2023
2024: MINING EXPANSION & LEGISLATIVE FOCUS As CECE President, I have outlined two main objectives for the year ahead. The first is CECE’s expansion into the mining sector. This enlargement comes at a crucial stage for the European mining industry, with the re-opening of old mines and starting of new ones, and OEMs will need guidance as Brussels develops new regulation accordingly. The second focus concerns the implementation of new legislation such as the Cyber-Resilience Act, Data Act, Machinery Regulation and CBAM. This follows in the footsteps of the work undertaken during Alexandre Marchetta’s presidency to make the construction equipment industry’s voice heard during discussions with legislators and subsequently inform the debate throughout the drafting process. As we move forward into implementation, our members will require strong support and counsel, which I am committed to providing in my new role as CECE President. Additionally, it is my personal mission to continue the legacy of my predecessors and remain dedicated to our industry’s long-term target of decarbonisation and digitalisation. The beginning of my Presidency also coincides with the start of the Belgian Presidency of the Council of the European Union. As CECE President, I will devote particular attention to the reindustrialisation of Europe, a topic that falls under the Belgian Presidency’s priority of strengthening our competitiveness. Supporting Europe’s industrial future is a key concern and highlighting this is of the
upmost importance, especially with the European elections on the near horizon. Moreover, with deteriorating economic conditions in Europe and signs pointing to a downturn in sales in 2024, Belgium’s push to enhance economic security aligns with my own commitment as CECE President to support the construction equipment industry through these times ahead. Finally, I am pleased to announce the venue, date and theme of the next CECE Congress. Our major biennial industry event will be taking place in Madrid, Spain from 23rd to 25th October 2024. The event will be focused on the reindustrialisation of Europe as part of our effort to bring this crucial topic to the centre stage. All members and partners are invited to save the date.

As of January 1st 2024, Jose Antonio Nieto of Putzmeister Iberica and ANMOPYC is the new President of CECE. After serving as Vice-President for the past two years, he is now taking over this leadership role for 2024 and 2025. Jose Antonio Nieto is CEO of Putzmeister Iberica, a member company of the Spanish industry association ANMOPYC.

OUR WORK The daily tasks of the Committee for European Construction Equipment (CECE) are managed by the CECE office in Brussels, consisting of three technical policy managers, the senior communications manager, communications & events assistant and the secretary general. The team’s work is supported and supervised by the Board, composed of the managing directors of the national member associations. The Board meets six times a year. Twice a year, the CECE General Assembly – the highest governing body of CECE – gathers the presidents of the national member associations, who discuss the CECE work programme, review the organisation’s achievements, set priorities and approve the work of the Board. The General Assembly is chaired by the CECE President, seconded by two Vice-Presidents, each elected for 2 years. The president is also the first CECE representative in external relations, supported by the secretary general. The work of CECE is organised by topics as well as products. The work on topics is handled by Commissions supported by dedicated Project Teams for specific tasks. Topics relevant for a particular range of products are handled via Product Groups. The organisation and proper functioning of the Commissions, Teams and Groups, as well as the timely interaction and consultation between them, is initiated and coordinated by the CECE Office.
The High-Level Technical Policy Advisory Group (HLTPAG) consists of high-level technical and engineering executives of leading companies with a strong interest in European affairs and their impact on the business. The group advises CECE with regard to strategic positioning, sector priorities and industry positions on technical subjects. The Decarbonisation Task Force (CO2TF) advises CECE on industry positions and priorities on environmental subjects. The group’s members support the advocacy work of CECE through speaking engagements or participation in meetings with policy makers. The Digitalisation Task Force (DTF) established in 2019, follows the market developments around telematics and connectivity, digital technologies and IoT to assess the impact of the EU data policies on the digital transformation of construction equipment. The Technical Commission (TC) brings together a wide variety of technical experts from national associations and companies. They review the work of the Project Teams (PTs) and discuss technical topics not covered by a specific PT. The TC is also a platform to inform non-PT members about the ongoing work. For advice on and support of the CECE advocacy strategy, CECE regularly calls on the company representatives that are operating in the “EU capital”, the CECE Brussels Advocacy Network.
Product Groups (PG) consist of industry representatives manufacturing the same type of equipment. They meet to exchange information - in accordance with European regulations and laws on competition and to promote technical and economic cooperation. CECE’s Statistical Commission (SC) brings together statistical and market experts from member associations and companies in order to optimise the statistical service of CECE. The representatives of CECE’s Statistical Commission together with representatives of the sister associations from Japan, Korean and North-America form the Intercontinental Statistical Committee (ISC), which takes care of the worldwide statistical systems for the construction equipment industry. The topic of trade is handled by CECE’s Trade Policy Commission (TPC). The group exchanges on access to foreign markets, global supply chains, and raw materials. The goal of the TPC is to spread awareness about the most important trade topics mainly within the EU, but also worldwide.

