Key Regulatory Updates:

Reminder: Schedule Your Inspection Before the End of the Calendar Year

Per the National Organic Program’s (NOP’s) Strengthening Organic Enforcement (SOE) regulations, operations must be inspected at least once per calendar year.

What Does This Mean for Me?

Your operation must undergo an annual inspection at your listed address(es) at least once per calendar year.

Failing to schedule and undergo an inspection once per calendar year can result in a Notice of Noncompliance. This can result in suspension of certified organic status.

The Organic Certification Cost Share Program has received an investment of $8 million per year through 2031 under the latest federal budget reconciliation legislation. Organic Cost Share is a program that provides rebates to certified organic farmers, ranchers, and processors/handlers for their organic certification costs. This funding helps American farmers and ranchers maintain compliance and meet rigorous organic standards to stay competitive in a growing market.

The Organic Certification Cost Share Program reimburses a percentage of eligible certification fees. Scopes include: crops, livestock, handling, and wild crop.

In addition, registration in a state organic program, such as California’s, is also considered a scope and is eligible for reimbursement.

CCOF is happy to support our members in providing required paperwork. For California clients, we send each certified operation a packet with all necessary documents and proof of fee payment. For clients outside of California, we provide current proof of certified status and proof of payment, along with a list of Farm Service Agency office contacts to help guide you through the process.

Renew Your Certification

Each year, certified operations are required to submit an annual renewal contract and pay certification fees. You will receive a renewal package by mail and email in early November. Submit your contract and payment by January 1. This deadline allows CCOF to keep inspections as cost-effective as possible.

You may submit your contract and payment online at www.ccof.org/renew , through MyCCOF, by mail, or by phone at (831) 423-2263.

February 15: Last day to withdraw from certification without accruing 2026 certification fees.

Food Safety IFA v6 Update

All operations certified to the GLOBALG.A.P. Integrated Farm Assurance (IFA) Plants standard must be in compliance with Version 6 of the SMART and GFS standards as of January 1, 2025.

National Organic Program Certificate Updates Coming January 2026

All CCOF-certified operations will receive a new National Organic Program (NOP) certificate in January 2026. You will receive an email with your certificate attached.

CCOF sends new NOP certificates every January as a courtesy to our clients.

New organic certificates will also be sent throughout the year when there is a change to your operation that warrants an update, such as adding a new scope to your certification.

Your Client Profile Addendum and additional certification or verification certificates will continue to be updated upon completion of inspection review, or any time you make a change to your parcels, products, brands, facilities, and/or livestock.

Copies of your certificates are always available at MyCCOF.org.

Mushroom and Pet Food News:

The USDA has issued a proposed rule to rescind the Market Development for Mushrooms and Pet Food Rule. The rule was finalized in 2024 to provide regulatory clarity for these sectors within the organic program.

The USDA accepted comments on the proposal to rescind the rule from May 12 through June 11, 2025. CCOF submitted a comment letter opposed to USDA’s cancelation of standards for organic pet food and mushrooms.

The standards in question were developed over more than 15 years of stakeholder collaboration and NOSB recommendations, and they aimed to bring consistency and opportunity to areas of the organic market that have historically lacked clear guidance.

The 2024 rule aligned organic pet food with AAFCO nutritional guidelines, authorized the use of organic animal by-products, and permitted essential amino acids necessary for complete and balanced formulations. It also supported the competitiveness of U.S. mushroom producers by clarifying eligibility for organic certification.

Imports Arriving in the U.S. Without a Valid NOP Import Certificate

The National Organic Program (NOP) has published a new Frequently Asked Question (FAQ) for U.S. importers on the Strengthening Organic Enforcement website.

This FAQ outlines the responsibilities and options for U.S. importers when an organic shipment arrives without a valid NOP Import Certificate. See the NOP’s full list of FAQs at the QR on the next page.

We are committed to providing high-quality certification services at a fair and accessible cost. As part of our ongoing efforts to maintain exceptional service and operational sustainability, we regularly review our pricing to ensure it reflects current industry standards and the true cost of service delivery.

Beginning July 15, 2025, CCOF implemented modest midyear fee adjustments for some services that had not seen a price change in over three years, require additional staff time, prioritization, or specialized handling, or are elective add-ons or due to willful noncompliance.

Core Annual Certification Fee Adjustment for 2026

To support long-term sustainability and continue delivering high-quality service, CCOF will implement a 3.6% increase in core annual certification fees for 2026.

