Now that restrictions have been lifted, all of our venues are operating at full capacity, and life as we once knew it is now mostly back to normal. The golf courses began the season in incredible condition thanks to the hard work Jeff Clouthier and his staff have done - especially all of the fall preparation work that leads into great conditions for the next summer. We are already experiencing heavy bookings at both golf courses, and just as a reminder, IVGID Picture Pass holders can book tee times more than two weeks out, with a pre-booking fee. Please take advantage of this, especially if you know you are going to have guests coming into town and you know they would like to play golf. And it’s not just the golf courses that are popular this summer! Many of our various clinics, camps, classes and special events are filling up (or already sold out) at all of the summer recreation venues across the District. july 4th drone sky show to replace fireworks Incline Village and Crystal Bay will debut a new way to celebrate the 4th of July this year, with a drone ‘SkyShow’ lighting up the night sky in honor of the holiday. The decision was made in consideration of fire and environmental risks posed by a pyrotechnic fireworks display, shifting a longstanding tradition with an innovative new approach. The celebration, dubbed the ‘Incline Village Crystal Bay July 4th SkyShow,’ is a joint effort between Incline Village Crystal Bay Visitors Bureau (IVCBVB), the Incline Village General Improvement District (IVGID), the Incline Village Crystal Bay Community & Business Association (IVCBA), the Hyatt Regency Lake Tahoe and the Parasol Tahoe Community Foundation. “We are excited to provide a fun, safe and responsible way to celebrate Independence Day this year through our drone SkyShow,” said Andy Chapman, President and CEO of IVCBVB. “We continue to work closely and collaboratively with local businesses and community stakeholders to identify opportunities that enhance the quality of life for guests and residents – from 8 | IVGID Quarterly Incline Village General Improvement District
enhanced transportation programs to events that embrace sustainability practices – and together, we determined that a drone show better aligns with our focus on environmental stewardship for the region.” The Incline Village Crystal Bay July 4th SkyShow is part of a larger 4th of July celebration planned that includes a traditional parade and various community events, in addition to two drone ‘SkyShow’ performances. “Celebrating the birth of our nation is a long-held tradition and one we consider with great pride. Our collective view is that the time is now to move away from throwing lit objects into the sky and adopting a new, responsible way to celebrate this important holiday,” added Chapman. “Having previewed the capabilities of our SkyShow partner Verge Aero, we are confident that the SkyShow will deliver a great viewing experience while avoiding the negative impacts associated with traditional pyrotechnic fireworks.” According to the National Fire Protection Association, fireworks start an average of 18,500 fires each year.
4TH OF JULY Other marquee events, including Super Bowl LII, have begun to adopt drone shows as an alternative to traditional fireworks displays. The change has drawn support from local fire officials and community organizations. “The North Lake Tahoe Fire Protection District is here to protect and assist our community. With that, we support pivoting to a safer celebration program for the 4th of July holiday with the Incline Village Crystal Bay SkyShow,” said Ryan Sommers, Fire Chief of the North Lake Tahoe Fire Protection District. “As we all experienced and witnessed the effects of the Caldor Fire, we know there is no such thing as fire season, it is yearround; we need to be vigilant with our fire prevention measures not just during the summer months, but all year long.” For their part, the Verge Aero team is excited to bring their technology to the Lake Tahoe Basin.

Where To View the Sky Show The SkyShow will be visible from the Ridgeline Park Ball Fields (Incline Park) and surrounding neighborhoods with a unobstructed view of the fields. The SkyShow will likely not be visible from the Incline Village beaches.

