CITY UPDATES

UPDATE ON STAGE 2 OF THE DROUGHT CONTINGENCY PLAN

Effective today, the City will begin implementing Stage 2 of our Drought Contingency Plan. This decision, made in accordance with our Drought Contingency and Water Conservation Regulations as adopted by the City Council, is essential for maintaining the integrity of our water system during these challenging conditions. Although our systems remain fully operational, the increased demand - particularly during peak hours - necessitates proactive measures to manage water usage effectly.

The primary goal under Stage 2 is to achieve a 10% reduction in water consumption. This will involve a mandatory shift from two watering days per week, as allowed in Stage 1, to just one day per week. The new watering schedule assigns specific watering days based on the last digit of residents’ addresses.

To ensure widespread awareness, our Public Works team has placed road banners throughout the City displaying the new watering days. Additionally, our Marketing & Communications team has been actively disseminating this information through email, social media, and the City’s website. The City has also directly contacted HOA management companies to inform them of the changes. The first email announcing the Stage 2 schedule was opened over 10,000 times, indicating that our communication efforts are effectively reaching our audience.

We understand that some businesses and residents have raised concerns regarding pool permits. The City remains committed to balancing water conservation with minimizing inconvenience to our community. The Development Services Department will continue processing permits for new pool constructions. Our inspectors will work closely with contractors to ensure that applications for pool permits received and issued during Stage 2 are not filled during this stage, allowing pool projects to proceed responsibly.

Finally, to ensure compliance with Stage 2 of our Drought Contingency Plan, City crews will be issuing violation notices and will have staff actively monitoring the community in the coming weeks.

DEVELOPMENT SERVICES UPDATE: NEW NEIGHBORHOOD

The Legacy Hills - Arbors (Phase I) recently opened.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

For the ongoing work on the Dallas North Tollway (DNT) Phase 4A Project, contractors will implement lane closures next week. These closures will facilitate the transport of topsoil, a mass haul of materials, and the cleaning of the area. It is important to note that the entire left lanes will not be closed, and closures will only occur at the construction exits as necessary. NTTA has approved these closures on the condition that they are used solely for hauling purposes and that the Dallas Parkway is kept clean at all times.

CITY PARTNERS WITH WAZE FOR CITIES DATA PROGRAM

The City of Celina has established a strategic partnership with the Waze for Cities Data Program to leverage real-time data and user-generated insights for the benefit of our community. Through this collaboration, Waze provides real-time, anonymous incident reports and slowdown information directly from drivers, while the City contributes real-time and advance data on construction, accidents, and road closures. This partnership is designed to enhance urban mobility, improve road safety, mitigate congestion, and foster greater engagement with our residents.

Residents can now access the updated Road Closures Map to view current partial and full-lane closures. Fulltime closures reported by the City’s staff will be reflected on Waze Maps within minutes. Additionally, residents can explore the Waze Live Map to see these updates alongside real-time information contributed by Waze users.

PRESTON ROAD LANE CLOSURE: ROUNDTREE COURT & COUNTY ROAD 134

Starting Monday, August 26, Preston Road will experience daily lane closures between Roundtree Court and County Road 134. These closures will affect the inside lanes in both the northbound and southbound directions and will take place from 9:00 AM to 3:30 PM. The closures are necessary to facilitate landscaping work in the median, which is expected to continue for approximately three weeks, weather permitting.
