The 2026 Pool and Play Season is just around the corner. Here at the GDRA we plan to open the pool on Memorial Day weekend and tentatively plan to operate on weekends until approximately June 18.

Spring has sprung! I hope everyone has had a chance to get outside and enjoy the early warm weather. As we move through spring and into summer, wildfire conditions across our region continue to highlight the importance of preparation and awareness. Wildfire risks are high this year, and while we have made meaningful progress as a community, the work is ongoing. The work we have done together to reduce wildfire risk, including efforts supported by Measure T, has been significant and made a real difference. At the same time, it remains the responsibility of each of us to maintain defensible space and follow best practices. Our shared effort helps protect our homes and our neighborhood.
We have also reached an important milestone as a Board. With the addition of two new Members, all Board positions are now filled, and we are ready to continue moving forward. We are also in the process of hiring a Community Standards Coordinator who will support our staff and

We would like to create more opportunities for neighbors to connect and strengthen our community, and we are currently looking for volunteers to join committees and assist in the planning and execution of a Membership appreciation event. Board meetings are open to all Members and are a real opportunity to stay informed, understand how decisions are made, and share your perspective. When more Members are at the table, the Board does its job better and the community benefits. We would love to see you there.
I want to end by acknowledging the people of Glenshire Devonshire who play an important role in the broader Truckee community. Teachers, healthcare workers, law enforcement, tradespeople, hospitality workers, public works employees, business owners, nonprofit leaders, and service workers all call this neighborhood home. The strength of this community comes from the people who live here and the contributions they make every day. You help make the Town of Truckee run, and that matters. It is important to remind ourselves of that and take pride in it.

James was quite thorough in covering our community association updates in his President’s message on page 4, so I think I will just expand on some of his points.

Why Update our Amenity Access Systems?
Of course, to enhance our Members’ experience, protect our wonderful amenities, and help retain adequate insurance coverage. And, because GDRA is a “Private” Homeowners Association. Most HOAs use security personnel, gates, locks, parking rules, etc. to restrict non-resident access. Our access system updates are designed to make transitions easy for Members and guests. We appreciate your patience during these updates.
Since GDRA must comply with a range of private HOA regulations, including insurance requirements, we are committed to meeting applicable private HOA
standards. On that note, we were highly scrutinized during our recent annual insurance renewals, and access control was a key aspect that helped us obtain coverage with an A++ admitted insurance carrier at a competitive rate.

California HOA
California private Homeowners Associations (HOAs) generally cannot “serve the public” because they are private, non-profit corporations established for the specific benefit of their Members. The Davis-Stirling Act is the primary body of law (Civil Code § 4000 et seq.) that focuses on the internal governance, finances, and maintenance of common interest developments for residents, not public service.
Common Areas and Amenities, like pools, tennis courts, and clubhouses, are owned by the association's Members and maintained by the association.
Opening these to the public creates liability risks and maintenance costs that Members are not typically willing or legally able to subsidize. These are typically restricted to residents and their guests.
Fiduciary Duty
Board Members have a legal responsibility to act in the best interests of the association and its Members. Using HOA resources or facilities for the general public could be considered a breach of this duty.
Private Funding
The organization is funded entirely through dues and assessments collected from property owners, not through local taxes.
I hope this provides our Members with a clearer understanding of what it means for our Association to operate as a Private HOA.
On another note, please consider completing the short “Member Survey” published in this Shire edition. The Board wants to hear from our Members. You can go online or tear out the Shire survey and drop it by. Deadline is May 27, 2026. The survey will be distributed via email in early May for those Members who are signed up for “non-required” documents. Go to page 12 to complete the survey.