It seems particularly fitting to honor our veterans and active military service members as we celebrate our nation’s birthday. You will find many events in their honor on July 2-4. IVGID Bike Parade & Local Heroes Parade - July 2 Join us for a hometown parade in Incline Village. Kids and families on bikes begin the procession. Sponsored by IVGID, the Incline Village Crystal Bay Community & Business Association (IVCBA) and the Rotary Club of Tahoe-Incline, this local event invites the entire community and visitors to celebrate by being in the parade or being a spectator. The Bike Parade begins at 9:30am, followed at 10am by the Local Heroes Parade.

come see the new burnt cedar swimming pool! A 2021 Capital Improvement and Board of Trustees Priority Project, the Burnt Cedar Swimming Pool Improvements Project is now complete, and the brand-new Burnt Cedar Pool is available for the community to enjoy.
in late June (after this magazine went to press, or else we'd have a few photos from the ceremony here), and if you haven't yet been down to check out all the changes, we welcome you to come see what's new!
The project reconstructed the two existing pools (full size and toddler) at Burnt Cedar Beach, which were originally constructed in 1968. The new pool is wider to accommodate an additional 6th swim lane, and most-notably, the orientation of the pool has been modified to showcase the site’s incredible Tahoe views. Kids are sure to spend hours enjoying the pool slide, and the wading pool will be very popular with its new fun water feature. The renovations will provide a modern, quality facility for Incline Village that also includes a raised terrace for dining and a new pedestrian path connecting the west parking area to the sandy beach and picnic areas. We'd like to thank all of those community members who were able to join us at the Grand Opening ceremony held

2022 ORDINANCE 7 Revisions A Brief History of Recreation Privileges (IVGID Ordinance 7) In 1965, Washoe County added public recreation to IVGID’s powers. In 1968, IVGID issued $2,685,000 in revenue bonds for the acquisition of Burnt Cedar and Incline Beaches ($2.1 million) with the balance to be used to pay the first year’s interest, establish a bond reserve fund, and pay the costs incurred in connection with the issuance of the bonds. Since that time, updates have been made to the policies that govern recreation privileges and beach access for parcel owners, tenants, occupants of motels and hotels, and guests. The District General Manager’s Committee On Ordinance 7 One of the concerns of Incline Village parcel owners is that IVGID’s restricted-access beaches have become overcrowded at times, especially during peak summer. To address this and the District's safety and operational concerns of increasing beach utilization, the District’s General Manager developed and implemented a District General Manager’s Committee on Ordinance 7 (the Committee), and furthermore asked the Committee to discuss potential revisions to Ordinance 7 related to maintaining the IVGID restricted-access beaches for the recreational use and benefit of the parcel owners and their tenants, and as the Board of Trustees may determine, the guests of such property owners, as stated in the beach deed. The Committee consisted of community members, from various backgrounds, an IVGID Trustee as well as applicable Staff. Additionally, at the recommendation of the Committee, and upon approval by the Board of Trustees, IVGID hired outside special legal counsel to review recommendations for revisions, serve as a guiding resource for the Board of Trustees during deliberation over the potential revisions to Ordinance 7, as well related policies and historical practices. The Committee began meeting in September 2020. The primary focus was on beach utilization, commercial operations, guest access, and, most importantly, to remain in compliance with the beach deed. During the first few months, the Committee reviewed and discussed a tremendous amount of historical information and data. IVGID hosted three (3) Virtual Community Forums about the Committee’s work. All three of these virtual forums featured the same presentation by the District General Manager and the members of the Committee, followed by live questions and answers from forum participants. To get a better understanding of the community’s thoughts and concerns around Recreation Privileges and Ordinance 7, the District conducted a community survey, open to Incline Village and Crystal Bay parcel owners from June 30, 2021 to July 27, 2021. Over 2,200 responses were collected and authenticated during that process. The full results can be found on the District General Manager’s Committee on Ordinance 7 webpage: https://bit.ly/ord7committee. The community’s feedback was evaluated by the Committee and incorporated into the recommendations to the IVGID Board of Trustees. The Committee wrapped up their final recommendations for the IVGID Board of Trustees in April 2022. You can find links to all of the meeting agendas and minutes from the Committee at the link above. The District General Manger presented the recommendations formulated by the Committee at the April 13, 2022 IVGID Board of Trustees meeting and subsequently set a public hearing for potential adoption of revisions to Ordinance 7 for May 26, 2022. The Board of Trustees continued their deliberations over the potential revisions at their April 27 and May 11, 2022 Board of Trustees meetings. After the public hearing on May 26, 2022, the Board of Trustees formally adopted revisions to amend Ordinance 7 making all revisions effective beginning June 1, 2022.
Highlights of 2022 Ordinance 7 Changes Following are the Ordinance 7 - an Ordinance establishing rates, rules and regulations for IVGID Recreation Passes and Recreation Punch Cards by the Incline Village General Improvement District (informally known as recreation privileges) - summary of changes that are effective June 1, 2022: 1) Beach Access Privileges • An IVGID Picture Pass Holder. • A parcel owner, tenant, or guest holding a Recreation Punch Card Recreation Punch Card with a sufficient remaining balance on it to cover the entire cost of the guest beach access fee. • A guest who accompanies an IVGID Picture Pass Holder at the beach gate (with a limitation as to the total number of guests per day per parcel described in 6. below). 2) Beach Fee Payment • An IVGID Picture Pass Holder may pay for their guest(s) by credit card or by the use of a Recreation Punch Card, with a sufficient balance to cover the entire guest beach access fee(s). Cash is not accepted at the beach gates. An access fee is not charged for the IVGID Picture Pass Holder, only for

