cut in the roof of the building, he said.

McAdams said the fire was started by plumbers who were making repairs to a copper water line in the space behind a washing machine. The fire then spread to the second floor of the building, which has eight total apartments, and into the attic, he said.

While there were no injuries, at least two units were reportedly damaged.

McAdams said firefighters had the fire under control at around 1 p.m. Firefighters were still on the scene at 1:45 p.m.

The Warren Fire Department was assisted by the Center Line and Detroit fire departments, as well as Warren police.

The item was added to the Warren City Council’s Dec. 16 agenda by Councilman Gary Boike.

“The resolution was prepared to show our alliance to other Macomb County communities, that we’re not going to sit back and let Oakland County dump stormwater when it reaches a certain level,” he said.

In recent years, the city of Warren has taken steps to ensure the city’s drinking water remains safe despite the discharges from Oakland County. Those steps include the construction of a new detention basin on Stephens Road, north of Nine Mile Road and east of Schoenherr Road. In September, the city awarded a $110.3 million bid for a dewatering and incineration improvement project.

The city also instituted a cross-connection control program aiming to protect the city’s public water distribution system by eliminating potential sources of contamination.

The city of Warren operates its own Waste Water Treatment Plant near 14 Mile Road and Van Dyke Avenue.

While initially it wasn’t a Macomb County problem, Boike said it became one due to the damage caused by the discharges from Oakland County.

The resolution asks the Michigan Department of Environment, Great Lakes and Energy to regulate the permits that allows Oakland County to discharge “exorbitant amounts of water through the drain,” Boike said.

In addition to denying the permits to Oakland County, the resolution asks that funds from state grants that would have been given to Oakland County be redirected toward financing improvements to eliminate combined sewer overflows, including mak-

ing improvements along the Red Run in Warren.

“We’re asking our state to look at us and recognize us, that we could use some of the money, too, so that we could make sure that the drain operates properly and were not getting contaminants coming down through our city,” Boike said.

The City Council voted unanimously to accept the resolution, making Warren the last city in the county to enact such a resolution, Boike said.

Water being discharged from Oakland County into Macomb County has drawn repeated scrutiny from Macomb County Public Works Commissioner Candice Miller.

In April 2025, Miller sent a letter to EGLE in an attempt to bring attention to the issue while they were reviewing the drain’s permit renewal. However, in August, the permit was renewed.

New regulations applied to the basin through the permit fail to improve water quality and reduce the frequency and duration of CSO’s, Miller said.

“The permit does not mandate (the George W. Kuhn basin) make any improvements within required or meaningful timelines. Additionally, the permit now incredibly gives (the George W. Kuhn basin) more time than originally proposed to only study, but not correct their problems,” Miller said in a statement in August.

During one discharge in April that occurred following intense storms, 820 million gallons of untreated combined sewer overflow and 1.2 million gallons of sanitary sewer overflow were released.

Miller said she appreciates Warren’s efforts to help stop the discharge of treated and untreated sewage into the Red Run. “Warren has spent over $90 million to stop their discharges into the Red Run Drain, Macomb County has spent over $100 million to stop our discharges into Lake St. Clair, and yet Oakland County can’t do anything to stop their discharges,” she said. “If they really cared about a regional approach to improving water quality, they could certainly do something.”

Suspect arraigned after alleged homicide, standoff

WARREN — A suspect is facing charges after an alleged homicide and standoff in Warren.

The suspect has been identified as Dominick Robinson, 30. According to a press release from the Macomb County Prosecutor’s Office, Robinson allegedly stabbed 29-year-old Mucari Finely repeatedly. The wounds were ultimately fatal.

Finley was identified in a release from the Warren Police Department.

Robinson was arraigned Dec. 15 before Judge Steven Bieda in the 37th District Court in Warren and is now facing charges of first-degree murder, a felony punishable by life imprisonment without parole.

According to police, at approximately 5:12 a.m. on Dec. 12, dispatch received a call from a third party reporting that a friend had stated during a video call that they had killed someone. The caller reportedly observed an unknown man on the floor covered in blood. Patrol officers reportedly arrived at the residence on Westminster Avenue west of Van Dyke Avenue at approximately 5:14 a.m. According to the release, officers observed what appeared to be a dead body inside of the residence, visible through a front window. A person believed to be the suspect, and later identified as Robinson, was observed moving around inside of the home but refused to come to the door, the release states.

Warren police dispatch was able to

make contact with Robinson by phone.

“During that conversation, the suspect made statements indicating involvement in the homicide and issued threats toward responding officers, including statements expressing a desire for ‘suicide by cop,’” the release states.

At approximately 6:40 a.m., the Warren Police Department Special Response Team arrived and made initial contact with Robinson over a loudspeaker and later by phone, according to the release. Negotiators reportedly remained in continuous contact with Robinson throughout the incident.

During the negotiations, Robinson reportedly made additional incriminating statements about the incident and continued to express suicidal ideation, police said in the release. Police said the SRT used multiple tactics, including the deployment of chemical agents, in an effort to resolve the situation.

