GREETINGS, CELINA RESIDENTS AND FRIENDS. As we prepare to turn the calendar from 2025 to 2026, I find myself reflecting on what an extraordinary journey this community has taken and how much promise lies ahead.

The transition into a new year is always an opportunity to look forward with optimism, but it is equally important that we pause to look back at the milestones, partnerships, and hard work that brought us to this moment. Celina’s progress didn’t happen overnight. It came from years of dedication by our residents, City staff, local businesses, and community partners who share a common belief in what Celina can be.

This coming year holds special significance. In 2026, we will proudly celebrate the 150th anniversary of the City of Celina - a remarkable milestone for a community that has grown from its humble beginnings in 1876 into one of the fastest-growing cities in the nation. Throughout the year, we will honor our heritage and roots by shining a spotlight on the individuals, places, passions, and pastimes that have shaped our City’s story.

Our sesquicentennial celebration will feature programs, events, and community activities designed to celebrate where we’ve come from and where we are going. This will be a yearlong opportunity to connect with our history, embrace our shared identity, and create new memories together.

This milestone year invites every member of our community to get involved. Whether you are a lifelong resident or newly arrived, each of you plays a meaningful role in our community’s story. The 150th anniversary is not only a tribute to our past - it is an open invitation to participate, connect, and help shape the next chapter of Celina’s journey.

Looking ahead, 2026 is set to be another outstanding year. Many of the efforts and investments made in 2025 will begin to materialize in the months to come. New City facilities, new businesses, and new families will continue to enhance our thriving community, reinforcing our commitment to ensuring Celina remains a place where people can live, work, play, and prosper.

I am grateful for the opportunity to serve this incredible City, and I look forward to celebrating our 150th year with all of you. May 2026 be a year of reflection, growth, connection, and continued momentum for Celina.

Meet the Mayor & City Council In each issue of Life Connected. Magazine, we invite our Mayor and City Council Members to share their thoughts on a question that gets to the heart of our community. In this special edition, we asked them to reflect on our community’s heritage: “What is your favorite piece of Celina history or tradition that you think every resident should know as we enter our 150th year?” From the legendary stories of our "Rollertown" roots to the cherished traditions that define our spirit, our elected officials share the historical milestones and local customs that connect them to our City. Their reflections offer a unique glimpse into the legacy we celebrate and the foundation upon which Celina’s future is built.

One of my favorite pieces of Celina’s history, and one every resident should know as we enter our 150th year, is the story of J. Fred Smith and how his vision built the heart of our community - Celina’s Downtown Square. When the railroad arrived in the early 1900s, J. Fred Smith saw an opportunity to shape Celina’s future. He laid out the Square and began selling lots to attract merchants, families, and new investment. What we now recognize as the iconic Downtown Square - our gathering place for festivals, parades, football celebrations, and countless community traditions - exists today because Smith believed that a strong town begins with a strong center. His planning didn’t just create a physical space; it established a lasting legacy of community. The idea that Celina should have a vibrant, walkable, and welcoming hub is something we continue to build upon 150 years later. As we celebrate Celina’s 150th anniversary, we honor J. Fred Smith’s vision and remember that our City has always been shaped by people who dream big and prioritize community - a value that continues to define Celina today.

As Celina approaches its 150th anniversary, it is fitting to revisit a defining moment in our City’s history - one that captures the determination and community spirit that continue to guide us today. In the late 1800s, Celina began as a small farming settlement. A pivotal moment came in 1902, when the railroad laid its tracks a mile south of town. Faced with the possibility of being left behind, the community made a bold and remarkable decision: they moved the town itself.

Buildings were lifted, rolled, and rebuilt along the new rail line, setting Celina on a new path of growth and opportunity. This extraordinary effort is the origin of Celina’s enduring nickname, “Rollertown.” That same willingness to adapt - and to move forward together - remains central to Celina’s identity. As we celebrate 150 years, this chapter of our past serves as a powerful reminder that progress in Celina has always been rooted in unity, resilience, and a shared belief in the future of our community.

One of Celina’s most meaningful traditions is the sense of togetherness that has always brought our community to the Downtown Square. For generations, this has been the place where neighbors gather to celebrate our history, participate in community events, and simply connect with one another. Those moments - whether marking a milestone, honoring a tradition, or enjoying a shared experience - have created bonds that go far beyond any single event. That tradition of coming together has carried Celina through its 150-year journey, and it remains the foundation of who we are. As we look ahead, it is that shared spirit and commitment to one another that will continue to define our City and shape its future.

It’s difficult to choose just one. Every resident should experience our Memorial Day presentation on the Square, and veterans should take part in the Veterans Day program at the high school - both are powerful reflections of Celina’s deep respect for service, sacrifice, and tradition. And if you truly want to feel the heart of Celina, the Homecoming Parade captures it perfectly: charming, spirited, and unmistakably Texas.

My favorite piece of Celina’s history and tradition is the Downtown Square. It is truly the gem of our town, showcasing our heritage and offering a window into our past. The historic buildings have been carefully preserved and now house many of our local businesses, as well as the Celina Area Heritage Association Museum, where the City’s history is safeguarded for future generations. What makes the Square especially remarkable is the sense of community it fosters. It evokes the spirit of connection that early residents experienced when they settled here in the late 1800s. Today, that spirit lives on through the many events hosted on the Square each year, celebrating our families, our culture, and our shared heritage. There is something unforgettable about stepping onto the Square and feeling a sense of pride in knowing we are honoring the memories of those who built Celina. It is a place where history, community, and tradition come alive - truly, there is no place like it.

Celina is filled with traditions – both new and old. My favorite “old” tradition is the Homecoming Parade that is held on the Downtown Square. When my kids were little, they loved being able to participate and ride on a float, and now that they are in high school, the parades means even more to them. My favorite “new(er)” tradition is the Celina Gift Tour. I love seeing the Square filled with Christmas shoppers early on a Saturday morning!

Celina has long been defined by the values of faith, family, and football - principles that have shaped our community for generations. These pillars are more than traditions; they represent the heart of who we are and the way we come together to support one another. From gathering in places of worship, to spending time with family and neighbors, to rallying behind our teams on Friday nights, these shared experiences have created a strong sense of pride and belonging in Celina. As we enter our 150th year, residents should take great pride in this legacy and continue to be an active part of a tradition that unites our community and passes our values on to future generations.

2025 YEAR-IN-REVIEW: TIMELINE

FEBRUARY Building on the momentum of January, February showcased Celina’s unwavering commitment to collaboration, service, and recognizing the extraordinary achievements of our residents.

The City partnered with Celina ISD to host two Town Hall Meetings, creating meaningful opportunities for open dialogue, shared priorities, and strengthened relationships between the City, the school district, and the families we serve. These conversations reinforced our collective dedication to supporting a rapidly growing community through transparency, strategic planning, and proactive communication.

City Council also proudly welcomed and honored the Celina High School Football Team after capturing its ninth UIL 4A State Championship, completing a remarkable 16–0 undefeated season. Their victory not only reflected athletic excellence but also embodied the determination, discipline, and community pride that define Celina.

JANUARY The year began with a strong foundation of progress, partnership, and community pride - values that would continue to shape every milestone that followed.

In January, the City of Celina participated in the annual State of the City event alongside the Celina Chamber of Commerce, the Celina Economic Development Corporation, and Celina ISD. Together, these partners provided residents, businesses, and community stakeholders with a clear and confident outlook on the year ahead. The presentation reaffirmed our collective commitment to strategic growth, enhanced services, and fostering a thriving, connected community.

City Council also celebrated one of Celina’s most impressive achievements of the year: the Celina High School Band’s third consecutive UIL 4A State Marching Band Championship. This recognition underscored not only the band’s exceptional talent and discipline, but also the spirit of dedication and excellence that defines our community. Their continued success set an inspiring tone for the months ahead.

Together, these January milestones reflected a shared vision - a year driven by excellence, collaboration, and community pride - a theme that resonated throughout 2025.

