Before his death on December 30, 2019, Soviet-Latvian aerospace engineer Valerijs Černohajev transmitted 119 handwritten pages containing twelve technical works to his daughter in the United States.

3. Documented provenance. The manuscripts are archived. The handwriting is authenticated. The transmission to the United States is documented. The publication is in print with DOI. There is no chain-of-custody problem.

4. Institutional context. Černohajev's confirmed presence at the Admiralty Shipyard (MHD submarine program), the Thread-3 directive mapping, and the broader Soviet MHD/fusion/superconductor infrastructure place him within a documented institutional context — not as a lone outsider.

5. Testability. The framework makes falsifiable predictions. The cost of testing them is trivial by defenseresearch standards. The barrier is not technical. There is no other anomalous propulsion claim in the public record for which all of these conditions hold simultaneously.
