GLENSHIRE DEVONSHIRE RESIDENTS' ASSOCIATION | THE SHIRE | 3

MESSAGE FROM FORMER GDRA PRESIDENT Dear Glenshire and Devonshire Neighbors, As we transition into fall and prepare for another winter in the Sierra, there is plenty happening throughout our community. The Board and Association staff have been working on several important initiatives, from wildfire preparedness and long-term financial planning to maintaining and improving the amenities that make Glenshire such a wonderful place to live. One of the most significant developments in recent months has been the adoption of updated Defensible Space Rules. Wildfire preparedness continues to be one of the most important issues facing our community, and these updates represent an important step toward improving the safety and resilience of our neighborhoods. Developed with input from residents and the Truckee Fire Protection District, the rules establish clearer expectations for vegetation management while complementing existing fire safety efforts. Protecting our community from wildfire is a shared responsibility, and the steps we take individually can make a meaningful difference for our neighbors. The Board has also been working on the 2027 budget, evaluating the Association’s financial needs and priorities for the coming year. With rising costs for maintenance, utilities, insurance, and other essential services, balancing expenses while keeping assessments reasonable remains an important priority. Long-term planning is essential to maintaining our facilities, open spaces, and the quality of life we all enjoy. As we look ahead, I’d also like to emphasize something I’ve encouraged throughout my time on the Board: the importance of community involvement. Our Association is strongest when residents take an active role in shaping its future. Whether through volunteering for projects, serving on committees, attending Board meetings, or simply sharing ideas, there are many ways to contribute. I hope more residents will consider getting involved. Our community benefits tremendously from neighbors who are willing to give their time, share their experience, and work together toward common goals. On a personal note, September marked the conclusion of my time serving on the Board of Directors and as Association President. Following the sale of my home, I stepped down after our September 23 Board meeting.

Although my Board service has come to an end, I’m fortunate to still call Glenshire home and look forward to remaining an active part of this community. Serving on the Board has been a rewarding experience, and I’m grateful for the opportunity to contribute to a place that means so much to me and my family. I’ve gained a much greater appreciation for the work that goes into maintaining our neighborhood and for the people who dedicate their time to doing so. I want to extend my sincere thanks to my fellow Board members, our Association staff, committee members, and volunteers. Their commitment and hard work, much of which happens behind the scenes, are essential to the continued success of our community. At the October 17th Board meeting, the Board appointed Adrian Juncosa as the Association’s new President. I want to congratulate Adrian on his appointment and wish him and the entire Board continued success in their roles. I encourage residents to offer the same support, participation, and constructive feedback that are so important to effective community leadership. The Association’s future depends on all of us working together, and I look forward to seeing the progress that lies ahead. While this is my final President’s Message, I hope it isn’t the end of my involvement with the Association. I intend to remain active in Glenshire and the greater Truckee community, and I would welcome the opportunity to serve on the Board again someday. Glenshire and Devonshire are special places, not simply because of our beautiful surroundings and shared amenities, but because of the people who call these neighborhoods home. I’m grateful to be among them, and I’m optimistic about what the future holds for our community. Thank you for your support, your involvement, and the opportunity to serve. I look forward to seeing you around the neighborhood.

James Bartlett GDRA Board President

MESSAGE FROM THE MANAGER Greetings! I hope everyone enjoyed summer! It’s hard to believe we’re already into the Holiday season!

Pool Season Our team made great efforts to make this summer another enjoyable one for our Members. Topher and his staff did a great job! The pool successfully remained open from Memorial Day weekend to Labor Day weekend, with minimal closures. Swim lessons were again very successful. Our great pool team went above and beyond by extending the swim season for our Members into the fall semester. We hope we can get them back next summer and wish them all the best during this school season. Huge thanks to Topher and Monica, our facilities coordinator and assistant, for helping maintain and beautify the grounds and facilities this season!

Summer Activities In addition to the pool, there were many other activities at GDRA this summer. Tennis classes continued, and we hope to expand these lessons next summer! Reach out to the office if you are interested in joining the classes in 2027! Yoga classes were again very popular this summer on Tuesdays and Thursdays with an early start time of 7:30am for the summer months. The classes have returned to a 9:30am start time for the fall and winter. All our amenities: pool, tennis, pickleball, basketball, tetherball, the playground, and the lake trail where all highly frequented by Members. Clubhouse, gazebo and pool rentals were very popular this year.

line items to reduce to allow for another fuels reduction project in the GDRA common area in 2027! The 2027 budget was approved at the October Board meeting, and the annual Budget and Information report has been distributed to all owners. Please reach out if you have not received this report, or if you have any questions. You can review the report on the Association homepage at www.glenshiredevonshire.com.

Defensible Space / FireWise We are in our 8th year as a designated FireWise Community. This provides the entire community with wildfire safety resources and possible insurance discounts. With help from our Members who log their defensible space and home hardening activity at www.glenshiredevonshire.com, we can renew this designation for 2026. • If you haven’t already, please log your Defensible Space and Home Hardening Hours ASAP, as our annual submission is due November 23rd. Includes green bins, green waste curbside pickup, vent and gutter upgrades, contractor hours, etc. • GDRA Defensible Space staff may continue to inspect Glenshire/Devonshire properties this fall/winter. So please expect to see our defensible space inspectors in your neighborhood.

E-Vehicles in Common Area Over the past few months, reports of e-bike and other e-device safety concerns in GDRA common area have increased.

