Hello everyone!
As the Director of Administrative Services, I want to say that it has always been, and continues to be, an honor to be of service to the communities of Incline Village and Crystal Bay. It is also a pleasure to work with a group of people who are dedicated, talented and genuinely care about our community.
As a longtime resident of Incline Village - 25 years and counting - I am very proud to be an IVGID employee. When I arrived in Incline Village, I knew no one. Gradually, I began meeting people and became friends with a lovely IVGID employee named Ronnie Rector. I wasn’t looking for a job as I had a wonderful job at the time, but Ronnie kept on saying to me “Come join IVGID – you will love it.”
Well, it took almost five years before I joined the team, and every single day since I am glad I did (a big thanks to Ronnie!). I have made lifelong friends, got acquainted with a number of community members, and am happy to be of service to each and every one of them.
But public service is not without its challenges. There are some in the community who might not see the value of the service me and my co-workers provide. And to that point, I say it’s ok – we will keep delivering services to you in a professional manner and strive to treat you like all of the District’s customers, with respect and dignity.
The District’s value statement is “We are dedicated people providing quality service, for our community and environment, with integrity and teamwork,” and our Mantra is “One District – One Team.”
Some would call them simply words on paper, but many in the community, myself included, understand that without dedicated people and quality services, this might not be a place worth living. And to the “One District – One Team” mantra, my teammates, every single one of them, come to work
with the attitude and mindset of doing a great job for everyone we serve.
We are creative individuals who partner – in compliance with the District’s rules, regulations and statutes – with community agencies and organizations to deliver superior services that rival or surpass those of other communities. There have been times when the journey has been full of surprises, twists and turns, just like any good ride; but each and every time, the Staff of IVGID has remained steady, strong and constant.
Public service isn’t for the faint of heart – it requires grit, determination and a supportive environment in which to thrive. We have recently lost key employees with a ton of history and knowledge who will be hard to replace; however, I remain hopeful that we will turn the corner to a kinder, more compassionate environment. And I know, when we replace harshness with kindness and gratitude, we discover which feels better.
SusanHerronI’d like to thank everyone who’s taken the time to fill out our IVGID Magazine Reader Survey so far! As of mid-August, we had a total of 915 survey responses (665 complete and 250 partial) and lots of great feedback that we will use to refine the content we provide in the magazine going forward.
We were pleased to see that the magazine has strong readership numbers, with 69% of respondents reporting that they “read at least some of every edition that comes out (5 X
per year)” and another 15% reporting that they “read at least some of most editions (3-4 X per year).”
As you can probably guess, opinions on some of the topics are divided. For example, the question: How important is it that we publish a printed edition of the magazine (as opposed to an onlineonly publication)? Elicited the following answers:
• 35.8% - Very important
• 31.5% - Somewhat important
• 12.9% - Not sure
• 20.8% - I prefer the online-only option
Given these numbers, and the number of folks who left comments letting us know they would prefer not to receive a printed edition, we will be offering the option to unsubscribe from the printed edition mailings. So, if you no longer want to receive a printed copy of the magazine, you can opt-out by visiting: https://bit.ly/ivgid-mag-opt-out
Links to the online version of the magazine will continue to be available on the District’s website, and are included in the District’s Parks & Recreation email newsletters when new editions are released.
On the other hand, we’ve also received a few comments from folks who have not been receiving the magazine in the mail but would like to. We strive to mail a copy of the magazine to all IVGID parcel owners, to the mailing address on file at the Recreation Center. So if you’re not receiving a copy in the mail and you should be, please contact the Rec. Counter staff at 775.832.1300 and make sure they have your preferred mailing address on file. Sorry, but we can not mail the magazine to non-parcel owners; however, there are printed editions available for pickup at the Recreation Center and other District venues.
We will save the details about what types of content our readers value most and want to see more of for a final analysis after the survey has closed.

