Local Heroes is the annual theme for the 4th of July celebration in Incline Village. It seems particularly fitting to honor our veterans and active military service members as we celebrate our nation’s birthday. You will find many events in their honor this July 2 - 4 here in Incline Village and Crystal Bay.
Local Heroes also allows us to celebrate those people who are everyday heroes in our lives: our firefighters, peace officers, health care workers,
teachers, community workers and yes, our parents. Enjoy the festivities and remember what we are celebrating.
Breakfast - July 2
Start your 4th of July weekend with a free pancake breakfast at the North Lake Tahoe Fire Protection District on July 2 from 8-10am. The main fire house is located at 875 Tanager Road in Incline Village. This annual event is very popular, so come early! Work off those
calories from the pancakes and sausage by walking over to the parade route on Southwood Blvd. and Incline Way.

Local Heroes Parade - July 2
Join us for a hometown parade in Incline Village. Sponsored by the Incline Village Crystal Bay Community & Business Association (IVCBA), IVGID, the Rotary Club of Tahoe-Incline, and the Washoe County Sheriff's Office, this local event invites the entire community and visitors to celebrate by being in the parade or being a spectator. The Kids Bike Parade begins at 10am, followed by the Local Heroes Parade.
Enjoy the classic cars, floats, walking groups, street performers and a myriad assortment of parade participants. Washoe County vehicles including the mounted unit and the K-9 unit will be featured. Watch for Sheriff Balaam, on horseback or on one of the special
vehicles. If it’s a hot day, maybe you will be lucky enough to get sprayed by the NLTFPD fire truck!
Parade Route
The parade route starts at 893 Southwood, crosses Village and continues to Bowl Incline where it turns right on Incline Way to the Recreation Center and the Village Green. The best viewing is:

Local Heroes Community Fair and WCSO Meet & Greet - July 2
Immediately following the parade, walk over to the Village Green for even more fun from approximately 11am - 3pm. Join us for carnival and field games, information booths, and freebies from various nonprofits, businesses and service clubs.
All of those fun vehicles from The Washoe County Sheriff’s Office will be on display for their annual Meet and Greet with Sheriff Balaam and the
Incline Substation team. Incline High school sport teams and Interact Club will run carnival and field games supplied by IVGID. The Local Heroes Community Fair is sponsored by IVGID and the IVCBA.
Highlander Pride Backyard BBQ - July 2
Join Highlander Pride for a Backyard BBQ with beer at Aspen Grove during the Local Heroes Community Fair from 12 - 3pm.
This barbecue supports all Incline High athletics and athletes. For this fundraiser, all IHS Athletic Coaches have agreed to participate. They will be your Backyard BBQ cooks, along with the support of student-athletes. Venmo and cash only.

Group Swim Lessons
Group Swim Lessons are offered for youth 6 months to 12 years of age. Programs follow the American Red Cross Learn-to-Swim guidelines. Class maximum is four students per instructor for Levels 1 & 2 and six students per instructor for levels 3, 4 and 5.
Please refer to the Swim Lesson level descriptions online at inclinerecreation. com for placement. If your child is between two levels, please register for the lower level (the instructor can provide more advanced skills to work on if needed).

Summer Youth Group Swim Lessons: Beginner levels are sold out for Summer 2023 sessions. Visit the website to view availability for levels 3-5. Scan QR code for swim lesson availability.
Private lessons are available for all ages and abilities with certified Water Safety Instructors, as well as stroke clinics with our swim coaches. To make a private lesson request, please email the Aquatics Office at aquaticschedule@ ivgid.org. All private lessons are subject to availability of instructor staff. Lessons must be paid for in advance; payment must be made at the Recreation Center counter.
Come join Incline’s premier swim team for both competitive and novice swimmers. Our USA Swimming certified coaches will evaluate appropriate levels and practice times for each participant. For those who are participating in USA Swimming, the opportunity to travel to USA Swim meets will be available. Swim team fees are due monthly. Please refer to the Swim Team level descriptions on the website. Ages 6+.
Swim, connect and indulge with other women on Wednesday evenings. The program is focused on beginner, intermediate and advanced skills. Swim and then join the group for an optional après swim outing at various locations around town. The first Wednesday of each month is designated for beginner swimmers (participants should at least be comfortable in chest deep water), and the remainder of the Wednesdays each month are focused on intermediate and advanced skills.