February also marked a moment of profound honor as the City welcomed home Det. Marcus Martinez, who received a Congressional Certificate from Congressman Keith Self in recognition of his bravery and dedication to both his country and his hometown of Celina. A Bronze Star recipient, Det. Martinez served with exceptional distinction during his tour of duty in Syria, demonstrating unwavering courage and an enduring commitment to protecting our nation. His homecoming served as a powerful reminder of the strength and service that reside within our community.

Additionally, the Celina Economic Development Corporation presented Helping Hands of Celina with an $11,000 donation, funded through proceeds from the Gift Tour. This contribution directly supports Helping Hands’ mission to meet students’ essential needs through the Campus Closets Program, providing access to clothing, hygiene items, shoes, and other necessities through school counselors and teachers.

These February milestones continued to reinforce our guiding theme for the year: a community defined by excellence, collaboration, and an unwavering commitment to one another.

MARCH March continued to advance our yearlong theme of excellence, collaboration, and community pride, bringing together residents, organizations, and City teams for a month full of celebration, progress, and connection.

The City kicked off the 2025 special events season with the first

Friday Night Market of the year, welcoming residents back to the Square for an evening of local vendors, family activities, and community togetherness. This event set the tone for a vibrant and engaging year ahead.

March also provided an important opportunity to recognize the exceptional individuals who serve our community every day. At the annual Core Values & Service Awards Banquet, the City honored employees who exemplify dedication, leadership, and our organizational values.

Kelise Parker, Wellness & Engagement Coordinator, was named Employee of the Year, recognized for her consistent commitment to enhancing employee well-being and fostering a positive workplace culture. Madhuri Mohan, Assistant Director of Development Services, was honored as Manager of the Year, celebrated for her leadership, strategic vision, and contributions to the City’s continued growth.

Both the Fire Department and Police Department also held their annual Awards Banquets, recognizing the bravery, professionalism, and exemplary service of the men and women who protect our community. These ceremonies highlighted the deep pride we share in our first responders and their unwavering dedication to Celina.

In a milestone for local healthcare access, Methodist Celina Medical Center officially opened its doors, bringing expanded medical services and critical care resources directly to our rapidly growing community.

To further showcase Celina’s thriving culinary scene, the City hosted the first annual Texas Tastemakers Festival, highlighting local restaurants and offering attendees a unique tasting experience that celebrated Celina’s growing food and hospitality offerings.

The month concluded with a community favorite - the annual Chamber Wine Crawl, which brought residents and visitors together to explore Downtown, support local businesses, and enjoy a festive close to an energizing month.

March continued to reinforce our shared commitment to excellence, innovation, recognition, and community connection - key pillars that define Celina throughout the year.

APRIL April brought a dynamic mix of hands-on community service, family-focused activities, and major development milestones that continued to shape Celina’s forward trajectory. From volunteer efforts to landmark groundbreakings, the month showcased the many ways our residents, partners, and organizations contribute to the City’s growing energy and momentum.

City Council continued its celebration of youth achievement by honoring the Celina High School Cheerleading Team, which secured its second consecutive UIL 4A State Championship.

Their outstanding performance and commitment to excellence underscored the spirit and determination that define Celina’s students.

Families from across the community gathered for one of Celina’s most popular spring events, Touch-a-Truck, which once again drew an enthusiastic crowd. Children had the opportunity to explore City vehicles, meet first responders, and learn more about the people and tools that keep Celina running. The event’s success highlighted the value of handson experiences in connecting young residents with their community.

March also marked the launch of the City’s redesigned website, delivering a modern, user-friendly experience that

first Walmart. This development represents a significant step forward in expanding local shopping conveniences and supporting continued economic growth as Celina’s population rapidly expands.

Movie Night on the Square returned for the season, offering the first of three outdoor movie nights planned for the year.

Families enjoyed an evening of entertainment in the heart of Downtown, reinforcing Celina’s dedication to creating inclusive, memorable community experiences.

The City also welcomed the Children’s Advocacy Center of Collin County with a special proclamation recognizing Child Abuse Prevention Month. This important acknowledgment

for the annual Celina Cajun Fest. This signature regional event featured headliner Casey Donahew, an expansive Kids Zone, exciting Gator Shows, and more than 6,500 pounds of crawfish - making it one of the most memorable Cajun Fests to date and reinforcing Celina’s reputation for hosting premier community experiences.

The City also held its annual National Police Week Ceremony on the Downtown Square, honoring the dedication, professionalism, and sacrifice of Celina’s law enforcement officers. This meaningful ceremony served as a reminder of the important role our police department plays in safeguarding the community.

Continuing the spirit of service, the City launched its first Life Connected. Service Day of the year, mobilizing volunteers to assist residents across the community with projects ranging from outdoor improvements to household needs. The event strengthened neighbor-to-neighbor connections and showcased Celina’s commitment to supporting one another.

City Council saw continuity in leadership as Philip Ferguson (Place 1) and Brandon Grumbles (Place 6) were re-elected to their positions, reflecting the community’s confidence in their continued service.

City Council also celebrated several outstanding Celina High School achievements, recognizing: • Reagan Hix for her accomplishments in competitive swimming • The Celina High School Robotics Team for winning the UIL 4A State Championship • The Celina High School Girls Soccer Team for earning its fourth UIL 4A State Championship In addition, the City issued proclamations recognizing several important community observances, including National Police Week, Mental Health Awareness Month, Emergency Medical Services Week, Economic Development Week, National Public Works Week, and Building Safety Month each highlighting the vital roles played by professionals who support safety, wellness, opportunity, and growth in Celina.

JUNE June brought an exciting mix of family-friendly events, community engagement, and meaningful recognition as residents came together to celebrate the start of summer in true Celina fashion.

The month kicked off with the second Movie Night on the Square, offering families another opportunity to enjoy an outdoor film experience in the heart of Downtown. These movie nights continued to highlight Celina’s commitment to creating welcoming, memorable moments for residents of all ages.

The community also had an opportunity to get a behind-thescenes look at public safety operations during the Fire Station #1 Open House. Families toured the station, met firefighters, explored emergency equipment, and learned more about fire prevention and safety. The event strengthened the connection between residents and the team that serves and protects them.

JULY July highlighted the City’s ongoing commitment to public service, community involvement, and recognizing individuals who make a meaningful impact on Celina.

June’s signature celebration, Splash & Blast, once again lit up Old Celina Park as more than 8,500 attendees gathered to honor our nation’s Independence. The event featured fireworks, water slides, food trucks, live entertainment, and a full slate of summer activities - solidifying its place as one of Celina’s most cherished annual traditions.

During the month’s City Council Meeting, employees were honored through the City’s Core Values and Service Awards, recognizing individuals whose dedication and leadership reflect the highest standards of public service.

This acknowledgment underscored the City’s commitment to celebrating the people who keep Celina moving forward every day.

The City celebrated Parks & Recreation Month, emphasizing the importance of accessible, safe, and enjoyable spaces for residents to gather, play, and connect. In support of community stewardship, the City also hosted its second Clean Sweep event of the year, providing residents with convenient opportunities to responsibly dispose of bulk trash, electronics, yard waste, and household hazardous materials such as paints and pesticides. These efforts reflect Celina’s dedication to environmental responsibility and maintaining a clean, vibrant community.

July was also a month of exceptional recognition for public safety personnel. Officer Dan Thomas received the State of Texas Law Enforcement Achievement Award from the Texas Commission on Law Enforcement for his outstanding dedication, leadership, and impact at Moore Middle School and throughout the Celina community. Whether mentoring students, maintaining campus safety, or creating opportunities for youth engagement, Officer Thomas consistently goes above and beyond. He helped launch the Celina Police Department’s Junior Police Academy, which has graduated over 100 students, and recently played a pivotal role in establishing the Celina Police Department’s Explorer Post, providing teens with a hands-on introduction to law enforcement careers.

Additionally, Celina Assistant Police Chief Brent Brown joined the ranks of an elite group by graduating from the FBI National Academy, a prestigious program in Quantico, Virginia. Brown was one of 239 law enforcement officers in the 294th session, representing not only Texas but also participants from South Korea, Chile, the United Kingdom, and Taiwan. Reflecting on the experience, Brown described it as “nothing short of amazing,” emphasizing the global perspective, leadership training, and professional development gained through this esteemed program.

