an agreement by NCSD/NFD to utilize a portion of the parcel tax funds for a

“matching grant” program on about 400 acres of properties within the 300 foot

zone, so that these funds will cover half of the mitigation work we need to do over the next few years. While the parcel tax will also cover those lands beyond 300

feet which the Fire Department has said

within the 0-300 foot zone, work will program to focus on the properties

closest to our homes first. None of these matching funds may be used for any

“new developments,” so to the extent the developers here wish to add new

projects on any parcels, they will be fully responsible to mitigate those.

The NPOA Board supports the revised

parcel tax proposal; we think it will result in more defensible space work being done on areas closest to our homes

Proposed New Curbside Green Waste Program

Since NCSD announced a few months

ago that it was essentially stopping the

curbside seasonal green waste pickups

which it had done for many years, there has been a lot of discussion about that program’s importance and how we

can bring it back in some form. In our

discussions with NCSD/NFD about the proposed parcel tax we included this

topic too. As a result, the parcel tax, if

approved, will also fund the following: (1)

general manager's report Summer Operations

By the time this edition of NSL is received, the Recreation Center will largely be back to pre-Covid operations. To supplement the information in the President’s Perspective report, I wanted to thank all of our members who were largely understanding of the need for the Appointy reservation system for the past year. In fact, some members are even disappointed the reservation system is ending, as they became accustomed to and appreciated the ability to reserve a specific amenity for a dedicated time period. At this point, we do continue to have cardio equipment and gym equipment allocated between the two spaces for the reasons previously explained. The current set up is working well to provide for much more space between gym users and more space for floor exercises and stretching. While we certainly have a relatively small but passionate portion of the membership who would like to see the arcade room reopened sooner than later, all the additional outdoor activities near the Bear Hut this summer have been very well utilized by both members and guests. We hope you have an opportunity to enjoy the wonderful amenities at the Recreation Center at some point this summer.

Staffing

If you have tried to go to a local restaurant or do any type of activity this summer, I am sure you noticed the lack of staffing and reduced hours of operation for many local businesses. This reality makes me extremely pleased to report that our administrative, front desk, and maintenance teams are fully staffed, which as noted is not the case for many local employers. Between the normal lack of employee housing inventory and the high turnover of real estate largely due to inflated home values, finding affordable housing no less any housing for employees in the North Tahoe region is extremely challenging. In fact, the majority of the NPOA staff now commute from the Reno / Sparks area. While there are similar challenges in that housing market, it is still substantially less expensive and the most affordable option for anyone working the North Tahoe area. As for our wonderful summer seasonal staff, we were fortunate to rehire a number of exceptional staff members for this summer. We have several returning tennis pro shop hosts and tennis pros as well as lifeguards this summer. While we had originally hired and had planned to have a few more lifeguards on staff this summer, we are happy to have our returning lifeguards, as well as a few new ones. In fact, I know of several other local communities who decided for the first time ever to reopen their pools this summer with no lifeguards all, for the simple reason they could not hire any.

Projects 2021

We scheduled maintenance week for the week of May 10 this year. This was a little later than normal, but we coordinated numerous replacement reserve projects including several weather sensitive projects and several projects that would be challenging to complete with members present. Following is a list of these projects as well as some additional projects completed this spring into early summer: Fitness Center building flat roof replacement, Fitness Center locker room carpet replacement, Tennis Pro Shop flooring replacement, deli space flooring replacement, pickleball court repairs, tennis court repairs, replaced several pieces of mechanical equipment servicing the pools and spas, splash pad surface replacement, defensible space work directly adjacent to recreation center amenities, our first installation of the fabric for the new shade structure, reorganized placement of some cardio and gym equipment, reorganized and moved several additional pieces of equipment into the deli space, and updated pool and spa signage. These projects were in addition to all of normal spring projects to prepare the recreation center for summer such as spring clean up and preparing all the landscaping, moving patio furniture onto the pool decks, installing tennis nets and windscreens, etc. A big thank you to the entire NPOA team!

Parking

For many members, summer time in Tahoe means not just relaxing and enjoying some family time, but also challenging yourself with many different types of activities. In addition to all of great outdoor activities there are to do within the Northstar community, many homeowners also enjoy a few nights out glamping in their RV, adventures on a local jeep trail with an ORV, or perhaps cruising a local lake on your boat. What should I do with this equipment while in staying in my residence at Northstar you ask? Great question. The NPOA CC&R’s provides guidance for parking including some restrictions to help maintain a wonderful experience for you as well as your neighbors. Included on page 26 in this edition of NSL is a separate article, reminding members of various parking regulations including the convenient storage option available during the summer season for RV’s, boats, trailers.

Basic Rules • Pickleball is played either as doubles (two players per team) or singles; doubles is most common

• The same size playing area and rules are used for both singles and doubles

The Serve • The server’s arm must be moving in an upward arc when the ball is struck.

• Paddle contact with the ball must not be made above the waist level.

• The head of the paddle must not be above the highest part of the wrist at contact.

• A ‘drop serve’ is also permitted in which case none of the elements above apply.

• At the time the ball is struck, the server’s feet may not touch

The Game of Pickleball

“Pickleball, which is a hybrid of tennis, badminton and ping-pong, is the fastest-growing sport in America. In the five years to the end of 2019, pickleball participation grew by more than 7%, while Americans' overall activity level stayed flat, according to the Sport & Fitness Industry Association.” Pickleball does not require much equipment. Basically, all that's needed is a court, net, paddle, and ball. Pickleball courts are 20 feet wide and 40 feet long, meaning about four courts can fit in the same space as a standard tennis court. You can set up some tape on a basketball court, parking lot, and bring a portable net, and have a lot of fun. A lot of tennis clubs are transforming spaces to accommodate pickleball players, as the demand is extremely high.

Public Safety Power Shutoff—

Preparing for the Possibility Liberty is working year-round to mitigate the risk of a wildfire

caused by electrical infrastructure. While we are making great

strides to address the safety and reliability of our grid, extreme fire

conditions may still warrant preemptive de-energization measures, also known as a Public Safety Power Shutoff (PSPS). Therefore,

planning for and knowing what to expect from a PSPS will aid your wildfire protection and preparedness efforts.

What Constitutes Extreme Fire Weather?

A PSPS is reserved for times when fire weather conditions are at

their most extreme, and de-energizing a portion of the electrical grid is the prudent decision to best protect our customers, communities, and the environment.

Many of the same factors that are used by fire agencies to determine a Red Flag warning are also considered when

determining if weather conditions warrant a PSPS. Liberty has deployed weather stations throughout the service area and

collaborates with a fire and weather scientific consultant, the

National Weather Service in Reno, Nevada, and local fire officials

to monitor real-time local weather conditions to evaluate when to

goldbend.com) for a schedule of when you can expect work to begin on your unit.

• Chimney flue inspections and sweeping will be conducted

by Lakeshore Stove & Fireplace, who will need unit access to

complete the inspection (even if you have a gas fireplace, this inspection is still required). CAMCO will be issuing keys from

their key program to the contractor as well as providing rental

company information to arrange for checkout of keys or codes. If you are not on CAMCO’s key program, please contact the

CAMCO office with information as to how to access your unit (access code, lock box, etc.).

• Inspection of smoke alarms and carbon monoxide detectors

within our units will also be scheduled in accordance with the above process.

• Defensible space will be maintained throughout our property,

which is essential during what unfortunately may be a dangerous fire season. Please store any firewood in a fire-retardant tarp. Charcoal grills are not permitted on our decks.

• Our new roofs and resealed parking lots (both of which held up

gloriously over the full winter season) will be routinely inspected.
