Who Qualifies?

Families qualify for the Alternative Payment Program based on two criteria “eligibility” and “need”.

To be “ eligible”, a family’s income must meet eligibility requirements set by the State Department of Social Services, Child Care and Development Division.

A family “needs” childcare based on one of the following: parents are employed, in school, or participating in a training program, parents are incapacitated or are unable to adequately care for their child(ren), children with special needs (medical, psychological, or if the child(ren) needs care as protection from abuse or neglect.

Childcare is a critical part of your success as a former or current recipient of CalWORKs (or AFDC) benefits. For former or current CalWORKs recipients, Supportive Services, Inc. can provide funding if you meet eligibility requirements.

Observe. Explore. Wonder.

With funding from the National Science Foundation, the Space Science Institute's National Center for Interactive Learning, the American Library Association, Twin Cities PBS, Institute for Learning Innovation, and Education Development Center, the Chowchilla Branch Library (300 Kings Avenue, Chowchilla) was one of twelve rural libraries to be selected to participate in the STEAM Equity Project.

This project empowers tweens and their families around equitable STEAM learning and career paths by leveraging their existing strengths, interests, and diverse cultures. The Madera County Library, Chowchilla Branch has been working to:

• Collaborate and co-create gender-equitable STEAM exploration pathways.

• Encourage tweens and their families to engage in STEAM explorations in the library and beyond.

• Work with community collaborators to initiate and sustain STEAM learning opportunities.

During this project, the library will have a STEAM exploration space, active STEAM learning programs, and STEAM outreach kits—along with interactive traveling exhibitions! The next exhibit arrives during the first week of July and is entitled Soy Super Curios@ / I’m Super Creative.

Learn about outer space, weather, oceanography, and more through an interactive global display. Challenge your observation skills and explore citizen science opportunities to study animals, weather, the night sky, and more in this hands-on experience.

This exhibition is especially designed for tweens 10–13 years old and their families, but people of all ages will have fun learning and exploring. The exhibition is written in both English and Spanish and offers so much to see and do! Community members have opportunities to practice citizen science skills and try asking their own "super" questions.

The display will remain on-site through the end of September and will host three activities: a Curious World Trivia Game, a Wonder Worlds floating planet, and a Critter Cam that views a shark tank, birdfeeders, penguins, and an African wildlife park.

Hearing Protection Vigilance for Children. With children across the country gearing up for summer break, the American Speech-Language-Hearing Association (ASHA) is urging parents and caregivers to be mindful of seasonal hearing hazards that could put children at risk for noise-induced hearing loss. Among these hazards—which are especially prominent during the summer months—are unsafe listening to personal audio devices and exposure to noisy public events and venues such as concerts, sporting events, and fireworks. Anyone with concerns about their hearing should seek an evaluation from a certified audiologist. Visit asha.org/public to learn more.

An Update on your Family’s Health and Welfare

Tips for a Safe Fourth of July

“Bombs bursting in air” is an Independence Day tradition, but unfortunately, many family festivities are ruined when someone becomes seriously injured. According to the U.S. Consumer Product Safety Commission, it’s estimated that 11,500 people were treated in emergency rooms for firework-related injuries in 2021, with a 25% increase in firework-related injuries between 2006 and 2021. About 32% of the emergency department-treated fireworks-related injuries in 2021 were for burns, with hands and fingers (an estimated 31% of injuries) and head, face, and ears (an estimated 21% of injuries) most often injured by fireworks. To help you celebrate safely this Fourth of July, the National Council on Fireworks Safety offers the following tips:

• Always read and follow label directions.

• Have an adult present.

• Buy from reliable sellers and stay away from illegal explosives.

• Use outdoors only and always have water and a bucket handy.

Brush Up On Life Jacket Safety

California State Parks' Division of Boating and Waterways (DBW) encourages all boaters to brush up on boating safety skills to prepare for boating season. Make the most of your family's boating adventure by being responsible. One of the important safety measures to take while boating is wearing a life jacket.

“With the weather warming up, the snow melting from this year’s historic snowpack and boaters heading out to the water, it is crucial that life jackets are worn at all times while boating,” says DBW’s Deputy Director Ramona Fernandez. “Just like you wear your seatbelt in the car, wearing a life jacket while boating is one layer of prevention to avoid unnecessary tragedy.”

U.S. Coast Guard statistics show that drowning was the reported cause of death in four out of five recreational boating fatalities in 2021 and that 83% of those who drowned were not wearing life jackets.

