Dear Friends, Everything we do is possible because of you, and because of you we begin our 4th decade with the ability and, arguably, the responsibility to be a leader. But what does it mean for a community foundation to “lead”?

To answer that question for ourselves we draw heavily from many experiences, including our leadership of the Local Response Fund during the pandemic. That tremendously successful fundraising and relief effort began by acknowledging the strengths that would be needed and which community partners could bring those assets to the urgent work required of us all in that moment.

Because of those experiences, we choose not to lead in a vacuum, but rather to embrace the many gifts that are available to us locally and beyond.

Thanks to our faithful and generous donors, we have substantial new financial assets and your trust in us to use them wisely. Our hard-working and dedicated nonprofit organizations and public agencies have a wealth of knowledge and expertise to contribute. We also have emerging opportunities to co-invest with the business community to achieve mutually-beneficial goals.

Of upmost importance are our neighbors who are living with the issues that have our attention. When we put your voices front and center, you inform our decisions on how we leverage all possible assets for the greater good of our community.

This is Home Within the pages of our 2023 Report to the Community, you will see that we are taking a local leadership role in one of the most pressing matters for communities across the country: HOUSING INSECURITY. This is a longterm commitment to an issue that has no single, quick remedy. As a permanent resource for our community, however, we are prepared to see this through.

This work began by listening to the stories of individuals experiencing housing insecurity and evolved into our community awareness campaign entitled This is Home, a traveling exhibit of portraits supported by an interactive website (web address) and recordings. The following pages feature elements of this exhibit.

Many of the community members who we met along the way are also participants in the planning and execution of the Staunton-Augusta-Waynesboro Housing Summit (web address) that we are co-hosting on October 11-12, 2023. Our intent is to emerge from the Summit with a framework on how our community can move forward together to make ours a truly livable community for all.

ABOUT

This Is Home

BY CHRIS LASSITER Over the past two months, I've had the honor and privilege of partnering with some amazing people on an initiative focused on housing insecurity. We teamed up with freelance photographer Kate Simon to create a picture gallery we entitled, This is Home.

The idea wasn't to exhaust the issue of housing, but to encourage people to think about housing. And to make these stories more visible.

We first displayed the picture gallery at our 30th anniversary celebration on November 9, 2022. Since then, it has been on display at area educational institutions, coffee shops, libraries, conferences, and a church.

Pictured on these pages is “Breaking the Cycle in Fishersville, Virginia,” where a mother and daughter stand outside a local homeless shelter on the day before they move into their new apartment. This mother spent time in this same shelter with her mother too and is hoping to write a new narrative for her growing family.

Walnuts & Daffodils NELSON COUNTY, VA

Fewer affordable homes in a community mean fewer families who are able to live in the community where they work.

Whenever Jesse Rutherford walks by a field with daffodils and walnut trees, he knows a home used to be there. Rutherford is a homebuilder and a lifelong Nelson County resident. He's concerned that older homes in his community are becoming uninhabitable at a faster rate than new, more expensive homes are being built.

Overcoming Stigmas STAUNTON, VA Jylil wanted to make sure that the school to prison pipeline wasn’t the end of his story. Bad choices born out of poverty routinely lead to a life sentence of housing insecurity. Jylil had paid his debt to society and was ready to make the most of his second chance. Despite holding a steady job, the reluctance of landlords to give Jylil that chance meant months of living in a motel—paying $600 a week. Finally, he was able to find an apartment for himself, his wife, and their three kids.

Nonprofit Grants and Beyond We are committed to our nonprofit community. We anticipate giving $3.5 million to over 200 nonprofit organizations by the end of 2023, including grants totaling $518,022 that we presented to 143 organizations through our 2023 Community Grants Program.

Strengthening civil society is how community foundations across the country can make the greatest difference. This includes investing in the ability of nonprofit organizations to deliver on their mission effectively now and in the future. Lora Hamp, our Director of Nonprofit Relations, has developed a full calendar of opportunities to connect our nonprofit professionals and volunteers through generative conversations and workshops. Beyond our grants, this is how we take care of the organizations that take care of our community.

a big financial boost for 18 nonprofits In the spring of 2023, we notified eighteen local nonprofit organizations that they would receive a large financial boost. The one-time only grants, which range from $50,000 to $150,000 for a total of $2.3 million were made possible by two donor-advised funds administered by the Foundation.

“These two funds were created through the generosity and foresight of the Clifton Forge Waynesboro (CFW) Telephone Company,” said Carl Rosberg, retired President of NTELOS (formerly CFW). “As we look beyond the pandemic, we are pleased to distribute the bulk of these funds to make a meaningful, immediate, and lasting difference in our community.

We are grateful for the support of the Community Foundation in helping us fulfill the philanthropic intent of these funds.”

In late 2022, a transformational $4 million gift came to the Community Foundation from a humble, retired civil servant who sought no personal recognition for his philanthropy. He didn’t need to venture outside of our community to find joy. You would likely find him enjoying coffee with his buddies or admiring the trains passing through Staunton.

He chose to take care of the community he loved with this extremely gracious bequest, and he gave us the discretion to decide how best to accomplish that goal. This is a rare gift, but an example of the incredible altruism in our community, and we thank him dearly.

a one million dollar agency fund The Alliance for the Shenandoah Valley - a local nonprofit working to ensure the Valley’s rural character, scenic beauty, clean water, and vibrant communities are protected - established an agency fund with the Community Foundation earlier this year with the intent to contribute $1 million to their fund through monthly installments.

An agency fund is an endowment created for a nonprofit’s charitable use which is comingled for investment purposes with over $42 million already within the Community Foundation allowing it to participate in a large, diverse, and growing investment portfolio that is professionally managed and administered.

The MaDee Project was established to honor the memory of MaDee Nicole Boxler. MaDee battled pediatric cancer from 2008-2010 and it was her strong spirit while battling this disease that became the inspiration of this project.

Families that qualify for support from The MaDee Project receive quarterly payments to help them manage their finances and focus their attention on what really matters, the treatment of the child.

Our Leadership Community foundations are tax-exempt public charities that exist to improve the quality of life in the geographic region they serve. Individuals, families, businesses, and organizations create long-term charitable funds to help meet the community's needs. The foundation invests and administers these funds, and distributes grants, scholarships, and awards throughout the community each year.

The Community Foundation of the Central Blue Ridge serves Staunton, Waynesboro, and the counties of Augusta, Highland and Nelson. We have a staff of 5 who are led by a governing board of 15.

There are approximately 900 community foundations in the United States. One of the most common characteristics of community foundations is a belief in the importance of accountability to local people.

On September 14 2022 we celebrated our 30th anniversary with some of our most extraordinary past and present board members pictured here.

The first full Board of Directors in 1993 consisted of: Richard W. “Dick” Schilling, Chair Carter R. Allen Robert “Bob” Berrang Richard Bonin H. Dunlop “Buz” Dawbarn Lisa Moore Richard W. “Dick” Smith Cynthia H. Tyson Lewis Coiner volunteered as the first Executive Director. His work was integral to the inception and daily operation of the Foundation and he is remembered with great warmth and respect.
