For the past 14 years, ArrowCreek neighbors have been visiting Hawley MacLean’s Garden (or G gauge and 1:24th scale) Alpine & Western Pacific Railroad.

Did you know we begin all our board meetings with the Pledge of Allegiance?

In the Pledge the words: “…one nation… with liberty and justice for all” are in our thoughts when we contemplate living in an HOA. HOA communities are not for everyone. We receive the benefits of a beautiful, secure community but we give up some freedoms by agreeing to abide by certain rules and accept being assessed monthly dues. One can also feel frustrated with the organization’s decisions, rules and enforcement policies. It is incumbent on the board to strike a balance between the benefits and costs of HOA life. Board members are residents just as you are and we also must deal with our rules and assessments. No one likes increases in assessments, including board members, but we must accept the fact of increased costs of materials and labor that comes with maintaining ArrowCreek. And what a job that is with 24/7 gated security, 26 miles of roadway and 15 miles of paths, parks with play structures, pools and tennis courts, a resident’s center, and acres and acres of beautiful landscaping all requiring active management.

A viable community requires an effort to adapt to change and to improve with today’s world. For example, changes in fire safety drive us to increase the green belt distance around structures and allow clearing of more brush in the undisturbed native vegetation of our lots and common areas. New construction materials require updates to our ADRC guidelines to keep current with modern design techniques. A desire of the community for new amenities such as pickle ball and bocce ball drive us to allocate our capital fund in those endeavors. Communication methods change with email, text, websites and electronic sign

boards. Some of these changes come with added costs that were not anticipated 25 years ago. Maintaining the status quo is not always possible with a living, growing community.

We are also bound by Nevada statues (NRS 116 & NRS 82) which dictate what the board can and cannot do. The Board is required to maintain our assets and safely invest the funds collected for that purpose. We also must be prudent with our expenditures to not waste homeowner dollars on decisions which have poor outcomes. Having to spend again on an item, because it was done poorly initially at a lower cost, wastes money eventually. It is the board’s responsibility to think smarter about maintaining our assets. We rely on our advisory committees to assist us in recommending the best actions to follow in maintaining and replacing assets.

Making ArrowCreek simply the best place in Northern Nevada requires continuous maintenance and improvements. It takes a team to run a village, from our board and management firm to management staff and committee volunteers; it is a symphony of interactive parts that makes the music beautiful. In the last edition of the View, we pointed out the goals the 2023 board has accomplished. This year, the board will continue to pursue those goals and others to keep moving ArrowCreek forward. No HOA is going to be perfect, but we are setting a high bar in striving to be in the top tier of HOAs. We hope you will be pleased with the actions this 2024 board accomplishes this year. And thank you for giving up some liberties in being a valuable part of this wonderful community.

The ACHOA has been blessed with service-oriented people that focus on anticipating and recognizing our community member needs. The ACHOA Board volunteers, Advisory Committee volunteers, Associa Community Manager, General Manager and great employee staff make themselves available for all community members. Therefore, it is easy to conclude that the ArrowCreek community has been blessed with empathetic and compassionate individuals that support the lifestyle of the community.

Being customer service orientated means having a positive attitude and being eager to help when working with community members. It also means demonstrating a willingness to provide community members with the best service possible. ACHOA volunteers, the Community Manager and staff and employee staff have a great service attitude that focuses on understanding community needs and expectations. The service attitude is friendly and welcoming from the front gate to the Residents’ Center to facilities staff working through the community to enhance the positive perception of the Association.

There are four key principles of good community member service: It is personalized, competent, convenient, and proactive. These factors have the biggest influence on the community members and their guests’ experience.

Personalized

Good community member service always starts with a human touch. Personalized interactions improve service and let community members know that the ACHOA cares about them and their problems. Instead of thinking of service as a cost, the ACHOA Board and staff consider it an opportunity to earn your loyalty and appreciation for the community.

