STERLING HEIGHTS — New rules aimed at preventing individuals from losing money in a growing category of fraud have been adopted in Sterling Heights. City Council members voted unanimously Jan. 6 to add licensing and other operational regulations for virtual currency machines to its code of ordinances. The action comes after Sterling Heights police reported more than 20 incidents where victims have lost more than a half-million dollars to scam artists. A majority of victims have been senior citizens. Officials were set to pass an ordinance amendment last month but postponed action in order to strengthen regulations, which now include daily and monthly transaction limits at cryptocurrency kiosks located throughout the city. Victims are typically pressured and misled into depositing cash in the machines, which is converted to digital currency and placed in electronic “wallets” controlled by the scammers. The lost funds are virtually impossible

Residents give city high marks in latest survey

STERLING HEIGHTS — Sterling Heights residents gave an overwhelming thumbs-up to city services and operations in the latest survey measuring public opinion. Results of the seven-page survey, which was conducted in July and August 2025, reflect strong satisfaction with quality of life in Sterling Heights and mirror positive perceptions reported in previous surveys from 2021, 2018 and 2012. Eighty-three percent of respondents were satisfied with Sterling Heights as a place to live while 78% said they are satisfied with the city as a place to raise children. The survey was conducted by Kansas-based ETC Institute and presented to the City Council on Dec. 16. See SURVEY on page 10A

STERLING HEIGHTS — A financial planning firm that helped a handful of Sterling Heights homeowners stabilize themselves in the face of hard times was recently honored by city officials. Summit Financial Consulting received a Nice Neighbor Award at the Dec. 16 Sterling Heights City Council meeting recognizing the company’s charitable effort to cover six months of mortgage payments for three local families. STERLING HEIGHTS — It’s all downhill from here. Residents can now enjoy a thrill down the hill even if they don’t have their own equipment thanks to a new feature at Delia Park. Sterling Heights Parks and Recreation and the city’s library have teamed to introduce a Little Free Sled Library that allows individuals to borrow a sled for zooming along the snow. When finished, residents return the sled for others to use. The program combines the library’s lending expertise with Parks and Recreation’s roster of outdoor activities. The Sterling Heights Public Library purchased 30 sleds to launch the program, while the Parks and Recreation park maintenance team designed and built a custom sled container. “The Parks and Recreation Department and the Sterling Heights Public Library are continually looking for ways to improve quality of life in Sterling Heights,” said Kyle Langlois, parks and recreation director. “Working together on this project to provide recreational opportunities for residents without the need to invest in or store equipment is a way we can bring no-cost fun to the city and encourage people to get outside and recreate no matter the time of year.” The sled library will be available through February, or until the snow has melted for the season. MLK Jr. Walk set for Jan. 19
CITY WELCOMES TWO NEW POLICE OFFICERS
STERLING HEIGHTS — A recent police academy graduate and a U.S. military veteran were sworn-in as Sterling Heights’ newest police officers last month. Taylor Wolfe and Ryan Chase took their oath of office from Sterling Heights Police Chief Andrew Satterfield in front of family, friends and fellow officers at the Dec. 16 City Council meeting. Wolfe is an Anchor Bay High School graduate and earned a bachelor’s degree from Western Michigan University. She spent time as a New Baltimore police cadet and graduated from Macomb Community College’s Police Academy in December, where she was second in her class in academics and was recognized for outstanding performance by the Michigan Commission on Law Enforcement Standards. Chase is a Dakota High School graduate and received an associate degree from Macomb Community College in 2016. He worked for the Oakland County Sheriff’s Office and the Holly Police Department for several years before serving in the U.S. Marines from 2020 to 2025. His younger brother, Corey, is also a Sterling Heights police officer.
