“The time for Gosford to shine has finally arrived,” - NSW Planning Minister

SW Minister for Planning and Housing, Mr Anthony Roberts, visited Gosford on May 28 to announce funding of $52m for infrastructure and public space in Gosford.

Mr Roberts also announced a new Gosford City State Environment Planning Policy (SEPP), which provides a new development assessment and approvals framework giving the NSW Department of Planning, not Central Coast Council, authority over developments in the Gosford CBD valued at $10m or over.

Mr Roberts said his announcements were a watershed moment for the capital of the Central Coast.

He said the $52m would see well-overdue work being done to upgrade the infrastructure and public domain, which will attract development, improve business opportunities and attract residents.

“The time for Gosford to shine has finally arrived,” Mr Roberts said.

“After listening to the community, we have developed a multi-pronged, design-led delivery to ensure the Central Coast has a regional capital it can be proud of,” he said.

“The $52m announcement involves $42m to upgrade vital infrastructure in Gosford City Centre, plus $10m for public domain upgrades.

“That will include the creation of a significant regional playground as part of a major renewal of the parklands and streetscapes near the Gosford

“This funding is in addition to the $406m that has been invested by this Government on the hospital redevelopment, associated infrastructure and other city centre upgrades, further to the 300 Office of Finance and Services jobs we are bringing to the City.”

The NSW Government Architect released another two reports for the community to view and comment on.

Place Report 2 focuses on connecting Gosford Hospital to the city over the train station (See separate article for more detail).

Place Report 3 focuses on linking the city to the waterfront parklands in the city’s south west (See separate article for more detail).

“The Government Architect’s recommendations focus on connections between Gosford Hospital and Mann St, as well as making the waterfront parklands a destination for visitors and the community,” Mr Roberts said.

He said the new Gosford City State Environment Planning Policy (SEPP) would provide design-led, streamlined, flexible and efficient statutory development controls.

“The new State Planning Policy will be supported by a new development assessment and approvals framework and case management process.

“A Special Infrastructure Contribution (SIC) will also be applied to Gosford City Centre to enable the Department of Planning and Environment to collect contributions for

revitalisation of infrastructure that supports growth as the program continues to roll out.

“The proposal is that the overall amount to be collected will reduce from 4 per cent of the value of development to 3 per cent.

“The reduction in contributions will encourage investment and is a big vote of confidence by the NSW Government in Gosford, and a demonstration of our commitment to delivering a revitalised city centre.

“The planning policy and the infrastructure contribution will align with the Government Architect’s recommendations to drive the continued renewal of Gosford City Centre.”

The new planning framework will remain a stand-alone state policy until the Central

Coast Council completes its comprehensive LEP, which could be some years away.

Mr Roberts also unveiled the City of Gosford Design Advisory Panel, a body that brings together the highest calibre planning and design minds in the country to assess, advise and ensure design excellence of proposed developments in Gosford City Centre.

The Panel comprises NSW Government Architect, Mr Peter Poulet, Coordinator General for the Central Coast, Ms Lee Shearer, NSW Chief Planner, Mr Gary White, and two additional panel members drawn from an established group of practitioners.

The Planning Department, in close collaboration with Central Coast Council, Roads and Maritime Services, and

Transport for NSW, has also formed a Traffic and Parking Subcommittee to tackle the issue of car parking in Gosford City Centre.

Central Coast Council welcomed the announcement.

Mayor Jane Smith said investment in the CBD was welcomed, however Council would be calling for an extension to the public exhibition period to the end of July on the planning changes.

“Whilst the promise of $52m is certainly welcome, we need to ensure the proposed changes to planning controls serve the community’s best interests,” Mayor Smith said.

“Council does not feel that the community will have enough time to view and comment on the draft SEPP and SIC contained in the Consultation Paper or the first two Government Architect reports, and will be calling on the NSW Government to extend this timeline.

“Council and the community need to examine in detail these proposed planning controls to ensure decisions for Gosford are inclusive of both Council and the community.

“Council and the community should be at the heart of the revitalisation of the Gosford city centre and it’s critical that we remain at the centre of the planning and approval process for development.

“That is why I will be asking the CEO to look very closely at the announcement and ask for an urgent briefing to Council from the Department of Planning and Environment and Continued P4

Mr Wales thanked his executive for their service over the 20 years of his presidency and discussed the changes to the Peninsula’s community that he has seen during that period.

He also talks about the challenges ahead for zoning and planning on the Peninsula.

“It baffles me that the Peninsula is nothing more than a cash cow for rates,” he said.

With a population of 38,000 people, the Peninsula represents 30 per cent of the rate base for the old Gosford Council “but we never seem to get, in our view, our cut of the rates pie”.

he community’s preference for a regional library integrated with a-grade commercial space may be upheld when Central Coast Council votes on the matter on May 28.

Peninsula library could close One of the Peninsula’s libraries could be closed, discussion at the latest meeting of Central Coast Council has revealed.

Cr Troy Marquart raised the possibility of library closures on the Peninsula as part of Council’s debate about the long-promised regional library proposed for Gosford.

Cr Greg Best said he recalled Council director Ms Julie Vaughan previously “outlining to this chamber that Umina and Woy Woy would merge”.

Ms Vaughan said she had been referring to an independent

study commissioned by the former Gosford Council in 2015.

“The question was did that report recommend any closures, and I clarified certain recommendations within that report particularly in relation to Peninsula,” she said.

According to Ms Vaughan, those recommendations were based on the perception that Woy Woy and Umina libraries did not adequately address the community’s needs.

“One option was to explore rationalisation but further library service reviews would be needed to streamline services,” she said.

“Are you saying no libraries will shut down?” Cr Marquart asked.

Ms Vaughan failed to rule out

the possibility of a library closure.

“As I have said to Cr Best earlier, the former report identified that there was an under-servicing at a base line level [on the Peninsula] so the expectation is services would not be reduced but we would just look at better ways to meet the community’s needs.”

“There is no contingency that says once the regional library up and running, it would accelerate closures?” Cr Marquart asked.

“They are two different questions,” Ms Vaughan said.

“The development of the regional library is not dependent on closures,” she said.

“There have been reviews

done earlier, and it is something that would need to be done in consultation with the community,” she said.

She pointed out that Council was “currently doing quite a lot of work at Woy Woy Library” which it was unlikely to be undertaking if the intention was to close the library.

Cr Lisa Matthews then asked Ms Vaughan to confirm that “any closure of any library would have to come through the chamber”.

Ms Vaughan responded that was correct to which Cr Matthews said she was certain the majority of councillors would not be voting in favour of any library closures.

Ms Vaughan said it was “misinformation” that either Woy Woy or Umina Library could close to make way for the building of a new regional library in Gosford.

“I do reiterate the regional library and development of that is not dependent on closure of any other libraries,” she said.

“It gives me great pleasure to clarify the misinformation, and state that the development of the regional library is not dependent on the closure of any other libraries,” Ms Vaughan said.

Wicks told ACCC ‘cannot act’ on petrol prices The Australian Consumer and Competition Commission has told the Member for Robertson Ms Lucy Wicks that it cannot act on the Peninsula’s inflated petrol prices.

It would only be able to intervene where there was evidence of illegal anti-competitive behaviour.

Ms Wicks said she had written to over 1000 residents who had signed her petition on petrol

prices outlining the Commission’s response.

“Your voice has seen the competition watchdog take a close look at the petrol price issues you’ve raised on the Central Coast,” Ms Wicks said in her letter to petition respondents.

According to Ms Wicks, the Commission found that the average cost of regular unleaded petrol across the Central Coast market was 136 cents per litre

in March 2018 which was, on average, three cents per litre lower than Newcastle’s average price for the same time period.

“They also did a spot check at Woy Woy and Gosford, which found as much as a 15 cents per litre difference between the highest and lowest E10 prices,” Ms Wicks said.

The Peninsula News has been tracking fuel prices for over 12 months and has found price

differences as high as 35 cents per litre.

Ms Wicks said it was disappointing that the Commission would only take action if presented with evidence of anti-competitive behaviour.

“While this may be disappointing, we can work together to take action now by using widely available information on where the cheapest prices are on the Coast.

“There are a few apps and

websites, like Fuel Check, which helps to find cheaper petrol and rewards retailers where the prices are lowest,” she said.

Meanwhile, the State Member for Gosford, Ms Liesl Tesch, said she would continue to urge Peninsula residents to exercise their consumer rights and, where possible, purchase cheaper petrol in nearby West Gosford.

On April 11 the Council resolved to build a stand-alone regional library in Donnison St, even though the majority of community participants in an online survey had voted for a library integrated with a commercial building.

A rescission motion at the April 23 Central Coast Council meeting was successful, and that earlier decision was reversed.

However, after a scrappy and directionless debate, Councillors once again deferred a final decision on the location and form of the new library.

It is understood that the absence of one councillor at the May 28 meeting, and a change to the voting status of another, may result in a third option making it over the line, which would see the regional library built in Donnison St, with commercial space, and guarantees to ensure the project’s financial viability.

Mayor Jane Smith is not in favour of such a proposal and has expressed concerns that a library integrated with commercial space could represent a financial risk to Council.

All Councillors voted in favour of the rescission motion except, Mayor Jane Smith and Clr Louise Greenaway, and Clr Doug Vincent was absent.

The deferral was finally accepted: “to consider the commercial viability of a modern facility that the

community have said they want for the Gosford CBD.” “Following a detailed Councillor workshop, a further report on a revised proposal for a Regional Library in Gosford will be presented to the May 28 Council meeting,” Mayor Jane Smith said.

“We need to ensure that we create a truly iconic building in the city centre, helping to attract business and investment to the area, as well as increase connectivity amongst educational institutions,” Mayor Smith said.

“This catalyst project for the CBD must be a central meeting point for locals and visitors alike, creating a true innovation centre and drawcard to the city centre,” she said.

“Libraries are at the heart of creating liveable, connected and sustainable cities, and that is definitely what we want to see for the Gosford CBD.”

After the meeting, Mayor Smith said she was concerned about the financial risks involved in committing to build commercial space with so much private development coming on line in the CBD and surrounds.

“With some major projects, such as RPAC and the library, I don’t want to overextend without sufficient guarantee that funding will be forthcoming,” Mayor Smith said.

“Right around NSW there are stories of councils that have been a little ambitious and have come down with over extending, and I am a little cautious about our risk management.

“I think a regional library is a great project for the Central Coast, and for Gosford’s city centre in particular, so really, my specific concern is about the financial risk and making sure we have got that covered,” she said.

“We have got some large

projects, and whenever we put up a large amount of money, that means that we are not putting it up on something else, and we need to ensure it will be successful.”

On April 11, Councillors had voted in favour of the standalone library option, wholly on Council-owned land, at 123A Donnision Street.

The building was to be redesigned to accommodate possible additional levels of commercial development if further funding was secured.

However, a rescission motion to reverse Council’s decision was put forward by Councillors Greg Best, Bruce McLachlan, Jilly Pilon, Rebecca Gale Collins and Troy Marquart, for the April 23 ordinary Council meeting.

Mr Tony Mylan, from ET Australia, which is a current tenant of the 123A Donnison St property and owns the adjoining building, spoke against the rescission motion.

“It puts further stress and concern on all of the people involved in this development,” Mr Mylan said.

“The description in the rescission motion of this being ad hoc I find a bit peculiar, because I have been working with Gosford Council and Central Coast Council for three years, and it has been anything other than ad hoc.

“I commend staff, directors and the Acting CEO for the work they have been doing negotiating and consulting with us and the general public.”

Mr Mylan pointed out that 70 per cent of respondents to a survey about the library were in favour of Concept 2, a library combined with commercial space built across the Council and ET’s building site.

“Despite public support for Concept 2, Council voted for Concept 1.

“I am at a loss to the politics, but I wanted to indicate to the

meeting this evening that the rescission motion has some general points in it that leave ET Australia and other tenants with no timeline as to what might happen next, unsure what to do with tenants in the building, how it will impact on the school year, how it will impact tenants.

“It will leave us with more questions than we had before this evening.”

He said he appreciated Council’s willingness to vary Concept 1 so that all current Parkside tenants would be accommodated.

Clr Jillian Hogan asked Mr Mylan to explain the impact the rescission motion was having on the tenants, many of whom were community service providers.

“We have a tenant in that building whose lease expires on November 30, and we have been exchanging correspondence about an extension to the lease, and our tenants, who are a state government department, are extremely keen to extend the lease.