July reinforced Celina’s ongoing commitment to excellence in public service, leadership, and community engagement, demonstrating how individual dedication and collaborative efforts continue to strengthen the City as a whole.

In a continued effort to uphold community values, the City issued a proclamation declaring Celina a Trafficking-Free Zone, reinforcing our commitment to protecting vulnerable populations and promoting awareness about human trafficking.

August exemplified Celina’s yearlong focus on community engagement, public service, and recognition of those who contribute to a safer, stronger, and more connected City.

SEPTEMBER September highlighted Celina’s dedication to community development, volunteerism, and recognizing the outstanding contributions of residents and public servants.

The City celebrated a major milestone in recreation and community amenities with the groundbreaking of Wilson Creek Park, a 100-acre park that will provide residents with expanded green space, trails, and recreational opportunities.

This project reflects the City’s ongoing commitment to enhancing quality of life and supporting a healthy, active community.

The City paused to remember and honor those affected by tragedy during the annual 9/11 Anniversary Ceremony, a solemn occasion held on the Downtown Square that reaffirmed Celina’s respect for service, sacrifice, and national unity.

AUGUST August focused on strengthening connections between the City, schools, and residents while celebrating the accomplishments of City teams and reinforcing community values.

As part of the Back-to-School initiative, the City partnered with Celina ISD to hold a joint Town Hall Meeting, providing families, educators, and community members an opportunity to discuss priorities, share updates, and engage directly with City leaders. This collaborative event highlighted Celina’s dedication to fostering strong partnerships that support student success and community growth.

The City also hosted its final Movie Night on the Square of the season, providing one last opportunity for families to enjoy an evening of outdoor entertainment and shared community experience in Downtown Celina.

Families and residents explored public safety up close at the Fire Station #2 Open House, which provided tours, demonstrations, and educational opportunities while strengthening the bond between first responders and the community they protect.

In September, the City also recognized the contributions of its volunteer leaders at the inaugural Boards & Commissions Banquet, honoring members whose guidance and service play a critical role in shaping policy, supporting initiatives, and ensuring community success.

The City hosted its first Keep Celina Beautiful Volunteer Fair, connecting residents with opportunities to participate in programs that enhance and sustain the City’s natural beauty and public spaces, fostering pride and engagement among all age groups.

During the City Council Meeting, the Celina Public Library celebrated the achievements of its 2025 Summer Reading Program, highlighting student participation, literacy growth, and community involvement in educational initiatives.

The Square came alive once again for the annual Beware! of the Square, a family-friendly Halloween event that included trick-or-treating, games, and festive activities for children of all ages. The event continued to foster a sense of community and create lasting memories for families across Celina.

The City earned the Platinum Distinction from Texas Scenic, recognizing Celina’s commitment to maintaining a beautiful, vibrant, and scenic community for residents and visitors alike.

The City celebrated the grand opening of the new OCP Playground, a thoughtfully designed play area that offers children of all ages a safe and inclusive space to explore, climb, and engage in physical activity. The playground enhances Old Celina Park as a vibrant hub for families and encourages healthy outdoor recreation.

During the City Council Meeting, proclamations were issued in honor of Fire Prevention Month, National Planning Month, and Arbor Day, highlighting Celina’s dedication to public safety, sustainable development, and environmental stewardship.

October reflected Celina’s ongoing commitment to community engagement, safety, and cultivating the next generation of leaders, reinforcing the City’s identity as a vibrant, inclusive, and forward-thinking community.

NOVEMBER November showcased Celina’s dedication to honoring service, supporting community traditions, and closing the year with meaningful engagement across the city.

The City hosted its final Friday Night Market of the year, offering residents one last opportunity to enjoy local goods, connect with local businesses, and gather in the heart of Downtown. In partnership with the Keep Celina Beautiful Board, the City also held its final Life Connected. Service Day, rounding out a successful year of volunteerism and community care that strengthened neighborhood pride and environmental stewardship.

The Downtown Square remained a focal point for community connection, hosting multiple signature events, including National Night Out - which brought residents together with local law enforcement for an evening of safety education and camaraderie - and the Celina ISD Homecoming Parade, which celebrated school spirit and community support for students and alumni.

In October, the City also opened the Downtown Parking Garage, providing convenient, accessible parking for residents, visitors, and business patrons. This new facility Life Connected. | 17

DECEMBER December brought a joyful close to the year as Celina embraced the holiday season with cherished traditions, spirited celebrations, and well-deserved recognitions across the community.

In recognition of Veterans Day, Downtown Celina was lined with pole banners honoring local veterans. This moving display offered a highly visible expression of gratitude and created a reflective atmosphere throughout the Square. The Celina Police Department continued its annual tradition with the Veterans Day Ruck March, bringing together officers, families, and community members in tribute to those who have served our nation.

November also delivered a major regional attraction with the Troubadour Festival, where attendees enjoyed outstanding Texas barbecue and a headlining performance from Clay Walker. The event highlighted Celina’s growing reputation for hosting premier cultural and entertainment experiences.

At the City Council Meeting, Susan Holt of Carter BloodCare presented the Celina Fire Department with the trophy for winning the annual Battle of the Badges Blood Drive competition against the Police Department for the first time. In addition, the Celina Police Headquarters was recognized with the Engineering Record News Award of Merit for Government/Public Buildings, a testament to the facility’s excellence in public design, function, and innovation.

The City marked an important milestone in public safety infrastructure with the groundbreaking of Fire Station #4, located near the Celina Police Headquarters. Residents also enjoyed engaging with first responders during the Fire Station #1 Open House, which provided hands-on learning opportunities and reinforced community partnerships.

To close out the month, the City partnered with Run Celina, LLC, to host the annual Celina Turkey Trot, a festive and familyfriendly tradition that encouraged wellness, community connection, and holiday spirit as residents and visitors kicked off the Thanksgiving season together.

The month kicked off with the City’s annual Countdown to Christmas, a beloved tradition that transforms Downtown Celina into a festive destination from December 1 through Christmas Day. Throughout the month, families enjoyed themed activities, holiday décor, and opportunities to gather in the heart of the city, reinforcing the warmth and togetherness that define the holiday season in Celina.

A highlight of December was Christmas on the Square, which once again brought thousands of residents and visitors to Downtown for one of Celina’s most anticipated annual events.

The Square came alive with live entertainment, seasonal vendors, a dazzling tree lighting, children’s activities, and festive displays that created a magical holiday atmosphere for families of all ages. The event served as a joyful centerpiece of the community’s December celebrations.

The City also hosted a series of family-friendly holiday experiences, including Photos with Reinsteer, Photos with Santa, and Christmas Carriage Rides - each offering unique ways for families to create memories, enjoy traditions, and immerse themselves in the spirit of the season.

A cherished Celina tradition continued as Fire Santa returned to town, traveling through neighborhoods aboard a Celina Fire Truck. Children and families gathered along streets and cul-de-sacs to wave to Santa, enjoy the lights and sirens, and celebrate the magic of Christmas in a uniquely Celina way.

During the December City Council Meeting, David and Vicki Hogue were recognized for earning the TFEA Volunteers of the Year Award, honoring their exceptional commitment to serving the Celina community. The Planning Division and Marketing Department were also celebrated for earning multiple awards throughout the year, highlighting their innovation, excellence, and dedication to enhancing the City’s growth, communication, and engagement efforts.

December embodied Celina’s spirit of togetherness, gratitude, and celebration - closing the year with meaningful traditions, heartfelt recognition, and a shared sense of pride in the community’s accomplishments.

Winter Averaging Stablizing Sewer Rates For Celina Residents The City of Celina is currently calculating each resident's wastewater usage using the Winter Averaging method, an established approach to stabilize sewer rates throughout the year. This averaging period began on November 18, 2025, and will conclude on March 18, 2026.

During this time, the City averages a resident’s metered water usage over the four designated winter months. This average then becomes the fixed basis for calculating sewer charges for the next 12 months, beginning with the bill due on May 10, 2026.

UNDERSTANDING WINTER AVERAGING The winter months are specifically selected for this calculation because outdoor water use, such as irrigation, pool filling, and car washing, is significantly reduced. By focusing on consumption during this low-use period, the City is able to more accurately estimate the amount of water that actually enters the sanitary sewer system, providing a

fair and consistent rate. A key benefit is that your sewer bill will remain consistent throughout the year and will not be impacted by high summer water usage.

