CITY UPDATES
SHOWCASING COMMUNITY PRIDE AT CHRISTMAS ON THE SQUARE
This past week, the City proudly hosted its annual Christmas on the Square, an event that continues to showcase the holiday spirit and unique charm of our Downtown area. The evening was truly magical, drawing families, residents, and visitors alike to celebrate the season together. The event highlighted the best of what our community has to offer, from festive decorations and holiday entertainment to the vibrant atmosphere that makes our Downtown a centerpiece for community gatherings.
Events of this scale are the result of a comprehensive, city-wide effort, involving coordination across multiple departments and teams. From planning and logistics to public safety and operational support, every staff member contributed to ensuring a safe, enjoyable, and memorable experience.
The City is extremely appreciative of all staff members whose dedication and teamwork made the 2025 events season so special. Their hard work, creativity, and commitment to excellence were essential in delivering memorable experiences that reflect the pride and welcoming spirit of our community.
ALL-WAY STOP IMPLEMENTATION AT DOWNTOWN INTERSECTION
The City’s Public Works Department will convert the intersection of W. Pecan St (FM 455) and N. Louisiana Dr, located in the Downtown area, to an all-way stop. This modification is being implemented to enhance pedestrian safety and address ongoing traffic concerns in the area.
The new traffic pattern will take effect on December 10, 2025, at 3:30 PM. To ensure visibility and draw attention to the change, orange flags will be placed on all new stop signs for a period of two weeks following implementation. City staff encourage both drivers and pedestrians to exercise extra caution while adjusting to the new traffic pattern to maintain safety and smooth traffic flow.
SUPPORT THE BOBCATS AT THE COMMUNITY PEP RALLY
Celina ISD will host its annual Pep Rally on the Downtown Square on Thursday, December 11, beginning at 6:00 PM. The event is expected to last approximately 30 minutes and will bring students, families, and community members together in celebration of district spirit and achievement.
To ensure a safe and secure environment for all attendees, the City will close the intersection within the Downtown Square beginning at 3:00 PM on the day of the event. This closure will remain in place through the conclusion of the Pep Rally.
CONSTRUCTION ALERT: PRESTON RD TURN LANE PROJECT
The northbound right lane of Preston Rd will be closed daily to accommodate the construction of a new right-turn lane associated with the Weitzman Celina Summit development. This work is scheduled to begin on December 8, 2025, with lane closures occurring daily from 9:00 AM to 3:30 PM. These roadway improvements are expected to last approximately one month, weather permitting.

TXDOT ROAD REHABILITATION PROJECT FM 455 AND FM 428
The Texas Department of Transportation (TxDOT) will begin a road rehabilitation project on January 5, 2026, covering FM 455 and extending to the Denton County line along FM 428. This project is anticipated to span approximately 15 months.
Austin Bridge and Road has been selected as the prime contractor for the project and will be responsible for executing all construction activities under TxDOT’s oversight. The project is a significant infrastructure initiative aimed at improving roadway conditions, enhancing traffic flow, and ensuring the long-term safety and reliability of these key transportation corridors.
City staff will coordinate with TxDOT and the contractor to manage traffic impacts, maintain public safety, and provide timely updates to residents and stakeholders throughout the duration of the project.
KEEPING OUR COMMUNITY CLEAN WITH HOLIDAY GREASE ROUNDUP
The City is supporting the 2025 Holiday Grease Roundup, encouraging residents to dispose of fats, oils, and grease (F.O.G.) responsibly this holiday season. As families prepare festive meals - frying turkeys, baking pies, and cooking holiday dishes - the City is reminding the community that pouring F.O.G. down the drain can clog pipes, damage sewer infrastructure, and pollute local waterways.
Through this initiative, the City is providing convenient drop-off locations for safe and free disposal of leftover holiday grease, ensuring that residents can easily participate while protecting our infrastructure and environment. By taking part, the community helps maintain clean, safe, and functional sewer systems and contributes to the City’s ongoing efforts to promote sustainable practices.

DOWNTOWN CENTER DEVELOPMENT SCHEDULE UPDATE
Swinerton has updated the construction schedule to combine Level 1 elevated deck Pours 1 and 2, now targeted for completion on December 12, 2025. To meet this schedule, Swinerton is requesting a temporary closure of N. Colorado St beginning at 2:00 AM, with an anticipated reopening at approximately 10:00 AM.
Current progress includes ongoing deck and formwork for the first-floor slab, with two-thirds of the first floor scheduled to be poured by the end of next week. Over the coming weeks, residents can expect to see the structure begin to rise visibly above street level as vertical construction advances.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of top-
soil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Monday, December 8, through Saturday, December 13:
• The northbound and southbound left lane of Dallas Pkwy from First St. to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Monday, December 8, through Thursday, December 11:
• All lanes of eastbound and westbound Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
Thursday, December 11, through Saturday, December 13:
• All lanes of eastbound and westbound First St between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
