MESSAGE FROM THE BOARD PRESIDENT Dear Neighbors,
No sugar coating—2023 is a tough budget year. The path forward involves consequential decisions on what we pay in assessments versus user fees, how we control costs while maintaining services, and the financial and service risk of our choices. So, how do we sustain our community in the face of a tough national economic environment, a challenging regional labor market and Tahoe Donner’s distinctive character? CHALLENGES Nationally, the big issue is inflation. Energy and insurance cost increases are notable, as are restaurant food costs. Regional labor market conditions compound inflationary pressures. We must offer both competitive (higher) wages and sufficient (more) hours to attract and retain employees. Without employees, amenities close and Association services suffer. We must also consider the impact of inflation on members lest higher fees result in lower use, reducing member value and amenity revenues. Our extraordinary amenity mix stands out among HOAs, as does our reliance on amenity revenues. Most HOAs are 100% dependent on assessments. Assessments are stable income; amenity revenues are variable. Weather is our traditional variable, with COVID-19 as a recent factor, and now, going into 2023, economic conditions are at the forefront. Still, there is a fundamental cost, now inflated, just to open amenities. TRADEOFFS RAISE USER FEES: • Downside: higher cost to amenity users • Upside: reduced pressure on assessment • Extreme downside: amenities become unaffordable to members, resulting in extreme loss in revenue
CUT STAFFING: • Downside: lower level of service and/or reduced hours of service • Upside: reduced costs • Extreme downside: insufficient staffing resulting in extended closures, extreme loss in revenue and service RAISE THE ASSESSMENT: • Downside: higher assessment • Upside: risk mitigation to the extreme downsides of the other options; potentially lower user fees • Extreme downside: the certainty of the assessment avoids extreme downside risks PATH TO RESOLUTION Three intensive budget workshops are underway. The workshop panel includes member-volunteers serving on the Board of Directors and the Finance, Trails + Open Space and Long-Range Planning Committees. The panel is supported by Tahoe Donner’s professional staff, providing analysis and recommendations. Casual observers may promote various priorities or opine that all amenities should “make money.” Reality is, our amenities exist to serve our community. Amenity locations were intentionally selected for community use—they are not located where one would open an independent, for-profit business. The amenities are part of our Tahoe Donner home, built for our enjoyment. We operate the amenities as a community asset and apply sound business practices and pricing decisions in this context. Staff, committee members and the Board are collectively devoting hundreds of hours to the 2023 budget, assessment and fees decisions. The budget process determines the Annual Assessment for each property owner and how assessment dollars are distributed between the various funds, which allows Tahoe Donner Association to achieve short- and long-term goals. BUDGET FACTORS
Factors that impact the 2023 budget include: • Sharp increase in labor costs due to competitive regional shift in entry-level positions to $20 per hour as well as labor market changes and lack of workforce housing • Costs of goods and supply chain challenges driving expense increases in Food + Beverage Department and other key operating expenses • Increase in utility costs (most notably gasoline, diesel and natural gas) • Continued rise in insurance costs • Continued prioritization of savings for long-term capital investment • Continued focus on cost savings and efficiencies

ROUTHS TO THE RESCUE HOW A FATHER AND SON DELIVER WHEELCHAIRS AROUND THE WORLD TO THOSE IN NEED By CYNTHIA CENDREDA
Every evening over dinner, on every wheelchair delivery trip, Tahoe Donner members and father-son duo Don and Josh Routh will take a moment to reflect on the poignancy of their work – 280 wheelchairs delivered, 280 lives transformed by the restored ability to experience the world more fully. The trips can be taxing – physically and emotionally – but rewarding, nonetheless. With each wheelchair supplied, a new life begins. In a ritual manner, the two always conclude their conversation with the following exchange. “Dad,” Josh would say, “we did miracles today.” “Josh,” Don would reply, “we don’t do miracles. Only God does. We just do good stuff.”

Good stuff indeed. As volunteers for the Wheelchair Foundation since 2005, Don and Josh have traveled to 22 countries on 40 trips together, delivering or sponsoring the delivery of 19,000 wheelchairs (and counting) worldwide. Despite the risks and challenges, they readily travel to places like Uganda, Honduras, El Salvador, Vietnam and Romania to ensure that the most vulnerable communities with disabilities are reached.