Walk and talk at a more leisurely pace on these 3-5 mile treks with gentle elevation gain. Enjoy the greater Tahoe area, meet new people, and keep moving. Meet at the Recreation Center for an 8:30am departure. Bring water, lunch, sunglasses/hat, sunscreen and hiking poles. Wear appropriate shoes and clothing.

Starting in June, sign up to explore bike paths and off road trails throughout the Lake Tahoe Basin and Truckee. After the ride, enjoy an optional, no-host lunch with your fellow riders. The latest popular line dancing style is a great way to get some exercise, step to a wide variety of music, and have a great time! No partners needed, no experience required. Instructor will incorporate pop, rock, oldies, and western music selections to accompany dance steps. Class is held in the group fitness room in the Recreation Center. Register at the Recreation Counter by calling in, walking in, or online.

These mile-long, paved road hikes to the Crystal Bay lookout site, sponsored in collaboration with the National Forest Service, usually include a spectacular sunset and ensuing moonrise. Participants are encouraged to wear warm clothing and bring a flashlight. The outing includes transportation, wine, cheese and snacks.
If you would like to participate, but are unable to hike either or both ways, you may ride in the van to join the group at the top.

As the calendar flips over from June to July, we’re truly getting into the heart of summer here in Incline Village, and that means the heart of beach season too. Hopefully all of our residents have had the chance to come down and spend some time on the beautiful IVGID beaches, and see some of the customer service improvements we’ve implemented for the 2023 summer season.
For boaters, our new Watercraft SelfRetrieval Cards have made the process of checking in to retrieve your boat or other vessel more efficient at the gate. These cards are handed out upon initial launch, stored in your vehicle, and then presented to our gate staff when you
return to retrieve your vessel. If you haven't launched your vessel at Ski Beach prior in the season, or would rather pay for just a one-way ramp use, you will be assessed a $15 oneway ramp use fee. Annual pass holders receive unlimited in and out access from May 1 - April 30, just scan your IVGID Recreation Pass as you're coming through the gate!
For all beachgoers, our Beach Ambassadors are a crew of superhelpful individuals who roam the beaches to answer questions, solve problems, and ensure that all beachgoers are respecting our pristine Lake Tahoe environment and each other. Look out for these friendly folks in the bright yellow shirts all summer long, and feel free to ask them anything IVGIDrelated.
With the historic winter we just experienced, Lake Tahoe’s water level is expected to remain high all summer long, which means the amount of sandy beach space will be reduced this year. On busy weekends and holidays, please be respectful and take up only the space you and your family/guests need on the sand so that others may enjoy our beautiful beaches too. Remember, there
are plenty of great spots a little farther back from the water, with options for shade, full sun, or a mixture of both.
There’s nothing worse than planning a beach day, only to show up at the beach gate and get turned around because your IVGID Recreation Pass (aka “Picture Pass”) or Recreation Punch Card is expired or has no value on it. Please make sure your passes are updated and active before making the trip down to the beaches. Our beach gate staff cannot do anything for you at the gates if your access isn’t currentthat MUST be done at the Rec Counter - so please show our beach staff some love and understand they are there to enforce the beach access rules in place.
The IVGID beaches are often considered the “crown jewel” of amenities our IVGID Pass holders (with beach access) can enjoy. I hope to see everyone there this summer!

The four IVGID-managed beachesSki Beach, Incline Beach, Burnt Cedar Beach, and Hermit Beach - are located on Lakeshore Drive between the Hyatt Regency Lake Tahoe Resort and State Route 28.
Incline Beach

Incline Beach has a nice sandy beach and swimming area if you need to jump in the water to cool off. There are several picnic areas, a playground, a non-motorized watercraft concession provided by Lake Tahoe Water Sports, and a full-service outdoor bar provided by Incline Spirits that offers a selection of drinks and cocktail service during the summer months.
Ski Beach

Ski Beach has a boat ramp, picnic areas, two volleyball courts, and a bocce ball court. A creek runs through Ski Beach with lush grassy areas and trees to provide leisurely shady walks. There are kayak/canoe/paddleboard storage rentals and an easily accessible boat ramp.