“They wish to have a five year lease with a five year option, so they can refit and refurbish their premises.

“We have been giving them a please wait response.

“We wrote to Council asking for a timeline for development, indicating why we needed to do that, and as a result of that, we have now entered negotiations with the state government department to extend their lease.

“If we do that, the space in Donnison St, and the car park, would be tied up for the next 10 years.

Rate rise and tiny surplus in historic Council budget esidents and ratepayers have one month to comment on a draft of the historic first combined Central Coast Council Delivery Program and Operational Plan for the 2018-19 financial year.

The 2018-19 Draft Delivery Program, Operational Plan including the budget and draft Resourcing Strategy are among a suite of documents Council has placed on exhibition for public comment after being endorsed at the May 14 Council meeting.

Council aims to achieve a tiny surplus of $64,000 but an average ratepayer from the old Wyong LGA will see their rates go up by $33.50 for the year.

Mayor Jane Smith said it was now the community’s opportunity to write to Council to let them know where they’ve got it right and wrong before the plan was adopted and rates officially set on June 25.

Council’s plan aims to deliver $561.5 million in essential services and $199.8 million in capital works in priority areas from the Community Strategic Plan (CSP).

Mayor Smith said the draft plan was the beginning of an evolving culture within Council that was more responsive to, and better reflected, community priorities and aspirations in line with the CSP. “This is our contract with the community,” Mayor Smith said.

“It details every project and initiative we will deliver over the next year with a strong focus on financial and environmental sustainability,” she said.

“We will be delivering just a small surplus, $64,000, as we want to invest every dollar we can on delivering the services and infrastructure our growing community have told us they need, want and value.”

Major projects include: $1.3 million to deliver the Norah Head Masterplan and deliver key amenity upgrades in the key tourism area; $2 million to construct the Mardi to Warnervale trunk water pipe; $1.8 million for a regional skate park and play space at Lake Munmorah; and $2.5 million to finish construction of the Central Coast Regional Sporting Complex at Tuggerah.

“Our community have identified their vision of where they want to see the Coast grow and be in 10 years’ time.

“This draft Operational Plan outlines a clear promise to our community, a promise we look forward to delivering.”

In addition to rates and charges, the Council expects to receive $48.4

It is proposed that 78 per cent of operating and capital expenditure will be invested in the following priority areas: roads, transport and drainage ($186.92 million or 24.6 per cent of total spend).

Water and sewer will see a $196.12 million total spend or 25.8 per cent of budgeted funds.

Waste services and business development have been allocated a total $89.92 million or 11.8 per cent of total spend.

Open space and recreation has been allocated $45.13 million or 5.9 per cent, leisure and lifestyle $16.81 million or 2.2 per cent, and waterways and coastal protection $20.01 million or 2.6 per cent.

have been given a total budget of $18.2 million or 2.4 per cent of total spend; learning and education $9.46 million or 1.2 per cent; and libraries $11.36 million or 1.5 per cent.

A rate path freeze for merged councils still applies for Central Coast Council.

This means Council is required to maintain the rate path that was last applied by the former Gosford and Wyong Councils until June 30, 2020.

The freeze in the rate path is not a freeze on the amount Council can levy by way of rates.

The Independent Pricing and Regulatory Tribunal (IPART) has approved an annual rate peg increase so Council’s permissible rates income for 2018-19 is the sum of the rates income for each of the former local government areas, as if the amalgamation had

not occurred, plus the allowable rate peg.

For 2018-19 IPART approved a rate peg of 2.3 per cent.

The rates and annual charges applicable to a residence in the former Wyong LGA with an average unimproved land value will increase $33.50 or 1.4 per cent in 2018-19 which is made up of a $22.55 increase in ordinary rates and an $11 increase in domestic waste charges.

Maps showing the parts of the Local Government Area to which each category and subcategory of ordinary and special rates proposed will be available at the Council’s Wyong office (and Gosford office).

Final adoption of the plan and making of rates and charges will take place at the June 25 Council meeting.

Council has encouraged the community to make submissions on the draft plans via yourvoiceourcoast.com, Council libraries and offices at Wyong and Gosford.

Submissions will be received up until 5:00pm on Thursday, June 14.

Central Coast Council has agreed to apply for 50-50 funding to dredge Ettalong Channel following a fortnight of sustained community and political pressure, which saw 400 residents attend a meeting at Ettalong.

The Council has also called, again, for the NSW Government to complete another round of emergency dredging to ensure the navigation channel is at least restored, temporarily, to a navigable state.

The indefinite cancellation of ferry services to Ettalong and Wagstaffe prompted a wellattended community meeting at Ettalong Diggers on May 10.

Following the meeting, chaired by Diggers chief Mr Bill Jackson, Central Coast mayor and councillors were advised of a motion calling for “joint funding by Council and State Government for dredging of the Ettalong Channel area this month”.

“A meeting attended by over 400 people was held at the Ettalong Diggers Club tonight, called by Ettalong Diggers, to discuss the problems caused by the suspension of the ferry service to Ettalong and Wagstaffe, and its diversion to Patonga,” Mr Jackson said in his post-meeting letter to Councillors.

“It is requested that Council consider this matter at its meeting to be held on Monday, May 14,” the letter said.

“The following motion was passed unanimously by those present at the meeting, for consideration at the Council meeting next Monday (motion proposed by Ms Peta Colebatch, seconded by Mr Peter Mote): That this meeting requests both the State Government and the Central Coast Council to work together to fund immediate dredging works (this month) so that the ferry service to Ettalong and Wagstaffe can resume (the Council to submit a compliant application for funding to the State Government next week); and that this meeting requests that in the longer term, a working party of stakeholders assess the appropriate approach for the future, looking at maintenance dredging, technical issues, environmental implications, community impacts (including work, tourism, educational issues), and funding.

made at the meeting, some concerning different viewpoints on funding responsibility.

“However the community strongly expressed the need for immediate action so that normal ferry services can be resumed.

“People at Patonga are having difficulties also, from the presence of the ferry there and the impact of parking.

“And there are major tourism, business, recreation, family, and educational impacts, with people’s work being curtailed (for example, builders using the ferry to get to Palm Beach) and family visits also being stopped.”

It was standing room only in the Gosford Chamber of Central Coast Council on Monday, May 14, as the community rallied to support the Ettalong meeting’s call for an immediate end to the impasse between Council and the State Government.

An urgency motion was circulated to members of the public and media but, according to Central Coast Council Mayor Cr Jane Smith, none of the councillors had informed her that there was an urgency motion to be put.

The meeting proceeded according to the agenda, frustrating the packed gallery until Cr Greg Best announced there was an urgency motion but left it to Cr Rebecca Gale Collins to move the motion.

The debate was heated and frustrating with loud interjections from the public gallery leading to Cr Smith calling for a 15-minute recess.

Gosford West Ward Councillor Richard Mehrtens utilised the recess to write an amendment which he said better reflected the sentiment of the community meeting than the urgency motion that Cr Gale Collins put to the meeting, understood to have been written by Cr Greg Best.

“We finally moved a motion that the dredging of the channel was a State Government matter so we are still holding the government to that standard and the majority of councillors still have that same belief,” Clr Mehrtens told Peninsula News following the meeting.

“Now what the Council is doing is being the more responsible level of government on this while the State is still throwing up road blocks,” he said.

“This is a thing that was made very obvious at the Council meeting on Monday night, the State Government has the authority to dredge this channel, which is Crown Land, whenever it chooses to do so, it owns a dredge and on two occasions in the past 12 months it came in one day, did its scraping and left,” he said.

According to Cr Mehrtens the Council’s decision to apply for 5050 funding under the Rescuing

Our Waterways program would not provide an adequate solution to the problems facing the entrance to Brisbane Water.

“The funding available is completely inadequate and that was one of the reasons we were reticent to support applying under Rescuing Our Waterways,” he said.

According to Council the maximum that can be applied for by the state is $1.3 million and it may take until January 2019 for the outcome of the 50-50 application to be known.

However, Councillors have been informed by staff that the annual cost of maintaining the channel is more than the total $3 million that would be made available via a 5050 agreement and then it would be at the mercy of the State to provide the funding annually.

“We do need a longer term program for this waterway, otherwise the State Government will be holding Central Coast Council to ransom every year.

“If we received $400,000 one year and then missed a year it would take more than $800,000 the following year to get it back to an acceptable standard.

“We have no guarantee we will get the maximum $1.3 million when the maximum available for all coastal councils is $6 million and we are up against 13 other councils,” Cr Mehrtens said.

“The North Coast has a specific list item for dredging in the State Budget each year but we have to sit here and wait.

“I can’t understand how anyone can say it is not a navigable waterway when it is a public transport corridor.

“My interpretation of the community meeting at the Diggers was the long term solution was a State Government responsibility but short term people wanted to see Council apply for the funding.

“They were annoyed by the stalemate and wanted to get it done, with the State Government being obstinate.

“A change of government was the only way the meeting believed the State would take responsibility.

“As Cr Bruce McLachlan told the community meeting, the State Government was not going to move on this,” he said.

Cr McLachlan along with Crs Jilly Pilon, Gale Collins and Mehrtens spoke at the community meeting.

“I said I would be happy to look at any motion for 50-50 funding but it also had to request that the State Government pay for emergency dredging as an act of good faith,” he said.

“We arrived at Council on Monday night under the impression there would be an emergency motion but when the Mayor asked each of the councillors she was told ‘no’.

“When Cr Best arrived later the Mayor also asked him and he replied ‘no’ but they were planning to introduce the motion the entire time and to do so without any notice, without allowing the other councillors time to read it was incendiary.

“It didn’t reflect the motion that Bill Jackson and the public meeting had decided on so it was necessary to introduce an amendment to get something agreeable but it is not a long-term solution,” Cr Mehrtens said.

‘Christianist’ terrorists invade Gosford Anglican Church

St Hilliers’ development reaches major milestone

osford Anglican Church was invaded by a group of alleged ultranationalist neo-Nazis.

On May 19, The Church’s Saturday night mass was interrupted by five Melbourne men, belonging to Nationalist far right group, the Cooks Convicts.

One of the men entered the congregation wielding a whip, whilst another was brandishing a fake sword, according to Fr Rod Bower.

“This was an extremely traumatising event,” said Fr Bower.

“Fortunately, many regular parishioners were absent, so the devastation was somewhat minimised.

“This was in my view a terrorist attack.

“One cannot imagine that had these men been Muslims, they would have been allowed to walk away from this act of violence and intimidation,” Fr Bower said.

“These people are to Christianity what Isis is to Islam.

“This attack shows how far we have gone down the road of right wing extremism.

“Such an attack on a church could not have been imagined only a few years ago,” he added.

The Cooks Convicts filmed the incident and posted the video to their Facebook page.

The footage begins by condemning Fr Bower’s left wing and at times controversial approach to teaching the Christian faith.

This commences with a monologue, believed to have been recorded by Cooks Convict leader and the instigator of the May 19 Church incident, Mr Neil Erikson.

riday, May 25, will mark a milestone for property development and construction company St Hilliers, with its 32 Mann St development in Gosford reaching the highest point in the building of the structure.

Mr Erikson said Fr Bower had been “Pissing a lot of people off, especially Christians.

“He claims to be a Christian, but as Jesus always said, many will come in my name and Rod Bower’s one of them.

“He supports gay marriage, he supports Sharia Law, he blesses the Burqa and he disrespects our ANZACS. “Rod Bower gives all of his worship to his ego,” Mr Erikson said.

Following these statements, the video shows the Cooks Convicts interrupting Fr Bower’s service.

The congregation is shown to be visibly disturbed by the intrusion, with one woman screaming in fear, as Mr Erikson, dressed as Jesus, and the other Cooks Convicts, enter the chapel.

In the footage, Fr Bower is shown to ask the men to leave, whilst Mr Erikson, through a megaphone, proclaims: “What have you done to my house?

“You have desecrated my father’s house,” Mr Erikson

was seen to say before Fr Bower and his congregation began singing a hymn until the Cooks Convicts left.

Mr Erikson was then filmed in front of the Church’s letter board, which frequently features some of Fr Bower’s more controversial messages and teachings, cracking a whip.

He then continued his tirade and attack on Fr Bower’s character.

Still invoking the image of Jesus Christ, Mr Erikson is seen to say: “What you have done to the Christian church is unforgiveable.