MOBILITY IS A BASIC HUMAN RIGHT Many of us take for granted the ease with which we move through our day. For people living with a mobility-impairing disease, condition or injury, such individuals can find themselves entrenched in a daily struggle to manage abilities and resources, or lack thereof. It’s an important reminder that mobility is truly the crux of an independent, fulfilling and dignified life. Access to aids like wheelchairs can mean the difference between surviving and thriving. This notion has never been lost on the Rouths. When Josh was born with cerebral palsy 43 years ago, Don vowed to instill unwavering self-assurance and self-reliance in his son while ensuring his access to all the resources that could help him lead a purposeful, autonomous life. With the aid of a wheelchair, Josh lives and works independently, and maintains an active lifestyle. A champion bowler, as well as baseball and basketball player in his youth, his high energy is now diverted into his full-time job at a local grocery store, his volunteer work with the School of Imagination and Happy Talkers for neurodiverse child learners, and his busy social schedule. In the winter, he is an avid skier, and in the summertime, he and Don have been exploring the backcountry with the 4-Wheel Drive (4WD) Club right here in Tahoe Donner. Josh is also an intrepid world traveler, not at all daunted by “off-road” adventures. He is recognized as one of the first wheelchair users to achieve the following milestones: • Reach the base of the Serrano Glacier at the southern tip of Chile • Ascend the steps leading to the Temple of the Sun at Machu Picchu in Peru • Trek for two days with mountain gorillas at 8,000 feet in the Bwindi Impenetrable Forest in Uganda • Travel by dugout canoe to a remote village in Panama with 157 indigenous inhabitants, where he was carried by four young men up the side of a mountain to meet the chief and receive an honorary bone knife after giving one of their paralyzed members a wheelchair Because of all that Josh has been able to experience and accomplish, father and son remain acutely aware of the freedom and opportunities wheelchairs provide – not just for people living with disabilities, but for their families, friends and communities. The idea that everyone deserves a dignified and fulfilling mobile life serves as the inspiration and motivation behind their instrumental work with the Wheelchair Foundation and their founding of Del Corazón.

FROM THE HEART DEL CORAZÓN Knowing the difference a wheelchair can make in an individual’s life, Don and Josh recognized yet another opportunity to make an impact – this time with a younger audience. In 2013, the Rouths launched the “From the Heart – Del Corazón” Schools Program to educate elementary, middle and high school students and sensitize them to the issues faced by people living with disabilities of any kind. Since the program’s inception, Don and Josh have introduced a disabilities-awareness curriculum to more than 70 schools in the U.S., reaching over 150,000 students and 4,000 teachers. Through the program, students and teachers in all grade levels may create a fundraising project and work with local Rotary Clubs to travel and deliver wheelchairs to recipients abroad. High school students and teachers are welcome on these trips. So far, From the Heart has led 13 student/teacher trips to countries throughout Latin America, where the groups have had the opportunity to practice their Spanish, learn about new cultures and, most importantly, help transform lives. During these trips, there is always an important time to reflect. In the spirit of Don and Josh, on the final night of each trip, every traveler participates in “Special Moments.” Through tears and laughter, or hugs and handshakes, students and teachers share their most poignant encounters from the week. These experiences often inspire the students to continue their philanthropic work long after high school.