Hermit Beach is the name of the small beach on the east side of Incline Creek, next to the Hyatt Regency Lake Tahoe.
Burnt Cedar Beach

Burnt Cedar offers a newly renovated outdoor pool with waterslide and an adjacent toddler pool, a small sandy beach with a protected swimming cove, a large grassy point with benches, playground, non-motorized watercraft concession provided by Lake Tahoe Water Sports, and multiple group picnic areas. The full-service outdoor bar provided by Incline Spirits offers a selection of drinks with cocktail servers offering beach-side service.
Pool hours are posted on our website and paper copies can be picked up at the Recreation Center or the Burnt Cedar Beach gate. Incline Village beaches are restricted-access - please refer to our website inclinerecreation.com for rules rules, access restrictions and recreation privileges.

Daily watercraft launch passes are available to valid IVGID Recreation Pass and Recreation Punch Card holders with beach access at the Ski Beach gate.
Annual Watercraft Launch Pass
Annual Launch Passes are available for purchase to IVGID Recreation Pass holders. In order to purchase an annual pass (valid from May 1, 2023 - April 30, 2024) please go to the Ski Beach gate or the Park & Recreation Department Counter. Bring your valid beach access IVGID Recreation Pass, current vessel registration in the resident's name, current driver's license, and complete an application.

This year we are implementing a watercraft self-retrieval card. After paying the initial fee to launch your watercraft, the host will hand you a retrieval card to utilize for your pull out. You can keep this card in your vehicle and when arriving at the booth to retrieve, present the card and your IVGID Pass to the host and you can retrieve your vessel free of charge. IVGID Pass holders who do not have a watercraft retrieval card will be assessed a one-way $15 ramp use fee.

The Incline Village Recreation Center is Lake Tahoe’s finest fitness and recreation center: a 37,000 square foot facility offering activities for all ages. We are open to members and the public; proudly serving our community 363 days a year!

Kimberly Monte recently joined the Recreation Center team as the new Recreation Coordinator for Fitness, Health & Wellness. Kimberly worked as the Associate Director at Indiana
State University Recreation Center and has been teaching fitness classes for over 30 years. She has a wonderful following of participants and loves teaching others how to move both on the land and in the water.
Kimberly is an ACE Certified Fitness Instructor and Personal Trainer. She is also certified to teach yoga, cycle, water fitness, HIIT, Total Body Conditioning, aging adults and small group training. She has led classes at various fitness conferences and was the Site Coordinator and Director of the Midwest Fit Fest.
When she isn’t teaching, she can be found playing pickleball or enjoying the wonderful outdoor activities in Tahoe with her goldendoodle Tango. She is out and around the Recreation Center, so be sure to say hi!
Question: When is the best time to exercise?
Answer: The time of day that you WILL work out, consistently. Find a time of day that works for you and fits your schedule, so that you are more likely to stick to it. There are different benefits to different times of day.
By keeping your workout regime consistent at the same time every day, you could be making greater training gains. And isn’t that what really matters?
This year we celebrated 151 years of National Arbor Day! National Arbor Day, as well as Nevada’s Arbor Day, is typically celebrated on the last Friday in April, but many states or communities observe Arbor Day on different dates throughout the year. Dates are selected based on the best tree planting times in their area.
June 14 is IVGID's established Arbor Day celebration. This event includes planting trees, reading the annual Tree Proclamation aloud, and speeches and/or presentations by professional arborists and foresters when possible.
As a member of the National Arbor Day Foundation (NADF), IVGID meets the requirements to apply for Tree City USA status. Although it may seem counterintuitive, being a “Tree City” indicates our commitment to protecting and caring for our urban forest. Residents of the community can also become supporters of the nonprofit National Arbor Day Foundation for a $15 dollar membership fee, entitling them to a gift of ten tree seedlings chosen specifically for our area. NADF ships these seedlings directly to new members at the appropriate time for successful planting. The NADF website
(www.arborday.org) and their quarterly newsletter provides a wealth of information about trees.
Many communities in Nevada are members of the National Arbor Day Foundation. These include Reno, Carson City, Sparks, Genoa, Gardnerville, Winnemucca, Elko, Las Vegas, Henderson, Boulder City, Ely, and Nellis AFB, and they all participate in the Tree City USA program. We have been a Tree City for 14 years and in 2019 we also achieved the NADF Growth Award. We were the only community in Nevada to do so, indicating our commitment to trees and overall forest health.
IVGID has benefited directly from its relationship with NADF. In 2014 we were fortunate to have a tree inventory performed by an expert forester. Supported by a Nevada Division of Forestry (NDF) grant and at no cost to IVGID, this inventory was completed on all our parks and beaches and yielded information on nearly 6,000 trees. This information included species (44), size and health of every tree, among other things. There is a dollar value associated with these trees, and in the case of Incline Village
parks and beaches trees, that value is over $29,000,000 (in 2014 dollars). This year we expect NDF to provide a new software package at no cost to us that will enable us to update our 2014 inventory and then map our trees. This can help us manage our urban forest resource as well as recognize unique trees, such as our State of Nevada Big Tree, a European Aspen (Populus tremula) located at Burnt Cedar Beach (Visit http://forestry.nv.gov/nevadasbig-tree-program for more information on Nevada’s Big Tree program). Historically IVGID has maintained strong relationships with NDF and forest-oriented organizations via this partnership with NADF.
We would love to see increased community involvement with our local forest. As our population has increased in recent years, so have outdoor activities and opportunities. We have a chance to experience what the Japanese call “forest bathing” along the Earth Walk Trail originating at the North Tahoe Nevada Welcome Center, created by volunteers and the Parks staff, and incorporating the “galis dungal,” representing the historical Washoe Tribe presence at Lake Tahoe. Several Eagle Scout projects occurred in the Fitness Trail and Incline Park areas, all part of our urban forest. The Robert & Robin Holman Family Bike Park was established in 2017 through a collaboration with volunteers, a generous donor, the non-profit Incline Tahoe Foundation, and IVGID Parks staff. As IVGID has an obligation for recreation via its charter, community members are invited to bring ideas (and funding) to us so that we can enhance the experience of living in such a special mountain town in a special urban forest. With summer in full swing, we figured we’d highlight and celebrate a few of the places that IVGID maintains for little ones to do some literal swinging - namely the playgrounds of Incline Village. IVGID’s Parks Department maintains the lake-front beach play structures at Incline and Burnt Cedar beaches which are open to those with beach access, and also the shaded creek-side playground at Preston Park on the west end of Incline Village that’s open to all in the community.
We love going to the park to let out energy, play hot lava with friends and improve climbing skills. The added bonus is the incredible view of the lake - what a place to be a kid!
Preston Park is great with the swings and both “big kid” and “little kid” playground options. It has grass and usually more shade (depending on the time of day) so it is a great spot for a picnic on those hotter summer days. We like to pick up tacos and picnic on the grass or tables. ReamOne of the lesser-known programs offered through IVGID is the Wetlands Waterfowl Hunting Program which resides on our 900-acre wetlands effluent disposal facility located at 3050 Vicky Avenue in Minden, Nevada. The program follows the Nevada Department of Wildlife regulations for the hunting of waterfowl. The program is operated through the IVGID Utility Department in conjunction with the IVGID Parks & Recreation Department accepting and verifying memberships and collecting fees.
Waterfowl hunting season typically runs through the winter months, and registration (which is limited to a maximum of 80 participants) opens in August. To inquire about a Hunting Membership, please stop by the Parks & Recreation Counter at the Incline Village Recreation Center, or call 775.832.1310.