Competent

Community members have identified competency as the element that plays the biggest role in a providing a good member experience. To be competent, the Board volunteers, Advisory Committee volunteers, Community Manager and ACHOA employee staff must have a strong knowledge of the operation of the Association, as well as the power to fix community members’ problems. The more knowledge they have, the more competent they become.

Convenient

Community members want to be able to contact a customer service representative through whichever channel is the most convenient for them. Our Board, our Community Manager and our staff have developed and provided such support through several channels

of communication – the ArrowCreek.com website, TownSq, The front gate electronic sign, email blasts, town halls, workshops, Community Manager availability at the Residents’ Center, open Board meetings, open advisory committee meetings, and phone call responses. The ArrowCreek View and the ArrowCreek.com website provide easy access to make the contacts that are sought by community members.

Proactive

Community members want the Board, Community Manager and General Manager to be proactive in reaching out to them about issues facing the community. The community members want open honest communication to be provided timely. The community members do not want surprises.

The ArrowCreek community has great volunteers and staff that are committed to providing a responsive community that people want to see to continue to prosper and provide the services and amenities all expect.

The ArrowCreek experience has so much to offer in terms of volunteer opportunities. Volunteering is the perfect way to meet your neighbors and make a few new friends. There are so many committees that are part of the ArrowCreek community. Just a few options include the Social Committee, Safety Committee, Landscape Committee and Budget and Finance Committee. Often volunteers have a professional background that is congruent with the committee on which they serve. This can be a wonderful opportunity to bring an existing skill set to the table and even keep skills current by engaging with others who share similar interests and experiences.

For the past 14 years, ArrowCreek neighbors have been visiting Hawley MacLean’s Garden (or G gauge and 1:24th scale) Alpine & Western Pacific Railroad. The railroad has several thousand feet of track, over 30 tunnels, ponds, waterfalls, and multiple bridges. Almost all the buildings are handmade and are replicas of real places that Hawley and his family have visited while traveling around the world. It even runs through the house. Since we last introduced our readers to the railroad in our Jan/Feb 2020 issue of the ArrowCreek View, a whole new section has been added. It is modeled after the Bernina Pass, a high

mountain pass in the Bernina Range of the Alps that connects Tirano, Italy and St. Moritz, Switzerland. In real life, the elevation difference between Tirano and the Bernina Pass is 5,984 feet, so you must come see how that has been handled on Hawley’s beautiful outdoor garden layout.

Hawley MacLean grew up around steam trains. His father Gordon was friends with Walt Disney. In the late 1950s, Gordon and Walt built a live steam engine together that ran around the MacLean family house in Los Angeles. They also both were involved with the initial start of the Los Angeles Live

Steamers Railroad Museum in Griffith Park, that still operates today. The all-volunteer, donor-funded staff offers rides on steam trains built by members while the museum showcases railroad history and the operation of steam, gas-mechanical and electric railroad technology.

Like his father did, Hawley has continued taking 7.5-gauge trains to different club meets several times a year. In 2017 the newly renovated Tunnel Cut & Trestle Railroad Engine 4535 steam engine debuted to the delight of a small group of ArrowCreek residents at the Hagen Community Park in Rancho Cordova, CA. Since then, Hawley has overseen the building of two more engines: Miss Nevada, a Steeple Cab locomotive, and a modern freight train with two diesel locomotives, freight cars and matching trailers. He has brought engines to the

Triennial events held at Train Mountain, which are attended by enthusiasts from all over the world. Train Mountain is the world's largest live steam miniature railroad and has over 36 miles of 7.5-gauge track on 2205 acres of pine forest spanning two miles by four miles near Chiloquin in South Central Oregon (about 24 miles north of Klamath Falls). It is 252 miles from Reno to Klamath Falls, which takes about 4.5 hours to drive. The next Triennial will be held in 2025 from June 21-29.

Hawley co-founded the Reno area’s own “Water and Rails” pond and garden train tour that is organized by MacLean Financial Group and Rail City Garden Center. It has benefited the ALS Association Nevada Chapter along with many other local charities. He is also in his last year of his current term as a Board Director of The California State Railroad Museum Foundation in Oldtown Sacramento, California. He has been involved with CSRMF for over eight years.

