At its final meeting of 2025, the St. Clair Shores City Council received a clean audit report from the contracted firm of Yeo & Yeo CPAs & Advisors. According to the presentation at the meeting on Dec. 15 by Ali Barnes, managing principal with Yeo & Yeo, the city’s audit was given an “unmodified opinion,” which is the highest level of assurance that everything was filed correctly. No material weaknesses were identified in the report. St. Clair Shores Finance Director John Walters started the presentation by saying they added money to most of the funds in the city. “With over a million dollars added to the general fun which is pretty good,” Walters said. During the holiday season, elementary students in the South Lake Schools district brought joy to the residents at ShorePointeAn Optalis Health and Rehabilitation Center through song. Chelsey Pratt is the music teacher for South Lake’s two elementary schools: one for students in kindergarten through second grade and one for students from third grade to fifth grade. She said it all started with a social media page for St. Clair Shores residents. About two years ago, the event coordinator for Shorepointe was searching for a high school group to sing to the residents during the holiday season. Pratt reached out and asked if the coordinator was open for the elementary school students to sing for them. They started with one age group and over the years, the program has expanded to include students in the second, third and fifth grades.

City to host 75th anniversary jubilee
To kick off its 75th anniversary celebration, the city of St. Clair Shores is hosting an Anniversary Diamond Jubilee Gala. The event will be from 6 p.m. to 11 p.m. Jan. 17. The actual anniversary is Jan. 15, which falls on a Thursday. Tickets are $100 each and the city asks for formal attire. There will be drinking and dancing and more. Tickets are limited and can be purchased online at scsmi.net and at the St. Clair Shores Parks and Recreation office at the Civic Ice Arena, 20000 Stephens Road. The event will be held at Barrister Gardens, 24225 Harper Avenue. Additional anniversary events will be announced later.
Final count in from Pigs 4 Wigs For the month of November 2025, multiple police departments took part in the Pigs 4 Wigs campaign to raise money for Maggie’s Wigs 4 Kids, located in St. Clair Shores. According to emails, the campaign raised a total of $16,383.29 to sponsor children’s wigs through the charity’s AdoptA-Kid program. An email stated the Sterling Heights Police Department took the lead and “won” the friendly competition.

The quick actions of business owners and firefighters are being credited with preventing further damage resulting from a Christmas Day fire at a restaurant in a strip mall on Greater Mack Avenue just north of Eight Mile Road. Full Rack Barbecue posted on Facebook on Christmas stating their neighbors, Burger Yard, experienced a fire. The post also said the quick thinking of those at Parlor Doughnuts kept it from spreading further. While Burger Yard experienced significant damage, Full Rack Barbecue said in the post their building was spared from damage thanks to the combined efforts of the St. Clair Shores, Eastpointe and Roseville fire departments. While Burger Yard remained closed at the time of publication, Full Rack Barbecue is open and was cleared to operate as normal the day of the incident. “Thank you, Jesus, for your sobering gift of perspective and your grace — and thank you to everyone who acted so quickly. You saved not just a small business, but the livelihoods of so many,” the post from Full Rack Barbecue stated. St. Clair Shores Police Chief Jason Allen said in an email that police involvement ended right after the incident. St. Clair Shores Fire Chief James Piper said in an email they responded to a commercial fire on Christmas Day at 9:52 a.m. “Thanks to quick action by our crews and support from our auto-aid partners in Eastpointe and Roseville, the fire was contained to one unit. The Millennium Clock was installed in front of the St. Clair Shores City Hall/Public Library complex in late 1999. The project was conceived as a way to honor the past and celebrate the future as the new millennium arrived. In this photo, a major portion of the work was lowered into place. The clock was dedicated January 1, 2000. The total work is 25 feet high and 19 feet long. The “sails” are made from aluminum. The piece was designed and engineered by Merrifield Roberts of Bristol Rhode Island, while the time piece and its components were designed and engineered by Universal Time, Inc., in Frankenmuth, Michigan. County giving out radon kits
