Many forests today have grown for over a century without natural disturbances, such as wildfires, that act as a check and balance to prevent overgrowth. Before European settlement, wildfire would frequently burn through the forest at low- to mid-level intensities as a routine “hygiene” process for the forest. causes like fire or by machine/hand crew treatments. This image shows a heavy presence of ladder fuels, such as brush and lower limbs, that can rapidly move fire both laterally and vertically. Flames can reach lengths three times or more the size of available fuels.
Healthy forests and fire safety go hand in hand. When a forest has properly spaced trees, maintained brush material on the ground and regularly monitored systems in place, fire is much less likely to spread throughout that area. When it comes to maintenance, Tahoe Donner’s forestry crews have a variety of management techniques, including:
Tahoe Donner is known for its leading fire safety efforts. Awarded Firewise Community® of the Year in 2017 by the Fire Safe Council of Nevada County, the association’s Forestry Department works hard to make our community safer from wildfires while also creating a strong forest system throughout its common areas. Tahoe Donner continues to receive the Firewise Community® certificate each year, recognized for taking appropriate measures to become more resistant to wildfire structural damage.
The picture on the left shows part of a 60-acre project near the western boundary of Tahoe Donner after fuel reduction treatments. This project includes the mastication (mowing) of understory brush, small trees and debris. Dead trees were removed, and trees were limbed up to create vertical and horizontal spacing.

Some project areas require multiple stages of work before final completion. For instance, the first stage might be the mastication and collection of built-up fuel into piles during the spring and summer months. The next stage could include forestry crews returning to burn the collected piles of debris during the winter months. Permitted burn operations are allowed during the winter in coordination with local agencies when conditions are suitable for safe and approved burning.

“Overall, Tahoe Donner Forestry Department’s largest accomplishment over the past 30 years would be the completion and maintenance of fuel treatment areas on the south and southwest portions of Tahoe Donner,” adds Gwerder. “These project areas were directly planned and implemented by recently retired and long-time forester for the association Bill Houdyschell, and they were credited with aiding resources in the successful suppression of wildfires in 2003 and 2007. These events are known as the Donner Fire and 80 Fire.”
While recreating around Tahoe Donner, you might notice untreated pockets, islands or strips within treatment areas. Untreated zones both within the association and beyond can often be attributed to environmental considerations like access restrictions, drainage protection, the protection of sensitive natural and cultural resources and habitats.

Above is an example of a completed project area by the Tahoe Donner Forestry Department. These projects attempt to bring forested areas back toward a natural mosaic forest of older, larger, well-spaced trees. This work has mainly been completed in areas that will provide the greatest benefit to the community in terms of wildfire prevention and forest health.

In July 2022, the U.S. Forest Service approved the Alder 89 Wildland Urban Interface (WUI) Project. A WUI is an area between unoccupied land (such as a forest) and human development (such as a homeowner’s association). Due to the lack of management, a WUI can contain a buildup of fuels, like undeveloped wildland and/ or vegetative plants. Actively working to reduce this buildup, the Alder 89 WUI Project authorizes fuel reduction work on 2,934 acres and timber operations on 1,887 acres north of the Town of Truckee along Alder Creek Road and Highway 89.

One of the best collaborations when it comes to defensible space in Tahoe Donner, however, happens right in your own backyard. When homeowners are successful in maintaining defensible space on their private lots, you support the Forestry Department in working to ensure your property and the Truckee area are both as fire safe and healthy as possible. Thank you for your help in keeping our community safe!
A COMMUNITY EFFORT
With so much ground to cover, the Forestry Department often collaborates with neighboring organizations to help support certain projects. In some areas, Tahoe Donner works closely with CAL FIRE and other local agencies to secure funds in the form of grants to offset project costs. These projects are monitored and completed in accordance with State and Federal requirements based on environmental factors, deadlines and end-product quality requirements.
INSTALLATION OF THE FIRE CAMERA
In addition to defensible space practices within Tahoe Donner, a project was approved earlier this summer to improve the land surrounding the northern boundary of Tahoe Donner.
An ALERTWildfire camera in Tahoe Donner was installed in July 2020 and broadcasts live on alertwildfire.org Residents of Tahoe Donner and beyond are invited to monitor ALERTWildfire cameras and report suspected fires to the local fire department. The OHV trail requires a highclearance 4x4 vehicle and is definitely a must-do trail in the region. The only disheartening part of this year’s trip was the high number of dead trees on the hillsides. Every year, the TD4WD Club helps the U.S. Forest Service open and maintain the Pole Creek/Stanford Woodcamp Off-Highway Vehicle Trail. This beautiful trail starts north of Palisades Tahoe off Highway 89 and winds past the Sierra Club’s Bradley Hut, through a scenic valley and over a ridge line before reaching a saddle below Tinker Knob. From the saddle, it’s a short hike to the top of Tinker Knob, and astounding views make an otherwise remote site very accessible. From the saddle, the trail traverses above Coldstream Canyon before exiting on Cabin Creek Road.
The Tahoe Donner Quilt Club has sent this beautiful quilt to the Lutheran World Relief Organization to find a home with a Ukraine family. The Lutheran World Relief Organization does a tremendous job. Quilt Clubs, guilds and professional quilters from all over the United States contribute quilts to go wherever needed or to wars or natural disasters.

