After years of hard work and input from the General Manager’s Ordinance 7 Advisory Committee (Committee), staff, and special legal counsel, the Board modified employee beach access to protect the beach deed and the rights of its beneficiaries. The following is intended to provide clarification around the issue and popular questions.
Who was involved and what was the process?
The District has been evaluating changes to Ordinance 7 (Rates, Rules, and Regulations) for IVGID Recreation Passes and Recreation Punch Cards since 2020. The Committee was formed and recommended revisions, including
beach access for District employees and their dependents, along with the Silver and Gold Card holders. In 2021, the Board authorized special legal counsel to review this beach access issue to ensure compliance with the 1968 Beach Deed. On January 25, 2023, the Board approved the modification of employee benefits to exclude beach access.
Why did the Board take action?
As a fiduciary, the Board has been entrusted by the public to oversee and manage the District. Per the Beach Deed, the beaches are, “for the benefit of property owners and their guests.” IVGID employees are beneficiaries of the Beach Deed. The Board has a responsibility to protect the beaches, the property rights of owners and their tenants. Its decision to modify beach access protects the District by its compliance with the Beach Deed.
What does this mean going forward?
Effective immediately, employees have no recreational access to the beaches unless they’re a property owner, a tenant, or a guest of a property owner. For IVGID employees who work at the beaches, they have occupational
access to the beaches during scheduled work hours. Lastly, Incline Village property owners, tenants and guests will continue to have beach access in accordance with the Beach Deed and Ordinance 7.
Is there any consideration by the Board to offer employees other privileges?
Yes, the GM and HR Director are working on this. Filling seasonal and full-time positions has been difficult, for example, last year the District couldn’t fill the lifeguard vacancies and sense this may be the new normal.
In closing, we appreciate all District employees. The Board understands this is a sensitive issue. It has been several years in the making and I appreciate the efforts by the Committee, staff, and the Board for their leadership in protecting the Beaches for generations to come.

According to Ordinance 7: "IVGID Recreation Pass means the non-transferable photo identification pass issued by the District for free access to District Beaches for those Parcels which have Beach Access, and for hourly, daily, and seasonal discounts at other Districtowned Recreation Facilities."
IVGID Recreation Passes are different from IVGID Recreation Punch Cards, which are defined by Ordinance 7 as: "Recreation Punch Card means the card for Recreation Privileges issued by the District to eligible Owners for use by the Owner, the Owner’s Tenants and Guests of the Owner, that can be used to pay some or all of access fees to various District Recreation Facilities and bears a dollar face value established by the Board each fiscal year. A Tenant or a Guest of an Owner may use a Recreation Punch Card for access to Recreation Facilities, with or without the accompanying Owner, as more fully described in this Ordinance."
It is hard to believe as I sit here writing this (while looking at five feet of snow) that spring is just around the corner! Before you know it, everyone will be out enjoying all the outdoor venues that Incline Village and Crystal Bay have to offer – golf, tennis and pickleball, swimming, boating, volleyball, hiking, disc golf, water skiing, bocce ball, etc.
The hope for all venues is that we can return to normal capacities and service levels this spring and summer. Golf is moving back to 10-minute intervals between groups. Food and Beverage is working hard on recruitment to have enough employees to operate at full capacity. (With that said, it is still a good idea to make reservations if you are coming to The Grille.) Weddings and Events look to be back on track for normal bookings.
Springtime begins with a flurry of maintenance activity... Whether we are talking about the dedicated Parks crew getting the ball fields ready and the green spaces at our community parks and beaches spruced up, the Golf Maintenance teams working on both golf courses, or the Diamond Peak team putting the resort to bed for the summer season.
Please make sure that if you are out walking your dog or strolling with your friends and family, that you remember these areas are a “work space” with lots of equipment operating, such as mowers cutting grass. It is possible that debris from the winter could get caught up in a mower, so make sure you keep a safe distance when this work is going on, especially at both golf courses.
With multiple pre-season treatments and fertilizer being applied on the golf courses, it is also very important that everyone stays off of all fairways, greens and tees, as any disruption during the spring can cause the grass to burn where you step, leaving footprints for the entire growing season.
As always, please also remember to keep your pets on leash when walking around our outdoor venues. Please clean up after them and dispose of their waste in the many bear-proof trash canisters we have available at our venues.
Hopefully, we will see you outside when the weather breaks, enjoying all of our outdoor venues!

