We are excited to announce the appointment of Shannon Gartner as the City’s new Director of Human Resources. Having been an invaluable asset to the City’s Human Resources Department since June 2021, initially as the Human Resources Manager, Shannon’s elevation to Director signifies her exceptional dedication and expertise in the field.
During her tenure as the Human Resources Manager, Shannon played a pivotal role in steering the department’s strategic initiatives and ensuring seamless day-to-day operations. Her wide-ranging responsibilities included crafting employment protocols, refining job classification systems, designing equitable compensation structures, and adeptly managing labor relations. Shannon’s promotion not only recognizes her past contributions but also heralds a new chapter of leadership and innovation in Celina’s Human Resources Department. With her wealth of experience and unwavering commitment, she is poised to continue driving positive change and fostering a supportive and inclusive workplace culture.
Celina has been named the fastest-growing city in the nation for populations over 20,000, with a remarkable growth rate of 26.6% (53 times greater than the nation’s overall growth rate of 0.5%) from July 2022 to July 2023, according to the Vintage 2023 Population Estimates by the U.S. Census Bureau. This accolade highlights Celina’s appeal and the dynamic opportunities it offers to residents and businesses.
On Thursday, May 16, our City staff gathered to commemorate the retirement of Cody Webb, our esteemed Director of Parks. Over the past 16 years, Cody has played a pivotal role in shaping the fabric of our City, demonstrating exemplary leadership, camaraderie, and friendship to us all. We extend our heartfelt gratitude to Cody and wish him the very best in all his future pursuits.
I extend my sincere gratitude to everyone for their unwavering support of our annual Celina Cajun Fest. As my first event serving as City Manager, I was deeply impressed by the dedication and hard work exhibited by our City staff. Witnessing our community unite in celebration of this remarkable event was truly heartening. I am grateful for the opportunity to witness firsthand the collective spirit and enthusiasm that embodies our community.

Members of our Building Services and Code Services teams recently participated in the Building Professional Institute (BPI) held in Irving last week. This event served as an invaluable platform for continuing education and training opportunities. Sponsored by the esteemed Building Officials Association of Texas (BOAT), BPI stands as the foremost provider of continuing education and certification maintenance in the region. We are committed to staying abreast of industry advancements and best practices to better serve our community.
The Texas Department of Transportation announced that a Notice to Proceed will be issued for the Improvements on Arizona and Colorado on May 28, 2024. The City held a Public Meeting to discuss the upcoming project with residents, businesses, and stakeholders this past Wednesday, May 16, at Council Chambers.
Furthermore, the Department recently convened a design kick-off meeting for the schematic and environmental assessment of Custer Road (FM 2478) from Frontier Parkway to FM 455 on May 24th. Our current timeline aims for schematic approval by the summer of 2026 and environmental clearance by winter 2026. Please note that the schedule is subject to change as it progresses.