MACOMB COUNTY — The Macomb County Health Department is encouraging residents to test their homes for radon by giving away free home testing kits. Radon is the leading cause of lung cancer among nonsmokers in America and claims the lives of about 21,000 Americans each year. Radon cannot be smelled, tasted or seen, but can still come up through the ground and be a threat in homes. “Radon Action Month is the perfect time for Macomb County residents to take advantage of these free test kits and test their homes,” Macomb County Health Department Director/Health Officer Andrew Cox said in a press release. “Radon is a real threat, but it is preventable. Detroit Auto Show brings new, returning experiences to Huntington Place this month BY BRIAN WELLS bwells@candgnews.com
DETROIT — Engines, innovation and interactive experiences will return this month as the Detroit Auto Show takes over Huntington Place. This year, among multiple interactive exhibits, the auto show is introducing the Visit Detroit Interactive Experience, an immersive, family-friendly showcase located in the atrium of Huntington Place. A press release from organizers of the auto show states that the exhibit is aimed at sparking curiosity, creativity and career inspiration for the next generation of automotive and mobility leaders. “Serving as a high-energy and family-fun gateway into the show, the new atrium activation reflects Detroit’s role as a global hub for mobility, technology and innovation — while intentionally creating hands-on entry points for young people to see themselves in the fu-
ture of the auto industry,” the release states. According to the release, the exhibit offers guests of all ages an opportunity to explore real-world science and engineering concepts, hands-on coding and problem-solving, augmented and virtual reality-based technician training and more. Additionally, children will be able to experience the Jeep and Ram Power Wheels track, which the release states “offers a thrilling, age-appropriate first connection to vehicles and mobility.” Todd Szott, the 2026 Detroit Auto Show chairperson, said the exhibit is about inspiring kids. “We want kids and students to walk in, get their hands on technology, feel the excitement of innovation and start to imagine themselves as engineers, designers, coders, technicians or entrepreneurs,” he said in a statement. “If we can inspire even a fraction of them to explore a future in the auto industry, that’s a win for Detroit and for the industry as a whole.”

In a scene that’s literally been building since kindergarten, longtime classmates Hope Woolman, Luke Cannistraci and Kailey Chapa are playing the lead roles in Parkway Christian High School’s January production of “Rodgers & Hammerstein’s Cinderella (Enchanted Edition).” The show is a retelling of the classic fairy tale featuring uplifting themes of hope, dreams and kindness along with more nuanced characters than those found in the familiar Disney cartoon version.

In 2025, the students visited the nursing home multiple times. “Altogether it was 12 classes (that) went over a span of 10 days,” Pratt said. Over 286 kids visited over the course of the days. Pratt said she thinks her students experienced a mix of excitement and nervousness. “Going on the bus is one thing and then going to a new place and then also being with people they’ve never met before,” Pratt said. It took a moment to warm up when the students started singing for the residents but after they saw their reactions, they eased into it more. After they sang, they greeted the residents, giving them small gifts and making small talk. “They were so nervous, they weren’t sure what to say,” Pratt said. “Some of them were way more chatty than others. Some took a lot of courage just to go up and say, ‘Here, Merry Christmas,’ and scurry away. It was a bit of a mix of emotions.” Though the fifth and third graders already have experience, this was the first time for the second graders. Pratt prepares them by showing them pictures of previous years and naming a few of the residents. She also shows them medical equipment