An IVGID Picture Pass or Recreation Punch Card must be presented at the beach gate (physical or electronic versions are permitted). • An IVGID Recreation Punch Card holder is required to pay of the full amount of the guest beach access fee for each guest using the Recreation Punch Card. Therefore, the Recreation Punch Card must have a sufficient balance to cover all guest fees. When a Recreation Punch Card’s value has been used in its entirety, it may not be reloaded. Recreation Punch Cards are non-transferable other than to the guest of a parcel owner. 3) Number of Passes Per Parcel Each residential parcel/dwelling unit is eligible for a combination of up to 5 IVGID Picture Passes and/or Recreation Punch Cards. In addition, each residential parcel/dwelling unit is eligible to purchase up to a maximum of 5 additional passes/cards, of which a maximum of 3 additional Recreation Punch Cards (that cannot be used at the golf courses) and/or up to 3 additional IVGID Picture Passes (that cannot be used at the golf courses and cannot be used for guest access to the beaches) can be purchased for qualified family members within the Family Tree (Exhibit to the Ordinance) of the parcel owner residing at the property - it is a Picture Pass for the cardholder only. The maximum proposed number of passes per residential parcel/dwelling unit is limited to 10. 4) Occupants of Hotels/Motels Occupants of hotels/motels: Occupants of hotels/motels shall be provided access to the beaches consistent with the terms of the Beach Deed subject to District administrative rules and regulations which shall include a verification process. This process, at a minimum, shall include payment of an occupant fee. Access shall be limited to occupants of the hotel/motel. The District has the authority to reasonably regulate access
to the beaches by occupants of hotels/ motels. The occupant fee is payable via punch card or credit card only, by the hotel/motel owner. Guest fees are approved by the Board of Trustees annually and are subject to change. 5) Watercraft Launching Boat/Watercraft launching is for valid IVGID Picture Pass holders or Recreation Punch Card holders for recreational use of such holders, and not for commercial use. The Beach Deed does not allow for commercial use of the beaches and a third-party launching service, provided to IVGID Picture Pass or Recreation Punch Card holders, is not considered a commercial use. All guest and launch fees are to be paid either by: • IVGID Picture Pass holders may pay by credit card or a balance remaining on the Punch Card(s). • Recreation Punch Card Holders must pay with funds on the Punch Card(s). 6) Number of Guests Allowed The total number of guests allowed access to each beach, by accompanying all IVGID Picture Pass holder(s) from one parcel, per day, is limited to a total of 15 guests per beach, per parcel, per day. Parties over 15 for any given parcel requires a group reservation to be approved, in advance, by IVGID's Parks & Recreation Department. The applicable guest fee will be charged to each guest at each beach. 7) Unbuildable Lots Unbuildable lots are not eligible for recreation privileges. For the unbuildable lots with privileges as of June 1, 2022, they will be allowed to continue to be eligible for recreation privileges until such time the property is sold, transferred, or until the death of the owner(s). 8) Definition of "Guest" "Any person invited by an Owner of a parcel with beach access to use the Districtowned beaches. A property owner or its assignees, including guests, can use the beaches for recreation purposes only and

