18 land parcels to be impacted by intersection upgrade Central Coast Council Administrator, Rik Hart, has given approval to acquire land at the intersection of Ocean Beach Road and Rawson Road, Woy Woy, to allow for an upgrade of the intersection.

Council staff will now endeavour to acquire a number of parcels of land by agreement with the property owners.

If after six months Council is unable to reach an agreement it can make applications to the Minister and the Governor for

approval to compulsorily acquire the land.

The upgrade will significantly impact the Paint Shop building and Council says the most cost effective option is to acquire the whole of the land.

“The site will then be used as the works compound during construction and towards the end of the project, Council will subdivide and consolidate the residual land for re-sale to reimburse some of the initial project costs,” Council said.

The project is fully funded by the Federal Government through the Urban Congestion

Fund as part of the Central Coast Roads Package.

The capital budget is included in Council’s four year Delivery Plan.

The project is estimated to cost $32.56M. The release of the funding is pending the Australian Government’s approval of the Delivery Phase Project Proposal Report, to be considered by the Federal Minister for Communications, Urban Infrastructure, Cities and the Arts, expected soon.

A concept design has been prepared for the preferred

option for a signalised (traffic lights) intersection.

Hart sought assurances that comprehensive engagement be undertaken with affected property owners.

Council says there would also be consultation with the broader community to investigate concerns, noting this may result in some alteration to the proposed concept design.

Local politicians, the media and the community “are attacking the hell out of us”, “like a pack of wolves out there”.

These were the observations of Council Administrator, Rik Hart, when he held a press conference on November 10 to respond to criticisms of the decisions made to get the Council back on a sound financial footing since the financial crisis.

On October 6, 2020, the Council announced it faced

In November 2020 Hart became acting CEO and since May this year he has been the Administrator.

Hart explained the context that drove the decisions he and Interim Administrator Dick Persson made in the weeks and months after the Minister for Local Government suspended the Councillors on October 30, 2020.

Hart said over the 12 months he had been at Council he had formed the view that the State Government did not fully understand the consequences of its initial decision to request that Council seek commercial loans to support the business.

“Our experience to date is that none of the state government agencies – Independent Pricing and Regulatory Tribunal (IPART), Department of Planning, Industry and Environment (DPIE), Office of Local Government (OLG) and NSW Audit Office had any experience in dealing with a local government entity being effectively placed into receivership and being required to seek commercial loans,” Hart said.

He pointed out the difficulty Council had in dealing with the agencies with no coordination between them and with each of them following their own policy agenda and setting.

He said the Council had been

treated like a “piece of carrion sitting there with hyenas pulling them one way and vultures attacking”.

He said the State Government kept them at arms length while the Council had to dance to a commercial bank’s tune to secure two loans totalling $150M. The banks actually demanded hard assets rather than future cash from rates as surety for the $100M loan the Council secured in late December, 2020 so some community assets were now mortgaged.

Hart said he had tried for three days in December to make contact with the deputy secretary of the Office of Local Government to secure a

statement of support from the State Government to give to the commercial bank which was giving the loan.

Eventually he phoned Minister for Planning and Public Spaces, Rob Stokes, and the letter came through at the 11th hour.

“Without the statement of support from the NSW Government we would have had to close the doors of Central Coast Council, it was that dire,” Hart said.

Further attempts to hold an urgent meeting this year with Minister for Customer Service, Victor Dominello, was declined and one with Greg Piper MP postponed.

Pub baron turns first sod on Umina retail development

Owner and millionaire pub baron, Arthur Laundy, was surrounded by his family to help turn the first sod on the Lone Pine Plaza on Monday, November 15.

With champagne corks popping and the sound of the screw pile drilling into soil, around 20 residents were present to see construction officially begin on the old Umina Mall site in Ocean Beach Rd. The redevelopment, which will be built in four quadrants, will feature 12 speciality retailers including a supermarket, commercial offices, a bottle shop, a medical centre and pharmacy.

It is expected to open to the public towards the end of 2022.

The plaza will host two anchor tenants –IGA and Celebrations – and will also house a café facing on to Ocean Beach Rd. Laundy said it was a project he felt was “absolutely necessary for the area.

“This has been a 10-year project … it’s incredible it’s finally

happening,” Laundy said.

“I think if you consider the building I bought 20 odd years ago, and the building we are constructing now ... I think any person that could become a tenant now would have to be proud of the situation.

“The convenience of this shopping centre will be an absolute winner.

“I do believe we are going to give this area something to be proud of.”

Initially approved 10 years ago, with modifications approved in 2015, the development stalled for several years as negotiations continued on the purchase of two lanes behind the site.

Laundy said the redevelopment had been a long time coming.

“First there was an argument about – I owned land each side of a little, tiny Council lane – and the Council were quite happy for me to do the rebuild as at that stage it hadn’t been burnt down,” he said.

“But where the problem lay was the valuations.

“We had two valuations – I had an independent valuer and the Council had one – my valuation was around the $400,000 and

“We have seen this all the way through COVID … those retail malls which are on-grade and easily accessible … you’re in, you’re out, it’s easy.”

There will be multiple access points to the centre along with plans to install an ambulance bay alongside the medical centre.

Peninsula Chamber of Commerce President, Matthew Wales, said the development indicates confidence in the local business community.

“It’s a significant development that is certainly going to change the way local residents do their shopping and it’s been a long time coming,” Wales said.

“We are really glad that Arthur has broken the ground finally after years and years …the important thing is it’s a show of confidence in our local business leaders and developers.

“It will improve the retail mix on the Peninsula so there are options for people, and with the state-ofthe-art IGA, it’s going to make a big difference for residents.

“Arthur Laundy and the Laundy Group have got a big stake in the

Peninsula now with some other recent purchases.”

Member for Gosford, Liesl Tesch, said she hoped the shopping centre would help provide competitive business rents in the area.

“We appreciate your patience and the work you have done in the community and [for] people in affordable housing, to relocate them as best we can,”Tesch said. “[It’s] a fantastic outcome for our community but also something they have been looking forward to for a really long time.

“Business rents are really high across the community so there’s quite a bit of competition … it’d be nice to see pressure put on other places to actually improve their quality, whilst this one’s going to be a really good location.

“It’s close to so many houses and just a really easy-to-use facility.

“And it’s only going to be one level which is also really important to our elderly community.

“Thank you to the Laundy family for their commitment to this region for making this an even better place to live.”

Minister stands by ‘open and transparent’ response to Council crisis Several submissions to the Public Inquiry into Central Coast Council have asked why Local Government Minister, Shelley Hancock, never delivered on the assistance she promised the day the Council realised it faced immediate and serious liquidity issues in October 2020.

But the Office of Local Government (OLG) told Coast News this week that it stands by its “swift and decisive action in response to the crisis”.

On October 6, 2020, Minister Hancock instructed the OLG to appoint an independent financial expert and a Human Resources (HR) adviser to ascertain Council’s true financial position and to identify

options to address the issues as quickly as possible.

The two experts never arrived.

On October 12, the Councillors agreed to ask the Minister for permission to use restricted funds to maintain Council’s cash flow.

It reckoned it needed up to $60M to cover costs while the 100-day recovery plan did its work.

Council had more than $360M in restricted funds that were invested but only the Minister could approve spending it for unrestricted purposes.

The Councillors also asked the Minister for confirmation on the timing and scope for the arrival of the financial and HR experts.

Three Liberal councillors –

Jilly Pilon, Troy Marquart, and Rebecca Gale – and two independents – Greg Best and Bruce McLachlan – voted against these decisions.

Their own notice of motion later in the meeting, which eventually was also adopted, asked for the OLG, the Audit Office and the Minister to step in and assist Council.

Member for Terrigal, Adam Crouch, issued a press release on October 14 saying the State Government would not bail out the Council.

“I have spoken extensively with the Minister for Local Government and the Government will not be strongarmed into taking responsibility for Central Coast Council’s failings – there will be no state

funding or legislative exemptions,” he said.

He said the OLG had written to Council’s Audit, Risk and Improvement Committee’s (ARIC’s) independent chairperson, Col Gellatly to request that he play a key role in advising Councillors.