STERLING HEIGHTS — The city is inviting residents to celebrate Martin Luther King Jr. Day with a short walk through the community on Monday, Jan. 19. Presented by the Sterling Heights Ethnic Community Committee, the event also includes remarks and light refreshments. The program gets underway at 10 a.m. at City Hall. Organizers say the walk commemorates the June 23, 1963, march that MLK led down Woodward Avenue in Detroit. With 125,000 participants, the march was the largest civil rights demonstration in the country at the time. The guest speaker for this year’s event is Bishop James A. STERLING HEIGHTS — A Sterling Heights High School student recently was acknowledged for the actions he took when he helped a stranger during a medical emergency. On Dec. 18, the school’s resource officer Duane Casbar presented junior Kyle Bailey with a challenge coin for his quick thinking when he stopped to help a man who was involved in a car crash. This is the first time a student has received a challenge coin. Several staff members, Warren Consolidated Schools Superintendent John Bernia, and Kyle’s family — dad Kevin, mom Tracey, and sister Katelyn — attended the brief ceremony. “We wanted to make it a little special,” Casbar said. “We see so much evil and bad things in the world. METRO DETROIT — When starting a business, entrepreneurs think about all aspects that will make it successful: daily operations, building a customer base, hiring employees, managing cash flow, city zoning ordinances and much more. After navigating over the hurdles, making it through the first year feels like a milestone.
‘The biggest challenge has been getting the word out’
Bricks & Minifigs Novi, located at 49881 Grand River Ave., in Wixom, opened Sept. 21, 2024. In that first year, the store owners learned a lot about what worked and what improvements can be made. “I think what got us through is our positive attitude and amazing customers,” said Cara Suksi, who created the store with her husband Kevin. “We have so many repeat customers. They’re so supportive. They take part in some of our events
we’ve done. It’s hard to walk in our store and not have a huge smile on your face.” Bricks & Minifigs Novi is every Lego fan’s dream. “We sell everything Legos. We sell new and boxed Legos. We sell bulk Legos including bins,” Cara said. “Legos are made well. They don’t lose their value. They always fit together.” The Suksis own Bricks & Minifigs Novi with two other partners: Cathy Drapeau, who is Cara Suksi’s mother, and Sean Krabach. Everyone took on different roles to make the store a success. Kevin, who still works his full-time job outside the family business, takes care of the finances for Bricks & Minifigs Novi and assists with the inventory. Cara handles the marketing, events and birthday parties. Krabach is responsible for the inventory, and Drapeau was put in charge of human resources. Cara and Kevin’s teenage son Jack also helps out, along with a group of dedicated staff members. Kevin always had an interest in Legos. Cara said he’d buy See BUSINESS on page 9A

and sell them online, and one day suggested they open up their own Lego store. Along with sales, Bricks & Minifigs Novi buys and trades all Lego products. Because of Kevin’s hobby, the Suksi already had a lot of inventory to stock the store. It was a long process to open the business. The Suksis traveled out of state to meet with the Lego CEO and founder. They also completed a week of training. They were required to give a presentation as to why they wanted to own such a business and also spent a few days working in the company’s flagship store. “It was pretty intense,” Cara said. “It’s a risk. The biggest challenge has been getting the word out. People are still finding us for the first time. Every market is different. What sells in one market may not sell in another market.” The owners continue to come up with new ideas as the business grows. Bricks & Minifigs Novi, for instance, will participate in National Lego Day on Jan. 28. Cara suggests customers check on the store’s social media pages — Facebook, X and Instagram — for updates. “Star Wars” is probably the biggest seller. The botanical flower themes, superheroes, “Lord of the Rings” and Friends sets also are popular. Cara said that many people come in to build their own creations or sometimes find missing pieces from a set they already own.
