president’s perspective I hope you had an enjoyable summer

filled with memorable moments at the Rec Center. As we transition into the autumn

season, I would like to share some of the

summer's highlights and provide you with our latest financial report for 2023.

Pool Areas

Based on homeowners' input, we have made some minor improvements to

the Lap Pool Area. New signage now clearly outlines rules and policies for

the Lap Pool, and “Lap Lane Only” signs,

suggested by one of our members, have

been installed. These enhancements have successfully established a Quiet Zone around the Lap Pool.

In recent years, we've encountered

challenges in securing lifeguards for the summer months due to a nationwide shortage, exacerbated by schools

resuming in August. Despite offering competitive wages and initiating our

search well in advance, we continue to face a shortfall in lifeguard availability. If you know someone who might be interested in joining our team next

multipurpose space was designed to be inviting and adaptable, addressing the

challenge of limited available space at the Rec Center. It was critical that we create

a space that can be used year-round and for a variety of purposes. In addition, we

Homeowner Communications

While Northstar Living Magazine remains a valuable communication channel, we are enhancing our homeowner

engagement by sending regular eblasts. These updates cover facility changes, operating hours, upcoming events,

Northstar History Fast forward to 1992, Fibreboard acquired Sierra Ski Ranch, which was renamed Sierra-at-Tahoe. In 1996, Booth Creek Ski Holdings took ownership of Northstar through its acquisition of Fibreboard Corporation. By 2000, Booth Creek Ski Holdings and East West Partners entered into an agreement to accelerate the development of Northstar-atTahoe's real estate. In 2004, the first phase of the new Northstar Village was opened.

A Brief History of Northstar

During the 1800s George Schaffer built a lumber mill on what would become Northstar Resort property and constructed a single-gauge railroad which transported the lumber to Truckee and then over the mountains to the Comstock lode in Virginia City. In 1949, Fibreboard acquired land around Martis Valley with the goal of establishing a ski resort, leading to the formation of Trimont Land Company. By 1972, Trimont Land Company and Fibreboard had opened Northstar-at-Tahoe, equipped with five operating chairlifts. In 1976, Louisiana-Pacific acquired Fibreboard, including the newly created Northstar-at-Tahoe ski resort.

In 2007, CNL Lifestyle Properties purchased Northstar-at-Tahoe from Booth Creek Ski Holdings retaining Booth Creek to manage the operations. In 2008, Trimont Land Company secured a lease for Northstar property from CNL Income Properties. By 2009 the Ritz-Carlton Highlands, Lake Tahoe was open for business. In 2010, Vail Resorts Inc. acquired the operating lease of Northstarat-Tahoe, which covers operations conducted on land owned by CNL Lifestyle Properties. In 2011, Vail Resorts changes the name from Northstar-at-Tahoe to Northstar California. Finally, in 2016, EPR Properties purchased Northstar California from CNL Lifestyle Properties with Vail Resorts continuing operations management of the resort.

MEET YOUR NORTHSTAR EXPERT What is the benefits of living off of Basque Drive? Living off Basque is the perfect blend of privacy and convenience. The area has all the perks of other nearby communities in terms of privacy, amenities and views while also offering premiere access to the resort. The shuttle service removes the stress of getting to the slopes and allows residents to truly unplug and enjoy their time in the mountains. What makes you an expert on Northstar Living? I have been working and playing in the Tahoe/Truckee area for 20 years. I’ve had the opportunity to help Buyers and Sellers navigate all facets of the Northstar market. From new development and the intricacies of the Village to vintage properties and the benefit of premier privacy and access. It has been a pleasure to share my knowledge and help clients maximize their enjoyment of this wonderful place.