The Junior Lifeguard Camp is offered to residents of Incline Village (participants and guardians must have beach access). This program provides instruction into beach safety, swimming, and paddling, and encourages teamwork, safety, and leadership. Students will have the opportunity to swim, paddle, run and shadow a lifeguard on the beach.

Join us for fun in the sun on Lake Tahoe! Participants will engage in land and waterbased games and exercises that increase SUP skills/knowledge and target your overall fitness level. Paddlers will learn the proper fundamentals of paddleboarding, prone paddling, and surfing with a focus on safety and water awareness. Students will also participate in fun team-building activities, a variety of physical education games, fitness challenges, and creative art exploration. Participants must be able to swim!

Burnt Cedar Horizons camp is a traditional summer camp located at Burnt Cedar Beach. We will be spending our summer outdoors making friends and lifelong memories. Campers will engage in arts and crafts, play sports and games, relax in a hammock, or take a swim in the lake or pool. All of our staff is Red Cross certified. Come join Incline’s premier swim team for both competitive and novice swimmers. Our USA Swimming certified coaches will evaluate appropriate levels and practice times for each participant. Swim, connect and indulge with other women on Thursday evenings. The program is focused on beginner, intermediate and advanced skills. The Incliners is the longest-running IVGID senior program, providing social and educational opportunities for more than 500 seniors 49+. The club usually meets on the first Tuesday of each month for a social event which might include a potluck dinner, bingo, trivia, guest speakers, game night, and/or social happy hours. On the third Tuesday of each month, members meet for a catered dinner, followed by music and dancing (dates subject to change).
Annual dues are $25 per person. Advanced reservations are required for catered dinners (no walk-ins are admitted). Price per member is $30, and non-members and guests are $40. The Senior Transportation Program is a collaborative effort provided by IVGID Senior Programs, Washoe County, NDOT and RTC. Services include regular transportation opportunities for shopping, errands, outings, and medical or personal appointments. This door-to-door, reliable, affordable service provides local seniors a way to get around, run errands, make appointments, and take care of business. Reservations are required. Please call the Senior Transportation Hotline at 775-886-1020 and leave the requested information for local errands at least 24 hours in advance for the Tuesday, Wednesday and Friday services. The fee for regular Tuesday runs is $10, with Wednesday or Friday weekly local transportation at $5.
“On Demand” transportation is available for other individual needs. Cost is $40 per person, which includes a same-day round trip for errands, appointments, personal services, etc. (additional fees apply after 3 hours). Airport transportation services, (drop-off or pick up), are $55 per person. Book “On Demand” transportation services AT LEAST 72 business hours in advance at 775.886.1020.

Conversation Café is a drop-in forum hosted by the Senior Programs staff. Interact with people, share diverse views and a passion for engaging with others over interesting topics, local issues, and world news items. Candid discussions about selected topics elicit frank comments, and the dissemination of information, often with humorous anecdotes and interjections.

Veterans, supporters and community members are always welcome to join the Club and the monthly lunchtime meetings. General Membership meetings are held the last Thursday of the month, January through October, from 12pm - 2pm at The Chateau (955 Fairway Blvd., Incline Village).
Join this dynamic group and be involved with special events and unique opportunities to honor and support local veterans, military service agencies, and special veteran support operations in the community, state, country and world. Lunches are free for dues paying members guest lunches are $7. Fees are $30 for an annual membership. Non-members and guests are always welcome to drop-in.

Seniors don’t get to have all the fun. While we prioritize seniors ages 55+ for the following adventures, these programs are open to anyone 21+ who would like to join us if space is available!
Join the group every Tuesday for guided hikes to beautiful Lake Tahoe locations. Meet in the Recreation Center Lobby. Bring water, lunch and sunscreen (camera and hiking poles recommended). Wear appropriate shoes and layered clothing.