“You have desecrated the house of God. “This man is a traitor to his religion.

“He’s a traitor to my father’s house.

“This man is a media harlot; he doesn’t care for me or my father.

The matter is now in the hands of Gosford Police and the church is conducting yet another security review.

This follows a similar confrontation in August, 2016, where members of the now defunct Party for Freedom, disrupted a sermon, dressed in traditional Muslim garb.

Mr Erikson was one of the members of the Party for Freedom that took part in the 2016 Church raid as well.

Following the incident, Fr Bower wrote on the Parish’s Facebook page: “We will not be silenced.

“These ‘Christianist’ terrorists used violence and intimidation to try and silence our message of love and inclusion,” he wrote.

On May 21, the Church’s letter board had changed to “We’re into hail Marys, not heil Hitlers.”

Fr Bower will appear on the panel on the ABC’s Q&A on Monday, May 28.

Work underway on Intercity its own land Fleet Maintenance Facility but it has despite community objections refused to approve the clearance

arliamentary Secretary for the Central Coast, Mr Scot MacDonald, performed a sod turn to mark the start of major construction of the new Intercity Fleet Maintenance Facility at Kangy Angy.

He said the project would boost employment and skills on the Central Coast.

“When complete, the facility will service and maintain more than 500 train carriages being delivered by the NSW Government as part of the new Intercity Fleet project,” he said.

“The new fleet will provide more reliable and comfortable journeys for customers travelling to and from the Central Coast, Newcastle, Blue Mountains and South Coast.

“The transition to major construction, including site clearing and piling, is now underway,” Mr MacDonald said.

“The $300m investment in the maintenance facility at Kangy Angy is expected to create 300 positions during construction, and 200 positions in operation, for the Central Coast,” he said.

development application for the clearing of native vegetation at 140 Sparks Rd, Warnervale, submitted by Central Coast Council, for work on land owned

by Central Coast Council, has been refused by Central Coast Council.

The application was lodged in 2017 as part of works to accommodate the Amphibian Aerospace Industries’ (AAI) hangar within the Central Coast Airport site at Warnervale.

However, Council cleared the land prior to even lodging the DA. The reasons for the refusal were that the proposal would have had an unacceptable impact on Endangered Ecological Communities (EECs) under the NSW Environmental Planning and Assessment Act 1979, and the Threatened Species Conservation Act 1995.

Council’s reasons for refusal also included that

“no development control plan (DCP) applies to the site to allow for the development application to be approved, as required by Clause 6.3 of the Wyong Local Environmental Plan 2013.

“The proposed development would not be in the public interest as it pre-empts the Biocertification process underway and detailed planning required for the area under Section 79C(1) (e) of the Environmental Planning and Assessment Act 1979,” the refusal letter said.

Amphibian Aerospace Industries intended to establish an amphibious aircraft manufacturing business on the site.

According to the Landrum and Brown Central Coast Aviation Hub Planning Summary, tabled at the November 27 meeting of Central Coast Council, AAI would construct, at their cost, hangars and ancillary buildings to support the business.

Four cafes on the Peninsula have partnered with Central Coast Council to promote the use of reusable coffee cups.

The Council has identified disposable coffee cups as a major contributor to litter in the area.

“Reusable coffee cups are a better choice and it is easy to get into the habit of taking a reusable cup to your local cafe,” according to Council’s environmental education section.

Community meeting calls for Crown Land buy back A community meeting, held at the Everglades Country Club on Sunday, May 27, voted unanimously to call on the NSW Government to re-acquire Crown Land that was sold to the owners of the Woy Woy Sporties land.

A triangular piece of Crown Land was purchased by Woy Woy Holdings, owners of the Sporties site on the corner of Brick Wharf and North Burge Rd, from the State in June 2015 for $38,830.

It had been leased on a longterm basis by Woy Woy Bowling Club which facilitated its sale to Woy Woy Holdings for a price significantly below its market value.

President of Save Woy Woy Waterfront community group, Mr Ross Cochrane, said the meeting had to be relocated from the Woy Woy CWA Hall to Everglades because of the strong community interest.

“It was a very positive meeting and we ended up getting 97 people which was great considering we only gave four days’ notice of the venue change,” Mr Cochrane said.

“We also received quite a few apologies and some people also went to the CWA Hall and didn’t find out about the venue change,” he said.

“The objective of the meeting was to pass on whatever information we knew about the development application for the Woy Woy Sporties site.”

The $30.4 million development application would see integrated senior living accommodation built on the land along with a new club house.

“It was to tell them about the 84 submissions received by Central Coast Council in opposition to the development so we summarised what people were most concerned about in their submissions,” he said.

Of the 84 submissions made to Council, 66 raised concerns about flooding, tidal inundation and climate change making the proposed development unsuitable for the site, 60 expressed concerns about the development leading to loss of amenity around noise, traffic, parking, overshadowing, 57 said it was incompatible with the character of the area, 52 were worried about the less of community space and the recreational area, and 42 said the bulk and scale was inappropriate.

Other reasons for objecting to the DA included the uncertain future of the bowling club, objections to the retail leases, stormwater management, safety, threat to the fishing club, no mechanism to ensure the units would be habited by seniors and the crown land sale to the developer.

“We also outlined what happens now as the development application progresses to the Joint Regional Planning Panel.

“We let people know that it was not too late to make submissions to the Council.”

Mr Cochrane said Member for Gosford Ms Liesl Tesch attended the meeting to offer her support to the community’s opposition to what they consider to be an overdevelopment of the site on the corner of Brick Wharf Rd and North Burge Rd, Woy Woy. Independent Central Coast

councillor Louise Greenaway also addressed the meeting.

Deputy Mayor Cr Chris Holstein, a Gosford West Ward councillor, has declared a conflict of interest on the matter and Cr Richard Mehrtens gave his apologies.

“When we talked about the sale of the Crown Land to the developer, it was a total ‘Oh my goodness are you kidding me’ moment,” Mr Cochrane said.

“Someone moved a motion from the floor that the NSW Government re-acquire the block and it resulted in a unanimous show of hands so Save Woy Woy Waterfront will be calling on the NSW Government to re-acquire the Crown Land,” he said.

Ms June Mitchell, the 92-yearold North Burge Ave resident who started the campaign, also addressed the meeting.

“We also made people aware that if they put in a submission they will get an invitation to make a verbal submission at the JRPP hearing.”

Save Woy Woy Waterfront also recruited around 30 new members at the meeting and started a petition to support their campaign.

Mr Cochrane said Save Woy Woy Waterfront was also considering getting legal advice about whether or not permanent JRPP Panel member Mr Michael Leavey should be allowed to consider the Woy Woy matter when he was simultaneously acting as a consultant for a similar development at Koolewong.

Brisbane Water Secondary College students with the Prime Minister

Students have chance meeting with PM Students from Brisbane Water Secondary College Umina campus have had a chance meeting with Prime Minister Mr Malcolm Turnbull on a Sydney-bound train.

The students were returning to the Peninsula from a barista training course at Ourimbah TAFE on May 25, when they bumped into Mr Turnbull on the train.

Mr Turnbull was on the Coast to make an NDIS funding announcement with Member for Robertson Ms Lucy Wicks and was returning to Sydney by train.

The students took the time to chat with Mr Turnbull about their education, school and career aspirations.

“The time for Gosford to shine has finally arrived,” - NSW Planning Minister

SW Minister for Planning and Housing, Mr Anthony Roberts, visited Gosford on May 28 to announce funding of $52m for infrastructure and public space in Gosford.

Mr Roberts also announced a new Gosford City State Environment Planning Policy (SEPP), which provides a new development assessment and approvals framework giving the NSW Department of Planning, not Central Coast Council, authority over developments in the Gosford CBD valued at $10m or over.

Mr Roberts said his announcements were a watershed moment for the capital of the Central Coast.

He said the $52m would see well-overdue work being done to upgrade the infrastructure and public domain, which will attract development, improve business opportunities and attract residents.

“The time for Gosford to shine has finally arrived,” Mr Roberts said.

“After listening to the community, we have developed a multi-pronged, design-led delivery to ensure the Central Coast has a regional capital it can be proud of,” he said.

“The $52m announcement involves $42m to upgrade vital infrastructure in Gosford City Centre, plus $10m for public domain upgrades.

“That will include the creation of a significant regional playground as part of a major renewal of the parklands and streetscapes near the Gosford

“This funding is in addition to the $406m that has been invested by this Government on the hospital redevelopment, associated infrastructure and other city centre upgrades, further to the 300 Office of Finance and Services jobs we are bringing to the City.”

The NSW Government Architect released another two reports for the community to view and comment on.

Place Report 2 focuses on connecting Gosford Hospital to the city over the train station (See separate article for more detail).

Place Report 3 focuses on linking the city to the waterfront parklands in the city’s south west (See separate article for more detail).

“The Government Architect’s recommendations focus on connections between Gosford Hospital and Mann St, as well as making the waterfront parklands a destination for visitors and the community,” Mr Roberts said.

He said the new Gosford City State Environment Planning Policy (SEPP) would provide design-led, streamlined, flexible and efficient statutory development controls.

“The new State Planning Policy will be supported by a new development assessment and approvals framework and case management process.

“A Special Infrastructure Contribution (SIC) will also be applied to Gosford City Centre to enable the Department of Planning and Environment to collect contributions for

revitalisation of infrastructure that supports growth as the program continues to roll out.

“The proposal is that the overall amount to be collected will reduce from 4 per cent of the value of development to 3 per cent.

“The reduction in contributions will encourage investment and is a big vote of confidence by the NSW Government in Gosford, and a demonstration of our commitment to delivering a revitalised city centre.

“The planning policy and the infrastructure contribution will align with the Government Architect’s recommendations to drive the continued renewal of Gosford City Centre.”

The new planning framework will remain a stand-alone state policy until the Central

Coast Council completes its comprehensive LEP, which could be some years away.

Mr Roberts also unveiled the City of Gosford Design Advisory Panel, a body that brings together the highest calibre planning and design minds in the country to assess, advise and ensure design excellence of proposed developments in Gosford City Centre.

The Panel comprises NSW Government Architect, Mr Peter Poulet, Coordinator General for the Central Coast, Ms Lee Shearer, NSW Chief Planner, Mr Gary White, and two additional panel members drawn from an established group of practitioners.

The Planning Department, in close collaboration with Central Coast Council, Roads and Maritime Services, and

Transport for NSW, has also formed a Traffic and Parking Subcommittee to tackle the issue of car parking in Gosford City Centre.

Central Coast Council welcomed the announcement.

Mayor Jane Smith said investment in the CBD was welcomed, however Council would be calling for an extension to the public exhibition period to the end of July on the planning changes.

“Whilst the promise of $52m is certainly welcome, we need to ensure the proposed changes to planning controls serve the community’s best interests,” Mayor Smith said.

“Council does not feel that the community will have enough time to view and comment on the draft SEPP and SIC contained in the Consultation Paper or the first two Government Architect reports, and will be calling on the NSW Government to extend this timeline.

Gosford UDIF Place Report 2: City North

T

he NSW Government Architect has a vision for the northern precinct of Gosford that connects the redeveloped hospital to the CBD, remodels the Gosford Train Station and sees the area evolve into an attractive innovation precinct.

The ‘City North’ area is examined in the Government Architect’s second placebased report on the revitalisation of Gosford.

It incorporates the expanded Gosford Hospital, the schools west of the station, and the station precinct, including the railway line crossing (currently the train station concourse), and the eastern side of the station to Mann St via Burns Park.

Although positive about its potential, the Government Architect outlines the challenges that must be overcome to achieve a revitalised northern precinct.

“The rail corridor forms a significant barrier through the city, restricting physical,

However, according to the report, “with improved connections, the city north is an area of great opportunity.

“By connecting the hospital to a re-imagined rail corridor and main street, its potential

is expanded to start a new generation of innovation, allied health and education in the northern end of Gosford,” the report said.

“A hospital development of this scale will promote growth of allied health services that support the hospital, such as fitness and rehabilitation facilities, scanning services, medical consultation rooms and accommodation for key hospital staff and doctors.

“Connecting the hospital back into the city is key to enable Gosford to build on this investment and promote co-location of a range of associated uses to revitalise the area.”

The Government Architect has recommended consideration of an expansion of TAFE or a university presence in the northern precinct.