We are pleased so many Members enjoyed summer here! A huge thanks to all our Staff, Volunteers and Members for making this summer a huge success!

We encourage GDRA members and their guests to ride safely to help protect our residents and the wildlife. For more information, please read the article on page 14 of this Shire.

2027 Budget

Wishing everyone Happy Holidays!

The Board and staff have been working on next year’s budget for several months, using the 2026 Member survey results and Member comments as a guide. That said, the survey indicated Fire Safety and preparedness as the highest priority. Therefore, we spent time finding

Slow Down, the Deer are Leaving Town There have been many deer/vehicle collisions on Glenshire Drive and Hirschdale Road over the past few years! Please be aware! The Glenshire region serves as a large part of the traditional deer migration corridor used by the Verdi sub-unit of the Loyalton-Truckee Mule Deer Herd, for their winter and summer migration. Driving through this forested region, you would assume there were deer everywhere, but in fact only a single herd remains and their numbers are declining. Protecting habitat and limiting threats to this herd, especially along the migration corridor, is considered critical by many biologists, and it is up to us to help. Deer are very active in our region spring through fall. They tend to arrive in April/May and start migrating back to their wintering grounds October through December.

THANK YOU FOR SLOWING DOWN in Glenshire/Devonshire

Watch for kids, Cyclists, Animals

Factors in the decline of deer populations include habitat loss or change, predation (by both human and wildlife predators), vehicle collisions, and disturbance of doe-fawn pairs by human-related factors including uncontrolled dogs. We can all help in efforts to preserve this herd by driving carefully while watching for deer on sides of the roadways. These efforts will also help with increasing the safety of ourselves and other wildlife.

GDRA IMPROVEMENT PROJECTS We want to remind our Members that we secured the Amenity Gates with coded access controls this year. The pool, playground, and tennis gates have been secured, fulfilling our insurance requirements and protecting the Members’ amenities from vandalism or misuse. (Codes will change periodically. Please contact us at info@ glenshiredevonshire.com or 530.587.6202 if you are a Member and need the code.) We also retrofitted additional solar panels to the existing system on top of the maintenance building to the maximum allowed, to further maximize utility cost reduction. On top of all these improvements, the Clubhouse buildings were restained this year.

BE A GOOD NEIGHBOR

Ways to be A Good Neighbor In Your Glenshire Community Use Dark Sky Exterior Lighting Dark skies are one of the reasons many of us live in the mountains and not in a city. The Town of Truckee and Glenshire have Dark Sky ordinances to reduce light pollution. Studies have shown that bright lights are harmful to wildlife, affecting feeding, mating, and more. Visit www.darksky.org for more information. LESS OF OUR LIGHT, MORE STARLIGHT! Please Contact The Association Before Starting Exterior Improvements — Fences, Landscaping, Lighting, Painting, Parking, Roofs, Sheds, etc. Some owners may not be aware that, to maintain aesthetics in our community, most GDRA exterior improvements must go through the Design Review Committee (DRC) approval process, according to our HOA CC&Rs and Rules. Some owners believe the HOA may overlook unapproved improvements. Even

so, submitting a design review application is the right and neighborly thing to do. The Association eventually becomes aware of unapproved DRC projects, and below are issues that occur for exterior projects not approved through the DRC process. ► HOAs are required to perform a full exterior inspection for homes being listed for sale, and unapproved projects interrupt the escrow process and can even cause the sale to fall through. ► Non-compliance fines may be implemented. ► There can be significant extra costs involved if the project needs to be amended to meet GDRA CC&Rs and Rules. To help avoid additional time and costs, we encourage owners to contact drc@glenshiredevonshire.com before planning an exterior project or purchasing materials. DRC staff is available to help streamline the process.

GDRA COMMON AREA RULES Motorized and E-Vehicles in GDRA Common Areas or Open Space There have been increasing safety concerns around e-bikes and devices within our common area. "No Motorized" signs have been posted in GDRA private common area for years now. As a reminder, HOA boards are responsible for addressing safety, liability, and insurance risks that affect their Association. As part of this responsibility, you may see new signage about restrictions on e-bikes and devices in our common areas. We ask for your understanding as the Board carries out this responsibility. The Board would like to continue discussions with our Members to find a solution that works for everyone. This was a topic at the last few Board meetings, and discussions will continue. At these meetings, we learned that some fires were caused by e-bikes in GDRA common areas this past summer. Fortunately, the fires were addressed before they spread out of control. A friendly reminder to all Members and guests - Please ride safely and avoid speeding. Thank you!

Are you ready for winter? Winter is almost here, and with winter weather comes the potential for power outages. Taking the time to prepare now for potential outages may help to reduce discomfort if one occurs. Use our tips to get started. Scan here to view preparedness tips:

Holiday Lighting Guidelines The holidays are here, and all our favorite decorations are out of storage! Here at the GDRA, we don’t have anything against the neighbors enjoying the festivities and decking the houses with colorful lights and decorations. The more the merrier! However, here are some helpful tips and tricks to give a gift to our nocturnal animal neighbors this winter. ►Keep your lights on a timer to turn off past 10pm. ►Avoid large spotlights. Be aware that disruptions to the environment have an effect on the local wildlife, just as much as they have an effect on you. Excessive extra light coming in your windows at night can disrupt sleep patterns, changing your mood, and causing a lack of rest through the night. Look out for yourself and your woodland friends by turning the lights off before going to bed. Happy hibernating!