‘I knew I had to keep going’
In the summer of 2025, Mariah Moore fulfilled a longtime ambition of opening up her own business called EverCare Home Health. The virtual office is located in Bloomfield Hills and provides home health care services throughout metro Detroit. Moore always had an interest in helping others. She started caregiving when attending Ferris State University. After graduating from college in 2011, she worked for Child Protective Services in Michigan but also continued with caregiving on the side. At first it was to make extra money, but then Moore discovered how much she enjoyed working as a caregiver. “I worked for different agencies in metro Detroit,” Moore said. “I knew I loved it.” She eventually left CPS. In 2023, the budding entrepreneur decided it was time to open up her own home health care business. She wasn’t sure how to get started but met a mentor who offered a number of tips to help in the beginning. Moore paid attention to every detail to make sure she was on the right path to opening EverCare Home Health. “She taught me how to do it from beginning to end,” Moore said. “She went over

EverCare Home Health offers a number of nonmedical services including dressing, bathing, companionship, light housekeeping, and transportation for doctor’s appointments and running errands. Currently, Moore has 10 caregivers on staff and four clients. One strategy Moore uses to find new clients is to pay a company for referral leads. “The most challenging part was finding clients in the beginning. No one was calling. It was disappointing,” she said. “I knew I had to keep going. It took about two months to find my first client. It seemed like it was never going to happen.” Moore makes sure to get to know the clients and their families to find out what the needs are. Some clients receive short-term care while others need long-term care. One client is receiving care 24 hours a day, seven days a week. “I stay involved so families feel comfortable contacting me,” she said. “We have to make sure the caregivers are reliable.” While Moore is “glad my company is a little bit smaller,” she does have plans to expand in the future. She would like to add more 24/7 clients and offer medical care. She knows the hard work involved in operating her own business, and she is willing to put in the time. “I want to continue to grow, and I still want to be able to have good relationships with each family,” Moore said. “I never thought I would have my own company. Focusing on my company full time is the most rewarding part. I truly enjoy it. I am doing what I love.”

Library Director Tammy Turgeon said the sled library builds on the library’s mission of making recreation, learning and exploration accessible year-round. “We love the idea of meeting residents where they are, whether that’s outside enjoying the snow or inside curled up with a good book,” Turgeon said. “In addition to this new Little Free Sled Library, Sterling Heights also has Little Free Libraries stocked with books at Dodge Park, Washington Square, Moravian, Farmstead and Avis parks. Overall, the survey gives city leaders a statistical snapshot of how Sterling Heights residents view their city and how they should move forward with addressing expectations. “You never know exactly how the residents feel,” said Mayor Pro Tem Liz Sierawski. “You sometimes get a small group of them telling you what they think, but to have the overall city surveyed scientifically and accurately is wonderful for us.” Vanderpool called the survey an important tool for building on the city’s success and pursuing continuous improvement. “These strong survey results reflect the exceptional work of our city employees,” he said. “They also help identify where we can keep focus on continuous improvement, including increasing police visibility and enforcement of traffic laws, strengthening code enforcement for property maintenance and continuing improvements to city streets. “It’s basically our scorecard to see how we’re doing with all of our service delivery across all disciplines,” said City Manager Mark Vanderpool. “Police, fire, code enforcement, parks and recreation, library and so on.” The survey found that Sterling Heights performs exceptionally well when benchmarked against other communities across the country. The results indicated that Sterling Heights was rated above the U.S. average in 39 of 41 service areas; that overall satisfaction with city services was rated 20% above the national average; and they showed satisfaction with the value residents receive for city taxes and fees, which was rated 21% above the U.S. average. “The survey results confirm my belief that Sterling Heights is a great place to live, and that residents truly appreciate the quality public services our employees deliver every day,” said Sterling Heights Mayor Michael Taylor. “Ranking so highly compared to municipalities across the United States reinforces that our focus on quality public services and placemaking makes a meaningful difference for our residents. We will continue to use these results to guide City Council’s decisionmaking moving forward.” Jason Morado, ETC Institute director of community outreach, told council members the survey was distributed via mail and online to a random sample of residents and garnered 522 completed responses. He said the survey
while, scored 84% satisfaction. Residents were least satisfied with special recreation programs (61%). Regarding the public library, 80% of survey respondents were highly satisfied or satisfied with the institution’s print collections and 73% were satisfied with the audio/ video collections. Residents were least satisfied with homebound/home delivery services (56%). Positive trends highlighted between the 2021 and 2025 surveys include 9% increases in satisfaction for the library’s children’s programs and reference services, and 4% increases for both adult and teen programs. The Sterlingfest Art & Music Fair saw its satisfaction rating hit 83% in 2025, up 5% from 78% in 2021. Snow removal satisfaction for residential and major city streets reached 67% and 85%, respectively, in 2025, each up 4% from 2021. Top priorities for improvement gleaned from the 2025 survey results include: refuse, recycling and waste removal; traffic and congestion management; enforcement of local traffic laws; enforcing cleanup of litter and debris on residential property; maintenance of neighborhood streets; and enforcing mowing and trimming of grass and weeds on residential property.