On October 19, the Councillors unanimously adopted their 100-day plan.

On the same day Mayor, Lisa Matthews, requested an urgent meeting with the Minister.

She received no response.

On October 20, the Councillors met again and resolved to make “urgent representations” to the Minister seeking permission to use restricted funds to pay staff for the week saying that “should the

A 3,622 square metre property at 3 Bounty Close, Tuggerah, has been sold by Central Coast Council to its current tenant, Central Coast Group Training (CCGT) Limited, for $652,088.

According to a valuation report from Knight Frank the value of the property, if it was assessed as having ‘vacant possession’, would be about $3.7M – more than five times the actual sale price.

CCGT owned the 3 Bounty Close land which it transferred to Wyong Council in 2013 to secure a Commonwealth Government grant to construct the building it has now purchased back from Central Coast Council.

CCGT entered into a lease with Wyong Council which carried over to Central Coast

Council which enabled it to pay a peppercorn rent of $120 a year plus CPI increases with a lease until 2054 and two additional five year lease options.

It also had an option to buy back the land after February 1, 2020.

During the sale process, Knight Frank estimated a fair market rent on the property would be $175 per square metre net per annum or about $245,000 a year.

It said in a swot analysis that the buyer profile included the “sitting tenant purchaser” enabling the current lease agreement to be extinguished to maximise the capital value of the property or an entrepreneurial investor realising the asset’ value in 2054.

Commonwealth Government Community Development Grant via the former Wyong Shire Council.

The recent sale of the Tuggerah building to CCGT came to light when it appeared on a list of properties sold as part of Council’s asset sale program, reported in the agenda for the November 23 Council meeting.

Council said the sale was related to an agreement resolved by the former Wyong Council.

“The lessee of 3 Bounty Close, Tuggerah exercised its option to purchase the land and Council sold this property in line with a market valuation,” the staff report said.

The settlement date was listed as June; the valuation price was $652,088; and the property changed hands at that price.

The valuation report was dated February 3, 2020.

A letter of instruction from Greg Best, General Manager of CCGT and suspended Central Coast Councillor, said: “Given the 40-year lease at peppercorn rent the Lessee expects the valuation to be nominal, however, it is bound by the terms of the option to purchase at valuation”.

The Knight Frank report explained that “the current lease reflects a ‘peppercorn rent’ currently at $130 per annum net”.

On this basis Knight Frank determined the value of the property to be $652,088.

“We have chosen to value the property as at the date of valuation taking in to account the Peppercorn Lease Agreement in place,” the Knight Frank valuation said.

Central Coast Council Administrator, Rik Hart, has given approval to acquire land at the intersection of Ocean Beach Road and Rawson Road, Woy Woy, to allow for an upgrade of the intersection.

Council staff will now endeavour to acquire a number of parcels of land by agreement with the property owners.

If after six months Council is unable to reach an agreement it can make applications to the Minister and the Governor for

approval to compulsorily acquire the land.

The upgrade will significantly impact the Paint Shop building and Council says the most cost effective option is to acquire the whole of the land.

“The site will then be used as the works compound during construction and towards the end of the project, Council will subdivide and consolidate the residual land for re-sale to reimburse some of the initial project costs,” Council said.

The project is fully funded by the Federal Government through the Urban Congestion

Fund as part of the Central Coast Roads Package.

The capital budget is included in Council’s four year Delivery Plan.

The project is estimated to cost $32.56M. The release of the funding is pending the Australian Government’s approval of the Delivery Phase Project Proposal Report, to be considered by the Federal Minister for Communications, Urban Infrastructure, Cities and the Arts, expected soon.

New ambulance station to be built at hospital

A new ambulance station will be built at Woy Woy Hospital in 2022 as part of the NSW Government’s focus on rural ambulance infrastructure.

Parliamentary Secretary for the Central Coast, Adam Crouch, said the new station would ensure local paramedics have the latest facilities to best deliver local emergency care

needs.

“NSW Ambulance and Health Infrastructure worked to identify the location using best practice modelling software to determine the most suitable location for mobile emergency care in our region,” Crouch said.

“It will feature internal parking for up to 10 emergency ambulance vehicles, administration and office

areas, training and meeting room, external wash bay, external on-site staff parking, logistics and storage area and gym.

“I encourage local construction companies here on the Central Coast to participate in the tender process which is due to commence early 2022.

“This station, which is due for completion in 2022, will be a

The new station is expected to replace the existing Ettalong Ambulance Station.

Bank donation will help keep charity running Local charity Mary Mac’s Place has joined up with Commonwealth Bank Umina to help provide support to those in need.

The banking branch presented Mary Mac’s with a $500 cheque as part of their ‘Community Donations’ fund.

Practice Manager for Catholic Care’s housing and homelessness programs, Sean Mackinnon, said the $500 donation would help keep the charity’s door open.

“We were advised [of an] internal grant from within Commonwealth Bank and the Umina Branch nominated us as their preferred local service,” Mackinnon said.

“This is a new relationship for us, which we are grateful for.

“Mary Mac’s operates on one full-time paid employee who manages over 50 volunteers and the day-to-day operations of the service.

“Operation costs are approximately $150,000 per

annum which include wages, utilities, insurances, cleaning and maintenance and purchasing of essential products not otherwise donated.”

Mary Mac’s is run under the umbrella of the CatholicCare Diocese of Broken Bay and relies on donations through parish charitable works funds and other community donations such as club grants and on occasion, bequests.

The option will see a signalised intersection with five lanes on Ocean Beach Road.

There will be road widening required at the corner splays, and typically four metres on the eastern side of Ocean Beach Rd affecting 18 land parcels.

Car clipped on level crossing About 9am on Wednesday, November 24, emergency services attended the train line on the Rawson Rd level crossing at Woy Woy after reports of a car on the train tracks.

Police were told the car stopped on the railway tracks at the level crossing before the train clipped the car.

The driver of the vehicle, a 64-year-old woman, was uninjured and checked over by NSW Ambulance paramedics.

Both the driver of the vehicle and the train driver underwent mandatory testing and provided a negative breath test.

Officers from Brisbane Water Police District attended and commenced enquiries, and the road was closed for approximately 90 minutes.

Member for Gosford, Liesl Tesch, said the incident was a wake-up call for the NSW Government and their decade long broken promise to replace the level crossing.

The NSW Liberal Government made the commitment to fix the dangerous level crossing in 2011 during the state election campaign.

She said she had written to the NSW Transport Minister asking for an update about the 2011 NSW Government commitment and what plans Transport NSW had to make the level crossing safer.

Administrator steps up campaign to extend rate rise Central Coast Council Administrator, Mr Rik Hart, is stepping up his campaign to have the 13 per cent Special Rates Variation (SRV) granted by the Independent Pricing and Regulatory Tribunal (IPART) for three years from July 1 this year extended for an extra seven years.

He is asking ratepayers to take an online survey asking for feedback on “maintaining services and rates”.

The SRV (due to expire in 2024) was granted on top of the mandated 2 per cent rates peg, seeing a total rise of 15 per cent.

Hart said maintaining Council services would be all but impossible unless the SRV was extended for an extra seven years (making 10 years total).

He said Council had done everything it could behind the scenes to help Council’s financial situation and now it was up to the community.

“Our financial recovery is on track, but we cannot become complacent about maintaining our long term stable financial position,” Hart said.

“I am proposing to make an application to IPART to maintain the current level of rates for a further seven years, consistent with what we asked for earlier this year.

“This will allow us to maintain current service levels, continue to find more service efficiencies and pay back loans from surpluses that we must generate according to our agreement with banks.

and ocean baths; fixing suburban traffic issues, filling

Veterans’ association welcomes federal funding The Ettalong-based Vietnam Veterans’, Peacekeepers & Peacemakers Association Central Coast Sub-branch has received nearly $30,000 to help support local veterans.

The sub-branch was successful in a grant of $28,954 as part of the Federal Government’s Building Excellence in Support and Training (BEST) Program.