We still have plenty of trails left to explore.

Thanks to Leslie Kahn, the Pro Shop and our many volunteers for putting on an incredible Guest Day. We had a pre-party the evening before to socialize, eat, drink, play games and listen to the Tree Tones jazz ensemble. Our Baja Vacation-themed event featured breakfast burritos, golf with flamingo tosses and fish tacos. The weather was perfect, and the competition was great.

Members in the inspection area will also receive an email stating that their property will be inspected for the 2023 program. These inspections will occur between 8AM-5PM. Staff plan to complete 50 to 100 inspections per day during this period. Inspectors will walk through the property to complete the inspections. Starting in December 2022, compliant property owners will be notified. In January and February 2023, non-compliance letters with inspection results will be sent out to property owners requiring work to be completed by an established due date between the end of June through August 2023. In mid-May through June 2023, a notice reminding property owners of the due date 45 days away will be sent. In 2023, property owners will no longer be required to call the Forestry Department for trees to be marked if thinning is required on their lot. Forestry staff will visit as soon as conditions allow in spring of 2023. Properties will be marked in order of compliance due date.

With the intense fire season first experienced in 2007, many property owners expressed their concern about the level of fire safety on private lots. The board of directors listened to these concerns and adopted various programs over the years to keep properties in compliance with state laws, local ordinances and Association Covenants and Restrictions (C&Rs). For the 2023 program, staff will inspect some of the properties located in the northern portion of the subdivision. We all have a collective responsibility in maintaining the quiet residential character of Tahoe Donner that we value and love.

The Covenants Rules fall into two broad categories: “General Common Area and Amenity Rules” and “Private Property Rules.” The committee may levy fines and abridge members’ amenity usage rights when they find that a provision has been violated.

• Questioning will transpire as to whether the owner is presently at the property or if others are. The member will be asked to voluntarily comply with the rules of the association. Additionally, staff will indicate that the owner will receive official documentation regarding the complaint following Covenants Rules and enforcement procedures. For complaints specific to loud parties, fire, aggressive behaviors and/or any other perceived life-safety or disturbances of the peace, staff will ask if the police or fire department has been called. If not, staff will recommend this takes place; otherwise staff will report these issues to the appropriate Town of Truckee contact.

Tahoe Donner Association has a Covenants Committee comprised of volunteer members, which is supported by the Architectural Standards Office for the day-to-day management of covenants rules, education and enforcement. The Covenants Committee consists of five members and three alternate members, designated in the Covenants and Restrictions (C&Rs) with delegated authority by the board of directors with hearing and deciding alleged violations of the Covenants Rules as outlined in the governing documents.

TDPUD: PSOM
With nearly two months of wildfire season still left, Truckee Donner Public Utility District (TDPUD) customers should remain prepared for the possibility of NV Energy Public Safety Outage Management (PSOM) events. In the event of hazardous weather and wildfire conditions, NV Energy (which supplies electricity to TDPUD) may opt to shut power off to reduce the risk of electrical equipment sparking a wildfire. In the days and hours leading into a PSOM event, maintaining communication with customers and the community will be among TDPUD’s top priorities.
The best way for customers to receive alerts for anticipated PSOM events and unplanned outages from TDPUD is to be enrolled in the new Outage Management System, which delivers automated, real-time text and email outage alerts. Customers must have a SmartHub account to receive these outage alerts and verify their cell number with twostep authentication to receive alerts via text. Visit tdpud.org/outage for a step-by-step tutorial on how to complete this process. Once enrolled, customers can also customize what kind of notifications they want to receive from their SmartHub account.