cannot sell access to the beaches or receive compensation for access to the beaches." [Reference paragraph 29 from Ordinance 7.] 9) Parcels with Multiple Owners Any parcel/dwelling unit that is owned by multiple owners or that is held in the name of an entity (an LLC, corporation, etc.), must designate, on an annual basis, one person to authorize the issuance of recreation privileges for the parcel. 10) Other Important Changes • Stronger sanctions for misconduct, which can include suspension of Recreation Privileges for up to two (2) years. • A more detailed list of activities that constitute misconduct. • Specific requirements for parcel owners to be responsible for the actions and damage caused by their tenants and guests. • Recreation Punch Cards are proposed to only be transferable to a tenant or a guest of the parcel owner to whom the Recreation Punch Card has been issued and cannot be given to other owners for their guests. • The Family Tree has been updated to add registered Domestic Partners and their children. • There is a requirement that all Picture Pass holders under the age of 18 must obtain an updated photo every three (3) years. This is to ensure the IVGID Picture Pass holder is recognizable. • Daily use and/or exchange passes are eliminated. • The ordinance itself is undergoing updating to reflect all the changes made. It will be posted in accordance with Paragraph 4 of the ordinance as well as in multiple places of the District’s website. Beaches & Watercraft INFORMATION The four IVGID-managed beaches Ski Beach, Incline Beach, Burnt Cedar Beach, and Hermit Beach - are located on Lakeshore Drive between the Hyatt Regency Lake Tahoe Resort and State Route 28.

Hermit Beach is the name of the small beach on the east side of Incline Creek, next to the Hyatt Regency Lake Tahoe and where the kayak/paddleboard/ canoe storage racks are located.

Incline Beach has a nice sandy beach and swimming area if you need to jump in the water to cool off. There are several picnic areas, a playground, a non-motorized watercraft concession provided by Lake Tahoe Water Sports, and a snack bar and full-service outdoor bar provided by Incline Spirits that offer a selection of tasty food and drink options, plus cocktail service during the summer months.

Ski Beach 967 Lakeshore Blvd. Ski Beach has a boat launching facility, picnic areas, two volleyball courts and a bocce ball court. A creek runs through Ski Beach with lush grassy areas and trees to provide leisurely shady walks.
Burnt Cedar offers a newly renovated outdoor pool with waterslide and an adjacent toddler pool, a small sandy beach with a protected swimming cove, a large grassy point with benches, playground, non-motorized watercraft concession provided by Lake Tahoe Water Sports, and multiple barbecue and group picnic areas. The snack bar and full-service outdoor bar provided by Incline Spirits offers a selection of tasty food and drink options, with cocktail servers offering beach-side service.

Prior to coaching the men’s team, Sylvain was the Nevada women’s tennis head coach from 2006-11, after which he spent time coaching the San José State Spartan’s women’s team from 2011-15 (taking them to the NCAA Tournament for the first time ever as well), before returning to coach the Wolf Pack men’s tennis team in 2015. Sylvain began his coaching career in the U.S. as an assistant coach at Clemson University (which made two Final Four appearances), and was named the ITA Division I Southeast Region Assistant Coach of the Year in 2003 and 2004. He has also been coaching tennis in the French federation, running many different academies and tennis clubs in France and the U.S.

We’ve made some big improvements to the facility over the past year, including some nice outdoor furniture on our new deck so we may mingle and get reacquainted. We are happy to welcome back many of our staff from last year, and also thrilled to introduce a new teaching pro to our staff, Sylvain Malroux, who will teach both tennis and pickleball clinics. Sylvain recently wrapped up his seventh season as Head Coach for the UNR men’s tennis program, winning Mountain West Conference Coach of the Year honors while guiding the team

On the pickleball side, Sylvain has taught pickleball lessons for years, has guided pickleball-themed travel excursions to France, competes at the 5/5.5 level, and is finishing his Level 2 certification from the International Pickleball Teaching Professional Association (IPTPA). Malroux now lives in Reno, but is originally from Aurillac, France, and he and his wife Adrienne have two sons, Lohan and Milo.