RESIDENT ACTION ENCOURAGED Residents have a direct opportunity to control their sewer rate by managing their water use during this period. Practicing water conservation, monitoring for household leaks, and promptly addressing any plumbing issues can help ensure the calculated average accurately reflects typical indoor water use. To assist with this monitoring, residents are encouraged to sign up for MyCelinaH2O, an online tool that allows customers to track their water usage. Bulk & Brush Collection What Residents Need to Know Community Waste Disposal (CWD) provides essential bulk and brush collection services to help residents dispose of larger household items and yard debris safely and responsibly. These services are designed to work seamlessly alongside regular trash and recycling pickup, ensuring oversized materials are collected efficiently while supporting clean and orderly neighborhoods.

BULK COLLECTION SCHEDULE AND REQUIREMENTS Schedule: Collection begins the first full week of each month and follows the City’s color-coded service schedule: • Yellow Week: Residents receive bulk pickup during the first and third weeks of each month.

• Blue Week: Residents receive service during the second and fourth weeks.

Logistics: Collection happens automatically on your regular service day; no advance scheduling is required. Items must be placed at the curb in front of your home by 7:00 AM on your scheduled collection day.

• Bulky Waste: Residents may set out up to two cubic yards of bulky waste per pickup, which is roughly the size of a standard washing machine.

• Brush Collection: Brush collection includes unlimited tied or bundled brush, provided each bundle measures no more than four (4) feet-by-two (2) feet and weighs 50 pounds or less. Proper bundling is critical for safe and smooth service operations.

CUSTOM COLLECTION FOR EXCESS ITEMS If you have bulky items or loose brush that exceed the twocubic-yard limit or the required bundling standard, CWD offers paid, custom collection options. Founded in 1876 as a small farming town, Celina has transformed into one of the fastest-growing cities in the country while maintaining a strong identity rooted in tradition, family, and community.

To keep the community engaged digitally, a bi-weekly video series will spotlight notable historical events and milestones, while a digital media campaign, “150-for-150,” will share stories of Celina’s past.

To mark this sesquicentennial, the City has planned a full year of celebrations, programs, and events designed to honor its past, unite residents, and inspire civic pride for generations to come.

PARTNERSHIPS FOR A UNIFIED CELEBRATION

A YEARLONG CELEBRATION OF HERITAGE Unlike a single-day festival, Celina’s 150th anniversary, or Celina150, will be celebrated throughout the year. The City aims to highlight its agricultural roots, cultural traditions, and bright future through a variety of initiatives that engage residents of all ages. From historical exhibits to community programs, every aspect of the celebration is intended to foster a sense of unity and belonging.

“This milestone is truly a once-in-a-generation opportunity,” said Mayor Ryan Tubbs. “It allows us to reflect on 150 years of history while setting the foundation for the next 150 years of growth, innovation, and community spirit.”

CELEBRATING OUR HERITAGE & COMMUNITY The goals of the Celina150 celebration are clear: honor the City’s history, unite the community, showcase progress and vision, provide family-friendly experiences, and build lasting civic pride. Residents and visitors can expect events that are authentic, inclusive, and reflective of Celina’s unique character.

Among the signature celebrations is the Splash & Blast community event, which will coincide with the nation’s 250th birthday. The festivities will include a traditional fireworks display enhanced with a special drone show, creating a breathtaking tribute to both local and national history.

Additionally, the City’s Friday Night Markets will feature historical highlights from “Saturday on the Square,” allowing attendees to explore Celina’s past while enjoying seasonal festivities.

COMMUNITY ENGAGEMENT & MARKETING INITIATIVES A comprehensive marketing and engagement strategy will ensure that Celina150 resonates with residents, businesses, and visitors alike. Branded merchandise, from apparel to collectibles, will allow the community to display their pride throughout the year.

A dedicated Celina150 website will serve as a hub for information, featuring event schedules, historical highlights, and resources for residents. Visitors can also explore the City’s rich heritage through a self-guided Historical Tour Map, designed to highlight significant landmarks.

Celina150 is a citywide effort, with collaboration across multiple departments and organizations, including Parks & Recreation, the Library, Downtown, Celina EDC, the Chamber of Commerce, Celina ISD, and the Museum. These partnerships will ensure that programming is inclusive, educational, and reflective of the City’s shared values.

INNOVATIVE PROGRAMS FOR LASTING IMPACT In addition to traditional events, Celina150 will feature unique initiatives such as the Ousley Park Brick Engraving Program, developed with Crossland Construction. This yearlong program invites residents to leave a lasting mark on the educational programs will also play a key role. Students will contribute to a Celina 150th Time Capsule, writing letters to their future selves and the community, to be opened in 2076.

Meanwhile, the Old Celina Park Storybook Trail will showcase student-created stories highlighting the City’s history, with monthly rotations along the trail, blending literacy, creativity, and civic pride.

Celina, Texas: 150 Years of People, Passions, Places, and Pastimes Where Lives Connect: Tracing Celina's 150-Year Journey from a Cattle Trail Outpost to a Modern City Centered on its Historic Square.

Long before the town of Celina was officially established in 1876, the land upon which it would rise held stories of movement and promise. The Preston Trail, a vital cattle thoroughfare stretching from Texas to the Midwest, crossed through the region, bringing drovers, pioneers, and dreams of prosperity to this fertile corner of Collin County. By the 1870s, settlers drawn by rich blackland soil and boundless opportunity began putting down roots in what would become one of North Texas's most cherished communities.

In October 1879, a small settlement began to form a few miles southwest of present-day Celina. John T. Mulkey, the town's first postmaster, christened it after his hometown of Celina, Tennessee, linking the fledgling community to the traditions and values he held dear. By 1880, a Methodist church stood at the center of town, doubling as a schoolhouse and serving as the heart of community life. Within a few years, a general store, drug store, cotton gin, and gristmill opened, supporting the 150 residents who called this first incarnation of Celina home by 1884.

Yet like many frontier settlements, the town faced challenges.

By 1892, the population had plummeted to just 50 souls as economic hardships and isolation took their toll. The community's fortunes, however, were about to change dramatically with news that would alter its destiny forever.

In 1902, word reached Celina that the St. Louis, San Francisco and Texas Railway, known affectionately as the Frisco, would soon extend its line through the area. There was one catch: the tracks would miss the little town by a mile. Rather than accept isolation from this vital artery of commerce and connection, the merchants and residents of Celina made a bold decision that would become the stuff of legend. They would move the entire town to the railroad.

In February 1902, in an extraordinary feat of determination and community cooperation, businesses and houses were placed on rollers and pulled by traction engines one mile north to a new site. The Town Site Company had already secured land from William Willock's pasture, laid out streets, and placed lots for sale. This remarkable undertaking earned Celina the enduring nickname of Rollertown, a testament to the pioneering spirit and adaptability that would define the community for generations. The dramatic relocation proved more than a physical move; it was a declaration that Celina's

people would not be left behind, that they would shape their own destiny through hard work and unity.

For the first few years after the move, Celina's commercial district consisted of a row of wooden buildings facing the railroad tracks. Then, in 1910, local businessman J. Fred Smith envisioned something grander: a proper Town Square that would serve as the commercial and social center of the community. Smith, who would later go on to design and develop Snyder Plaza near Southern Methodist University in Dallas, laid out plans for a central Square surrounded by uniform brick buildings. The transformation was swift and remarkable. By July 6, 1911, just ten months after Smith began his work, several new brick buildings were ready for occupancy. Gravel was spread on the streets, and businesses eagerly relocated from their wooden structures into the new permanent buildings around the Square. Many of the old wooden buildings were moved into residential sections and converted into homes, a practical recycling that spoke to the resourcefulness of Celina's people.

This Downtown Square, completed over a century years ago, remains the beating heart of Celina today. Through every era of the town's history, through prosperity and hardship, through quiet seasons and explosive growth, the Square has endured as the place where lives connect. It has been the site of Saturday afternoon shopping trips, community celebrations, wartime scrap metal drives, Christmas tree lightings, high school homecoming parades, and countless personal moments that weave together the fabric of smalltown life. The Square's permanence amid constant change has made it more than a geographical center; it has become the soul of the community, the physical embodiment of Celina's commitment to preserving its character while embracing its future.

