president’s perspective We are officially in the Fall Shoulder Season with hope for a robust Ski Season which is scheduled to open on November 20th. This is truly one of the more beautiful

seasons at Northstar. The crowds drop off, the fall colors are abundant, and

homeowners are readying their properties for the change of season. For me, it’s

pulling out the snowblowers, covering our patio furniture, and hoping my holiday lights still work.

Fall Efforts at NPOA

For the NPOA team, readying the facility for the upcoming snow fall is truly a full-time exercise. All the lounges, chairs, tables,

awnings and other amenities need to be cleaned and properly stored. The main

pool has to be drained with fencing put up to ensure no mishaps. And finally,

we close the facility for four days for a

thorough cleaning. From an administration standpoint, we have to finish the budget, make a final decision on the homeowner assessment for 2027, and complete the annual disclosures that goes to each homeowner.

In my third year on the board and second as president, I continue to be impressed by the dedication and effort put forth by our NPOA team. I am also grateful to

History of the Martis Valley Trails by Nancy Ives, Director, NCSD When my husband, Jerry and I moved here permanently 32 years ago, Northstar was a small, unassuming little ski resort. Less than 50 permanent residents were here at that time, and we all knew

each other. We’d hike, bike and XC ski together all over the area. A favorite thing to do was to wander about Martis Valley, usually ending up at “Moonlight Meadows” which is not Lahontan. However, we saw the writing on the wall. Back in the day, Jerry and I were avid bicyclists, riding all over

the world and on many lovely paved trails in the U.S. – such as Sun River, Oregon, Denver, Colorado, back east and the Bay

area. Amazed at how popular the trails were, we asked ourselves “Why not here?” We began to envision such trails in our Martis

Valley. One night in the mid-90s (probably over several glasses

of wine), Jerry and Paul Rouser, the GM at Northstar Community Services District at the time, talked on and on about a multi-use

trail that could link Truckee through Martis Valley, and eventually up Brockway to Lake Tahoe.

Both engineers, they thought that it might be a great project for

our NCSD, and so a seed was planted. Unfortunately, Paul Rouser moved away soon afterwards, but over the next few years, Jerry

made several trips to Auburn to try to convince the powers-that-

be there that trails through Martis Valley would be great assets to the whole area – but, there was no interest.

The Martis Valley Trail (MVT) idea came to fruition when

Jerry mentioned it to Mike Staudenmayer, our new, young,

energetic GM at NCSD who thought it was a wonderful idea. He immediately began to accumulate vast trail knowledge. An MVT was not going to be easy or inexpensive, so he and Eric Martin, the district’s head engineer, began looking for funding. They

hired Auerbach Engineering, an experienced builder of trails, to plan a route across the valley. However, they soon realized that

because of difficulty and cost, it should be built in four segments – one at a time.

Progress seemed to move at a snail’s pace. Lots of roadblocks,

but everyone kept at it. The project entailed working with Placer County, and convincing various landowners whose land the

proposed trail would cross to buy into the project and donate

access to their land. Finally, on September 5, 2014, construction began at the town of Truckee’s boundary. In that short season,

approximately half of the first section was built across Schaffer Mill Road in the Martis Valley.

Beginning again in 2015, the second half was built, ending midvalley at the U.S. Corp of Engineer’s (COE) property later that

year. Although the new trail was just 1 ¼ miles long, it was already 10 | Northstar Living | News Magazine of the Northstar Property Owners Association

jokingly called it “the trail to nowhere.” however, Section 2 through the COE’s

property was even more complicated.

The District not only had to work with the

COE, but also with Placer County and the Washoe Tribe.

We were all anxious to see the trail

finished, but it was slow going. One day,

even Jerry lamented “I just hope that trail is finished while I’m still around. I want to

be able to ride it, even if I have to do it on a tricycle.”

After much give and take as to what

exact route the trails take, it would be SIX years before construction resumed on

the second section. Meanwhile, to keep

things moving while navigating approvals for Section 2, it was decided to skip it for the time being. So, work began in

summer of 2020 on Section 3. It started at

big switchbacks that roam over Porcupine area, and was completed in 2021.

Since they were geared up to meet all the federal requirements for funding

sources, Placer County then took over the project. NCSD still provided construction support and continued to coordinate

funding during this time. Our crews also maintained the newly constructed trail.

Finally, in July 2021, construction resumed on Section 2 through the COE’s property. Work was complete in June 2023 at the northeast edge of the Northstar golf

difficult to build because of the terrain,

wetlands and creeks. Work began April 3, 2025 and finished last year, proud to

say, ahead of time and significantly below budget. So, now we have nearly six miles

of multi-use trail. The total cost was $18.9 million and involved innumerable man

hours. All of us at NCSD are proud to have been a part of this monumental endeavor, especially when we see walkers, riders, runners, and parents pushing children

Division Supervisor was preparing to

send approximately 80 firefighters into that area, but Sweeney knew from his

recent observations that the line was not complete and that the crews would not have had a reliable escape route.