#CECECONGRESS 2023 EMBRACES THE CHANGING SOCIETY “It’s time to embrace the changing society”. With these words CECE President Alexandre Marchetta opened the 2023 CECE Congress. Under the title “Embracing a changing society: Diversity in construction”, the CECE Congress allowed the European construction equipment industry to tackle fundamental, yet uncharted themes of inclusion, cultural and inter-generational differences and gender rebalancing. A series of international speakers and innovators, moderated by CECE Secretary General Riccardo Viaggi, delivered thought-provoking and inspiring keynotes, challenging the audience to consider and implement forward-looking management solutions which are necessary in today’s economy to lead successful businesses. The first post-pandemic CECE Congress gathered 170 participants from 16 countries at the feet of Mont-Blanc in Chamonix, France. The Main Sponsor of the CECE Congress 2023 was DLL. Further, the event was supported by Arden Equipment, Le Dig Tour, Montabert, Moog, Ritchie Bros. and Total Energies. Construction Europe was the official media partner of the Congress.

#CECESUMMIT 2023 HIGHLIGHTS CYBER SECURITY AS PRIORITY TOPIC The overall theme of last year’s event on 26 October 2023 in Brussels was cyber security, one of the priority topics for the industry. Considering the European Commission’s Cyber Resilience Act, the scope of the initiative was notably relevant for construction equipment manufacturers. The legislation covers a wide range of digital products and their ancillary services placing obligations on economic operators throughout the whole life cycle of products. Participants had the opportunity to discuss the key topics for the construction equipment industry first-hand with European Institutions’ representatives under the auspices of the current CECE President Alexandre Marchetta. The biannual CECE Summit is a unique occasion that gathers
a blend of business leaders, EU decisionmakers, partner organisations and journalists to discuss fundamental challenges and opportunities for the construction equipment industry. The event was made possible thanks to CECE Summit 2023 sponsors Moog Construction, Hexagon Leica Geosystems, and Mediapoint & Exhibitions srl. The networking dinner was organised in cooperation with OffHighway Research.

OUR HIGH-LEVEL EXPERT GROUP ON TECHNICAL SUBJECTS The High-Level Technical Policy Advisory Group (HLTPAG) consists of leading figures of member companies with a strong interest in European policy and its technical impact on the construction machinery sector. The group advises CECE with regards to strategic considerations on sector priorities and industry positioning on technical subjects.

HIGHLIGHT IN 2023:
During this year, the CECE HLTPAG confirmed its Chairman Eugen Schobesberger and Vice-Chairman Stefan Forkert, who are now elected for the next two years. The group continued monitoring the latest developments in the digital and green transformations of the business models. The HLTPAG merges this area with the key policy developments coming from the European Commission. Indeed, the HLTPAG hosted the European Commission to a presentation and discussion on the transition pathways and the roadmap towards the green, digital and resilient transitions of the EU construction ecosystem. Another key topic on the long-term timeline of the HLTPAG has been the Green Deal Industrial Plan and the new EU agenda to support key industrial value-chains, most of all in response to the US Inflation Reduction Act.
PRIORITY FOR 2024:
In 2024 the group will engage within CECE to gear up for the European elections and the formation of the new European Commission. This political exercise will shape the European Union for the coming 5 years and the group intends to contribute to the high-level messaging by CECE on behalf of the construction machinery sector. Next to this, the HLTPAG will liaise with the Technical Commission in order to ensure proper implementation of the many new regulations that are entering into force during the course of 2024.

