The Foundational Learning Competence (FLC) is a requirement for the completion of all Occupational Qualifications developed by the QCTO. It is intended to ensure that all certified learners that hold Occupational Qualifications have a functional command of English, as the language of communication in the workplace, and Mathematics as an essential component of working life.
Learners are exempted from the Foundational Learning Competence (FLC) if they have been awarded:
• A Grade 12 or a National Senior Certificate (NSC) (Mathematics and English);• A Senior Certificate (SC) (Mathematics and English); • A National Certificate (Vocational) (NC(V)) (Mathematics and English)