and other nursing home details that might be scary to them upon first glance. Pratt said the residents enjoyed it. “A lot of people ask if they get sick of it after seeing kind of the same thing every day, but each class was just slightly different,” Pratt said. All three classes were working on separate holiday concerts. Pratt said she warns the students the residents will cheer for them. “They would cheer us on, and they get really excited,” Pratt said. The next week, Pratt showed the students videos and pictures of their time at the nursing home asking them what their experience was like. “Honestly I don’t have the words to express how wonderful it is that they showed courage, they showed empathy,” Pratt said. She said most of the time, the students sing to friends and family and not strangers. But, she said, the students across all of the grades showed a great level of maturity. “We’ll be worried about, ‘OK, be on your best behavior,’ and they just, it’s like they instantly grow up 10 years and they’re these beautiful professionals for the hour,” Pratt said. She said they exceed her expectations every time. Martez Dawson and Ben Arnold are second graders. Dawson said it made him feel like he was doing a good deed, and it reminded him of a prior experience when his mom helped an older woman by buying her groceries. “When we went caroling, I didn’t really know it would actually take me back to that part,” Dawson said. He said he was a little bit nervous and scared at the same time. Arnold said caroling felt like giving his love and joy to people. The experience aligned with the trait they learned about that month which was empathy. Both students said they’d like to go back to the nursing home to sing again. DETROIT — Registration is open for all four sessions of the Born in Detroit Baseball Camp that will be held at the Wayne State University athletics campus on Jan 31 and Feb 7. The sessions will be broken up by position and age and will all take place at Harwell Field and the Doris J. & Donald L. Duchene Sr. Athletic Facility. “This event is a great opportunity for our programs to connect with the motivated participants and empower them by providing both educational and impactful experiences that will help their development and carry over to their high school and youth baseball seasons,” Wayne State
University head coach Ryan Kelley said in a press release. “Our dedicated coaches, staff, team and partners like Born in Detroit help make this opportunity come together.” Sessions one and two will focus on pitching development and will be held on Jan 31. Session one will be for ages 8-13 and will take place from noon to 2 p.m., and session two will be for ages 14-18 and will be held from 2:30 to 4:30 p.m. The pitching development sessions will focus on arm care, strength and conditioning education, drills and bullpens. Participants will also have the opportunity to work with current Wayne State University baseball players and members of the Wayne State coaching staff, who will also lead classroom instruction. DETROIT — The NCAA and the Detroit Local Organizing Committee revealed the logo for the 2027 Men’s Final Four on Friday, Dec 19, at Ford Field. The tournament games will take place at Ford Field on April 3 and April 5, 2027. The logo was designed by Section 127 and draws inspiration from the city’s street signs and auto tags. Detroit’s 313 area code is also displayed next to a basketball-record album graphic that pays homage to Motown and the city’s legacy. The “Detroit” in brackets in the middle highlights the tournament being hosted by the city. “We are thrilled that the Final Four is returning to the great city of Detroit,” NCAA Senior Vice President of Basketball Dan Gavitt said. “While it’s only the second time the Final Four has come to the city, Detroit and other Michigan cities have a long history … of hosting March Madness.” The Palace of Auburn Hills, Ford Field, Little Caesars Arena, the Pontiac Silverdome and Jenison Fieldhouse have all hosted NCAA Tournament games before, dating back as far as 1963. hen starting a business, entrepreneurs think about all aspects that will make it successful: daily operations, building a customer base, hiring employees, managing cash flow, city zoning ordinances and much more. After navigating over the hurdles, making it through the first year feels like a milestone.