DIGITALISATION & DECARBONISATION TACKLED BY DEDICATED TASK FORCES DIGITALISATION TASK FORCE (DTF) Chair: Holger Pietzsch, Moog Construction Number of experts: 37
HIGHLIGHT IN 2023:
This year, the Digitalisation Task Force (DTF) activities revolved around two main areas: data sharing in construction and digital solutions fostering the decarbonisation of the sector. Over 2023, the DTF expertise on data played a pivotal role in steering CECE’s advocacy strategy on key aspects of the relevant technical files. Strengthening the link with PT Data, the Task Force actively contributed to the industry’s position on the definition of in-scope data under the Data Act. In addition, DTF experts provided input to the EU-funded project “Digital Built Environment” by identifying relevant use cases and best practices for the sharing of non-personal data currently in use in construction equipment. The positive outcome of the DTF and PT Data cooperation throughout the past two years proves that the sharing of expertise is more crucial than ever for horizontal topics. In 2023, the DTF quarterly meetings regularly looked at the digital technologies in use in Europe. The debate on the types of data considered at company level to measure the carbon footprint of both processes and products led to the identification of a new digital technology example able to foster decarbonisation. Based on the DTF input, the example identified has been inserted in the revised CECE-CEMA brochure on CO2 reduction.
PRIORITY FOR 2024:
The DTF will support PT Data in the development of the Data Act implementation guidelines, especially for relevant use cases. The digital transformation of the sector, including decarbonisation and sustainability goals, will remain a key priority for 2024.

The Decarbonisation Task Force was established at the end of 2023 to replace and take over from the existing High-level group on CO2. This new task-force is primarily assigned to develop advocacy material stemming from the CECE four pillars’ approach to decarbonisation set out in CECE 2021 position paper on decarbonization. Over the last few years, decarbonization has become an everyday matter and construction equipment manufacturers have ramped up their efforts in terms of innovation and technology provision to the market. In this context, further and better engagement with EU policymakers and other stakeholders become fundamental. CECE stands ready to propose operational policy directions to fast-track the decarbonisation of the wider construction industry.
Decarbonisation Task Force (CO2TF) Chair: To be appointed Number of experts: 27 PRIORITY FOR 2024:
First and foremost, the CO2TF will develop advocacy materials on alternative fuels for construction equipment building upon the evidence base which CECE created most recently. The new working group will also consolidate its work on low or net zero CO2 enablers. Ahead of the establishment of the new European Commission, the CO2TF will assist CECE in expanding the decarbonisation portion of the CECE Manifesto for the 2024 EU elections and rolling out the advocacy work in response to the new priorities of the European Commission for 2024-2029.

TECHNICAL COMMISSION
Chair: Stefan Nilsson, Volvo CE Number of experts: 80 The world of technical regulation is managed by the CECE Technical Commission. The Commission brings together a wide variety of technical experts from national associations and companies. They review the work of CECE Project Teams.
ADVOCACY ACTION
In 2023, the main advocacy efforts in CECE were linked to the digital-related files. The position papers and joint industry statements published in relation to the Data Act and Cyber Resilience Act constituted the core of the CECE advocacy activities. On NRMM Road Circulation and sustainability topics, the TC played also a pivotal role in steering the legislation towards industry’s positions.