paints an accurate picture of citizen sentiment, with a 95% confidence level and 4.3% plus or minus margin of error. “Essentially, that means that if we conducted this survey the same way 100 times, 95 times the results would be plus or minus 4.3% from what we’re reporting,” he said. “So the results are never perfect, even for a statistically valid survey, but the margin of error is small. “And we also, as we were administering the survey, (we) made sure that the demographics and survey respondents reflect the actual population of the city,” Morado said. In the area of public safety, 88% of the respondents reported that they are “very satisfied” or “satisfied” with the overall quality of local police protection. Similar grades were given for fire protection (92%) and emergency medical services (89%). Looking ahead, respondents said the visibility of police in neighborhoods is the top priority the city should emphasize in the next two years, followed by crime prevention and traffic law enforcement. For parks and recreation and city events, 91% of survey respondents were satisfied with the maintenance of city parks and 82% were satisfied with park amenities. MOUNT CLEMENS — A Sterling Heights police officer who shot and killed a distressed man last month was cleared of any wrongdoing following a Macomb County Sheriff ’s Office investigation. According to a Jan. 7 news release, the investigation “found no evidence to support criminal charges against the officer involved. The Macomb County Sheriff ’s Office has concluded that the use of force utilized in this incident was justified. The force utilized by (the) Sterling Heights Police Officer con-
forms to Michigan law, as well as applicable agency policy, standards, and guidelines.” The officer, who was not identified, was placed on leave along with other officers involved in the incident, per departmental policy. Sterling Heights police did not respond to an email seeking comment before press time. The incident occurred Dec. 3 at a condominium in the 44000 block of Apple Blossom Drive in the northwest part of the city, where police responded to a welfare check requested for 54-year-old Nicolas Reinaldo Quaranta, who had made threats indicating an intent to shoot himself.
The Sheriff ’s Office release says responding officers and trained crisis negotiators spent more than an hour communicating with Quaranta to de-escalate the situation. During the encounter, Quaranta pointed a firearm to his own head and threatened to point the firearm at officers. Quaranta eventually sat at the top of a staircase inside the condominium and repeatedly refused requests from officers to come down the stairs and exit the building. Eventually, according to the news release, Quaranta “stood up, bent over, retrieved his firearm, and raised it toward officers, at which point an officer discharged his weap-

experience to be able to have grown up with two people that I would consider like family.” Chapa, who plays the Stepmother, said being involved in theater at Parkside is special because of the bonds participants forge and the teamwork that goes into putting on a show. “We support each other, and our director, Ms. Mer, she’s amazing,” Chapa, 17, of Clinton Township said. “She definitely knows what we’re capable of and she pulls that out of us. … She uplifts us.” Ms. Mer is MaryEllen Renne, theater director and Parkway Christian School’s head of the Fine Arts Department. “I try to encourage my students, as actors, to dig deep into the backstory of their character. What motivates their character to be like they are,” she said. “So why is the stepmother so bitter toward Cinderella? Is it because she really doesn’t like her because she’s not a nice person? Well, that’s not it. The stepmother is sad and angry that her husband died and has now left her to care for a house. … She sees the dad in Cinderella. So it’s a constant reminder of where her life currently is. But instead of choosing to
see the good in it, or the positive, the way Cinderella does, she chooses to be bitter about it.” Renne, a Sterling Heights resident who’s been at Parkway for a dozen years, wiped tears from the corner of her eyes while reflecting on Chapa, Cannistraci and Woolman. Her voice choked as she described witnessing the students develop as people and performers. “They have been with me for a very long time, so we have grown together,” she said. “They have helped this program grow through their tenacity, their consistency, their determination and their grace. … They love Jesus, which is always a plus for me because that’s the core of where we always go. The three of them live by faith. They live their faith in an outward way that inspires me to want to do that as well. I have always said at the end of each show, they do make me a better person.” Cannistraci said he believes faith helps Parkway theater productions stand out. “We as a theater department are a very sincere group. We try to do everything to the best of our abilities, and we’re always try-