This adjustment reflects our move toward small, predictable annual increases—a strategy designed to minimize the need for larger, infrequent changes. By making modest updates each year, we aim to provide greater financial clarity and stability for our members.

CCOF Certification Financial Assistance

CCOF offers financial assistance to food producers who are facing emergency hardship, schools, nonprofits, previously incarcerated individuals, veterans, and beginning U.S. and Mexico producers.

NOP Cost Share Program

The Organic Certification Cost Share Program received an investment of $8 million per year through 2031 under the latest federal budget reconciliation legislation. CCOF will share details from the USDA on how the funding will be dispersed as it becomes available.

Food Safety Cost Share

Did your specialty crop operation incur on-farm food safety program expenses related to obtaining or renewing a food safety certification in 2025? Applications open until January 31, 2026.

CCOF Foundation Future Organic Farmers Grant

Future Organic Farmers gives $5,000 scholarships to students and early career farmers for organic-focused studies in college or vocational programs.

Canada Exports Now Require Digital Certificates

As a reminder, the Canadian Food Inspection Agency (CFIA) requires importers and brokers to provide a digital copy of organic certificates for all imported organic products as of May 26, 2025.

CCOF operations that export to Canada will be required to provide digital copies of their organic certificates to their Canadian importer to upload in the Canadian import system. Exporters should share the following certificates with their importer:

1. USDA NOP organic certificate (showing your organic certification)

2. Global Market Access (GMA) certificate (showing the required attestation statement “Certified in accordance with the terms of the U.S.-Canada Organic Equivalency Arrangement”), and

3. Client Profile (showing the specific products verified as compliant to the terms of the equivalence arrangement).

CCOF Foundation Hardship Assistance Fund

The CCOF Foundation offers direct financial support to certified organic farmers and ranchers in California who have experienced climate-related hardship. This includes funding administered in partnership with the California Department of Food and Agriculture (CDFA) through the CUSP program.

Grants range from $5,000 to $20,000. Eligible hardships include extreme weather and other climate-related events. Grants are reimbursement-based and awarded on a quarterly application cycle.

CCOF Foundation Grants for Organic Transition

Organic Transition grants provide financial support and technical assistance to California farmers and ranchers who want to shift into organic production. Program participants receive grants, mentorship, and technical support in agronomy, business and financial literacy, marketing, and market development over a three-year period.

The amount granted is $10,000 per year for three years, for a total of $30,000. There may be the opportunity for eligible transitioning farmers to qualify for an additional $1,000/ transitioning acre up to 30 acres for soil building practices.

Operating Manual Changes Going into Effect Soon:

Operations in Canada:

The Canadian Food Inspection Agency (CFIA) has published the latest update to the COR Operating Manual. CCOF is evaluating this new Version 20 for applicable impacts.

We will notify COR certified operations if any action is needed. The implementation date for the revisions is December 31, 2025.

Regenerative Organic Certified® (ROCTM) Operations:

The Regenerative Organic Alliance released an update to the Operations Manual for Certifying Bodies , which went into effect October 1, 2025. This manual describes certification services requirements for ROC TM -approved certifying bodies, and includes information pertinent to certified operations, such as unannounced inspection, noncompliance, and adverse actions procedures.

CCOF has evaluated this updated manual for applicable impacts and will notify ROC TM operations if any action is needed.

“With organic transition, do I have to wait three years to harvest?”

As many of you know, the amount of time needed for land to be eligible to be certified organic is three years since the date that any prohibited materials were last applied. But did you know you can plant (but not harvest) before those three years have passed?

You can plan ahead for your eligibility date and plant a crop that will ripen and be ready for harvest on the date the land is eligible for organic certification! (You can also apply for a transitional certificate after one year if you’d like to get started with crops that are certified transitional.)

So how do we figure out if the land is eligible?

Well, CCOF asks you and anyone else who managed the land in the last three years to sign an attestation. That’s an official affidavit of what has been applied to the land for the last three years. If you’ve managed the land for the last year, then you would complete an affidavit of land history for that year, and whoever managed it the previous years would sign an affidavit of land history for that time.

Once we’ve accounted for the full three years, we can establish a date of eligibility. (Land that’s been fallow for three years with no prohibited material applications is easier; it’s eligible today.) It’s that easy!

Now go out and find that piece of ground, certify it organic, and get ready for your harvest!

Sustainable Conservation and the California Alliance with Family Farmers, along with University of California Agriculture and Natural Resources, California Department of Food & Agriculture, and other partners have released a new guidance document — Cover Cropping in California’s Water Scarce Environments — to help growers harness the many benefits of cool-season cover crops while reducing water use.