Operating an outdoor tennis and pickleball facility in Lake Tahoe means you always have to be flexible. This spring, with the help of many volunteers, we managed to get the snow cleared from the courts and kick off the 2023 season in early May.
I’m excited to be back for another season working alongside our new Head Pro, Sylvain Malroux, and many other familiar staff. We are trying to keep pace with providing services to our community, which resulted in Court #8 being quickly converted to three more pickleball courts. We are happy to report the entire upper tier of courts has been fully converted to a contiguous 15-court pickleball area that will also play host to weekly pickleball socials every Tuesday afternoon this summer.
Despite the growing world domination of pickleball, we will still be playing tennis with gusto, including our continued support of our local USTA teams as they host other teams and travel elsewhere to represent us. We
will continue our weekly tennis socials every Thursday afternoon with great opportunities to meet other players of similar abilities and hopefully make some new friends.

Bonjour! After a long winter and record snowfall, it's been great to get the Tennis & Pickleball Center up and running full speed ahead these past few months.
I joined the IVGID family teaching tennis and pickleball last year, and really liked the potential of our center and the beautiful setup that we have to offer. So, I am really pleased that this year I have become the Head Pro and look forward to taking the center to new heights!
If you don’t know me yet, I am also the Head Coach for the University of
Nevada, Reno Men's Tennis team. Over my career, my teams have won multiple conference championships, from Clemson University to San Jose State, and most recently right here in Nevada, with our team making the NCAAs last year as well.
Having originated from France, I obtained the highly regarded diploma to teach all ages spanning from youth to adult, recreational to high level players. I also worked with the French Tennis Federation and have run multiple academies from France to California. Pickleball has become one of my passions as well, and I apply my knowledge and teaching philosophy to America’s fastest growing sport. Before the Covid pandemic, I also offered tennis and pickleball tours in France, combining sport with my other loves of good food and wine! We would play in the morning, sightsee in the afternoon, taste wines, and cap the evenings off with Michelinstarred dinners, all in some of the most amazing locations France has to offer. Stay tuned, as I might be bringing back these tours very soon.