ing to improve and see where we can grow,” he said. “And I feel that putting God in the center of it, for us, since we are a Christian school, has helped shape the way we do things and the outcomes of our shows. I feel like it’s allowed us to be able to grow as people and as actors and actresses.” Chapa, likewise, said religion is a key component of a successful Parkway show. “God is first, last and everything in between in this program,” she said. “We really use Him as a foundation, and we pray all the time. I feel like that really helps and it shows what you see on stage.” Although entertainment and a meaningful message are the culmination of every Parkway production, Renne said theater ultimately teaches students deeper lessons. “It’s not about performance for me, actually, it’s life skills,” she said. “It’s organization. It’s commitment. It’s courage — working through a fear and realizing that you are capable of anything when you put your mind to it. It’s camaraderie, friendships and a realization that we’re each unique and that we each have our own areas of giftedness. For example, Woolman’s Cinderella oozes confidence and optimism, rather than being a timid soul in need of rescuing. “In some portrayals of the Cinderella story, she’s seen as this girl that’s living such a miserable life, but I feel like one really cool thing about her character is she just takes life for what it is,” said Woolman, 17, of Macomb Township. “She is so happy and so filled with joy and excitement about the life that she has, because that is really who she is. She loves what she has. She’s very imaginative, and I think that it’s super fun to portray that on stage.” Woolman and her co-stars, Cannistraci and Chapa, are veterans of Parkside’s robust theater program, acting in school productions from middle school on and classmates since kindergarten. Taking their final bows together in the lead roles is a capstone they are savoring. “I love it,” Woolman said. “It’s so fun, especially because we’ve not only been acting together and going to school together, but it’s been really cool to watch each other not just grow as actors but as people. … The three of us did start theater at the same time, so it’s definitely something that’s been really special.” Cannistraci, 17, of St. Clair Shores, who plays Prince Christopher, agreed. “It’s a really rewarding thing. for authorities to retrieve. “I think it’s a shame that we have had over $400,000 worth of fraud at these virtual currency machines and I think this is a small step for our city to fix this problem,” Councilman Mike Radtke said. Cryptocurrency fraud is a growing crime nationally and locally. The new Sterling Heights ordinance follows in the footsteps of similar regulations passed in Grosse Pointe Farms and Harper Woods. Other area communities have begun discussing the issue as well and Sterling Heights officials have previously noted that the matter needs to be addressed at the state government level. Background material provided by the city states that the ordinance “aims to strike a balance between innovation and consumer convenience, on the one hand, and public safety and financial protection, on the other. Licensing and operational standards will deter the fraudulent use of cryptocurrency machines while ensuring that legitimate operators can continue to serve residents in a transparent and accountable manner.”
Specifically, the city’s new rules mandate that business owners where machines are located be licensed with the city and also obtain a specialty license endorsement in order to maintain a machine on-site. Licenses must be obtained from the city clerk’s office by March 31. Virtual currency machines will also require photo identification for transactions, include display disclosures and fraud warnings, produce receipts and maintain a customer service hotline. A daily transaction limit of $1,000 is set for new customers and $2,000 for all other customers. The monthly cap for all users is $10,000. The city will be able to conduct inspections before and after licensing to ensure compliance, with violations subject to suspension, revocation or denial of a license. Operators must also maintain daily transaction logs and service records for at least 90 days. There are approximately 27 cryptocurrency or bitcoin ATMs in Sterling Heights. The Police Department established a task force to focus on the issue. Cassie Thierfelder, manager of advocacy for AARP Michigan, told City Council members that their attention to crypto kiosk fraud is “a big step forward.”