‘The biggest challenge has been getting the word out’
Bricks & Minifigs Novi, located at 49881 Grand River Ave., in Wixom, opened Sept. 21, 2024. In that first year, the store owners learned a lot about what worked and what improvements can be made. “I think what got us through is our positive attitude and amazing customers,” said Cara Suksi, who created the store with her husband Kevin. “We have so many repeat customers. They’re so supportive. They take part in some of our events we’ve done. It’s hard to walk in our store and not have a huge smile on your face.” Bricks & Minifigs Novi is every Lego fan’s dream. “We sell everything Legos. We sell new and boxed Legos. We sell bulk Legos includ-
ing bins,” Cara said. “Legos are made well. They don’t lose their value. They always fit together.” The Suksis own Bricks & Minifigs Novi with two other partners: Cathy Drapeau, who is Cara Suksi’s mother, and Sean Krabach. Everyone took on different roles to make the store a success. Kevin, who still works his full-time job outside the family business, takes care of the finances for Bricks & Minifigs Novi and assists with the inventory. Cara handles the marketing, events and birthday parties. Krabach is responsible for the inventory, and Drapeau was put in charge of human resources. Cara and Kevin’s teenage son Jack also helps out, along with a group of dedicated staff members. Kevin always had an interest in Legos. Cara said he’d buy and sell them online, and one day suggested they open up their own Lego store. Along with sales, Bricks & Minifigs Novi buys and trades all Lego products. Because of Kevin’s hobby, the Suksi already had a lot of inventory to stock the store. It was a long process to open the business. The Suksis traveled out of state to meet with the Lego CEO and founder. They also completed a week of training. spent a few days working in the company’s flagship store. “It was pretty intense,” Cara said. “It’s a risk. The biggest challenge has been getting the word out. People are still finding us for the first time. Every market is different. What sells in one market may not sell in another market.” The owners continue to come up with new ideas as the business grows. Bricks & Minifigs Novi, for instance, will participate in National Lego Day on Jan. 28. Cara suggests customers check on the store’s social media pages — Facebook, X and Instagram — for updates. “Star Wars” is probably the biggest seller. The botanical flower themes, superheroes, “Lord of the Rings” and Friends sets also are popular. Cara said that many people come in to build their own creations or sometimes find missing pieces from a set they already own.
‘I knew I had to keep going’
In the summer of 2025, Mariah Moore fulfilled a longtime ambition of opening up her own business called EverCare Home
Health. The virtual office is located in Bloomfield Hills and provides home health care services throughout metro Detroit. Moore always had an interest in helping others. She started caregiving when attending Ferris State University. After graduating from college in 2011, she worked for Child Protective Services in Michigan but also continued with caregiving on the side. At first it was to make extra money, but then Moore discovered how much she enjoyed working as a caregiver. “I worked for different agencies in metro Detroit,” Moore said. “I knew I loved it.” She eventually left CPS. In 2023, the budding entrepreneur decided it was time to open up her own home health care business. She wasn’t sure how to get started but met a mentor who offered a number of tips to help in the beginning. Moore paid attention to every detail to make sure she was on the right path to opening EverCare Home Health. “She taught me how to do it from beginning to end,” Moore said. “She went over everything with me.” That included putting together a business plan, setting policies and procedures, and registering as an LLC business. EverCare Home Health offers a number of nonmedical services including dressing, bathing, companionship, light housekeeping, and