Welcome to the most beautiful golfing area in the world! Despite record-breaking snowfall over the winter, the golf courses managed to come out the other side without major damage. A big reason for that is due to our Superintendent Jeff Clouthier and his staff. They worked diligently over the spring months to prepare the courses for a busy golfing season.
The grass on both courses is lush and green, with rivers still running higher than normal for this time of year due to all the snow melt. During the early-season prep work, the first priority is getting all playing surfaces - especially the fairways and greens - in excellent condition. This requires mandatory cart path rules for the first few weeks of the season, and some extra care from our golfing community early on.
We appreciate everyone’s attention to driving carefully on the fairways, and taking sanders out onto the fairways to repair any divots you see. The less divots Jeff and his team have to fill in, the more time they can spend on preparing the tees, greens, fairways and bunkers for everyone to enjoy.
Speaking of carts, the new golf carts are performing well, and the beautiful new blue color blends into the Lake Tahoe atmosphere perfectly. Each cart comes with a cooler, club cleaner and hand towels at the Championship Course, allowing you to make sure those grooves are extra clean to produce more spin and help stop the ball on the firm greens.
For those that enjoy the gorgeous Mountain Course, we are delighted to welcome our new Assistant Golf Pro Donny Ohu. Donny is overseeing the Mountain Course operations and making sure that everyone that visits has an enjoyable experience. Please welcome Donny to the team when you see him.
On the instructional side of things, we are very pleased to have Ashley Wood, PGA heading up our instructional programs at the Incline Village Golf Academy. Ashley is bringing on Din Fuad as an additional teaching professional for the summer. Din has worked in various coaching roles since 2016, most recently at the PGA Tour Golf Academy as a certified instructor and club fitter. Every golfer has aspects of their game that could be improved, from beginners to Tour pros, and we’re very excited to have a great team of teaching professionals and high-tech tools available to help our local golfers improve their game.

New Check In Procedure: All IVGID Recreation Pass Holders within a group must check themselves in individually and show their IVGID Pass. You may not check in other IVGID Pass Holders. Verification of a valid IVGID Recreation Pass will be the only way to receive the IVGID Pass rates.
We all know that the short game is important for our overall performance of the game, and putting can be the simplest way to improve your score. There are two main factors in putting: distance and direction.
Direction is controlled by the aim, break of the slope, and club face angle at impact.
• Reading the greens from big picture to small picture is the best way to see the break of the slope. Most greens will have a high point and low point. Start by examining the slope from high point to low point, then hone in closer on the specific part of the green you will be putting across.
• Club face angle is going to be determined by your putting grip, and remember that your putting grip is going to be a bit different than your full swing grip. The grip needs to be placed between the two palm pads of both your hands. This promotes quiet hands and eliminates face rotation. Once the club is placed in the palms of both hands, the grip should be adjusted to comfort.
• Getting the ball started on the intended line is determined by your stroke and your hands. With a good grip and consistent stroke, all players should be able to get the ball on the intended line.
Distance is speed control based on stroke, ball roll (forward rotation, launch and skid), and impact ratio (center of hit). A putting stroke is very individualized but there are basic fundamentals of a putt that can help with more consistent distant control.
• On average the stroke should be a 2:1 tempo (meaning your back swing may be 0.6 seconds and your follow through is 0.3 seconds).
• At impact you should have a delofted face and your angle of attack should be on the way up. This will help eliminate skid and produce a more true roll.
Depending on the distance you are putting, your margin for error for all these factors can be small. A general rule of thumb is: If a right-handed golfer strikes the ball with a putter club face that is two degrees open (beyond the ideal club face angle), you will most likely miss the putt five feet to the right.
Speed Drill: Set up three tees at distances of 30 feet, 25 feet and 20 feet away from the hole, then hit one ball from each tee, trying to get the ball within three feet of the hole
5 Star: Starting at three feet away from the hole, hit five balls from five different points around the hole. After making all five, move to four feet from the hole, then five feet from the hole. Try making all 15 in a row!