Paul Raymore, IVGID Marketing Manager2023 marks the fourth year of the Junior Guard Program in Incline Village and the first year of the Monster Mile. Campers participated and were trained in CPR, first aid skills, water safety, swimming and open water technique, lost swimmer skills and kayak swamping skills. This season ended with the Monster Mile Run & Swim.
In late July, 26 brave and strong Junior Lifeguards completed a one mile run from Incline Beach to Burnt Cedar Beach and then swam 1.2 miles back to Incline Beach. This was a significant accomplishment for all of our 9 – 15 year-old athletes, as many of them have never swam this distance in open water. Conditions on Lake Tahoe made the challenge even more demanding as it was a particularly windy day creating large swells on the lake.
Under the leadership of head coaches Claire Harmon and Ken Reese, these 26 Junior Lifeguards trained for several weeks in order to be prepared for the “Monster Mile” run/swim biathlon. Safety, of course, was of utmost importance and has been a part of their daily training. The swim was supported by the Junior Guard coaches and the North Lake Tahoe Fire Protection District (NLTFPD) on paddleboards, in kayaks and jet skis. Junior Guards were trained in open water swimming technique, treading skills, back floating, swim strokes and visual spotting skills.
As the swimmers arrived back at Incline Beach, parents and beach goers were on hand cheering on the Monster Mile swimmers. We could not have expected a better performance of the Junior Guards and congratulate each and every one of the campers.
We would like to thank everyone who supported this program and the Monster Mile including coaches, NLTFPD, parents, grandparents, Program Coordinator Meagan Ballew, and the entire Incline community. We look forward to Season #5 next summer!
Complete this program by swimming in the pool, the lake, or whatever facility you desire. Just record your yardage and we will track your progress. Upon completion of the 71mile journey you will receive a T-shirt and your name on the Finisher’s Plaque at the Recreation Center pool. Come join Incline’s premier swim team for both competitive and novice swimmers. Our USA Swimming certified coaches will evaluate appropriate levels and practice times for each participant. For those who are participating in USA Swimming, the opportunity to travel to USA Swim meets is available. Swim team fees are due monthly. Please refer to the swim team level descriptions on the website. Ages 6+.
Swim, connect and indulge with other women on Wednesday evenings. The program is focused on beginner, intermediate and advanced skills. Swim and then join the group for an optional après swim outing at various locations around town. The first Wednesday of each month is designated for beginner swimmers (participants should at least be comfortable in chest deep water), and the remainder of the Wednesdays each month are focused on intermediate and advanced skills.

Water Polo and Splash Ball provides athletes with a fun and competitive environment to increase their swimming ability as well as overall fitness. Athletes will learn the rules of the game and participate in skill sessions and scrimmages. Athletes should be comfortable moving and swimming in the water but do not have to be competitive level swimmers to participate.

The latest popular line dancing style is a great way to get some exercise, step to a wide variety of music, and have a great time. No partners needed, no experience required. The instructor will incorporate pop, rock, oldies, and western music selections to accompany dance steps. Class is held in the group fitness room in the Recreation Center. In this workshop you will gain an understanding of the tools and techniques of nature journaling, drawing foundations, how to develop a sketch in the field, work from a photo, and the use of color to enhance your page.

Active Adventures Are Open To All! While we prioritize seniors ages 55+ for the following adventures, these programs are open to anyone 21+ who would like to join us if space is available!
These mile-long, paved road hikes to the Crystal Bay lookout site, sponsored in collaboration with the National Forest Service, usually include a spectacular sunset and ensuing moonrise. The outing includes transportation, wine, cheese and snacks.
If you would like to participate, but are unable to hike either or both ways, you may ride in the van to join the group at the top.

Improve joint health, gain balance and coordination, learn about Chi, and enjoy friends. Try this program as a special introduction to Tai Chi! The Incliners is the longest-running IVGID senior program, providing social and educational opportunities for more than 500 seniors 49+. The club usually meets on the first Tuesday of each month for a social event which might include a potluck dinner, bingo, trivia, guest speakers, game night, and/or social happy hours. During ski season, every Wednesday members can attend a noon-time lunch at Diamond Peak which are hosted weekly by member volunteers. On the third Tuesday of each month, members meet for a catered dinner, followed by music and dancing (dates subject to change).
Annual dues are $25 per person. Advanced reservations are required for catered dinners (no walk-ins are admitted). Price per member is $30, and non-members and guests are $40. The Senior Transportation Program is a collaborative effort provided by IVGID Senior Programs, Washoe County, NDOT
and RTC. Services include regular transportation opportunities for shopping, errands, outings, and medical or personal appointments. This door-to-door, reliable, affordable service provides local seniors a way to get around, run errands, make appointments, and take care of business. Reservations are required. Please call the Senior Transportation Hotline at 775-886-1020 and leave the requested information for local errands at least 24 hours in advance for the Tuesday, Wednesday and Friday services. The fee for regular Tuesday runs is $10, with Wednesday or Friday weekly local transportation at $5.
“On Demand” transportation is available for other individual needs. Cost is $40 per person, which includes a same-day round trip for errands, appointments, personal services, etc. (additional fees apply after 3 hours). Airport transportation services, (drop-off or pick up), are $55 per person. Book “On Demand” transportation services AT LEAST 72 business hours in advance at 775.886.1020.
Transportation services may be subject to alteration or cancellation in extreme weather and are subject to driver and vehicle availability. Requested destinations are limited to Washoe County and adjacent communities (i.e. Carson City, Stateline, Truckee, and Kings Beach).