HIGHLIGHT IN 2023:
In 2023, the TC reasserted its role as primary forum to exchange views on the main regulatory issues. Hosting external speakers has now become the occasion for CECE members to directly engage with EU officials and other industry representatives. This year, the TC contributed to the implementation of the new Internal Rules with the re-organisation of the PTs leadership. Started in 2022, the group focused on actions for decarbonising the industry. A new group – the Decarbonisation Task Force (CO2TF) – was established and the CECE role in relation to CBAM was agreed. The developments of the EU legislation on machinery and related standardisation activities represented a priority for the TC activities. With the publication of the Machinery Regulation (MR), the TC supported PT Machinery in the identification of the key aspects, also for the MR application guidelines. In June 2023, the TC endorsed the CECE position paper in reaction to the long-awaited proposal for a Regulation on NRMM road circulation and PT Road Circulation carried out a targeted advocacy on the industry’s key asks. CECE also engaged with the Commission on the revision of the Annex III of the OND. In parallel, PT Noise meetings resumed in September 2023 to look forward to the next steps. On sustainability, the TC was regularly updated on the relevant developments, F-gas regulation review, Batteries and Waste Batteries, ESPR and REACH restrictions. Led by PT 3R, the TC approved the CECE position paper on the PFAS restriction proposal in reaction to the ECHA public consultation. Additionally, a fit for purpose definition of ‘remanufacturing’ (linked to ESPR proposal) was also thoroughly explored. The PT Engine Emissions and Alternative Fuels reported regularly on the mapping of alternative Fuels (consolidated Matrix). The work of PT Electrification proceeded at full speed in 2023, with the completion of the matrix on the existing standards for electrification. On digital files, the TC identified the industry’s priorities on data, cybersecurity and AI. PT Data, carried out substantial advocacy actions in relation to Data Act and Cyber Resilience Act. This year, the TC paid closer attention to the trade issues with Türkiye due to the large number of undue requests reported by CECE members while importing to Türkiye. The group brought this persistent matter to the attention of the EU competent offices, establishing a dialogue with DG TRADE and EUDEL in Ankara. On Brexit update, the focus was on the updates to the UK’s approach to product marking.
PRIORITY FOR 2024:
The topic of trade issues with Türkiye will remain a key TC action for 2024 with a view to breaking the deadlock of machinery products imports. In 2024, great attention will be paid to the results of EU elections and the structure of the new Commission alike. The TC will focus on the implementation of the new EU regulations, such as Data Act, CRA, AI Act, NRMM Road Circulation.

The various meetings held during our quarterly technical weeks have increasingly expanded agendas, and the number of ad-hoc meetings for solving specific tasks has increased as well. The new legislation tends to be both more horizontal and specific, which requires experts with deeper technical knowledge and increased coordination between our Project Teams. I anticipate yet a year filled with new challenges and good collaboration.”
HIGHLIGHT IN 2023:
The new Project Team on Electrification. Its main objectives still consist in identifying and mapping existing legislation & standards applicable to electric drives, the energy supply and related systems for construction equipment products, at a European and international level. The PT Electrification started its work on a comparison of EV machine specifications.
PRIORITY FOR 2024:
With the support of members, in 2024 the group aims to complete an overview of the already published legislation and standards for the electrification of the sector and perform a gap analysis identifying needs of further legislation & standards for the construction equipment industry. The PT Electrification will also strive to finalize the matrix of EV machine specifications. In coordination with PT Noise and PT Road, the group will continue analysing the amendment to Annex III to Outdoor Noise Directive and the multiple interpretations of major pieces of regulation such as UNECE R100.

“We live in an age where technology development in the field of electric drive machines has outpaced the creation of legislation and standards. Whilst the rapid growth is exciting and offers new opportunities for innovation, it is important for industry to ensure that any new legislation is harmonised across the Single Market, and is fair, consistent with other relevant legislation, proportional, and doesn’t stifle the many benefits that electric drive offers. Additionally, the availability of a suitable energy supply to users is also a critical aspect to be considered, since it is essential that the electrical distribution infrastructure supports the charging requirements”.
PROJECT TEAM ON ELECTRIFICATION
Chair: Dale Camsell, CEA Number of experts: 50 The electrification of construction machinery is progressing rapidly. The Project Team on Electrification considers the main technical requirements, legislation and standards related to electric drives, the energy supply and systems for construction machinery products.
ADVOCACY ACTION
Advocacy actions and collaborations will be unveiled upon completing activities. The group of experts is currently carrying out this work. The PT Electrification will be attentive to the 2024 Elections and the priorities defined by the new European Commission.