Celina was officially incorporated in 1907, and by 1910, the first U.S. Census count recorded 724 residents. The town was thriving. In 1915, Celina Pike opened as the first road in Collin County built exclusively for automobiles, a sign of progress and connectivity. The town boasted two banks, a newspaper, and municipal water works. By 1920, the population had grown to 1,126 residents supported by a diverse and bustling economy.

with the rich prairie yielding bountiful harvests that filled wagons bound for the cotton gins and grain elevators around town. The 1912 McKinney Democrat-Gazette painted vivid portraits of Celina's farming families: S.J. Lewis, who came from Tennessee nearly 40 years earlier and amassed 666 acres of prime Collin County land paid for by cotton and livestock; J.C. Ownsby, who settled just a few feet from where he first arrived from middle Tennessee 32 years before and built a farm of over 500 acres; and countless other families whose names, like Willock, Malone, Hunn, Snodgrass, and Moore, would become synonymous with Celina's heritage.

Like communities across America, Celina faced the crucible of the Great Depression. The population that had reached 1,126 in 1920 fell to 994 by 1940. Families tightened their belts, helped one another through hard times, and held fast to faith and community. The Depression tested Celina, but it could not break the spirit forged in the early pioneer days.

The Second World War brought different challenges and a profound sense of shared sacrifice. Young men and women from Celina served across Europe, the Pacific, and every theater of war. Back home, the community rallied in support. The Downtown Square became a collection point for scrap metal that would be melted down and transformed into the machinery of war.

Families gathered for community Thanksgiving and Christmas services at the churches around town, offering prayers for the safe return of their soldiers and comfort to those with loved ones far from home. In December 1944, the Celina Record shared the heartwarming story of two Celina brothers serving in the Pacific who randomly encountered each other overseas and shared a Thanksgiving meal together, talking of home and wishing everyone back in Celina a Merry Christmas. Such stories bound the community together through those difficult years.

In the bustling era after World War II, Downtown Celina hummed with activity and variety. Around the Square, residents could shop at Celina Grocery Company, Perkins and Rucker Cash Grocery, or Allen's Variety Store. They could catch a movie at the Queen Theater or the Ritz Theater, enjoy a soda at Dyer and Jones Rexall Drug Store, or have their teeth cleaned by Dr. W.H. Stallcup. The Celina Record kept everyone informed of local news, while the Celina Motor Company offered Fords, Ken Massey and Bob McIlroy sold Chevrolets, and Claud Rogers dealt in Farmall tractors. processed the harvest, two banks managed finances, and establishments like the Celina Frozen Food Locker helped families preserve their provisions.

On Saturday afternoons, the Square filled with people waiting for the four o'clock drawing, when Johnny May would climb into the back of a pickup truck with a wire basket full of residents' names and local merchants would award cash prizes and merchandise. As a child, Jane Huddleston recalls hearing her name called for the prize and running from her parent’s house a few blocks away to claim her fortune. These weekly gatherings were more than commerce; they were community, a regular rhythm that brought neighbors together and reinforced the bonds of small-town life. Celina may have remained small compared to nearby cities, but it possessed something those larger places often lacked: a deep sense of identity, of knowing who you were and where you belonged.

For generations, Celina residents spoke of the three F's that defined their hometown: Faith, Family, and Football. Beautiful churches were built in and around Downtown during the town's growth years, and they became focal points not just for worship but for community life. Methodist, Baptist, Presbyterian, and other congregations welcomed families through their doors, hosted holiday celebrations, organized community services during times of national crisis, and provided the moral and spiritual foundation in which the town was anchored. Several historical churches stand today on or near the Square. Most notably, the old Methodist church now serves as the beautiful chambers for the Celina City Council.

Family has always been central to Celina's identity. Multigenerational ties run deep, with children growing up on the same land their grandparents farmed, attending the same schools, and carrying forward the values and traditions of those who came before. Families built legacies not of wealth or fame but of service, dedication, and love for their community. They understood that the true measure of a life well-lived was found in contribution to their hometown. The pioneers of yesteryear rest today at the Old Celina Cemetery and the Cottage Hill Cemetery, but their lives and their love are felt strongly each time the community gathers. Some of their home places are developing into living, dining, and shopping destinations, but their legacies should forever stand tall.

And then there was football. From the time G.A. Moore built

the legendary Celina Bobcats program that captured the town's first state championship in 1974, through eight more state titles in subsequent decades, Friday nights under the lights became sacred in Celina. The old stadium and press box, still standing today as a monument to athletic excellence and community pride, witnessed generations of young people learning lessons about teamwork, perseverance, and character that would serve them far beyond the playing field.

The tradition extended to every activity: championship cheer squads, award-winning bands, powerhouse soccer teams, and academic competitors all carried the Orange and White colors with pride. The annual homecoming parade still winds through Downtown around the historic Square each fall, linking past and present in a celebration of school spirit and community identity.

Like much of the American story, Celina's past includes the reality of segregation. Until the 1960s, black students in Celina were educated at the George Washington Carver School. Today, a historical marker designates the site of the Carver School, ensuring that this chapter of Celina's history is neither forgotten nor repeated. The marker stands as a testament to the resilience of those who persevered through that era and as a commitment that all children of Celina should have equal opportunities to thrive. The marker reads in part, “On this site, from approximately 1948 until 1965, the George Washington Carver School held grades 1-8 and provided the main educational opportunities 1945-46 Football Team for black/colored students in Celina Texas.” This historical space will soon become a thriving part of the linear Ousley Park that will stretch along Doe Branch.

Throughout its history, Celina has been a community that loves to celebrate. In 1976, the town marked both America's Bicentennial and Celina's Centennial with a grand celebration on the Square. Residents competed in pie contests, threelegged races, and greased pig competitions. A colorful parade featured cars, horses, floats, and the Shriners Band. Music and dancing carried late into the evening as the entire community came together to honor the past and look toward the future.

The Lynn D. Stambaugh Fun Day, named for a beloved local banker, became a beloved annual tradition beginning in the late 1970s. For a quarter century, this all-day festival brought families to the Square for pancake breakfasts, fun runs, performances by the high school band, Little Miss Celina contests, drill team and cheerleader exhibitions, tractor pulls, barbecue dinners, and evening music and street dancing.

Today's annual Celina Cajun Fest, Cinco de Mayo celebrations, Splash & Blast, Touch-a-Truck, Beware! of the Square, and Christmas on the Square events carry forward this tradition of gathering, of making memories, and of connecting lives around the beloved Downtown Square.

Holiday traditions have always held special meaning in Celina. Thanksgiving brought community services rotating between churches, with congregations joining together in gratitude and fellowship. During World War II and other times of national crisis, these gatherings took on added significance as the community prayed for service members and offered mutual support. Christmas has always been magical in Celina, with the Square transformed into a winter wonderland, a grand tree lit with ceremony, carolers filling the air with song, and Santa arriving to greet excited children. These traditions, passed down through generations and adapted for each new era, maintain the continuity and character that make Celina special.

For much of the twentieth century, Celina's population remained relatively stable.

The town maintained its small-town character, with everyone knowing their neighbors and the Downtown Square remaining the center of community life. Then, in the 21st century, everything changed. By 2010, the census population had surged to 6,028. By 2020, it had reached 16,739.

Today, estimates place Celina's population near 60,000, with projections suggesting eventual growth to more than 380,000 residents. The transformation has been breathtaking and, for longtime residents, sometimes overwhelming.

Yet through this explosive growth, Celina has remained committed to preserving the heart and heritage that make it unique.

In 1996, Celina was designated an official Main Street City by the Texas Historical Commission and the National Trust for Historic Preservation. This recognition formalized the community's commitment to preserving and enhancing its historic downtown. In 2019, the Celina City Council adopted a comprehensive Downtown Master Plan that balances preservation with thoughtful growth, ensuring that the historic Square will remain the heart of the city even as new development transforms the landscape around it.