Newer styles of life jackets are much more comfortable, lightweight, and stylish compared to the bulky, orange life jackets of the past. There are innovative options that are much cooler in the warmer weather and allow mobility and flexibility for activities like boating, fishing, or paddling.

Heed these helpful tips for selecting and maintaining life jackets:

• U.S. Coast Guard–Approved: Wear only U.S. Coast Guardapproved life jackets while boating. Look for the approval number located on the inside label.

• Proper Fit: Life jackets are sized by weight and chest measurements. An adult-sized life jacket is not suitable for a

• Light only one firework at a time and never re-light a “dud” firework. Wait 15–20 minutes, then soak it in a bucket of water.

• Store fireworks in a cool, dry place.

• Dispose of fireworks properly by soaking them in water and then disposing of them in your outdoor trash bin.

• Never throw or point fireworks at other people.

• Never carry fireworks in your pocket.

• Never shoot fireworks in metal or glass containers.

• Always wear eye protection and never have any part of the body over the firework.

Make sure to go over the rules with everyone who is present— even the younger kids. Talk to older kids about leading by example for the younger ones.

• Intended Boating Activity: Make sure that the life jacket is approved for the specific boating activity in which you plan to participate.

• Good Condition: Check the life jacket before use to ensure it is in good condition. Replace a life jacket that has faded labels, rips, tears, mildew, loose or missing straps, frayed webbing, or broken zippers or buckles. If an inflatable life jacket is used, check recommendations from the manufacturer on the CO2 canister and arming mechanism, and replace as necessary.

• Children and Life Jackets: Under California law, every child under 13 years of age on a moving recreational vessel of any length, must wear a U.S. Coast Guard–approved life jacket in serviceable condition and of a type and size appropriate for the conditions and the activity. Many cities and counties also have regulations about children and youth life jacket requirements along rivers and lakes. Always check with local managers about life jacket rules.

• Life Jacket Loaner Program: DBW partners with local agencies to ensure boaters have access to life jackets. A life jacket can be borrowed from more than 100 life jacket loaner stations throughout the state. Visit dbw.parks.ca.gov and search "Life Jacket Loaner Program" for a loaner station near you.

Swim Safely This Summer

In light of recent high-profile drownings and the number of drownings increasing overall, the importance of water safety for young children cannot be overstated. According to the Centers for Disease Control and Prevention, drowning is a leading cause of accidental death for children between the ages of 1–4. Research shows formal swim lessons reduce the risk of drowning by 88%, making it essential for parents to take proactive measures to help keep their children safe around water.

Melissa McGarvey, Aquatics Director with British Swim School, emphasizes that infants as young as three months old can start to learn important swim skills that could potentially save their lives.

“Water acclimation programs relieve fear and promote confidence for swimmers no matter if they are just starting lessons at 3 months old, or if they are coming for the first time as a 3-yearold. This process will increase a child’s awareness of the water and their ability to respond to novel situations,” says McGarvey. “Once they have mastered water acclimation, they can move on to learning survival skills such as submersion and floating on their back with their ears in the water.”

One of the key benefits of starting swim lessons at a young age is that children are still developing their cognitive and physical abilities, which means they are more open and receptive to learning new skills. This makes it easier for them to learn important skills that will help keep them safer in and around water as they grow older.

McGarvey is passionate about giving parents peace of mind having their kids around the water. She says teaching lifesaving skills is important for all ages. “When a child is crawling, they‘re moving and they’re mobile, they should learn to and instinctively know how to roll on their back and float,” she adds.

So, how should you start the process of looking for swim lessons? The first step is to find a reputable swim school in your area. Look for a school with experienced instructors and one that always has a certified lifeguard. In addition, it’s important that as a parent, you are able to stay on the premises to observe the lessons taking place. You may also want to look for a school that offers classes specifically for infants and young children.

It's important to keep in mind that swim lessons are just one layer of protection when it comes to keeping your child safe around water. Swim lessons don’t make your child “drown proof.”

McGarvey reminds parents that life jackets do not replace supervision. It's also a good idea to teach your child basic water safety rules, such as never swimming alone. The National Drowning Prevention Alliance recommends several books you can read with your child to instill water safety messaging in a fun and engaging way.

Additional advice from McGarvey includes draining and taking the air out of an inflatable pool when you’re finished, having a secure gate around the pool area, and pulling everything out of the water to deter any wandering and curious children.

Parents should also consider taking a CPR course. The American Red Cross offers a searchable database of training opportunities.

In addition to helping prevent drowning, swimming lessons can also provide numerous other benefits for young children. For example, swimming can help improve coordination, balance, and motor skills. It can also help boost confidence and self-esteem, as children learn to master new skills and feel more comfortable in the water. Plus, it's a great outlet for your child’s boundless energy!