DOWNTIME IN TAHOE DONNER
Homeowners in Tahoe Donner for over 26 years, the Rouths find respite from their busy schedules in the mountains. Whether dining out at one of their favorite Truckee restaurants, hitting the slopes or traversing rugged terrain with the TD4WD Club, Don and Josh and the rest of the Routh Family enjoy taking advantage of all that the Truckee-Tahoe area has to offer.
HOW YOU CAN HELP CHANGE LIVES Wheelchairs that the Rouths donate are sent via shipping containers to countries across the world. Each container holds 280 wheelchairs. At a manufacturing and shipping cost of $200 per wheelchair, it costs $56,000 to send a full container of wheelchairs overseas. A generous endowment to the Wheelchair Foundation ensures fully matched donations, so just $28,000 raised from the community ensures increased mobility for 280 lives. Once enough money is raised to fill a container, the wheelchairs are designated to eligible recipients in a specified country. INTRODUCING THE LONG-RANGE PLANNING COMMITTEE + TRAILS AND OPEN SPACE COMMITTEE LONG-RANGE PLANNING COMMITTEE
LEARN MORE ABOUT HOW ONE COMMITTEE IS HELPING PLAN FOR THE FUTURE OF TAHOE DONNER
The Long-Range Planning Committee (LRPC) is a 12-member committee whose initial meeting was held earlier in 2022. The LRPC was established to provide a vision and plan for the future of Tahoe Donner. The LRPC serves the board and staff as a resource across the association’s long-range planning efforts. PRINCIPLES + FRAMEWORK OF THE LRPC The LRPC works to ensure that, through longrange planning, the association continues to preserve and enhance the membership’s quality of life in line with Tahoe Donner’s vision and mission statements. This framework is upheld by guiding principles, which include: • • • • • • • •
Safety and compliance Environmental stewardship Member interest Adaptive management Asset protection Governing documents Member enjoyment Financial responsibility
The current approach of the LRPC is split into three objectives: • Creating a current-state document to better understand what makes up Tahoe Donner today • Developing a roadmap that will lead to creating future state options and recommendations • Providing annual advice and feedback on projects and plans CURRENT FOCUS Two subcommittees have been created to help kickstart two of these objectives both now and in the future.
• The Current State Subcommittee is drafting an updateable and accessible description of the current state of Tahoe Donner, based on items including governing documents, policies, demographics and more. It is expected the LRPC will adopt the Current State document at its meeting in October. • The Future State Subcommittee has been assembled to enable the full committee in developing a roadmap to guide the LRPC along a six-step process to eventually complete a recommended future state report for the association. The Trails and Open Space Committee (TOS) is a 12-member committee whose initial meeting was held in 2021. The TOS was created to serve the board of directors and staff with matters pertaining to the association’s land management, open spaces and trail system. FRAMEWORK OF THE TOS The TOS works to initiate the progress of the association's natural spaces, which can be broken into two parts – advisory and stewardship. ADVISORY • Developing, updating and maintaining land management • Supporting implementation of land management in open spaces, on trail systems and within documents and policies • Identifying relevant capital-improvement program projects • Supporting consistent and sufficient funding • Developing policies and strategies • Identifying land acquisition opportunities • Facilitating land management partnerships • Leveraging opportunities to increase the value and benefit of the trail system STEWARDSHIP • Fostering awareness, understanding and appreciation of the need to preserve and protect Tahoe Donner’s trail system and natural resources • Promoting enjoyment and community connections • Developing and maintaining social and education efforts to foster stewardship culture • Serving as ambassadors to the trail system and open spaces • Facilitating member involvement This framework is upheld by guiding principles, which include: • • • • • • •

By moving forward with these objectives and principles, the committee can provide support for various planning efforts for the association, including Annual Workplans, Five-

Year Strategic Plans and capital improvements plans and projections. CURRENT PROJECTS This year, one of the main projects of the TOS involves the Trails Master Plan. Last updated in 2013, the purpose of the Trails and Open Space Master Plan Update Project is to create a plan that affirms Tahoe Donner’s commitment to land management, open spaces and trail systems while acknowledging evolving use patterns and the association’s desire to offer a spectrum of family-friendly recreational opportunities for hikers, equestrians and mountain bikers. With community and stakeholder input, the new plan highlights areas where Tahoe Donner can increase the quality of user experiences and provide project recommendations that demonstrate a return on investment for homeowners. The plan will offer strategies for prioritized implementation in future years. Staff and consultants plan on presenting an updated plan draft to the board at the October board meeting on Oct. 28.