Ashley Wood, PGA Head of Player DevelopmentThe Incline Village Golf Courses welcomes Din Fuad as a new instructor and club fitter for summer 2023. Din is a Certified Instructor and Club Fitter at the PGA TOUR Golf Academy in St. Augustine, Florida where he has been teaching alongside Neil Gunn for the past four years. With his passion for golf and experience as a competitive player, Din takes pride in providing elite level golf instruction and fitting experience to his students regardless if you are a beginner or a seasoned professional.
Prior to coaching the game, Din graduated from South Dakota State University where he played four years of Division I Golf. In his home country of Malaysia, he competed for over five years on the Malaysian National Golf Team.
Din enjoys helping everyone from newcomers, elite juniors, everyday golfers, to mini tour players and other athletes enjoy the game and achieve their goals on the course.
He is excited to spend the summer in Tahoe assisting Ashley Wood, PGA teaching lessons, Junior Golf Camps and club fitting.
We are delighted to introduce Donny Ohu as part of the Mountain Course golf team for the 2023 season. Donny joins us with 10+ years in the golf industry, having held positions at Arrowhead Golf Course & Red Rocks Country Club in Colorado, including golf operations staff supervisor to tournament coordinator. Educated at the University of Colorado, graduating with a B.S. in business management, Donny has made the move to Reno to be with his longtime girlfriend, and is extremely excited to be part of the Mountain Course golf team.
The Championship Course will continue to offer IVGID Recreation Pass Holders a 5% - 20% discount off the listed price in the golf shop. The percentage off will be dependent on the type of product being purchased. We typically tell folks, the discount is approximately 5% on hard goods, such as golf clubs, and 20% off for soft goods, such as apparel.
However, at the Mountain Course this golf season, all apparel will be a minimum of 50% off the listed price and up to 70% off on close-out apparel. Therefore, if you are looking for a great deal on previous season’s apparel, please visit the Mountain Course for outlet type pricing on all apparel.

As a young girl, Denise had a flair for entertaining. Little did she know this would launch her into an exciting career as an event coordinator. Over 15 years in country clubs, resorts and restaurants honed her skills to create extraordinary experiences and memorable events. Denise joined the events team at IVGID this winter and couldn’t be happier to represent The Chateau and Aspen Grove.