The first strategy for connecting the hospital to the CBD is through improved pedestrian links, in advance of longer-term options for new connections across the railway line.

“The time for Gosford to shine has finally arrived,” – NSW Planning Minister

SW Minister for Planning and Housing, Mr Anthony Roberts, visited Gosford on May 28 to announce funding of $52m for infrastructure and public space in Gosford.

NSW Government Architect’s Office on the implication of the announcements made, particularly relating to traffic and parking management.

“We need to understand what this means for Council’s development of a comprehensive Local

Environment Plan, and how they will contribute to the planning landscape, but more importantly, what it means for our community.

“In fact, we will hold at least two workshops to gauge community views and to ensure they are active participants in the future of the Gosford CBD. “There is already an approved $1.79b of developments in the Gosford CBD area, and Council is paving the way for the revitalisation of the city centre.

“It’s vitally important that the announcement builds on this foundation and that the planning initiatives, proposed by the NSW Government,

serve to complement rather than confuse the long term, sustainable advancement of Gosford as the regional capital of the Central Coast.”

The Urban Development Institute of Australia NSW (UDIA NSW) also welcomed the announcement.

The UDIA NSW, Central Coast Chapter Chair, Mr Caine King, said: “The NSW Government has prioritised the revitalisation of Gosford as the capital city of the Central Coast, and private sector confidence is already starting to improve.

“UDIA NSW believes that realising the potential of the Central Coast for jobs, housing and lifestyle requires

a coordinated approach.

“To that end, the development community has supported the Government’s steps to date, namely the appointment of Ms Shearer, the use of the Government Architect to articulate a vision for the city, and the appointment of Michael Cassel as CEO of the Central Coast Regional Development Corporation.

“UDIA NSW welcomes the announcement that proposals for significant new development in Gosford will be considered under new State planning controls,” Mr King said.

“Growth requires confidence and clarity,” he said.

“The people of the Central Coast want a vibrant capital city that will lift the whole region.

“UDIA NSW looks forward to understanding the details of the proposed State Environmental Planning Policy for Gosford, and working with Government to get it right.

“The new rules can provide more clarity and certainty for developers.

“They would also add an extra layer of design excellence to the review process, which developers welcome, and which would give the community confidence that we’ll strike the right balance in development.

“Gosford and the Central Coast have some infrastructure problems to solve.

“We have to ensure we have water, sewer, power and roads in the right places to support the development we want.

“And we really need to lift our game on public transport and connectivity.

“UDIA NSW looks forward to working with Government to solve these issues.”

Another possibility is to investigate options for a new pedestrian crossing from the hospital to Beane St in the east, and an additional crossing at Erina St linked to the extension of the platforms and a potential new station entry point.

The report calls for an investigation of options for a pedestrian and active transport bridge from the main concourse of the Hospital, at Holden St, over the new hospital carpark and railway corridor to Mann St.

“The link could align with the street grid at Beane St. “This is roughly half way between Etna Bridge and the station, and could possibly form part of the development of a mixed use transport interchange.

“Consider landing the bridge in an improved public domain and improved Mann St. “Mann St is to become a strong green spine through the city, connecting the distinct areas along its length.”

The report identifies Gosford Station as an important transport interchange for the Central Coast.

“There are station upgrades planned for the new intercity train fleet due in 2019, including platform extensions and improved wayfinding.

“The interchange, station and rail corridor will require further investment and upgrades to improve access and connectivity through the city, and between the station, buses, and commuter parking.

“The concourse should consider water views, whilst any other opportunities to view President’s Hill from the station and its surrounds should be explored.

“Any redesign of Gosford

Railway Station should encourage direct access to platforms to release capacity on the concourse, and consider a southern rail platform entry/ exit with the required platform extensions for the InterCity Fleet trains.

“With the station platform extensions proposed to be towards the south, this provides an opportunity to consider a southern platform entry and exit aligned with Erina St East.

“This could be a new rail crossing that links the State Commuter Parking station and Mann St, encouraging commuters to have easy access to the station, and the commercial, retail and food and beverage options on Mann St. “Consider whether some pedestrianisation of Erina St East, between Mann St and the rail corridor, could create a new public domain for pedestrians to land into, activated with commercial opportunities,” the report said.

The Government Architect believes the area can support the growth of a range of housing types suited to an increase in population generally, and more specifically, to the health

sector workforce.

“The potential growth of student housing, as well as new models of aged living, can bring a diverse population to the city north area,” the report said.

Pedestrian amenity along Showground Rd, Etna St and Faunce St needs to be improved to connect the schools and hospitals into the station and centre of Gosford.

Parking options in the Showground and nearby sites, with shuttle bus access to the hospital and station, should be considered, to help reduce traffic congestion.

“Consider an active transport loop that could connect Mann St, Showground Rd, Etna Bridge and the Station (at either entry).

“Consider the potential of this loop (approx 1.25km) to make a pedestrian focused core for the City North for the students, hospital workers, commuters and wider community.”

A public open space needs to be provided for the city north area according to the Government Architect.

An upgraded Burns Park should function as the civic entrance to the city for people arriving by train, according to the Government Architect.

The report said any possible future redesign of the Gateway Centre should be subject to design excellence processes as it is a strategically important site and gateway to the city centre.

“In the short term, consider removing the bridge over Mann St to encourage street level footfall,” the report suggested.

Another option explored is the potential for public open space to be created on some of the government owned land at the junction of Mann St and Beane St. “Provision of this space could activate Mann St, be connected to the hospital, and delivered in-conjunction with a new development of this land.”

he Government Architect’s (GA) third and final place-based report creates a vision for Gosford’s southern precinct, but it does not mention the waterfront.

“Parklands in the city south have the potential to bring the locals, the landscape and the water together,” the report said, and clarified that it looked at the Leagues Club Field, Gosford Stadium, the Australian Tax Office (ATO) building, the Finance building, and Baker St. “Once the Civic Centre is revitalised, the hospital is completed and better connected to the city, Mann St is improved, and the investment in jobs and growth in the south is leveraged, collectively government and key stakeholders will be in a better position to examine what the Waterfront needs to be, to best support the City and the region.

“Previous plans and visions have failed to deliver a publicly desirable, economically viable and implementable outcome for the waterfront.

“GA NSW recommends undertaking a specifically designed process that involves genuine and broad stakeholder and community engagement to develop a shared understanding and approach to its future.

“There should be extensive analysis of potential uses, physical challenges, strategic

objectives, movement requirements, and public domain, cultural and development opportunities.

“Planning controls, governance, ownership and management should all be examined as part of the process.

“Public access and public

benefit needs to be paramount, as the natural and cultural qualities of the environment need to be respected and enhanced.

“Equally, opportunities for investment and the creation or improvement of regional attractors should be explored.

“Ultimately, the vision,

viability and feasibility of ideas and proposals should be evaluated against a clear vision, supported by shared values and principles,” the report said.

Meanwhile, “The city south should better connect Gosford’s city centre to the water’s edge,” it said of the area described as a key arrival

point for visitors to the Central Coast and communities who live around Brisbane Water.

Rather than focus on the waterfront, the Government Architect took the view that the “focus in the short term should be on where investment and change is occurring in the city and where building momentum for improvements can be supported and implemented efficiently and effectively.

“While there has been a focus on the waterfront in previous documents, and clearly evident as a concern in ongoing community consultation, there are complex and inter-related issues and opportunities that need to be explored in greater detail than possible in the scope of work defined for this UDIF. “As such, the work in this report focusses on the important area of the city to the north of the Central Coast Hwy and how this part of the city connects to the civic centre, and over time, will function as a physical, social and economic connection to the waterfront.”

he Government Architect’s (GA) third and final place-based report creates a vision for Gosford’s southern precinct, but it does not mention the waterfront.

From P6 The report lists the regional attractors located in the south as the Stadium, Gosford Olympic Swimming Pool, Central Coast Leagues Club, Conservatorium of Music, Sailing Club and boat jetty.

“The proposed Regional Performing Arts Centre will add to this collection of regional destinations.

“The park offers a huge opportunity to accommodate a range of uses from active sport, to children’s play, to walking and passive recreation.

“Recent commercial developments of the ATO offices and further government offices on Mann St have brought a large daytime population to the area.

“This diverse population needs to be supported by new public domain, allowing the city to function well in event mode as well as day to day.

“The Darkinjung are the original indigenous inhabitants of this land.

“They have a deep connection to this place which must be respected, engaged with as a living culture and brought to the surface in any future development of the southern city.”

A more direct cycle and walking trail to Point Clare should be considered as

a priority, according to the report.

According to the GA’s vision, Baker St becomes a vibrant pedestrian prioritised boulevard and catalyst for the reinvention of the city’s south.

“The extension and activation of Baker St will help start the reinvention of the south” and there is potential to close the southern end of Vaughan Ave. Baker St is the logical and level access to the Leagues Club Field and waterfront beyond from the station and civic heart.

“It is the only gently graded street that provides active transport linkages and ties the city core to the waterfront.

“Together with Georgina Tce, it has been emphasised as the active transport focus and a continuation of the Mann St ‘civic spine’.

“No further driveways are to

be located on Baker St, service entries are to be located on Vaughan Ave, with access from Mann St, and no through traffic to the highway.

“An active park and pedestrian prioritised boulevard connecting the city with the water will become a focus.

“There is an important opportunity for League’s Club Field to accommodate a range of uses, including a regional playground, and active and passive recreation.

“The park is currently not well activated, and does not cater for a large range of users.

“Consider temporary activation strategies for the park in the short term, such as food trucks and events.

“Define and frame the edges at the park and attract people to use the park with active street frontages.

“Establish planting to reduce the impact of the highway.

“Rename the park to define its importance as a public space for the city of Gosford.

“The park is separated from the water, and the creek which used to run through the park is now piped underground.

“Draw the experience of water into the city by reimagining the piped creek which runs through the park.

“Establish water play and cooling recreation activities in the park, related to a new regional playground.

“Engage with the Indigenous community around the uncovering of the creek.

“Maintain solar access to public spaces, including the park and the boulevard.

“More specifically, ensure solar access for four hours between 9:00am and 3:00pm

at the winter solstice to 70 per cent of the Leagues Club Field.

“Currently Dane Dve, between the stadium and the Leagues Club Field, is temporarily closed for major events to create spill-over space and ensure safety for the crowds exiting the stadium.

“Connections are poor at other times.”

The GA recommends formalised road infrastructure to allow shared use of Dane Dve, to east of the stadium, and the pedestrianisation of the street during events at the stadium or the park.

“Improve pedestrian crossings on Dane Dve, Georgiana Tce and Baker St. “The Central Coast Leagues Club’s prime waterfront location and proximity to the stadium offers a unique opportunity to integrate further

community uses.

“Ensure future Leagues club development provides an active frontage to the park,” the GA report said.

“Carparking entry should ideally be off Dane Dve, not Georgiana Tce or the improved Baker St. The 32 Mann St site forms part of the future Baker St extension, and is a key link in reconnecting the city with the waterfront and park, the report said.

Dane Drive alongside the Stadium is identified as another important connection between Grahame Park and Donnison St. “The conversion of this road to a shared way should be investigated, helping to slow traffic, improve safety, connectivity and amenity at all times.

“As part of the proposed Access and Movement Strategy, and the current traffic study, consider options for improvements to the Dane Dr intersection with the Central Coast Hwy, including a pedestrian and cycle crossing.

“Objectives of the review would include a Point Clare cycleway and improved access to Grahame Park under the Brian McGowan Bridge.

“Shuttle bus services from Adcock Park in the west, and Hylton Moore Oval in the east, are also considered, to enable parking outside the city centre when the stadium or city park are being used as major event venues.

The sister city agreement was a long-standing arrangement with the former Gosford City Council, and was re-signed during a recent Mayoral and dignitary visit to Japan.

Mayor Jane Smith said that it was an honour to meet with, Mayor Masami Tada, of Edogawa City Council, and celebrate the 30th anniversary of the relationship, by re-signing the sister city agreement.

“The sister city relationship with Edogawa City during the last 30 years has delivered many benefits for the Central Coast, including the establishment of the Edogawa Commemorative Gardens, Mayoral and dignitary visits, staff exchange, and the youth exchange program,” said Mayor Smith.

“The youth exchange program has provided an invaluable opportunity for local students and their families to participate in a variety of academic, social, cultural and sporting activities with students from Edogawa City.