“Thank you so much for the revisions that you made to this ordinance. It’s going to provide so much more protection to the residents of Sterling Heights by adding those daily and monthly transaction limits,” she said. “You’re helping to prevent someone from losing their entire life savings in one act of fraud.” Mayor Pro Tem Liz Sierawski, in turn, saluted AARP for the information and feedback it provided to officials. “Your input and the perspective that you brought really … helped us make good decisions and helped us craft this ordinance to where we think it’s going to be very impactful to the residents,” she said. STERLING HEIGHTS — A Sterling Heights police officer who saved a child in distress last month was saluted for his calmness and competence during an emergency response. With the terrified cries of a mother ringing out, officer Matt Virgadamo quickly assessed the condition of an unresponsive 1-year-old boy and took action that within seconds had the child breathing again. The incident unfolded Dec. 17 at approximately 5:30 p.m. with a 911 call reporting a child not breathing at a residence in the 8400 block of 18 Mile Road. Virgadamo, an evidence technician, was the closest officer in the area and was dispatched at 5:32 p.m. and arrived on scene within one minute, according to a Sterling Heights Police Department news release. He was immediately met by the child’s mother, who was standing outside the residence holding her unresponsive son. Without hesitation, Virgadamo took the child and determined that the boy was not breathing and appeared to be choking. Relying on his training and remaining calm under extreme pressure, Virgadamo quickly administered multiple back blows. Moments later, liquid was expelled from the child’s airway, and the boy began breathing and crying.
The harrowing rescue was captured by the officer’s body camera and is posted on the police department’s Facebook page. “Officer Virgadamo’s response represents policing at its very best,” said Sterling Heights Police Chief Andy Satterfield. “His ability to arrive quickly, remain composed, and immediately take lifesaving action quite literally made the difference between life and death for this child. We are incredibly proud of his professionalism, training, and dedication to serving this community.” The rescue was likewise praised on social media, with comments including: • “A hero for sure!” • “I am thankful for the police that responded and got this precious child breathing again. Great job!” • “First responders are earthbound angels. Thanks for your service.” • “I hope people remember this when they are angry with the police! We need them more than ever! Thank you for the job well done.” • “No greater deed than saving the life of a child, thank you officer!” • “Thank you Officer Virgadamo and the first responders. Excellent job!!” The Dec. 17 incident marked the second time within two months that Sterling Heights police personnel saved a choking child. On Nov. 1, officer Edwar Talia came to the rescue of a 5-month-old child at Walmart on Van Dyke.

high school student was returning home last fall from a hunting trip with his dad in Concord, Michigan, when they spotted an injured motorist on the ground. The wounded man was not breathing and did not have a pulse. “We saw somebody lying in the road. It was a two-lane road surrounded by cornfields,” said Kevin, who is a battalion chief with the Bloomfield Township Fire Department. “Nobody was rendering aid.” So Kevin and Kyle, who is a lifeguard and knows CPR, quickly began life-saving measures and started CPR. The pair revived the man’s pulse and continued life-saving measures until the ambulance arrived, which took about 20 minutes. Sadly, the injured man didn’t make it and died at a local hospital. “We did everything we could do for him,” Kevin said. “That does not diminish what Kyle did. In law enforcement and emergency services, we understand that we cannot control the outcome, only our response,” Casbar said. “Kyle’s response was exactly what we hoped for anyone in that situation — courage, compassion and action. Kyle didn’t have to stop, he didn’t have to get involved. But he chose to act and, in doing so, he demonstrated maturity and character well beyond his years. Kyle, your actions reflect the
values we strive and teach to protect, looking out for others, stepping up when it matters, and doing the right thing when it’s difficult.” Kyle is the first Sterling Heights High School student to receive a challenge coin. “He acted without pausing and with a ton of courage,” Kevin said. “He took control of the scenario and helped run the scenario with me.” Kyle said he knew what to do after watching his dad work as a firefighter over the years. “He’s a great leader in the Fire Department,” he said. The challenge coin initiative was implemented in an effort to build positive reinforcement between law enforcement and students. The Sterling Heights Police Department, Warren Consolidated Schools and Utica Community Schools collaborated to develop the challenge coin. One side reads “Sterling Heights Police,” and the flip side reads “School resource officer more than officers, mentors and allies” with the UCS and WCS logos. “It’s to acknowledge students who go above and beyond for extraordinary behavior,” Casbar said. “As a school resource officer, I see a lot of our students in many different situations. Most of the time I see them learning, growing and figuring out who they want to be. Hot or cold packs are often used to help the patient relax and alleviate symptoms. One of our licensed massage therapists will also administer a brief soft tissue massage to the area of concern to relax the muscles. Comfortable traction tables are sometimes used to stretch tight areas.
X-rays of the area of concern are taken and then the consultation and exam are conducted by Dr. Stasio.
