Message from the Chairman
For the past four years I have had the honor to champion our relief society, Coast Guard Mutual Assistance (CGMA). Over my tenure as Commandant, global events have shown our Coast Guard remains on the front line of our Nation’s maritime security, safety, and stewardship. These events vividly demonstrate our Service’s readiness, and CGMA continues to show up right beside us empowering our personal readiness for the Coast Guard mission. We are united in service!
This past year was no exception to the increasing frequency and intensity of disasters. Sixteen years to the day that Hurricane Katrina swept through New Orleans and surrounding cities, Hurricane Ida struck with intensity and severely impacted both Marine Safety Unit Houma and Station Grand Isle. CGMA immediately sprang into action. Through timely communication with local COs and CGMA Representatives, assistance was swiftly initiated. Ultimately over $1.9 million of support was given to over 800 affected members, making Hurricane Ida the second largest Hurricane response in CGMA history. The support was once again invaluable as it allowed our men and women of the Coast Guard to execute their duties without financial stress.
We are an agile, adaptive force whose greatest value to our Nation resides in our ability to rapidly shift our missions and efforts to meet national priorities during both steady state and crises. And it seems that we are more frequently responding to crises. CGMA also continues to demonstrate their ability to shift for crisis and are always searching for new programs to help our Coast Guard families. In 2021, CGMA gave out $6.6m in grants and loans to more than 4,400 clients.
Bravo Zulu to the CGMA Staff and the Board of Directors. I have been honored to witness its diligent oversight, governance, and stewardship of donor dollars these past four years. Here’s to another outstanding mission accomplishment. Message from the Master Chief Petty Officer of the Coast Guard
From the earliest days of my career at Station Short Beach to serving as a member of the CGMA Board of Directors today, Coast Guard Mutual Assistance has enriched my life beyond measure. From Supplemental Education Grants, to layettes to disaster grants, it has been a pleasure for me and my family to see first hand how CGMA helps.
My passion for CGMA’s life-changing mission is deeply personal: time and time again, I’ve witnessed first hand how challenging circumstances such as a family medical emergency, the need for first and last month’s rent, or a major unexpected car repair can overwhelm personal finances. When friends and coworkers are going through difficult times, it can be overwhelming knowing how to help. That’s why Mutual Assistance exists. CGMA provides the means to care for one another through the tough times.
Once again, CGMA mobilized to mitigate a challenge and developed a new program. When they saw the financial hardship our Coast Guard families faced with fertility treatments, CGMA created the Assisted Reproductive Services Loan Program (ARS). We all know how important family is and this program helps those who may need some outside assistance with expanding their family. The CGMA ARS program gives a $6,000 interest free loan to assist with the cost of fertility treatments like IVF and IUI.
CGMA is the first military aid society to offer such a benefit. I couldn’t be prouder.
Additionally, I want to send my sincere appreciation to the dedicated staff at CGMA Headquarters for their day-to-day administration and to all the CGMA Representatives and Assistant Representatives who help carry out the mission in the field. Everyone’s diligent oversight, mission focus, and continuing assessment of the needs of our shipmates and their families is nothing but stellar.

CGMA REPRESENTATIVES
Partnerships
CGMA maintains cross-service agreements with Air Force Aid Society, Army Emergency Relief, Navy-Marine Corps Relief Society, and the American Red Cross. These partnerships make it possible for military members of all services, population 2.5 million, to receive emergency assistance 24 hours a day, 365 days a year. Through these partnerships, we are always ready to provide timely assistance for the men and women of the U.S. Coast Guard.

Following a major disaster, CGMA’s initial objective is to rapidly provide emergency assistance for evacuation and cash needed to meet basic living expenses such as food, shelter, and clothing.

Assistance for a CGMA Representative gets personal
Hunkered down with his family, CGMA Representative Lieutenant Anthony Alger expected to ride out the storm.
The 150-mile an hour storm winds whipped and ripped the roof off his house. That night, the Alger family were able to shelter with their neighbor. As the extent of the damage became clear, Lieutenant Alger settled his wife and two children with family in Florida. He returned with a truckload of gasoline to power his mobile home and share with others. Amidst the upheaval to his own home, Lieutenant Alger sprang into action.
With a wifi hotspot, though connectivity was spotty, he opened his laptop and immediately started processing CGMA Disaster Assistance.
Hours turned into days and then weeks with power delayed and everything is disarray, yet Lieutenant Alger noted that “CGMA of course was right on top of it. We were able to get funds out and issued to people very quickly.”
Assistance climbed in the weeks following. The storm and its aftermath made a sweeping impact on an entire unit. At least 5 homes were total losses with numerous other members impacted by apartment buildings that were no longer inhabitable. Many members dealt with the destructive effects of mold due to the southern humidity as their homes were exposed to the elements. Ultimately over 70% of several units including MSU Houma, Station Grand Isle, and Coast Guard units in New Orleans, received assistance.
“We still had a job to do,” Lieutenant Alger noted. “Delivering CGMA assistance brought calm to an otherwise chaotic circumstance. The amazing men and women of the Coast Guard continued to deliver on their mission, serve each other, and demonstrate their resilience in the face of difficulty.”
Disaster and Emergency Aid are at the core of the support Mutual Assistance provides to Coast Guard members and their families. This robust support was available to CGMA clients in the aftermath of Hurricane IDA which made landfall on the anniversary of 16th anniversary Hurricane Katrina. There were extensive impacts across the Gulf region including a statewide blackout, Category 4 hurricane winds, and flooding that bludgeoned homes and displaced families.