Negotiators were able to persuade Robinson to voluntarily exit the residence at 11:13 a.m. The suspect was then taken into custody without further incident.

Bieda set Robinson’s bond at $2 million cash only with no 10% bail possible. The judge also ordered a mental health evaluation.

A probable cause conference scheduled for Dec. 23 was adjourned to a later date at the request of Robinson’s attorney, Peter Durance, to allow time for the results of the mental health evaluation to be returned.

How does Warren compare to other cities?

Following the Planning Commission’s discussion, many residents took to social media to complain about the number of gas stations in the city.

On Dec. 10, the Michigan Department of Agriculture and Rural Development published a list of all licensed retail motor fuel establishments across the state. The list shows 345 gas stations in Macomb County, with Warren having 75 of those, or about 21% of all gas stations in the county.

Warren has the most gas stations per city, according to the list.

According to the U.S. Census Bureau, Warren’s projected population for 2024 was 137,686. That translates to 5.45 gas stations per 10,000 residents. By land area, Warren spans 34.4 square miles, giving the city 2.18 gas stations per square mile.

Clinton Township has the secondhighest total number of gas stations, with 36. Census data projects the township’s 2024 population at 101,359 and its geographic size at 28.03 square miles. Based on those figures, Clinton Township has 3.55 gas stations per 10,000 residents and 1.28 per square mile.

Roseville has 33 gas stations within 9.86 square miles and a population of about 48,000. That amounts to 6.88 gas stations per 10,000 residents, or 3.35 per square mile.

Eastpointe, which covers 5.4 square miles and has a population of about 34,000, has 17 gas stations, according to city Economic Development Manager Ian McCain.

That gives Eastpointe five gas stations per 10,000 residents and 3.15 per square mile.

Nearby Sterling Heights has 31 gas stations, according to City Planner Jake Parcell.

Census projections show a 2024 population of 134,342 and a geographic size of 37 square

miles. That results in 2.31 gas stations per 10,000 residents and 0.84 per square mile.

Overall, the data shows that despite having the highest raw number of gas stations, Warren has fewer gas stations per square mile than neighboring Eastpointe and Roseville.

Warren also trails several communities in gas stations per 10,000 residents, including Roseville and Mount Clemens, which has 6.46 gas stations per 10,000 residents and 2.38 per square mile.

Tom Bommarito, Warren’s director of community, economic and downtown development, said traffic through the city — in particular, on the major roads such as Mound Road and Gratiot Avenue — is a driving factor in the number of gas stations in the city.

“Part of it is just a market-driven thing that we have. The Van Dyke corridor, Mound corridor, is heavily traveled,” he said. “It’s 40 (thousand), 50,000 cars a day. That’s a lot of traffic. People want to go where there’s density.”

Another draw to the city is the influx of people who come to Warren from surrounding communities during the day for work, Bommarito said.

He added that he hasn’t seen a large increase in the number of gas stations in the city over the last few years.

“To me, it’s been flatlined. Some have closed in different areas, and it might be empty for several years, and they piece together the property next to it and build one of these bigger stations,” he said. “So you get a few that close and a few that open.”

In December, Roseville voted to implement a 180-day moratorium against car washes and gas stations. As the city continues to update ordinances to match the master plan, Bommarito said Warren might do the same.

“I think as they’re doing that, they’re going to be visiting a lot of those automotive supply, gas stations, parts stores, repair shops.

The old mayor had a moratorium on used car lots for his whole term basically, so I think that council and the administration will be revisiting that,” he said.

the International Thespian Society. WCSPA is Troupe 1,000. In total, over $30 million in scholarship offers were announced to seniors across the state, according to district officials.

The WCSPA seniors auditioned for multiple colleges and universities from Michigan, the Midwest, New York and California, and received 74 scholarship offers, totaling $2.7 million. Hart organizes the scholarship competition.

Warren Consolidated Schools senior Steven Marsack was awarded an honorary Thespian Scholarship, which is presented to the top 10 theatre students in Michigan.

Senior Mary Jerjosa received the Tom Suda Spirit Scholarship, which is awarded to only one student that honors their loyalty and service to their school.

“The level of dedication of our seniors in combination with the sheer amount of work they have put in over their past four years here has truly paid off. They have excelled both in the classroom and behind the scenes,” Hart said. “The support they have given each other and their growth not only as artists, but as great people, is what I find the most inspiring though. They are very fortunate to live in a school district that supports the arts, and they have truly taken advantage of that to get where they are today.”

In addition, many district students received awards in the individual events competition known as The Thespys. WCSPA received 70 “superior,” 14 “excellent,” one “good,” and zero “poor” ratings in categories including acting, musical, dance, lighting, sound, costume design and construction, makeup, playwriting and stage management.