“Earlier this year, there was also a generous donation from the Urasenke Foundation to build a traditional Japanese Tea House as part of the Edogawa Gardens at the

Gosford Regional Gallery.

“For many years, there have been strong connections between our communities, and it is pleasing that this will continue with our Central Coast Council.

“I look forward to the continued friendship and cultural understanding,” Mayor Smith said.

Sister city relationships are valuable ways to share knowledge and culture, and exchange ideas.

As part of the sister city agreement, both Councils visit each other periodically.

The recent Mayoral and dignitary visit to Edogawa and Japan was endorsed by Council in February.

Regional Development Australia welcomes Planning Minister’s announcements

e g i o n a l Development Australia, Central Coast, (RDACC) has welcomed several key elements of the announcements by the Minister for Planning.

RDACC Chairman, Mr Phil Walker, said he particularly welcomed funding for critical infrastructure upgrades and measures to address some of the current challenges faced in the Gosford CBD. “We’re particularly pleased with the announcement of $42m for water and sewer upgrades across the Gosford City Centre, as RDACC has advocated for these essential works through the Central Coast Infrastructure Priority List, to assist in expanding the future capabilities of our regional capital,” said Mr

Walker.

“RDACC further welcomes news of the funding for public domain upgrades and a new regional playground in the waterfront parklands, to support the increased activation of the Gosford CBD and waterfront precinct,” he said.

“We’re also pleased to hear the State Government has been listening to our increasing concerns in relation to the critical car parking shortage in the Gosford CBD and will be exploring possible solutions, due to the impact that this has on the city’s ability to attract businesses and consumers.”

Gosford City Centre Revitalisation A

p i v o t a l consultation paper has been released detailing the NSW Government’s revitalisation program for Gosford, and the deadline for community submissions is June 28.

The Government Architect has created a vision for the future Gosford and now the NSW Government is outlining how it intends to deliver that vision.

The announcement of $42m to upgrade water and sewer infrastructure, and $10m for streetscape improvements and a city playground, were the sweeteners.

The consultation paper details what the NSW Government intends to do with the planning controls that will determine the future of the CBD.

W

ho is in control?

The NSW Government appointed Coordinator General, Ms Lee Shearer, and a revitalised Central Coast Regional Development Corporation (CCRDC), have been placed centre stage to deliver the new-look Gosford CBD, with reduced powers for Central Coast Council in the short-tomedium term.

“To achieve real change and realise the potential of Gosford City Centre, the initiatives …are proposed to be cooperatively implemented by the NSW Government, Central Coast Council, the private sector and the community.

the Central Coast will guide and oversee the delivery of the initiatives, in part through the Central Coast Regional Development Corporation (CCRDC), and the Delivery, Coordination and Monitoring Committee that has been established to oversee implementation of the Central Coast Regional Plan 2036.”

The CCRDC will drive delivery of the revitalisation.

Its priorities will be: working with all levels of government and industry to “unlock underutilised governmentowned lands; repurposing government assets; capturing, valuing and facilitating transit orientated development that contributes to Gosford’s role as a regional city; leading the promotion and branding of Gosford; delivering public domain and place-based projects with Council; and,

attracting private investment.

“Central Coast Council will partner with the NSW Government to represent the community as the city centre is revitalised.

“Gosford Business Improvement District (GBID) will represent the business community and drive promotion.

Other stakeholders include NSW Health, NSW Education, TAFE NSW and universities.

A Place Manager will be established by CCRDC to foster partnerships, with oversight of activity that impacts the CBD.

W

hat are the planning rules?

NSW Planning intends to use several legal mechanisms to achieve its program.

It will amend State Environmental Planning Policy (State and Regional Development) 2011, to enable developments over $10m to be assessed by the NSW Planning Department instead of Central Coast Council.

It will introduce a new Gosford City Centre State Environmental Planning Policy (SEPP) 2018 to replace existing CBD planning controls (Gosford Local Environment Plan 2014 and Development Control Plan), although many of the GLEP provisions will be included in the new SEPP. A new Development Control Plan (DCP) will be made by the Department of Planning to support the new SEPP, using the Government Architect’s recommendations.

The new SEPP would remove the 24-metre minimum street frontage requirement from the

B4 zone in the CBD. The 24-metre minimum was to enable consolidation of smaller CBD lots to achieve efficient land development.

Its removal would allow for “smaller and fine grained development, particularly for sections of Mann St where fine grain building and frontages are part of the character of the area”.

A B3 Commercial Core zone will be retained, but amended to allow residential development on the third level, with floorplates and ceiling heights that could be converted to commercial space.

The B4 zone is to be expanded to increase the number of residents in the CBD and support greater retail and night-time activity.

Proposed new controls will

ensure that at least 50 per cent of Kibble Park and 70 per cent of Leagues Club Field receive sunlight for four hours between 9:00am and 3:00pm at winter solstice.

A maximum podium height of three storeys around Kibble Park and along Mann St is proposed, along with maximum street wall and façade heights on certain sites.

Sun access, street vista and view corridors have already been mapped.

The Gosford LEP 2014 required proposed developments to exhibit design excellence but did not include a review process.

In the future, the recommendations of the Government Architect will “guide development proposals in the city by forming part of the heads of consideration for DAs”.

If a developer meets requirements and enhanced design excellence processes, it will be simpler for them to get approval for increased height and floor space.

No maximum height or floor space ratio (FSR)) have been specified in documents released by NSW Planning so far.

“For smaller sites (<2,800 square metres or 36 metres street frontage), FSR controls will be simplified” but existing height controls remain.”

They will be allowed to increase their floor space ratio from 2:1 up to 4:1 for a wholly non-residential building.

Medium sites (2,800 to 5,600 square metres or 36 metre or greater street frontage) will be able to seek height variations subject to a design review panel, additional

hat about parking?

A Traffic and Parking Subcommittee has been established with representatives from NSW Planning, Council, Roads

and Maritime Services, and Transport for NSW. It is proposed to move commuter car parking outside the CBD to within 800 metres to 1km of the station, and to identify sites outside the CBD for all-day parking with shuttle buses to the station.

Mann St and other key places such as Kibble Park are to be pedestrian friendly and not used for building vehicle access.

Car parking development standards are to be updated to provide “greater flexibility for the provision of parking above ground where underground parking isn’t possible or suitable” and “provide greater flexibility for reduced parking during DA stage.”

W

hat about rebuilding the CBD’s infrastructure?

The proposed approach for delivering infrastructure is to: clarify Council’s and the Government’s priorities; make better use of money collected through developer contributions and increase the transparency of how those contributions are spent; align a range of public funding towards infrastructure priorities; and, support in-kind contributions.

Civic improvement works will be accelerated, including: Kibble Park; Leagues Club Field; Burns Park; a potential new public space in the northern precinct; a new pedestrian and cycling bridge

connecting the hospital and high schools with the core and north of the CBD; and, upgrades to the Donnison St and Etna St bridges over the railway line.”

The report acknowledges that developer contributions won’t be enough for civic works.

“Work will continue to prioritise public domain and infrastructure improvements based around the above works, with funding from the NSW Government, Central Coast Council and developer contributions used.”

The Department of Planning will identify infrastructure and delivery opportunities.

“The Department will provide growth data and infrastructure priorities to agencies, including Transport for NSW, Roads and Maritime Services, the Department of Education, and NSW Health, to inform capital programming.

“The NSW Government will investigate opportunities to use the Housing Acceleration Fund to resolve infrastructure blockages in the Gosford City Centre, in the short term” as a way to support the delivery of the 13,000 new dwellings to be built in the CBD in the next 20 years.

Large sites (5,600 square metres or greater) can access height and floor space variations subject to a design review panel, design competition process, minimum environmental performance standards, additional commercial floor space and a site masterplan.

Developments valued at more than $75m will be State Significant, assessed by NSW Planning, and determined by the Minister, a delegate or an Independent Planning Commission, if Council, or more than 20 submitters, object, or the applicant discloses a political donation.

Those worth between $10m and $75m will be assessed by the Planning Department and determined by the Minister, delegate or Independent Planning Commission if valued at more than $40m and Council objects.

Those valued at less than $10m will be assessed and determined by Council.

The Joint Regional Planning Panel (JRPP) may still have a role to play in determining some CBD projects in the $5 million to $10 million range depending on the assessment process.

Gosford City Centre Revitalisation - Proposed Delivery Mechanisms “Development contributions collected in Gosford City Centre will be leveraged by the NSW Government, working with Council, to update the Civic Improvement Plan 2007, and introduce a SIC for the Gosford City Centre,” the consultation paper said.

Since 2007, Council has collected $8.1m from developers earmarked for a waterfront precinct and cultural centre.

Currently Section 94 contributions are set at 4 per cent but the new SIC will be 2 per cent and an updated local contributions plan will charge an additional 1 per cent.

“The NSW Government will work with Council to expedite the delivery of local infrastructure set out in the Civic Improvement Plan 2007 through a targeted spending plan that will clarify which items remain a priority, where contributions are expected to be spent and the timeframe for delivery.”

The SIC will be applied to projects worth over $1m.

Developers are expected to pay between $20,000 to $1m in contributions.

SIC monies cannot be used for water or sewer, and the consultation paper outlines how SIC payments will be calculated.

The Government Architect will decide the final infrastructure list to coincide with the introduction of the SIC. Developers will also be able to ‘pay’ their SIC in the form of works in kind via agreement.

All SIC contributions will be payable before developers receive a Construction Certificate.

A façade improvement program will be investigated to help property owners improve the overall appearance of their buildings, coordinated by Council, GBID or CCRDC. The consultation paper looks at ways to make the CBD more attractive for visitors by offering art and music, entertainment, active nightlife and green open spaces.

The new SEPP will allow Council and the CCRDC to

develop, without consent, on any land, if the works are valued at less than $1m.

Council Comprehensive LEP has been developed and adopted, applications will be assessed by Central Coast Council in line with the relevant policies contained within it.

Council is currently working on a Consolidated LEP, which rationalises the former Gosford and Wyong LEPs. Preparation of the Comprehensive LEP is a much bigger process that could take several years.

Member for Robertson, Ms Lucy Wicks, said 3,000 families in her electorate were set to benefit from the NDIS. Mr Turnbull said the agreement signed with NSW was “a demonstration of the partnership we’ve made to secure long-term funding in NSW.” Ms Berejiklian said: “We know Fairhaven has always been a magic place, but today it becomes a historic place.

“It’s the first time in our nation that the state and federal government has come together to sign the NDIS agreement.

“We’re proud to be the first state to do so.

“We believe strongly in supporting people with a disability, but more importantly, in ensuring they have greater control and choice over their lives through their carers and through their advocates.

Ms Liesl Tesch, was on hand to ask Ms Berejiklian about employment opportunities.

“Under your government, we have seen the employment rate of people with disabilities go from 4.7 to 2.9, with new targets not looking promising on the horizon,” Ms Tesch said.

“What are we going to do in New South Wales to increase employment for people with disabilities?” she said “Not only do we have increasing policies to ensure that people with a disability have greater access to employment, but it’s one of my Premier’s Priorities to increase diversity in the workplace,” Ms Berejiklian said.

“I’ve made it one of my absolute priorities, because people with ability, I say, people with ability - and we’ve seen plenty of those this morning - have a huge contribution to make.”

Member for Terrigal, Mr Adam Crouch, welcomed the agreement between the NSW and Commonwealth Governments, confirming NSW’s long-term commitment to the National Disability Insurance Scheme (NDIS).

The NDIS Full Scheme Agreement sets out the ongoing governance and financial arrangements for the

NDIS in NSW. Mr Crouch said it would provide clarity and certainty for people with disability on the Central Coast.

“We’ve been in the transition phase as we implement the NDIS, and now we are the first state to reach a longterm agreement with the Commonwealth,” Mr Crouch said.

“People with disability, their families and carers deserve this certainty.”

NSW Minister for Disability Services, Mr Ray Williams, said the NDIS represents a doubling of funding for disability services, and next year the Commonwealth and NSW Governments will commit more than $6b to the NDIS. “We can be proud of this agreement,” Mr Williams said.

“The NDIS gives people with disability choice and control over the supports they receive, helps them to achieve their goals and to better participate in the community,” he said.

have been advised over and over again, that all waterways in NSW are the responsibility of the State Government, the same as all highways.