Kid-Friendly Backyards to Inspire Nature Play

As the weather warms up, it is a wonderful time to encourage children to play outside more often. The natural world offers both physical and emotional benefits for kids—helping them feel happier, healthier, and calmer. Yet, it can sometimes be challenging to get kids to play outside since nature often has to compete with screen time. With kids’ outdoor play time declining sharply in recent decades, it is more important than ever to incorporate nature time into our family’s routine. Fortunately, many of us have the perfect place to do just that: our own backyard.

So, how can we make the backyard more attractive to our kids so they will want to head outside? There are many fun, easy

ways to set up your backyard to encourage more outdoor time.

Water Play

Spending time in and around water has a tremendous soothing effect, helping kids feel more relaxed and refreshed. Both swimming and floating have been shown to reduce stress and boost moods. These activities also provide hours of enjoyment and exercise for kids of all ages, whether they are swimming laps, doing cannonballs into the water, playing in the sprinklers, or engaging in water sports.

You can be sure your kids enjoy water time out back by providing a few key items. You might decide to invest in a pool for your family, but you do not need to build an expensive in-ground pool. A large inflatable one will also do the job. Make

sure to have toys and equipment that make pool time a blast for kids, such as goggles, rafts, tubes, sports games, snorkels, and of course sunscreen.

You can also set up a water table for the kids to splash around in. Be sure to include some floating toys like boats and marine animals for them to play with. Sprinklers are also an enjoyable way for kids to cool off and get some exercise as they run around in the backyard. Finally, every child will love playing on a slip ‘n slide or similar water play mat.

Arts & Crafts

Another way to get kids interested in heading outdoors is to set up creative activities for them. Children love arts and crafts, and it is a wonderful way to keep them busy and calmly focused on a project.

Always Here For Your Kids

Some ideas include setting up an outdoor easel or craft station in your backyard filled with art supplies. They can paint a picture of their favorite tree or draw a bird they see hanging out behind your house. You can also encourage them to collect nature items they find in the yard—such as sticks, flower petals, pinecones, rocks, and grass—to create a collage, nature mandala, or even musical instruments to play. Some kids also enjoy making fairies and fairy houses, which leads to hours of imagination time. Another fun activity is creating your own inks, paints, and brushes out of natural materials. The brushes, for example, can be made by wrapping yarn around sticks and making a brush head from pine needles, grass, or leaves.

The options for nature art in your backyard are endless. Some other ideas include nature photography, keeping a nature journal, sculpting animals out of clay, doing leaf prints, and making your own paper. The trick is to have supplies on hand and ideas ready to go to get your kids inspired.

Animal Connection

Children tend to love animals, so what better place to connect them to both pets and wildlife than in your own backyard? If you have a dog, you can encourage your kids to play outside with your furry family member. There is also so much wildlife out there if we just pay attention.

Make your own birdhouses to attract more birds to your backyard. Your kids will love looking out for new visitors and listening to their cheerful birdsong.

Create a wildlife Bingo game or scavenger hunt for your kids to find animals in your yard, such as lady bugs, squirrels, birds, bees, spiders, and more!

Have some science kits or outdoor exploration backpacks on hand. Many libraries now let you borrow kits that include a book on a particular science topic and materials for an experiment or project. Topics range from biodiversity to weather to insects and more.

Sign up for a citizen science project, which involves volunteering to collect scientific data for government offices and other organizations. Many of the projects ask people to count or take pictures of nature in their backyard, such as butterflies, flowers, or birds. By engaging in citizen science, your kids will not only help the scientific community, but also discover how incredible their own backyard is!

Gardening

Getting kids involved in the family garden is a wonderful way to make outside time enjoyable. They can help by planting, watering, and weeding. Gardening offers so many benefits, such as teaching kids about healthy eating, providing some light exercise, and offering a time to unwind and be mindful. The best part about this activity is your children will want to visit the garden over and over again to check on the progress of the growing plants.

You can engage your children by buying them their own gardening tools, asking them to pick out the seeds they want to plant, and using the produce you grow to cook meals together. Setting aside a section of your backyard to grow fruits and vegetables creates a special place for kids to gather outside. If digging an entire garden in your backyard sounds intimidating, consider starting slowly by growing a few herbs in containers or one vegetable at a time in large flowerpots.

You can also encourage more outdoor time by hosting a backyard BBQ or picnic featuring the produce from your garden. Any time you can take a meal or family gathering outdoors, you are helping to build a nature connection for your children that they will then end up seeking on their own.