CGMA offers Coast Guard members and their families support with PCS transitions, special needs and adoption, as well as pets and other household expenses.

Support Through PCS Transitions
Each permanent change of station (PCS) season brings its own unique challenges. This year however, COVID-19 restrictions combined with critical housing and transportation shipping shortages made an already stressful and financially demanding process even more difficult.
In response to these challenges, CGMA expanded our First and Last Month’s Rent program to cover 3 times the applicable basic allowance for housing (BAH). The program allows Coast Guard members to receive a loan equal to three times their BAH for first and last month’s rent as well as a security deposit to secure safe housing for themselves and their family.
The POV Shipment Loan was designed with junior members in mind to help relieve the financial burden imposed by shipping a family vehicle during a PCS move.
Assisted Reproductive Services Loan
CGMA’s Assisted Reproductive Services (ARS) loan, which launched in the fall of 2021, offers members an interest-free loan of up to $6,000 to assist with the costs of fertility treatments like IVF and IUI not covered by TRICARE. CGMA is the first military aid society to offer such a program. By offering members of the Coast Guard community the financial assistance needed to build their families, CGMA supports the mission readiness of Coast Guard members as they balance work and the needs of their family.

Making Education Dreams Come True
“My name is Seaman Topps and I am from Atlanta, Georgia. One of the reasons I joined the Coast Guard was for the educational benefits. Being a new member, I’m not qualified for the G.I. Bill just yet since I’ve only been in for about a year.
I’m in the middle of my master’s degree. We are on the quarter system and I’ve been paying out of pocket, but can only afford one class at a time. I really wanted to take two classes so I can complete my degree before I go to A-School. When I talked with my CGMA Representative, she recommended I apply for Mutual Assistance.
The process of getting CGMA was very smooth. There were a lot of other applications that were heavy on paperwork. But with CGMA, you apply and ask for what you need within one of their programs. The Mutual Assistance loan is zero percent interest and the payments are easy since they just come out of your paycheck and it’s money you don’t even miss. The Supplemental Education Grant (SEG) is what I’ll take advantage of next.“

Even during the height of COVID our amazing CGMA Annual Campaign Coordinators pulled off some fantastic events including Color Runs at Base Portsmouth, VA, a luau at MIFC PAC, and combined campaign efforts of Station Lake Charles.

CGMA Golf Invitational
The 2021 Coast Guard Invitational was held at the Barefoot Resort & Golf in North Myrtle Beach, South Carolina. This 4 day 250+ person event is open to all members of the Coast Guard community including Active Duty, Reserve, Retired, Civilian Personnel, Auxiliary, and their families and guests.

Message from the Chief Executive Officer
For the past four years it has been my privilege to guide this great organization for all Coast Guard men and women of the past, present and future.
I am most grateful for your commitment, trust and contributions to CGMA. Our brand value continues to increase, not only within the Coast Guard community, but also among the greater military community as more organizations turn to CGMA as a leading partner.
This year was yet again filled with new challenges that pushed us out of our box and demonstrated CGMA’s incredible strength and adaptability. 2021 continued our trend of releasing new programs. You empowered Coast Guardsmen to care for their loved ones through the creation of the eldercare loan and your commitment to the Coast Guard family is allowing members to build families of their own through the Assistance Reproductive Services Loan. This type of transformative care is thanks in part to supporters like you, unified in understanding that we must help our own, that we belong to one another, regardless of race, gender or geography.
In the coming year, we will continue to supplement support for the Coast Guard community in places where the government cannot. In this way, CGMA programs play a critical part in helping Coast Guard members and their families remain financially resilient. We are honored in our role as a valuable resource for the Coast Guard community.
I can’t thank enough our colleagues at the other military relief societies and the American Red Cross, and the over 500 Representatives and Assistant Representatives who all spend significant time to ensure that we can assist Coast Guardsmen and other members of the military around the world, 24/7, 365 days a year.