Restriction on use of substances in the construction machinery sector, constraints in view of machinery design, production and sales and availability of raw materials, those are topics that are covered by the CECE Project Team 3R. CECE follows the Circular Economy Action Plan and related legislations, like REACH regulation, Waste Framework Directive and Ecodesign Directive.
HIGHLIGHT IN 2023:
In 2023, the Project Team 3R focused on the technical stakeholder consultation on the PFAS Restriction Proposal and three legislative proposals: the revisions of Batteries Regulation and F-Gases Regulation and the proposal for Ecodesign for Sustainable Products Regulation (ESPR). The inter-institutional negotiations having resulted in provisional agreements, the PT 3R is now preparing for the adoption and implementation of these files, notably through non-legislative acts. PT3R also monitored the developments relating to the Revision of REACH that was eventually not tabled.
PRIORITY FOR 2024:
Monitoring of the institutional developments surrounding the PFAS Restriction Proposal and the implementation of Batteries Regulation, F-Gases Regulation and ESPR. The possible proposal for a Revision of REACH towards the end of 2024 will also constitute a priority for PT 3R. In addition, the same CECE working group will gather evidence on the socioeconomic aspects of the PFAS Restriction Proposal to be prepared for the next public consultation on this matter.

The Project Team 3R developed a publicly available position paper and submitted evidence-based comments to ECHA on the PFAS Restriction Proposal. Additionally, the PT 3R responded to further stakeholder consultations in other areas such as ESPR.
HIGHLIGHT IN 2023:
The PT developed a mapping of alternative fuels for construction equipment. The evidence base created will be instrumental in engaging with policymakers as other industries benefitted from strong policy initiatives on alternative fuels.
PRIORITY FOR 2024:
The work on alternative fuels will be a priority for PT engine emissions in 2024. The working group will continue its policy monitoring at EU and national level and engage with the relevant policymakers. The likely adoption and implementation of the Ambient Air Quality Directive (AAQD) will also be a major workstream for the PT. Likewise, the PT will closely follow the institutional developments surrounding Euro 7. EU legislation on emission limits may be recast by the new European Commission. If so, the PT will be fully mobilized to partake in the upcoming stakeholder consultations.

ADVOCACY ACTION
Advocacy actions related to engine emissions and alternative fuels will be defined after the identification of needs for the sector. As previous years, the inter-institutional negotiations on relevant legislative initiatives, such as AAQD, will continue to be monitored. In the wake of the 2024 European Parliament elections, the PT will be attentive to the priorities of the new European Commission, notably on emissions limits.
PT ENGINE EMISSIONS & ALTERNATIVE FUELS Chair: Jason Ong, Komatsu Number of experts: 75
European construction equipment manufacturers contribute to society by making significant efforts to lower the emissions of nitrogen oxides, hydrocarbons and other environmentally harmful particulates. Emissions of pollutants from new construction equipment are now lower than ever. CECE Project Team Engine Emissions identifies main concerns regarding the obligation of the EU regulation on requirements relating to gaseous and particulate pollutant emission limits and type-approval for internal combustion engines for non-road mobile machinery as well as closely following the latest developments in related strategic initiatives at a national and European level. The Project Team also investigates the suitability of alternative fuels for construction machinery.

HIGHLIGHT IN 2023:
This year was marked by notable developments in the areas of data, cybersecurity and Artificial Intelligence (AI). The legislative procedures on the main regulations followed in PT Data reached indeed the final stage: the Data Act was published in the EU Official Journal in December, and the EU co-legislators agreed on a political deal on the Cyber Resilience Act (CRA) and Artificial Intelligence Act (AI Act). In 2023, the activities of the CECE’s PT Data workgroup thus revolved around the analysis of the final provisions established under those landmark pieces of legislation with a view to assessing the impact of the newly introduced manufacturers’ obligations and product requirements on the construction equipment sector. Starting by the Data Act, PT Data developed a list of industry’s recommendations for consideration during inter-institutional negotiations (trilogues), most of which were taken on board in the final legal text (e.g. definition of in-scope data, higher trade secrets protection). In addition, the Project Team started brainstorming on the CECE’s role in providing guidance to its members on the implementation of the new B2B data sharing obligations for manufacturers. As regards the CRA, PT Data issued a position paper representing the industry’s key asks in response to the CRA Commission’s proposal, the main concern lying upon the need for a longer transition period before the regulation comes into application. Building on that, the PT Data workgroup also developed a number of amendments in reaction to the ITRE’s and IMCO’s draft reports and Council’s texts. On the AI Act, PT Data continued its work to steer the discussions on the need for adequate definitions of “AI system” and “High-risk AI” that fit the industry’s features. In cooperation with PT Machinery, the notion of “substantial modification” under the AI Act was also considered for ensuring alignment with the new Machinery Regulation.