Defence military advocate at the Ettalong branch, Dr Stephen Karsai, said funds would go towards buying new equipment to keep up with the demands of sending claims into the Department of Veteran Affairs (DVA).

“This has been on the cards for quite some time, but the DVA requires all our submissions

“This additional funding will help local organisations provide veterans even greater transition support, assistance with claims

Holt decides to stand as independent Former New Liberals Candidate for Robertson, Dr Vania Holt, has announced she will be contesting the next federal election as an independent candidate instead.

With over a decade’s track record in the legal arena, including five years as a Public Prosecutor, Holt said she would be joining what has become a growing movement around Australia.

She said she would be focusing on issues such as broadband infrastructure, government accountability and a Federal ICAC, and the environment, including the issue of the PEP11 oil and gas project.

“As recently as November 1, BPH Energy stated in its Annual Report that the PEP11 permit ‘remains in place and in good standing’,” Holt said.

“This gives the lie to the impression created by recent advertising from Lucy Wicks MP that somehow the project is not going ahead.

“Indeed, her recent vote against anti-PEP11 legislation put forward by Zali Steggall MP, not only shows Lucy Wicks is not listening to the people of Robertson, but that she and her fellow Liberals are being held hostage by Barnaby Joyce’s Nationals when it comes to the environment.

“If Lucy Wicks thinks this issue can be postponed until

after the election, she is mistaken.

“If she truly represents the people of Robertson and the Central Coast on PEP11, she has two options.

“She can either cross the floor and oppose the Scott Morrison/Barnaby Joyce Government, or she can resign and make way for a local member who will represent the concerns of local people.”

Electric vehicle charging station may be located at Woy Woy The Federal Government’s announcement of a potential new electric vehicle (EV) charging station in Woy Woy has been welcomed by local EV owners.

The Federal Government intends to support the uptake of new vehicle technologies on the Coast with at least eight new EV charging stations as part of the Future Fuels and Vehicles Strategy.

Federal Member for Robertson, Lucy Wicks, said round 1 of the Future Fuels Fund was already delivering for the community.

“While final locations are yet to be identified, Gosford and Woy Woy have been identified as potential sites for these new charging stations,” Wicks said.

“Through this strategy, we’re helping to enable consumer choice for new vehicle and fuel technologies, ensuring Australian motorists can

choose the vehicle that is right for them – be that petrol, diesel, hydrogen or electric powered.”

The chargers will be capable of charging at least two vehicles concurrently at 50 kilowatts or above.

Wicks did not give a firm timeframe for the implementation of the strategy on the Coast.

Larry Lutz and Lynnette Wilcox-Lutz switched to the EV lifestyle in late 2019 when they purchased a Tesla Model 3, and they loved the switch so much they bought a second one, a MG ZS EV earlier this year.

The pair said that they love the zero emissions way of life but more could be done to encourage others to buy EVs including expanding the current public charging infrastructure.

“I first saw a Tesla in the Blue Mountains five years ago and I thought wow they’re fantastic, such a great idea for the environment,” Lynette said.

“Our car came in the second shipment of Model 3’s to Australia which was December 2019.”

Larry said that the public charging infrastructure is lacklustre on the Coast.

“On the Coast there are some

Tesla chargers at Bunnings in Tuggerah and two other charging points under Coles in Erina Fair which are usually parked in by ordinary cars,” he said.

“Unless you charge at home or go to Tuggerah there is nowhere else.

“That’s it on the Coast.

According to research conducted by the Grattan Institute, Australia needs to switch to electric cars to cut carbon emissions, and to not

become more dependent on cars coming out of the pandemic.

The Grattan Car Plan: Policies for Cleaner Transport and Better Cities, calls on the Federal Government to impose a cap, or ceiling, on the emissions allowed for new cars sold in Australia each year and ratcheting that ceiling down to zero by 2035.

Currently, there are 31 electric vehicles on sale in Australia including the Audi e-tron, BMW i4, iX3 and iX, Hyundai Kona Electric, Ioniq Electric and Ioniq 5, Kia Nero Electric, Mazda Mx30 Electric, Mini Electric, Jaguar I-Pace, Mercedes Benz EQA and EQC, MG ZS EV, Nissan Leaf, Porsche Taycan, Tesla Model 3, S and X and the Volvo XC40 Recharge.

These vehicles cost anywhere between $41,000 for the MG going all the way up to $276,000 for a Porsche Taycan.

Two Council Directors leave in ‘leadership changes’ Central Coast Council has announced “interim leadership team changes” that include two Directors leaving the organisation on Friday, November 26.

“As we move into the consolidation period of Council’s Financial Recovery Plan, a decision has been made to refresh the executive leadership team of the organisation” said Council’s

CEO Mr David Farmer.

Mr Scott Cox, Director Environment and Planning and Ms Julie Vaughan, Director Community and Recreation Services, are leaving the organisation effective close of business on Friday 26th November 2021, the Farmer media statement said.

It said two interim positions have been appointed for an approximate three-month period whilst Council

undertakes a recruitment process.

Mr Brian Bell, who was a CEO for a short time after amalgamation, will act in the role of Director Community and Recreation Services.

Farmer will shortly appoint a person to act in the role of Director Environment and Planning.

“The challenges that Central Coast Council have faced over the past few years have been

well documented,” Farmer said.

“Over the past 12 months drastic action such as emergency loans, deep costcutting and rate increases have had to be implemented to ensure that the Council could continue to deliver service to the community.

“Council is now back on track financially meeting all major milestones and targets in its recovery plan.”

“I sincerely thank Ms Vaughan and Mr Cox for their extended period of services to the Central Coast community, their extensive contributions to building a post-amalgamation new regional Council and in particular their roles in the very difficult financial recovery phase of this organisation over the past 12 months.”

Vaughan and Cox were both employees of the former Wyong Shire Council, appointed to

their directorial positions by former Administrator, Ian Reynolds and Acting CEO, Rob Noble, prior to the first election of the Central Coast Council in September 2017.

Vaughan’s original directorial title was Director Connected Communities, which was changed during the current Administration period.

Peninsula sporting fields miss out on works Sixteen sporting facilities on the Central Coast were recently earmarked to be upgraded, none of which were on the Peninsula.

The NSW Government announced on November 15 that $11M would be spent on works to improve facilities, boost sporting participation and attract more visitors to the region.

The project focused on facilities

in the Gosford area, such as the Terrigal BMX Facility, Kariong Oval and Patrick Croke Oval, and at the northern end of the Coast including the Central Coast Regional Sports and Recreation Complex at Tuggerah and NorthLakes Oval.

Member for Gosford, Liesl Tesch, said it was disappointing there were no Peninsula facilities identified in the package.

“It’ disappointing that there are

no Peninsula upgrades on the list for this year,” Tesch said.

“The community really appreciates the work done but we need to have attention to our community.

“It will be great to see the Federal Government’s money finally arrive to start work on Umina Oval.”

The NSW Government said the sites were identified by Central Coast Council under its capital

works renewal program.

A Council spokesperson said numerous sporting fields on the Peninsula had undergone upgrades, with some recently completed and others with works commenced or in planning.

“Central Coast Council has been working toward improving all sporting fields across the Coast by the inclusion of irrigation, subsoils drainage and competition-standard lighting,

where required,” the spokesperson said.

“The fields identified for Council works are determined based on priority by Council’s sports facilities staff.”

Council said the installation of floodlighting at James Brown Oval would commence this financial year,along with irrigation works at Umina Oval.

Council also said planning works were in progress for a

number of projects including the amenities block at Lemongrove Netball Court, Umina Tennis building and court, Umina Oval Skate Park and amenities building replacements.

More information around construction timeframes and details on these projects are expected to be announced soon.

Latest big ideas for tourism to go on exhibition The Central Coast needs between 1,285 and 3,854 rooms to meet current visitor demand for commercial accommodation, according to the draft tourism plan which is about to go on public exhibition.

The draft Destination Management Plan (DMP) was adopted on Tuesday, November 23 by Central Coast Council Administrator Rik Hart.

The report said the high scenario of 3,854 rooms provided the most accurate reflection of accommodation needs, as there was a critical lack of quality contemporary accommodation stock.