transportation for doctor’s appointments and running errands. Currently, Moore has 10 caregivers on staff and four clients. One strategy Moore uses to find new clients is to pay a company for referral leads. “The most challenging part was finding clients in the beginning. No one was calling. It was disappointing,” she said. “I knew I had to keep going. It took about two months to find my first client. It seemed like it was never going to happen.” Moore makes sure to get to know the clients and their families to find out what the needs are. Some clients receive short-term care while others need long-term care. One client is receiving care 24 hours a day, seven days a week. “I stay involved so families feel comfortable contacting me,” she said. “We have to make sure the caregivers are reliable.” While Moore is “glad my company is a little bit smaller,” she does have plans to expand in the future. She would like to add more 24/7 clients and offer medical care. She knows the hard work involved in operating her own business, and she is willing to put in the time. “I want to continue to grow, and I still want to be able to have good relationships with each family,” Moore said. “I never thought I would have my own company. that are commensurate with the cost of providing the service and that was not happening,” Pike said. She said they needed to reexamine what it costs to provide services and what they are currently charging. A few of the updated fees include those for signage, concrete and fence permits with building, plumbing, electrical and other permits still in review. The increased fees went into effect Jan. 1. Pike said they hope to be done with updates before the next budget year begins on July 1 and that they can continue to review them every year as part of the budget process, which typically begins in February. “That means we really need to be finished the first quarter of 2026 with the review and recommendation so we can get it on council’s agenda and then subsequently get it posted,” Pike said. Pike said the updates have been a long time coming with multiple conversations with subcommittees, help from council members Chris Vitale and Linda Bertges, and the assistance of staff at City Hall. She said the first time this subject was brought before the council was in August 2024. “This was not a decision that council took lightly,” Pike said. “This was something they’ve deliberated for the last 18 months or so.” Costs were determined by what they charge and how much time and labor it takes for members of city staff to complete the service. “It wasn’t, ‘Let’s just put a number on it.’ It was, ‘Let’s look at the real fees so that we know that we’re not overcharging residents and then let’s make the fees commensurate with what it actually costs us,’” Pike said. During the meeting, Pike said they looked at a lot of other communities and their pricing. She said while they are not competing, the prices are still very competitive. See FEE on page 24A

general employee pension plans stand at 63.21% funded and its police and fire pensions stand at 61.74% funded. Barnes said both of the funds are over the 60% threshold required by the state. Other post employment benefits or OPEB stand at 35.62% funded for general employees and 44.22% funded for police and fire. Barnes said a lot of municipalities are still working to get to the designated 40%. “(The city is) making some good progress on that side,” Barnes said. For the fiscal year spanning from July 1, 2024, to June 30, 2025, the city had $55,305,217 in revenues and transfers added to the general fund. The revenue came from the following sources: $22,419,590 in taxes, $9,155,966 in federal grants, $8,343,968 in state grants and shared revenue, $5,932,272 in other expenses, $5,442,387 in charges for services, $2,036,480 in fines and forfeitures, and $1,974,554 in licenses and permits. Barnes said that is up around $9.5 million from previous years. She said the majority of the increased funds comes from federal funding including American Rescue Act Plan dollars.
“But that does obviously kind of skew the percentages we’re used to talking about relative to the rest of the city funding,” Barnes said. She said most of the other funds didn’t change significantly. The city also had $54,291,348 in expenditures and transfers. The expenses were recorded as follows: $23,583,178 for public safety, $9,179,376 for general government, $9,128,478 for transfers out, $6,365,348 for recreation and culture, $3,102,197 for other expenses and $2,932,771 for judicial expenditures. Barnes said that increased around $7.7 million from the previous fiscal year. All of the increase comes from transfers out for the capital project fund for the public safety buildings. “Total transfers out were about $9.1 million for the fiscal year and the majority of that was for the capital project,” Barnes said. She went on to say this would also skew the percentages they are used to seeing. Barnes said the core expenses in the general fund without the big transfers decreased slightly. She repeated what Walters said in the beginning, stating that the fund balance in the general fund increased by around $1 million. The fund balance ended the fiscal year

It is split into categories with non-spendable funds at around $1 million, assigned funds at around $600,000 and unassigned around $16.9 million. “(There is) a healthy amount of unassigned fund balance for you to work with,” Barnes said.
