the fire, and putting them at risk. Low-intensity surface fires can still generate some embers and spread to parcels without good defensible space, but at least firefighters can face and control them. (See the maps on pages 7 & 8 for the locations of the projects.)
We’re really eager to get this work done ASAP. It is a major action to improve the community’s fire resistance and fully merits the investment of time and funds that it has taken to secure the funding. The Board approved a dues increase, primarily for the purpose of improving fire resistance, and this is a big piece of that. Members who responded to our survey emphasized fire protection as the highest Association priority, and we listened (not least because we share that opinion). Which reminds me to urge any member with some ideas about the direction of our community and energy to try to realize them to run for one of the open seats on the Board. We really welcome new participation.
Finally, GDRA Director James Barlett is coordinating an effort to have a community event on August 23 or 30 with a common area walk, food, fun, neighbors. I’m psyched and hope it’s a big success. Hold those dates and stay tuned for more information!

Happy Summer! This season sees the most activity at our facilities. Whether enjoyment of trails, pool, courts, classes, clubhouse, gazebo, playground, birds, views, or nature, it’s nice seeing so many of our Members experiencing these good times!
GDRA Pool Staff
We are excited to welcome returning pool staff Brody, Callie, Carter, Colton, Gina, Madden, Trevor, and Wade, along with new pool staff Avery and Nate.
Amenities
Classes being offered at our amenities this summer include swimming, tennis, and yoga. Rentals of the clubhouse, gazebo, and pool pavilion are also offered. Details can be found on the Event page in this Shire and the GDRA website.
Many reserves and maintenance projects took place at the GDRA facilities this spring and summer, keeping us quite busy, especially our facilities coordinator, Topher. Projects included:
• Replacement of much of the clubhouse walkways
• Resurfacing the sports courts
• Completion of the main pool renovation
• Re-paving and re-striping the main parking lot
• Installing a new shade structure at the pool
Projects planned for this fall: replacing the playground fencing and dumpster fence, and re-keying the clubhouse and maintenance building.
Note: The wading pool closed in mid-June for equipment repairs, and we hope it will be open by the time this Shire issue is received.

Reminder that GDRA performs follow-up defensible space inspections on properties inspected by Truckee Fire within Glenshire Devonshire. We appreciate owners emailing or dropping off their TFPD inspection reports! Expect to see our inspectors May through December.
Don't forget to log your defensible space hours at glenshiredevonshire.com. This significantly helps us maintain our annual Community Firewise designation. A new item that helps us maintain our Firewise designation is to have 60% of our owners signed up to receive non-required notices via email. Please help us reach this goal and update your GDRA Owner Contact Information form, which can be found in this Shire and at glenshiredevonshire.com.

Rules Updates
The Association’s Board of Directors, staff, and Design Review Committee have been working on GDRA Rules revisions over the past few months. The plan is to review and discuss proposed drafts of each Rules section at the next few Board meetings. Once the draft document is finalized, it will be available for Member review and comment. We welcome Member comments at any time during this important and lengthy process!

The candidate nomination deadline was July 28th. We plan to hold a “meet the candidate’s night” at our September Board meeting. The ballot deadline is planned for October 8, 2025.

Wildfire Resilient Forest Coming Soon
Truckee Fire Protection District is planning to implement a critical fuel reduction and forest health project to protect the community of Glenshire and improve evacuation routes in the event of a wildfire.
Work will begin in August 2025. For public safety, pedestrian access to this area will be restricted during active operations: Monday-Friday from 7am - 5pm. Please plan accordingly. If you hear or see equipment working, please do not enter the area.