Council said it was a significant shortfall when compared to the supply of commercial accommodation at competing destinations and the assessment did not take into account future demand.

The Central Coast accommodation supply was dominated by short-term holiday rentals, including Airbnb and Stayz, the report said.

AirDNA data indicates there are about 2,339 self-contained units, apartments and houses, the majority of which are entire homes (94 per cent).

Council said benchmarking demonstrates a major gap in hotel/resort/motel or motor Inn accommodation of almost 10 per

cent and caravan park or commercial camping grounds.

“There is a lack of luxury and premium/boutique accommodation facilities in the Central Coast,” the draft report said.

“These are required to meet current visitor demand and attract higher yielding visitor markets.”

It said much of the region’s accommodation stock was tired

and in need of reinvestment to meet contemporary visitor expectations.

Key destinations that should be prioritised for accommodation included Gosford and the hinterland.

Council sad reinvestment in existing building stock in town centres and in proximity to key visitor destinations should be prioritised.

It names the Beachcomber Hotel and Resort, Toukley, as an example of an existing accommodation facility that had been successfully reinvested in to meet the standards and expectations of the current visitor market.

Three targets of the new DMP are to grow overnight visitors by 10 per cent; increase visitor expenditure by 15 per cent and increase visits to the hinterland by 20 per cent.

The Draft Central Coast Destination Management Plan 2022-2025, will return to Council for adoption after the public exhibition.

It’s a big document with some big ideas, including a high speed ferry from Sydney to Gosford and identifying “hero assets” potentially including Bouddi National Park, Brisbane Water National Park and Munmorah State Conservation Area.

It looks at introducing opportunities for mapping and promoting authorised mountain bike trails across the Central Coast and developing “ hero food experiences” that capitalise on unique offerings such as oysters.

One long term plan is to Identify a potential location for development of a cultural precinct on the Central Coast.

Man wanted for assault Police are appealing for public assistance to locate a male wanted by virtue of an outstanding arrest warrant.

Corey Bowmaker, aged 35, is wanted for domestic assault, intentionally choke person without consent, and contravene prohibition in an order.

He is of Caucasian appearance, between 180cm to 185cm tall, skinny build with purple dyed hair, and blue eyes.

Implementation of plans is the real problem

He is known to frequent the Central Coast areas including Woy Woy, Umina, and Ettalong Beach.

Elderly dog owners ‘ignored’ The Recreation Precinct will cost $8.25M and Rogers Park [at] Woy Woy upgrade didn’t report a cost but there’s no mention of any “off lead” recreation space for dogs and their owners.

Cricket, football, soccer, BMX, skate park, basketball, club rooms, change rooms, walking tracks, BBQ, all very welcome, but what about elderly people and their dogs who need exercise?

FORUM We cannot always use the great off leash areas on the beach, due to difficulty walking on sand with bad knees and hips.

Council has allowed lots of flats, villas, townhouses with only small courtyards and in most cases no footpaths.

Requests to Council and [the] Administrator to at least consider this matter and provide some feedback have been ignored.

Ads in the local paper [of] “Keep your dog on a lead” [are] very negative.

What about some positive statements about what Council [is] doing to provide better dog owner facilities?

Council offers for responsible dog parks need to do some research into great facilities provided by other councils.

Questioning cost of esplanade improvements A local community group last year from memory received a grant totalling around $350K to upgrade the Esplanade between Umina Beach SLSC to Ocean Beach SLSC. After lockdown and some personal health issues I went up the lane on Sunday to notice that there are some information stands with native flora and fauna and historical information which is a great use of the money to educate the general public, locals and visitors about our wonderful place in which we live.

There are new entrances to the Esplanade, speed humps removed but this is usually

performed by the Council, so the grant funding hopefully has not been used for this.

When the funding was received by the community group from memory, they were going to install traffic calming devices, seating and I think there was some landscaping also involved.

From what I have seen this couldn’t have cost anywhere near the $350,000 + budget, I hope the group still has money and plans yet to be installed.

I doubt that anybody will disagree that the quality of local planning has been abysmal, where it existed at all, but the logical transition to the proposition that it will be better under an elected local government than under an Administrator is harder to perceive.

CCFoD points out all the defects of planning that Central Coast has suffered from but signally fails to mention that these all arose under democratically elected local councils: Central Coast hasn’t been under administration long enough for any impact to be perceptible.

To mention only one point, it was the Council that instructed the Planning Office to prepare local plans on the basis of wards, instead of on the basis of planning modules, as recommended by the professionals.

If councillors are going to intervene fundamentally in the planning process in such a stupid and counterproductive way, how can anyone expect the professionals to come up with anything worthwhile?

In fact, I’d be heartily in favour of such a meeting, although I’d doubt that anything concrete could arise from it, for the simple reason that the average person has little grasp of the technical complexities of the subject and no vision of the overall regional context.

Nevertheless, it is always helpful to hear a variety of positions put, since one of a planner’s main jobs is to try to reconcile often diametrically opposed goals of different groups.

However, it is unrealistic to suppose that a grouping of this kind will “take the lead on better planning for our region”.

Not very long ago, a similar group drew up an ambitious strategic plan for Central Coast which, despite its faults, had some measure of credibility, but nothing ever came of it, even under a democratically elected council, because it was politically unrealistic.

It is a little puzzling that

CCFoD is disturbed that the State Planning Department is not represented in Central Coast.

I take it as a general thing that the State Planning Department is not represented in LGAs except in unusual circumstances, but, in any case, one of the principles of the CCFoD seems to be that it doesn’t want unelected bureaucrats from outside the region interfering in local matters, so why should this be a matter of concern?

If the CCFoD can come up with a viable Central Coast plan, my experience is that the State Planning Department will be only too happy to support it: bureaucrats always welcome having their jobs made easier for them, so non-participation by the State Planning Department should be a positive feature of the effort.

When you get down to it, better planning isn’t the main problem.

The most serious deficiency is horribly inadequate implementation.

If CCFoD addressed itself to this one issue, it could make a serious contribution, but it requires not only technical understanding but also localgovernment management skills that, I suspect, lie outside the competence of any group the CCFoD could put together.

Electric Fields to headline five day January festival

The lineup has been announced for the Coastal Twist LGBTIQ Arts and Culture Festival to be held on the Peninsula in January 2022 and visitors are expected from as far away as Manchester and Melbourne.

The festival has had a twoyear hiatus due to COVID but it will return from January 19 to 23 with more surprises, fun and unmissable headliners across the five days.

Aboriginal-Australian electronic music duo, Electric Fields, will make their way to the Coast for first time as the

festival’s global headliners.

Direct from RuPaul’s Drag Race, Etcetera Etcetera, will also take to the stage.

Australian DJ, Jonny Seymour, and Sydney’s hottest Vogue house, ‘House of Silky,’ will bring a never-before-seen Vogue scene to the region.

Festival Director, Glitta Supernova, said the team was “absolutely delighted” to see the event’s return.

“It’s a win, win, win for the Central Coast, for inclusion of all communities, for fun, for celebration, for #supportlocal and for visitors,” Supernova said.

The Lincoln Highway Author: Amor Towles Publisher: Penguin

The Lincoln Highway was one of America’s first transcontinental highways which connected New York (Times Square to be exact) to San Francisco.

It originally passed through 13 states and in the middle was Nebraska, and that is where the story starts.

It is 12 June 1954, and Emmett Watson has just been released from Salina, a work farm in Kansas for juveniles.

He was sentenced for 18

months “after freely admitting his guilt” but was released early as his father has just passed away.

Emmett’s mother left years earlier and now someone has to take care of Billy, his eightyear-old brother.

Up until that time Sally Ransom has been looking after Billy and was doing a fine job of it.

The warden has just driven Emmett back to his house in Nebraska, but the house has been foreclosed.

Emmett’s dad wasn’t a very successful farmer.

He was from a well to do family back in Boston and thought he could tame the land, but it wasn’t meant to be.

Emmett plans to get his Studebaker out of the barn and take Billy to Texas, or is it California, to start over and

create a new life by flipping houses.