The city recognized a little more than $12 million in federal expenditures with a little under $10 million in American Rescue Plan Act funding. The ARPA program was audited as well and Barnes said there were no findings of consequence related to it. See AUDIT on page 24A

Michigan once before, in 2009, also at Ford Field. “The Final Four is much different than it was in 2009,” said Dave Beachnau, CEO of the Detroit Local Organizing Committee for the 2027 Men’s Final Four. “It’s really been amplified.” Beachnau went on to say that last year’s Men’s Final Four in San Antonio reported $400 million in economic impact on the area and that organizers expect about 100,000 visitors to come in from out of town for the event. In 2024, downtown Detroit hosted the NFL Draft and reported an all-time NFL record in attendance with 775,000 people showing up across three days. In 2027, the Final Four will have a different feel to it. “The NFL Draft was a great event, but these two events are almost complete opposites,” Beachnau said. “We did have a lot of out of town visitors for the draft, but it was largely a local audience. cool experience to be able to have grown up with two people that I would consider like family.” Chapa, who plays the Stepmother, said being involved in theater at Parkside is special because of the bonds participants forge and the teamwork that goes into putting on a show. “We support each other, and our director, Ms. Mer, she’s amazing,” Chapa, 17, of Clinton Township said. “She definitely knows what we’re capable of and she pulls that out of us. … She uplifts us.” Ms. Mer is MaryEllen Renne, theater director and Parkway Christian School’s head of the Fine Arts Department. “I try to encourage my students, as actors, to dig deep into the backstory of their character. What motivates their character to be like they are,” she said. “So why is the stepmother so bitter toward Cinderella? Is it because she really doesn’t like her because she’s not a nice person? Well, that’s not it. The stepmother is sad and angry that her husband died and has now left her to care for a house. … She sees the dad in Cinderella. So it’s a constant reminder of where her life currently is. But instead of choosing to
see the good in it, or the positive, the way Cinderella does, she chooses to be bitter about it.” Renne, a Sterling Heights resident who’s been at Parkway for a dozen years, wiped tears from the corner of her eyes while reflecting on Chapa, Cannistraci and Woolman. Her voice choked as she described witnessing the students develop as people and performers. “They have been with me for a very long time, so we have grown together,” she said. “They have helped this program grow through their tenacity, their consistency, their determination and their grace. … They love Jesus, which is always a plus for me because that’s the core of where we always go. The three of them live by faith. They live their faith in an outward way that inspires me to want to do that as well. I have always said at the end of each show, they do make me a better person.” Cannistraci said he believes faith helps Parkway theater productions stand out. “We as a theater department are a very sincere group. We try to do everything to the best of our abilities, and we’re always trying to improve and see where we can grow,” he said. “And I feel that putting God in the center of it, for us, since we are a Christian school, has helped shape the way we do things and the outcomes of our shows. I feel like it’s allowed us to be able to grow as
people and as actors and actresses.” Chapa, likewise, said religion is a key component of a successful Parkway show. “God is first, last and everything in between in this program,” she said. “We really use Him as a foundation, and we pray all the time. I feel like that really helps and it shows what you see on stage.” Although entertainment and a meaningful message are the culmination of every Parkway production, Renne said theater ultimately teaches students deeper lessons. “It’s not about performance for me, actually, it’s life skills,” she said. “It’s organization. It’s commitment. It’s courage — working through a fear and realizing that you are capable of anything when you put your mind to it. It’s camaraderie, friendships and a realization that we’re each unique and that we each have our own areas of giftedness. Sessions three and four will focus on hitting and offensive development and take place on Feb 7. Session one will be for 8- to 13-year-olds and will be held from noon to 2 p.m., and session four will be for ages 14-18 from 2:30 to 4:30 p.m. Wayne State will provide detailed hitting instruction; strength, speed and flexibility education; instruction on the mental aspects of hitting; and base running drills. According to Wayne State’s press release on the camp, participants can anticipate a high volume of repetitions in a fun atmosphere hosted by Wayne State players and staff. “The baseball camp at Wayne State is an extraordinary opportunity for Born IN Detroit to support our city’s youth and foster the development of the next generation of players.”Anthony Tomey, co-owner of Born in Detroit, said in the press release. Tomey was a standout pitcher who played for Detroit Catholic Central and Eastern Michigan University before being drafted by the Detroit Tigers in the 30th round of the 2003 MLB Amateur Draft. He then played minor league baseball for the Tigers and Dodgers organizations until 2008. “We’re honored to help young athletes build their skills and confidence on the baseball field,” Tomey said in the release.