“The Thespian Festival provides a strong sense of community you just can’t find anywhere else,” Warren Mott senior Deyanna Oglesby said in a prepared statement. “The energy is electric, and you can learn from mentors that can really help shape your life ahead.”

The Warren Consolidated School of Performing Arts is an award-winning program specializing in all aspects of theater at Sterling Heights High School. Classes involve daily, two-hour classes, set in a professional working environment. Students produce five shows a year in two different theatres. WCSPA classes are offered to students in grades nine through 12 enrolled in any of the district’s high schools and is a schools-of-choice option for students living in Macomb County. At press time, WCSPA students were scheduled to attend the Jan. 14 Warren Consolidated Schools Board of Education meeting to present a recap of the honors and scholarships they earned at the festival.

Detroit Auto Show brings new, returning experiences to Huntington Place this month

DETROIT — Engines, innovation and interactive experiences will return this month as the Detroit Auto Show takes over Huntington Place.

This year, among multiple interactive exhibits, the auto show is introducing the Visit Detroit Interactive Experience, an immersive, family-friendly showcase located in the atrium of Huntington Place.

A press release from organizers of the auto show states that the exhibit is aimed at sparking curiosity, creativity and career inspiration for the next generation of automotive and mobility leaders.

“Serving as a high-energy and familyfun gateway into the show, the new atrium activation reflects Detroit’s role as a global hub for mobility, technology and innovation — while intentionally creating hands-on entry points for young people to see themselves in the future of the auto industry,” the release states.

According to the release, the exhibit offers guests of all ages an opportunity to explore real-world science and engineering concepts, hands-on coding and problemsolving, augmented and virtual reality-based technician training and more. Additionally, children will be able to experience the Jeep and Ram Power Wheels track, which the release states “offers a thrilling, age-appropriate first connection to vehicles and mobility.”

Todd Szott, the 2026 Detroit Auto Show chairperson, said the exhibit is about inspiring kids.

“We want kids and students to walk in, get their hands on technology, feel the excitement of innovation and start to imagine themselves as engineers, designers, coders, technicians or entrepreneurs,” he said in a statement. “If we can inspire even a fraction of them to explore a future in the auto industry, that’s a win for Detroit and for the industry as a whole.”

Inside the exhibit hall, visitors can experience the debut of Michigan Overland Adventure, a new immersive feature celebrating the vehicles, gear and lifestyle of overlanding — self-reliant, vehicle-dependent travel to remote destinations, typically involving camping and off-road-capable vehicles.

“Designed as a rugged, adventureinspired environment, Michigan Overland Adventure will transform a dedicated area of the show floor into an overland showcase featuring custom-built trucks, off-road SUVs, adventure-ready rigs and expedition equipment built for exploration,” a press release from the organizers states. “The experience invites attendees to step into the world of overlanding — where capability, durability and freedom come together.”

According to the press release, besides featuring vehicles from Ford, Chevrolet, GMC, Jeep, Ram, Toyota, INEOS, Subaru and American Expedition Vehicles, the exhibit will also feature rooftop tents, off-road trailers, recovery equipment and expedition gear.

The show will also feature a number of signature experiences, such as the return of The Gallery, an ultra-luxury and exotic vehicle showcase; Modded Detroit, one of Michigan’s premier automotive enthusiast groups, which will bring a curated showcase of over 150 modified vehicles; and Racing Day on Jan. 20.

SECTION 2. The conditions offered and agreed to by the Petitioner and accepted by the Warren City Council include the conditions that the above-described property shall be developed with refaced building, sidewalk improvements, and landscaping for use as a business wholesaler of retail merchandise, subject to and in compliance with (1) approved site plans, site plan conditions, and other zoning approvals associated with such development; (2) Offer of Conditions dated October 27, 2025; and (3) Conditional Rezoning Agreement between the City of Warren and Noel Property, LLC and Dequindre Plaza, L.L.C.; all of which are incorporated by reference into this Ordinance, and are available for inspection at the City of Warren Department of Planning. One City Square, Suite 315, Warren, Michigan. The rezoning is further conditioned upon compliance with Ordinance 30 of the Ordinances of the City of Warren.

SECTION 3. The approved rezoning ordinance and rezoning with conditions agreement shall be recorded with the Register of Deeds, and the rezoning with conditions shall run with the land and is binding upon successors or transferees pursuant to section 24.14b of the Code of Zoning Ordinances.

SECTION 4. This ordinance shall become effective and the property rezoned, as set forth in this Ordinance and the Conditional Rezoning Agreement.

SECTION 5. All other provisions of said Ordinance No. 30 shall remain unchanged and in full effect.

SECTION 6. This ordinance shall become effective and the property rezoned with conditions, as set forth in this Ordinance, on January 21, 2026.

The foregoing Ordinance No. 30-1089 was adopted by the Council of the City of Warren at its meeting on December 9, 2025, pursuant to its approval of the rezoning with conditions.

The City will also consider allocating funds for multiple public service agency requests.

Citizens residing in blighted areas or lower income persons are encouraged to participate.