Unbeknownst to Emmett, the warden also drove Duchess and Woolly to the Watson farm in Nebraska.

Duchess is so named for the county he was born in.

He was brought up by a father who was an actor and not much of a father.

Woolly is from generations of money. Big money.

His father died in the war and his mother remarried and stuck him in private boarding schools.

Woolly couldn’t take another “every-day day” again and needed to get out of Salina before he did something foolish.

And as Woolly’s selfappointed protector, Duchess

saw it as his duty to get Woolly out.

Like all of Towles novels, the writing is superb, and the characters are rich.

Towles previous novel A Gentleman in Moscow rates as one of my favourite books (one of, Jane Eyre is still on top) and this one, while not as good as A Gentleman in Moscow, is definitely one of the best books I have read this year.

Brackets and Jam to make Hardys Bay home Brackets and Jam will launch the first of their monthly gigs at the Hardys Bay Club on Saturday, November 27 from 1pm to 5pm.

Hailing from Copacabana, the Moths will take to the stage and play a heady brew of original psychedelic rock, mixing it up with a dash of funk, a splash of jazz and a twist of pop.

The Two-Buck Blues Band will follow, playing a new take on blues, jazz, rockabilly, storytelling, with a bit of political incorrectness.

The three, sometimes fourpiece act, Rare Treats, will then present a mix of rare songs, originals and classic covers.

Local contemporary singer/ songwriter, Kaijin Solo, will

close out the show.

Patrons have been asked to adhere to the Public Health Guidelines and provide their vaccination certificate upon entry.

Organisers said individuals who are not fully vaccinated will not be given entry into the club and tickets will not be refunded.

Tickets are $10 each with accompanied children under 16 free.

Once the Brackets and Jam gig has finished at 6pm, Stonefish will play a free event.

Marijke Greenway’s ‘Art in the Arboretum’ solo exhibition will be hosted nearby the Arboretum Cottage from Friday, December 3 to Sunday, December 5.

The free exhibition will be open from 9am to 6pm.

Greenway said she painted ‘en plein air’ the scenery of the Arboretum.

“On wandering through, I discovered many paths that I had not taken before, so I hope that my exhibition will stimulate others to appreciate this treasure trove on our doorstep, that we cannot take for granted,” Greenway said.

“I pulled my trolley with my easel and canvas until I came across a subject that appealed to me the most – strong trees, white, red, brown or green, it was the colour and shape that attracted me.

“And then I judge what else is nearby that can create an interesting painting, the small shrubs, or the fallen palm leaves that litter the Arboretum floor and turns it pink.

“I painted the ponds when they were full of water and the beautiful reflections of palms and trees.

“I painted the echidna, the swamp wallaby, the kookaburras and the cockatoos and goannas.

“The Arboretum is naturally messy with branches and leaves and palm fronds

wherever they fall.

“That is the difference between an Arboretum and a botanic garden.

“It is wild, totally natural, apart from small paths that give us access to enjoy this pleasure place.

“I am also exhibiting my small Encaustic paintings, which are made of beeswax and oil colour and using a blowtorch instead of a brush, so creating works with textured, unexpected delights.”

Celebration drinks will be held in the Arboretum on December 3, from 5pm to 7pm.

After the exhibition closes, the works will be packed up and taken to Greenway’s gallery on Green Point Rd.

Propagation shed officially opened at Arboretum The Pearl Beach Arboretum held the official opening of their Propagation Shed on a blustery and wet Sunday, November 21.

The propagation area consists of a purpose-built propagation shed clad with polycarbonate and contains a heat bed, specially designed propagation pods with an impregnated growing medium, automatic watering system, stainless steel preparation benches, sink and storage.

The shed leads into a hardening off area with automatic overhead sprinklers, a tank system, outside storage for pots and benches for plants which are being acclimatised before planting out.

A $20,000 grant under the Federal Government’s Community Environment

Program helped construction of the shed using professional and volunteer labour.

Bunnings Umina and West Gosford supported the project through the provision of shade cloth and wire mesh.

Federal Member for Robertson, Lucy Wicks, helped open the facility and said it would help see koalas return to Pearl Beach.

“The new shed will enable the Arboretum to continue the

important work they are doing to propagate and plant more koala trees in the local area and preserve over 40 threatened plant and tree species (including the Central Coast’s very own Gosford Wattle),”

Wicks said.

“Thank you to the passionate volunteers at the Arboretum for your work, care for our environment and community, and for your dedication to make the Central Coast a better place tomorrow than is it today.”

Arboretum President, Victoria Crawford, said other volunteer community groups such as Bushcare, Dunecare and GUST (Grow Urban Shade Trees) may be able to use the facilities to propagate their plants.

“As propagation of plants is established more broadly some of them will be distributed to the wider community,” Crawford said.

“Some have already been distributed to the local community including Umina Primary School, GUST, Bushcare and PBEG (Pearl

Beach Environment Group).

“Commencing in 2003, the Arboretum volunteers planted over 30 species of trees in the wildlife corridor with a view to supporting koalas in the future and in 2009 established a flowering shrub area.

“These areas have had additional plantings since the establishment of the propagation shed to ensure food sources for native bees thus improving natural propagation and the health of koala habitat trees.

“The Arboretum is also looking at propagating and increasing the number of native or bush foods within the Arboretum.”

DOWN IN THE GARDEN: A Bird-Attracting Garden

A garden without the colourful flashing of feathers and joyful birdsong would be rather dull in my books.

There are also many other benefits in encouraging native birds to your garden along with these obvious delightful additions to your plot of paradise.

Birds need to eat, and many will happily devour your pests and assist in pollination and help distribute seeds while flitting about on their business.

For happy and healthy birds, they require what we need, shelter, water, and food so to encourage them, you can try providing these elements in your garden but first, you must think of life at a bird’s level, not your own .

A good example is the ever-popular birdbath .

While it may look splendid high up on a pedestal in the centre of a vast lawn, many birds, (and probably the ones that need your oasis the most) won’t like being caught out in the open in clear view of predators like that .

Lower and shift the birdbath so that it is close to shrubs and trees, and you give birds an escape route if needed .

The key to welcoming birds it to make them feel secure and by offering water and food in a safe way that feels like home .

When providing plants, you need to think in layers as birds don’t just live

within trees, they require shrubs and grasses as well as climbers and depending on the species, they need nectar producing and/or seed producing plants as well as places for insects and smaller creatures to live that may be part of their diet .

Along with places to hang out, birds need nesting areas and materials and while they are not going to find everything they need at your place, no matter how big it is, they may find just enough if you grow and provide it so that they drop in regularly.

Plants for Native Birds Trees will offer birds places to perch, to nest and can also provide food .

Ones to consider for your garden are: Wattles (Acacia spp.), Gums (Eucalyptus spp.) and Tea Trees (Melaleuca spp.) and (Leptospermum spp.)

Shrubs, especially thicker growth species, are safe harbour for the small birds in your backyard .

These can be in the form of a hedge but also grow a few together in another part of your garden .

A quiet area if possible as this could also offer just the right place for nesting .

Many shrubs also blossom in nectar producing flowers .

Try: Banksias (Banksia spp.) Boronias (Boronia spp.), Bottlebrush (Callistemon spp.), Correa (Correa spp.), Bursaria (Bursaria spp.), Grevillea (Grevillea spp.)

GARDENING BOOK REVIEW Country Gardens in Australia Country Style, Are Media, Nov 2021 I’m not a big fan of glossy coffee table gardening books and so it takes me a bit of a nudge to even open them .

There are a few good ones out there but I’m a practical gardener and I like to be informed and inspired .

Sometimes I feel like I’ve seen it all before in the big glossies but, I do very much like this offering from the everpopular Country Style folk .

If you are looking for some inspiration along with the stories behind some very beautiful and practical Australian country-style gardens, then this is the book for you .

I think it would make a fabulous gift, especially for those perhaps even overseas who may simply love exploring gardening in lands afar .

Within are native gardens, rose gardens, flower gardens, native edible gardens and ones that are a mixture of all the above .

It’s a very heart-warming collection of how these Australian country families connect deeply with the land they love .