As a professional snowboarder what is your favorite reason to ride Northstar? Tough call. Even tie between getting an early chair on lookout after a big storm and riding Pinball in a sweatshirt during late March. The terrain park at Northstar is world class. It’s rare to have a mountain so dedicated to building and maintaining a park with such variety for all skill levels. The halfpipe at the bottom of the run is always the cherry on top. What is the current market like for Northstar properties? The market has experienced a small but healthy correction in the wake of the historic rise in value over the last 3 years. There is still strong demand for quality product, particularly in areas that make winter trips more convenient. Northstar is the perfect example of this trend. Consumers are still willing to pay a premium for properties that eliminate the hassle of getting to and from the mountain and increases quality time with family.

on the mountain! Unfortunately, everyone who has ever skied,

biked or hiked at Northstar knows the same thing. As result, we get more than our share of unauthorized parkers.

Over the years, we’ve tried different things to get this issue

under control with varying success. Last year we tried something different. In addition to changing permit colors (again), we hired a professional parking lot manager to patrol our lots and issue

citations. Over the ski season, these patrols counted almost 8,000 parkers in our lots and handed out more than 300 citations for missing or invalid permits.

For the coming ski season, Northstar is planning a significant

reduction in free parking. That means there will probably be a

significant increase in people looking for free parking alternatives — including our lots. To prepare for and guard against that, we’re

adding another layer of protection for our owners and their guests and renters.

This year, we’re replacing our old physical paper passes and

window stickers with a new system that uses vehicle license plates to create “virtual permits.” Parking patrols will then use mobile phone-based license plate scanners to identify unauthorized vehicles.

With an easy-to-use website, each owner will register their

personal vehicles and also have the ability to create guest permits as needed. Rental agencies will be required to register all guest

Close the coverings on cloudy days or right after the sun sets. • Set your water heater to 120°. • Close foundation vents. • Replace incandescent bulbs with LED bulbs. • Caulk windows and weather-strip doors. • Install a water heater blanket. • Install hot water pipe insulation. • Install electrical outlet and switch plate insulation. • Clean your furnace system and check ducts for leaks. • Replace furnace filters monthly. • Replace normal thermostats with programmable or smart thermostats.

Liberty provides safe, reliable electric service. However, winter

Liberty strives to estimate bills as accurately as possible based on

historical usage, but an estimated bill may be higher or lower than actual usage. If the bill is underestimated an additional amount due will be required to make up the difference once an actual meter read can be obtained.

fire department 2023 Northstar Fire Department Fuels Management & Fire Prevention Update

2023-24 Measure U Fuels Management Treatment Areas

With the fall and winter seasons quickly approaching, Northstar Fire’s Fuels Management and Fire Prevention

Departments have been steadily working to continue reducing hazardous forest

fuels, create healthier forest ecosystems, and generate new ways in which

important messages/updates can be communicated to the public.

As a refresher, the 2023-2024 Measure U map has been included in this update as a general reference for planned project areas this year.

Below is an update on progress made: • Measure U Fuels Reduction – Forest

fuels reduction treatments continue to focus mitigation efforts on hazardous fuel along the Northstar’s primary

evacuation routes including Northstar Drive, Big Springs Drive, Highlands View Road, and Ridgeline Road.

Additional Measure U work will be

performed within high priority areas 300 feet from residential property

lines. All 2023-24 project work will be completed by June 30th, 2024.

• Measure U Green Waste Curbside

Pickup Program – A total of five pickup dates staggered between June and

August are completed and the 2023

curbside pickup season has ended. If

you have any material placed out after the last August date, please see that

you have it removed before the winter

snow removal season. Since June 2022, the program has collected a total of 1,074 cubic yards of green waste at

coming winter months. Any decisions

to alter the program in any way will be

Hi NPOA homeowners’ & guests and

good day from the maintenance staff

at Northstar Golf Course. As we can all tell by the cooler temperatures, fall is quickly approaching. Seems like just

yesterday that we were putting away

our snow gear to enjoy the best part of living in Tahoe, The Summer Season.

With the cooler nighttime temperatures, we are experiencing frost on the golf

course. For those not educated about frost, the definition is “small white ice

crystals formed on the ground or other surfaces when the temperature falls

below freezing.” At the golf course, we

see more frost this time of year than what you might see at your house. This is due to running irrigation most nights. After

the irrigation, water droplets will form on the grass plants and ground overnight.