Curl Curl man charged over East Gosford robberies

P

olice have charged a man over two alleged armed robberies on the Central Coast.

About 6:30pm, on May 20, police will allege a man, armed with a knife, entered a liquor store on Victoria St, East Gosford.

He allegedly threatened an employee and demanded cash, but was chased off with a broom.

At about 7:30pm the same day, the man allegedly entered a supermarket in Victoria St,

The man was taken to Gosford Hospital and treated for a laceration to his face and thigh.

Officers attached to Brisbane Water Police District spoke to the man and commenced an investigation.

At about 1pm, on May 28,

a 27-year-old man attended Gosford Police Station, where he was arrested and charged with reckless wounding.

The man, from Kariong, was granted conditional bail and is due to appear at Gosford Local Court on June 12.

Trike crashes after losing a wheel

n investigation is underway after two people were seriously injured following a trike crash on the Central Coast.

Police and emergency services were called to the Pacific Hwy, Mount White, at about 12:30pm on May 27, following reports that a wheel had come off a trike which then crashed into a guard rail.

A 69-year-old man was treated by NSW Ambulance paramedics at the scene, before being taken to Royal North Shore Hospital in a critical condition.

His passenger, a 16-year old girl, was treated for serious leg injuries and airlifted to Royal North Shore Hospital.

n East Gosford man has been charged following an investigation into the supply of ice on the Central Coast.

Earlier in 218, detectives from the State Crime Commandâ&#x20AC;&#x2122;s Drug and Firearms Squad, established Strike Force Gillen to investigate the supply of prohibited drugs in the Central Coast area.

Following extensive inquiries, strike force detectives, assisted by the Tactical Operations Unit, executed a search warrant at a home at East Gosford, just after 7am, on May 31.

During the search, police located and seized three firearms, a .22 calibre boltaction rifle and two shortened double-barrel shotguns, a stolen police baton, ice, cocaine, cannabis, steroids, scales, more than $5,000 cash, mobile phones and documentation.

The firearms will be examined by specialist forensic and ballistics officers.

A 27-year-old man was

arrested at the home and taken to Gosford Police Station.

The man was charged with large commercial drug supply, commercial drug supply, two counts of drug supply, and

knowingly direct activities of a criminal group.

He has been refused bail and appeared at Gosford Local Court on June 1.

Community before Corrections disability programme launched

entral Coast Disability Network (CCDN), will launch a new disability advocacy program, Community before Corrections, to support people with cognitive impairment who are at risk of a custodial sentence in Wyong and Gosford.

The program will be funded thanks to a grant awarded by the Federal Government under the Information, Linkages and Capacity Building (ILC) component of the National Disability Insurance Scheme (NDIS).

Ms Jenny MacKellin, Chief Executive Officer of Central Coast Disability Network, said that this support will help CCDN to equip people with a disability with the skills and confidence needed to participate in, and contribute to, the community, as well

The new service connects therapy dogs with victims of crime, witnesses and other vulnerable people, and is being launched at 10 courts across NSW, including Gosford.

“I spent many years in the busy and high-stress court environment, and as a dog lover myself, I have no doubt that having a few furry friends around will lift the mood of victims, witnesses, lawyers, police and court staff, Mr Speakman said.

The rollout follows a successful trial of the program at Manly Courthouse.

“The Manly program received unanimous support, with anxious victims and witnesses feeling more relaxed and ready to give evidence after

Gosford Hospital Birthing Suite christened

he redeveloped Gosford Hospital Birthing Suite welcomed the first baby to be born in the worldclass facility, on May 22.

“We welcomed baby Cora into the world on May 22,” said a Central Coast Local Health District (CCLHD) spokesperson.

“Despite her due date being May 10, she managed to hold on 11 days to be the first baby born in our new Birthing Suite

in the Gosford Hospital tower.

“She is the second daughter for parents, Rebecca and Rodney, and little sister to, Penelope, who were all very proud and excited.

“Rebecca made use of our specially designed baths during the delivery and said the new facilities were ‘beautiful and luxurious’.

“Congratulations to the happy family,” the spokesperson said.

Brenda Booth is Stroke Foundation’s national Volunteer of the Year

M

s Brenda Booth has been recognised for her tireless work to reduce the impact of strokes on the community, and to improve the life for stroke survivors, by the Stroke Foundation, and has taken out their national Volunteer of the Year Award.

Ms Booth has worked locally in the Central Coast’s health and disability support sectors for 25 years, and first became involved with the Stroke Foundation after suffering a stroke at the age of 41, in 2001.

“Ever since my own stroke experience I’ve been quite passionate about getting involved and improving things where I can,” Ms Booth said.

This passion sparked a near decade of voluntary service with the Stroke Foundation, with Ms Booth working across the local, state and national level of Australia’s largest stroke focused charity.

On the national and state levels, Ms Booth has volunteered for many services through the Stroke Network, and with the Stroke Foundation in particular, Ms Booth has been an integral member of the Foundation’s Consumer Council, of which she was an original member and served for five years; and has been actively involved in the Foundation’s Research

Advisory Committee.

Locally, Ms Booth is a member of the WAGS (Working Aged Group Stroke), a group of Central Coast based stroke survivors that meet monthly to share their experiences, discuss all things stroke related and form friendships.

According to Ms Booth, aside from her own lived experience with stroke, her background as a nurse and Disability

Case Manager has immensely helped her throughout her time as a Stroke Foundation Volunteer.

“My background allows me to bring a range of perspectives to the table across a variety of the Foundation’s initiatives,” Ms Booth said.

“As someone who suffered a stroke quite young, one of the areas I really focus on with the Foundation is stroke awareness and education.

“As a stroke survivor and as someone who has worked in the disability sector, I know that disease and disability have far flung repercussions, not just for the patient but for their carers, family and friends as well,” Ms Booth said.

In regards to her award, Ms Booth said she was honoured just to be nominated.

“I never thought I’d actually win the Volunteer of the Year Award,” she said.

The awards were presented in Melbourne Town Hall.

“Marc, who plays for the Pennant Hills club, is one of 14 players selected from the Sydney Swans Academy,” Mr Rudd said.

“The Rams will play their first game against the Northern Territory on Monday, June 11, in Blacktown.

“The highlight for this team will no doubt be participating in the national carnival in Queensland later in the year,” Mr Rudd said.

tudents and teachers at Terrigal and Wamberal Public Schools will benefit from major upgrades that will provide new and improved facilities funded by the NSW Government.

Works will soon begin on the projects, which involve construction of 25 new classrooms across the two schools.

Terrigal Public School will benefit from 10 new classrooms and amenities upgrades, while Wamberal Public School’s upgrade includes 15 new classrooms and upgrades to core facilities.

Member for Terrigal, Mr Adam Crouch, visited Terrigal Public School with Education Minister, Mr Rob Stokes, for a sod-turning ceremony, and welcomed the projects reaching this important milestone.

“I’m excited that the NSW Government is delivering for

Terrigal and Wamberal Public Schools,” Mr Crouch said.

“These upgrades will ensure students and families in our local community have the very best when it comes to school facilities.

“The construction of these 25 new teaching spaces means that all demountables will be replaced with permanent classrooms.

“This also means that our local educational facilities will be future-proofed for projected growth in student numbers in the years to come,” Mr Crouch said.

Mr Stokes said the NSW Government was working hard to deliver the school resources that students and local communities need.

“The NSW Government is spending $4.2b over four years building 120 new or upgraded schools and $747m on school maintenance.

“This is the biggest investment in public school infrastructure in the history of NSW,” Mr Stokes concluded.

s Louisa Foxford, of Mountain Community Children’s Centre, Somersby, has been named a state winner in the Director of the Year category for the Australian Early Education and Care Awards.

Ms Foxford was selected from 117 finalists, and will now move on to the national judging interviews with 17 other state winners.

Students attend Sydney Writers’ Festival

nglish Extension students from Henry Kendall High School attended the Sydney Writers’ Festival on May 2, in Chippendale.

The students were engaged, inspired and challenged by a number of speakers across a number of different topics, including: adolescence, multiculturalism, Australian History, personal well-being and personal expression through art.

Extension students, Senjay Turner and Leo Coleman, took the opportunity to write about their experience at the Festival.

“The Sydney Writers’ Festival was an empowering, brilliant experience, filled with a number of amazing presenters and guests,” Turner wrote.

“I would like to talk about one guest in particular, Michael Mohammed Ahmad, who read an extract from his book, ‘The Lebs’.

“It addressed the lack of identity that he felt within

Australian society, as well as touching on areas of race and ‘White Australia’.

“He spoke so passionately about these topics, my hair stood on end.

“It was amazing to hear the stories from his childhood during September 11, and inspiring to hear such raw emotion and feeling.

“Truly a life-changing day,” Turner added.

“Our excursion to the Sydney Writers’ Festival provided an insight into the careers and experiences that we may not have been exposed to otherwise,” Coleman said.

“It also demonstrated different writing styles and approaches to writing.

“This has widened my own way of writing and has led me to diversify and see outside perspectives to writing,” Coleman added.

NAISDA to establish a precinct for Australian and international Indigenous dance

SW Minister for the Arts, Mr Don Harwin, and Deputy Premier, Mr John Barilaro, have announced that NAISDA Dance College at Kariong has successfully secured $117,164 in funding in the first round of the NSW Government’s $100m Regional Cultural Fund (RCF).

This project is one of 68, from 12 regions across NSW, sharing in close to $50m in the

first round of grants.

NAISDA plans to develop its current campus into a flagship, international precinct for Indigenous creative learning to be called Naya Wa Yugali, meaning ‘we dance’ in Darkinjung language.

The new precinct will serve as both a learning hub and gathering place for the development of Australian and international contemporary Indigenous dance.

The RCF is part of the NSW Government’s $1.3b Regional Growth Fund which aims

to improve the economic outcomes and the standard of living and wellbeing of people who call regional NSW home.

Mr Barilaro said it was great to see such a vast array of exciting projects as part of round one of the arts-specific fund.

“Having grown up and raised a family in a regional area, I know our regional towns and cities can have so much to offer in the arts and culture space,” Mr Barilaro said.

(CCBDMA) celebrated their 20th anniversary in May. “Ryebuck was in fine form as were the Guest Callers in our Parade of Honour, Arthur Kingsland, Bill Propert, David Potter, Fran Bucello, Ian Crook, Heather Clemesha, Julie Bishop and Simone Fox, who, together with Margaret from Ryebuck, provided an excellent programme,” said the CCBDMA’s, Ms Robyn Northwood.

“It was also a night of reflection, where we honoured those members no longer with us, Kim Hopkins, a past president, and Barry Toussard, past committee member.

“Time was taken to recognise the enormous contribution made by so many people over the last 20 years.

“With one exception, our inaugural committee was

in attendance: Ian Crook, inaugural President and instigator of the dance, Jenny Burt, Julie Shannon, Malcolm Keans, Robyn Cameron and myself,” Ms Northwood said.

“It was wonderful to reunite with these people, as well as with, Janice Toussard and Sandra Hanson, both past members, and committee members and others like, Anne Maree Turner and Carmel Gerrie, who have also held committee positions in the past and regularly attend our dances.

“Many other consistent contributors, John Short, Keith Wood, Leone Kennedy and Richard Graylin, who were unable to be with us on the night, were also recognised, as were, Stephen and Beate Loftus, who are now living in the US,” Ms Northwood continued.

“Yes, we have had our hiccups, but the dance is not only still operating after 20 years, but attendance is

increasing again and that is something well worth celebrating,” she added.

The CCBDMA also have a range of events fast approaching on their calendar this year, including the July Social, a Jane Austen Night and the Flannel Flower Spring Ball.

The July Social will be held on July 14 and will be facilitated by Mr Bill Propert.

The Jane Austen Night will be held on August 11.

“This is one of our dress up nights, so start thinking about a costume if you don’t already have one, although it certainly isn’t compulsory.

“There will be a Practice Day, held at the hall, on Sunday, July 29,” Ms Northwood said.

“From the moment he took the floor until his final goodnight, The Magster held the audience enthralled with his yarns, his tales (both the believable and the doubtful), and his amazing gift for writing and reciting his own work,” said Gosford Bush Poet’s (GBP) Mr Vic Jefferies.

“Bob spoke, recited, yarned and even at one point, sang for a full and highly entertaining

hour, and left the audience not only wanting more, but in no doubt there is plenty more in the Magster’s repertoire.

