KPI DASHBOARD ENHANCING TRANSPARENCY FOR RESIDENTS This week, the City unveiled its new Strategic Plan Dashboard and KPI Dashboard - comprehensive, strategic tools designed to monitor organizational performance across all departments and major initiatives. The Strategic Plan Dashboard clearly outlines Key Results by goal and objective, providing a transparent view of the City’s progress toward its long-term goals and City Council Priority Objectives. Complementing this effort, the KPI Dashboard measures overall City performance, offering a high-level assessment of how effectively services and initiatives are being delivered. By systematically tracking and reporting key performance metrics, the City reinforces its commitment to transparency, accountability, and continuous improvement in serving residents, businesses, and community stakeholders. Each KPI is intentionally aligned with the City’s Strategic Plan or essential core services, ensuring that daily operations remain closely connected to long-term goals and policy priorities. Through this structured, data-driven approach, the dashboards support Celina’s continued focus on smart, sustainable growth, operational excellence, and the ongoing enhancement of overall quality of life. DEVELOPMENT SERVICES PERMITTING SOFTWARE IMPLEMENTATION UPDATE The Development Services Team successfully launched My Government Online (MGO), the City’s new permitting software, in early December. MGO is a comprehensive, integrated platform that includes a customer-facing portal, digital plan review, work order management, project tracking, and contractor licensing, all designed to streamline the permitting process and enhance efficiency for both staff and applicants. Over the past month, the
team has worked closely with contractors to transition all residential permit submissions to the MGO platform. This effort has included direct coordination to ensure contractors are properly registered in the system prior to submitting any new applications for review, helping to maintain accuracy, consistency, and compliance within the permitting workflow. In the coming weeks, the Development Services Team will continue this phased implementation by migrating all commercial permit applications to MGO. This next step will further modernize the City’s permitting operations and provide a more efficient, transparent, and user-friendly experience for the development community.
SCHEDULED POWER OUTAGES FOR DOWNTOWN CENTER CONSTRUCTION Swinerton, the City’s general contractor for the Downtown Center project, has scheduled a temporary power line shutdown on the southeast corner of the Downtown Center building to support critical construction activities. The shutdowns are planned for Saturday, January 10, from 8:00 AM to 11:00 AM and Monday, January 12, from 6:00 PM to 9:00 PM and are necessary to safely pour and strip the formwork for the southeast structural column located adjacent to the power line. All businesses anticipated to be affected by these temporary outages have been notified in advance to minimize disruption and ensure continued coordination throughout the construction process.
BEECH ST RAILROAD CROSSING QUIET ZONE IMPROVEMENTS The City is advancing a key component of its initiative to establish six designated railway quiet zones in the Downtown area. This effort aims to enhance community livability by reducing train horn noise at public crossings while maintaining full compliance with Federal Railroad Administration (FRA) safety standards. As part of the project, E. and W. Beech St will be closed to through traffic at the railroad tracks between N. Louisiana Dr and N. Oklahoma Dr to allow for construction activities. Improvements will include the installation of supplemental safety measures (SSMs) such as a four-quadrant gate system, raised median barriers, upgraded signage, and pavement markings to ensure maximum safety and regulatory compliance. This project marks the first of six railroad crossings scheduled for improvement. These upgrades are necessary for the Quiet Zone to be implemented. Construction is set to begin Tuesday, January 13, with an estimated completion date to be announced as the project progresses.
COIT ROAD RECONSTRUCTION PROJECT UPDATE Construction of the Coit Rd project, from Vest Lane to Choate Pkwy, is scheduled to begin on Monday, January 12, with McMahon Contracting LP serving as the project’s construction contractor. The project includes the full reconstruction of Coit Rd as a four-lane concrete curb-and-gutter roadway, along with an enclosed drainage
system, landscaping, irrigation, and street lighting. Planned improvements also include enhanced intersections at Vest Lane and the installation of roundabouts at the Punk Carter Pkwy and Ownsby Pkwy intersections. The project is anticipated to follow a 14-month construction schedule. To accommodate construction activities, traffic patterns along Coit Rd will be adjusted throughout the project duration. However, traffic will continue to flow in both northbound and southbound directions, with temporary configurations implemented as needed to maintain mobility and safety.