The beloved water tower above the Square has been preserved and strengthened. Historic homes have been restored with care. The old Bobcat Stadium has been acquired for perpetual Life Connected. | 25

preservation as part of the Ousley Park. The brick buildings that J. Fred Smith envisioned in 1910 still stand, welcoming new businesses while honoring the past.

In 2024, construction began on an ambitious new municipal complex adjacent to the Square, including a four-story parking garage, a modern Downtown Center, and an expanded public library. This forward-thinking investment represents the community's confidence in its future while maintaining connection to its past. The project carefully preserves the historic character of the Downtown area while providing the infrastructure needed to serve a rapidly growing population.

The community stands at a crossroads as Celina celebrates its sesquicentennial. The small farming town of 50 people in 1892, the thriving community of 1,126 in 1920, and even the steady town of 1,861 in 2000 has transformed into one of the fastest-growing cities in the country. Roots Run Deep: Six Generations of Celina's Pioneer Families As Celina celebrates its 150th year, we honor the pioneers who didn’t just settle the land, but wove the values of faith, family, and service into the very fabric of our city.

One purchased land along what would become one of Celina's most historic corridors. The other family, just miles away, established their homestead with dreams of a promised future for their children. By 1879, a third family made the journey from Tennessee to settle their own corner of North Texas. These families weren't just seeking land, they hoped to build something. They were the architects of a community that would endure for over 150 years.

Today, as Celina celebrates its sesquicentennial, the descendants of these founding families still call this place home. Six generations later, they still farm the same land, attend the same churches, and contribute to the same community their ancestors helped build. Their stories are woven into every corner of this city - from the old homesteads along Preston Road to the football stadium where Friday night lights have shone for decades, from the Downtown Square where Saturday gatherings once defined small-town life to the schools that now bear the names of beloved community members.

This is the story of families like the Ownsbys, Glendennings, Ousleys, Huddlestons, Careys, Finleys, Willards, Robinsons, Martins, and Cunninghams - families who didn't just settle

Celina, but whose love for this place has echoed across generations.

Meredith Settle can trace her family's Celina roots back to 1879, when her great-great-grandfather J.C. Ownsby arrived from Tennessee. That journey from the Volunteer State to the prairie lands of North Texas would establish a legacy that continues nearly 150 years later.

"My great-great-grandfather came here from Tennessee in 1879," Settle explains. "The family home place was established in 1880." That estate, located along Preston Road, became the foundation for generations of Ownsbys who would shape Celina's history.

Meredith's great-grandmother, Tommy Ownsby, lived to be 100 years old, allowing Meredith to know her well into her teenage years. "She taught high school English in Prosper," Settle recalls. "And here's a fun fact: she had her master's degree from SMU. Back then, most women didn't even get to go to college, but she had her master's degree."

The story of that degree holds special significance. According to family lore, when Prosper schools faced a rule requiring someone with a graduate degree to keep the school open, Tommy's credentials were essential. "The principal didn't Life Connected. | 27

have a graduate degree, so they used her graduate degree," Settle explains. "But she couldn't be principal because she was a woman. Still, she loved teaching. She was an educator through and through."

She painted it white with black shutters every single spring," Settle remembers. "Now it's painted yellow and gray, but it's still there on Ash Street."

Tommy married into the Ownsby family, bringing her own heritage as a Cunningham - another pioneering Celina family. Her father, J.M. Cunningham, built the building on the south end of the Square that now houses Summer Moon and Buff City Soap. In the early 1900s, that building was a car dealership. "When they were digging up the back parking lot years later, they unearthed an old brass hubcap that would have been from his car dealership," Settle shares. "I still have that hubcap."

Today, the Settles live in the house that her grandparents built - the house where her grandfather lived his entire adult life.

They're raising their children in Celina, continuing a tradition that spans nearly 150 years. "It's always felt like home," Settle says simply. "Like a place where anybody would do anything for anyone. Even now, I run into people who knew my mom or my grandparents, and they say, 'Oh, I remember when you were this big.' The whole town was like a larger family."

Her grandfather, J.C. Ownsby II, became one of Celina's most respected civic leaders. He served on the school board for years, including during the integration of Celina schools - a period when his character shone through. "He would tell me stories about going over to check on the Carver School," Settle says. "He would go and fix the water fountain and do maintenance to make sure they had what they needed. He was just a good man who believed in fairness and taking care of everyone in the community."

Mr. Ownsby lived to be 91, and Meredith treasures her adult relationship with him. "There's something very cool about being an adult with your grandparents," she reflects. "He was very funny - adult humor that I wouldn't have appreciated as a kid. We'd get in the pickup truck every Saturday and go to the farm to check fences and do all the things farmers do."

One memory stands out: "His favorite holiday was Halloween," she says with a smile. "I finally asked him why, and he said it was because no matter what you had on - a t-shirt or a fancy costume - everyone got to participate, and everyone got the same thing. He just loved that all the kids could be kids. I thought it was the sweetest answer I'd ever heard."

The original Ownsby farmhouse no longer stands on Preston Road - it burned long ago. But the house that replaced it was carefully moved to Ash Street in the middle of the night ("because they weren't supposed to do it," Meredith laughs) 28 | City of Celina

Across Celina’s history, families didn’t just live parallel lives - they intertwined in unexpected and beautiful ways. The Ownsby and Glendenning families provide a perfect example.

"My grandfather J.C. and Don Glendenning were very best friends from birth," Settle explains. "I mean, those boys were trouble. My mom would not have wanted me hanging out with them." She laughs, then adds, "Even in college, my grandfather would talk about them going to Deep Ellum and getting in bar fights. But Don was my grandfather's righthand man. He was the best man in their wedding."

The connection deepened when J.C.'s future wife and Don's future wife, Nancy, worked together. "My grandmother and Nancy worked together before any of them were married," Settle says. "So, my grandmother and grandfather actually introduced Don and Nancy. They were in each other's weddings, and they did lots of couple things together."

Today, the Glendenning family continues the ranching tradition along Preston Road. Their iconic Texas Longhorns, visible from the historic Preston Trail, serve as a living reminder of the area's cattle ranching heritage. As rush hour traffic increasingly clogs Preston Road, these Longhorns offer drivers a respite - a glimpse of the Celina that was, even as the City grows into what it's becoming.

James Edgar Ousley, one of Celina's first mayors and later a pathway for settlers and cattle drives, this route saw the development of the iconic Texas Longhorn breed.

The Glendenning’s commitment to raising these cattle honors that heritage while providing a tangible link to Celina's ranching past that residents and visitors can see and appreciate daily.

On a warm Saturday morning, John Ousley sits at his kitchen table, looking out over land that his family has called home since 1871. Six generations have now lived on this property along Preston Road - a remarkable continuity that speaks to something deeper than mere land ownership.

"It was John's great-great-grandfather that originally purchased the land," explains Julian Ousley, Dr. John Ousley’s wife. "And I looked that up one day because I didn't really know how that had occurred - if it was land grants or what had happened in North Texas around that time, but they actually purchased it."

In 1871, the price for an acre in this area was modest by today's standards, but the investment was profound. The family didn't just buy property; they planted roots that would grow through a century and a half of Texas history. Today, that same corner of Preston Road where the original homestead stood remains in the family, though the landscape around it has transformed dramatically.

Jack Ousley, one of John's sons, serves on Celina's Downtown Commission and has spent years preserving the City's heritage. He recalls a pivotal moment from his teenage years: "My grandmother gave me an acre of this land back when I was 14 or 15 years old. And at that point in your life, you don't really own much of anything. And it really resonated with me, because she said, 'No matter what happens in life, you've got this acre you can always go to.' It's always been super important to me."

That grandmother was Maxine Ousley - a woman whose influence on Celina extended far beyond her family's farm.

Born into a generation that didn't expect women to pursue higher education, Maxine earned her master's degree from SMU and became a teacher. She danced at Radio City Music

Vernon Willard, Effie Davis, Winona Roberts-Darey Hall in its early days and traveled the world eight times. Yet she always returned to Celina.

"She always told me she wanted to bring culture to Celina," Jack Ousley remembers. "She taught dance here for 25 years.

She got one of the old barracks from the base up in Sherman when they were shutting it down, had it brought out to the farm, and turned it into a dance studio. She also produced live theater in the Methodist Church."