Because Sweeney provided accurate, upto-date information from the ground, the plan was changed. Rather than sending firefighters into a dangerous position,

crews conducted a carefully coordinated

back burn from a safer location. His direct knowledge of the area helped protect

is so important. The position is not

gathering reliable information, identifying hazards, confirming whether work has

been completed, and making sure incident leaders understand what firefighters are facing before they make decisions that affect their safety.

For firefighters on these incidents, the most meaningful outcome is seeing

evacuated residents return to homes that

are still standing. Each protected structure represents far more than a successful assignment; it represents a family

returning to a place filled with memories and meaning.

Grant and Sweeney are not the only

teams and work alongside firefighters

knowledge, experience, and skills that are shared within the department and among neighboring agencies, strengthening the entire regional response system.

Maintaining these opportunities has become more difficult as Northstar

operates with fewer personnel. The

department must balance releasing firefighters for major incidents with

maintaining dependable emergency coverage at home. When staffing

permits these assignments, however, the experience brought back strengthens Northstar’s ability to protect its own community.

emergency is reported at your property while you are away, having who can provide access details, explain possible hazards, or

confirm whether anyone is expected to be inside. Community

Connect can also send email or text notifications when an incident is reported at the registered address.

Information about mobility or other functional needs can help firefighters anticipate when someone may require additional

assistance. The purpose is not to provide preferential treatment,

but to give emergency personnel a clearer understanding of the situation so they can plan and respond appropriately.

Pets can also be included in a profile. Owners may provide

the type and number of animals in the home and even upload

photographs to help firefighters recognize them. A frightened pet may hide or behave differently during an emergency, so knowing what animals may be present provides valuable information for responding crews.

For businesses, schools, care facilities, and other public locations, Community Connect can store emergency plans, contact

and information about potential hazards. This helps firefighters preparedness, response planning, and fire-prevention efforts. Community Connect information is voluntary and is intended

for emergency use. The system uses password protection and

256-bit encryption, and the information is available to authorized first responders through the same secure system used to view

emergency calls and property inspection information. Community Connect states that the information is accessed during an

emergency at the registered address or during a larger disaster. A Community Connect profile does not guarantee an immediate response or preferential treatment, and it does not replace a

personal emergency or evacuation plan. It simply gives Northstar firefighters information that may help them serve you more effectively when seconds matter.

The value of Community Connect depends on participation and

accuracy. After creating a profile, residents should update it when contact information changes, household members move, access instructions are modified, or new pets or assistance needs are added.

You know your home, family, and needs better than anyone. Community Connect provides a secure way to share the

information you believe firefighters should know before arriving at your door.

Creating a profile takes only a few minutes, but the information

may be valuable when there is no time to lose. Northstar residents and business owners can create or update their profiles at communityconnect.io/info/ca-northstar.

Holiday lights and decorations can go up November 15 and need to come down by January 31.

Permanent exterior lighting follows its own standard year-round. Northstar is a dark-sky community, so fixtures need to point

The Design Review Committee (DRC) meets every month of the year, which makes winter a good time to get a spring project in order. The grading season reopens May 1, and an approval in

each month. Smaller work, such as a restain or a color change, is handled by our staff, and we can tell you early on whether your

project needs Committee review or can be approved in-house.

condominium updates

Aspen Grove

Fall has arrived and we can look forward to golden mountain landscapes combined with crisp autumn air.

Homeowners in Aspen Grove are able to celebrate the energy of the Landscape & Aesthetic Committee for their continued

support and planting projects which have enhanced the beauty

and integrity of our property. Since 2023, the Board of Directors has graciously aligned themselves with the efforts of the L&AC.

To date, we have planted 67 Aspen trees, 4 Crabapple trees and approximately 10 small Spirea and Potentilla bushes throughout Aspen Grove and Silver Strike common areas. With help from

CAMCO, their crew has installed water spigots, above ground

irrigation and proper staking of all trees. The Crabapple trees are new this year and the committee is excited to watch their growth and added color to the landscape. The spreading of wood chips around all new plantings has added an additional layer of visual appeal.

Aspen Grove continues to see improvements in regard to

homeowners being mindful of good "Bear Aware" practices.

Dumpster latches are generally being latched and chained and

less bagged garbage is found tossed over the enclosures. Please

make sure that those who rent their units are making guests aware of these practices so that we can all coexist safely.

Homeowners are encouraged to set up their online portal account with CINC Systems. The online portal provides homeowners

with account information and optional online payment tools.

Homeowners also have the ability to directly submit work orders

to CAMCO via the CINC Systems portal. If you have not done so, reach out to CAMCO for instructions on setting up your account for access to this valuable resource tool.

A safety reminder - PLEASE dismount your bike when approaching common areas throughout Aspen Grove. This is a safety issue and a proactive attempt to maintain the life of our pathways, stairs,

plantings and common ground surfaces. And a BIG thank you to

all homeowners who support the efforts of the Board of Directors and Landscape Committee in the area of compliance as stated in our CCR's which were adopted and approved by our HOA, November, 2023.

We welcome this Fall season with all its mountain charm and

look forward to continued improvements to our Aspen Grove community for many years to come.