Hawley and his partner Jill are additionally involved with the Franktown Meadows Hunter Derby, which is a remarkable experience for athletes and spectators. This year it will be held June 21-23 at the Franktown Meadows Equestrian Facility in Washoe Valley. This one-of-a-kind equestrian competition raises charitable funds for many nonprofit organizations serving the northern Nevada community. Spectators are invited to enjoy three days of competition, promenade of shops, and an array of food trucks. Over the last several years they raised over $750,000 for nonprofits.

Hawley and Jill often host open houses and they will put the signs out and post on

Nextdoor Arrowcreek and Facebook. The Halloween gathering has become an annual event. Last year over 150 people came by. You can see videos of the garden railroad on Hawley’s YouTube channel Alpine & Western Pacific Railroad. They also own MacLean Adventures that take people on Adventures of a Lifetime. Many of their tours feature amazing rail adventures around the world.

If you have not done so already, whenever you see those signs from time to time on Arrowcreek Parkway that say, “Alpine & Western Pacific Railroad trains running today,” you should make the time to come visit Northern Nevada’s largest and most spectacular Garden Railroad.

In 2023 the Board of Directors approved the kitchenette project in the Residents’ Center. This will include a reconfiguration of the space and a new sink and refrigerator along with a food serving area and updated counters, cabinets, and flooring.

As of late January, the HOA is in the process of obtaining a building permit from Washoe County. The Board anticipates that

construction will start in February with a projected timeline of two to three months to complete. The Contractor will install a temporary wall around the kitchenette to mitigate noise and dust during the remodel and the Residents’ Center will remain open for use. We appreciate your patience and consideration during the construction process.

In the heart of Reno, the Neighborhood Mediation Center (NMC) stands as a testament to the power of peaceful conflict resolution and community engagement. Founded in the late 1990s by Trip Barthel and inspired by the vision of the late Nevada Supreme Court Justice Robert Rose, NMC has evolved into a vital part of Reno's social fabric.

At its inception, NMC was borne out of a need to provide alternative dispute resolution methods. This innovative approach aimed to relieve the burden on the legal system, while at the same time offering Reno's residents a more amicable and personal way

to resolve conflicts. What started as a visionary idea has blossomed into a cornerstone of community harmony.

Never heard of NMC? Not surprising given the under-the-radar, confidential, anonymous nature of the work it does. Yet to date, NMC has had a direct impact on more than 6,000 disputes in the community, and through its indirect training influence has positively impacted tens of thousands of people.

NMC's work is now multifaceted, addressing various aspects of community life with conflict resolution, mediation, conflict coaching and training services. One of its key programs involves collaboration with the Reno and Sparks Justice Courts, diverting cases that might otherwise clog the legal system into mediation. This not only speeds up resolution but also fosters a more understanding and cooperative atmosphere among the parties involved. Another program focuses on empowering neighbors, families, homeowners' associations, businesses, government

agencies, police, cities, and more… providing them with tools and services to resolve disputes. New, and perhaps most impactful, is NMC's work with organizations that support at-risk youth, offering these groups and their staff and volunteers, constructive ways to handle conflicts, thereby increasing the impact they have in our community. By supporting youth-focused organizations, NMC helps them reach and support more kids, more effectively.

Funding for NMC comes primarily from court filing fee assessments, a strategy that has enabled NMC to offer services for free to a huge majority of its visitors since 1999. This approach has been crucial in making conflict resolution accessible to a broad range of the community, regardless of economic background.

Despite its significant impact and success, NMC currently faces growing pains. The center is actively seeking additional

funding, volunteers, and board members. These resources are essential to expand its vital programs. Additional funding will bolster NMC's capacity to serve more people, enhance its program offerings, and ensure the continued top quality of its services. Volunteers and board members bring fresh perspectives, skills, and energy, all of which are invaluable to NMC's mission of bringing civility and resolution to all conflicts in Northern Nevada.