The EU Digital Single Market strategy is driving legislative initiatives that will have a broad impact on the construction machinery sector, from the protection of personal data to the data generated by machines. This includes questions as ownership of the data, transfer, portability, liability, interoperability, data security. Identifying the main concerns regarding the obligations of the recent and coming new regulations lies in the hands of the experts of CECE Project Team on European Data Policy.

PRIORITY FOR 2024:
The development of a Data Act implementation guidance for the Non-Road Mobile Machinery (NRMM) sector represents the main priority of PT Data’s agenda for 2024. The Project Team will liaise on this project with the CECE Digitalisation Task Force (DTF) and meet regularly to provide feedback to other industry associations. Additionally, PT Data will continue monitoring the legislative developments related to the final adoption and publication of both CRA and AI Act, relevant for the calculation of the transitional timeframe before their application.

ADVOCACY ACTION
The key PT Data advocacy priority for 2023 was undoubtedly represented by the Cyber Resilience Act. PT Data, in cooperation with the NRMM coalition, developed joint statements on the matter, and actively contributed to several advocacy actions launched by other industry associations. Over 2023, CECE continued the constructive dialogue with Commission’s DG CNECT on the CRA and Data Act. PT Data engaged in a lively debate with the co-legislators thanks to participation of EU representatives in CECE meetings and events (notably, the CECE Summit 2023 panel). This enabled CECE’s position on these pivotal files to be heard by co-legislators and, ultimately, PT Data to participate in the Commission’s workshop on the Data Act potential in the construction industry.
HIGHLIGHT IN 2023:
Following the European Commission’s (EC) publication of a first draft of the “revised noise test codes and measurement methods of the Outdoor Noise Directive (OND) Annex III” to gain stakeholders’ views, CECE actively worked to provide input. This effort resulted in the publication of a position paper in May, offering comments on the draft. CECE’s input included suggestions on the measurement of engine power and net power, the determination of the environmental correction K2A, and specific considerations for concrete-breakers and hand-held picks. The successful integration of CECE’s proposals was reflected in the final text of the revised Annex III. CECE also expressed full support for an EC initiative on reducing reporting obligations (Art. 16 OND). Members discussed the proposal to eliminate Article 16 of the OND, streamlining and simplifying reporting obligations for manufacturers, and produced a position paper during the stakeholder consultation, which was further shared with the EC. The PTN is also actively working to identify viable solutions in relation to the noise testing of electrified machines. This subject is becoming quite pressing quite quickly following the increasing number of electrified machines placed on the market without the proper environment set at the legislative and standard levels.

CECE will closely monitor the OND-related file and analyse the expectedly adopted text early in the year. The focus will extend to each stage of the potential revision of the entire OND, with a commitment to reacting accordingly to ensure the needs of the industries are well reflected in the text. Additionally, the group will keep brainstorming on how electric-driven machines should be tested, with a particular emphasis on defining their power.

ADVOCACY ACTION
In 2023, CECE kept taking decisive steps to advocate for industry interests within the context of the Outdoor Noise Directive (OND). CECE not only participated in a number of European and international meetings to present the revised Annex III and the group’s reactions, but also actively discussed with DG GROW the upcoming initiatives on this file. The association actively contributed to shaping the noise test codes and measurement methods in Annex III through its consistent involvement in recent years. Advocacy efforts resulted in the successful inclusion of CECE’s suggestions in the final text of the new Annex III. Additionally, CECE actively participated in the December OND expert group meeting, reiterating its commitment to influencing regulatory developments and ensuring that industry needs are well represented.