Join this new program option for weekly hiking! Walk and talk at a more leisurely pace on these 3-5 mile treks with gentle elevation gain. Enjoy the greater Tahoe area, meet new people, and keep moving. Meet at the Recreation Center for an 8:30am departure. Bring water, lunch, sunglasses/hat, sunscreen and hiking poles. Wear appropriate shoes and clothing. All hikes are weather permitting for safety reasons.

IVGID Senior programs is ready to host the summer Mountain Bike/E-bike Program. Starting in June, sign up to explore bike paths and off road trails throughout the Lake Tahoe Basin and Truckee. After the ride, enjoy an optional, no-host lunch with your fellow riders. This program 4pm - 5:30pm (food & drinks from 5:30pm 'til dusk)
The latest popular line dancing style is a great way to get some exercise, step to a wide variety of music, and have a great time! No partners needed, no experience required. Instructor will incorporate pop, rock, oldies, and western music selections to accompany dance steps. Class is held in the group fitness room in the Recreation Center. Register at the Recreation Counter by calling in, walking in, or online.
These mile-long, paved road hikes to the Crystal Bay lookout site, sponsored in collaboration with the National Forest Service, usually include a spectacular sunset and ensuing moonrise. Participants are encouraged to wear warm clothing and bring a flashlight. The outing includes transportation, wine, cheese and snacks provided by staff. Sign up and enjoy the views, friends, refreshments and fun.
If you would like to participate, but are unable to hike either or both ways, you may ride in the van to join the group at the top and enjoy the views and the fun!

April 23, 2013 - a cold and blustery day with six foot waves rolling in at Ski Beach. It was on this day that four men decided to brave the elements and test their skills on Incline's lone bocce court, nestled between the pines on the beach. The bitter cold did nothing to deter the banter, and the increased camaraderie brought about by the weather provided for three scintillating games of bocce. And thus, the Bocce Boyz were formed.
From that day forward the Boyz met twice a week, outgrowing the Ski Beach court after their first year, and moving to Spindleshanks in Kings Beach for year two. During year three, the Boyz were forced to move again to accommodate the group’s growth, this time to the three bocce courts at Truckee's Riverside Sports Park.
After five years of lobbying by Bocce Boyz Commissioner Art Schmauder, and recognition by IVGID that bocce was a growing sport which allows all ages to play, the bocce
players of Incline Village were rewarded with four beautiful, regulation courts, located adjacent to the Incline Village Recreation Center. These courts are open to the entire community to enjoy.
The Bocce Boyz meet every Wednesday at 10am at the Recreation Center courts, weather permitting, and all members of the community are invited to join in and have fun.
The availability of Incline's new bocce courts, coupled by the enjoyment experienced by the Boyz, provided impetus for the formation of the Bocce Babes - a ladies group that meets every Tuesday morning at 10am under the direction of Commissioner Julie Ashton. The Bocce Babes were formed in the Spring of 2020 and have grown to 16 regular members since that time. They also welcome new players interested in joining.
Please feel free to introduce yourself to either of these groups or play on your own. Bocce balls and rules are located at the Recreation Center's front desk. The boards at the end of each court are there for keeping score. The benches and planters are provided for your comfort and enjoyment as a result of a fundraising effort - through Incline Tahoe Foundation and the Parasol Tahoe Community Foundation - by the Bocce Boyz, Bocce Babes, and family and friends of local players to whom bocce was a passion.

Ski Beach has a boat launching facility, picnic areas, two volleyball courts, and a bocce ball court. A creek runs through Ski Beach with lush grassy areas and trees to provide leisurely shady walks. There are kayak/canoe/paddleboard storage rentals and an easily accessible boat ramp.

Hermit Beach is the name of the small beach on the east side of Incline Creek, next to the Hyatt Regency Lake Tahoe.
Burnt Cedar Beach

Burnt Cedar offers a newly renovated outdoor pool with waterslide and an adjacent toddler pool, a small sandy beach with a protected swimming cove, a large grassy point with benches, playground, non-motorized watercraft concession provided by Lake Tahoe Water Sports, and multiple barbecue and group picnic areas. The full-service outdoor bar provided by Incline Spirits offers a selection of drinks with cocktail servers offering beach-side service.