JUNIOR GOLF CLUB
Congratulations to our 2022 Club Champion, Denise Gauny, on her low gross score across two days of play out of a field of 13 competitors. Congratulations to Martha Gilbertson for low gross runner-up and Lydia Stang for low net over the field. Denise, Martha and Lydia will represent our club this fall at the Sacramento Area Tournament of Club Champions.
CLUBS MOUNTAIN BIKE CLUB
This has been a fun and exciting year for the club, and we have welcomed many new members out on the trails. Our Annual Poker Ride and BBQ in August was a success. We had a fundraising raffle with amazing prizes, and raised $864 for Ride on TNT, a youth cycling program in the area. WOMEN’S GOLF CLUB
In early August, the Annual TDJGC golf tournament was held. The affair began with lunch and a contest on the TDJGC Mountain Putting Course. These activities were followed by the participants teeing off at their respective tee times. There were three flights – Blue, Orange and Yellow. Ryan Lind won the Blue flight, Kayla Flynn won the Orange flight and Rowan Allen won the Yellow flight. They were the first to select prizes from the prize table followed by the rest of the players in order of their performance. The winner of the Mountain Putting Course competition was Jonas Collins. Special thanks to the friends and parents who volunteered to help with this event. Without them, this could not be the success that it was. We’ll see you next year!

International Karate League (IKL) is a modified Shorin Ryu style founded in 1958 by Walter Nishioka, Shihan. Shihan is the founder and chief instructor of IKL. He was born and raised in Hawaii and continues to teach and monitor IKL activities and classes. The club is currently accepting new membership for adults and children 10 and older. In August we had a blast stargazing at the Sardine Peak Fire Lookout. We also ran the Signal Peak OHV Trail and enjoyed magnificent views around Cisco Grove. Three of us did a scouting run to Mt. Patterson east of Topaz Lake. The peak is at 11,654 feet of elevation and is called “Mars with Flowers” due to the unique alpine environment. We’ll be adding a group trip to Mt. Patterson next year. We gather on the third Thursday of each month for DIY crafts with member-led instruction. Craft-making activities on the schedule:
October has several fun runs scheduled. The first run is to Faucherie Lake, located south of Jackson Meadows Reservoir. Bring your kayak or take the two-mile round-trip hike across the dam to view the falls. The second run is from the Ophir Grade Trail to Virginia City. Ophir Grade is a historic toll road built in the 1860s. Both runs are suitable for stock highclearance 4WDs.
QUILT CLUB
This photo is a picture of a quilt top made by the TD Quilt Club. The ladies have been making house blocks and tree blocks for a fun donation lap quilt, one of several we are working on this summer. We are also making baby quilts for the Soroptimist International of Truckee Donner’s “Teen Closet” program. We are an enthusiastic group of quilters who enjoy doing fun and creative projects for our community. All levels are welcome to join our club. HIKING CLUB Five members of the Hiking Club recently completed an away trip hiking Section H of the Pacific Crest Trail in Washington. Highlights included wonderful views of Mt. Hood, Mt. St. Helens, Mt. Adams and Mt. Rainier – all volcanoes in the Cascade Range – and many streams and beautiful wildflowers. The PCT passes through several designated Wilderness Areas, including the famed Goat Rocks Wilderness and many miles of luscious forests. The trip was a combination of motel-based day hikes and backpacking, with an option for car camping and day hikes instead of backpacking. The photo shows the hikers high-fiving at the conclusion of the adventure. The Hiking Club hosts hikes throughout the hiking season: local hikes most weeks (with three levels: green, blue and black by length); away trips (involving at least one camping/ motel overnight); and backpack trips (one to several nights). Weekly hikes continue until the snow flies in the fall – come join in at your hiking level!

THE POWER OF A RIVER
While the Truckee River is typically associated with recreation, it plays a vital role in our local ecosystem. “We're making it more resilient to climate change,” said Truckee River Watershed Council Project Director Michele Prestowitz. She notes that, whether from years of drought or big precipitation events resulting in flooding, the entire weather pattern is altering due to climate change. “This threatens not just our water quality and supply but its biodiversity and wildlife. We have this incredible opportunity to stay ahead of the curve … I don't know how
many other communities have that ability. I just feel like we're really standing out.”
SUPPORTING THE WATERSHED
Every year since 1996, the Truckee River Watershed Council has orchestrated this day of stewardship. With around a dozen different working projects to choose from in various areas, there are opportunities for volunteers of all ages. From spreading seeds and mulch to planting trees and actively working along the shoreline, the work to preserve the Truckee River and its surrounding watershed for future generations extends well beyond its banks. “Imagine a watershed is a bowl. If you drop water on the rim of the bowl and it flows into the center of the bowl, that's within our watershed,” Prestowitz explained. “[If it flows] the other way, that is someone else’s watershed. So, it's not just the river and things that you consider wet; it's our forested areas as well. It's our upland areas.”