Conversation Café
Conversation Café is a drop-in forum hosted by the Senior Programs staff. Interact with people, share diverse views and a passion for engaging with others over interesting topics, local issues, and world news items. Candid discussions about selected topics elicit frank comments, and the dissemination of information, often with humorous anecdotes and interjections.

Join this dynamic group for monthly lunch meetings with featured guest speakers. Veterans, supporters and community members are always welcome to attend the meetings. Participants enjoy involvement with special events and unique opportunities to honor and support local veterans, military
service agencies, and special veteran support operations in the community, state, country and world. Meet on the last Thursday of each month, 12 - 2pm, from January through October at the Chateau at Incline Village. There are no meetings in November and December.
The IV/CB Veterans Club Mission is: To promote the welfare of all veterans and their families.
Fee: Annual dues are $30 and includes monthly meeting lunches.

Trekkers of all abilities are welcome to join IVGID Senior Programs for weekly light to moderate level snowshoe hikes at various locations throughout the beautiful North Tahoe area. Following the hikes, relax and socialize with fellow snowshoers and enjoy a delicious lunch at a local eating establishment.

Diamond Peak’s PSIA Certified Instructors provide intermediate (Lakeview), and advanced (Crystal) level instruction in these weekly ski clinics. Novice skiers are welcome to attend, but need to start with a group or private lesson from Diamond Peak's Ski & Ride Center until they can comfortably tackle intermediate terrain to join the program.
Instruction is designed to help skiers improve, adjust, or modify techniques and encourage skills and habits that support lifelong skiing. Re-entry skiers are welcome. Learn about the latest equipment and skiing technology. Skiers must have a day pass or season pass for Diamond Peak. Bring your own equipment, or rental equipment is available for a fee.

Learn to love a new way to ski! Join others in cross country ski instruction and weekly outings. Discover local groomed trails and enjoy the exercise and beautiful snowy landscape. Beginner – Intermediate levels welcome.

The Incline Village Recreation Center is Lake Tahoe’s finest fitness and recreation center: a 37,000 square foot facility offering activities for all ages. We are open to members and the public; proudly serving our community 363 days a year!

The Beach Ambassador program is an ongoing success. These super humans in yellow roam our beach venues ensuring that all beach goers are respecting the beautiful lake and answering questions/solving problems as they go. Their tasks have ranged far and wide and there is no task too big or small for them. From helping pick up trash, giving support to all of the beach staff, ensuring everyone has a great time at Music on the Beach, upholding Ordinance 7, assisting with traffic control, aiding the boat ramp on blustery days, and building a rapport with residents on a daily basis… they do it all. If you see one of these friendly faces out and about, please say hi!
We’d like to extend a big thank you to all of the competitors who came out to take part in the Incline Open Pickleball and Tennis Tournaments this summer! It was incredible to see the growth of both tournaments, and the spirited but friendly competition on the courts at the Incline Village Tennis & Pickleball Center. Congratulations to all of our winners from both tournaments.
The Incline Village Tennis & Pickleball Center offers tennis courts, pickleball courts, and a fully-stocked pro shop. The center is located at 964 Incline Way. Clinics, socials, mixers, tournaments, and youth camps are offered throughout the summer months, welcoming locals and visitors alike. It has been another busy year at the Incline Village Golf Courses. Average daily rounds and revenue are up compared to 2022, tee times are being filled, and golfers are adhering to the cancellation policy, which is allowing for more play.
Get Golf Ready clinics, junior camps, individual lessons, and all of our oneoff clinics have been at capacity all summer, which is great to see. Our instructors at the Incline Village Golf Academy - including Ashley Wood, PGA and Din Fuad - pride themselves on introducing a bevy of new golfers to the sport each summer, and helping hundreds of others lower their scores, avoid injury, better understand their options on the course, and have more fun!
Even though the season started with some rain, we have been very fortunate
to enjoy some great Tahoe summer weather, which, along with no smoke impacts to date (fingers crossed), has contributed to the increase in play. Our Golf Course Superintendent Jeff Clouthier and his staff have been beyond incredible. They have once again managed to maintain the amazing course conditions that we’ve become known for, and have been doing so while being short staffed. Please watch out for ongoing maintenance work on the courses as we start the process of preparing the golf courses for winter. We appreciate everyone’s patience with any changes this maintenance work may necessitate.
Also, “thank you” to all the Golf Staff for all of your hard work. It is truly a team effort to provide the level of service and care that the Incline Village Golf Courses are known for, and every member of the team plays an integral part in that experience.
Finally, “thank you” to all of the golfers who’ve joined us this summer! As the summer turns into fall, we will have less tournaments, so check the tee sheet for additional available tee times. Be sure to make a reservation still as we expect strong demand through the fall, and
disciplined minds, sound character, healthy bodies, and creative spirits thrive.
We have a finalized schedule for the Mountain Course Cart Path project and how this will affect golf course operations and play. Please remember that even though the course will be fully operational at times, there will be work going on, noise and some rerouting for carts.