This will be my first full season at Incline Village. It won’t be long until we are back on the fairways, and knocking in those birdie putts (we hope!). On a personal level, I’m looking forward to meeting all the golfing residents returning for the season, and helping those new residents looking to join in the fun!
Incline Village truly is one of the most beautiful places you could enjoy a round of golf, and I’m pleased to have the opportunity to enhance the experience for all those that grace the fairways of Incline.
Currently, we're planning to open the Championship Course in late May, with the Mountain Course following in early June. The snow cover has been pretty consistent throughout the winter, which benefits the course going into the golf season. I know Jeff Clouthier and his maintenance team are extremely diligent, and will be doing their best to offer optimal playing conditions for you.
We are delighted to have brand new Club Car lithium carts for the Championship Course this season. Cart keys will be available for pick up in the golf shop, this allows us to monitor cart usage, improve check in procedures, and also for safety of all golfers and residents
in the area. The Visage GPS system will be touchscreen, allowing you to see the overview of each hole with yardages, and zoom into the green to see in closer detail the obstacles that lie ahead. The new carts also come with USB charging ports, coolers, club washers and shelves at the front left and right to safely store your valuables during play.

This program is geared to new players or players with little experience. Get Golf Ready is intended to give players a chance to cover all the aspects of the game in a consistent and controlled environment, with an opportunity to meet other newbies to the game as well. Get Golf Ready is meant to be fun and approachable with on-course learning to help prepare new golfers for an actual round of golf on an actual golf course. For returning golfers, it offers a chance to learn something new or break any bad habits formed and start again from scratch.
Level 1: Are you new to golf or returning after many years? Get Golf Ready Level 1 is a series designed to teach everything you need to play golf in a series of four consecutive lessons. Each lesson will focus on essential golf skills. Topics covered include putting, chipping, short iron shots, long irons, hybrids, fairway woods, driving, course etiquette, and rules.
Level 2: This clinic series is designed for Get Golf Ready 1 graduates or golfers who have played 2 or more years.

Open to intermediate golfers, the league builds confidence and encourages sportsmanship amongst our young golfers. Matches are a scramble format for 9 holes at various local courses. There will be two or three scheduled practices and four matches. Players must be able to play 9 holes at the Mountain Course, carrying their own bag. This program is limited to 20 total players. Cost is a total of $199 per player*.

Q: How should you determine which set of tees to play from on a golf course?
A: Why don’t more golfers move up when teeing off and play a shorter course? Why hasn’t a great idea like lowering scores and making more birdies caught on? Faster rounds and shorter approach shots surely make for a more enjoyable on-course experience.
Behavioral changes in golfers and golf clubs require time, effort and intervention. Overcoming the player’s ego, convenience, and conformity takes
time. Virtually all of them (most golfers will willingly admit) stand in the way. One great way to gauge which set of tees one should be playing from is to take the carry distance (not total distance) in yards that you hit your 5 iron, and multiplying it by 36 to get the optimal course length for your game. For example, if your 5 iron carries 180 yards through the air, it is recommended that you play a course length of 6,480. At the Championship Course, to play from the Championship tees, you should have the ability to carry your 5 iron 197 yards through the air!
If you are unsure of your carry distances, please stop by the golf shop and we will be happy to take our ball monitoring system on the range with you. It’ll only take 10 minutes and your 5 iron, and you’ll leave with the perfect gauge on which tee you should play from.
Golf course maintenance staff monitors the golf courses throughout the winter. The winter season can bring many different scenarios – some good and some not so good. This year will be a challenge with the deep snow depths, but luckily there has been minimal ice formation on the greens as of late February. During the wintertime we clear cart paths to be able to get around the golf course, and in late February we started the process of snow removal on the Championship course greens. It is too early to know what kind of damage there may be or to what extent as of press time, but we’re hoping for manageable conditions.
As we get further into spring, we will start cleaning up all the debris that litters the courses throughout the winter. Spreading of black mulch and sand will help melt the snow, and before we know it we will be mowing and grooming the turf in preparation for the golf season. We look forward to seeing everyone out on the courses once they’re open!