“A wonderful presentation by an amazing man, and we hope to have Bob back at the GBPs in the future,” Mr Jefferies continued.

“Before Bob began his amazing display of bush poetry, we heard from Chris Kessey, Ken Tough, Ron Boughton (who travelled from Springwood), Arch Bishop, Lorraine O’Rourke, Jeannette Debrincat, Marion Dreyer, Anne Gann and Chris Drinan.

“An eclectic mix of poets

who between then presented some wonderful original and traditional poems.

“We do it all again on the last Wednesday of June (27th) and would love to see you join us in the conference room of the Gosford Hotel from 7pm onward.

“Entrance is free and everyone is more than welcome to come along and share their poetry,” Mr Jefferies said.

Urban Wetlands Survey workshop to be held

T

he Community Environment N e t w o r k ’ s Waterwatch Program, and Central Coast Council, are inviting residents to come along to their Urban Wetlands Survey workshop on June 16.

The workshop commences

from 8:30am and attendees will learn about the wetland and its importance for water quality and wildlife habitat.

Locally, our coastal wetlands also provide key services in catchments with filtration of water, habitat for migratory birds, wildlife refuges and a home for Endangered Ecological Communities and threatened species.

This workshop is part of a larger project being coordinated by Central Coast Council to improve the condition of the Brisbane Water Estuary, which is listed as a Wetland of National Significance by the Australian government.

2018 Volunteer Award winners announced

olunteering Central Coast (VCC) has announced the winners of the 2018 Volunteer Awards, on May 30, at their annual Volunteering Expo.

The Expo saw 38 community organisations come together to showcase their activities and volunteering opportunities.

Award Categories included Volunteer of the Year, Young Volunteer of the Year and ‘Living Legend’ Volunteer (10 or more years of service) as well as Volunteer Managers and Corporate Volunteers for 2018.

“The theme for this year’s National Volunteering week was ‘Give a little change a lot’, however it appears that all the award nominees have given a great deal,” said Ms Fiona Morrison, from VCC. “The people of the Central Coast are very generous with their time, skills and hearts, with a higher percentage of people volunteering here than in Greater Sydney.

“Over 46,000 people volunteer on the Central Coast every year, and we get to meet many of them at VCC. “I feel that the real winners are the organisations and communities in which all our nominees volunteer,” she said.

Ms Longergan received the award for Excellence in Volunteer Management.

“Leanne manages over 70 volunteers over six days each week at Fairhaven, as well as the community organisation’s event days.

“She is not only very supportive, getting to really know and appreciate each individual, but really sees their potential, and works to activate opportunities for them to step in to project leadership where they show interest, resulting in awesome and creative outcomes for Fairhaven, as well as a really bonded, happy and satisfied volunteer workforce,” Ms Morrison said.

“Chris has enhanced the lives of many young people (0-21 years) with physical disabilities living on the Central Coast and the Newcastle Hunter Region,” said Ms Morrison.

“During her time with Wheeling and Able, Chris has been the major driver in arranging a Race Day and other fund raising events.

“Especially significant has been Chris’ role in leading the transition from Wheeling and Able Central Coast Branch to CoastAbility Ltd, to become a totally Central Coast entity this year,” Ms Morrison said.

entral Coast Leagues Club unveiled a specially designed indigenous work of art on May 27.

“This artwork was designed to celebrate indigenous history and culture in Australia, and honour the original Indigenous inhabitants of the land, with the unveiling coinciding with the start of National Reconciliation

Week (NRW),” said Central Coast Leagues Club CEO, Mr Peter Blacker.

Mr Blacker commissioned indigenous artist, Mr Kevin (Gavi) Duncan, and renowned contemporary artist, Mr Paul Haggith, to collaborate on a painting representing the story of Yango.

The product of this collaboration was, Creation

Yango Dreaming, a triptych artwork spanning 15 feet.

The Club also paid tribute to the boat builders of Brisbane Waters with custom-built sculptures from artist and traditional shipwright, Mr John Woulfe.

Harvest Festival has Free shuttle bus

C

entral Coast Council is celebrating fresh, seasonal, local produce over the June long weekend, with a special focus on a lesser known gem of the region, the hinterland.

From June 9-10, Harvest Festival Central Coast will be back with more events, more local food, more family activities and more opportunities to explore the region’s unique valleys and mountain areas.

Council Unit Manager, Community Partnerships, Mr Glenn Cannard, said the event was developed to link with local farmers and businesses, to promote our region as a supplier of quality produce and attract people to a lesser known part of the Coast.

“The inaugural event last year attracted over 10,000 attendees and brought together a community of food lovers and connoisseurs,” Mr Cannard said.

“For the second year, we have turned eight rural farming communities and their gorgeous heritage villages into lively event hubs, celebrating food, produce and culinary experiences.

“The Central Coast is a special place and we invite locals and out-of-towners to visit our unique hinterland region and join in the fun that is Harvest Festival,” he added.

The Harvest Festival trail goes through Dooralong, Jilliby, Yarramalong, Kulnura, Mangrove Mountain, Peats Ridge, Somersby and Calga, allowing people to visit multiple local farms and be treated to fantastic rural experiences.

The public can participate in the many activities and events across the two day festival including; fresh food markets, bush tucker tours and working farm tours.

There will also be tree shaking demonstrations and

the option to pick your own pecans.

A free shuttle bus will also be in operation for people to explore some of the different event hubs which will feature live bands and music, as well as produce grown with love by local producers and cooked with passion by local chefs.

Events taking place in Somersby and Calga include Bush Tucker Tours, Glenworth Grazing and Pick your own Pecans.

Bush Tucker Tours will take place at Australia Walkabout Wildlife Park, Calga, across both days with various time slots available.

Glenworth Valley Outdoor Adventure Park will transform during the Festival into a food and wine lover’s playground, with the introduction of Glenworth Grazing.

Glenworth Grazing will feature a selection of food and wine, live music and boutique markets.

Glenworth Grazing kicks off from 10am to 5pm on each day and there is no entry fee.

Visitors can learn about all things pecan with Somersby’s, The Pecan Lady, with demonstrations, tree shakings and pecan picking taking place across both days.

Events take place at the pecan orchard on Ulinga Rd, Somersby.

Mangrove Mountain’s first event on the Festival Calendar is the Mountain Growers Market.

The market delivers straight from the farm produce, and allows shoppers to connect with some of Mangrove Mountain’s local producers.

Live music and roving entertainment will also feature at the markets, which take place on both days.

Peats Ridge’s The Springs will host Tapas Taste of the Harvest.

Enjoy tapas made exclusively from local produce and a variety of harvest themed cocktails and mocktails.

The Springs will adopt a carnival theme over the Festival.

The Springs will also host the Quack Shack over the two day event, where Festival trail goers can stop in and recharge with coffee, tea and sandwiches.

Mangrove Mountain Memorial Club will run a locally sourced Harvest Blackboard menu over the Festival period, and will also be offering Foot Golf at various slots over the two days.

Acoustic Harvest will nurture the region’s music lovers at Mangrove Mountain Hall.

Taking place on June 9, this free event will bring together music, art and produce in an interactive dining and art space.

Central Coast Soaring Club will spread their wings during the Festival, offering flights from their Mangrove Mountain base for purchase over the two day event (weather dependent).

The Soaring Club are also having their Open Day during the Festival and locals interested in aviation are encouraged to stop in.

Blues on the Mountain will take place at Mangrove Mountain Hall on June 9, from 4pm.

The Mountain Goat Trails Farm Tour will take place across both days with various tours available.

Silver Gully Home Grown Beef BBQ is taking place on both days at the Silver Gully Estate, Mangrove Mountain.

This free event will introduce Harvest Festival goers to the workings of a citrus farm.

Mixed results for travelling Crusaders t was a mixed bag for the Club Terrigal Central Coast Crusaders, in their Round 12 Spalding Waratah League matches, as they faced the Hornsby Spiders, Ryde Bulls and St George Saints on the road.

The Youth League Women Crusaders were defeated by Hornsby 74 to 72.

The Crusaders Youth Women went down by 2 points to the Hornsby Spiders in a nailbiter at the Brickpit, leaving the season series split 1-1 between the two teams.

Some great shooting by the Spiders saw the Crusaders trail by as many as 7 points in the second quarter, however on the back of, Shakera Reilly, (13 points), the Crusaders clawed their way back into a 2-point lead early in the third.

Crusaders’ guard, Maddie Goddard, added a much

needed outside presence, knocking down a pair of threes, while, Charlie Evans, also tallied 12 points to put her side in the best position for a win.

With the game going back and forth in the final period, the Crusaders had a chance to steal a road win, but despite keeping the Spiders to just 2 points in the last four minutes, they could only manage to trim the deficit to 2 points.

The Youth League Men Crusaders defeated the Ryde Bulls 95 to 67.

Led by, Tom Akamarmoi’s, 22 points and, Luke Cassidy’s, 14 points, the Crusaders never trailed in a game that could have posed an obstacle to their title hopes.

The Crusaders looked to trap early and create pressure for Ryde’s ball carriers, and created multiple turnovers, which translated into easy offence at the other end.

The Crusaders were without key scorer, Jacob Cracknell, on

Championship team duties.

However, Tom Akamarmoi’s, 22-point performance provided the young team with some quality offence.

The State League Men Crusaders were defeated by the St George Saints 98 to 79.

The Central Coast side played from behind as St George opened the game with a 10-0 run from the tip-off.

The Crusaders fought hard to get back in the game and matched the Saints’ intensity, closing out the first quarter with an 8-0 run to be tied at 19-all.

The second period saw the Crusaders briefly in the lead on the back of a, Cameron Clayton, (17 points) 3-pointer, however this disappeared just as quickly, as the Saints continued to score at will.

The first half saw the visitors trailing by just two points.

An 8-0 run to the Saints to open the fourth period put to bed any hope of a Crusaders’ revival, with the 22-point lead being unsurmountable for the visitors.

The Championship Women Crusaders were defeated by the Hornsby Spiders 67 to 79.

Heading into the Long Weekend Bye, the Crusaders’ Championship Women were looking to steal a win from the high-flying Hornsby Spiders.

With the Spiders riding a three-game winning streak and proving to be dominant on their home court, this was always going to be a tough assignment.

Crusaders’ captain, Jacinta Govind, had 10 of her teamhigh 19 points in the first period.

The home side led 22-

18 after one, however the Crusaders came out of the quarter-time break firing, reeling off the first 6 points to take the lead.

Danielle Realph and Charlie Evans combined to push the visitor’s advantage out to as much as 7 points with 2:58 left on the clock, before Spiders’ big, Rachel Maenpaa, helped her side back into the lead.

Both sides went basket-forbasket in the final period, as the Crusaders endeavoured to reduce the lead to single digits but were rebuffed at every attempt, Hornsby running out 79-67 victors.

The Championship Men Crusaders defeated the Hornsby Spiders 82 to 63.

The Spiders led by 8 at the first change and extended their advantage out to as much as 11 points on a jump shot from Horsley, before the Crusaders started to peg back the deficit.

Crusaders’ veteran, Steve Mackay, was key for the visitors, as he nailed several

threes and poured in all of his season-high 13 points in the second quarter to help trim the shortfall to just three at the main break, 40-37.

The third period saw both sides exchange scores early, until some strong plays from both, Callum Jenkins (16 points) and Mitch Rueter, (11 points) brought the Crusaders back into the lead.

TCrusaders super sub, Jacob Cracknell, helped break the game open early in the fourth period, scoring 12 consecutive points, to push the Crusaders out to a 74-59 advantage with just four minutes left on the clock.

The Crusaders’ switch in defensive strategy helped cause a season-high 30 turnovers for the home side and the Crusaders kept their win streak alive with an 82-63 victory.

Provincial Championships heat held in Gosford

o s f o r d Entertainment Grounds hosted its heat of the Provincial Championships in March.

CEO, Mr Daniel Lacey, said “It was a wonderful day with nearly 1,900 patrons coming out to the track, which included over 140 Members.

“In line with all Provincial Clubs we included a whole host of on course activations “Overall it was an outstanding success and I’m very pleased with Racing NSW’s decision to have the heats on a Saturday, it definitely paid off,” Mr Lacey said.

“It was unfortunate not to have a Gosford runner in the mix, with Fred Cowell’s ‘Sojournist’ and Angela Davies’ ‘Single and Free’ both scratching, although only one of them could have raced due to them both being emergencies.