Summer is always a busy time around Incline Village and Crystal Bay, as construction season is in full swing and there’s limited time to finish up all the projects before winter is upon us again. Continue reading for updates on some of the major capital improvement projects going on around the District this season.
IVGID’s wastewater collection, treatment, and effluent export system serves the communities of Incline Village/Crystal Bay and the Nevada State Parks located at Lake Tahoe. A critical component of this operation is the 20.5-mile effluent export pipeline, now over 50 years old, which has reached the end of its useful life. Ongoing corrosion has caused failure at multiple locations, resulting in isolated releases of treated effluent into the Tahoe Basin.
Early phases of the pipeline replacement project investigated the entire pipeline and prioritized the replacement schedule to maintain this critical infrastructure. This project represents an extraordinary infrastructure investment for a small utility district.
Within the Tahoe Basin this pipe was divided into three segments on Highway 28. Segment 1 is the low-pressure supply pipe from the WRRF to the pump station near Sand Harbor. Segment 2 is the welded steel, high-pressure discharge pipe exiting the pump station. Segment 3 is the remaining lower pressure jointed steel transmission pipeline within the Tahoe Basin running south to Spooner Summit.
Phase 1 work has been completed and replaced all four miles of Segment 1 pipe within NDOT right-of-way as well as two miles of Segment 3 pipeline that crossed through State Park lands at Spooner Lake.
Phase 2, which began this summer, will replace all of the remaining Segment 3 pipeline (approx. 13,700 linear feet) and all of Segment 2 pipeline (approx. 17,300 linear feet). The project is estimated to cost $71.6 million and will take four years to complete. The IVGID Board of Trustees has approved inclusion of the Phase 2 project in the multi-year capital plan and approved significant sewer rate increases to provide local funding support for the project.
Phase 2 work will be completed in State Route 28 using open-cut construction methodology to relocate the pipeline within the center of the southbound travel lane, or into the northbound travel lane, where required. Construction on Phase 2A of the project began in May with the goal to install approximately 5,400 lineal feet of pipe. This pipe will be installed in both Segment 2 (3,300 lf) and Segment 3 (2,100 lf).
The District entered into a CMAR construction contract with Granite Construction on April 12, 2023 with construction costs to be approximately $10.8 million. After being delayed a week due to snow, construction work began May 7, 2023 and pipe is now in the ground, with construction activities continuing. The Incline Village General Improvement District (IVGID) owns and operates the Wastewater Resource Recovery Facility (WRRF) that serves the Incline Village and Crystal Bay communities. As part of the WRRF there are two unlined ponds that are available for use in an emergency
NDEP has conditioned the operating permit such that IVGID may no longer use the two unlined ponds in the event of an emergency. Therefore, Public Works staff have been working with the design consultant, Jacobs, for the design of a 2-million gallon effluent storage tank. By constructing this tank there will be available storage to meet emergency situation needs. The design is nearly complete and final permit details are being worked out with the Tahoe Regional Planning Agency (TRPA). Construction of the effluent storage tank is scheduled to begin May 1, 2024.
The existing unlined ponds were created by constructing a dam in each location. Construction of the effluent storage tank will be on Mill Creek Dam #1 which requires demolition of the dam. Public Works has received approval to decommission this dam from the Nevada Department of Water Resources Division of Dams.
Great news for the IVGID ratepayers is that Public Works staff have secured a grant in the amount of $5.7 million from the United States Army Corp of Engineers (USACE) 595 Program. This grant covers 75% of the project cost which results in a direct savings to the ratepayers.
How many meals have you enjoyed at Diamond Peak? Are you aware that the food prep done for all the food served at both Diamond Peak Base Lodge and Snowflake Lodge is done in a tiny space just five-and-a-half feet by three feet wide? In addition, the kitchen has not been upgraded since 1986 when a refrigerator and freezer were installed. Other than those improvements, the kitchen has remained untouched since the lodge was built back in 1966.
Well that is about to change this summer. The Board of Trustees has approved the Design-Build project that will update and reconfigure the kitchen for safety of staff, maximize the efficiency and circulation, improve cold storage capacity, and enlarge the food preparation area. The DesignBuild contractor awarded the project is Brycon Corporation. Yes, the same contractor that did an outstanding job of remodeling the Recreation Center’s Locker Rooms.
The Diamond Peak Base Lodge Kitchen Remodel is anticipated to be complete by November 2023, in time for the 2023-24 ski season.
For over 20 years, the Incline Skate Park has been a popular destination for skateboarders of all ages and skill levels. The skate park provides a safe place for skateboards, which promotes physical activity and a healthy lifestyle, especially for young people. The skate park is open to the public, making it an affordable and accessible activity for all families in our community; and the park is also one of the community's most used facilities, with summer skate camps in high demand.
During the summer of 2022, IVGID staff applied for and received a grant from Washoe County for enhancement to the Incline Skate Park. At the Dec. 14, 2022 Board of Trustees meeting, the Board moved to accept the Washoe County Notice of Subaward (NonCompetitive Grant) in the amount of $250,000 for the purpose of enhancing the existing skate park.
As you can imagine after 20 years, the Incline Skate Park is beginning to show its age. The grant funds will be used for repairs and renovations including concrete crack repair, replacement of
damaged equipment, and replacement of rusted metal. Repair work will be prioritized with safety concerns being the top priority.