Pickleball may very well be the fastest growing sport in Incline Village. Our 12 pickleball courts attract locals and visitors, many of whom play every day. If you haven’t tried pickleball yet, you are missing out on the fun, exercise and socialization the sport offers. It doesn’t take much to get started - we have paddles you can borrow, and “Introduction to Pickleball” lessons are available. Pickleball is for everyone: male or female, young or older, competitive or casual athletes. Enjoy the quick pace and learn the playing strategies that make the game addictive. Mornings at the Incline Pickleball Center are for adult drop-in play – 9am to 12pm daily. Come by yourself or with a friend and rotate into different games with other players. No reservations needed. Attending dropin play is like going to the “Cheers” bar where everyone knows your name. But instead of serving drinks, we offer dinks. (A dink is a pickleball shot that lands just over the net in the opponent’s court.)

Afternoons are wide open for practicing drills or playing with family and friends. Bring a foursome and enjoy playing at your own pace. WELCOME LETTER FROM ASHLEY WOOD I’m excited to announce that I will be the new Head of Player Development for the Incline Village Golf Courses. I have always had a passion for coaching others of all levels to live a happy and healthy life through the game of golf, and I’m excited to get the chance to lead the Incline Village Golf Academy. Adult and junior programs, lessons and coaching opportunities will now be offered throughout the entire year. We will have a busy summer with our returning Junior Golf Camps, Get Golf Ready clinics, Gals on the Green clinics and the PGA Junior League. I will lead these programs with the support of our other PGA professionals and amazing golf staff here in Incline Village. Be sure to look out for some new coaching experiences on and off the course that will be rolled out as the summer progresses. This year we’re also looking to enhance some of our great junior golf programs, and continue the excellent semi-private and private golf lessons at both golf courses.
If it’s time to update your equipment, look out for our Demo Day events, or sign up for a lesson and we can get you fitted into the right equipment. My goal as your lead instructor is to make improving your game and taking advantage of learning opportunities on and off the course inviting. We have a great setup at the west end of the Driving Range that will be the central hub of instruction (and a great place to hang out) this summer. earth day watershed education By Sarah Vidra, Public Works Program Coordinator
The IVGID Conservation Program (Waste Not) co-hosted a creek science event with the Nevada Department of Wildlife (NDOW) to celebrate Earth Day 2022. Students from the Lake Tahoe School made their way to Third Creek to start the place-based learning opportunity, which included an in-depth look at the fish weir (i.e. trap) installed just above the bridge between Incline and Ski Beach. Fish health is an indicator of stream health, and the thriving presence of rainbow trout (Oncorhynchus mykiss) in Third Creek demonstrates good water quality. NDOW Fisheries Biologist Samuel Sedillo and Supervising Fisheries Biologist Travis Hawks showed students the process of tagging fish for future study, and shared the history of the Third Creek field study. According to biologists, recreational fishing benefits the fish population by fostering stewardship of the ecosystem, through the educational opportunity provided by the permitting process. Pictured are students observing rainbow trout collected from Third Creek for spawn and release. The eggs are then brought to hatcheries. The survival rate of rainbow trout in the wild is 2% vs. 90% when raised in the hatchery and then released back into Lake Tahoe.
Waste Not staff member Joe Hill walked the students through a watershed activity that included the water cycle, mapping, and citizen science data collection. IVGID’s source water, Lake Tahoe, was the highlight of the lesson, with students drawing the water cycle from precipitation of snowfall at Diamond Peak, snowmelt moving as surface water runoff to Third and Incline Creeks, and the water cycle completing with evaporation from Lake Tahoe. Lake Tahoe School 7th graders shared their own observations of Incline Creek, with presentations on water quality parameters taken during the winter of 2021-2022. Graphs prepared by students included water temperature, pH, dissolved oxygen, and electric conductivity. The students’ observations aligned with seasonal trends observed throughout the IVGID monitoring program. In typical Earth Week fashion, the wind picked up in preparation to drop predictable late-season snow. The cold wind and flopping fish made it a fantastic and notable day for the students and presenters. Waste Not looks forward to more watershed education opportunities with the community and our conservation partners.