The daffodils should be ready to break ground by the time you receive your mailbox copy of the March/April ArrowCreek View. Landscape Committee members and student volunteers planted daffodils by all our street monuments along Arrowcreek Parkway last fall. The American Daffodil Society (ADS) approved Private Display Garden, Owls Roost Gardens, in our ArrowCreek community will also be in full bloom, usually by mid-April. The Owls Roost Private Display Garden is one of only two Private Display Gardens west of the Mississippi River. The other one is in Arkansas. Of the thirty-one gardens in the ADS Display Garden Program, seven are west of the Mississippi River, four are in the Western Region of the ADS and only one is in Nevada – The Owls Roost Gardens in ArrowCreek at the far end of Nambe Drive. You are welcome to see all the daffodils in bloom on your walk or ride around ArrowCreek.

Susan Duncan, the owner of Owls Roost Gardens, has planted over 14,000 daffodil bulbs for a display of over 1,200 unique varieties in her Owls Roost Gardens. Daffodils are not only deer and rodent resistant but also only require winter and spring snows/rains without any summer irrigation. They are a perfect spring pop of color for a high desert garden.

Happy New Year! New Year, New Recipes!!

The Arrowcreek Chefs Club enjoyed a fabulously festive end of year gathering.

Their December happy hour and meeting transformed the Residents’ Center with a “Winter Wonderland, Putting on the Glitz!” theme. Chefs sipped champagne while

socializing and tasting a wide variety of appetizers, with a delicious main course of roasted turkey, tri-tip and delectable deviled eggs with caviar.

For dessert, Chefs prepared a wonderful assortment of homemade cookies to display at a “Cookie Bar.”

On January 20, folk-rock legends, The Nadas, played a free For the Song concert in The Club at ArrowCreek’s Vista Room for community and club members. 176 people registered and over 140 attended – into the teeth of the 49ers-Packers game. “We knew we were taking a risk when we scheduled a show for the weekend when Super Wild Card NFL Weekend was going on, but we hoped the 49ers would avoid the Saturday night slot,” said Ford Goodman, For the Song’s Fund Advisor. “But we had a great, responsive crowd, donations were solid, and we came within $66 of hitting our planned expenditure of $3,000 per show.”

The Nadas played their more famous songs, including the hilarious “Rock Star,” where Mike Butterworth tells the story of record deals and fleeting fame, closing with “well, we can always plan a reunion tour.”

The Nadas have toured with Bon Jovi, Big Head Todd and the Monsters, The Beach Boys, Barenaked Ladies and more. When

the pandemic threatened and shut down touring in traditional venues, the Nada’s toured across North and Central America in a sprinter van, playing outside shows to the RV and camping community. They recently released a new, full-length album and played the title track “Come Along For the Ride” and the compelling “Other Side of the 45,” a song that contemplates life’s B-side as perhaps the more valuable and rewarding.

The evening closed with Mike and Jason Walsmith unplugged and in the crowd singing “I’m Still Here” across beautiful harmonies and to standing applause. “It was really rewarding to witness the ArrowCreek audience that came out to get to know these artists,” said Goodman.

For the Song will announce its Spring and Summer Series and dates shortly. They will seek superb songwriters and bands to contract and schedule monthly for May through August. Check www.forthesong.com for those dates.

For February’s For the Song event, held at the Club at ArrowCreek’s Vista Room, audience members had the rare opportunity to enjoy a local musician on the bill. Whitney Myer opened the snowy night’s entertainment, as 2017’s The Voice runner up Addison Agen was the headliner that evening.

The latest edition of the concert series was filled with soulful originals by both artists. Addison even commented at one point, “you guys are really into music you’ve probably never heard before…”

Whitney made point to mention that she enjoyed a stripped-down version of her set playing the guitar and accompanied by just a piano. A strong diversion from her usual five-piece band.

While there were many original pieces played, the night concluded with both artists on stage covering Fleetwood Mac’s classic “Dreams." Afterwards many who enjoyed the show stayed to get photos with the musicians and purchased their latest releases.