An excellent gift book in time for Christmas .

Waxflower (Crowea exalata), Lechenaultia (Lechenaultia formosa) and smaller species of wattles and tea trees .

Grasses offer seeds, a safe hiding place and a nesting spot for many ground-living birds .

Grow Kangaroo Grass (Themeda triandra),WallabyGrass(Austrodanthonia spp.), Mat Rush (Lomandra spp.) and Tussock (Poa labillardieri) .

Climbers will also be vital in a birdfriendly garden as a quick get-away spot and feasting opportunity .

Ones to consider are Bower of Beauty (Pandorea jasminoides), Black Coral Pea (Kennedia nigricans) and Hardenbergia (Hardenbergia spp.) .

While not a growing plant, organic mulches are essential as they make good homes for easily accessible insects that can become dinner for your feathered friends .

Central Coast Backyard Birds Along with the usual suspects; rosellas, rainbow lorikeets, grass parrots and magpies, watch out for the pictured Eastern Yellow Robin along with the Tawny-crowned Honeyeater, Yellowtufted Honeyeater, Brush Bronzewing, Dusky Wood Swallow .

You might also catch a glimpse of a New Holland Honeyeater (pictured) or a

Red Wattlebird (pictured) .

This means that you are growing plants in a way that is good for the local ecosystem .

What birds don’t need however is for you to hand feed them food that is not part of their native diet .

Along with inviting rodents from fallen seed and food, you are encouraging bad habits in Australian native birds .

We are surrounded by National Parks and bushland so I can assure you, no native bird needs a plate of birdseed or a handful of mince .

Those rains mean you should be checking stakes in your garden as they may of come loose and snip off a few of the new lateral stems growing on your tomatoes to provide a good airflow .

This will help lower the chance of disease .

YOUR AND YOUR GARDEN: Cassie, A Tiny House Garden This week I ventured into the Central Coast hinterland to see a tiny house garden and one that is growing with nature, not against it .

Cassie has settled her edible garden into a lovely natural clearing beside her fabulous, minimalist tiny home and while there are few challenges, she has found the perfect way to cope with them .

“I have become more observant of nature and the rhythms of things that I hadn’t considered before like the winds, air flow and the ways the shadows and sun change through the trees during the day.”, Cassie told me .

“I’ve had to contend with wallabies wanting a nibble of my vegetables and goannas in the compost but by using safe, fine netting and enclosing things more securely, I’ve been able to keep growing.” This garden is only four months old and created entirely from

recycled and repurposed materials .

Nursery pots, unwanted timbers and metals along with a myriad of found pieces go together beautiful to somehow fit in .

As Cassie said, it has bought a warmth and, in a way, helped the garden blend in better with the surrounds .

While it does look like a created garden it somehow still

seems to work .

Cassie is growing herbs, salad vegetables and flowers now and hopes to become more sustainable while staying as low impact as possible with her surrounds .

Woy Woy earmarked as potential walkable neighbourhood

Woy Woy evolving into a walkable neighbourhood was one of the “great opportunities” Central Coast Council CEO, David Farmer, put forward when he addressed the Central Coast Chapter of the Urban Development Institute of Australia (UDIA) on Friday, November 19.

“One of the things I’d like to focus on is creating walkable neighbourhoods where you can do many of the things in your life without having to get in the car,” he said.

“There’s parts of the Central Coast that lend themselves to that – Woy Woy, Terrigal, Gosford CBD and Wyong – obvious examples of walkable neighbourhoods to increase

urban development.

“As we increase density it becomes busier in those places, you (Council) get increased rates and reinvest in those places, so it becomes a positive cycle through an increase in amenity, improved planning and safety, all those things that make great urban spaces and in turn becomes desirable in the minds of the community.

“What we need to do at a Council level is to create those areas of high amenity but prior to that, from a community perspective, we have to create the demand for that highdensity living that’s high quality, where you can walk to the beach, to restaurants or to all services you need.

“One of the critical things to do is to create that as being desirable in the minds of the community.

“Having worked inWollongong and Cairns, where they had essentially run out of land, being crammed in by the Great Divide (Range), I’d argue that they’re two regional cities that are most attuned to live in highdensity urban in the centre of town and people are prepared to pay premium prices for high quality, dense living with high amenity.”

Farmer covered a lot of ground in his address to UDIA encompassing Council’s financial recovery and business focus, environment and planning challenges and opportunities as well as what to look forward to from 2022.

He said that what made Central Coast spectacular, such as landscape, waterways and biodiversity, also presented difficult challenges in terms of infrastructure, while keeping up with demand for future housing – a billion dollars’ worth of development applications last year.

“This is the fifth council I’ve run and I’ve worked in some speculative areas, but this is about as hard as it gets … we’ve got waterways everywhere, every possible biodiversity and infrastructure challenges you can imagine.

“There’s some real challenges around biodiversity but as a Council we are essentially an administrative arm of the State Government, we exist under an Act of the State Government

and we have to follow the State Government planning legislation.”

Farmer said he understood many of the frustrations experienced by development planners but he said biodiversity issues would be dealt with in earlier stages of a development proposal, to save time and money and achieve a better planning outcome.

He said that moving in to 2022, Council was looking at an exciting future for the Coast but there was a fair bit of hard work to be done.

The Central Coast Local Environment Plan (LEP) will be gazetted, combining the former Gosford and Wyong LEPs and their Development Control Plans (DCP), which will

uncomplicate the course of development applications and expected to come into effect by the end of December.

“This is the first place I’ve worked where there’s a predominant Aboriginal Land Council (Darkinjung) that are significant land owners with really great opportunities to work with them for positive development of our community.

“We’ll be working on our housing and employment strategies and starting an integrated transport strategy.

“This part of the world has an exciting future and Central Coast Council has an exciting future but there’s a fair it of hard work to be done,” Farmer said.

Campaign calls for caution when renovating pre-1990 homes Residents have been asked to ‘think twice about asbestos’ in a new campaign launched during National Asbestos Awareness Week (November 22 to 28) aimed at challenging complacency when renovating.

Federal Member for Robertson, Lucy Wicks, warned that in homes built before 1990, asbestos can be found in any room of the home, affecting one in three Australian homes.

“Asbestos is still causing cancer in Australians,” Wicks said.

“Every year in Australia, there are an estimated 4,000 deaths

from past exposure to asbestos, including approximately 700 from mesothelioma.

“That’s one of the highest rates of asbestos-related diseases in the world.

“Whether it is DIYers doing small or large jobs around the house, or tradies on a residential worksite, there’s dangers of damaged, disturbed or deteriorating asbestos.

“By preventing exposure to asbestos fibres, asbestosrelated diseases can be eliminated.”

People working on homes built before 1990 can stay safe if they know where asbestos is, if they don’t disturb or damage it, and if they seek professional

help to locate, manage or remove it.

The National Asbestos Awareness Week campaign promotes the role of licensed asbestos professionals for both home renovators and tradespeople.

Tradies need to call a licensed asbestos professional if they don’t have the equipment, skills, training or licence to handle asbestos.

Taskforce asks for community feedback about bank closures A new Regional Banking Taskforce is calling for submissions from members of the community who have been impacted by local bank branch closures.

In October, the NAB branch in Woy Woy closed, sparking a community backlash over

concerns it would leave residents without access to an essential service.

At the time, a number of unhappy NAB customers said they would look into changing their banking provider, with others also questioning the purpose of paying their service fees.

The NAB closure followed the

ANZ Woy Woy branch closing down in November 2020.

The Federal Government-led taskforce has started public consultation and wants to hear from residents about how bank closures have affected them, with submissions closing on December 18.

Insights from public submissions will help the

Taskforce better understand the impacts of branch closures and how to improve banking services and accessibility where branches have closed.

These submissions will build on the discussions held between senior representatives of banks and other key stakeholders held earlier this month.

The Taskforce will continue exploring potential solutions for maintaining and improving banking services and accessibility with meetings scheduled for December 2021 and January 2022.

Belinda one of three chosen for US mentorship

An Ettalong businessowner has gone from promoting luxury to learning, joining forces with an Americanbased internship program to help grow her brand.

