OWNSBY PARKWAY RECONSTRUCTION PROJECT UPDATE
As part of our ongoing commitment to keeping residents informed about significant infrastructure projects within our community, we wanted to provide an update on the progress of the Ownsby Parkway Reconstruction Project.
Paving
• The paving of the northbound right turn lane off Preston Road onto Ownsby Parkway has been completed.
• The paving of Palomino Court and Bluewood connections to Ownsby Parkway is slated for completion by the end of next week. This will establish connections to Ownsby Parkway on the north side, enhancing accessibility for residents.
Sidewalk and Landscaping
• Commencing next week (weather permitting) sidewalk and landscaping work will begin on the north side of Ownsby Parkway. This will further enhance the aesthetics and pedestrian accessibili-
ty in the area.
• Tentatively, the westbound lanes are scheduled to be opened to traffic by the end of April 2024, marking a significant milestone in the project’s progress.
Franchise Providers
• Despite progress, there remains one utility conflict currently being addressed by Altice. Upon resolution of this conflict, the poles owned by GCEC can be removed, paving the way for construction to begin on the eastbound lanes.
Underground Public Utilities Installation
• The installation of underground utilities continues and is approximately 85% complete, ensuring efficient and reliable infrastructure for our community.


DALLAS NORTH TOLLWAY PHASE 4 UPDATE
The Dallas North Tollway (DNT) Phase 4 Project will extend the tollway 13.7 miles north of US 380. The North Texas Tollway Authority (NTTA) will be issuing a Notice to Proceed to Sinacola for the DNT Phase 4 Project on April 29, 2024. Street closures can be found at https://arcg.is/5bfOa1.

EDC BUSINESS ROUNDTABLE RECAP
The Celina Economic Development Corporation (CEDC) recently hosted an exclusive Business Roundtable at the Omni PGA Resort. The event featured a panel discussion with prominent leaders in their respective industries including Brian Carlock (Senior Vice President of Acquisitions, Hillwood Communities), Eric Seitz (Counsel, McDermott Will & Emery), Pamela Stoyanoff (President & Chief Operating Officer, Methodist Health System), and Dr. Tom Maglisceau (Superintendent, Celina ISD). The engaging
discussion shed light on the strategies for unlocking Celina’s growth through dynamic partnerships. During the session, Mayor Ryan Tubbs and City Manager Robert Ranc provided attendees with updates on upcoming city projects, emphasizing Celina’s commitment to progress. CEDC Board President, Clint Bissett, showcased the EDC’s achievements of 2023 and offered insights into the exciting projects, events, and new businesses slated to enrich Celina’s landscape in the near future.


UPDATE ON REOPENING OF COUNTY ROAD 83
The reopening of County Road 83 to traffic from Coit Road to Quail Hollow Street has been rescheduled to Wednesday, April
3. Upon reopening County Road 83, Vest Lane from Quail Hollow Road to Coit Road will be permanently closed. Traffic will continue traveling north and south along Coit Road. Residents of Preston Hills Subdivision will have to access the neighborhood through Preston Hills Circle or Heritage Trail.

DEPARTMENT UPDATES
GIS
The GIS Department has released a newly-improved Public Crime Map. By accurately visualizing Crime & Accident data over specific geographic areas, it empowers residents with the knowledge of when and where the crimes occur, fostering a proactive approach to personal and community safety. The Public Crime Map is updated on a monthly basis.

PLANNING
The Planning & Zoning Commission Meeting was held on Thursday, March 21, in Council Chambers. At this meeting, the Commission recommended approval of four items:
• Lifeway Church Development Agreement (14 acres of land north of County Road 58 and west of County Road 59 for a Church),
• Bellevue Miller Tract Rezoning (City-initiated zoning on City and CISD-owned property to community facilities),
• Text amendment to the Landscaping section within the Zoning Ordinance to modifty landscaping regulations
• A revision to the Neighborhood Vision Book (originally adopted in 2020) to provide guidance on neighborhood design, open space, and screening/buffering of residential neighborhoods.
POLICE DEPARTMENT
On Friday, March 22, the Celina Police Department helped celebrate Coach Loretta Francis, who worked at Jerry and Linda Moore Middle School with a workout challenge she created. The officers and staff participated in the workout alongside the middle school girls and parents.