“I am still in discussions with Racing NSW in regards to training infrastructure at Gosford, as soon as I have

any news on this matter, I will make it public to the trainers and members.

“The Lakeview Room has undergone a small renovation with a new ceiling, lighting, speakers and tiling.

“March was an excellent month for Gosford trainers, albeit at events away from Gosford.

“Congratulations to Gosford Trainers Fred Cowell (Sojournist), Tony Newing (King Lear), Carmen Murnane (Lilac Wine) and Nick Mitchell (Kotinos), all picking up wins in March,” Mr Lacey concluded.

Mr Cowell and Mr Mitchell picked up their wins in Newcastle, Ms Murnane found hers in Cessnock and Mr Newing on the Gold Coast.

As of April 1, Ms Angela Davies leads the Gosford Trainers Premiership for 201718, with one recorded metro and provincial wins, and seven country wins, with total prize monies earned $225,932.

ost club rider, Mr David Smith, scored a recordequalling third victory in the 2018 Central Coast Cup motorcycle meeting, staged at Allen Park, Somersby, on the weekend of May 26 and 27.

Following back-to-back wins in 2015 and 2016, the third win for Smith came after a dramatic conclusion to the two days of racing.

Both the senior and junior Central Coast Cup deciders were red-flagged after crashes.

The first half of the scheduled eight lap senior decider saw inaugural winner from 2005, Luke Gough, holding off defending champion Queenslander, Jarred Brook, when Brook hit the back of Gough’s bike and crashed heavily.

Brook was taken to hospital, but the drama was not over, as Kurri rider, Mackenzie Childs, looked to have victory in the re-run within his grasp, when he fell with just over one lap to go.

he crashed, scored an all-theway win in advance of club mate, Jayden Rodgers, and Queenslander, Callan Davies.

Senior racing prior to the Cup finale produced high quality action, with, Jarred Brook, dominating the rounds of the Pro 250 class, and then winning the final of the Pro 450 class, while, Luke Gough, took out the thrilling Pro Open final.

Jake Farnsworth (Under 19’s) and Trevor Marsh (Over 35’s) were the other senior winners.

Max Berry, Harrison Ryan, and, Rory Hutchinson, from Kurri, all scored class wins in the 13 to Under 16’s, while

in the younger age brackets, several dominant performers emerged.

Most dominant performer of the meeting was AlburyWodonga rider, Archie McDonald, who came out on top in three classes, as he was unbeaten in 16 races over the two days.

Kurri rider, Cameron Dunker, went close to matching that with two clean-sweeps and a third in another class.

Other junior class winners were, Cowra duo, Noah Grabham and Beau Bailey, host club rider, Tristian Ayres, and Queenslander, Viv Muddle.

All the junior action added to the excitement and showed that the future of the sport looks to be in good hands.

Wyong MP, Mr David Harris, opened the meeting and took in some of the action, and he left impressed with what he witnessed.

Mr Harris said he looked forward to the next major meeting at the venue, the NSW Junior Dirt Track Championships on September 15 and 16.

ederal Member for Robertson, Ms Lucy Wicks, spoke in Parliament on May 10, about the success of the local women’s volleyball team, the Central Coast Stingrays, and welcomed vital funding announced in the 2018 Budget to encourage sporting participation.

our Futsal team from Henry Kendall High School all had great success throughout May. On May 11, the Under 14’s and Under 19’s Girls’ Futsal teams participated in the Northern NSW Regional Futsal Championships at Niagara Park.

The Under 14’s consisted of, Casey Weinert, Sarah Windust, Megan Blair, Thalia Ryan, Zoe Delaney, Emily Duruz, Anneka Argent, and Goalie, Joanna Hamilton.

“The girls played three rounds against Lisarow, Tumbi Umbi and Berkeley Vale, winning two of their three

games,” said Henry Kendall’s girls’ Futsal coach, Ms Larissa Gunderson.

“This sent us through to the semi-finals, where we were up against Lisarow.

“With some very quick and skilful moves from our forwards, we came away with a 5-3, win which took us into the grand final against Berkeley Vale.

“The girls came out strong scoring three goals before half time, with Berkeley Vale still on 0.

“Our defensive line played hard, and our 1st time goalie was amazing, but unfortunately, Berkeley Vale were unstoppable in the second half, and ended up

“The girls played a great game, coached by Mr Newman, who came to watch and was roped into coaching due to the junior team clashing with the senior team semifinal.

“The great coaching paid off, and straight into the finals they went,” said Ms Gunderson.

“The girls played a tough game against MacKillop.

“Unfortunately, our amazing goalie, Chloe Fuller, come off with an injury and we went down 6-1.

“Well done to all the girls, they qualified to move onto the Northern NSW State Championships.

The Henry Kendall Open Boys Futsal team won the Regional Futsal Championships.

“The boys played outstandingly in their first game against a highly physical North Lakes team,” said coach, Mr Kent Silver.

“The second game was against Lisarow, and whilst we totally dominated the game in all areas, their goal keeper proved hard to beat.

“We were down 1-2 with four minutes to go.

“Jordan Lennon managed to get two goals in three minutes to give our team victory and send us to the semi-finals.

“We played Kincumber and won the semi easily.

“In the final, we were down 0-1 in the first five minutes against St Philips, then came back to win 5-1.

“The boys now go to the State Championship at the end of June,” Mr Silver said.

The Under 14’s Boys team also competed in the Regional Championship.

Their first game was against a highly skilled and disciplined MacKillop College.

“MacKillop scored many goals in the first half, however our boys improved in the second half and only conceded one goal,” said Mr Silver.

“Matthew Blakemore had a particularly outstanding game in defence.

“Next we had a very close game against Lisarow, we were leading for most of the game and dominated play, however, we went down by one goal right near the end.

“Finally, the boys played St Edwards, and whilst our team conceded four goals in the first half, they again found their best form in the second half and conceded only one more goal and scored two of their own.

“Cameron and Oliver were quick passing the ball over the defenders and shooting numerous times in the second half.

“All the boys exhibited good sportsmanship and had a great day,” Mr Silver concluded.

The popular Local Sporting Champions Programme is also being extended, with applications still open for the current round of funding to help some of the Coast’s best young sports stars achieve their goals.

“I am delighted to rise this morning to speak about the players, teams, coaches and volunteers involved in the sport of volleyball in my electorate of Robertson, on the Central Coast,” Ms Wicks said.

“Phil Boxsell, from Macmasters Beach, invited me to Central Coast Volleyball recently.

“Phil is encouraging people from right across our region to get involved.

“He said that volleyball is one of the world’s most popular sports, with nearly every nation competing competitively on the world stage.

“Today I’d like to recognise the amazing Central Coast Stingrays, who are the women’s representative team, with over 40 women in the program playing both open and age or junior divisions.

“The teams are coached by Steve Hunter, Graeme Lowe and Chris Ostenfeld, and many will know Steve and his wife, Kelly, who are long-time players, who have represented in the highest competition level, the Australian Volleyball League.

“The Stingrays play regularly in the state league, at state cups, and they have been successful in winning or placing in many of those events,” Ms Wicks continued.

“Our Stingrays also compete in the winter season in the Sydney Volleyball League, in division 1, division 2 and junior levels, again winning and placing in those divisions over the past three years.

“Phil also told me that five juniors, Kim Meyer, Zoe Boxsell, Ashleigh Meyer,

Emelyn Ostenfeld and Eloise Warby, were selected for state programs, with three participating in the Australian Junior Volleyball Championships, the eastern and national university games, and the combined high schools’ NSW team.

“Congratulations to these incredible young people and all of the hardworking and committed volunteers who help make their success a reality,” she said.

“We love to encourage Australians to be more active more often, which is why this week’s budget has delivered a $230m package of initiatives that I’d like to speak briefly about.

“This investment in participation at a local, grassroots, level will have a significant positive impact on communities across the Central Coast, and I thank the Minister for Sport, whom I’m meeting with to see how these initiatives may specifically benefit our area.

“Woy Woy Oval, McEvoy Oval at Umina Beach and Terrigal’s Brendan Franklin Oval are just some of the local sports grounds we’ve already delivered funding to help upgrade since the Coalition first came to government, and I’ll be fighting to see further improvements locally.

“We are delivering funding of over $50m to help boost participation in physical activity across the nation, targeted at the less active across all ages and stages of life.

“There’s increased funding to expand the important Local Sporting Champions program, a really popular program locally, to support a further 3,000 athletes, which is a 56 per cent increase.

“Applications for the next round of this grant program are open, with a closing date of June 30.

The two beach clubs have wins in rugby

ound 8 of the Central Coast Rugby Union Competition was played in windy and cold conditions, but all teams still put on displays of some very good rugby.

The match of the day unfolded at Woongarrah Oval, and saw a hard fought fixture, but Terrigal finished the stronger, to run out winners by 31 points to 12 over Warnervale.

The first half was a very even affair throughout.

Warnervale started the ball rolling early on, when they crossed for the opening try within the first 10 minute mark.

It was just the start the home team wanted.

However, Terrigal were very quick to hit back.

Within a few minutes, they had responded with their own try under the posts, and the scores were very quickly locked up at 7 points each.

Terrigal then crossed for their second try very soon after.

The conversion of this try took them to a 14 points to 7 lead at the midway point of the first half.

The remainder of the half was a real battle.

Both teams had excellent periods of attack, but also periods of strong defence.

Neither team was able to break through for any further points in the half.

Terrigal were unable to get away to a bigger lead on the scoreboard, while Warnervale could not get the try they required to square things up.

The 14-7 scoreline at halftime was however a fair

indication of the flow of the match to that stage.

Terrigal centre, Dylan Calabria, was the visitor’s best player at this point, and he had crossed for both of Terrigal’s tries.

Others to play well for Terrigal were halfback, Sekope Maea, and inside centre, Mark Koteczsky.

The start of the second half saw both teams give it their all.

It was Terrigal however who were able to get the tries.

Terrigal worked their way to a 26 points to 7 lead midway through the second stanza and things were looking good for them.

The win sees Terrigal join Avoca Beach in equal second spot on the ladder, while the loss sees Warnervale joined by Woy Woy in equal fourth spot.

It all makes for a very exciting second half of the competition.

Woy Woy hung on to defeat Kariong at Woy Woy Oval by 29 points to 24.

It was a close scoring encounter throughout, and although Woy Woy led for much of the match, the scores were always very close.

Both teams scored four tries, so it was the goal kicking that was the difference on the day.

Woy Woy had slightly better of the first half, and went to the halftime break leading by 17 points to 12.

There was nothing in the match whatsoever.

Kariong were simply unable to bridge the gap in the final 40 minutes.

It was definitely not for the want of trying.

They had several very good performers, but none were better than, Robert Brown,

who scored two tries, flanker, Brent Bovis, and halfback, Scott Hanley.

Despite the loss, Kariong did gain 2 bonus points, and that still keeps them in distant touch of the Top four.

They will need to do well for the rest of the season however.

Avoca Beach scored a close win over Gosford, by 22 points to 19, at Gosford Showground.

It was a pleasing performance by both teams, but it was the visitors who hung on for victory.

Avoca Beach led by 14 points to 12 at the halftime break, so it can be seen that the scores were so tight throughout the entire 80 minutes.

Both teams had great chances of victory.

Avoca Beach did have a player sent off very early in the first half, so did have to tough it out one man short for much of the match.

Best players for Avoca Beach were flanker, Harrison Bowcock, while his fellow loose forward, Liam Donsworth, also had a good game and scored a try.

Gosford tried everything in the second half to take the lead but just fell short.

Best players for Gosford were, Jackson Steinbeck, who crossed for 2 tries, veteran, Adam Carlisle, and, Josh Reid.

The win sees Avoca Beach maintain their second spot on the competition ladder, while Gosford still trail the field.

Despite the loss, they will trouble all teams for the remainder of the year.

former Narara Valley High School student, Matt Ikuvalu, made his NRL debut with the Sydney Roosters during their thrilling 16-14 victory over Wests on the first Sunday of June “We at Narara Valley High School would like to congratulate Matt for making his NRL debut,” said Principal, Mr Michael Smith.

“Graduating in 2011, Matt was always an exceptional sportsman and a wellliked member of the school community.

“Since graduating, Matt has been studying at the University of Newcastle to become a primary school teacher, as well as playing first grade Rugby League for the Wyong Roos.