If funds allow, the skate park will be expanded to include features that focus on all skill levels. The goal of the project is to deliver a skate park that provides positive opportunities for skaters to have fun and improve their skills in a safe environment.
Crystal Peak Road
The Crystal Peak Road Watermain Replacement Project is a part of the multi-year capital improvement program to replace the 1960s-era thinwall steel watermains. This project will replace the 6” watermain within Crystal Peak Road (between Lakeshore Boulevard and Martis Peak Road) with a new 8” watermain. The project will also bring the area into compliance with the 2018 IFC requirements regarding fire hydrant spacing.
IVGID Staff identified this project as eligible for the Tahoe Water for Fire Suppression Partnership Grant. The larger watermain will provide adequate fire flow throughout this area. In 2023, the Board of Trustees accepted a grant in the amount of $204,528 from the Tahoe Water for Fire Suppression Partnership to assist with funding this project.
The contract was awarded to Burdick Excavation, began construction in May 2023, and is scheduled to be complete by mid-summer.
Matthew Dent was born in Watsonville, California and moved to Nevada with his wife Tara in 2007. He earned a B.S. in Construction Management from CSU, Chico and a M.B.A. from the University of Nevada, Reno. Matthew and Tara have two young sons who enjoy daily walks to the beach and parks. They also enjoy spending time with friends, boating, skiing, and golfing.
Over the last 17 years, Matthew has collaborated with many local, state, and federal agencies while serving on executive teams for complex heavy civil, residential, and commercial construction projects totaling nearly a billion dollars. Prior to joining the construction industry, Matthew spent 10 years within customer service
while working in hotels and restaurants.
He currently serves as Chairman of the Board of Trustees and has represented IVGID as Board Member since 2015. Matthew was appointed to the IVGID Board in September 2015, elected in November 2016, and reelected in November 2020 to serve through 2024.
Sara Schmitz grew up in a small town in the Upper Midwest where she learned the value of community spirit and civic engagement. She graduated Magna Cum Laude from the University of Wisconsin - Stout, with a double major in Applied Mathematics and Business Administration. During her career as an Information Technology Executive, she led a team of 45 project managers and oversaw over $20M
of projects. After moving from Minnesota to Danville, California in 2006, she embarked on a second career as a Realtor. At the same time she became actively involved with the local chamber of commerce as well as town, county, and state government. Sara and her husband spent their honeymoon in Tahoe and have been returning ever since. Since moving to the Incline Village/Crystal Bay community
full time, she has volunteered with the elementary school’s Read With Me program and the Boys & Girls Club. She’s also a part-time ski instructor and founder of local non-profit Incline Village Crystal Bay Community 1st.
Sara was appointed to the IVGID Board in January 2020 by the Washoe County Commissioners, and elected in November 2020 to serve through 2024.
David grew up in Southern California. He earned his B.A. (International Relations/ Environmental Studies) from the University of Pennsylvania and his J.D. from Loyola Law School (Los Angeles).
David has been a full-time resident of Incline Village since 1997. In 2022, he retired from the Nevada Public Utilities Commission
after 25 years of service with the State. The majority of his career was spent regulating water/sewer, electric, gas, and telecommunications utilities in Nevada.
David and his wife have two daughters who currently attend Incline High School and Cal (U.C. Berkeley).
David was elected in 2022 to serve through 2026.
Ray moved to the USA from Scotland in 1999 on a career assignment and was very proud to become a U.S. citizen in 2018. He has a Bachelor of Science in Electrical and Electronic Engineering and an MBA from Strathclyde University, Glasgow. His professional career includes extensive experience in the Utilities sector including Operations, Mergers and Acquisitions, Customer Service, and Capital
Investment Strategy with an international Utility Company. Since 2004 he has delivered consulting services and management audits, focusing on strategy and business improvement, both through his Company, Munro Tulloch, and for several large consulting and accounting firms including IBM and Price Waterhouse Coopers where he was a Director.
Ray and his wife have been full-time residents of Incline
Village since 2007. (For regular visitors to the Village Green dog park Ray is also better known as "Timber's Dad"!) He has previously been a member and Chair of the IVGID Audit Committee.
Ray is an active Masters ski racer and past President of Far West Masters Ski Racing. He is also the Head Coach for the Mt. Rose Ski Team race program.
Ray was elected in 2022 to serve through 2026.
Michaela Tonking had the privilege of growing up in Incline Village, having left to attend the University of Colorado, Boulder where she earned a B.S. and M.S. in Business Administration emphasizing in Accounting. She continued her education at Brown University where she earned a M.A. in Urban Education Policy. Michaela works with state policy
makers across the country on education funding and resource allocation.
Michaela loves the community she grew up in and is excited to be back. She enjoys all IVGID has to offer from skiing at Diamond Peak, golfing at Mountain and Championship golf courses, to taking classes at the Recreation Center.
She currently coaches the We The People team at Incline High School and serves as a board member for the Incline Education Foundation.
Michaela was elected to the IVGID Board in November 2020 to serve through 2024.

• Piles must be curbside and easily accessible.
• The branch diameter cannot exceed 6 inches.
• Piles must not contain stumps, roots, garbage, nails, lumber, or pinecones.
• Pile must not exceed 20 feet in length, 6 feet in height, and 6 feet in width. Chips will be left on-site and can be spread around the property for landscaping or erosion control, but not within 5 feet of a structure. If you choose to spread the chips within 30 feet of a structure, ensure that mulch beds are separated by noncombustible areas, such as dirt, rock, or pathways. Also, ensure that mulched areas do not contain highly flammable vegetation.