CRIME WATCH Larceny reported on Harper Avenue
At 4:56 a.m. on Jan. 6, a theft from a vehicle was reported in the 24000 block of Harper Avenue. The victim, a 26-year-old woman, stated she arrived at the gym, parked her vehicle and went inside to complete her workout. When she got back to her vehicle, she discovered her passenger window shattered and her hidden purse missing debit cards. In total she was missing four debit cards and her Social Security card. The vehicle was reportedly locked. The victim told police she received a fraud alert from her bank and they cancelled her debit card.
Windshield damage reported on Gaukler Street
At 11:11 a.m. on Jan. 1, an incident involving vehicle
damage was reported in the19000 block of Gaukler Street that occurred sometime between Dec. 31 and Jan. 1. The victim, a 28-year-old man, stated sometime overnight his truck windshield was broken. He parked his vehicle in the driveway the previous night with no damage and when he woke up the next morning, he found shards of glass in the passenger seat. It looks like the window was struck with an object. The victim suggested a firework hit it, but there was no debris and no footsteps to indicate that.
Vehicle theft reported on Williamsburg Street
At 11:53 p.m. on Jan. 1, a vehicle theft was reported in the 32000 Williamsburg Street. The victim, a 50-year-old woman, was contacted by another police department stating her stolen vehicle was involved in a crash. She then informed the St. Clair Shores Police Department. Police said they saw the suspect exit the vehicle and enter a getaway vehicle. The victim stated her
son last parked her vehicle in the apartment parking lot at around 11 p.m. The victim had one key fob in her possession, but there was a key fob in the vehicle.
Slashed tires reported on Clairwood Street
On Dec. 29, tire slashing was reported in the 22000 block of Clairwood Street. The victim, a 36-year-old woman, stated she went to leave for work and received an alert indicating that both of her driver’s side tires had no air pressure. She brought the car back home and got a ride to work. Holes were spotted on both tires. The woman said her police dog barked in the early morning hours and she didn’t know why. She went outside with the dog and spotted a vehicle that left when she turned the light on. She was unable to get the plate number or see anyone. — Alyssa Ochss

MSU head coach Tom Izzo offered his support of the event and the logo. “Michigan State played a huge role in us being able to win the bid for 2027. Not only coach Izzo with his reputation … but (MSU) has great credibility with the NCAA from an event management standpoint and how they conduct their business,” Beachnau said. “While there were a lot of factors that went into the decision to come to Detroit, I think without Michigan State it would’ve been more difficult for us.” The last time that the Men’s Final Four was in Detroit, Izzo and MSU made the Final Four and lost to the University of North Carolina in the national championship game. The 2009 Spartans are one of the few teams in NCAA history to play a Final Four game in the program’s home state. In 2008, regional final games were played at Ford Field and were used as a dress rehearsal for the 2009 Final Four. Some of these fees are not yet equal with what it takes to complete the service, but, Pike said, staff and council members didn’t want to increase the price a huge amount right off the bat. “In some cases, we’re still not there but we’re much closer,” Pike said. Councilwoman Candice Rusie said she would like to review ordinances related to the special land use, garage sales and a few other issues. She also recommends keeping the penalties the same, not listing them as fees and listing a penalty clause. She acknowledged the amount of work put into the process. “I just don’t like it being called a fee when we know it’s operating as a penalty and a disincentive,” Rusie said.

Rusie said she doesn’t agree with some of the administrative fees for city attorneys and others during meetings of the Planning Commission and a few other things. “For each site plan approval, we’re saying it’s $300 for the city attorney to attend a Planning Commission meeting for two hours when we know each approval isn’t two hours,” Rusie said. During the meeting and in the interview, Pike said this isn’t a money grab for her department and others. She said they understand the shocking price hike and understands that it is a lot. “We can’t make a profit,” Pike said during the meeting.
The item was approved 6-1 with the addendum that the “work without permit” fee moves to the penalty clause instead of the fee clause. Rusie opposed the item.