In 2023, CECE actively engaged in advocacy efforts, initiating a constructive dialogue with DG GROW to comprehensively discuss the implications of the new proposal for the construction equipment sector. Additionally, CECE directed advocacy towards the European Parliament and Permanent Representation, focusing on key industry issues and advocating for a focus on type-approval aspects rather than placing on the market. The emphasis extended to individual approvals, technical requirements, and refining pertinent definitions.
HIGHLIGHT IN 2023:
PT ROAD CIRCULATION
Chair: Alessandro Rossi, Caterpillar Number of experts: 54 The PT Road group is committed to ensuring that the new proposal for an EU regulation on the approval and market surveillance of non-road mobile machinery circulating on public roads (NRMM) text is in line with the interests of our industry. The group accomplishes this by keeping a careful eye on the legislative process, making suggestions and amendments, and attending stakeholder engagement meetings. They also actively follow national road homologation initiatives.
In March 2023, the European Commission published its proposal for a regulation on “the approval and market surveillance of non-road mobile machinery circulating on public roads” (NRMM). CECE’s PTR actively engaged in monitoring meticulously the legislative process. The group proposed amendments and recommendations on specific articles of the Regulation, proposing amendments to the European Parliament, and further commenting on the European Parliament and Council’s proposed revisions. Several position papers were formalised primarily to emphasise that the scope of the legislation only focuses on type-approval and circulation-related aspects, contrary to what appears to be the reading from several stakeholders. The group actively participated in stakeholder engagement sessions organised by EC contractor fka/TRL to discuss the development of technical requirements for the European type-approval scheme for NRMM, which will be the basis for the discussion on the technical requirements in 2024 and the following years. This collaborative approach ensures that the needs of the industry and policymakers are aligned and that the 2019 Industrial Task Force proposal is well-reflected in the final report of the study. CECE’s PTR also actively monitored national road homologation initiatives in various Member States, such as Germany and the Netherlands. This approach reflects the group’s commitment to staying informed about regional developments and understanding the implications for CECE members. The last but not least subject of the PTR is monitoring, which is the requirement for electrified machines for road circulation. Currently, our sector is not covered by explicit requirements, and this situation leaves the chance for odd national or local approaches that pose challenges to the industry.
PRIORITY FOR 2024:
The group will maintain its deep engagement, closely monitoring the progress of the trialogue negotiations to ensure that the interests of CECE members are reflected in the proposed amendments and that the Regulation is formally adopted and implemented. We will also continue our analysis of the ongoing works being conducted by fka/TRL for the European Commission on the future development of a European type-approval scheme for NRMM (i.e., technical requirements) to ensure suitable solutions will be identified.

HIGHLIGHT IN 2023:
Ahead of the publication of the Machinery Regulation (MR) in the European Official Journal on June 29, 2023, CECE’s PTM group actively engaged with the European Commission and collaborated with sister associations during expert group meetings. The primary focus was on obtaining clarifications and ensuring the industry’s interests were well reflected in specific points, such as the transitional period and the use of digital formats for instructions. Following the publication of the MR, the PTM group shifted its focus to advocating for the publication of the guide to application. Successful advocacy efforts resulted in an official commitment from the European Commission to prepare the guide. CECE commenced work on drafting interpretations of the key Essential Health and Safety Requirements. This included interpretations related to critical aspects such as contact with overhead power lines. The PTM group also maintained a vigilant approach to standardisation matters, closely monitoring the developments on Standard EN474 (2022 Revision) while actively participating in the CEN-CENELEC sector forum meetings. CECE engaged in discussions covering topics such as the practical implications of the new MR on harmonised standards and the challenges posed by the new standardisation request. The CECE also took an active role in the public consultation on the RED Delegated Regulation (EU) 2022/30 regarding the postponement of the entry into effect of the RED Delegated Act on cybersecurity issues, supporting the proposed change. This contribution was successful, as the European Commission acknowledged and added the proposed change to the current regulation. Additionally, the PTM group engaged in the review of the Product Liability Directive, monitoring its developments to ensure alignment with industry needs.
PRIORITY FOR 2024:
CECE PTM will remain actively involved in the process of drafting and proposing, alongside other associations and organisations, a coherent interpretation of the key Essential Health and Safety Requirements (EHSR). CECE PTM continues to closely monitor the MR implementation, ensuring a thorough understanding among its members.