The Championship Course will continue to offer IVGID Recreation Pass holders a 5%20% discount off the listed price in the golf shop. The percentage off is dependent on the type of product being purchased. Starting on Opening Day of the 202324 ski season, these RFID gates will be active, and all 2023-24 season pass holders and day ticket buyers will be issued new RFID media cards, which will open the gates at the chairlifts.
All renewing season pass holders will need to stop by the Diamond Peak ticket windows to pick up a new RFID season pass card this winter, before venturing out onto the slopes. This summer, we’re switching it up a bit, and we want your designs for 2023-24 season neck gaiters/buffs/tubes… call them what you will, they keep your neck warm and keep snow from getting down your jacket on powder days.

We all know Diamond Peak as an amazing hidden gem of a ski resort in the wintertime, but if you haven’t taken a hike to Snowflake Lodge during the summer, you’re missing out on half of the fun. In November of 2022, IVGID’s Board of Trustees began laying the groundwork for a Board-appointed Capital Investment Committee. In July of 2023, the Board finalized the scope for the Capital Investment Committee and directed staff to begin soliciting for potential at-large committee members. At the August 9, 2023 Board of Trustees meeting, the Board interviewed applicants and selected the following four atlarge members for this committee:

Fall is often time to wrap up any major earth-moving projects around Incline Village and Crystal Bay, as construction season is winding down and there’s limited time to finish up all the projects before winter is upon us again. Continue reading for updates on some of the major capital improvement projects going on around the District this season.
The Effluent Export Pipeline replacement project began in late April when Granite Construction - the Construction Manager at Risk (CMAR) - mobilized to the Spooner Summit equipment staging yard and the initial work site at Marlette Creek near the Thunderbird Lodge on SR28.
Early May snowstorms delayed the start of construction for a week, but the crew was able to quickly get underway once the snow had (again!) passed and make up for the lost time. To date, 2,300 linear feet (LF) of new 16-inch ductile iron pipeline are in operation; this initial length was necessary to accommodate the NDOT stormwater improvement project in the same area of SR28. An additional 1,000LF of pipeline was installed adjacent to the operational portion.
Overall, the conditions were challenging following the heavy winter as the crew battled high groundwater levels and leaking stormwater pipes in the trench. Large boulders and bedrock were encountered – as is typical in the Tahoe area – and required specialized crews and equipment to safely remove them
from the new trench without damage to the existing export pipeline. The narrow work site also provided challenges, but the project team successfully collaborated with our project partners at NDOT and TRPA to provide a safe work site for the construction personnel and the traveling public.
The IVGID effluent pipeline project took a brief hiatus while NDOT and Q&D Construction completed a portion of their multi-year SR 431-28 Tahoe Project. Once this NDOT work was complete, the project team re-mobilized for tie-in of the pipeline installed in June and installation of an additional 2,000LF south of Secret Harbor Beach, scheduled for operational tie-in midOctober.
The final weeks of the construction season in October will include the final mill and overlay of all the IVGID export line work areas to lay a new asphalt surface for the full width of the affected travel lanes along SR28. This was a challenging year for travel around the lake due to “construction season.” We do thank everyone for their patience and understanding while

In its simplest terms, the designbuild construction delivery method replaces the traditional method of awarding separate contracts for an architect and engineering team (A&E Team) and a construction contractor. In design-build, the contractor, A&E team, subcontractors, and owner work together as one team to build a project that meets the owner's expectations within budget. Staff will advertise for an RFP at the beginning of September.

The Department of Public Works brought the Incline Beach House Project to the Board of Trustees for discussion at the July 26 Board Meeting. The next step to move the project forward, as directed by the Board, is to proceed with a Request for Proposals (RFP) for a Design-Build Team.
In order to proceed with an RFP, Staff asked the Board to provide direction on the following: (1) Programming, being defined as the features and functions of the building, (2) Type of food & beverage menu to be served and (3) Delivery method of the project.
The Trustees directed Staff to increase the number of bathroom stalls to ensure portable toilets would only be needed on the busiest summer weekends. Design of the kitchen was discussed and the Board stated they would like to see a well-