Do you have experience you can contribute to help guide the direction and success of our community? If so, there will be two board vacancies to be filled this fall.
What is the Board of Directors?
The Board of Directors is a fivemember team of unpaid community volunteers who are elected to govern the financial management and general operation of Glenshire/ Devonshire Residents’ Association. It is their duty to act in the best interests of our nearly 1,400 member households. This includes enforcement of rules and CC&Rs, responding to and finding resolution to neighbor complaints, maintaining our common areas/open space, establishing and overseeing the budget and overseeing management and repairs of our facilities.
What's Required Of Board Members?
Board Members are elected to two-year terms and are expected to attend monthly board meetings that usually last two hours. There are occasionally special meetings called requiring time outside of meetings to research and work with committees, members, and staff to move issues and projects forward. Other duties include:
· Develop Community leadership by example.
· Work with Directors in a collegial relationship, presenting opposing views with professionalism and civility.
· Provide assistance and feedback to staff to ensure success of the operations.
· Continually strive to be better informed in the issues and laws to improve decisions.
· Act in accordance with the Code of Conduct and in compliance with State business law.
Procedure to Run For The GDRA Board
1. Complete a Candidate Nomination Form by downloading at glenshiredevonshire.com or request from the office. The nomination form includes a request for director election statements outlining your qualifications and why you would like to serve on the board. Your submission will also require a copy of a recorded grant deed, and conflict of interest and good standing statements.
2. The nomination form and director election statements should then be delivered by July 17, 2026, 5pm to the Association via email at info@glenshiredevonshire. com or if unable to email, mail or deliver a hard copy to GDRA, 15726 Glenshire Drive, Truckee, CA 96161. We strongly recommend that you submit your application several days earlier in case any missing information is found.
When you step up to help lead our community you not only will be ensuring and making a meaningful difference in the quality of our way of life, but you will also find it to be a rewarding experience that connects you even more deeply with this unique and special community. The Association is preparing for its annual Director election. Members of the Association are invited and encouraged to become candidates in this Director election. There are two (2) positions to be filled on the Board of Directors. Director election statements that are received by the deadline for nominations will be photocopied in black and white as submitted by the candidate and will be included
with the voting materials, which will be mailed to all members. By submitting a director election statement, you accept full responsibility for its content. It is each candidate's responsibility to confirm that their written nomination to be a candidate and director election statement was received by the inspector of elections.

My background in community engagement and service through my work at Sierra Senior Services as the Director of Operations, being an Ambassador for Truckee’s Chamber of Commerce, and my membership in the Truckee Host Lions Club has equipped me with valuable experience in understanding diverse needs and fostering inclusive environments. My primary goal is to bridge the gap between the vision for our community and the needs of its residents. I am dedicated to identifying areas of improvement, enhancing communication channels, and ensuring transparent decisionmaking processes. Adrian Juncosa, GDRA Board Vice-President
I have decades of experience in legal and regulatory matters, and very strong knowledge of several technical subject areas that are crucial to our community (fire science and aquatic ecology). I’ve put time and energy into improving community fire resistance, the lake, and other common areas, and into helping to operate the Association in a businesslike manner. I am an Ecological and regulatory consultant and have operated my own business for 25 years, initially as a sole proprietor, then as President of the corporation. Previously, I was a senior scientist at two major consulting firms in Sacramento. I have served on the GDRA Board and Firewise Committee for the last 3+ years.
William "Bill" Davidson, GDRA Board Member at Large
I have lived in Glenshire for over 30 years. Love the relaxed, family lifestyle, and that on holiday weekends we are not impacted by the tourists. I am an avid skier in the winter and hiker in the summers. And love going camping in my camper van… especially to the canyons of SE Utah to hunt for ruins in the remote, seldom visited canyons. Back in the 90’s I was on the Tahoe Nordic Search and Rescue ‘A’ team, going out at night to find lost skiers. Retired Contractor that holds various inactive licenses. College graduate, and former successful business owner for 20 years. Experience with contract administration and staff management.
Peter Sorenson, GDRA Board Secretary
I have a technical and professional background in physics, experience with energy efficiency and managing projects for the Department of Energy. I am an avid outdoorsman and am committed to improving the quality of life in our community: for my kids, my wife, and all our neighbors. I have several ideas for improving our little neighborhood, from erosion control and trail maintenance in the open spaces, to burying power lines around Glenshire (admittedly a tall drink of water) and many other things in between.
Seth Warren, GDRA Board Member at Large
Seth Warren was raised in Antioch, California and moved to Truckee with his family in 2020. Seth's wife of 10 years, Lindsay, is a fantastic mommy to their children Boden and Adelaide. After working as a civil engineer in the private sector as well as for Placer County's Tahoe Engineering Division, Seth recently joined Siegfried Engineering as the lead principal for their Truckee office. His key engineering interests, and ways he hopes he can help serve the Glenshire community, include bicycle facilities, pedestrian paths of travel, and public placemaking. Seth's hobbies include chasing his kids around the Glenshire Pond after work, climbing, biking, and tennis.