RATE STUDY/RATE CHANGE INFO By Brad Underwood, Director of Public Works At the April 27, 2022 IVGID Board of Trustees meeting the Board approved an increase to sewer and water rates, along with fees on the Public Works Fee Schedule. Prior to this, rates had not been changed since 2019. The following issues fueled the need for the proposed increases: continued annual inflationary increases in costs, significant increases in costs for necessary capital improvements, and deferral of rate increases over the previous two years. With Board direction, the District contracted with HDR Engineering, Inc. to perform a rate study to determine any necessary adjustments needed to rates. Analysis was completed to ensure the water and sewer rates cover the current and future operating and capital expenses of the utilities,
while maintaining an appropriate fund balance with working capital. Initially, the study found the revenue needed to cover these expenses and targets were 15% for sewer and 20% for water. Later in the process, updates were identified to the current year financials, as well as, the budget for the upcoming fiscal year. When using these updated projections, it was determined that the recommended rate increase for water could be reduced to 18%. At the time of the rate hearing, the Board was also provided an alternate, which was not part of the staff recommendation, which could allow for further reduction of the rate increases by eliminating a $200,000 budget line item in the upcoming fiscal year for both sewer and water utilities.
This contingency was identified as a need due to the current inflationary fluctuations. The Board selected the alternate revenue requirement, without contingencies, which will result in rate increases of 13.5% for sewer and 16% for water. Future annual rate increases will be required to continue to maintain the utilities infrastructure and fund the capital project needs. Any budget savings or overages in spending will be calculated into the next rate adjustment analysis. In order to lessen the burden of these future rate increases for capital improvement expenses, District staff is actively seeking grants or low-interest loans, or a combination thereof, in order to provide the necessary funding for these projects. Even with the current rate increases, IVGID rates remain low in comparison to other nearby utility agencies.

High School and serves as a board member for the Incline Education Foundation. Michaela was elected to the IVGID Board in November 2020 to serve through 2024.

Kendra Wong, Trustee
Kendra Wong earned an M.B.A. from Arizona State University and a B.S. in Economics from UC Davis. Kendra’s professional concentration is in accounting and finance. She began her professional career with PricewaterhouseCoopers in their audit practice. Her experience at PwC exposed her to numerous industries,
including venture capital and life science. Since leaving PwC, Kendra has worked in the pharmaceutical, medical device, utility, ski resort, and higher education industries. Kendra maintains an active CPA license in California. Kendra is a Professor Emeritus at Sierra Nevada University.
You can find her at Diamond Peak in the winter and at the Mountain Golf Course and on the beaches during the summer. Kendra is serving her second term on the IVGID Board of Trustees after being re-elected in 2018, and her term expires in 2022.
Kendra enjoys everything Incline Village has to offer.

Matthew Dent, Vice Chairman
Matthew Dent was born in Watsonville, California and moved to Nevada with his wife Tara in 2007. He earned a B.S. in Construction Management from CSU, Chico and a M.B.A. from the University of Nevada, Reno. Matthew and Tara have two young sons who enjoy daily walks to the beach and parks. They also enjoy spending time with friends, boating, skiing, and golfing.
Over the last 15 years, Matthew has collaborated with many local, state, and federal agencies while serving on executive teams for complex heavy civil, residential, and commercial construction projects with a value exceeding half a billion dollars. Prior to joining the construction industry, Matthew spent 10 years within customer service
while working in hotels and restaurants. He currently serves as the Vice Chairman of the Board of Trustees and has represented IVGID as Board Member for the Nevada League of Cities since 2015. Matthew was appointed to the IVGID Board in September 2015, elected in November 2016, and reelected in November 2020 to serve through 2024.

Sara Schmitz grew up in a small town in the Upper Midwest where she learned the value of community spirit and civic engagement. During her career as an Information Technology Executive, she led a team of 45 project managers and oversaw over $20M of projects.

second career as a Realtor. At the same time she became actively involved with the local chamber of commerce as well as town, county, and state government.
