Upper Trinity Regional Water District (UTRWD) has announced the move to Stage 2 of its Drought Contingency Plan in response to persistently warm temperatures, low rainfall, and the increasing demands on the region’s water supply. The available water levels, particularly from Chapman Lake—a primary source for the Tom Harpool Water Treatment Plant—have now fallen below 65% capacity.
As Chapman Lake’s level remains under the 65% threshold, effective November 18, UTRWD’s Stage 2 drought restrictions will limit outdoor watering to one day per week and prohibit any outdoor watering from 10 a.m. to 6 p.m. daily. In alignment with this directive and under Celina’s Drought Contingency and Water Conservation Regulations as adopted by City Council, Celina will also advance to Stage 2 of our Drought Contingency Plan starting Monday, November 18.
Under Stage 2, Celina will enforce the following measures to conserve and optimize water use:
• Outdoor Irrigation: Allowed only one day per week using automatic systems or hose-end sprinklers, with all watering prohibited between 10:00 AM and 6:00 PM
• Permitted Irrigation: Hand-held hoses, drip irrigation, or soaker hoses may be used for landscaped areas or building foundations for up to two hours on any day.
• Recreational Water Use Restrictions: Prohibited use of faucets, hoses, or other devices in a way that causes runoff or water waste, including car washing and lawn fountains.
• Swimming Pools: Residents are encouraged to reduce draining and refilling pools. New pool permits will not be issued, though pools with permits received before Stage 2 may be filled once to avoid structural damage.
• Landscaping Restrictions: Establishing new sod or plants in existing landscapes is prohibited, while new developments may be eligible for a one-time 30-day variance for landscaping needs.
Through these measures, Celina aims to effectively address ongoing drought conditions while ensuring respon-
sible and sustainable water management for our community.
On Veterans’ Day, the City and the Celina American Legion Post #145 proudly hosted our annual Veterans Day Street Dedication Ceremony in honor of one of our fallen heroes, Cpl. Albert E. Stelzer. This significant tribute was held at the intersection of Stelzer Parkway and N. Celina Parkway, within the Legacy Hills Del Webb Phase 1A subdivision. We honor all those who have served and remember those who have fallen. Thank you to those who have served so bravely and sacrificed so much for our great nation.
Members of Celina Police Department and community members joined together on Veteran’s Day to walk in honor of Veteran’s and active military members who serve our great country. This day allows us to reflect on the service and sacrifices made by our heroes. Thank you, Celina, for making this event a huge success. Together, we continue to show our respect and gratitude to those who have served our country.
This past Saturday, community volunteers came together to make a difference in various impactful projects across the city. Offering this day of service underscores Celina’s commitment to enhancing the quality of life for all residents. We are grateful for the dedication of our volunteers. Celina is an incredible place to live, and it’s because of our volunteer community who bring genuine care and service into everything they do. As we continue to grow, our buildings may change, our roads may expand, and there may be more new faces than we’re used to, but if we keep this heart of service alive, Celina will continue to feel like the place we all know and love.
The 31st Annual Downtown Celina Golf Tournament, held at the esteemed Stonebridge Ranch Country Club in McKinney, marked another successful fundraising effort for the Celina Downtown Commission. As the commission’s largest annual fundraiser, the event serves a critical role in advancing numerous projects focused on the enhancement and development of Downtown Celina. Drawing together local golfers, business leaders, and community supporters, this year’s tournament once again proved instrumental in securing funds for initiatives aligned with Celina’s growth and community-centered vision.
This year’s tournament generated $87,412.08 in revenue, with expenses totaling $36,627.19, resulting in a net profit of $50,784.89. Generous sponsorships from valued supporters, including HBA Design Build, Celina EDC, Elevated Properties, Specialty Land Services, and other dedicated partners, played a vital role in achieving this success. Attendees enjoyed tournament gear, a full day of activities, and a dinner generously sponsored by Methodist Celina Medical Center, making the experience both rewarding and enjoyable for all.
The funds raised will empower the Downtown Commission to continue its mission of maintaining and enhancing Downtown Celina as a vibrant hub for community engagement. Beyond its financial impact, the tournament
strengthens bonds among local businesses, City officials, and residents, advancing Celina’s Downtown development goals and fostering a deeper sense of community pride.
On Wednesday, November 13, the Police Department held a Pinning Ceremony to recognize the promotions of distinguished officers within the Patrol Division. Josh Armstrong and Cortnie Webb were promoted to the rank of Lieutenant, while Jason Carey and Michael Ganatos advanced to the rank of Sergeant.
The Pinning Ceremony is a significant tradition that honors the achievements of officers who have demonstrated exceptional dedication and leadership. It serves as a moment to formally acknowledge their new roles and responsibilities, reinforcing the department’s commitment to excellence in service to the community.
On Friday, November 15, the Celina Public Library will be closed, and the scheduled Story Time for that morning will be canceled. This closure is due to planned work by Oncor, which requires a temporary power shutdown at City Hall to facilitate preparations for the Downtown Center and Parking Garage project. In prioritizing the safety and well-being of our residents, the decision has been made to close the Library during this time. We appreciate your understanding and apologize for any inconvenience this may cause.
The Celina Economic Development Corporation (EDC) recently achieved a significant milestone as a finalist at the 2024 President’s Awards, held during the annual Texas Downtown Conference hosted by Downtown Abilene. The recognition highlighted the success of the Celina EDC Passport Program, which earned a finalist spot for Best Promotion among communities with a population under 50,000. We extend our heartfelt congratulations to the Celina EDC for this outstanding achievement. We look forward to the launch of the 2025 Passport Program, which is set to begin in a few weeks, and anticipate another successful year of promoting our vibrant community.
For the ongoing work on the Dallas North Tollway (DNT) Phase 4A Project, contractors will implement lane closures next week. These closures will facilitate the transport of topsoil, a mass haul of materials, and the cleaning of the area. It is important to note that the entire left lanes will not be closed, and closures will only occur at the construction exits as necessary. NTTA has approved these closures on the condition that they are used solely for hauling purposes and that the Dallas Parkway is kept clean at all times.