PROJECTS + FAIR
There are start times at both 9AM and 11AM, with projects running until around 1-2PM. Pre-registration is required by Oct. 12, as the workday is capped at 300 participants to ensure a safe and quality experience for all. Upon registration, volunteers can select which project they would like to be a part of. The real fun follows with the Truckee River Day Fair, held from 1-4PM at Granite Flat Campground along Highway 89. Open to not only the day’s volunteers but anyone else wishing to celebrate the mighty Truckee River, this joint event with the Sierra Watershed Education Partnerships offers a delicious barbecue in addition to fun and educational activities. “It’s an incredible mix of people who have an emotional connection to the Truckee [River],” Prestowitz said. “I want to acknowledge that and give credit and thanks to the folks who have been coming for decades.”
VOLUNTEER INFORMATION
Truckee River Day is held rain, snow or shine, so volunteers are advised to dress for the weather. Layers are always a good idea, as well as a hat, sunglasses and closed-toe shoes. And don’t forget the sunscreen and work gloves! Register to volunteer at truckeeriverwc.org.

Volunteers should dress not only for the day’s weather but also for the specific needs of the area where they’ll be working. Rain boots and waders were a wise decision for this Martis Valley location, pictured on the left, from a prior year. Tree-planting is always a favorite activity for families taking part in Truckee River Day stewardship projects, as seen below. This year, Truckee River Watershed Council is partnering with the Tahoe Donner Forestry Department to offer a tree-planting project right here in Tahoe Donner.

THREE CHEERS FOR OUR WONDERFUL DONORS! By DIANE CAMPBELL, TAHOE DONNER GIVING FUND COMMITTEE MEMBER Thank you to all of our Tahoe Donner neighbors and friends who generously supported our July fundraising campaign. Together, we raised $47,461 to be awarded to local community nonprofits and exceptional college-bound students from Truckee and North Lake Tahoe. Of the 109 donations, 45 of them were from brand new donors and 61 were returning donors; additionally, three long-time donors offered matching grants, boosting the incentive for others to give throughout the campaign. And, a final shout out to the Tahoe Donner communications team who helped orchestrate our campaign. We never take your support for granted! Thank you to Lindsay, Ali, Drew, Derek and Kylie.
MEET OSVALDO!
The TDGF would like to introduce one of our 2022 IMPACT Scholarship recipients. Osvaldo is full of potential. A graduate of North Tahoe High School, he is the first in his family to attend
college. He is currently enrolled as a full-time student at the TahoeTruckee Campus of Sierra College and plans to transfer to UC Berkeley or Cal Poly San Luis Obispo with an associate’s degree. Osvaldo demonstrates a “no quit” work ethic, usually juggling several jobs each season. In addition to working in the service industry, he is currently employed at the Lake Forest Boat Ramp and plans to become a ski instructor this winter. Osvaldo’s list of extracurricular activities is longer than the receipts from the local pharmacy! In addition to learning French – a third language for him – he enjoys running, boxing, reading, mountain biking, playing the piano and skateboarding. He is also teaching himself how to play the guitar. Osvaldo hopes to one day see the world, sharing, “I have never really traveled in my life. But since I am now 18, I want to travel, even if it is solo traveling.” Osvaldo lives with his proud parents and 10-year-old sister who sees her big brother as a role model. Osvaldo is incredibly ambitious! He plans to major in computer science and eventually start his own technology company. The Giving Fund has no doubt that this amazing young man will accomplish all his goals.

We will: • Call the primary phone number on file and speak to the owner or leave a message. • If no answer, call additional phone numbers on file to speak with or leave a message for owner or designated contact. • Email the owner via any email on file. • Send follow-up email to the complainant confirming attempts to contact owner.

• TDA is one of the first recipients of the new Measure T Wildfire Prevention Community grant program! Truckee Fire awarded $230,860 to the Tahoe Donner Forestry Department to implement an additional 82 acres of fuel reduction treatments on TDA HOA property along the South Tahoe Donner Fuel Reduction System. The project will hand thin, chip and masticate brush and small trees adjacent to Bermgarten Road to establish a shaded fuel break to reduce wildfire intensity and severity in the Wildland Urban Interface. Project implementation will begin during the 2022 field season.