Are you selling or planning to sell property in Glenshire/Devonshire?
Firstly, we’re sad to see you go. Best of luck in the next beautiful corner of the world that you get to call home. Secondly, here is a helpful HOA cheat sheet to help your sale go smoothly and avoid delays in closing. We want your escrow process to go as hassle-free as possible, here’s how to avoid the main hold-ups!
Staff perform exterior inspections of every GDRA property during the process of a sale to ensure that the property is in compliance with all Association governing documents.
The TOP 3 items called out during our point of sale exterior inspections
Unapproved Design Review Committee(DRC) Projects If you have completed exterior improvements that did not go through the DRC approval process (or didn’t know that they needed to go through the DRC), then our inspectors will call it out in the HOA inspection letter. Don’t know if your exterior projects are approved? You can reach out to the GDRA office, and we can check our records. If the inspector discovers that one or some of your eligible exterior projects are not approved, the GDRA office can help you prepare a DRC application to submit for approval. Please keep in mind, this is a three-week process, and we recommend you reach out to the GDRA office and start the application process as soon as possible in an effort to get it approved before the close of your escrow. We always try not to hold up the escrow, but sometimes it happens if the DRC process isn’t started soon enough for any projects that require it.
Dark Sky Exterior Lighting Fixtures According to our CC&Rs All exterior lights shall be directed downward, the light source shall be fully shielded with opaque materials(s), and shall be low intensity lighting from which the direct light source is not visible. You can request more information on what type of light fixtures are Dark Sky compliant by reaching out to the GDRA office and requesting examples.
Defensible Space This is an inspection item that is frequently called out. It’s inventible, Pine needles fall every year and trees keep growing. Tidy up the property from defensible space items before your inspection.
Some other items called out during inspection include, but are not limited to:
• Colors and exterior finishes
• Storage of personal property
• Maintenance, i.e. touch up paint

Ron Boehm
A 31 year GDRA resident
Ron Boehm has been volunteering for the DRC for over 18 years now. He has been a general contractor in Truckee for years. He is always willing to take a look at plans in advance of the meetings to help our DRC meetings go smoother. He’s the guy in the pickup truck you see on Glenshire Drive daily, taking his huge red dogs to the Lake. Ron is very dedicated to his role on the Design Review Committee.
Hannah Joyce Hannah has lived in Glenshire for 12 years with her husband and three children. She works in interior styling and started her home design business in 2021, specializing in budget friendly renovations, 3D designs and product selection. She has been on the DRC for two and a half years and is always willing to discuss exterior colors with members. She enjoys spending time with her family in her free time.
Brandon Brooks
An 8 year GDRA resident, Brandon Brooks has
been volunteering for the DRC for 2 years now. He is a Professional Engineer and owns Shear Force Engineering + Structural design, which specializes in residential decks, additions and new construction. In his free time, he enjoys spending time in the backyard meadow with his wife and son.
Public Safety Power Shutoffs - stay Informed

Power outages can occur at any time of year and for many reasons. It is important to be prepared for potential power outages, including Public Safety Power Shutoffs (PSPS). A PSPS is a last-resort safety procedure utilized by electric utilities to proactively turn off power when and where conditions present an increased wildfire risk.
Staying informed is an important part of being prepared. Liberty will attempt to provide customers who may be impacted with information about the potential or active outage, using the contact information on file. If a customer’s account has incorrect or missing contact information, the customer may not receive outage information directly. Liberty encourages customers to confirm and update their contact information by calling customer service at 1.800.782.2506 or through My Account.
Liberty has additional communication safeguards for customers who may be more vulnerable, including Access and Functional Needs (AFN) customers and Medical Baseline (MBL) customers.
Access & Functional Needs Customers
AFN customers include individuals who are or have physical, developmental, or intellectual disabilities;
older adults; children; people living in institutionalized settings; low-income, homeless, or transportationdisadvantaged including, but not limited to, those who are dependent on public transit; or pregnant. If a customer or someone in their household falls into any of these categories, they are encouraged to self-identify at https://libertyutilities.com/afn/english/. When customers self-identify as AFN, Liberty will attempt to provide early and more frequent notifications about potential PSPS events as well as provide information about assistance programs.
Medical Baseline Customers
MBL customers include those who have special energy needs due to qualifying medical conditions. Certified MBL customers receive an increased baseline allowance that is charged at the lowest possible rate. In addition, MBL customers may receive early and more frequent notifications about potential PSPS events and prolonged outages. Customers must certify or recertify as MBL to receive or continue receiving these benefits. EMPLOYEE SPOTLIGHT - MEET THE GDRA STAFF
Lori Kelley, Manager
Lori started at GDRA in 2010 as an Administrative Assistant. She has seen the Association through the highs and lows over the past 15 years. Without fail, you will find Lori doing her best to help homeowners figure out problems and increase their enjoyment with the Association, while constantly striving for increased efficiency. Her interests outside of work include advocating for wildlife, volunteering with non-profits, and spending time with family.
Topher Marlatt, Facilities Coordinator
Topher started at GDRA in May 2024. He helps coordinate all our maintenance, reserves and capital improvement projects, with the past year being one of the busiest here. You will often find Topher maintaining our grounds, while keeping safety for our members a priority. He also oversees pool operations during spring and summer. His interests outside of work include spending time with his family and outdoor adventures.
Bill Houdyschell, Forestry/ Vegetation Inspector
Bill started at GDRA in 2021. He has helped us acquire Fuels Management grants, manage defensible space and fuels management projects in GDRA common area and provided invaluable knowledge and expertise on how to improve the GDRA’s defensible space program. His interests outside of work include the great outdoors, hunting, fishing, and spending time with his wife, pets and friends.

