As a resident, business leader, or visitor who could be considering a new home for your family or business in the most thriving community in North Texas, our Annual Report gives you a glimpse into the milestones that we shared this year. With a deeply-loved heritage and robust vision for the future, Celina truly is the most desired and valuable places to live, work, and raise a family in North Texas.
Having served as the Mayor of Celina for over a decade and with deep family roots in this area, I can say, without reservation, that Celina is experiencing its greatest days yet. With our unmatched festivals and celebrations throughout the calendar year, we welcomed more visitors to our historic Downtown Square than, perhaps, ever before. Residents and guests alike recognized why Celina prioritizes maintaining our Downtown area, even as new businesses and restaurants continue to fill its buildings, sidewalks, and historic streets.
I want to note how very proud I am of the hard-working men and women who serve our City every day. We have some of the most wonderful servant leaders in North Texas, and they come to the office with the sole focus on improving the lives of our residents. Their professionalism is most evident in the way they serve and support the residents living and doing business in Celina.
As I always do, I want to thank our first responders who not only continue to make Celina one of the greatest places to live, but also one of the safest places. We are so thankful for the brave men and women for their service. Our first responders are among the best and brightest I have ever known, and I am amazed at the level of skill and leadership that they display to the residents of our City.
As our City turns the page to another year, I hope you will engage in the culture that resonates around town. We call it Life Connected., and we know you will want to be a part of it. On behalf of the Celina City Council, let me wish you a blessed and prosperous New Year. Although we celebrate the great memories and moments we shared in 2022, our hope is that 2023 will be the best yet for you, your family, and our beloved Celina.

Celina is a “Home-Rule Municipality,” governed by a Mayor and City Council who are elected by the residents. Since its establishment in 1876, Celina residents have elected representatives to achieve City goals and enhance their quality of life. Acting together, the Mayor and City Council adopt all ordinances and resolutions and determine the general goals and policies for the City. The City’s mission of preserving its agricultural heritage, providing excellent public safety, and an extraordinary quality of life are all key factors in each decision. The City Manager serves as the Chief Executive Officer of the City and is responsible for overseeing the City’s governmental organization to ensure efficient and effective management of all City operations and programs.
Thank you for taking a moment to read our Annual Report for the City of Celina. This past year was full of some of the best and most exciting moments that we have shared as a City. Across the scope of 2022, our City accomplished everything we set out to do as you will see on the pages that follow. Our development continued at a pace that we believe allows the City to grow in a way that honors our heritage and protects the culture of our community as we expand.
More than just some exciting data on the pages of this book, I want to first express my gratitude for the talented and respected staff we have serving across our City. Their deep experience and passion for this community are evident through every success we shared. The City of Celina has the most professional team assembled anywhere, and this is evident on each of the following pages.
Looking back at 2022, residents and guests will see a year marked by wise and careful growth and development. I personally worked to ensure that every developer was not just financially invested in Celina’s growth, but would be a true partner in our growth. They are accomplishing this by providing space for neighborhood school campuses, parks and trails, and infrastructure to and through their developments. We are committed to building the best infrastructure as every neighborhood evolves, just as we are steadfast about every neighborhood offering open spaces and land for our school districts.
We also worked tirelessly this year for the City of Celina to be an incredible place for business growth and development. Celina is a community that historically supports our local businesses in a way few others support their hometown. We made every effort to care for the businesses we currently have while working to attract and incentivize other small businesses that may want to move here. While big retailers and commercial developments will naturally make their way up the Tollway and Preston Road, intentional focus has been given to ensure that small business owners will forever feel welcomed and wanted here.
The past year also provided opportunities for our Police and Fire Departments to have the appropriate facilities that they desperately need. Groundbreakings for Fire Station #3 and Celina Police Headquarters took place this fall. When completed, our public safety facilities will be among the finest. This is critical as we strive to be the safest community in Texas. I am so proud of the hard work and sacrifice of our Police and Fire Department personnel. They give every resident and business owner confidence and peace of mind each day as they protect our community.
Finally, I want to highlight the great mission of our City, Life Connected. Every accomplishment we have enjoyed, every event that we have celebrated, and every one that will be experienced in the days and years ahead have been created to support this mission. Life Connected. is who we are and how we grow forward. In taking some time to look back at a phenomenal year in Celina, I hope you will be happy that you live here, work here, or just stopped by for a visit. This is a special and unique place, and the coming days of 2023 appear to be as fantastic as those we have recently experienced.

Our mission is to preserve our agricultural heritage and flourish as a close-knit, ever-growing Celina family during the explosive and planned growth of our City. We will provide a unique and extraordinary quality of life complemented by a significant array of high-tech and desirable businesses, agritourism assets, unique destinations, and connections.
In June 2022, the City of Celina engaged Polco to conduct The National Community Survey™ (The NCS™). The NCS™ report is about the “livability” of Celina. A livable community is a place that is not simply habitable, but that is desirable. It is not only where people do live, but where they want to live. The survey was developed by the experts from National Research Center at Polco. Great communities are partnerships of the government, private sector, community-based organizations and residents, all geographically connected. The NCS™ captures residents’ opinions considering 10 central facets of a community:
All items relating to the quality of life in Celina received high marks from a strong majority of residents and were largely similar to ratings given to other communities across the country. About 9 in 10 residents gave positive ratings to Celina as a place to live, the overall quality of life in the city, and the city as a place to raise children. A similar proportion of residents also indicated that they would both recommend living in Celina to someone who asked, and planned to remain in the city for the next five years. A slightly lower proportion, around 8 in 10, positively rated the overall image of Celina and making all residents feel welcome.
Public safety is often the most important task facing local governments. All residents should feel safe and secure in their neighborhoods and in the greater community, and providing robust safety-related services is essential to residents’ quality of life.
