UPCOMING GROUNDBREAKINGS SCHEDULED ACROSS CELINA

The City of Celina is pleased to announce several upcoming groundbreaking ceremonies that celebrate key milestones in the City’s ongoing development and infrastructure improvements. These events provide opportunities for City leadership, staff, and community members to recognize progress and commemorate the investments being made to enhance public spaces and facilities.

The scheduled events include:

WILSON CREEK PARK GROUNDBREAKING CEREMONY: Wednesday, September 3, 10:00 AM

FIRE STATION #4 GROUNDBREAKING CEREMONY: Wednesday, November 19, 10:00 AM

PARKS ADMINISTRATION BUILDING WALL SIGNING: Wednesday, December 10, TBD

These calendar dates will be formally added to City Council calendars next week to ensure participation and coordination. These ceremonies highlight the City’s ongoing commitment to enhancing public amenities, strengthening community infrastructure, and fostering civic engagement among residents and stakeholders.

CELINA CONNECT. QUARTERLY MEETING BRINGS STAFF TOGETHER

On Thursday, the City of Celina hosted its Celina Connect Quarterly Meeting, bringing together staff from across the organization to foster collaboration, share key updates, and celebrate collective achievements. These quarterly gatherings play a vital role in strengthening internal communication and reinforcing a unified culture, partic-

ularly as City teams operate across various locations and service areas. By creating an environment where staff can connect face-to-face, the City continues to build a strong sense of community and shared purpose among its workforce.

During the meeting, staff received important updates on several key topics, including the City’s budget process, results from the recent Talent Map Survey, and upcoming Human Resources initiatives designed to support employee growth and engagement. The meeting also served as an opportunity to highlight the outstanding work being done by our departments and teams citywide. These discussions not only keep employees informed and engaged but also ensure alignment with the City’s strategic goals and ongoing commitment to excellence in service delivery.

CELINA POLICE DEPARTMENT HONORS RAKSHA BANDHAN CELEBRATION

This week, the Celina Police Department was honored to join Hindu Swayamsevak Sangh USA Inc. (HSS) and HSS Dallas-Fort Worth in celebrating the Hindu festival of Raksha Bandhan, also recognized as Universal Oneness Day. The term Raksha translates to “protection,” while Bandhan means “obligation.” This meaningful tradition emphasizes the importance of safeguarding one another and fostering strong, enduring bonds within our community.

Chief John Cullison and members of the Celina Police Department expressed their gratitude for the opportunity to take part in this celebration, which reflects the philosophy of “Vasudev Kutumbakam” - The world is one family. Events such as this play a vital role in strengthening the connections that make Celina a welcoming, inclusive, and united community.

MOVIE NIGHT ON THE SQUARE SEASON FINALE

The City of Celina invites residents to enjoy one final evening of family-friendly entertainment in the heart of Downtown Celina. Movie Night on the Square, presented by Sinacola, will take place on Friday, August 22, beginning at 7:00 PM, featuring Disney’s live-action film, The Little Mermaid (2023).

Guests are encouraged to bring lawn chairs, blankets, and their favorite movie snacks as the Square is transformed into an open-air theater. This free community event provides a memorable way to enjoy a summer evening with friends, neighbors, and family. This event represents another opportunity to foster community engagement and provide high-quality, family-oriented programming for Celina residents.

ANNUAL STREET MAINTENANCE PROGRAM UNDERWAY

As part of the City of Celina’s ongoing commitment to delivering high-quality infrastructure, the Annual Street Maintenance (ASM) Program focuses on the repair and preservation of local roadways to ensure their long-term durability and safety. The 2025 program includes significant concrete panel replacements and associated curb and sidewalk enhancements at the following locations:

CONCRETE PANEL REPLACEMENT & SIDEWALK REPAIRS

• 617 Winn (Alley) – Concrete panel replacement

• 313 S. Alabama St – Concrete panel replacement

• 509 S. Alabama St – Concrete panel replacement

• 451 Tolleson Dr – Concrete panel replacement

• Various locations in Downtown Area – Curb and sidewalk repairs

SCHEDULE (WEATHER PERMITTING)

• Start Date: Monday, August 18, 2025

• Estimated Completion: Monday, September 29, 2025

TRAFFIC IMPACT

• Temporary restrictions to two-way traffic within active construction zones

• Active traffic control measures managed by the contractor

• Partial closures expected throughout the project duration

This investment reflects our dedication to enhancing the safety, functionality, and overall infrastructure of Celina, ensuring our streets continue to support a growing and thriving community.

SWINERTON TO HOST COFFEE WITH THE CONTRACTORS

Swinerton will host its next Coffee with the Contractors on Wednesday, August 27, at 9:00 AM at their field office, located at 112 N. Arizona Drive. As construction continues to advance on the Downtown Center and Parking Garage projects, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members.

Attendees will receive important updates on the progress, timeline, and next steps for these key developments in the heart of Downtown Celina.

DOWNTOWN CENTER AND PARKING GARAGE CONSTRUCTION ADVANCES

The City of Celina, in partnership with our general contractor Swinerton, continues to make steady progress on the Downtown Center and Parking Garage projects.

PARKING GARAGE: For the Parking Garage, structural steel installation is actively underway. The brick façade on the north side has been completed, and the stone cap is currently being installed, while brickwork on the east elevation has now begun. Fire suppression, plumbing, and electrical connections continue to advance as planned, and installation of the Otis elevator began on Monday.

DOWNTOWN CENTER: At the Downtown Center, grade beams and columns are being formed and poured. Work on the elevator pits is progressing, with reinforcement (rebar) currently being installed, followed by preparation for formwork.

N. ARIZONA DR: Regarding the N. Arizona Dr site, moisture conditioning has been completed. Scarification is scheduled to begin tomorrow, with lime treatment planned to commence on Monday.

In addition, the Development Services and Engineering Departments recently met with Swinerton to review upcoming construction operations for the Downtown Center and Parking Garage project. Beginning Monday, August 25, contractors will begin staging activities at 6:30 AM on weekdays, with official construction work commencing at 7:00 AM. Additionally, Swinerton has requested the flexibility to perform concrete pours on N. Arizona Dr on select Sundays, if necessary, to maintain project timelines. The contractor has committed to providing timely notice should Sunday work be required to minimize potential disruptions and keep the City informed.

CITY WELCOMES NEW EMPLOYEES

The City of Celina is pleased to welcome its newest team members who joined the organization this week. Tyrone Cason has been appointed as a Utility Line Maintenance Wastewater Worker, Robert Gonzalez joins as a Streets Crew Leader, and Zachary Techau has been hired as a Firefighter/EMT.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.

It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.

Monday, August 25, through Saturday, August 30, from 6:30 AM to 6:30 PM:

• The northbound and southbound left lanes of Dallas Pkwy from First St to FM 428 will be closed daily.

Friday, September 5, through Saturday, September 6, from 8:00 PM to 6:00 AM:

• All lanes of eastbound and westbound Prosper Trl between northbound and southbound Dallas Pkwy will be closed overnight.

Thursday, September 11, through Saturday, September 13, from 9:00 AM to 4:00 PM:

• All lanes of eastbound and westbound Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily.