Matthew Dent was born in Watsonville, California and moved to Nevada with his wife Tara in 2007. He earned a B.S. in Construction Management from CSU, Chico and a M.B.A. from the University of Nevada, Reno. Matthew and Tara have two young sons who enjoy daily walks to the beach and parks. They also enjoy spending time with friends, boating, skiing, and golfing.
Over the last 17 years, Matthew has collaborated with many local, state, and federal agencies while serving on executive teams for complex heavy civil, residential, and commercial construction projects totaling nearly a billion dollars. Prior to joining the construction industry, Matthew spent 10 years within customer service

He currently serves as Chairman of the Board of Trustees and has represented IVGID as Board Member since 2015. Matthew was appointed to the IVGID Board in September 2015, elected in November 2016, and reelected in November 2020 to serve through 2024.
Sara Schmitz grew up in a small town in the Upper Midwest where she learned the value of community spirit and civic engagement. During her career as an Information Technology Executive, she led a team of 45 project managers and oversaw over $20M of projects.
After moving from Minnesota to Danville, California in 2006, she embarked on a
second career as a Realtor. At the same time she became actively involved with the local chamber of commerce as well as town, county, and state government.
Sara and her husband spent their honeymoon in Tahoe and have been returning ever since. Since moving to the Incline Village/Crystal Bay community full time, she has volunteered with the elementary school’s
Read With Me program and the Boys & Girls Club. She’s also a part-time ski instructor and founder of local non-profit Incline Village Crystal Bay Community 1st.
Sara was appointed to the IVGID Board in January 2020 by the Washoe County Commissioners, and elected in November 2020 to serve through 2024.
David grew up in Southern California. He earned his B.A. (International Relations/ Environmental Studies) from the University of Pennsylvania and his J.D. from Loyola Law School (Los Angeles).
David has been a full-time resident of Incline Village since 1997. In 2022, he retired from the Nevada Public Utilities Commission
after 25 years of service with the State. The majority of his career was spent regulating water/sewer, electric, gas, and telecommunications utilities in Nevada.
David and his wife have two daughters who currently attend Incline High School and Cal (U.C. Berkeley).
David was elected in 2022 to serve through 2026.
Ray moved to the USA from Scotland in 1999 on a career assignment and was very proud to become a U.S. citizen in 2018. He has a Bachelor of Science in Electrical and Electronic Engineering and an MBA from Strathclyde University, Glasgow. His professional career includes extensive experience in the Utilities sector including Operations, Mergers and Acquisitions, Customer Service, and Capital
Investment Strategy with an international Utility Company. Since 2004 he has delivered consulting services and management audits, focusing on strategy and business improvement, both through his Company, Munro Tulloch, and for several large consulting and accounting firms including IBM and Price Waterhouse Coopers where he was a Director.
Ray and his wife have been full-time residents of Incline
Village since 2007. (For regular visitors to the Village Green dog park Ray is also better known as "Timber's Dad"!) He has previously been a member and Chair of the IVGID Audit Committee.
Ray is an active Masters ski racer and President of Far West Masters Ski Racing. He is also the Head Coach for the Mount Rose Ski Team race program.
Ray was elected in 2022 to serve through 2026.
Michaela Tonking had the privilege of growing up in Incline Village, having left to attend the University of Colorado, Boulder where she earned a B.S. and M.S. in Business Administration emphasizing in Accounting. She continued her education at Brown University where she earned a M.A. in Urban Education Policy. Michaela works with state policy
makers across the country on education funding and resource allocation.
Michaela loves the community she grew up in and is excited to be back. She enjoys all IVGID has to offer from skiing at Diamond Peak, golfing at Mountain and Championship golf courses, to taking classes at the Recreation Center.
She currently coaches the We The People team at Incline High School and serves as a board member for the Incline Education Foundation.
Michaela was elected to the IVGID Board in November 2020 to serve through 2024.
