Breakout Session #1 Driving Growth: Best Practices & Identifying Opportunities Session Objective: This breakout is an opportunity for state offices to share business development best practices, discuss emerging trends, and identify opportunities for growth across offices and the broader Cornerstone team. The goal is not to develop a business development plan for every office. The goal is to exchange ideas, identify opportunities, and leave with practical strategies that can help drive growth across the State Government Relations business unit. Format: Approximately 25 people per group – 2 moderators and 1 notetaker per group Encourage participation from everyone — we want to hear different perspectives, experiences, and approaches Focus on both sharing successful business development strategies and identifying future growth opportunities – be sure to cover at least topics 1 & 2 Identify 1-3 key takeaway Potential Topics: 1. Business Development Best Practices o What approaches have been most effective in generating new business opportunities? o What has been most effective when pitching prospective clients? o How do you stay in front of prospects and referral sources? o What conferences, associations, networking or marketing events, or relationship-building activities have led to meaningful opportunities? o What business development tools or practices would you recommend to other offices? 2. Industry Trends & Growth Opportunities o What industries, sectors, or policy areas represent the greatest growth opportunities in your state? - Each state should identify one or two industries, sectors, or policy areas it is prioritizing for growth and discuss why the office is uniquely positioned to support clients in those areas, as well as any opportunities for cross-office collaboration. - Other states respond and help brainstorm opportunities and potential connections. o What emerging trends should other offices and clients be watching? o What cross-office or multi-state opportunities should we be discussing? 3. Cross-Selling & Client Growth Opportunities o How are you identifying opportunities to increase retainers or expand existing scopes of work? o Are there opportunities to connect existing clients with expertise or services from other Cornerstone offices? o Are there clients elsewhere in the firm that could benefit from engagement in your state? o How can we better leverage the full Cornerstone platform to deepen client relationships and support cross-selling?

Breakout Session #2 State Office Playbook – What’s Working & Where We Can Get Better Session Objective: This breakout is an opportunity for state offices to share best practices, learn from one another, and identify approaches that could be adapted across offices. The goal is not to solve every challenge or reach consensus. The goal is to have an honest, practical conversation and leave with ideas people can take back to their offices. Format: 10 people per group – 2 moderators and 1 notetaker per group Each group selects 2-3 topics to discuss Encourage participation from everyone — we want to hear from different offices and perspectives Reconvene as a full group to share 1-3 key takeaways and to include in the state office playbook For Each Topic, Dis cuss: 1. What’s working? – What are you doing that other offices might benefit from? 2. What’s hard? – Where are you struggling or seeing inconsistent approaches? 3. What could we do differently? – What’s one idea, practice, or solution worth trying or adapting? Potential Topics: 1. Building & Maintaining a Strong Office Culture o Connection, accountability, team dynamics, staff meetings, biweekly calls, team engagement, cross-office collaboration, operations support, and fostering a high-performing team environment 2. Getting the Most Out of an Associate o Delegation, ownership, proactiveness, utilization, and meaningful work o Providing and seeking feedback, supporting professional development, and career growth 3. Client Service & Navigating Difficult Clients o Setting expectations, proactive communication, responsiveness, managing difficult situations, and protecting both the relationship and the team 4. Managing Priorities & Team Capacity o Balancing client demands, legislative work, internal responsibilities, urgent requests, and competing priorities. How do you delegate and determine what really needs to get done? 5. Strengthening Internal Communication & Cross-Office Collaboration o Information sharing, leveraging expertise across the firm, cross-office collaboration, and keeping teams informed without creating unnecessary meetings. What's working well, where do breakdowns occur, and how can we collaborate more effectively? 6. Leveraging Managing Principals as Strategic Resources o Best practices for engaging MPs, seeking strategic guidance, navigating challenging situations, supporting business development efforts, and leveraging leadership resources to strengthen team performance and office growth Developing the P laybook: One best practice to share – what’s working well? One idea to take back – what will you do differently? One challenge to keep working through (optional) – an ongoing challenge to continue exploring

Conflicts & Passed Potential Opportunities Breakdown
Total State GR Conflicted Opportunities: 35 Total State GR Passed Opportunities: 10 State conflicts were concentrated in the following sectors: o Technology procurement & vendor overlap – Conflicts arising from existing technology and software clients competing for similar work with state and local governments. As Cornerstone's state technology portfolio has expanded, vendor and procurement-related conflicts have become increasingly common. o Healthcare – Conflicts involving existing healthcare and hospital clients, along with the complexity of state healthcare markets, continue to limit opportunities involving competing interests. o Highly regulated industries – Opportunities in highly regulated industries presented conflicts due to competing commercial interests and increasing state policy activity. These included data centers, iGaming and prediction markets. The most common reasons for passing on state opportunities were low budgets, client expectations or the nature of the work, team bandwidth and low likelihood of success.