Stop for School Buses!
A Message from TTUSD: TTUSD asks all drivers to stay alert and obey school bus laws. When a bus is stopped with red flashing lights and its stop sign extended, drivers in all directions must come to a complete stop. We have noticed an increase in cars passing stopped buses, which poses a serious risk to students who may be crossing the street or hidden in blind spots. Please keep our students safe by remaining patient and attentive when near a bus.
Please remember that GDRA requires dogs be leashed when they are on the GDRA Pond Trail or GDRA Common Area. This is to protect other Members, their dogs, and the wildlife. Please note that signs are posted around the Pond and Common areas as a reminder.

Are you looking for a fun, social game of tennis? The Glenshire Tennis Group may be just the ticket. If your level of play is early-intermediate through advancedintermediate (USTA 3.0 thru 4.0) and are interested in a regular weekly opportunity to play we have a fun group for you.
Each week we play Thursday and Saturday mornings at 9am. The format is a 3-set round-robin, switching partners each set. In addition, we hold a First Sunday Social on the first Sunday of each month with play from 4 - 5:30pm, followed by a potluck social.

Warm temperatures returned early to the Shire this spring! The 2026 Pool and Play Season is just around the corner. Here at GDRA we plan to open the pool on Memorial Day weekend and tentatively plan to operate on weekends until June 18 after school is out for the year.
We are introducing new Amenity Access Fee memberships this year! This means greater convenience for Members and guests, and will allow staff greater flexibility to maintain all operational needs. Because of the switch to Amenity Access Fees instead of regular pool passes, staff are legally allowed to use a
new tool at the facility. Staff may now display a “No Lifeguard On Duty, Swim At Your Own Risk” sign to allow them to attend to other responsibilities off the lifeguarding stand as needed. This sign will be accompanied by auditory/verbal instructions notifying pool goers when there is no lifeguard on duty. This also reminds all Members that children and underage guests will continue to be your responsibility while on the premises, regardless of the presence of a lifeguard on duty.
When it comes to playing at our sport courts or playground, all Members will now be required to
purchase amenity memberships, and sign waivers to access your amenities. These amenities will be secured to help protect our collective investment in these wonderful facilities. You can purchase seasonal access to these amenities for you and your household members, and day passes will also be available either online through our pool software, or by visiting the Pass Office located at the pool. Discounted 10 packs of day passes will also be available for your guests.

Please ensure that you don’t bring any forbidden materials or items. You will not be able to dump them, and it will slow down the line of cars trying to access the dumpsters. Legacy Day returns for its fourth year to Donner Memorial State Park. It’s a free (the $10 parking fee remains in effect), family-friendly event with live music, a food truck, historical half-mile tours, children’s activities, visiting exhibitors, and a riveting talk on the perils and rescue efforts of the Sugar Pine.
This is a celebration of the land’s legacy, its cultural and natural history, and the people who inhabited the land.
Invasive Weed Day
The date is to be determined, but usually happens in early July at 8 or 9am until around 12pm. Join us around the Glenshire Pond and GDRA common areas. Bring heavy duty gloves and some yard clippers.

Bench Damage
Our son's memorial bench, dedicated in his honor and a place of remembrance, love, & reflection for our family, was recently damaged with deep scratches. We kindly ask everyone to help look out and report any suspicious activity and appreciate the community's support in keeping our neighborhood respectful and safe.