Maxine's love for her community manifested in countless ways. She was deeply involved with Celina's First Methodist Church and the Inter Se Women's Club. She worked for Dallas radio icon Gordon McClendon and lived in Switzerland for two years, but her heart belonged to Celina. When the City needed a park, she donated approximately eight to ten acres of land from Preston to Main Street. When the donation didn't result in immediate development, she invoked a clause in the agreement and reclaimed the land, later giving it to the school district with the same vision - that Celina needed green space for its children and families.

"That park is now becoming a reality," Julian Ousley explains.

"It's on Doe Branch, and they're really going to restore that part of the creek and make it nice. We're hoping eventually that it will connect on both ends to the rest of Doe Branch as a trail system - like the Katy Trail in Dallas."

The park, which will be named Ousley Park, will feature a dog park (a tribute to Maxine's love of animals), a splash pad for children, restored creek areas, and eventually connections to a larger trail system. The old Bobcat Stadium will remain and will preserve yet another piece of Celina's heritage while adapting it for future generations.

"We weren't going to be the ones that got rid of that stadium," Jack Ousley says firmly. "People love that field. That's not going to be on us. My grandmother would have loved seeing the park come to life while keeping the football field that has meant so much to this community."

in all the activities that make hometown schools special. "Our grandsons are in school at Celina High School, and they're the sixth generation of ourselves to live on this land," Dr. Ousley notes with quiet pride.

Jane Willard and her brother Bob Cashon, who have spent eight decades in Celina, remember when the Downtown Square was the beating heart of the community. Their family arrived in Collin County in 1856, establishing a trading post on present-day US 380. When Jane and Bob were children in the 1940s and 1950s, the Square hosted five grocery stores, two department stores, multiple banks, pharmacies, and doctor's offices.

"The amazing thing about Celina in that day is that our City was totally independent," Mrs. Willard recalls. "Mother would sometimes take us to McKinney before school started or at Christmas, but we had everything we needed right around this Square. Life revolved around the Square. Everyone came on Saturdays to shop, do laundry, or see a movie. No one ever came to town without driving the Square - it's where everyone was."

The Robinson and Martin families were equally integral to Celina's social fabric. Meredith Settle recalls, "Some of my grandparents' very best friends were the Robinsons and the Martins. Lewis and Margaret Robinson were inseparable from my grandparents. Their kids and my parents grew up together because their mothers would fold laundry together while the kids played. Afton and Bobby Ray Martin were the same way - just part of this whole group of families who built their lives together here."

Bobby Ray Martin, who would later have an elementary school named in his and his wife's honor, was one of the founding fathers of the Celina Quarterback Club. Afton Martin was instrumental in creating the Bobcat Moms organization.

Both served on numerous school district, church, and community committees. They were fixtures in the bleachers at every sporting event, always dressed head-to-toe in Orange and White, with Afton passing around her famous bag of gingersnaps.

For all these families, the Downtown Square wasn't just a place to shop - it was where community happened. Jack Ousley remembers it vividly: "Everybody knew you, and you knew everything about everybody. It was such a small town that you couldn't get away with anything."

He laughs, recalling his teenage years: "I got my driver's license at 14, and I couldn't play football, so I drove to the game and left a little early. I got a speeding ticket coming back, and by the time I got home, the whole town had already called my grandmother. I stayed up till midnight that night because I knew I was in trouble. When I finally told her, she said, 'I got 30 | City of Celina

eight phone calls.' That was Celina - someone always saw everything."

The Square was the social hub where farmers came for coffee at 5:00 AM, where families shopped at the Careys’ grocery store, where children went to the Ritz movie theater for midnight shows while their parents' groceries were kept cold at the store until the show ended. There was a croquet court beyond the grocery store where men gathered on Saturday evenings while women visited and children ran and played.

Meredith Settle's memories echo this sentiment: "When I was a kid, homecoming parades were simple - we'd crepepaper our wagons and hook them to the back of riding lawn mowers. There weren't enough people to do anything else, but we thought it was the greatest thing ever. The Square was where everything happened."

She pauses, then adds, "Every time I come to the Square for lunch now, I see moms visiting and their children playing.

That was me. That was my mom. And though their memories will be a little different than mine, they're building their own memories right here in the same place. As long as that can continue, I'm happy to see Downtown grow and evolve."

When asked what characterized these pioneer families, the same themes emerge again and again: faith, hard work, community service, and an unwavering commitment to the next generation.

"They were hard workers," Settle says of her ancestors.

"They were good, strong people of faith. We were all raised Methodist, and we used to sit in the church pew with my siblings, my parents, my grandparents, and my greatgrandmother all together. They were honest, trustworthy, dependable people who did what they said they were going to do."

The Ousley family's Methodist roots run equally deep. "We all went to First Methodist Church," Dr. Ousley confirms.

"Though the cemetery at Cottage Hill - that's where a lot of the family is buried. My grandfather's great-grandfather helped build that church."

Service extended beyond the church. J.C. Ownsby served on the school board during integration. The Martins founded the Quarterback Club and Bobcat Moms. Maxine Ousley donated land for a park and taught dance to generations of children. These weren't obligations - they were expressions of love for their community.

"My grandfather was a farmer, but he was also one of the smartest men I ever knew, and he was a businessman," Meredith Settle reflects. "He worked and held onto that land so that his family could make something more of it. He didn't

need to keep it - he could have sold it decades ago. But he had a plan, and he knew it would be better for his family if he held on to it."

Today, these families watch as Celina transforms at an unprecedented pace. Where cotton fields once stretched to the horizon, neighborhoods and big box stores under construction now spread across the landscape. The Preston Road that once took J.C. Ownsby's great-grandfather hours to travel by wagon now carries thousands of commuters daily.

For those whose families have been here for six generations, the growth brings mixed emotions. "Change is hard," Settle admits. "But I want it to be a place people want to live. I want people to want to come and raise their families here the way that we wanted to do that for our family. You don't want to be the town that no one wants to go to, or the town that got skipped over."

As Celina's sesquicentennial celebrations unfold, these families offer a unique perspective on what truly matters.

It's not the buildings that make Celina special - though the Downtown Square and old farmhouses tell important stories.

It's not even the land itself, sacred as it is to those who've worked it for generations.

"I hope that the foundation, the rootedness of it, the feeling of home - I hope that part of it stays," Settle says thoughtfully.

"For whoever ends up here or whatever ends up on our land, I hope it always has a feeling of home and comfort to it. I hope the stories get told. I hope people remember that Celina got here because people came in wagons and didn't know what they would encounter."

Jack Ousley adds, "We want to see Celina well done. We want it to be a good home for all the families that will come. Both places - the home place and the pasture - hold different kinds of attachment for us, but no less important. The home place was more work, but the pasture was where we gathered as a family. Both represent who we are."

These families understand that growth is inevitable. They've watched Dallas expand northward their entire lives. They know that the corner of Preston Road where the Ownsby homestead stood, where the Ousley generations have lived, where the Glendennings' Longhorns graze - all of it will change.

On a typical Friday night in Celina, you might find members of the youngest generation of these pioneer families in the stands at the high school football game. They're the teenagers playing in the band, the children running around the concession stand, the babies being bounced on their parents' knees. They probably don't fully appreciate yet that their roots in this place stretch back nearly 150 years.

But one day they will. One day, they'll drive past the land where their ancestors settled, past the Downtown Square where their great-grandparents gathered on Saturdays, past the churches where generations of their family worshipped.

They'll tell their own children, "Our family helped build this place."

And if these families have their way, those future generations will also be able to say, "And we're helping preserve it."

As Celina celebrates 150 years, the legacy of its pioneer families reminds us that a community's strength isn't measured in population growth or new development alone. It's measured in the depth of roots, the connectedness of values, and the commitment to ensuring that growth doesn't erase identity but enriches it.

Six generations down, these families stand ready to welcome the seventh and to help ensure that the Celina of the future honors the Celina of the past, while building something beautiful for those yet to come.

Advancing Excellence: Celina Fire Department Outlines Strategic Growth for 2026 From the construction of Fire Station #4 to new mental wellness and tactical medic programs, the department is strengthening its commitment to community safety, leadership development, and a steadfast commitment to the mental and physical wellness of its first responders.

