CITY UPDATES

WATER CONSERVATION MEASURES UPDATE

The Celina Public Works Department urges all residents to be mindful of water usage as temperatures rise in North Texas. Following the Upper Trinity Regional Water District’s recent announcement of entering Stage 1 of its Drought Contingency Plan, the City continues to emphasize the importance of water conservation measures during this period.

PROACTIVE MEASURES & COMMUNITY ENGAGEMENT: The Water Division has implemented significant measures to promote responsible water use. Over 2,000 notices and door hangers have been issued to encourage residents to adhere to their designated irrigation schedules. The City is pleased to observe a noticeable decline in non-compliance in recent weeks. Additionally, the Public Works team has installed signage throughout neighborhoods to indicate proper watering days based on whether the address ends in an even or odd number. The Marketing Department has been instrumental in disseminating water conservation information. Furthermore, the Public Works team has assisted residents in reprogramming their irrigation systems to ensure compliance with current guidelines.

POTENTIAL ENFORCEMENT ACTIONS: If compliance does not improve, the City may need to implement stricter measures as outlined in its Drought Contingency Plan:

Certified Letters: Issued to residents consistently watering on incorrect days.

Citations: As a final measure, citations may be issued, though this is not the City’s preferred course of action.

IRRIGATION EVALUATION PROGRAM: Residents are encouraged to sign up for the City’s Irrigation Evaluation Program. Evaluations are available on the 25th of every month, with appointments scheduled from the first of the following month. This program is offered on a first-come, first-served basis at no cost to Celina water utility customers.

CYCLE & SOAK METHOD:

The City is urging residents to consider utilizing the Cycle & Soak Method of irrigation, an effective technique where water is applied in multiple short cycles, spaced at least one hour apart. This method reduces runoff, allows water to penetrate the soil, and promotes deeper root growth and healthier plants. Click here to learn more about the Cycle & Soak Method.

WATER LINE REPAIR ON OWNSBY PARKWAY BEGINS NEXT WEEK

The Public Works Department will be conducting repairs on a water main line, requiring a partial closure on Ownsby Parkway that is expected to last approximately two weeks, weather permitting. The repair work is scheduled from July 15 - July 26 at the Ownsby Parkway roundabout. During this period, the westbound lanes of the roundabout will be closed. Traffic will be detoured south to John Campbell Trail from Ownsby Parkway. However, the eastbound lanes through the roundabout will remain open for traffic heading east towards Preston Road. LANE CLOSURE ON OWNSBY PARKWAY BEGINS ON FRIDAY, JULY 12

Starting Friday, July 12, the eastbound lane of Ownsby Parkway and portion of County Road 83 from Peregrine Point to Quail Hollow Street will be closed to traffic. This was previously a partial lane closure and now requires to be fully closed due to ongoing construction at the Ownsby/Peregrine intersection. This closure is expected to last for approximately six weeks. Temporary access will be provided for residents with direct connection to Ownsby Parkway.

LANE CLOSURE ON BOTHWELL BLVD STARTED THIS PAST WEEK

Beginning Monday, July 8, Bothwell Blvd was reduced to one lane in both the northbound and southbound directions between Parvin Road and the dead end. Two-way traffic is being maintained while the contractor installs street lights. This lane reduction is anticipated to continue until Wednesday, September 4. UPDATE ON DALLAS NORTH TOLLWAY PHASE 4A PROJECT

For the ongoing work on the Dallas North Tollway Phase 4A project, crews will implement lane closures beginning Monday, July 15, through Saturday, July 20, from 6:30 AM to 6:30 PM daily. The northbound and southbound left lanes of Dallas Parkway from First Street to Frontier Pkwy, as well as from Light Farms Way to FM 428, will be closed each day. These closures are necessary to facilitate the transportation of topsoil, perform a mass haul of materials, and clean the closure area.

DEVELOPMENT SERVICES UPDATE: NEW BUSINESS OPENINGS

The City is pleased to announce the recent opening of several new businesses in our community. These include Methodist Family Health Center (625 S. Preston Road, Suite 130), Kumon Learning Center (555 S. Preston Road, Suite 130), Daake Law (322 W. Walnut Street, Suite 210), and KFM Engineering (322 W. Walnut Street, Suite 200).