The mission of For the Song Charitable Fund was to build the ArrowCreek Culture and Community. They have been accomplishing this mission by impacting the Reno/Tahoe/ Northern Nevada Arts community and ArrowCreek’s outreach by bringing nationally touring, critically acclaimed American artists to our community for performances. The performances are free provided under the “Patronage Model” where attendees provide

donations which go directly to the artists along with all fees and costs for the performance paid out of the Charitable Fund.

The early 2024 attractions were The Nadas in January and Addison Agen & Whitney Meyer of The Voice in February. The 2024 future attractions are Django Walker with Spike McGuire in May, Blue Water Highway in June, Micky & the Motorcars in July and the Wilder Blue in August.

The ArrowCreek Community has been engaged for the first three shows with 880 attendees, 660 of them individuals and 393 families. 70% of the attendees participated in the “Patronage Model” and donated funds that covered $14,400 of the performance costs with the Fund making up the $4,500. The performing artists averaged 162% of their substantial guarantees and they contributed back to the Fund. This was a win-win for the ArrowCreek Community as well as for the artists.

Embarking on an exciting journey, Hunsberger Elementary offers a new afterschool LEGO Robotics Program to inspire a passion for science, technology and engineering for students of all grade levels by exploring the world of robotics.

Each team, coached by exceptionally skilled parent volunteers, is given the opportunity to design, build, and program their robots using LEGO robot kits, and watch them navigate challenges and complete tasks. The program also extends beyond the classroom,

as our robotics teams participate in the First LEGO League. Here, they can showcase their robots, present their group project to a panel of judges, and demonstrate the core values they've embraced throughout the season. This not only enhances their technical skills but also instills a sense of solidarity and sportsmanship.

This season, one of our Hunsberger teams qualified for the Lego Robotics State Championship and took first place in the Core Values Presentation and second place in Robot Performance.

Imagine that you are a young child living with parents who abuse you. Your parents may not mean to harm you, but they are caught in a web of addiction or suffer from mental illness. Regardless of the abuse or neglect, you love your parents, and you are accustomed to the life you live.

One day, strangers take you away to an overnight shelter. Days later, you move into a foster home. You don’t understand what is happening. You now live with strangers. Your friends are gone. You must go to appointments with social workers and maybe attend court hearings. You may move to other foster homes. Everything has changed. It is traumatizing.

According to the U.S. Department of Health and Human Services, each year over 600,000 children are the victims of abuse and neglect. In Washoe County, there are currently over 600 children in the foster care system. Only one in seven foster children in the community have a CASA (“Court Appointed Special Advocate”) volunteer. Studies report that a foster child with a CASA is much more likely to receive needed services, perform better in school, and have a chance for a more successful adult life.

What is a CASA volunteer? A CASA volunteer is an advocate who forms a relationship with the foster child, gets to know the

environment around the child, gathers educational and therapeutic information, and conveys this critical information to the court by providing a written report. CASA volunteers are trained to advocate for the best interests of the child. Judicial officers count on CASA volunteers to help them make the best possible decisions for the child’s physical and emotional well-being. CASA volunteers are often the one constant in the child’s life, providing a positive influence, and supporting the child throughout their foster care journey.

In partnership with the Washoe CASA Program, the Foundation recruits and retains caring adults to become Court Appointed Special Advocates. CASA volunteers are supported with mentorship and training. The Foundation also provides valuable resources for the children such as recreational programs, birthday celebrations, school supplies and Christmas gifts. We hope that these resources will give a child a sense of value and importance.

With the dry and warm winter we have experienced so far in 2024, our Facilities staff has taken the opportunity to complete pending landscape projects. Up at Harbottle Park, we replaced four storm damaged trees and added a rockery wall sitting area sourced from rocks and boulders from common areas.

We also cleared out the invasive Russian Sage at the entrance to the Residents’ Center and planted a Choke Cherry tree. The Russian Sage attracts bees and is not an appropriate plant in this area due to the adjacency of the pool and the Residents’ Center entrance. Replacement plants will be selected with the assistance of the ACHOA Landscape Committee and added to this area in the spring.