A Look Back In the early 20th century, Celina was protected by a selfless band of volunteer firefighters who guarded the town’s prairies and properties from the constant threat of fire.

These volunteers relied on a community fire whistle that reverberated through the streets to call them to action, and they were often seen rushing toward the main station to man the equipment. Their heroic efforts were legendary; when the Ritz Theater was lost to a fire in 1946, it was the relentless work of these volunteers that saved the rest of the historic Downtown Square from destruction.

The transition to a professional, full-time force marked a new era of protection for the City, particularly with the hiring of Celina’s first full-time Fire Chief, Martin Englebert, in 2001. This move formalized the department’s commitment to staying ahead of the City's growth, ensuring that the small-town safety residents cherished would never be compromised by rapid expansion.

Today, under the leadership of former Fire Chief Mark Metdker and current Fire Chief Shawn White, the Celina Fire Department has become a statewide model of excellence and coordination. Looking Forward: 2026 Initiatives & Goals FIRE STATION #4 CONSTRUCTION Construction has begun on Fire Station #4, located at Punk Carter Parkway and Coit Road, on the same public safety campus as the Celina Police Headquarters. The station will feature three apparatus bays and a three-story training tower, significantly expanding the department’s ability to conduct realistic, in-city training. This facility will enhance firefighter skill development, promote standardized training, and improve overall operational readiness.

TACTICAL MEDIC PROGRAM The department will implement a Tactical Medic Program that works in close coordination with the Celina Police Department. Firefighter/Paramedics assigned to this team will train alongside the Celina Police Tactical Team, ensuring seamless integration during high-risk and critical incidents.

This program will provide specialized medical support when it is most needed, enhancing responder safety, interagency coordination, and overall incident effectiveness.

MENTAL WELLNESS PROGRAM The department will implement a Mental Wellness Program designed to work in tandem with the existing Physical Wellness Program to provide comprehensive support for firefighters. This initiative recognizes the unique demands of the profession and focuses on resilience, stress management, and overall well-being, ensuring members are supported both mentally and physically throughout their careers.

ICC INCIDENT COMMAND TRAINING The department will implement ICC Incident Command Classes to provide comprehensive, organization-wide training in incident management. This program will reinforce the department’s Core Values of Standardization, Coordination, Consistency, and Accountability, ensuring a unified command approach, clear operational expectations, and effective decision-making at every level of the organization.

OFFICER AND DRIVER/ENGINEER DEVELOPMENT SCHOOLS As part of its leadership development initiative, the

department will implement Company Officer and Driver/ Engineer Development Schools. These programs will provide structured, standardized training to develop leadership, technical skills, and operational consistency, ensuring all personnel are prepared to lead effectively and uphold the department’s values.

JUNIOR FIRE ACADEMY The department will continue the Junior Fire Academy, providing youth with an engaging introduction to fire service operations, teamwork, and safety education. This program promotes community involvement, encourages future interest in public safety careers, and strengthens relationships between the fire department and the future firefighters of Celina.

CITIZENS FIRE ACADEMY The department will continue offering the Citizens Fire Academy, providing residents with hands-on education about fire operations, safety practices, and emergency preparedness. This program helps residents better understand the responsibilities and capabilities of the Celina Fire Department.

COMMUNITY ENGAGEMENT AND OUTREACH The department will continue to strengthen community connections through its Fire Station Open House Program, welcoming residents into their neighborhood fire stations to learn about fire safety, operations, and emergency preparedness. In addition, the Fire Santa Program will continue during the holiday season, bringing firefighters into neighborhoods to spread goodwill and reinforce positive relationships with families throughout the community.

OUSLEY PARK: A VISION TAKING SHAPE

ENHANCED FACILITIES AT OLD CELINA PARK

Ousley Park will be a hive of activity in 2026 as the vision for this cherished community space come alive. Central to this progress is the completion of the Parks Administration Building, providing a permanent home for the team dedicated to maintaining our City's beauty.

Old Celina Park remains the heartbeat of our youth sports culture.

To better serve the thousands of families who cheer from the sidelines each week, 2026 will see the completion of a new restroom facility strategically located to serve the soccer and football fields.

This project is part of our ongoing effort to ensure our foundational parks remain comfortable and convenient for our growing number of athletes.

Nature lovers can look forward to the Ousley Park Stream and Restoration Project. This initiative will restore the natural beauty of the creek beds while introducing a new network of trails, perfect for morning jogs or sunset strolls. Furthermore, Parks & Recreation is officially initiating the design phase for the remaining 30 acres of Ousley Park, ensuring that the future of this space is as expansive as the legacy it honors.

A New Era of Opportunity: Celina EDC Unveils Bold Dual Branding for City Growth and Downtown Vibrancy Following a year of community collaboration, the new brand identity positions Celina as a premier destination for investment while honoring its historic roots and welcoming spirit.

The Celina Economic Development Corporation (CEDC) is in the process of unveiling new branding for both the organization and Downtown Celina, marking a major milestone in the community’s continued expansion and its commitment to strategic, sustainable growth.

The new strategic branding was adopted by City Council in November 2025 and supports key goals in the 2025-2028 Economic Development including business recruitment, destination development, and enhanced communication with residents, visitors, and investors. The brand is authentic, bold, and value driven. The updated branding reflects Celi-

na’s dynamic trajectory as one of the fastest-growing communities in the country while honoring the City’s heritage, welcoming spirit, and distinctive sense of place. After a year-long collaborative process involving community members, local businesses, City leadership, and branding partners, the new dual branding positions Celina to attract future investment and highlight the vibrancy of its historic Downtown district.

Celebrating 150 Years of Business in Celina Celina is celebrating a major milestone in 2026, and the Celina Economic Development Corporation is launching a community-wide initiative to match the moment with the Celina 150th Passport Program.

Timed with the City's sesquicentennial celebration, the Passport Program will encourage residents and visitors to explore local businesses while collecting stamps along the way. Participating businesses will be invited to create a 150th-themed promotion or collectible item that reflects both Celina and their brand, giving customers a fun reason to visit, engage, and return.

To keep the momentum throughout the year, the Passport Program will feature quarterly drawings, with winners receiving $150 in gift cards to Celina businesses. The Celina EDC will support participating businesses by promoting their specials and featured stops through social media and other marketing channels, helping drive visibility and local spending.

In addition, the Celina EDC will activate the EDC Atrium as a community hub to broaden anniversary programming during Friday Night Markets and other special city events.

Plans include opportunities for local entrepreneurs, artists

and makers, and partnerships with school districts, neighborhoods, the museum, and community organizations to bring new programming and energy downtown.

IN THE KNOW

“In the Know” Features The In the Know video series is designed to help Celina residents better understand how their City works and the services available to them. Through short, easy-to-follow videos, the series highlights the everyday functions that support the community, including public safety, infrastructure, City services, local history, and community programs. By breaking down information into clear and approachable content, In the Know makes it easier for residents to stay informed about what’s happening in their City.

These videos also serve as a helpful resource for staying up to date on City projects, initiatives, and important updates. By sharing information in a visual and straightforward format, the series helps explain topics that can sometimes feel complex or unfamiliar.

This open approach supports transparency and gives residents a better understanding of how decisions are made and how City operations affect daily life.

More than just an information tool, In the Know helps strengthen the connection between the City and the community. By encouraging awareness and understanding, the series invites residents to be more engaged and involved in Celina’s growth. It reflects the City’s commitment to clear communication, accessibility, and keeping the community informed every step of the way.

BAGS-TO-BENCHES PROGRAM

Winter Averaging is underway through March 18, 2026, to determine your sewer rate for the upcoming year by measuring your actual wastewater usage. To keep your rates low, now is the time to conserve water and repair any household leaks. Visit MyCelinaH2O.com to sign up and track your usage in real-time.

Through the Bags-to-Benches program with TREX, the City of Celina aims to collect 1,000 pounds of plastic film by July 2026 to repurpose into community benches. You can drop off clean, empty #2 or #4 plastics at City Hall, Monday through Thursday, between 7:30 AM and 5:30 PM.