Belinda Keehn from luxury loungewear company, BJ’s PJ’s, was one of three Australian brands to be chosen to work with ‘The Inturnship’ – a USbased mentorship program for advertising graduates.

Keehn received access to a team of eight advertising interns over 15 weeks to help rebrand her business for free.

“They did logos, colours, tags, the website … the whole shebang,” Keehn said.

“It was quite incredible.

“We met once a week and went through every detail, and in the meantime, all the interns we’re getting together and working … it’s a kind of thing

that would normally cost a company around $25,000.

“The work was absolutely amazing, I’m so grateful.

“Refocusing our brand to “Belinda Jane’s Lifewear” offers a new vitality, personality, emotion and alignment to our target audience.

“Getting the support, skills, and dedication from trustworthy and highly skilled people was a dream come true, and all

Westpac rescue inviting donations Westpac Rescue Helicopter teams are gearing up for the busy summer season, particularly as COVID restrictions ease and an influx of visitors are expected after long months of lockdown.

CEO of the rescue service, Richard Jones, said that traditionally summer was their busiest period with people on holidays and everyone out and about in the warmer weather.

“We anticipate that there will be an even greater demand for our services this summer, with people who have endured lockdowns and border restrictions making the most of their new-found freedom,” he said.

In preparation, the Westpac Rescue Helicopter Service has launched a Summer Appeal to bolster service funding which had been hit hard this year because fundraising activities and community support initiatives were curtailed due to COVID. “For the Central Coast, the service is a vital link in the state’s health care chain with the rescue helicopter being a real difference in patient outcomes,” Jones said.

“It is an essential service for people on the Coast.

“We provide vital aeromedical support and access to major emergency facilities to Newcastle in the north or Sydney to the south for Central Coast communities.

“Support for the Summer Appeal will help ensure the rescue helicopter service can continue to bring the very best care to people on the Coast.

“Northern NSW has many attractions that will draw visitors to our region, plus we service our normal population of more than 1.5 million people across our three bases.

“Our crews will be called

“Global Sisters connected with some guys in America who were trying to start up their own business … they then offered their services to three brands.

“It happened through COVID, and consumer confidence in luxury items was down during

that time, we were all struggling. “[The rebrand] was perfect timing as it kept our spirits up.”

The number of domestic violence-related incidents occurring on the Peninsula was “very serious” according to Regional Domestic and Family Violence Coordinator for NSW Police, Sharon Wilkinson.

November 25 is the International Day for the Elimination of Violence against Women - a date to acknowledge the Central Coast continues to have the second highest number of domestic violence assaults in NSW. Wilkinson said around 55-60 per cent of police resources are responding to local domestic violence incidents on a daily basis.

“The Central Coast always sits up as one of the highest regions when we are looking at domestic violence incidents as the highest in the state,” Wilkinson said.

“Domestic violence for NSW Police is seen as a serious crime and will be responded to as a serious crime and will be investigated.

“The police message to any DV victim is to please report and they will be believed, and their matter will be investigated.

“We know that not all our DV victims want to report to police, they don’t necessarily want the judicial system to be involved.

“But they do need support around assisting them through the trauma, through the abuse and looking at ways to keep themselves safe which is unfortunate because it’s the offender that’s causing the harm.

“Often it’s the victim that’s got to look at getting the support to work through the harm.”

Regional Domestic and Family Violence Coordinator for NSW Police, Sharon Wilkinson and Inspector Paul Laksa say ‘No to Abuse’

Wilkinson said there were “very serious” numbers on the Peninsula of DV-related incidents, with the complexity of the abuse increasing over COVID-19.

“Housing is a big issue – and not only is it about housing, but it’s about appropriate housing,” Wilkinson said.

“Sometimes we’re expecting women to flee accommodation they’ve raised their children in.

“Sometimes the only options we’ve got to house them in is in temporary accommodation or a hotel and they’re sometimes not conducive to what women are looking for.

“Sometimes it’s a secondary abuse to women to expect them to be able to live in substandard accommodation.

“I think we have to step up and provide them quality accommodation, and

accommodation that suits children and that is appropriate and is linked to services and support.

“Housing is a big, big problem and why a lot of women don’t flee.

“I think what we have tried to do in the past is keep women and children at home and have the offender exit the accommodation.

“But we’ve found that doesn’t necessarily solve the problem.

“Because women have been traumatised and abused in those houses and they don’t necessarily feel safe.

“We do need alternatives. I always ask the question, “Is that accommodation you would stay in?’

“And if you answer no, why are we asking our DV victims and their children to stay in them?”

Lived experience group to be formed Suicide prevention not-forprofit, Roses in the Ocean, is running a suicide prevention workshop online for people within the Central Coast community with a lived experience of suicide to learn how to become involved in suicide prevention activities.

Participants who complete the workshop will then have an opportunity to be part of a Lived Experience Advisory Group with the Central Coast LHD, where they can guide and inform suicide prevention activity within the region.

Many people have a lived experience of suicide, be that through having experienced suicidal thoughts, survived a suicide attempt, cared for

someone through suicidal crisis or being bereaved through suicide.

An opportunity now exists to participate in a lived experience designed and delivered capacity building workshop facilitated by Roses in the Ocean.

Following the workshop, participants will have the opportunity to engage in an ongoing role in a Lived Experience Advisory group with Central Coast Local Health District, where the voice, insight and wisdom of those with lived experience is critically important to guide suicide prevention activity in the local region and will help enrich the work by Central Coast LHD.

‘Our Voice in Action’ is a workshop for people with a lived experience of suicide who are ready and keen to explore opportunities to be involved in suicide prevention activities.

It is for people who believe they are ready to use their lived experience to help others and inform future direction for suicide prevention.

Brisbane Water Local Area Command is now on par with its Tuggerah Lakes counterpart with more than 350 DV-related incidents each month.

The region is also overrepresented in breaches of apprehended violence orders.

Inspector Paul Laksa from Brisbane Water Police District said if people see or hear anything, they should report it immediately to police.

“Clearly with COVID-19 we’ve had people who have been isolated and restricted,” he said.

“With the lifting of those

restrictions, people have started to move around but people who are subjected to DV don’t necessarily have those same abilities.

“That’s why we’re calling on members of the community to play their part and if they hear or see violence, to come forward and report these incidents.”

Vanessa Mollies from Central Coast Advocacy Service said the support service operates between the Wyong and Gosford Local Courts.

“We take all the referrals that police attend, they send a

referral on to our service and then we make that first contact once the incident has occurred to make safe planning,” Mollies said.

“We also offer this support through the Court advocacy process.”

Central Coast Council has also launched education campaigns across the Coast until the end of the year to encourage people who witness any form of abuse or violence to act.

The See Something, Do Something campaign involves town centres banners, radio ads, social media, and free face masks featuring the message Say No to Abuse which are now available through Liquor Accord outlets and Council libraries.

This project also coincides with the 16 Days of Activism Against Violence which is conducted internationally each year from November 25 to December 10.

It is a 24-hour national sexual assault, family and domestic violence counselling line for anyone.

Individuals can also access local support services and search the internet using Daisy, a free app that protects user privacy.

Stockings to spread Christmas cheer Members of the Country Womens Association’s (CWA) Woy Woy branch have helped bring Christmas cheer to palliative care patients with the design of 12 new stockings.

The Elsie’s Retreat Project asked CWA members to make 12 matching Christmas stockings for their patients undergoing palliative care over the holidays.

Branch president Jane Bowtell said the team was more than happy to help.

“After we purchased the material, our wonderful member Lorraine got to work and sewed these beautiful creations,” Bowtell said.

“We’re so happy to be able to bring some comfort and happiness to patients and their families at Christmas time.”

Pen pal scheme recognised in parliament A teacher from Woy Woy South Public School has been recognised in NSW Parliament for her creation of a ‘pen pal’ system with local aged care provider, HammondCare Woy Woy. Rebecca Eastgate’s ‘Notes to Nursing Homes’ initiative allows students to swap pictures, stories and jokes with the residents of the nursing home.