ArrowCreek is fortunate to have a resolute and dedicated Facilities staff that can accomplish landscape projects at a fraction of the cost of an outside contractor.

At 4:30pm on December 26, 2023, a cart driving on the pathway on ArrowCreek Parkway between Old Coach and Painted Vista hit an AT&T utility box and dislodged it from the foundation. The collision impacted approximately 488 residences in Painted Vista, Forest

ACHOA Security along with emergency alarm systems alerted AT&T and NV Energy about the outage. When the power was lost at the box, the emergency backup battery kicked in and lasted until 5am the next morning. AT&T was on site shortly after to begin the repairs. The box was re-mounted, and all wires and power were restored by 2pm. They also added three new cement bollards to help prevent this type of damage from happening in the future.

Speeding in residential areas causes five basic types of harm:

Speeding increases the risks of crashes and injuries for several reasons:

» The driver is more likely to lose control of the vehicle

» The vehicle safety equipment is less effective at higher speeds

» The distance it takes to stop the vehicle is greater

Pay attention to the ‘Radar Speed’ signs. They can help remind you if you are going too fast. If you are going too fast, you will end up with a speeding fine to contend with. It is easier to just stay within the 25 MPH limit. By the way, please note that some automobile GPS systems indicate the speed limits along sections of roadways. These are many times inaccurate within the private streets of ArrowCreek and are not to be relied on. The posted speed limit is 25 MPH.

Radar speed cameras are installed on ArrowCreek Parkway. The cameras have state of the art technology and are connected to the cloud which provides constant monitoring and calibration. They alert Security and the vendor instantly to any issues that need to be addressed. Each unit has two radars and are positioned to capture your speed as you approach and pass the unit. If a vehicle is speeding, it takes the picture of your BACK license plate for documentation. This is done so

everyone can see the speed they are going at and have the chance to slow down before the camera captures images of their license plate and speed to avoid receiving a violation. Please remember to be aware of your vehicle speed and slow down if needed.

We also have a mobile radar trailer with the same capabilities. The mobile unit is periodically moved to various locations around the community to address troublesome areas. This helps us make sure that our community is safe, and we are monitoring our speeds.

Tips for Turning Your Irrigation System on For Spring

Check for Frozen Ground

If your ground is still frozen, it is too early to activate your sprinkler system. Turning on your irrigation before the ground has thawed can result in your irrigation lines freezing and breaking. By midApril it is warm enough to turn on your irrigation, but you may need to keep an eye on the weather for two or more weeks until the lows get consistently above freezing. If your lawn or vegetation needs watering before the ground thaws, you will need to manually water with a garden hose.

Turn on Control Panel and Confirm Settings

Make sure the panel has the correct date/time and check when your irrigation zones will be watered and for how long. Do not forget to conserve water and remember the watering prohibitions. TMWA prohibits running your irrigation between 12pm-6pm.

Visually Inspect Your Sprinkler Heads and Irrigation Drip Lines

Check each sprinkler and drip emitter to see if any debris or dirt have gotten caught in them and clean, as necessary. A small brush or toothbrush helps with this job. If you noticed a damaged

nozzle, you should unscrew it from the sprinkler head and buy a replacement. If you detect a break or crack in your irrigation line you can repair using a new piece of irrigation line and a coupler to connect to the existing line.

Slowly Open the Main Valve and Fill your Irrigation System

Opening the valve too quickly can create a surge of water and air pressure that can damage pipes or break valves.

Check Your Watering Zones

Once your main valve is fully open and your have charged your system with water you are ready to assess your sprinklers and drip lines. Using your control panel, cycle through all your zones and observe if any sprinkler heads or irrigation lines appear broken or need adjusting. Make a note of any repairs or adjustments that you must complete before turning your system off. Once you have completed the repairs you should be good to go for the summer until you need to shut the irrigation system back down for the winter.