One notable instance includes presenting the current European policy and legal framework to representatives of associations from around the world during the 33rd Joint Technical Liaison Meeting in Las Vegas.

The group achieves this by engaging with the key European Institution and sister associations, actively drafting proposals for the interpretation of the (new) Essential Health and Safety Requirements included in the MR, monitoring standardisation matters, and advocating for the interests of CECE members.

The work of CECE Product Groups focuses on improving the quality and timing of the products, enabling easy communications amongst mixed fleets and advancing machine’s productivity. After having strengthened the group’s representativeness with the addition of new members, the Road Equipment Product Group has focused its discussions on the definition of a roadmap related to decarbonization for road equipment with the goal to start a work on product carbon footprint. Since the beginning of 2023, the discussions on this work item took place also with representatives of the High-level CO2 group, and also at a later stage, through the channel of CECE governance bodies and the High-Level Advisory Group.

CECE runs both European and international sales statistics and is one of the partners of the Intercontinental Statistics Committee which provides worldwide statistics. CECE statistics coverage extends to earthmoving equipment, road equipment, tower cranes, concrete equipment and hydraulic attachments.

The objective is to provide the members with a regular business trend indicator of the European construction equipment industry. The companies taking part in the Barometer receive a report about the economic situation in Europe each month. The CECE Business Climate Index summarises the survey answers on the evaluation of the current business situation and the expectations for the next 6 months regarding sales, and is published on the CECE website on quarterly basis.
CECE IS COMMITTED TO SPEARHEAD RECONSTRUCTION EFFORTS IN UKRAINE In November 2023 CECE took part in the second edition of the ReBuild Ukraine conference and exhibition that took place in Warsaw, Poland. This two-day event highlighted the work needed to rebuild infrastructure, industry, energy and housing in Ukraine. CECE, as the voice of the construction equipment manufacturers in Europe, will definitely play an important role in rebuilding the country. CECE showed its commitment to spearheading the reconstruction efforts in Ukraine by marking its presence at the exhibition with a booth where the CECE team had an occasion to meet new contacts and present organisation’s recommendations for the future reconstruction of Ukraine. The booth, jointly shared with European Rental Association, ERA, was visited by other associations, transport companies and governmental agencies interested in fostering international collaboration and support for Ukraine’s economic, social, and political development. A number of CECE member companies exhibited in Warsaw, including our then current President’s Alexandre Marchetta’s company – Mecalac, who presented its de-mining machine in the outdoor area. We were glad to be part of this important event!

INTERNATIONAL COOPERATION WITH ASSOCIATIONS ON ALL CONTINENTS CECE holds regular dialogue with the major construction equipment associations in other parts of the world, in particular those in the USA, China, Japan, South-Korea and India, in order to keep abreast of relevant developments in the respective regions and to share expertise and knowledge. Once a year, the secretary generals meet in the framework of the International Associations Committee (IAC), usually during one of the international trade fairs. The IAC receives input from the JTLM, the Joint Technical Liaising Committee, and the ISC, the International Statistics Committee.

With this role, CECE contributes to achieving successful trade fairs and promote business and valuable networks that are created around these occasions. CONEXPO-CON/AGG, North America’s largest trade show for construction, took place from 14th to 18th March 2023, and a small CECE delegation went to Las Vegas to witness the success of the show first-hand. Held every three years in Las Vegas, this massive event featured the latest equipment advances and newest technology applications in every aspect of construction. CECE as CONEXPO-CON/AGG’s Exhibition Partner, was glad to be part of this important industry event.