“The initiative started in lockdown as we were thinking about loneliness and how our school community could help those who feel disconnected to their families,” Eastgate said.

“We have collected 80 letters – some of them pictures from our Kindergarten students – and have taken them down to HammondCare with some Freddo frogs for residents to enjoy.

“There are some residents who are writing back … they’re really excited, apparently it has brought them lots of happiness and joy.

“It has been really well received by students; they’ve loved it … they’ve been writing some heartfelt letters, checking on residents’ mental health and checking how they can respectfully talk to them.”

Eastgate said the local school will arrange a Zoom session soon for students to talk with the residents, before meeting up in-person next year.

Member for Gosford, Liesl Tesch, shared news of the scheme with her parliamentary colleagues on November 12.

“This is a heart-warming initiative, especially at such a challenging time during COVID-19 and all the restrictions its imposed upon our wider community,” Tesch said.

“It is so important that our youngsters understand … positive relationships with

elderly residents and seniors across our community.

“There is a wealth of knowledge and stories just waiting for someone to listen [and] I know that those younger generations have lots of energy and stories of their own to share.

“I look forward to this initiative continuing for many years to come.

“Well done Woy Woy South Public School and the whole team at HammondCare for organising such a community rich program … keep it going!”

Parents give feedback on remote learning Woy Woy Public School has released findings from its Remote Learning Survey on how students and parents coped during three months of home schooling.

Principals Ona Buckley and Dan Betts said the feedback was instrumental in helping the school refine and improve the systems in place to deliver learning from home packages.

“The school got a lot of things right in attempting to provide work and guidance to support our students to learn from home, using systems that were equitable, organised and engaging,” Buckley and Betts said.

“We received some very

useful constructive criticism, and this was acted upon to improve the learning-fromhome experience for all concerned, including making things easier for parents.

“The vast majority of respondents were overwhelmingly positive about the amount and the content of the work set for their children but there were certainly some practical suggestions received on how to better cater to the needs of students and their families.

“We were particularly interested to find out how wellreceived the Zoom sessions were.

“Results from the surveys indicated that across the

various stages of learning, the majority of parents felt that the Zoom sessions the teachers delivered were well-organised and engaging.

“Some parents/carers commented that they would have preferred more sessions and/or multiple sessions per day.

“It’s worth noting that for every respondent who felt this way, there were as many, or more parents who felt that their children experienced ‘Zoom fatigue’, found it hard to maintain their concentration or felt slightly uncomfortable making contributions in this online environment.

“Overall, we were very proud of the way that our teachers

adapted and refined their delivery of Zoom sessions and were able to support students to complete the work that had been set for them.”

The school also asked parents of children in Years 1, 2, 3 and 4 if they would have preferred to have had their children completing work online (using Google Classroom).

“The vast majority of respondents indicated that they felt that Google Classroom would result in too much screen time for students in their early years of schooling, and that the booklets promoted actual physical practise of handwriting and spelling skills that are crucial at this stage of schooling,” Buckley and Betts

said.

“Many of the stages of learning were able to make important changes to their systems for the delivery of the first two/three weeks of Learning-from-home work packages for Term 4.

“We also learned that although parents appreciated the fact that teachers sent handy tips and instructions to students via ClassDojo to help and guide them to complete their work, these messages may have been more useful if delivered at the end of the previous day’s learning, so that families who wanted to hit the ground running the next day were able to do so.”

The principals said it was

wonderful to have students back, with their newly named Positive Behaviour for Learning mascot, ‘Yali’, welcoming children at the school gates.

“Yali is a shortened version of the Aboriginal word for pelican (Guliyali) in Kamilaroi language.

We are so excited to introduce Yali to our school community and thank everyone for their name contributions.

“Again, we’d like to thank all that took the time to complete these surveys – your input was valued and greatly appreciated.”

The Barrenjoey seal colony is now at 8 seals, and we would love to hear from anyone who gets a chance to observe these amazing locals.

Our wonderful dolphins are here all year around and we would love

to know if you spot them.

Warm weather doesn’t mean the end of whale or marine mammal spotting, we are lucky to have them all year around, just different types for different seasons.

Always remember to respect, appreciate, protect and enjoy what we are priveleged to see off our coast.

Ocean Beach lifesavers trained to use drones on patrol Volunteer lifesavers at Ocean Beach will be virtually taking to the sky when on patrol this summer.

The Surf Life Saving Central Coast Drone Program will enhance surveillance and support beach patrols with early detection of rescues outside of the flagged area.

In its first season of operations, Support Drones will be located at Ocean Beach and also at The Entrance and Avoca.

Ocean Beach was one of the three locations carefully selected based on the need for surveillance across the location and surrounding coastline.

Surf Life Saving Central Coast has worked hard over

supporting search and rescue operations.

For the 2021/22 Surf Life Saving season, every coastal local government area along the NSW coast will have at least one drone patrol location.

CEO of Surf Lifesaving Central Coast, Jon Harkness, said the beaches selected for drone patrols were chosen based on their marine activity and open space for launching and landing the drones.

“At the moment, the drones are at Avoca, and North Entrance but for this season it will be moved to The Entrance to oversee the channel, and it’s being expanded to Ocean Beach.

“Nine of our volunteers who were selected though an

expression of interest will be learning how to use the drones safely.

“The technology is evolving rapidly so I see this technology being rolled out more extensively, and these drones are amazing at what they can do, and what they can see,” Harkness said.

The drones being used in the region are used in the surveillance of sharks and other marine life, identifying rips and other hazards, the surveillance of swimmers and other beach users away from patrolled locations and

High jump team nominated for state awards

Matt Horsnell and Nicola McDermott

Nominees for the 2021 NSW Champions of Sport awards have been finalised with former Peninsula school girl Olympic HighJumper, Nicola McDermott and her long-serving coach, Matt Horsnell both up for honours.

After a long year of national record-breaking and top-tier podium placements, including the unforgettable silver medal in Tokyo 2020 (2021), McDermott finds herself in the running for the highly competitive Athlete of the Year.

Coach Horsnell has also been

nominated for his efforts behind the scenes in the category of Coach of the Year.

With a primary focus upon on-field performances, McDermott has been selected based on three primary milestones all achieved in 2021.

Most notably, her silver medal winning, 2.02 metre jump at the Tokyo Olympics in August earned Australia its first high jump medal since 1964, was the first NSW Olympic medal since 2004 and it was Nicola’s third national record broken within one year of competition.

She overcame the long-

standing glass ceiling of two metres in Australian women’s high jump was overcome at the 2021Australian Championships in April.

In July, she added one centimetre to her record at the Diamond League in Stockholm, reaching 2.01 metres, only a month before an Olympic performance that made her a household name in high jump the world over.

McDermott’s off-field commitments to her sport and the broader Australian community have also been taken into account with her nomination.

Having set herself the goal of seeing Australian high jumping progress to European standards, she has been involved in the Olympics Unleashed campaign in schools and is the Little Athletics NSW ambassador for 2021/22.

Matt Horsnell’s nomination was made hand-in-hand with that of his prodigy.

Horsnell guided McDermott in the sport from her earliest years of development on the Coast with the local athletics clubs of Mingara and Gosford and has stayed on-board the team that facilitated her growth from the state, to national, to

global standard of practice.

In the 11 years this power pairing has been in operation, since Nicola was only 13 years of age in 2010, Horsnell aided in raising 29 centimetres to her personal best jump, from 1.73m to 2.02m.

“Matt Horsnell has remained consistently encouraging, always willing to learn and stayed humble regardless of the success that has come from his hard work,” McDermott said.

“To have him nominated as Coach of the Year is so fitting, because Matt doesn’t just form athletes that perform on the

highest level, he has created a group of athletes that have a passion for sport and contribute to the community for the better.

“It is a testament of his heart for people and for our sport.”

The awards night, originally planned to be held virtually, is now scheduled to go ahead at CommBank Stadium on January 24, 2022.

The NSW Institute of Sport will host its own Awards night on Thursday, November 25 and McDermott is nominated for Female Athlete of the Year and Horsnell for Coach of the Year.
