ANTHONY SATARINO NAMED CELINA EDC DIRECTOR OF ECONOMIC DEVELOPMENT
On Saturday, May 18, the Celina Economic Development Corporation appointed Anthony Satarino as its new Director of Economic Development. Satarino brings 17 years of experience in economic development and community engagement. Since 2021, he has served as Celina’s Director of Strategic Services, aligning the City Council’s vision with City operations and improving administrative processes.
Satarino has successfully implemented strategies to support small and local businesses, managed a $3.5-million Downtown façade and improvement grant program, and built strong relationships with local merchants. Additionally, he has supported the Economic Development Corporation by analyzing economic data, preparing financial models, and advising on economic development tools such as TIRZs, PIDs, Chapter 380 Agreements, and small business grants and loans.
UPDATE ON THE DIRECTOR OF PARKS & RECREATION SEARCH
The City has contracted with Mosaic to conduct its recruitment for the Director of Parks & Recreation. Mosaic recently completed the recruitment of the Director of Human Resources. During this transitional period, Jeff Davis has been appointed as the Acting Director of Parks & Recreation to ensure smooth and effective departmental operations.
INTERNATIONAL COUNCIL OF SHOPPING CENTERS (ICSC) LAS VEGAS RECAP
City representatives Mayor Ryan Tubbs, Council member Wendie Wigginton, Council member Philip Ferguson, City Manager Robert Ranc, EDC team members Anthony Satarino, Melissa Thomas, and Michelle Hancock as well as EDC Board members Clint Bissett and Matt Featherstone attended the International Council of Shopping Centers (ICSC) Las Vegas Show at the Las Vegas Convention Center this past week.
With over 40,000 attendees, this event stands as commercial real estate’s premier gathering, attracting dealmakers and industry experts dedicated to driving innovation and evolution within the sector. This opportunity allowed the City to engage with numerous retail professionals, highlighting the growth and development prospects present in Celina, thereby fostering valuable connections and partnerships crucial for advancing the City’s economic development goals.
UPDATE ON DOWNTOWN STREETS IMPROVEMENTS PROJECT
Beginning on Tuesday, May 28, significant enhancements are set to commence on S. Arizona Drive and S. Colorado Drive, located within Downtown Celina. The project area will impact the following areas in Downtown Celina, specifically:
• Drainage Channel that connects S. Arizona Drive to S. Colorado Drive
• S. Arizona Drive from W. Ash Street to W. Cedar Street
• S. Colorado Drive from W. Ash Street to Drainage Channel
The project will initiate with improvements to the drainage channel between S. Arizona Drive and S. Colorado Drive, focusing on vital upgrades to sewer lines and storm drainage infrastructure. Following this initial phase, work will progress to revitalize S. Arizona Drive in late summer followed by S. Colorado Drive in the winter months. Recognizing the concerns voiced by residents regarding existing conditions, such as asphalt streets with roadside ditches, inadequate drainage, and sanitary sewer mains in backyards inaccessible for maintenance, this project endeavors to address these challenges effectively.
DOWNTOWN STREETS IMPROVEMENT PROJECT MAP
UPDATE ON OWNSBY PARKWAY RECONSTRUCTION PROJECT
The Ownsby Parkway Reconstruction Project has experienced a temporary delay due to the relocation of electric poles on the south side of Ownsby Parkway. Grayson-Collin Electric Cooperative (GCEC) is currently awaiting Altice’s transfer of fiber lines from the old poles to new ones.
Key updates on the Altice relocation work include:
• All necessary permits, including the City’s Right-of-Way (ROW) permit, Texas Department of Transportation (TxDOT) permit, and GCEC permits, have been obtained by Altice.
• Altice has contracted Capstone Alliance to execute the relocation work. Capstone Alliance is scheduled to be on site in approximately two weeks, subject to weather conditions.
• Altice estimates a subsequent three-week timeline, depending on weather, for the transfer of lines from the old poles to new ones. Following this transfer, the old poles will be removed, facilitating the prompt starting of construction along Ownsby Parkway.
CITY IMPLEMENTS TWO DAYS PER WEEK WATERING SCHEDULE
The City of Celina has introduced an important update to its water conservation measures, now enforcing a maximum of two days per week for landscape irrigation systems year-round. To maintain healthier and more resilient lawns, residents are encouraged to limit watering to these two days, only if necessary, and to avoid watering between 10:00 AM and 6:00 PM. This initiative is part of the City’s ongoing commitment to efficient water resource management and sustainable community practices. COMMUNITY SURVEY OPENS NEXT WEEK TO ALL RESIDENTS
Next week marks the commencement of the City’s biennial Community Survey, a regular event held every two years. This comprehensive survey, spanning a duration of five weeks, offers residents a significant opportunity to provide feedback and contribute to future planning initiatives. While initial surveys have been distributed via mail to a randomly selected group of residents, the introduction of online survey options accessible through social media platforms and email will ensure that all residents can actively participate in shaping the trajectory of our community’s future.
ROAD CLOSURES RESIDENT MAP

This comprehensive resource empowers individuals to plan their travel routes effectively, minimizing disruptions caused by construction activities. LANE CLOSURE: DALLAS PARKWAY & FM 428 BEGINS ON TUESDAY, MAY 28
A portion of the northbound lanes on Dallas Parkway south of FM 428 will be closed for the installation of a turn lane for Methodist Celina Medical Center. The closure area is marked in red on the map. This work is scheduled to begin on Tuesday, May 28, and is expected to last for four weeks. The closure is being coordinated with the Dallas North Tollway Project Expansion Team to prevent any conflicts.