Board meetings, SOPs, and outreach (including this Shire). You will often see Delaney happily helping with member services. Her interests outside of work include gardening, sewing, and housecleaning.
Angie Arata, Administrative Assistant
Angie started at GDRA in May 2025. She’s our newest recruit and catching up fast! Angie is our part-time administrative assistant and has been a wonderful help in taking care of escrows, answering homeowner questions, and helping us launch for the 2025 pool season. Her interests outside of work include camping with her family, supporting her kids’ sports, hiking with her dog, gardening, and biking.
Seasonal Staff
We haven’t forgotten our Seasonal Staff! The lifeguards and pool pass office staff showed up again with flying colors this year, along with new staff. They are all highlighted in the manager’s message in this Shire. If you haven’t already met them this summer, stop by the pool and say hi!

GDRA - GET INVOLVED
Want to get involved in the GDRA? Do you have kneeslapper stories of animals breaking into your garage, or are you a secret pickleball expert and want to teach others? Is your free time spent gardening, and you want to share your love of plants with the neighborhood? Here’s how you can reach out to the GDRA and get involved in the community!
1. Send your stories! Please keep story submissions to 300 words max. Specific topics that we are looking for currently are: animal antics, winter survival tips (hot chocolate recipes, power outage tips, etc.), garden winterization, or environmental tips. All stories are welcome for submission, but publication will be at staff discretion.
2. Do you want to teach a hobby or skill to community members? Send a proposal to the office with your class idea/teaching experience for consideration!
3. Do you have ideas for future community events or volunteer opportunities? Send us your ideas!
4. Do you like the Know Your Neighbor articles that occasionally appear in The Shire? Nominate a neighbor! Please ask the neighbor’s permission before nominating them and sending their name and contact information to the office. If selected for an article, staff will reach out to the GDRA neighbor nominated.
5. Do you take your camera out around the Glenshire Pond? Amateur or expert photographers, send us your photo submissions for The Shire! We are always looking for cover photo submissions, especially highlighting the four seasons: spring, summer, fall, and winter.

Glenshire Pond Birds

After living in Glenshire for over 25 years, I've become more aware of the birds who frequent the Glenshire Pond over the past two years. My increased awareness is due to recent retirement from Nursing and a new found hobby of photography! I love taking photographs of birds. At first, taking photos was simply to capture a photo of the bird. But friends began asking about each bird. This led to an increased interest in the
birds in my photos. With that new awareness came questions. What birds are here, during what months and seasons? My increased interest in migrating birds at our pond has led me to understanding more about the birds who live at the pond yearround compared to birds that drop certain times of the year. I've learned some of our migrating birds only drop in for a day or two!
Many of you may have enjoyed the White Swan who visited our pond for a few days earlier this year. Red Tail Hawks, one of my favorite birds to photograph, are here during Fall and Winter and leave when the Osprey come in the Spring! As soon as the Osprey appear, the pond really wakes up with Swallows dipping into the water, Killdeer hiding in the grass, Black Birds with their beautiful red rings, Grebes and majestic White Pelicans and Cormorants.
You may see some White Egrets or Great Blue Heron on a good day and cute spotted sandpipers at the grassy shoreline. We also get Coots, Mergansers, Ruddy Ducks and plain old Geese and Mallard Ducks. If we're really lucky, we see baby Grebes and ducks! On April 1, I caught a glimpse of a White Faced Ibis who dropped in for a snowy day. And on April 27, another cold day, an American Avocet rested at the pond for one day!
A note to dog owners. During bird breeding season, off leash dogs upset ducks and other birds nesting along the grasses of the pond. Please be mindful of that so we can all continue to have a thriving pond to enjoy with all of its fun wildlife!
My friends ask what I'm going to photograph when I take my camera to the pond and my response is always, whatever I see!
